noon. >> good afternoon. >> i'm gasia mikaelian i'm andre senior. thank you for joining us. we are following developing story out of the east bay where a crash caused multiple deaths. and he closed a road in pleasanton for hours. it happened around 9:00 last night on foothill road near stoneridge drive. foothill was closed to traffic through this morning while investigators were at the scene. one vehicle was involved here and authorities have yet to tell us how many people were killed in the crash. released any identities or a cause? we'll keep you posted. well, today, the manhattan district attorney's office said it intends to retry disgraced movie mogul harvey weinstein. this comes after a new york appeals court overturned his rape conviction. but it does not mean he'll be getting out of jail. the court found the trial judge had improperly allowed witness testimony from alleged weinstein rape victims, who were not part of that case. the 2020 conviction was a landmark ruling for the metoo era. ashley judd was the first actress to come forward and accuse weinstein at a metoo movement news conference

this morning, she expressed outrage and disappointment over this ruling. this today is an act of institutional betrayal, and our institutions betray survivors of male sexual violence, and we need to work within and without the systems to start having what is known as institutional courage. weinstein's attorneys say it was clear that he did not get a fair trial. the 72 year old will remain in prison because he was convicted in los angeles in 2022 of another rape. >> the u.s. supreme court heard arguments today on former president trump's claim of presidential immunity from prosecution. this all stems from the charges against trump for his alleged involvement in attempts to overturn the 2020 election. his attorneys argued that he has immunity because he was acting in his presidential capacity to ensure election integrity. prosecutors say the behavior continued after mr. trump left the white house and warned broad immunity could give too much power to presidents in and out of office.

from setting up camp like they did at columbia university in new york city. house speaker mike johnson saying he will call biden and demand the president send in the national guard to columbia. this after protesters constantly shouted at him and other republicans during a visit to the campus on wednesday. mike i think the heckling is unacceptable. >> i am extremely pro free speech, but i'm also pro having tough conversations. i think that's the way you resolve conflicts for more than a week. >> some jewish students say they've heard nonstop chants from demonstrators calling for israel to be wiped from the map. as the campus remains divided. >> it's been very difficult, not just for me, but for every jewish student on columbia's campus and even non-jewish students. it's just complete atmosphere of chaos. the mob is ruling campus, and it seems for now that no one's doing anything to stop it. >> it's still not clear how columbia university will clear another campus lawn, where some pro-palestinian student protesters have been sleeping. those students said on social

media they'd been threatened with the national guard, but the university says that's not true. the university says pro-palestinian student demonstrators have agreed to remove tents and non-students from the area, and crackdown on any discriminatory language. later today, pro-israel students and activists are set to hold a rally on campus to counter the pro-palestinian demonstrations, which are ongoing in new york. cb cotton, ktvu, fox two news hamas released video of a man born in the bay area who is now being held in gaza. >> hirsh goldberg, poland, is an american citizen born in berkeley, then moved to virginia and then ultimately israel. the proof of life video was about three minutes long. in it, he identifies himself as the son of jonathan and rachel. he was attending a music festival in southern israel when hamas attacked on october 7th. this video is the first time his parents have seen him since that day. >> we're relieved to see him alive, but we are also concerned about his health and well-being, as well as that of all of the

other hostages and all of those suffering in this region. and we're here with a plea to all of the leaders of the parties who have been in negotiating to date. that includes qatar, egypt, the united states, hamas and israel. be brave, lean in, seize this moment and get a deal done. >> the number 201 is taped on the parents shirts signifies how many days since their son was abducted. >> if you live in san francisco or visit frequently and think parking is bad now, it could get a lot worse. but drivers likely won't be the only ones affected by stepped up enforcement. as ktvu bailey o'carroll reports, sfmta says they're concerned too, and say they're fearful about what it could mean for them. >> sfmta is cracking down hard on cars parked illegally in san francisco in an effort to make the city safer for drivers and pedestrians. but those responsible for enforcement here on the streets of san francisco are fearful, saying it puts a target on their backs.

>> i've also had, been threatened or with, you know, with multiple different styles of weapons. that i had had a guy, you know, pull a brick on me. who was. he's about to hurl a brick at me. i had to run and hide behind my work vehicle. >> evans, who's worked for sfmta for almost two decades, said the new ticketing crackdown could increase their chances of being assaulted by disgruntled drivers as it gets really challenging and i'm a pretty calm person. >> i'm a pretty respectful and i'm not a very aggressive person. i'm out there and i always take the stance of, you know, being clear about my intentions and, you know, educating the public. but even with that position, we see, you know, that people it's always met with you know, aggression. >> on thursday afternoon, sfmta critical front line workers are hosting a rally to bring attention to their increasing safety concerns, something they want the sfmta to help address in a statement to ktvu, the

sfmta said safety on muni, especially for our operators, is a top priority for the sfmta. we are already increasing security and safety across our system, including safety barriers for operators, reporting new protocols, staff training and added support staff. >> although crime is down on on transit, we don't see that on the streets of san francisco, and we don't see that when it comes to our interactions. we definitely see an increase in the aggression from the public, especially when we go out here, we have like again, targets put on our back, when they're being told that we're going to go out here and wrap up enforcements like we're being stick a stick on on the, on the public and on on the city. and we just have, you know, we just have a lot of pushback. >> sfmta workers added that the announcement of the new intensified ticketing plan came as a surprise to them. they said they heard about the new plan on the news the same time as everybody else. now, part of the

reason why sfmta is able to crack down and increase the number of tickets that they are issuing here in san francisco is because they say for the first time since the pandemic started, they are fully staffed with parking enforcement officers in san francisco. i'm bailey o'carroll, ktvu, fox two news. >> families of the victims of two boeing 737 max crashes met with prosecutors from the justice department, and what they want could further sink the airline maker into more legal trouble. as kevin corke reports from washington. now they want the federal government to criminally prosecute the airline manufacturer. >> prosecutors, with the department of justice meeting with family members of victims of two deadly boeing 737 crashes, the back to back crashes in 2018 and 2019, then launching a probe by the fbi and the dot. the justice department faulting boeing for how it communicate with the faa. about 737 max flight control systems and later sent the jets into

fatal nosedives. now for months after a fuselage panel on a boeing 737 max ripped off mid-air, the doj is probing a criminal investigation into boeing. >> it is inconceivable to me that for months since the alaska air door blowout, there's even a question of whether things have changed. i hope the justice department reaches that same obvious conclusion. >> the families argue boeing violated a 2021 deal with prosecutors to overhaul its compliance program. now, the families are urging the fed to criminally prosecute boeing. >> it seems to us that the justice department unfortunately continues to be in bed with boeing. >> their meeting comes as boeing is midway through a 90 day mandate by the faa to develop a comprehensive plan to address what the administration calls systemic quality control issues. >> that's going to be a very

important part of them being able to prove to the faa satisfaction that it is acceptable for them to increase their production until boeing completes its plan, the faa is only permitting the company to expand its 737 max production by a fraction of what it had planned, something the transportation secretary acknowledges has negatively impacted some us airlines in washington. >> kevin corke, fox news. >> the department of transportation announced a new rule requiring airlines to make refunds easier and fees more transparent. the new rule requires airlines to offer cash refunds within seven business days for significantly delayed or canceled flights, along with vouchers or travel credits. the department of transportation says the new rule, which will take effect in the next two years, will save fliers more than $500 million a year. california lawmakers have advanced a bill requiring new cars to be equipped with technology to limit their speeds. but with a major change, state senator scott wiener introduced the measure,

requiring so-called speed governors to be installed in vehicles from the 2027 model year and beyond. now, the bill proposes the installation of what are known as passive intelligent speed assistance, or isa systems in cars. they would activate when vehicles go more than ten miles an hour over the speed posted speed limit. essentially, they are warnings. if passed, the mandate would apply to half of private vehicles, trucks and busses manufactured in the 2029 model year, then expand to all vehicles in the 23 2032 model year. vehicles from earlier model years or those sold in other states are exempt from this requirement. >> well, an east bay family hoped a new documentary. police say the documentary was accurate , but we're hearing from the family of alexis gabe, who say they disagree. plus, tensions running high in a houseboat community in alameda. the issue that's promoted the city and prompted the city attorney to step in to help the community of more than 50 people and cool weather and cloudy skies for much of the bay area. ktvu meteorologist s ve paulson is up

bridge in baltimore, maryland. that bridge collapsed in late march after being hit by a cargo ship. this morning, a cargo ship passed through a newly opened channel, the first of five now expected to leave the harbor. they've all been stranded there since the bridge fell. it's a significant step toward reopening that major shipping hub. the new channel will remain open until monday or tuesday.

>> a community of houseboats residents in alameda getting some help from the city in an ongoing dispute over their landlord. the city of alameda is suing the owner of the barn hill marina for thousands of dollars in violations and what it calls draconian rent hikes. ktvu allie rasmus reports. >> the barn hill marina is a tight knit community of 42 floating homes and a dozen liveaboard sailboats on the alameda side of the oakland estuary. >> most of us have been here a long time and are kind of older. so, you know, living on fixed income. >> sandy privates lived in her floating house with the red trim for 50 years. she and other houseboat owners pay rent to the owner of this marina to dock and hook up to water and electricity. three years ago, a new landlord bought the marina, an llc called valley investments redwoods. >> he started immediately with some demands that we had not expected, like doubling the rent privates $500 a month. >> boat slip went up to a thousand overnight. >> it's difficult for anybody to come up with something, you

know, that's twice as much as they had been paying. when something like that happens, it just, it does feel really insecure about your major home, your major investment and your life. >> it's also illegal under state and local rental laws to increase the rent by more than about 3% a year. >> exorbitant rent increases as much as 178. we find it to be incredibly egregious and this is why we brought the action. >> the city of alameda fined the owner for the violation. he now owes them $120,000, but valley investments never paid. the high rents haven't come down. so now the city and the alameda county district attorney's office is suing the owner of the marina. >> the city attorney's office is going to work very hard as quickly as the court system allows, to ensure that the tenants can remain at barnhill marina if they wish. protected by the city's rent control laws. >> valley investments redwoods does not have a business website, phone number or email

listed. we contacted the attorneys that represented them in an earlier case and are waiting to hear back from them. ali rasmus, ktvu, fox two news, new at noon san francisco's public utilities commission says it is moving forward with plans to purchase the electric grid from pge and run it as a public utility. >> the city gave an update on those efforts in a webinar this morning. officials say that clean power sf already provides more than 70% of the electricity used in san francisco. they say pge has rejected its offer of $2.5 billion to purchase its power grid. so now it has asked the state public utilities commission for an independent valuation of the grid. the city says it would pay for it with low cost revenue bonds paid for by income from customer bills. >> we will keep our operating costs and rates low by eliminating profits, income taxes, exorbitant executive bonuses and other costs charged by pge. >> we know general fund dollars

are needed. >> the cpuc hearing on valuing the grid is set to start later this year, with a decision expected sometime next year. >> it's another day of mostly cool weather here in the bay area, taking a live look outside. there's a decent amount of sun over the gorgeous oakland alameda estuary, the city of san francisco shining in the distance. ktvu meteorologist steve paulson has your full forecast. >> well, our pattern of unseasonably cool temps continues today. tomorrow, then we'll start to get a little rebound on the weekend. mostly cloudy. there's a few sun breaks out there. if you get the sun, it's okay, but we're running cool. starting to cloud it up. maybe some light rain late tonight. overnight into early friday. then we'll see some blustery breezy conditions. so far, no wind advisory. it does look slowly better with a little more sun and slightly warmer temps as we go into the weekend. speaking of rain, we'll we'll take a look here and focus on san francisco. that's my data point here. we've had a lot of rain days. we have not had big systems, but to go this stretch with with hardly any dry days is

unheard of. so since october san francisco we have now gone ten consecutive days without rain. that is the longest stretch without rain going back to october 11th to the 21st. even during the wet months, november, december and march, we only had nine consecutive days. as you know, other months were quite wet. so if we don't get rain tonight, tomorrow, that stretch will go probably into next week. but just to this is extremely rare for us to not get rain longer than, say, 9 or 10 days going all the way back to october. i don't think i can ever remember that. san francisco 688 on sunday. since then it's been down to 60, 62, 62. monday, 60, tuesday, wednesday with 62. and today we're going for 62. what's normal this time of year? 63? you can see the low cloud deck. there are a few breaks in the clouds. and again, that sun feels pretty good, but it doesn't usually last. the next system is rolling into the north. now it's a weak system. this will impact northern california, the sierra northwest california, and i think mendocino county. lake county

more so than us. but we will get cloud cover out of it. we are running cooler compared to yesterday, and yesterday was not that warm as you know, most locations cooler, a little bit of a breeze picking up. that will be a bigger factor tomorrow. so the low cloud deck getting helped along by that system, which is beginning to move in some light rain, is possible. forecast models really don't show that much, but they do show a little bit. the system will dive in mainly towards the sierra and up in northern nor southern nevada and northern arizona to give them an unseasonably cool friday and also saturday. phoenix the forecast high is 78 on saturday, should be closer to 90. rain. not much. you know. i'll mention some drizzle. light rain for us here. a couple 100, maybe more. east and south and north kind of way. the forecast models are leaning. some light snow might make it up in the mountains. sure looks like a heavy wet snow. i would say it starts off around 7000ft, maybe down to lake level early tomorrow. but after tomorrow we do look to be on the improved. so a lot of thursday clouds, mostly cloudy, some sun, but clouds continue to roll in to the north and we will go cloudy by this evening. 60s

the biden administration is arguing that federal law requires hospitals to provide emergency abortions, if needed, to protect the health of the mother. idaho, however, says its ban already has exceptions for life saving abortions, and that state law should take precedent if, er doctors can perform whatever treatment they determine is appropriate, then doctors can ignore not only state abortion laws, but also state regulations on opioid use and informed consent requirements. the case marks the first time the supreme court has considered the implications of a state ban, since the court overturned roe v wade almost two years ago. a decision is expected by the end of june. >> a bill aimed at protecting california homeowners from being dropped by their insurance company advanced in the state senate. the bill requires insurance companies to consider wildfire mitigation efforts made by the state, as well as property owners, in how they determine rates and coverage. the bill is in response to the many insurance companies that are restricting coverage or refusing to renew policies because of the risk of wildfires. allstate says it

plans to resume writing new policies as soon as california adopts new regulations. the fourth largest property and casualty insurer in the state stopped writing new policies two years ago due to the risk of wildfires. california is now considering allowing insurers to include wildfire risk into catastrophic models to calculate rates for homes. >> state regulators have approved a plan to cap yearly increases in health care costs in california. the new rule will limit price increases at 3. the cap will be phased in over five years starting in 2025. providers who don't comply will be at risk of facing fines. the move is aimed at keeping rising health care costs better aligned with the average increase in income. over 250 popular musicians, including billie eilish, green day and dave matthews have signed a letter urging the senate commerce committee to support a bill that aims to reform the live event ticketing system. it's called the first fans act. it's one of several bills introduced in recent years aimed at combating unfair ticketing practices. the letter from the musicians says they demand comprehensive ticketing reform. live nation

encampment on campus, 108 people were arrested, mostly on charges of unlawful assembly for police. officers were hurt. protest tents started going up last sunday. the school had warned demonstrators that they were violating city ordinances, and boston police were preparing to clear them out. dozens of universities have seen large scale pro-palestinian protests in recent weeks and others a new rule at usc. people must show id to prove they're a student or member of the campus staff before coming on campus today. as i get back. los angeles police, for the time being, will patrol the area. authorities say many of the protesters were not connected to usc. 93 people were

arrested on trespassing charges. one person arrested for assault with a deadly weapon. rolling up , i love it, i love it. >> i think it's very necessary. i hope it doesn't escalate the way it has at columbia university. i think it's a peaceful protest and it's necessary. >> the tents were set up by some demonstrators for a sit in protest. no injuries reported last night, but some protesters threw bottles and other objects at officers while at uc berkeley. >> more tense are popping up as part of a growing protest there. more than 75 students, faculty and alum created the free palestine encampment outside sproul plaza or sproul hall. that's demanding. they're demanding that the uc system divest from defense and weapons related firms such as lockheed martin and blackrock, that are accused of profiting from the ongoing war in gaza. >> no rest until divest like we are here for the long haul. you know, we plan to hold the uc accountable to its, you know, to

its self-proclaimed mission. you know, i mean, as the home of the free speech movement, we are handling and dealing with this protest in a manner that's completely consistent with uc policy that says we must only turn to law enforcement if there is a specific and credible threat to people's safety. >> there's less than three weeks before the end of the cal spring semester. so far, the demonstration has been peaceful. uc says it does not plan to change its investment policies or practices, but universities across the country are considering making changes to graduation ceremonies. >> friends and family of a young east bay woman who was murdered say they hope a new documentary about her will reveal new clues and spur more interest in the case. ktvu joey hoarder reports from oakley, where the community gathered to watch the documentary. the investigation, more than two years after the disappearance of 24 year old alexis gabe, an antioch family and friends gathered at a pizza joint in her hometown of oakley on wednesday night for a watch

party. >> it was really tough watching it, but we were a little bit disappointed when gabe, alexis's father, referring to wednesday's hourlong episode of on the case with paula zahn titled where is alexis? >> she went missing in january of 2022. some of her bones would be found by a search party that november. scattered on a hillside in amador county. antioch police theorize her ex-boyfriend, marshall jones, strangled her to death. >> she was dismembered and then discarded. that nobody deserves that. >> when jones lunged at officers with a knife in june of 2023, in the seattle area, officers opened fire, killing him. but alexis parents believe the documentary leaves out key evidence of marshall carrying garbage bags to the home of his mother, alicia coleman clark. >> she's in those bags. she's in pieces. that was the toughest.

intentionally tried to kill his wife and two children by driving off a 250 foot cliff. they all survived. >> eight inmates in san francisco have now been charged in connection to attacks on sheriff's deputies. nine sheriff's deputies were attacked in the past month during several incidents. sheriff paul miyamoto attributes the violence to jail, overcrowding and a shortage of deputies. civil rights attorneys argue inmates are being mistreated. the attacks led jail officials to lock the jails for several days. san francisco's 911 computer system crashed for several hours this morning, forcing dispatchers to work in manual mode. the department of emergency services says it's due to an aging computer aided dispatch system. this comes just one day after newly renovated 911 dispatch center is now open in san francisco. yesterday san francisco city leaders came together for a ribbon cutting ceremony to celebrate the reopening. the location on turk street has a new training room, more workstations and an upgraded break room, among other improvements. we know that the people who work in this facility

are key to our emergency response and deserve to have a facility that works better for them, and today we are so proud to announce that this facility has been renovated on time and on budget. san francisco's call center is one of the top 25 busiest across the country, and gets an average of 3200 calls a day. the department of emergency management says the rollout of the new system is a large and complex project, and includes a complete refresh of system hardware, software and networking technology. edm says during the traition period, it will experience intermittent operional disruptions, but will not impact the public's ability to call 911 or ability to dispatch emergency services. the city of san francisco, recognizing five officers in a ceremony that includes two women who are making a difference in their community, ktvu amber lee spoke with the two officers about what this recognition means to them. >> police officers brittany

taylor and wing luck are being honored by the city of san francisco for their outstanding work. the two women received recognition for their actions during an incident on the graveyard shift. >> 903 at age 65, shortly after one in the morning on february 8th, the two officers were patrolling in their squad car in the south of market area when they noticed a man riding his bicycle on the sidewalk, which is illegal. >> officer luck got out of the car to speak with him, and i asked him to get off of his bike and then he kind of ditched his bike and hopped over here. >> ran over luck, chased on foot. >> the two officers managed to take down the suspect, who is a convicted felon, but the officers didn't stop there. they retraced the man's steps and gathered evidence that he had tossed out a stolen gun that was loaded and illegal narcotics, including methamphetamine and fentanyl. >> you don't know what's going to happen, but but at the end of the day, you're ready for it. >> police chief bill scott says the female officers are part of what he describes as a momentum,

we've learned multiple people have died. this happened around 9:00 last night on foothill road near stone ridge drive. foothill was closed to traffic through the morning hours as investigators were at the scene. we see a power pole was knocked down in the area. debris still scattered on the ground. crews are at the scene right now working to make repairs. one vehicle was involved. authorities have yet to tell us how many people were killed in the crash. they've not released their identities or a cause. a senate committee is launching an investigation into the high prices of the diabetes and weight loss drugs, ozempic and wegovy. the new york times reports that vernon, vermont senator bernie sanders sent a

sun. at least in this part of the bay. we'll turn to ktvu meteorologist steve paulson now for our full forecast. >> well, temperatures, as you know, they've been cool. now that's mainly confined to the inland areas. they're running a good ten degrees below even more than that coast and bay in the city are not really that far off. 62 in the city today, the low is 53. it was stuck there for since midnight. the average is 6350. so i mean you're pretty close here. record high 89 1926, 44. way back in 1892, i remember it well, but temperatures will start to slowly warm up here on april 25th. so coast and bay are pretty close to average, but inland continues to be well below. the city has really struggled. i mean, they have. sunday was 68. that might have felt pretty warm compared to what we had on monday, tuesday, wednesday and again today. 6062 an average again 63. a lot of low clouds. amazing that they're still around. the air aloft is cool, but the series of these lows keeps coming in and that just enhances that low cloud deck. here comes another front. now the bulk of this is going to head east and also south and

fall apart. but we'll get a lot of cloud cover out of it. southern california that low. that started the cooling trend on tuesday is now into southern california, into northern arizona. and look at not only that, but nevada, utah. that will be a big make weather maker as it moves across the four corners. that is a really cool pattern for them for this time of year, except for san jose temperatures are running cooler than yesterday and yesterday was a cool day. pretty good little breeze kicking up its heels, but it will be more pronounced i think tomorrow. so some sun breaks here today, but a lot of cloud cover on the way from that weak system. it'll just drag across a lot of cloud cover. so more show than go after that system. it does look like improving conditions as we go into the weekend and early next week, but honestly, the long range forecast model is all the way out to may 10th. just keep pumping in another low after another low after another low. so i don't think we're getting too warm any time soon. could be some light rain late tonight, tomorrow and snow up in the mounds is a possibility. again. this would be around lake level and higher, but seeing a couple inches being forecast to five. truckee and kirkwood. so that would be an april surprise, no

private donations, not tax dollars. but before she can reach out to philanthropists, the mayor said she had to introduce legislation that would temporarily lift restrictions on city leaders seeking private funds. the public private partnerships of raising private dollars to help with public projects can't happen unless you go through a process like this. the exact design of the enclosure hasn't been decided yet, but chinese officials will work with city leaders on the next steps. the mayor has said she'll work to make sure that the pandas have a safe and secure temporary home in san francisco, and that will cost money. >> even when i'm having conversations and people are saying, oh, i want to help, right? so instantly there's a form that i would have to fill out, but i can't even do that unless i get permission to make the request. >> zoo visitors say they're already looking forward to the pandas arrival. >> i don't know too much about politics, but i love pandas and it'd be nice because the children here, there's a lot of children and something to look forward to coming to san
