a hit and run driver leaves a beloved baker in san francisco fighting for his life. tonight. his coworkers rallying support from the community to help him during this difficult time. >> i felt really bad about him because i known him for so long and, you know, we work together and he's a good kid, kind person, and it's a good baker. >> the victim has been a baker at the popular bob's donuts for three years. good evening. i'm julie julie haener, and i'm mike mibach. >> the victim was hit by a car while riding his scooter to work early sunday morning, right there at the intersection of dubose and guerrero. new at ten ktvu betty yu joins us live tonight from the city. after talking to the man's coworkers and family, betty. >> mike icu samudio never made it here to work at bob's on baker street early sunday morning. tonight, his family and friends tell us that he's in the hospital with life threatening

injuries. jesus zamudio is a father, a husband, and a beloved baker at bob's donuts in san francisco. sfpd said he was riding his electric scooter at duboce avenue and guerrero street around 3 a.m. sunday, when a car struck him and took off. the accident left him unconscious, and his family and coworkers heartbroken. >> i really, you know, cried when, you know, i hear that we just like a family around here. i feel really bad about him because i known him for so long. and, you know, we work together and it's a good, kind person. and it's a good baker. hi. how are you? >> bessie ferreira said, over the last three years, she often worked alongside jesus. >> when i'm alone here as a cashier, he helps me. everything console the donuts and taking care of the window and taking care of the doordash. >> he worked seven days a week

at the polk street and baker street locations. his cousin eric said he followed in jesus's steps and began working at bob's donuts a few months ago. >> no podemos ver loss to go through an interpreter, he told us he just visited jesus in the hospital where he had surgery. >> when they went in, they saw him. he was sedated so he was very sad to see him, see him in that bed because he's a very strong and hardworking man. >> he said jesus was his family's main provider and supported his wife and two young children in mexico. >> unos dias antes habian cargado. >> eric added that while jesus didn't vocalize safety concerns regarding his commute, he recently told him that he wanted to buy a helmet. >> he was going to order it with a friend and i guess he didn't have time to order it for me. >> when you were in this quarter, make sure you always wear a helmet, you know, no matter what. >> san francisco police are looking for leads in the case. his family has a message for the

costa county da's office praised madd's work in supporting the families of victims through legal cases that can take months, if not years. >> i agree with these people wholeheartedly that the punishment should fit the crime, and i want to give them security and let them know that the proper prosecution is going to occur, and that's the filing of murder charges and be gracious to you. >> madd says it hopes, with the work of their partners in law enforcement, that they can attain their goal of no more drunk driving victims. >> a funeral will be held on friday for a fallen oakland police officer who died last week after spending more than five years on life support. that officer was seriously injured in a 2018 crash while on duty. ktvu s crystal bailey spoke with his father, who also served with the oakland police department. oakland police officer jordan wingate is remembered as a dedicated public servant. >> it's encouraging to see somebody his age that was so

determined, that was just absolutely committed to service. saturday morning. >> this procession marked the end of watch for the young officer after he spent more than five years fighting for his life . law enforcement was in his blood as the son of a decorated retired oakland police captain, randy wingate, jordan joined opd as a cadet straight out of high school in 2013, and later was named valedictorian of his police academy class in 2017, graduating on his birthday, may 19th. his father, having the honor of pinning him during the ceremony. >> everybody thinks that jordan followed in my footsteps, but there's a lot of jordan and part of jordan that's, you know, still his heart still actually has a lot to do with his godfather, his godfather, opd detective willie wilkins, who died in the line of duty back in 2001, shot by friendly fire. officer wilkins was my best friend. well, still is my best friend. we went to the academy together in august of 2018 at

just 23 years old, jordan was severely injured on duty in a traffic crash. >> he was rushed to highland hospital. >> they said the likelihood of him surviving was very slim, but between the doctors and nurses, they just they kept them alive. >> for nearly six years, jordan was in a state of limited consciousness, able to hear and see his family praying, holding his hand and keeping hope alive for a full recovery. as jordan's family makes preparations and the entire community mourns the loss, wingate says he's especially proud of jordan for being a fighter. >> his mom and i had to go, you know, pick out his casket yesterday and his gravesite. and, you know, these are things that parents, you know, you should be doing this for your parents and your parents shouldn't be doing it for you know, what his father will remember most is his smile and how he used his heart to police the most important part of being a cop by far is talking to people. i think that was probably his biggest accomplishment was, you know, was just he was a people person, you know, he just loved people.

>> officer jordan wingates memorial will be held on friday morning at 11 at three crosses church in castro valley. crystal bailey ktvu, fox two news. >> and governor newsom offering his condolences tonight. he says flags at the state capitol will be flown at half staff in honor of officer wingate. >> new at ten. the us senate has passed a $95 billion foreign aid package after months of delays. once the bill is signed by the president, the pentagon will immediately send $1 billion in military aid to ukraine. in all, more than $60 billion in this aid package is earmarked for ukraine. the remainder will be divided between israel and taiwan. majority senate leader chuck schumer says a large reason the bill passed was because of bypass ship in the senate. >> america sends a message to the entire world we will not turn our back on you. we tell our allies. we stand with you.

tougher competition and bringing in less money, and now they're making some changes, i believe, a attempt of tesla to get better. >> but i don't think that we've seen the last of it. >> on tuesday, tesla filed a warn notice announcing that it will lay off 2753 people at a dozen fremont locations and at five locations in palo alto. tesla announced last week that it will lay off 10% of its more than 140,000 employees to reduce costs in their most recent earnings announcement, they reported that their eps, their earnings per share fell below expectations, below the consensus of what analysts had expected. and also their revenue had been decreasing for, the second year in a row. >> tesla also lowered prices by $2,000 in the u.s. on three of its models facing more competition in the electric vehicle market from companies

announcing that they would produce more affordable cars next year, tesla's stock rose 11% on tuesday. julie la monica peters reporting live tonight in fremont. >> lamonica thank you. on wall street, stocks were higher across the board today. the dow rose 263 points. nasdaq added 245 points for a gain of 1.6. and the s&p was up 59. new at ten. >> tech giant oracle is moving its headquarters once again. ceo larry ellison announcing that he plans to move the company to nashville, tennessee. ellison says this move is part of a goal to be closer to the epicenter of the health care industry. the architect, who designed apple park in cupertino, will also designed the new oracle campus in nashville. this announcement about the move comes four years after the company relocated from the peninsula to austin, texas, with help from because, >> it's very important for us,

how their 15 year old daughter turned up dead in san francisco. they say their questions have been left unanswered. ktvu is amber lee live tonight in the newsroom after meeting with the family. amber. >> mike i spoke with the teen's parents and aunt at the site where the teen's body was discovered. there is sadness and frustration. they say they cannot rest until they get answers. >> we are asking for people to, if they see seen anything. you know, we put out everywhere. >> the family of jasmine pellegrini of bay point is in san francisco's ingleside neighborhood, where she was found dead. they're searching for answers by passing out fliers asking for security camera videos of her. >> she went missing from bay point. somebody. did somebody take her here? what we want to

know what happened to her. >> the 15 year old's mother and stepfather, marta and sandor burany, grieve at the site where the 15 year old was found lying face down in the driveway of a home on lobo street saturday morning around 1130. the spot, now marked with a flower and a flier from the family. >> we definitely need some help from somewhere, anywhere. >> the couple says they last saw jasmine 1130 wednesday night at their family home, and that she left with no phone or money. jasmine had been released from a psychiatric hospital three hours earlier. the family says the teen had been struggling for years with ptsd, bipolar disorder and anxiety after coping with sexual abuse she suffered as a child. mom was distraught when she tried to speak about her daughter. >> i don't think i don't think she can speak anything right now. >> jasmine's parents say she was hospitalized dozens of times in recent years. they say they reported her missing the night she disappeared. but less than

three days later, she was found dead in san francisco, a city that the family says was unfamiliar to her. >> a leg, leg, leg. >> jasmine spoke hungarian, telling her mom she loved her. in a message the family says she recorded last year, the teen and her family immigrated to the united states in 2019. they say she loved animals, drawing and baking. relatives put up a small decorated cross at a park near the spot where jasmine was found. they say they have no idea how she died, but are concerned that someone may have lured her to the city and that she may have been drugged. >> how can we cope? we want. we want answers. we want to know who was with her. we want to know how did she get to san francisco? >> san francisco police tell me there are no signs of foul play so far, but they are treating this case as a death investigation, and they're waiting for the autopsy results. the family tells me the medical examiner's office says it could take up to 90 days for them to

determine the cause of death. they say they will do everything they can to find out what happened. mike. >> that's a great question. by the mother in the piece. how did she get from the east bay to san francisco? i'm wondering if they're looking at, you know, footage from bart. any busses? because the last time she was seen was at home. when? when they allowed her to leave the house for just a short time. >> that's correct. and police have not said what exactly they're doing. they did say that they are investigating. and along with the medical examiner's office, as far as we know, there's no connection between where she turned up. the family says that the jasmine does not know the city at all and hasn't even been there before. as far as they know. >> and at this point, it is sfpd with the lead on this investigation. absolutely it is though. amberleigh live tonight in the newsroom. amber thank you. the alameda county district attorney's office has reached a plea deal with the couple charged in the death of a pleasanton home depot employee. 26 year old blake moss was shot and killed last april while

trying to stop a robbery in progress. the shooter, benicia napa, pleaded no contest to charges of second degree murder and will serve 19 years to life. her boyfriend, david guillory. was accused of being the getaway driver with their child in his lap as police chased them. he will serve more than seven years on charges including child abuse. the couple will be sentenced in june. >> new at ten tonight a man is now in custody for stealing $10,000 from the elderly couple from los altos hills that he was assigned to as a caregiver for the santa clara county sheriff's department. shared these photos today of 44 year old gerald santo cirillo using an atm. authorities say he stole the couple's debit card in december and used it to withdraw money 15 times. as the investigation started, when the couple's daughter was preparing their taxes in february and noticed the transactions, cirillo was arrested april 16th. he has been charged with unlawful use of a debit card and financial elder abuse by a caregiver for.

>> well, a big drop off in temperatures for today. remember yesterday we're talking about 70s and 80s and temperatures above the average. today we're just talking about temperatures in the 60s and below the average with all the cloud cover. nice to have some breaks in the clouds as well. and that's what we had this evening. looking out toward the bay. but the clouds are moving back in and we are expecting lots of overcast first thing tomorrow morning. here's the temperature comparison yesterday. some upper 70s and some lower 80s today, just in the low to mid 60s, we're going to kind of hang out in that range over the next couple of days. take a look at some of the highs across the bay area, san francisco 60 and out toward antioch 68, napa 68 degrees satellite and the radar showing you some thunderstorms up in northern california over the past six hours. but right now we just have this a solid deck of low clouds and fog offshore. and that onshore breeze is pushing that cloud cover back in the bay as we check out the current wind reports right now, it's still breezy in a few spots. oakland airport winds at about 16 miles

an hour, sfo at about nine miles an hour, and here is our live camera looking out toward the golden gate bridge. temperatures mainly in the mid to upper 50s. we're definitely going to cloud things up tomorrow morning with the possibility of some drizzle, and that cloud cover could be stubborn for tomorrow afternoon. we'll have more on that with your full update in a little bit. >> all right mark, thank you. tonight condolences continue to pour in following the death of reverend cecil williams, the longtime pastor of san francisco's glide memorial church, died yesterday at his home in the city. he was 94 years old. vice president kamala harris released a statement tonight saying in part, in all he did, reverend williams was guided by his faith. he fought for the rights and dignity of all people. he led reentry programs for those leaving prison, provided clothing and housing for people in need, and helped thousands of people access health care. reverend williams made glide. what it is today a sanctuary of hope and healing, where all people are made to feel like family. a

and school staff to carry concealed handguns on public school grounds. under that bill, a worker would need to have a carry permit with written authorization from the school's principal and local law enforcement. they would also need a clear background check and must undergo 40 hours of handgun training. that measure would ban parents and other teachers from knowing who has a gun on campus. those who oppose the bill say arming teachers is dangerous and does not protect students.

>> the former publisher of the national enquirer testified at the trial of former president donald trump in new york city today. david pecker detailed a catch and kill plan in which he and the trump campaign would buy and bury negative stories. trump has pleaded not guilty to falsifying business records to conceal payments. to keep those stories from surfacing. the former publisher confirmed the tabloid also ran negative stories about trump's primary opponents during the 2016 election. it's still unclear if the former president will take the stand himself. >> legally, i think trump would be much better off relying on the weakness of bragg's case. but politically it's going to be consequential if he doesn't take the stand because they'll say he took the fifth in court, started today with a hearing on whether donald trump violated his gag order by making statements out there on social media. >> the judge has yet to rule on thatuetestimony expected to resume on thursday. hundreds of pages of documents relating to former president trump's

classified materials case were released today. the newly unclassified documents provide a specific timeline of the fbi raid at trump's mar a lago estate in august of 2022. we now know 30 fbi personnel were on scene entering the residence and then staying for nearly ten hours, according to the documents. attorney general merrick garland launched a full investigation five months before the raid. last june was indicted for violating the espionage act. mr. trump accused of illegally keeping more than 300 highly classified documents and committing obstruction by not returning them. he has pleaded not guilty. >> san francisco mayor london breed celebrates the city's tenderloin neighborhood, but her proposed legislation to curb drug use is raising eyebrows. plus when the law was written, it wasn't really anticipated that there would be a recount in a case like this where there's a tie for second. an update on the recount in the district 16 congressional race, where the effort stands tonight. and when

and this neighborhood deserves support and resources just like any other neighborhood in san francisco. we love the tenderloin. tonight we're showing it by being here. thank you everyone for showing up and showing out for the town. woo hoo! >> now, the mayor went to visit the tenderloin just hours after announcing new legislation that aims to curb drug use in that neighborhood. >> she wants to implement a curfew that would require businesses like smoke shops to close after midnight. but as ktvu christien kafton explains, some say that would hurt their bottom line when it comes to street conditions in the tenderloin. >> san francisco police say they've made a lot of progress, particularly in the daylight hours. but when night falls, police say they still have a lot of work to do. and that illicit activity often centers around businesses that operate overnight. now, the mayor's office is introducing new legislation that would close businesses that sell prepackaged food or tobacco products from midnight to 5 a.m. police say

they back the plan. >> our challenge is still occur at night. crowds of people that are there selling, selling stolen property, selling narcotics. we have drug users all over. and what the problem is, is that when you have businesses that are open, like liquor stores and smoke shops, it just attracts more people. >> the mayor's office says the idea has a lot of grassroots support from residents and neighbors. tim benson is a manager at azuolynas restaurant in the tenderloin. restaurants operate late into the evening, and he says sometimes customers or workers feel threatened. and he says he hopes that the city could step in and help businesses that have their hours cut. but he says he thinks that shutting some of those businesses down, where drug users and drug dealers congregate, may help the neighborhood as a whole. >> police have been much more active. dpw has been out helping the cleanup effort, but it seems to be mostly a daytime issue. and at nighttime, it's sort of still the wild, wild west plaza snacks and deli opened last year and operates 24 over seven.

>> the man behind the counter didn't want his name or face used, but said that the business doesn't sell alcohol or tobacco and serves an important role in the neighborhood. as one of the few locations to buy nutritious food. he says costs to operate the business are high, so he has to keep the doors open 24 hours. the new legislation, he said, would hurt his business. >> the reason why we wanted to stay open is because, you know, we have to make more money to pay rent, to pay, bills like pga , you know, phone bills, internet bills. and we have employees. i have like four employees at nighttime when i have extra security because, you know, of the area, some san francisco residents say closing the shops won't make much of a difference in the end. >> i don't think it's going to work at all because people are still homeless and they're still out here all night long, so the markets don't really have anything to do with the crime. >> if the board of supervisors approves the new legislation, the new hours would not be enforced by police other than issuing warnings. any business that violates the proposed new hours would be fined up to

$1,000 by the department of health police, though, would be the eyes and ears on the streets to see if in fact, businesses are complying. in san francisco, christien kafton, ktvu, fox two news. >> mayor london breed introduced a new resolution today, clearing the way for the san francisco zoo to hold fundraisers to help meet the needs of the giant pandas coming from china. the mayor shared this video showing a panda enclosure at the shanghai wildlife park during her recent trip to china. the new resolution would allow the san francisco zoo to raise funds for a similar enclosure here, without relying on taxpayer dollars. the legislation is required because city officials are banned from soliciting funds from philanthropists and private parties for charitable and governmental purposes. it's still not clear how much money the city needs to raise. >> now to the ongoing recount in the race to replace outgoing congresswoman anna eshoo. >> the secretary of state says the man who requested the recount will not get reimbursed for the cost. >> as ktvu jesse gary reports

tonight, the process is costing tens of thousands of dollars every day. >> in a cramped, cubicle filled room inside the santa clara county registrar of voters, the painstaking task of a rarely seen recount is done under the gaze of onlookers. representatives of evan low and joe simitian looking and challenging any and all irregularities. >> the votes have been counted. they're now being recounted. i think in relatively short order, we'll have a final count, a final recount, and until then, you just wait and watch and hope for the best. >> seven days after the start of the recount, simitian is ahead by one vote in santa clara county. >> there are always ballots that are set aside because something can't be verified. and now, with the recount, we're going back and looking at all of those. >> san mateo county officials are performing a similar task in a congressional district that spans the two counties. >> recount is going really well. we are progressing, quickly and

we're doing our best to make sure that everything is done properly. >> santa clara spokesman steve gualtieri says his registrar had to appeal to the california secretary of state over the issue of reimbursement for the cost of the recount. former liccardo campaign staffer jonathan padilla is ponying up $32,000 a day just to learn he won't get a cent back. >> so there's a provision in the election code 15624. >> if the recount drops someone off the ballot, no reimbursement because it's not the same as adding a new person to the ballot based on the results of the recount. it's a technical difference, but obviously there's a lot of money at stake. so, no one has ever seen anything like this before. officials here say the recount could wrap on friday, at which point they'll certify their results. >> send off to the secretary of state for her stamp of approval. san mateo county would do the same, but at the end of the recount may not end this issue because a complaint has been filed with the federal elections commission over the funding

shaking around a bit, looking out toward the bay bridge, and temperatures have dropped off into the 50s, around 54 to 50 7 to 59 degrees overnight. we'll keep the clouds around first thing tomorrow morning and also some drizzle, so maybe some windshield wipers for first thing tomorrow morning. windshield wiper activity and temperatures mainly in the upper 40s to the lower 50s. and that's what our forecast model is picking up on tomorrow morning into the afternoon hours. slow clearing in some areas, not clearing at all. so we're going to hold on to some stubborn cloud cover into the afternoon hours, upper 50s, around 59 to 69 degrees. and it'll be a cool day at the ballpark for the giants and mets with a bit of a breeze out there. winds around 15 to 20 miles an hour, so here's this system offshore. it's been drifting closer to our coastline. this set up, that flow that transported all the low clouds and fog and stronger onshore breeze. we have the clouds and the drizzle for tomorrow. and then there's another system up here. and this wants to move in on on thursday, later thursday afternoon, thursday night there's a slight chance of a few sprinkles or a
