environment leading to these attacks is being debated. >> absolute confidence in all of our staff, not just our deputies, but also our professional staff, our medical staff, everyone's in this together to make sure we keep it a safe place. >> the san francisco sheriff says nine deputies were attacked over the past three weeks, and some of them suffered serious injuries. hello again everyone, i'm julie julie haener and i'm alex savage, the san francisco sheriff's association is blaming understaffing and mandatory overtime for those assaults. >> ktvu is crystal bailey joining us live tonight from san francisco after speaking with the sheriff about the union's complaints, crystal. >> well, the union says that these attacks on the deputies are a direct result of mandatory overtime. but sheriff miyamoto says that even though they're only at 73% staffing right now, he doesn't think that's the issue. he says the jails are overpopulated, partially because of an uptick in arrests surrounding drugs. but he says he's glad the district

attorney's office is taking this seriously. >> i think it's really important to see that as a step towards accountability. >> eight inmates are charged with the attacks on deputies at the county jails, the incidents causing the sheriff to shut down the jails for several days. injuries include bumps to the head and bite marks by an inmate who was restrained. >> we have deputies that enforce the rules and deputies that don't enforce the rules, so the ones that enforce the rules are the ones that become the focus of people's anger or frustration. >> half of those charged were in jail on murder charges. three others had violent offenses like burglary and having a gun. >> we have to deal with making sure our staff are equipped, not just with, safety equipment, but also with the ability to de-escalate situations and deal with people. >> anytime someone's exhausted or fatigued, it affects performance, it affects reactionary time, so all of this has an impact. >> ken lomba with the san francisco deputy sheriffs association says ten deputies

have been injured in three weeks. in all, ten cases, he says the jail was short staffed. >> the deputy that was attacked on april 12th, if there was another deputy there with him, the attack could have stopped a lot sooner. >> lombok calls the issue overtime slavery, saying the deputies are working an average of 28 hours of overtime each week, affecting their health and performance. but the sheriff says they have 16 hours of mandatory overtime each week and any additional overtime is voluntary. it's like you have to work overtime to accomplish what the sheriff's department wants to accomplish. >> right now, our response times are the same. there's less staff responding, but people will always come to help people in need. >> last week, one of the inmates who was charged told us fights happen inside almost every day. things are so out of control at the jail that inmates are starting to get, unruly. >> because of the conditions that are going on at the jail.

>> now, lomba says that he is demanding that the mayor and the sheriff prioritize recruiting and hiring for the sheriff's department, and the sheriff says he's working on it. he says he's just hired a full time recruiter, and he's making some efforts to recruit some of those military members who might be interested in law enforcement in san francisco. alex, back to you . >> all right. yeah, we'll see if that helps to bring more deputies into the jails. crystal. thank you. new at 6:00 tonight, san ramon police say they've seized hundreds of thousands of dollars in stolen items they believe were taken as part of a coordinated retail theft operation. back in november, officers arrested two women accused of stealing $13,000 worth of cosmetic products through an in-depth investigation, police say they uncovered an operation in oakland designed to resell the stolen items. yesterday, with the help of several agencies, police found more than $300,000 in stolen goods at three different locations. one person has been arrested and booked

into the alameda county jail. >> a man is in the hospital on life support tonight after his family says he was tased in the water by an east bay regional park police officer. ktvu henry lee explains what happened during the encounter and what the victim's family is demanding. >> he was tased in water in his back. my brother is fighting for his life. >> the family of deonte faison is in anguish. they say. what started out as a day enjoying an oakland park turned tragic when he was tased by an east bay regional park police officer while in the water, faison tried to swim across the channel, became unconscious and is now on life support at a hospital. his sisters, la shanti flores and tania sims, who is sitting with their brother's four year old son, are heartbroken. where is he going for them to have to tase him? >> at this point, we're not sure if my 34 year old brother is going to make it, and if he does, they are telling us that it definitely will not be the same. >> it happened at the martin luther king junior regional shoreline on april 5th. faison and a friend were hanging out

near his car, a parks police car pulled up and noticed faison's car had expired tags. faison ran off and went into the water between the park and the oakland airport. the family's attorney says an officer tased faison in his back when he was knee deep in water. faison began swimming toward doolittle drive and struggled in the water for a half hour, at times calling for help before losing consciousness. >> they didn't take off their equipment, but they watched him. >> the family's attorney, jamir davis, says officers acted improperly. >> it shouldn't take an attorney to tell you that electricity and water don't mix. were bold enough to do that, but not brave enough to jump in and save them. >> authorities say he's a convicted felon with a warrant, but all that his family says is irrelevant. besides, east bay regional park police, oakland police and fire and the alameda county sheriff's office were all on scene. authorities say they tried unsuccessfully to get help from the coast guard. the park district and county officials did not want to comment because of potential litigation. the family has indeed filed legal claims against both the east bay regional park district and alameda county. the first steps

toward formal lawsuits in oakland. henry lee ktvu, fox two news staying in oakland, police say they have arrested and charged another person in connection to a deadly stabbing. >> today, officers announced the arrest of 19 year old mia newman. they claim she and 23 year old kimberly burgos stabbed and killed 46 year old roy ramsey. this happened back on march 29th near 15th and marin way. the alameda county district attorney has charged both women with murder. >> today, the supreme court heard oral arguments over whether former president donald trump is immune from prosecution in a case charging him with plotting to overturn the results of the 2020 presidential election. ktvu janet katsuyama shows us what unfolded during this dramatic day in court. >> donald trump's attorney, d john sauer, began the hearing with his opening statements without presidential immunity from criminal prosecution, there can be no presidency as we know it. >> for 234 years of american

history, no president was ever prosecuted for his official acts, sauer claimed donald trump's actions were official when trump tried to switch the 2020 election results to his favor, trump's attorney argued that a former president should qualify for immunity from prosecution for official acts while in office. >> but the government's attorney, michael dreeben, said such presidential immunity has no foundation in the constitution or the supreme court's history. >> this court has never recognized absolute criminal immunity for any public official. his novel theory would immunize former presidents for criminal liability, for bribery, treason, sedition, murder, and here conspiring to use fraud to overturn the results of an election and perpetuate himself in power. >> the supreme court justices acknowledged the magnitude of the hearing, and for more than 2.5 hours wednesday, they grilled attorneys on both sides. >> do you differentiate between the president acting as president and the president

acting as candidate? >> trump's attorney said immunity should not cover private acts, but should cover official acts, and the organization of alternate slates of electors. was trump taking official action? justice ketanji brown jackson asked about the dangers of immunity. >> the potential for criminal liability is taken off the table. wouldn't there be a significant risk that future presidents would be emboldened to commit crimes with abandon while they're in office? >> justice elena kagan questioned if a president ordered a military coup, would it be considered immune? trump's attorney said it would be an official act, but should be addressed through impeachment. the justices pressed trump's attorney on the question of how to distinguish between official and unofficial acts. >> no man's above the law and that the president can be prosecuted after he leaves office for his private conduct. is that right? >> we agree with that. >> and then the question becomes, as we've been exploring

here today, a little bit about how to segregate private from official conduct that may or may not enjoy some immunity. >> jana katsuyama ktvu, fox two news and the timing of the court's decision could have a big impact. >> a vote for immunity would end the case. a rejection of immunity means a trial date could be set before the election, or if the justices hand it back down to a lower court, that could delay the case until after november. >> and for more insight on this case, we spoke with david levine, constitutional law expert at uc law san francisco. he says it doesn't look like the supreme court justices are ready to greenlight a criminal trial. >> it looks like they're trying to find a middle position. it doesn't seem as if there's certainly there's not five votes for the idea that there's complete immunity, that no matter what a president does while in office, whether it's murder, bribery or what have you, is immune from prosecution forever, that doesn't seem to be

a position that's going to hold sway. and on the other hand, it doesn't look like we have five votes for the proposition that it is possible to prosecute for any thing. >> levine also says the supreme court could decide to direct the lower court trial judge to make sure the government is only prosecuting on matters that are beyond the scope of presidential powers. >> the former president was back in a new york courtroom today. he is on trial for falsifying business records in relation to alleged hush money payments to an adult film actress in the run up to the 2016 presidential election. the former publisher for the national enquirer talked about the agreement he had with mr. trump to buy and kill negative stories during the 2016 campaign. david pecker said by the time stormy daniels started shopping her story around, he had already paid for two catch and kill deals and was not interested in making a third. mr. trump has pleaded not guilty and says he plans to testify.

taking part in a pro-palestinian rally on campus. these are live pictures from the stanford campus. organizers are marching in the main quad there for an action that is scheduled ahead of stanford's admit week. admit weekend that is. that's when newly admitted students can learn more about campus life. the stanford daily is reporting that the university sent an email to students and community members yesterday. reminder them of campus protest policies. campus officials said that violations could potentially lead to arrests. so far, this event appears to be peaceful. we will have more coverage on this demonstration at stanford throughout the night, including coverage coming up tonight on the 10:00 news and in the east bay. more tents are popping up at uc berkeley as protests there continue to grow. there's less than three weeks to go before

the end of cal's spring semester. so far, this demonstration has been peaceful. uc berkeley says it doesn't plan to change its investment policies or practices around the country. >> police have arrested hundreds more protesters at college and university campuses. fox news jonathan serrie shows us. it comes as columbia university sees some signs of solidarity with jewish students. >> pro-palestinian protests continuing to spread across college campuses on thursday. >> you can see a forced show of force here. >> here in atlanta, police used tear gas and tasers to disperse several dozen protesters gathering at emory university. multiple people were forcibly removed, not for war and occupation. and in boston, more than 100 demonstrators were arrested at emerson college overnight in new york, leaders at columbia university say they will continue negotiating throughout at least midnight

with students who have been camping out for more than a week. >> there's a constitutional right for people to express their views, and a constitutional right for people to come together and protest things, the university says. >> protesters agreed to remove tents and non-students from an encampment on the school's lawn, but thursday afternoon, the lawn did not look much different than it did earlier in the week, and some jewish students say they won't feel safe until that camp is removed. >> while the administration sends out some emails to students updating them on what's going on, it's pretty much we're being left to fend for ourselves, but signs of solidarity are starting to emerge. >> there is a united for israel rally on campus thursday night, and israeli flags are being placed not far from the protests. and on wednesday, house speaker mike johnson warned military force could be on the table to clear out the tents. >> the madness has to stop. the madness has to stop all this. >> as schools prepare for the final days of the semester and

graduation ceremonies in atlanta. jonathan terry, fox news. >> parents in the san francisco unified school district will have a chance to discuss a plan to close or merge some of the district's schools. the district is holding another virtual town hall, which is underway right now. superintendent matt wayne is set to discuss the results from a community survey, as well as discussions that took place at the end of march and early april. all participants were asked to rate the importance of 16 different criteria to determining school mergers, co-locations or closures. the district's plan affects an unspecified number of schools. officials point to understaffing, declining enrollment and the condition of older school buildings. >> well, barry weathered has been a cooler, a pattern setting up over the past few days. and right now there's a system moving into northern california, and this system may generate a few sprinkles or a few showers. this evening into your friday, take a look at the highs from

this afternoon. remember, we start out the workweek with temperatures in the 70s and the 80s. today, most areas only in the 60s and no big changes for tomorrow. temperature wise. we'll have lots of clouds and then into the afternoon hours. partly cloudy skies and some gusty winds. temperatures in the upper 50s to the upper 60s. what about the rain chances? well, the bulk of the activity with this setup will be up to our north and also out to our east, and even out toward the sierra. they're going to pick up some snowfall for tomorrow, but look at this action approaching portions of the north bay and the east bay tomorrow afternoon. it's just outside of the bay area, but close enough. they'll be watching out for the cloud cover. here we are right now, lots of clouds moving in to the region and a lot of clouds up in the north bay. a little bit of activity here showing up on the radar. a lot of this not reaching the ground just yet, but as you can see, there is some moisture moving into portions of the north bay for this evening from glen ellen to sonoma, just outside of petaluma. but check out some of the current wind reports right now. look at oakland airport gusting to over 30 miles an hour. sfo gusting to 28 miles an

hour. here is our live camera looking out towards san francisco in the distance and a lot of clouds moving in right now, at least from this vantage point. temperatures in the upper 50s to the 60s. we'll start things off tomorrow morning with lots of 50s, lots of clouds in place, and the possibility of some drizzle. so here's the forecast model tonight. maybe some drizzle or maybe borderline some light rain tomorrow morning. and then we'll be watching out for some of this activity that could approach portions of the east bay tomorrow afternoon around 3 or 4:00. a bit of a warming trend though, shows up in our weekend outlook, and we'll have more on that with your update in a little bit. >> all right mark, thank you. new at six tonight. police in concord are lookingor a man who reportedly grabbed a stent near a school. it happened yesterday morning around seven. officers say a student was stet and dartmouth way when a man grabbed herrm wle trying to open the door to a parked vehicle. police say she was able to fight the man off and was not hurt. if you have any information about this incident, you're asked to call concord

police. >> san francisco's 911 computer system was down for several hours this morning. the outage happened one day after the city unveiled its new 911 dispatch center. city officials say the temporary interruption was a direct result of an aging cad system that is undergoing a major upgrade. dispatchers were forced to go into what's called manual mode, but they were still able to answer 911 calls. in gilroy, police say they are looking tonight for a group of thieves who stole items from a nike store. so far, police have not been able to identify any of the four suspects in this case. if you have any information on these thieves, you are asked to put in a call to gilroy police. coming up tonight, a pair of representatives in the north bay promoting legislation. they hope will keep insurance providers from pulling out of california. also, a state senate candidate in the east bay picking up a big endorsement ahead of the november election. >> also ahead tonight, bay area officials say they're trying to

against ac transit district board of director jovanka beckles in the november election. outgoing state senator nancy skinner has also endorsed aragon. >> two california representatives held a news conference earlier today in santa rosa to talk about the property insurance crisis here in california. this conference was hosted by north bay representatives mike thompson and jared huffman, and it was held at coffee park, a neighborhood that was devastated by the 2017 tubbs fire. the lawmakers presented an overview of the disaster resiliency and coverage act. it's a response to insurers pulling out of disaster prone housing markets here in california. the representatives say it would make insurance more affordable, and they explained its benefits for large property owners. >> fema grants for homeowners in these designated areas, and a tax credit for property owners. because, you know, 10,000 bucks, you can do a lot for your home. but if you've got a few hundred acres, you can't, you know, you

can't clear that or put in a fire breaks. >> the bill was referred to the committee on ways and means in march, as well as the committee on transportation and infrastructure. >> officials with the san francisco public utilities commission say they are moving ahead now with their goal of buying the electric grid from pg and e. officials say pg and e has rejected its offer of $2.5 billion to purchase. purchase its power grid. so now it has asked the state public utilities commission for an independent valuation of the grid. hearings are set to start later this year. the city says it would pay for the grid purchase with bonds covered by income from customer bills. they say rates would be lower because the city utility would not seek profits or pay executive bonuses. a community in disbelief after a family is killed in a crash in the east bay. what investigators know about the cause of this accident. >> also concerns over a parking ticket crackdown. why san

man is on life support after being tased by east bay regional park police in oakland, authorities say. >> deonte faison is a convicted felon with a warrant. when he was stopped by police, he jumped into a nearby body of water. then, as he was trying to swim away, the family's attorney says an officer tased him in the back. the park district has not commented, and hundreds of people are taking part in a pro-palestinian rally tonight on the stanford campus. >> so far, the event appears to be peaceful. the university reportedly sent out an email before the planned protest, reminding students about campus protest policies. campus officials said that violations could potentially lead to arrests. >> you're watching ktvu, fox two news at 630. a crash on an east bay road claimed the lives of an entire family of four. that tragedy happened last night on a road in pleasanton. >> ktvu is jesse gary was at the scene of that crash today as investigators worked to determine the cause. >> hours after impact, charred

earth and firefighting foam tell part of the grisly tale on foothill road in pleasanton wednesday night, an electric vehicle carrying four people crashed into a tree and caught fire. pleasanton police investigators say all four occupants, two adults and two children, were killed. >> we're aware that any any loss of life, especially when it involves an entire family, has an impact on students and staff and parents and guardians, patrick gannon of the pleasanton unified school district wouldn't say which schools the two children attended, but did say the entire school community of 13,000 pre-k through 12th graders is devastated. >> police investigate. shooters are looking to see if speed was a factor in the crash. the impact knocked the bark off one side of the tree at the scene four and a half years ago. a similar incident, also on foothill road. three teens twins michelangelo and mark, anthony urista and their friend javier

ramirez, died at the scene near castlewood drive on christmas night. investigators say the driver lost control, hitting a utility pole and then a tree. >> can you imagine losing twins that they both come in at the same time and they leave at the same time? >> two other occupants were severely injured. this latest loss of life is pulling at heartstrings, still overcoming the last emotional wound. school district officials say extra support is being made available to students and staff thursday and friday. >> we've provided some extra counseling and support resources to students on campus. we have wellness centers at our middle and high schools, and students have been encouraged to visit, those those resources if they have a need. we're also following up with families at the end of the day with an email with, a lot of a lot of resources as far as grief and just being there for, for students for whatever they need.

>> pleasanton police say they're waiting for the alameda county coroner to make positive identification of the victims who died. and notify their extended family. once that happens, investigators here will be able to give us the names and the ages of those who died in the crash. outside pleasanton, police headquarters. jesse gary, ktvu, fox two news, san francisco's municipal transportation agency, says it's planning a parking crackdown next month. >> but the workers who will be responsible for enforcing those rules say the crackdown could put them in harm's way. >> ktvu is tom vacar was at a rally today as agency workers expressed their concerns on driver safety. >> san francisco parking control officers say previous stepped up parking enforcements or fine increases have led to increased threats and even assaults, making their work more dangerous without consulting them in advance, which puts a target on our backs. >> and, you know, it puts us in a in a precarious situation with

the residents and the challenges that we face. it shouldn't just be a top down decision. >> it's not thoughtful at all. and that should not be how we govern. >> we still haven't gotten the date, the actual date when we'll be doing that. >> officers also say drug addicted, mentally ill as well as unhoused people. add to their dangers. that's especially true in these unarmed officers are being directed to ticket people living in their vehicles during encampment removals, as well as having to enforce parking rules at open air drug markets, weapons and, you know, vicious animals. >> we encounter that on a daily basis. >> they already don't like us. so i feel like this extra enforcement is just going to make them have much more animosity towards us. >> officer schexnayder learned that after ticketing a car in front of its angry owner, i followed me about 2 or 3 blocks, waited for me at the stoplight, approached my vehicle, punched the window and cut my eye. muni station agents say they experienced much of the same everything in the subway.

floating homes, and a dozen live in sailboats. monthly rent shot up from $500 up to $1,000. the city of alameda fined the owner for the illegal rent hike, but says the company hasn't paid them yet. now, the county district attorney's office is suing valley investments. >> the city attorney's office is going to work very hard as quickly as the court system allows, to ensure that the tenants can remain at barnhill marina if they wish, protected by the city's rent control law. >> valley investments does not have a business site or listed email or phone number. we did reach out to the attorneys that represented the property owner in a previous legal case looking for comment, but we have not yet heard back. >> coming up, a job fair is helping those who are formerly incarcerated find employment. >> plus, it has been a rough start to the year for the us economy. we'll hear from an expert about hat the

he spoke earlier today in syracuse, new york, to promote that legislation. the act is given $6.1 billion in federal grants to micron technologies, which manufactures semiconductor chips. micron says it's planning on investing around $100 billion to build a manufacturing campus in syracuse and a headquarters in idaho. >> in all, it's going to create over 70,000 jobs across both states, at least 9000 of which are construction jobs. 11,000 manufacturing jobs. tens of thousands more up and down the supply chain. and it includes 9000 permanent micron manufacturing jobs. right here in clay, not here, but near in clay, just just a little bit from here. >> the white house says today's announcement is part of the president's commitment to revitalize communities that have

long been overlooked by federal investment. but stocks were lower today on wall street. shares of meta, the parent company of facebook, were down more than 10% over concerns about whether its big investments in artificial intelligence will pay off. the dow was down 375 points, a drop of 1. the nasdaq was off by 100 points and the s&p dropped by 23 points. >> the latest report on the us economy shows while growth slowed last quarter, inflation is still hot. james mcbride told us earlier today on the four. that's likely to mean fewer rate cuts from the fed. >> but a lot of naysayers were saying, oh my goodness, the fed's going to lower the rates four times. five times. some people have said six times where now people are hoping for one time. so it has changed the perspective of wall street because they're looking at this inflation. >> mcbride also said that the underlying economy remains strong, with low unemployment, rising wages and consumers who are continuing to spend money.

alameda county today held its second annual fair chance job, fair to help formerly incarcerated people find jobs and much needed resources. 900 people registered to take part and many lined up early outside the oakland coliseum, where that fair was held. several employers, including the us postal service, amazon, southwest airlines and cisco, were there. a variety of wraparound services were also offered to help people get the get to the point where they can be employed, including the clean slate program and health care providers. a few of the employers at the fair made on the spot offers to some of the job seekers today. >> well, in barry weather, lots of clouds moving in right now and the possibility of a few showers tonight into your friday. but the weekend it's going to feature warmer temperatures and we're going to have the update coming up. >> and then coming up tonight on west coast rap at 7:00 we will get back to the pro-palestine protests that are popping up on college campuses across the west. we have reaction from usc, where the schools main
