and good morning i'm dave clark. >> it's wednesday april 24th right in the middle of the week. gasia. that's right. >> today felt milder to me than yesterday. how do you feel? good. >> but lots of clouds over here for sure. >> that's a lot of low clouds. high clouds. and it is on the mild side here we get a south wind. so yesterday it was kind of the cool day. will still be on the cool side, but with so much cloud cover here, maybe a sun break or two could do it. you might get in near 70. kind of a tropical feel. i would expect santa clara valley for that 50 though. on the temps a lot of cloud cover, low high clouds, more thunderstorms will erupt north and also probably near the sierra as well. but for us, just a cloud away and there's plenty of them to keep us on the cooler side here. some drizzle, a little bit of a south breeze, 60s on the temps. all right. south here. i know we're okay on the peninsula. where are we starting this time. >> yeah we're going to go to san jose right now steve and i want to just show you that things are still doing very well. so this should make you happy to look at this grid where you don't see a

lot going on on the commute in the silicon valley or on the peninsula, for that matter. i kind of like what i see there. there have been no major issues. we can also look at some of the other commutes, like the bay bridge. that's pretty typical here. it's backed up to the maze and the metering lights around. when we come back, we'll take a look at some of the far east bay commutes, including contra costa county. 701. >> happening today, governor newsom proposing a new way to help people in arizona get abortions here in california as arizona's near-total abortion ban is about to begin in about a week. ktvu bailey o'carroll in our newsroom with what the governor wants to do. >> bailey garcia good morning. governor gavin newsom wants the state of california to make it easier for doctors from arizona to come to california to perform abortions, according to politico. the governor would offer arizona abortion providers an expedited way of getting licensed here in california. now, the move would require emergency legislation to pass because newsom wants that change

to go into effect to may 1st. that is the same day that arizona's near-total abortion ban is set to go into effect. governor newsom's team said that they are working closely with arizona's democratic governor, katie hobbs, a strong stance on abortion and abortion care is nothing new for newsom. it's been a major focus of his. he's run ads all across the country, specifically in states where abortion bans have gone into effect, like in the south, and they've been paid for by his campaign for democracy pac. >> yes, i'm going to need you to step out of the vehicle. i'll take a pregnancy test. >> now, since roe versus wade was overturned nearly two years ago, a number of conservative states have started to limit access to the procedure, while other states like california have taken steps to protect those rights. according to the governor, people seeking reproductive care in the state of california is up 17% since roe versus wade was overturned almost two years ago. now, according to politico today.

governor newsom also reportedly expected to announce $200 million towards reproductive health care funding. that money will go towards security at clinics, training for providers and transportation for patients. back to you, bailey. >> thank you. today the supreme court will hear arguments in a case that could determine whether doctors can provide abortions to pregnant women who are having a medical emergency. the justice department has sued idaho over its abortion law, which allows a woman to get an abortion only when her life, not her health, is at risk. the question is whether idaho's law conflicts with the federal law that protects patients who need emergency care. >> our time now 704 parents in the east bay desperately trying to find out how their 15 year old daughter was found dead in san francisco. and they say their questions have not been answered. now, saturday morning, jasmine. jasmine pellegrini of bay point was found dead. her parents last saw her wednesday night. they say their daughter

left the family home without a phone or without any money. she had been released from a psychiatric hospital just three hours earlier. >> how can we cope? we want we want answers. we want to know who was with her. we want to know how did she get to san francisco? >> her family says she'd been struggling with mental health problems for years. they say they have no idea how she died, but they're worried that someone may have lured her to the city and that she may have been drugged. >> the alameda county district attorney, pamela price, doubled down on her stance that the da's office is stronger under her leadership amid calls for her to be removed from office. >> i can tell you that in our office, we are holding people accountable every day. we are charging people. we are prosecuting people. we are doing our part where it's appropriate that they are entitled to diversion. >> price discussed her vision for public safety during a

virtual town hall. she said she ran on a progressive platform of reducing sentences for younger offenders, eliminating most sentencing enhancements and holding law enforcement more accountable. price rejects criticism that she's soft on crime. >> we're prosecuting people at the same level as my predecessor. and so this sense that people aren't being held accountable, i think is more driven, by the slant of the way things are being portrayed in the media and presented often, sometimes on social media. >> critics have gathered enough signatures to get a recall on the ballot. >> our time now. 705 the alameda county board of supervisors now has until tuesday to schedule an election date for a recall of pamela price, her critics, who formed the group save alameda for everyone, held this rally in oakland, right outside the county administration building. they accused supervisors of declining to begin the recall

process at last week's board meeting, we got the approved signatures. >> you have hundreds of thousands of people that want this on the ballot and want to constitutionally have her recalled, and we need that done as soon as possible. >> now the group is projecting that the recall vote will likely take place sometime between late july and early september. new this morning, the us department of transportation has issued a final rule on airline flight cancellations and delays. >> the new rule requires airlines to promptly provide passengers with automatic refunds in the same manner the tickets were acquired when they're due. the new rule requires airlines to give refunds when they cancel or significantly change a flight when checked bags are delayed, or when airlines fail to provide extra services purchased by passengers, the transportation department says. previously, airlines set their own standards for when to issue a refund, meaning policies differed from airline to airline. well, thousands of tesla workers in

the bay area will likely be looking for new jobs. tesla is eliminating some 6000 jobs in california and texas. about half of them are at tesla factories in fremont and palo alto. last week, tesla announced it was laying off more than 10% of its 140,000 employees. financial experts say that tesla also recently cut prices by $2,000 to increase sales. >> i do believe that there is the possibility that we'll see more layoffs because musk has announced that he wants to launch hot and heavy into, more automated production robotic factories, and probably a lot of ai in that as well. >> layoffs are expected to start in june, but tesla ceo elon musk says he has grand plans for tesla, wants to produce more affordable electric cars starting next year. >> time now. 708a measure to build a new road for busses in palo alto is now headed to the november ballot. the goal to free up traffic near university

avenue. the proposed project would directly improve congestion and safety for all modes of transportation in this key regional gateway. now, if that measure is approved, it would create a direct connection between palo alto transit center and el camino real. it would also require the city to carve out part of el camino park. now, supporters hope it will help bus passengers in that area save some time. >> more than 23 million homes could lose internet access when a federal subsidy ends at the end of this month. the affordable connectivity program will run out of money unless congress extends it. the program provides monthly subsidies of 30 to $75 to help low income families pay for home internet service. supporters say that congress is known for months about the deadline, but has not moved on. president biden's $6 billion request to renew the program about 35% of californians receive subsidized internet. >> time now is 709, and we do

see some traffic. that's beginning to bunch up in the typical areas. for example, at the bay bridge toll plaza. that is not unusual. and we promised you a look at the east bay. so let's get right to that. you can see that traffic on the 880 freeway, interstate 880 between hayward and union city is getting slow and 680 is also getting slower out of pleasanton, heading down toward the sunol grade southbound 680 from pleasant hill to walnut creek. slowing. and we've had some slow traffic on highway four westbound. that's not unusual, however. eastbound there's a slowdown getting into antioch or just leaving pittsburg heading east. a brief slowdown there. 710 let's go back to the desk. >> okay, sal. well a failing grade for the bay area when it comes to air quality. we'll tell you about a new report that names our region as one of the worst in the whole country when it comes to the air we breathe. >> it's encouraging to see some

years following an on duty car crash. ktvu andre senior here now with how officer jordan wingate's family is coping with his death. >> well, gasia, good morning to you. that crash happened back in august of 2018 and as you can imagine, it's been emotionally draining for his family. praying for him and watching as he tried to hold on. officer wingate was just 23 years of age at the time of the crash. he was headed to the port of oakland to investigate a report of suspicious persons in the area. he collided with a car which sent his patrol suv into a parked big rig truck. wingate was rushed to highland hospital in critical condition. >> they said the likelihood of him surviving was very slim, but between the doctors and nurses, they just they kept them alive. his mom and i had to go, you know, pick out his casket and his gravesite. and, you know, these are things that parents, you know, you should be doing this for your parents and your parents shouldn't be doing it for you. >> wingate came from a law enforcement family. his father

is a retired oakland police captain who had the honor of pinning his badge at wingates police academy graduation. he was a valedictorian, and the ceremony occurred on his birthday. >> the most important part of being a cop by far is talking to people. i think that was probably his biggest accomplishment was, you know, was just he was a people person, you know, he just loved people. >> officer wingate received numerous honors despite a brief law enforcement career. the oakland police officers association named him rookie of the year. wingate is the 55th oakland police officer killed in the line of duty. his godfather was an oakland police detective, also killed in the line of duty by friendly fire. that happened back in 2001. garcia, andre. >> thank you. 715 here, officials in california are warning about counterfeit botox that's being used in our state and others. the cdc says there have been about two dozen recent cases of botulism across 11 states linked to this. at least two of the cases happened in california, including a woman in san diego. she bought the bad

botox online. it resulted in headaches, weakness and blurred vision and then took it to a botox party, where it was injected by an unlicensed and untrained person. >> these are elective procedures , not something that anybody ever has to do. so you really want to do your homework, be a good consumer, ask a lot of questions. this is not a treatment that you need to be doing in someone's bathroom. >> only licensed physicians can buy botox legally, and it should only be administered by licensed professionals. the san diego woman suffered a mild case. other victims, though, were hospitalized and even went on life support. >> our time is now 716 new. this morning, a report says the bay area is not doing well when it comes to air quality. the annual state of the air report from the american lung association just came out the bay area was in the top five regions in the whole country, with the highest year round pollution. only

bakersfield, visalia, fresno and eugene, oregon had worse air quality than the bay area. well, some of that is from wildfires. the lung association says. engines, wood burning stoves and other sources can give off those very unhealthy particles as well. a strange, unusual sight over a city in greece. the sky turned bright orange. take a look at this video from athens, greece. just look at your tv. an orange haze covered the city, caused by clouds of dust blown in from the sahara desert. and that's weird. greek officials called it one of the worst episodes of dust and sand concentration to hit that country in years, and said the dust could be a risk for people with health problems. as you can imagine, the dust is expected to begin to clear today. now that orange sky in greece may remind you here in the bay area of what happened about three and a half

years ago, right here, when our skies turned orange, the orange skies we saw back on september 9th, 2020 wasn't caused by dust. it was from wildfire smoke. the similar to the dust it blocked most of the blues. light from the sky, which made the air appear to be orange. >> remember that like it was yesterday, we remembered that most of us were working from home. i remember when i saw mike mibach picture pop up sale. you'll understand this in like the preview that we had, i said. i told the director, tell him to turn his light on and they said his light is on. there's just no light coming through the window, right? >> yeah, i know it was kind of a weird day and not something i want to see again. that's all right. good morning everyone. you know what we do have traffic here on highway four. that is pretty busy. just west of antioch through pittsburg. and getting over to concord, through bay point. that's typical. eastbound. there's some slowing in pittsburg as you head out toward, antioch. not that much, but a little bit. and right now

we do see traffic at the bay bridge. it's backed up all the way out to the maze metering lights are on and the bridge traffic is ordinary. we've seen a couple of things. something just came in eastbound on 580 on the richmond bridge, some sort of, not sure what it is, but a vehicle, it's a. oh, here it is. it's a garbage can in the middle lane on the richmond bridge. so we're going to see if that affects traffic. it's eastbound though the non commute direction 718. let's go back to steve with today's weather. >> what i remember about that there were still golfers out there on the golf course. seriously. yeah i looked out there they were. >> and they get that 18in. >> they didn't care. yeah and the street lights were on at one and two in the afternoon that i remember. all right. yeah. we do have a lot of high clouds and low clouds over us skies. orange don't care. let's go out and play golf. all right, we had 18 holes that day under orange skies. today we have a lot of gray skies. why? because we have low clouds and high clouds associated with that low which is heading into southern

california. but there's actually two systems now. the flow around us coming up is sending in a lot of high clouds our direction. and here comes a system for late thursday for out of the northwest. it's april, right? okay for the city, 63, 56, 63, 50 is average. so well above on the low and 85 the record in 1913, the 440 on the record low was not that long ago 2000 and also nine. but for the city temps they had one day where they popped up. that was sunday at 68. it's been 62, 68, 62 yesterday, 60. today we're going 63. so a little bit below average on those temps, 50 on the temps mid 50s for most 5455, 56 a little bit of a south southeast breeze. look at that half moon bay sfo hayward palo alto mountain mount that's associated with that upper low i just showed you. the next system though is not far away. thunderstorm activity was just going bonkers. northern sacramento valley, northeast california and near the sierra yesterday, especially about reno

a retired mma fighter accused of attempted murder, will be back in a san jose courtroom today to schedule a date for a trial. now, lawyers for cain velasquez have reportedly been meeting about a possible plea deal. he was arrested in 2022, accused of firing shots at a car that he was chasing after a man who was in that car was accused of sexually abusing the son of velasquez. velasquez spent eight

months in jail, but he's been out on bail for more than a year awaiting the trial. >> the chef and owner of a vegan restaurant in oakland says he is frustrated and considering his options after his restaurant was burglarized for the fourth time in three years. >> it's everything. it's crying, it's rage, it's anger, it's frustration. it's defeat. >> the most recent break in was this past monday morning. the restaurant, roasted and raw, has moved several times, started as a pop up in jack london square and is now located at 14th and jefferson in downtown oakland. the owner says he is at a loss. >> a couple of guys, young guys, broke in, they basically hit the glass and then they just go like, same. it's almost a routine. this is a oakland problem. it's not city hall's fault. it's everyone's fault. we all need to step up and do something. that goes for the owner. >> thought about moving again, but says he's locked in a lease and that he'll have to go to court if he tries to break it.

>> all right, guys, the time is 725. the fda says it found traces of h5 and one bird flu in milk from grocery stores sold all over the country. but officials are saying, don't worry, pasteurized milk is still safe to drink. the pasteurization process kills harmful bacteria and viruses in dairy products. the fda is also investigating a recent bird flu outbreak among cattle. it's been detected in more than 30 dairy herds in eight different states. the fda says the milk from the infected cows is being diverted or destroyed. now. 726 a new program is trying to make learning to write computer code fun for children. we'll tell you how they're teaching tech skills for the future of careers, and san francisco's post-pandemic recovery may have hit a snag. >> the new data that show the city actually took a ste

>> okay, sal. thank you. well, 170 million americans are on tiktok, making it one of the nation's most popular social media apps. but the platform may stop existing here in the u.s. next year under a bill that was passed just last night by congress. ktvu allie rasmus is here now to explain how that bill would work and what tiktok's parent company says it will do in response. good morning. >> good morning dave. well tiktok's parent company, bytedance, has satellite offices all over the world, including here in the bay area, but it is headquartered in beijing, china. and us lawmakers and national security experts say that the company has very close ties with the chinese government to close, and that's why there was some bipartisan support among democrats and republicans in congress over the past week to pass this bill that could potentially ban tiktok in the us. the bill gives bytedance one year to sell tiktok to a non-chinese company, and if it

doesn't, the app would no longer be accessible to update or download on us phones after a year. lawmakers say they are concerned that the chinese government has too much information and influence over tiktok's 170 million us users. >> well, this bill is not a ban. it's about a divestment. and it's not really about tiktok. it's about bytedance, the company that owns tiktok and is indisputably controlled by the chinese communist party. >> the main thing i feel is, is conflict. i feel conflicted because on one hand, i've built a brand on their my company's is able to work with a lot of big brands on there to help them get their message out. it really is a way to get messaging out that can be positive, but ultimately it needs to be sold to an american company, i think, so that we can at least have some regulation on it. >> the tiktok ban was attached to and passed as part of a larger bill to give foreign aid to ukraine. israel and taiwan, and supporters say it's no different than how the chinese government treats us social media companies. facebook

instagram and snapchat. none of them are allowed to operate in china. the one year deadline would go into effect as soon as president biden signs this bill, and the white house says he is expected to sign it today. tiktok has not made any official statements in response to all this yet. but in an internal memo to its employees earlier this week that was leaked to the news site the information, the company's head of policy says that they plan to challenge this ban. if it becomes this bill, if it becomes law rather on the grounds that it violates the first amendment. live in san jose. allie rasmus, ktvu, fox two news okay, allie, thank you. >> and allie, just told you that same foreign aid package included billions of dollars in aid for ukraine and israel. now, the us senate overwhelmingly passed the bill just days after the house did the same. the bill gives $61 billion to ukraine, $26 billion for israel and $8 billion for taiwan to counter threats from china. the aid for

ukraine comes at a time that ukraine says it desperately needs new weapons to hold off attacks from russia. >> not every day you can say you made the world truly a better place, but i think the senate can say that tonight. >> now, president biden told ukraine's president the new air defense weapons will be on its way as soon as the legislation is passed. the president is expected to sign that bill later today. >> a group called save west portal is opposing proposed transit changes meant to improve safety in the neighborhood. the idea was in the works and is being prioritized now. after a family of four was hit and killed by a car at a bus stop near the west portal muni station, plans call for banning left turns on busy west portal avenue. those against it say that will put family run stores and restaurants out of business. sfmta is conducting its last poll with the public at 4:00 this afternoon. outside the west portal branch library. amanda works as a baker in san francisco, was in critical condition after being injured in

a hit and run. jesus zamudio was riding an electric scooter at work at bob's donuts at about 3:00 sunday morning. he was hit by a car at dubose and guerrero. the driver did not stop. the crash left him unconscious. coworkers say zamudio worked seven days a week at the two bob's donuts locations. >> i known him for so long and, you know, we work together and it's a good, kind person. >> zamudio's family says he worked to support his wife and two young children in mexico. bob's donuts set up a gofundme account that's raised almost $20,000 so far to help pay for his medical bills. >> time now. 736 the san francisco board of supervisors is expected to vote by june on a proposed curfew in the tenderloin. now, mayor london breed wants to force stores that sell prepackaged foods or tobacco to close between midnight and 5 a.m. if her proposal is approved, the police would warn the businesses about

anello, issued an email calling for a review of the maintenance, operations and facilities director ken turnage. employees accused him of verbal abuse, threatening them, and in one situation, ordering a forklift to raise the desk of a staffer to the roof of the building. employees say the human resources department considered what happened a joke and meant to build camaraderie among coworkers. antioch school board president wants transparency within this new investigation. >> then the school district. there's a culture of people protecting each other. and, preventing people from holding each other accountable in this school district, there's a lot of good old boys club going on in the school district that prevents people from feeling like they can come forward. >> now, in her email announcing this independent review, superintendent anello said she's called for a third party independent investigation into the school district's handling of this matter, and she looks

forward to updating the school board on the findings. the ktvu has called and emailed superintendent daniela, along with the maintenance director, keturnage, to get a comment. so far we have not heard back from them happening today. >> you may see smoke in some parts of santa cruz county near big basin redwoods state park. a prescribed burn will begin at 8:00 in the northern part of the park, right near where the icu complex fire burned three years ago. roads and trails will not be closed, officials with california state parks say plans for the burn depend on the weather. the burn is expected to continue through next week. here at home, people at uc berkeley are celebrating hatch day, welcoming the new peregrine falcons on top of the campus. bell tower. so far, three of the four eggs have hatched in the nest. a fourth could hatch any day now. they're all the offspring of annie the falcon that's lived on top of the campanile at the cal campus since 2016, and he's had up until this year, she had 18 chicks. >> so far, she has. now she has 21 at least. we're lucky that

now to the exchange for the latest numbers. dow jones down about a quarter of a percent. as you can see live there on the big board. the s&p 500 down just slightly. still above 5000. the nasdaq gaining about a third of a percent. though tech stocks have done well lately, a new study finds. while some u.s. downtown areas are recovering from the pandemic, others are still struggling. the study by the university of toronto shows many cities are working to turn vacant office spaces into homes, and they're offering restaurants and other businesses tax breaks to locate downtown. 50 of the 64 downtown areas in the study saw increased activity over the last year. minneapolis did the best, with foot traffic up 45% in the last year. san francisco unfortunately, came in last place in the study, seeing a 21% decline in foot traffic over the past year. well, the ftc is banning employers from using non-compete contracts to prevent workers from joining rival firms

an expedited way of getting licensed here in california. now, the move would require emergency legislation to pass because newsom wants the change in effect come may 1st. that is the same day that arizona's near-total abortion ban is set to go into effect. now newsom will announce the bill today, the governor's team said they are working closely with arizona's democratic governor, katie hobbs, a strong stance on abortion and abortion care is really nothing new for newsom. it's been a major focus of his. he's run ads all across the country, specifically in states where abortion bans have gone into effect, like in the south, and they are being paid for by his campaign for democracy pac. >> mass, i'm going to need you to step out of the vehicle, take a pregnancy test. >> since roe versus wade was overturned nearly two years ago, a number of conservative states have started to limit access to the procedure, while other states like california have taken steps to protect those rights, according to the

signatures. you have hundreds of thousands of people that want this on the ballot and want to constitutionally have her recalled, and we need that done as soon as possible. >> the group projects the recall vote will likely take place sometime between late july and early september. >> new this morning, the us department of transportation has issued a final rule on airline flight cancellations and delays. the new rule requires airlines to promptly provide passengers with automatic refunds in the same manner the tickets were acquired when they're due. the new rule requires airlines to give refunds when they cancel or significantly change flights when checked bags are delayed, or when airlines fail to provide extra services purchased by passengers. the transportation department says. previously, airlines set their own standards for when to issue a refund, meaning policies differed from airline to airline. thousands of tesla workers in the bay area will be looking for new jobs, as tesla is eliminating some 6000 positions in california and

was just 23 years of age at the time of the crash back in 2018. he was headed to the port of oakland to investigate a report of a suspicious person in the area. he collided with a car which sent his patrol suv into a parked big rig truck. wingate was rushed to highland hospital in critical condition. >> they said the likelihood of him surviving was very slim, but between the doctors and nurses, they just they kept them alive. his mom and i had to go, you know, pick out his casket and his gravesite. and, you know, these are things that parents, you know, you should be doing this for your parents, and your parents shouldn't be doing it for you. >> wingate came from a law enforcement family. his father, a retired oakland police captain, had the honor of pinning his badge at wingates police academy graduation. he was valedictorian, and the ceremony occurred on his birthday. >> the most important part of being a cop by far is talking to people. i think that was probably his biggest accomplishment was, you know, was just he was a people person,

you know, he just loved people. >> officer wingate received numerous honors despite a brief law enforcement career. the oakland police officers association named him rookie of the year. he is the 55th oakland police officer killed in the line of duty. >> officials in california are warning about counterfeit botox. that's being used in our state and others. the cdc says there have been about two dozen recent cases of botulism across 11 states. at least two of the cases happened in california, including a woman in san diego. she bought the bad botox online. it resulted in headaches, weakness and blurred vision and then took it to a botox party, where it was injected by an unlicensed and untrained person. >> these are elective procedures is not something that anybody ever has to do. so you really want to do your homework, be a good consumer, ask a lot of questions. this is not a treatment that you need to be doing in someone's bathroom. >> only licensed physicians can buy botox legally, and it should only be administered by licensed

>> thank you sir. all right. we'll take a look at the visible satellite because for this time of year, amazing amount of cloud cover here. not only low clouds but higher clouds coming in. i mean, take your pick. everyone's saying cloudy now. there's always a few breaks in the cloud cover, but for most locations, those are few and far between. unless you're over some of the higher elevations. a few little lines of sun out there, but it is a significant cloud deck for san francisco and 63 today. just because there were only 60 yesterday. a little bit more of a south breeze today, 56 low, which is well above the 63, is right where they should be. 85 the record high in 1913 and 40 not that long ago. 2009 on the record low. san francisco's only had one day above average going back to the past five. that was sunday, when they rocketed up to 68 degrees. but saturday and monday were 62. yesterday was 60, going 63 today. the upper low that is to the west southwest of us, it's more towards l.a, is pumping in some high and mid-level clouds that

opened the door to the significant cooldown and the rapid increase in the low cloud deck, which did not burn off for some yesterday at all. this is a cool pattern for us going all the way into friday 50s on the temps. the 57 poplar hayward is in there. san carlos, mountain view, san jose, livermore napa airport and everyone else is pretty close. there's another system coming in from the north. look at all the activity though. yesterday from the thunderstorms. northern sacramento valley, northeast california and along the sierra, but mainly from about reno north or on the lee side. but one system, the one to the south, will be into our weather today with cloud cover, then the next ones coming in from the northwest. that one is going to usher in a pretty good wind event is the way it's looking. if everything continues to come in a lot of high and low clouds today. cloudy, windy, maybe some light rain for us. more likely though, over the mountains and also norton, mendocino county up towards redding, north northeast california, truckee south lake tahoe. could be some pretty good rain showers there. and i'll show you this a future cast we call and always like to show

last half hour, president biden signed that bill into law. it was part of a larger bill that the president signed with directing aid to ukraine and taiwan and israel. but there's 170 million americans that are on tiktok. and last night, the senate approved a bill that would give bytedance, the parent company of tiktok, one year to sell to a non-chinese company. and if it does not, tiktok would no longer be accessible to update or download on us phones. and again, the president signed that bill into law this morning. so why did both republicans and democrats support and pass this potential ban? bytedance is a chinese company headquartered in beijing, and us lawmakers and security experts say the company has close ties to the chinese government. they worry about that foreign government having too much information and influence over tiktok's millions of us users. >> the fear here is okay, so this data is available and the chinese government can have access tot. the worst case

it just attracts more people. >> the mayor's office says the idea has a lot of grassroots support from residents and neighbors. tim benson is a manager at angelina's restaurant in the tenderloin. restaurants operate late into the evening, and he says sometimes customers or workers feel threatened. he says he hopes that the city could step in and help businesses that have their hours cut. but he says he thinks that shutting some of those businesses down where drug users and drug dealers congregate, may help the neighborhood as a whole . >> police have been much more active. dpw has been out helping the cleanup effort, but it seems to be mostly a daytime issue. and at nighttime, it's sort of a still. the wild, wild west plaza snacks and deli opened last year and operates 24 over seven. >> the man behind the counter didn't want his name or face used, but said that the business doesn't sell alcohol or tobacco and serves an important role in the neighborhood as one of the few locations to buy nutritious food. he says costs to operate the business are high, so he has to keep the doors open 24 hours. the new legislation, he said,

the city asked pge to put some of its power lines underground as part of the utility's plan to bury 10,000 miles of power lines to help limit wildfire risks. most of the areas are in rural sections of northern california. berkeley is hoping that pge will add panoramic hill and parts of the berkeley hills to its plans. >> a new study finds. while some u.s. downtown areas are recovering from the pandemic, others are still struggling. the study by the university of toronto shows many cities are working to turn vacant office spaces into homes and offering restaurants and other businesses tax breaks to locate downtown. 50 of the 64 downtown areas studied saw increased activity over the last year. minneapolis did the best, with foot traffic up 45% in the last year, and san francisco came in last in that
