tv   KTVU Mornings on 2  FOX  April 20, 2024 7:00am-9:00am PDT

7:00 am
the people are still expected to head to hippie hill today, even though there is no official celebration. more on how other organizations are stepping up to plan for the crowds that are
7:01 am
expected to gather. and it's earth day cleanups will be held across the bay area. a live report in the east bay, where one of the events are going to get underway in less than an hour from ktvu. >> fox two news this is mornings on two. >> good morning and welcome to mornings on two. it's saturday, april 20th. i should say april 22nd is actually earth day, but this is earth day weekend day weekend. good morning, i'm claudine wong. >> hi everyone, i'm frank mallicoat. happy weekend. got a few clouds out there, but it looks like a nice weekend. let's check in with the rosemary and get that all important forecast. good morning. >> yes. good morning to both of you. so we have a not only dry weekend but a nice weekend right. been a while. the first weekend in a while. wow look at that view there of the golden gate bridge. good morning. happy saturday everybody. starting out with the low clouds mid and high level clouds as well. even the possibility of some patchy drizzle out there. a look here from storm tracker two and you can see from up above as we get into the afternoon we'll call for partly cloudy skies for today and temperatures are going
7:02 am
to be a little bit warmer than yesterday. meanwhile, this morning we are starting out very similar as yesterday in most areas. it's a chilly start in some spots, including half moon bay at 48, inner east bay 51 in livermore, getting into the afternoon, temperatures ranging from about 60 at the coast to upper 70s inland. a better look at the current conditions and what we can expect for the afternoon, as well as the rest of the weekend. coming up, sounds good. >> see you in a bit, rosemary. thank you. oakland firefighters have had their hands very busy this morning battling a fire near the fruitvale bart station. we first heard about this fire around 5:00 this morning. what appears to be an abandoned warehouse at 40th and san leandro streets. an rv parked outside the building also destroyed. the fire has been knocked down, but crews are still putting out hot spots. investigators are on the scene working to find out how that fire got started. just how much of that building was damaged. >> friends and family members gathered to remember mario gonzales, who died in police
7:03 am
custody three years ago in alameda and say new developments in the case bring them closer to getting justice for his death. district attorney pamela price charged three law enforcement officers who detained gonzales with involuntary manslaughter earlier this week. the previous da had declined to press charges, but current da price reopened the case last february. gonzalez's family says they've been coming to the park, where he died every april since 2021. and last night, dozens of people gathered at that park where gonzales was detained to show support for his family. >> we always missing him in birthdays, you know, christmas and all the holidays. >> we're a little disappointed that it's, you know, only involuntary manslaughter and the maximum is four years. but like i said, it's just a little bit of justice for this family. i was surprised, but but also relieved for edith and her family. >> the previous da again had declined to file charges because officials said gonzales had illegal drugs in his system. but an autopsy commissioned by the
7:04 am
family says he lost consciousness and later died from being restrained. well the da's accountability unit that brought these new charges was formed specifically to reexamine cases of police use of force. this is a case that's going to have to be tried. >> i mean, to bring charges against these officers years later, and they've had all this time to investigate gate. and the day before the statute of limitations is going to expire. they file against these three police officers. >> two of the officers have been placed on leave by alameda police. the third is now a contra costa county sheriff's deputy. if convicted, the three officers could face up to four years in state prison, and alameda county sheriff yesenia sanchez says she supports the finding by the department's independent investigator. when those were released back in 2022 and found no criminal wrongdoing by the officers, she said in a statement. mr. gonzalez's preexisting medical conditions
7:05 am
and the level of toxicity of methamphetamine found in his system during the autopsy contributed to his death as apd officers tried to overcome his resistance. >> time now is 704. a san jose fire captain has been charged with multiple felonies for trying to arrange sex with a 13 year old girl. federal authorities arrested former fire captain spencer parker during a child sex abuse sting operation in sacramento county. legal court documents accused parker of sending illicit pictures with the intent to have sex with that minor. san jose's mayor, matt mehan, says he was deeply concerned over these allegations. >> these kinds of incidents are, unfair. frankly to the rest of the public servants at city hall within our fire service and other departments who wake up every day and want to serve our community and work hard to do so . >> ktvu reached out to the attorney representing spencer
7:06 am
parker in the case, but he declined to comment. at this time, sfpd are looking for a man who allegedly attacked an infant on a muni bus, a father and baby were on a bus at venice avenue and o'farrell street yesterday morning around nine, when they were approached. officers say the man physically assaulted the infant, then got off the bus and fled. fortunately, the baby was not seriously injured. so far no arrests have been made, the aclu says. >> the alameda county sheriff's department has stopped sharing driver locations with police and other states. that information was shared using automated license plate readers, which collect driver locations and that includes dates and times. the aclu sought the change in response to strict abortion rules passed in other states, and the expected increases of women crossing state lines to seek the procedure. >> today in san francisco, thousands of people are still expected to gather on hippie hill to celebrate the unofficial cannabis holiday, although no
7:07 am
official activities are planned for 420, the city is still preparing. nonetheless ktvu christien kafton has a preview of how other organizers are stepping in to help organize the event. >> in years past, robin williams, meadow in golden gate park, also known as hippie hill, would be a flurry of activity preparing for 420 cannabis celebrations. but this year, the meadow is quiet. the organized event has been called off. instead, the city's recreation and parks department is planning on hosting a family friendly kickball and volleyball event here on saturday. rec and park say they've been working with emergency responders to make sure that if for 20 celebrants come to the park to party, the city will be ready. >> we've been coordinating with police, fire and several other city agencies, so we'll have extra staff on hand that day. and also we'll have extra porta potties, i believe more than ten in the immediate robin williams meadow area. >> well, april 20th is well known for cannabis celebration. less well known is april 19th,
7:08 am
known as bicycle day. to mark the anniversary of the first time someone ingested lsd. >> so every year on this year, people all over the world get together and organize commemorative bicycle day, bicycle parades. >> gilhooley refers to this as the high holy days, with four, 19, four, 20 and earth day all happening back to back to back. she says. despite the fact that there is no organized 420 celebration planned, she has little doubt that a less formal event will still draw a different kind of crowd. >> i think that the massive event with all the sponsorship and security and fences, has actually maybe been a turnoff for some people that, like the more grassroots feeling and just want to get together with their friends, be in nature, pastor david hodges founded the church of ambrosia, adopting the use of cannabis and mushrooms as part of their faith. >> he's concerned that the city has only provided ten porta potties and robin williams meadow. >> the concern is because this is not been planned. we're doing everything last minute to
7:09 am
provide any resources we can. we just want to make sure that nobody gets hurt and it's the safest possible. >> the pastor says he felt like he had little choice but to make sure that anyone choosing to celebrate could do it in a safe manner. but that should not, he says, be misinterpreted as an open invitation. >> we're hoping nobody shows up. you know, our best case scenario is we're just out there by ourselves. and we brought a bunch of water in. we don't use it all. >> a san francisco police released a statement today saying they would have increased staffing and are prepared for events surrounding 420 celebration, the city also saying that they will have dui patrols out in force on 420, looking for impaired drivers in san francisco, christien kafton ktvu, fox two news and we will be streaming the unofficial 420 celebration live from hippie hill. >> you can watch that on our fox local app from three until 5 p.m. in addition, we're going to a special news broadcast at ten this morning and 230 and 630 this afternoon. only on the fox local app. >> well, it is earth day, and
7:10 am
cities across the bay area are stepping up to clean up their communities. ktvu is amanda quintana is in concord with a big event set to get underway to celebrate earth day, which is monday. but a lot of folks getting a head start. good morning. >> oh yeah, getting a head start on that. and we can say happy earth day today. that's okay. so here in concord, there are nine different parks where they're going to be doing events, cleaning up, making sure that the earth is clean and we're taking care of it. so i am joined by the mayor of concord, eddie burson. tell me a little bit about this, this event today. >> well, not only do we have people working in the parks all over the city, we also have our dumpster days going on so that mother earth doesn't have to be embarrassed by what you have in your backyard. so what do we do is we all have neighborhoods, and right now we're in sun terrace, north concord, and i and our vice mayor is at another
7:11 am
dumpster, and we are helping people clean up their backyards. so this is make america beautiful and make america grow. so we do all these things. yeah. >> and why is it important for you to get involved, for you to be out here, you know, early in the morning helping people, carrying all this stuff? >> i started this many, many years ago before i even got involved in politics. and it's just a continuation. and one of the most important things in concord is that we remember that we live in concordance with one another, and that means you help your neighbors. and so it's important because, hey, you're part of the community. this is what you're supposed to be doing. what else? what i want to do at 630 in the morning on a saturday. hell, help! help my neighbors clean up. make america and the city beautiful. >> there you go. so there are places that people can go and volunteer today. nine different locations. what will they be doing? kind of. what should people know at hillcrest park, for example, is a very good there's three groups going.
7:12 am
>> one, the rotarians will be working on the butterfly yard for so that we can get butterflies coming. then the kiwanis, wells fargo and our vice mayor will also be then at matteo's dream, which is a all abilities playground, and then there will be the friends of the concord, a waterways and creeks. they'll be working literally on the creek. so that's three types of operations, but that still counts as one event. and that gives you an example of the kind of involvement we have from our community. and the different types of things. we're fixing up a butterfly, a garden, we're fixing up a playground, and we're fixing up a creek. >> so if somebody in concord here sees this on tv and they say, hey, i want to go out there today, they can do that. >> absolutely. not only can you do it today, all right, but you can sign up to do it every time. we have cleanups, we have cleanups like this going on basically every 3 to 6 months somewhere in the city. and we have one that goes on citywide, usually in october or november.
7:13 am
but cleanups at all our parks there are groups all over the city that every the first saturday of every month or the second saturday of every month, they pick a particular area and they clean it up. this is what we do here in concord and i'm very proud of my residents who come out and help get things going, i bet. >> well, thank you so much for being here and speaking with us. we will be covering some of those other events that are happening all around concord to clean up for earth day live in concord. amanda quintana, ktvu, fox two news and a gorgeous day out there too. >> thank you amanda coming up, state lawmakers in. to make renting with pets a little easier. more on the bill that could ease rental woes for all you pet owners out there. >> and a high tech problem in the north bay. why is school district is trying to restrict bike
7:14 am

7:16 am
especially among young writers. ktvu tom vacar shows us the steps one school district says it's taking to protect students from themselves. >> the tamalpais union high school district is considering requiring students who ride their bikes to school to register their bikes with the schools, and those bikes must be of a speed class, legal for their age. also under consideration, banning modified e-bikes that would allow them to exceed the maximum legal speed of 20 miles an hour. >> we'll be working not only with our law enforcement partners, but i said across the county, this is something that a lot of districts are looking at doing in concert so we can be uniform in how we're addressing these concerns. >> we're not just working with tim union district on this. we're working with our middle schools and our elementary schools to push out this messaging, because we don't want them being purchased in fifth grade or eighth grade. and then
7:17 am
ending up at your campus. >> the marin county health department says the accident rate for children on e-bikes is nearly ten times the rate for older age groups. the u.s. national electronic injury surveillance system data shows that e-bikes are more than three times more likely to be involved in a collision with a pedestrian than powered scooters or regular pedal bikes. >> i live in a community of 55 and older, and we have a lot of issues with that. i've seen them go right down doherty drive like they are a car without helmets. >> add to that often going the wrong way on a one way street, using their phones, ignoring stop signs and traffic lights, driving in the dark with no lights, making illegal turns and jumping in front of traffic when i drive. >> and there's an e-bike nearby, i always wonder if they know what they're doing now. >> it would be one thing if these e-bikes stuck to the rules , stuck to their lanes, and stuck to the speed limit. unfortunately, there have been enough shenanigans and enough
7:18 am
places that finally it's getting to the level of considering restrictions or even outright bans. >> i do see that they do dangerous things sometimes, but i think that comes from the speed mostly. i think if they just were able to get it to slow down a little bit, it would be better. >> and though this is a case of a few causing problems for safety, bikers prepare for more rules and restrictions. tom vacar, ktvu, fox two news. >> and we also spoke with assembly member damon connelly of the san rafael, who is working on a state law to address some of those safety concerns regarding e-bikes. >> and many of these bikes go faster than even the stated speed limits for these types of bikes. so what we're trying to do is enable local communities here in marin, to come up with a plan where under 16 would be
7:19 am
restricted from using these bikes. >> the bill specifically applies to class two bikes that have a throttle assist capability. it did pass through transportation committee is now on its way to the assembly floor. caltrans reminding drivers up to the north bay to expect long delays and detours this weekend in wine country, all westbound lanes of highway 37 between vallejo and sears point now shut down due to a major repaving project. this video was taken late last night, shortly after those westbound lanes were shut down. caltrans says the closure is going to have a big impact on thousands of drivers the entire weekend. >> we know the detour is going to be a long one. it is over 45 miles and we have an expectancy between an hour of two hours of traffic time. so we really do urge the public and the whole bay area to plan ahead. if you can avoid the area as much as
7:20 am
possible, but those that have to commute, please check out our caltrans quick map for the latest updates. >> this portion of westbound highway 37 is scheduled to remain closed until 4:00 early monday morning, and time for the commute. same stretch of highway will close again next weekend. the eastbound direction of highway 37 will be closed during the first and second weekends of may, so if you're heading up to wine country for a little party and a little play, just be warned. take note. >> take note. yes all right. time now is 719. a beautiful weekend ahead. i mean, this is this is the kind of the consistency of temperature that we've kind of been waiting for, i think. yes, definitely feels more like spring. right. we're going to have a temperatures a little bit warmer today, a little bit warmer tomorrow. and they peak on monday. how about a view here of san francisco where we've got the low clouds. we have mid and high level clouds out there. perhaps a little bit of drizzle falling closer to the coast and in our hills. storm tracker two here we have not
7:21 am
only those low clouds and a little bit of fog this morning, but as i pull back here you can see where these mid and high level clouds are coming from, from areas over in near the pacific northwest. i think by about noon time we're going to clear out. we'll be mostly sunny for today. and the futurecast model shows you exactly what i'm talking about. here is your lunch hour. enjoying the sunshine. partly cloudy skies expected along the coastline all the way into sunset, which is right about 750 these days. a little bit of a breeze out there through the delta. fairfield reporting a 20mph. but for most it's a light wind. even calm in many areas, including oakland, novato and santa rosa this morning. and your temperatures outside just a tad cooler or a tad warmer compared to yesterday. for most of us, it feels very similar. 47 in novato right now, 51 in san francisco, 50 degrees in walnut creek. so a nice start to the morning. you may need just a layer, a light jacket. and then as we get into the afternoon, you'll put those
7:22 am
away and enjoy temperatures in the 60s and 70s. if you're going to see the giants game today starts 105 62 degrees a west breeze to about 15mph. so it will be a little brisk. there at the ballpark for the afternoon. san francisco expected to top out right about 63 today in the north bay. we'll go 76. if you are planning on going to napa and fighting through the traffic. the inner east bay 76, in livermore and 76 over san jose, closer to the coast. we've got 60 degrees. the afternoon high expected in pacifica. your extended forecast here. temperatures bump up a little bit more on sunday. now our inland communities are in the low 80s mid 80s for our bay area community. still in the low 60s along the coastline. so if you're inland and you're enjoying the upper 70s and you think, let's head to the coast, well, not quite as warm, make sure you bring the hoodie. getting into monday. temperatures will be at their warmest, especially inland. and then we begin to see a notable drop in temperatures by tuesday. back into the low 70s for inland
7:23 am
cities, even a little bit cooler with cloudier conditions on wednesday. back to you. okay >> thank you. rosemary. well, san francisco mayor london breed is pushing for more flights between the city and china. why? she's getting some pushback. >> also ahead. it will be a very long weekend for members of congress. the urgent effort to pass seven bills, including one that will provide aid overseas. mo n (♪)

for a former us president. late yesterday, the judge in manhattan rejected the latest request by donald trump's legal team to delay his hush money trial due to the pretrial publicity. that request came after 12 jurors and six alternates were seated. the jury will decide whether or not trump falsified his business records in an alleged effort to cover up a sex scandal during his 2016 presidential campaign. legal experts say this entire case
7:26 am
hinges on one critical issue the prosecution will have to show is that trump had the intent necessary or the intent to commit or conceal another crime, and i think that other crime will be federal campaign finance violation. trump has pleaded not guilty to 34 felony counts in this hush money case. it is the former president's first of four criminal trials. >> congress remains in session over the weekend ahead of a critical vote on capitol hill that is expected sometime tonight. federal lawmakers set to decide the fate of a $95 billion military aid package for ukraine, israel and taiwan. some republicans are pushing back against the bill, saying the u.s. should not be sending any money overseas before it deals with a crisis at america's border. but most democrats say the u.s. needs to show its support for its allies. >> the world is watching. it is time for congress to act. and act. we must. >> now we're on the floor under
7:27 am
a rule to give another $100 billion to fund war unpaid for with zero border security. >> however, the republican speaker of the house, mike johnson, says he is determined to have congress vote on that military package tonight. that's even if the vote puts his powerful job on capitol hill in jeopardy. all right. >> i'm getting help from the city. finally look, they gave me a beacon of hope for the unhoused. >> the california, california organization earning recognition for decades of community service. >> and as thousands gather to celebrate for 20, advocates say work still needs to be done. more on why experts say there are still barriers for certain racial groups who are trying to get into the cannabis ndustry

7:32 am
morning. another gorgeous shot for the first weekend in at least a few weeks. it is dry and it is going to be mild out there for today. here is a look at the storm tracker two where we do have low clouds mid and high level clouds. that's why we have such a beautiful sunrise out there this morning. the winds are generally light, a little bit of a breeze through the delta. if you're in this area or cruising along i-80 or perhaps a 680, you may be feeling that just a little bit. 780 as we turn over to our temperatures. these are very similar to yesterday morning. a bit of a chill for some upper 40s in areas like half moon bay. this morning, our inland cities enjoying 52 degrees right now brentwood. and for the afternoon going above average by several degrees for santa rosa. 77 for you there 70 expected in oakland. a better look at what we can expect for today and the rest of the weekend coming up. >> thank you. rosemary, a senior living facility in east oakland is under fire as residents complain of bad living conditions there. in one case this week, firefighters actually
7:33 am
had to carry a patient down six flights of stairs because the elevators were shut down for safety issues. ktvu is crystal bailey digs in to some of those concerns. >> 1428 105th avenue in east oakland is a six floor apartment building housing elderly folks with mobility issues who use walkers and wheelchairs. residents complaining about multiple issues after elevators were out all week. >> i had to ask my son to go pick up my medicine because the elevators were out. >> the oakland fire department put the building on fire watch on wednesday, citing fire hazards and noncompliance, requiring 24 over seven monitoring. the leasing office door tagged with notices. offd says a small fire on april 4th caused the sprinklers to go off, flooding the building two weeks later. the water damage left the ceilings exposed and the damage was so bad it went to the fourth floor and to the third floor. earlier this week, state inspectors shut down the elevators due to safety concerns
7:34 am
after residents say a woman got stuck inside. >> she was stuck in there over an hour. >> they did not notify any of the residents. >> cal osha tells us all three elevators were overdue for required safety testing. even after cal osha had granted a two week extension. >> this fire drill, the alarm, it goes off constantly. >> we get a lot of that during the middle of the night, and people come out of their buildings, out of their apartments, stand on the streets until the fire department comes. and then there's a it's a false alarm. >> early wednesday morning, oakland firefighters responded to a medical emergency at the building, and when they got there, the elevators were not working. crews were forced to carry the disabled patient down six flights of stairs. a spokesperson with offd told us in a statement our concern is wide ranging. these fire code violations are extremely serious , and we hope that the building managers understand the urgency of correcting the deficiencies as soon as possible. residents
7:35 am
saying they just want management to do the right thing. >> that's all we wanted somebody to hear us now, i went into the leasing office and tried to speak with someone in person. >> i had to leave my card and i also reached out to the property management company con am for comment, and i have not heard back yet. crystal bailey, ktvu, fox two news. >> well, state lawmakers are pushing a proposal that would make it easier for pet owners to move into a rental property. the proposal would ban blanket no pet policies and stop landlords for charging extra fees for owning cats and dogs. however, landlords will still be able to say no to pet owners if there are safety concerns or health issues. supporters of the bill say the lack of pet friendly unit forces renters to either search elsewhere or give up their furry family members. >> but often the question of do you have a pet came up and then how big? and of course, we have a great dane. and then for some reason that was immediately disqualifying, and so it was it was shocking. and it showed that this simple barrier of having a
7:36 am
companion animal could lead directly to housing insecurity and homelessness, if not addressed, the bill still needs approval of the full assembly and senate. >> it is 735 on this saturday, an organization here in california is getting recognition for helping the homeless community. the city net team, founded nearly 20 years ago in southern california, it has since expanded to several cities. this year, the housing authority of the city of santa barbara honoring city net as their outstanding community partner of the year. they provide full on case management, document readiness and several on site properties. >> the success really has to do with the community. the efforts that they put into it, but the amazing staffing, like we have such amazing staff that really has the love and passion. i live on site with them. they know this is my home just as much as it's their home. to be able to know i support them, that we care for them. >> city net's work has resulted in ending homelessness through
7:37 am
street outreach, case management and housing navigation. the santa barbara independent reports that since 2019, city net has placed 675 people into permanent housing. >> mayor london breed says she wants to see more flights added between san francisco and china, although us airlines are currently opposing any increase. the mayor has met with chinese airline executives to discuss support for additional flights. but last week, a trade group representing us airlines lobbied the biden administration to hold off on approving additional flights between the two countries. the us airlines claim that they are added disadvantage when competing with chinese carriers because they can't access russian airspace, and the chinese airlines can. the us airlines and trade unions also accused the chinese government of anti-competitive practices. the california service corps is looking for new bay area recruits. state chief service officer josh fryday was in san jose with mayor matt mahan to announce that recruitment drive. they say there are nearly 2000
7:38 am
paid service corps positions available here in the bay area, and those jobs include tutoring and mentoring for school students, helping support communities affected by disasters, working with programs that fight hunger and connecting vulnerable people to vital resources and services. >> the skills that our corps members will learn through their training and experiences with the corps will prepare them not just for future careers, but for whatever they encounter in life in the coming year. >> the 10,000 members of the california service corps are going to serve nearly 5,000,000 hours of service here in california alone. >> the california service corps consists of four paid service programs. >> well, it is earth day on monday in cities across the bay area, stepping up to clean up their communities over the weekend. ktvu is amanda quintana is in concord with a big event set to get underway, very shortly. and she joins us live in the east bay.
7:39 am
>> yeah. so there are so many events happening in concord. one of them is this dumpster day. this is just one of many. so we've been seeing a pretty steady stream of trucks pulling up with junk. you know, that junk that you end up throwing in your backyard for a while? you don't really want to call one of those companies that comes and charges you to take it away. well, here is the solution a lot of people get to come bring there's a list of things that you can and can't bring today here, but they get to get rid of it, get rid of it, make their backyard look a little better, make it feel a little cleaner. so this is part of the earth day tradition here in concord. and we spoke to the mayor about why all these events are so important. >> one of the most important things in concord is that we remember that we live in concordance with one another, and that means you help your neighbors and so it's important because, hey, you're part of the community. this is what you're
7:40 am
supposed to be doing. >> and of course, the mayor here helping out, getting some mattresses in here, helping people bring all this junk into the dumpster, he said. this is going to fill up pretty quickly in years past. it fills up very, very fast. so there are a bunch of other events. there are nine different parks where they're having different events where they're laying mulch, where they're cleaning up the creeks, getting debris out. so we're going to be going to a park this morning and show you some of the work being done there. a lot of great things being done here in concord to clean up. live in concord. amanda quintana ktvu, fox two news. >> it all helps. thank you. amanda. spring cleaning can add more value to your life, more than you think. actually, many americans participate in the annual ritual by giving their home a deep cleaning and throwing away a lot of unwanted goods. some people say spring cleaning can also benefit the environment. turn your clutter into cash. this season, you can resell clothes, household items,
7:41 am
