wingate is being remembered after passing away following nearly six years on life support. then pro-palestine protests on california college campuses showing no signs of slowing down and in some cases they're growing because of counter protesting, plus fire, smoke and the intense battle to stop the flames tearing through a building just south of the presidio in san francisco. the news at noon starts now. >> this is ktvu fox two news at noon. >> good afternoon. i'm andre senior. thank you for joining us this afternoon. police officers from across the region gathering together to honor an oakland

police officer who died in an on duty crash, a funeral service for officer jordan wingate is underway at three crosses church in castro valley. ktvu henry lee joins us live with more on how he is being honored this afternoon. henry >> well, andre, oakland police officers were at this very same church just three months ago to honor officer twan ley, who was shot and killed during a burglary. and today the department again and mourning over the loss of officer jordan wingate, who died nearly six years after he was involved in an on duty crash. now earlier this morning, oakland police motorcycles escorted the casket of fallen officer wingate to three crosses church in castro valley. his flag draped casket brought inside the church. earlier caravans of law enforcement officers from oakland and other cities made their way on bay area freeways, paying their respects to the officer. oakland police officers, their badges wrapped in black bands of mourning, stood in formation outside the church to honor their fallen colleague. wingate was hurt in a crash back in 2018 that involved

his patrol car. another car and a big rig parked at the port of oakland. he died on saturday at the age of 28 while surrounded by family. his father, retired captain randy wingate, has begun speaking at the memorial. we expect to hear from other family members and friends. earlier, we did hear from interim oakland police chief darren allison, five years, eight months, seven days. >> despite his pain and adversity, jordan courageously battled his injuries, fighting every minute to live while confined to a bed. he showed his strength, his determination, his warrior spirit. during that time, we continued in hope, spending time with jordan, encouraging him to fight. but after years of fighting, on april 20th, 2024, jordan found rest and was able to be at peace

. the challenge now. >> today, the streets of oakland are being patrolled by alameda county sheriff's deputies to allow the oakland department time to grieve. officer wingate will be buried at a private ceremony in lafayette, live in castro valley. henry lee ktvu fox two news. >> look for your report later today. henry. thank you. san francisco firefighters likely spend much of today at the scene of a fire that tore through a residential building undergoing renovation. the fire call came in just before 430 this morning for the fire at the four story home on line and clay streets. this is just south of the presidio. the fire department says when crews arrived, the building was engulfed in flames. it was wet and windy, and smoke from that fire was blowing throughout city streets. >> when firefighters arrived. that wind that you just heard about was pushing smoke for blocks. heavy smoke. visibility was very low and it was very dangerous for our firefighters in the wind and in the mist. >> firefighters were able to keep the flames from spreading to neighboring buildings. they

searched the structure but didn't find anyone. the fire was under control by 5 a.m. the cause under investigation. now student protesters on the stanford university campus held a march and rally against the war in gaza. ktvu ali rasmus shows us the continuing demonstration that now includes an encampment on school grounds. >> tucked away in the middle of the stanford campus is white memorial lawn, now the site of an encampment with several dozen tents and students protesting the war in gaza. i feel as if, just like understanding that this is something that's important. >> and if we have the capacity to do something, we should go for it. we will not stop. >> we will not rest. >> the encampment sprung up after several hundred people joined a march and rally on campus yesterday to call on the university to divest from companies with ties to the israeli government. the demonstration was peaceful, with no arrests. the student protesters see the current conflict in the middle east and their activism for the palestinian cause as being very similar to the student protest decades ago that called for an end to apartheid in south africa. they say they also see

parallels with other international antiwar causes, as students, we are not part of an isolated event, but rather we are enmeshed in a history of demonstrations that have happened here and in every elite institution in this country. >> i think one of the most important parts about this demonstration specifically, and what this current movement of encampments is that they're predominantly for education. they're for imagining a bright and hopeful future for the palestinian people and people and liberated people all around the world. the group here is part of a wave of student demonstrations against the war in gaza that have taken over dozens of college campuses across the country in recent weeks. >> across the bay at uc berkeley, there is a similar setup there with pro-palestinian protesters who've set up tents at sproul plaza. in a post on social media, protesters shared a copy of this notice the university gave them last night, telling them the encampment was a violation of stanford university policy and that the failure to remove it could

result in disciplinary action. in a statement this morning, stanford university told us, quote, while stanford understands students perspectives on an important global issue, violations of university policy will not be overlooked. the submission of student names to the office of community standards student conduct process has begun. end quote. we did see some law enforcement officers watching this demonstration and encampment earlier this morning. some of the officers appeared to be taking pictures, others taking notes. they have gone for now, but we don't know if or when the university might take other steps to force the group here to leave. in palo alto, allie rasmus, ktvu, fox two news and similar to what we're seeing there at stanford and encampment, is also growing on the ucla campus down in southern california. >> it includes a library, a medical tent, and a desk where media can check in. last night, there was a counter protest, but no injuries were reported and no arrests were made. >> we are here because we have a set of demands, including

divestment with our university in ucla. >> i think this is a shame, shame that ucla administration is allowing this to happen. >> and at usc, its main graduation ceremony is canceled. now the administrators saying new safety measures on campus mean it would not be possible to process the 65,000 people who usually attend the event. the usc campus has been closed to the general public since wednesday, when 93 protesters were arrested during a pro-palestinian protest there. only students, faculty members and employees are allowed on campus right now. and new at noon, a group of american and israeli rabbis demonstrated in southern israel near the border with gaza, to demand a cease fire and the delivery of aid to the strip. the san francisco chronicle reporting that a famed berkeley author, ayelet waldman, was among the protesters, arrested waldman's husband, novelist michael chabon, announced on social media of her arrest. according to the rabbis for ceasefire group, three american rabbis and three israeli peace activists were

arrested during the demonstration. starting tonight, parts of busy, two busy bay area highways will be closed for repaving work. interstate 680 southbound will be closed between the 580 interchange in pleasanton and coupon road in sunol. the freeway will be shut down between 9:00 tonight until 4 a.m. monday morning. crews will replace and repair the pavement. no full closures of 680 are planned after this weekend. however, there will be some lane closures on weekends in may in the north, bay, highway 37 westbound will be closed between highway 29 and vallejo and highway 121 at sears point. all westbound lanes will be closed from 9:00 tonight until 4 a.m. monday. this is the second of four weekend closures on 37 to repair and replace existing pavement. the eastbound direction of 37 will be shut down the first two weekends of may. well, the heavily anticipated first round of the nfl draft is officially over as football fans will now start researching who their new additions are and look forward to the future. rounds but for now, players are in it for the

highway traffic safety administration, looking into whether last year's recall of tesla's autopilot driving system did enough to make sure drivers pay attention to the road. the agency says that tesla has reported 20 more crashes involving autopilot since the recall of more than 2 million vehicles. the recall updated software to increase warnings to drivers. the investigation comes just one week after a tesla that may have been operating on autopilot hit and killed a motorcyclist near seattle. former president donald trump's so-called hush money trial entered day eight in new york, and there was more testimony from media mogul david pecker. fox says madeleine rivera has the latest from washington. former president donald trump returning to court in manhattan friday as the criminal trial over alleged hush money payments enters day eight. >> i think yesterday went very well in this courthouse. the

system. that brought us a little bit of wet weather over the last 24 hours, and still bringing wet weather to the sierra. this is going to wind down a little bit later today, but snow levels are about 6000ft and isolated thunderstorms will be a possibility over the sierra. if you're heading in that direction for today, gear up for that. for us, we are pretty much in the dry at this point, but the wind out there is going to be a pesky one. in fact, there are already advisories for areas like the airport. you're going to find the wind on our bridges for today. napa reporting a wind gusts to 26mph. oakland airport reporting a wind gusts to 36mph. and we do expect the winds to remain strong for most of the afternoon. sfo reporting 36. san jose reporting 26 alg the coastline. half moon bay reporting 26. i already said that, didn't i? giving you a look here at the hills where we have mount diablo 24 and in the north bay, big rock reporting. oh, we lost a reading there, but big rock is close to 30mph as

three months ago to focus on his treatment for an undisclosed type of cancer. buckingham palace says charles would make a public visit to a cancer treatment center on tuesday in the first of several appearances he will be making in the coming weeks. one of his first major engagements will be hosting a state visit by the emperor and empress of japan in june. the palace did not provide an update on the king's health or his treatment, though it says the medical team are very encouraged by the progress made so far and

remain positive about the king's continued recovery. secretary of state antony blinken wrapping up a trip to china with a sit down with chinese president xi jinping. the leaders showed some agreement on a few issues, but as rebecca kaster reports, the superpowers are facing a myriad of contentious issues as they try to mend their relationship. >> mr. president, a warm greeting between us secretary of state antony blinken and chinese president xi jinping friday, wrapping up blinken's three day trip to beijing filled with hot button issues and warnings from both sides. >> i returned to china this week to take stock of where we've made progress and where more needs to be done. >> the secretary of state raised a number of concerns, including economic competition, artificial intelligence and fentanyl precursor chemicals originating from china. but the main purpose for blinken's trip was to warn china against its support for russia in its war with ukraine. >> russia would struggle to sustain its assault on ukraine without china's support.

officials at the platform's parent company, bytedance, since president biden signed into law earlier this week, a bill that forces the company to sell tiktok or face a nationwide ban. bytedance predicts that eventually it will win its legal battle in u.s. courts. tiktok is already banned in several countries due to concerns over its strong ties to the chinese government and security risk concerns. countries that have implemented total bans include afghanistan, india, nepal and somalia. australia, canada and many european countries have banned the app from work phones a bill meant to help people from arizona get access to abortion care in california is moving through the state assembly now. this bill would allow licensed arizona doctors in good standing to get temporary clearance to come to california to perform abortion procedures on arizonans. the proposal is headed to a committee within the assembly. in the meantime, arizona house lawmakers approved a bill to repeal the state's near-total ban and replace it with a 15 week ban. that measure

now heads to the arizona state senate. two california representatives are taking a closer look at california's property insurance crisis. north bay representatives mike thompson and jared huffman visited santa rosa's coffey park. it's a neighborhood devastated by the 2017 tubbs fire. the lawmakers discussed the disaster resiliency and coverage act that would provide federal financial assistance to make properties more disaster resistant through grants and tax credits. the act comes as several insurance companies have pulled out of california. >> when you put it all together, this is an important piece of making sure that insurance remains available and also affordable to the folks that we committed almost seven years ago to continue and to stand with and to serve. >> the bill was referred to two separate congressional committees last month for further review. millions of kaiser customers may be getting an alert that their personal data was exposed. the oakland based health care provider tells

the sfgate that certain online tools previously installed on its website and mobile apps may have been exposed. patient names, symptom searches and other data to third party vendors. kaiser says about 13.4 million people will get a notification about the breach. it's not clear when the breach originally occurred. new information about a deadly crash in pleasanton. what we're learning about the family who died as police continue to investigate how the crash happened. plus, pro-palestinian demonstrations continue to take over college campuses . >>

and companies funding its military against hamas. cb cotton has more on the ripple effect of a war that started when hamas killed 1200 israelis and took some hostage, and as israel launched an attack on the strip that killed 34,000 palestinians as the great dam wall climb. >> now columbia university says there are no plans to bring police in to clear out the pro-palestinian encampment. but a university spokesperson says there are ongoing talks with student demonstrators who have been protesting the ongoing conflict for more than a week. there's only about two weeks till commencement, but these protesters say they're not leaving until their demands are met. minnesota congresswoman ilhan omar joined at the student protesters with her daughter on thursday. she told our fox affiliate all jewish students should be protected, regardless of whether. they're pro genocide or anti genocide. jewish students say they're hurt that no one talks about the israeli hostages remaining in gaza. >> i don't have words to people

who say such things. you know, you can't deny what happened. you can't deny that people suffered. you can't deny that our families was there. you can't deny that our friends and families are still fighting to end this war to, to, to the fighting against the terror organization, the fighting to bring the hostages. it's really concerning. >> meanwhile, the university of southern california canceling its main commencement ceremony over the anti-israel protest erupting on campus. the school putting out a statement saying with the new safety measures in place this year, the time needed to process the large number of guests coming to campus will increase substantially. we will not be able to host the main stage ceremony that traditionally brings 65,000 students, families and friends to our campus all at the same time. more than 700 people have been arrested on college campuses across the country. this week alone in new york, cb cotton, ktvu, fox two news authorities have not yet released the names of the four family members who were killed in a solo car crash in pleasanton, but do have some of

them here. >> investigators say a mother, father and two children died wednesday night on foothill road near stoneridge drive. police say the family's car veered off the roadway, hit a tree, then burst into flames. you can see the damage to the tree. the two children who died were students in the pleasanton unified school district, and they were both under the age of 15, police say. despite trying to save one of the children, all four died at the scene. >> we're aware that any any loss of life, especially when it involves an entire family, has an impact on students and staff and, and parents and guardians. >> a full investigation is ongoing, but police now say speed may have been a factor here. this is reminding many of another deadly crash that took place on foothill road in pleasanton. nearly four and a half years ago. twin teenage boys and their friend were killed in a solo car crash near castlewood drive on christmas night. police say the driver lost control of a honda sedan, then smashed into a utility pole

and a tree. concord police are investigating an incident involving an attempted attack on a middle school aged girl. it happened wednesday around 7:00 in the morning in the area of newetrt and dartmouth way. coord lice say the man reportedlyrabbed her arm while trying to open the dr of a parked vehicle as she walked to school.olice say she was able to fight off. the man got away, notified school staff and poce. e suspect, describe as a man in his 50s, bald, with a heavy build. aslso associated with a black sedan. police are reviewing surveillance video from the neighborhood. anyone with information is asked to call police. a follow up on a series of violent incidents at san francisco jails. eight inmates have now been charged in connection with the alleged attacks on deputies. we reported how it led to lockdowns at the jails. ktvu crystal bailey has reaction from the sheriff and the union representing those deputies. >> i think it's really important to see that as a step towards accountability. >> eight inmates are charged with the attacks on deputies at

the county jails, the incidents causing the sheriff to shut down the jails for several days. injuries include bumps to the head and bite marks by an inmate who was restrained. >> we have deputies that enforce the rules and deputies that don't enforce the rules, so the ones that enforce the rules are the ones that become the focus of people's anger or frustration. >> half of those charged were in jail on murder charges. three others had violent offenses like burglary and having a gun. >> we have to deal with making sure our staff are equipped, not just with, safety equipment, but also with the ability to de-escalate situations and deal with people. >> anytime someone's exhausted or fatigued, it affects performance, it affects reactionary time, so all of this has an impact. >> ken lomba with the san francisco deputy sheriffs association says ten deputies have been injured in three weeks. in all ten cases, he says the jail was short staffed. >> the deputy that was attacked on april 12th, if there was another deputy there with him,

the attack could have stopped a lot sooner. >> lombok calls the issue over time slavery, saying the deputies are working an average of 28 hours of overtime each week, affecting their health and performance. but the sheriff says they have 16 hours of mandatory overtime each week, and any additional overtime is voluntary. >> it's like you have to work overtime to accomplish what the sheriff's department wants to accomplish. >> right now, our response times are the same. there's less staff responding, but people will always come to help people in need. >> last week, one of the inmates who was charged told us fights happen inside almost every day. things are so out of control at the jail that inmates are starting to get, unruly. because of the conditions that are going on at the jail, lomba is demanding the sheriff and the mayor prioritize hiring more deputies, but the sheriff says he's already working on it. he has just hired a full time

recruiter, and he's making some attempts at getting some military members interested in law enforcement in san francisco. crystal bailey, ktvu, fox two news the family of an east bay man who is on life support right now, demanding answers following an incident at an oakland park earlier this month. >> they say an east bay regional park officer tased deonte faison while he was in the water. it happened at the martin luther king junior regional shoreline on april 5th. the family's attorney says faison had jumped into the water after being stopped by police and was tased in the back while he tried to swim away. >> it shouldn't take an attorney to tell you that electricity and water don't mix. were bold enough to do that, but not brave enough to jump in and save them. >> faison's lawyer says he struggled in the water for up to 30 minutes before losing consciousness. the park district says it does not comment on pending lawsuits. some high school students in santa rosa say they do not want police officers returning to their school campuses. this comes as the school district reviewed a

report that concluded having police officers patrol school campuses does not make students feel any safer. >> what we do see in the question of the perception of safety at school is that over the last three years, we have seen a decline and that that information is shared not only at the student level, but we do see that same sort of decline at both the staff level and the family level. >> if we don't hold the mou committee accountable to draft a pilot program that recognizes the current politics of policing within the city of santa rosa and sonoma county, we will continue to disproportionately harm bipoc communities. >> four years ago, the school district in santa rosa removed police officers from all high school campuses. but last december, the board took the first step towards bringing them back. following several violent incidents on campus. just over half an hour ago, a unique scavenger hunt got underway in san francisco. a coin collector and shop owner says he plans to give away $10,000 worth of rare coins by hiding them across the

city. ktvu amberleigh spoke with the shop owner, who is revealing his mission to get more people interested in coin collecting, and it celebrates the opening of the bay bridge. >> so it's a bay bridge, half dollars, what they call it rare collectible coins, pieces of history made in san francisco. >> seth chandler, owner of whitter coin in the city's marina district, is giving away a total of 11 coins, five gold, five silver and one copper in what he calls a scavenger hunt. that's open to the public. >> i thought of the idea of the place 11 different coins, all made in san francisco in 11 different neighborhoods. >> chandler says the value of the coins ranges from $250 to $2500 each. this $20 gold coin from 1915 and a penny made in 1909, are the two most valuable. >> i just love coins. i've been collecting coins since i was four years old. you know when you hold a round piece of metal, that's 2 or 300 years old and you think about our founding fathers, or you think about the

country where the coin was made in, you could really connect with history. >> this is national coin week, and chandler wants to get more people interested in collecting coins. >> san francisco is the king of coin cities. we're the only city in the country with three mints. >> a u.s. mint is still operating in the upper market area. it produces special edition commemorative coins. the first u.s. mint started operations in the financial district in 1854. it's now home to the san francisco historical society, a museum. the second u.s. mint building on fifth street is now a venue space. >> there is no artifact that even comes close to our coins to tell a story of a civilization. it tells so much about who we are and what we are, and the us mint has done a good job. >> chandler says he and his staff have hidden coins in locations across the city, but that they will be giving out clues on social media. each coin will be in a plastic bag, along with a card with information on how to contact his store. winter coin. >> we're encouraging people to bring it back here to our shop on lombard street. just because

for us. well, now to this pga releasing its latest profit report for the january through march 1st quarter of 2024, pga says it had a profit of $732 million, up more than 28% compared to the same quarter last year. the jump in profits comes during frustration among customers about skyrocketing monthly bills, with more increases on the way. shares of google parent company alphabet are up over 9% today after announcing its first ever dividend, the mountain view tech giant beat expectations for the first quarter in sales, profit and advertising. it announced revenue was up 15% in the quarter from the same time last year. this comes after alphabet's big tech rival meta platforms announced their first ever dividend three months ago. san francisco officials and some of the city's top developers are considering some new ideas for the new westfield center. they were pitched some ideas this week by two competing groups of graduate students studying design, a development and architecture at stanford university and uc berkeley. the
