electric bicycles. we'll have a live interview with the state lawmaker behind a bill that would restrict e-bikes for children, and the family of a man who died in police custody. three years ago, gathering tonight to mark his death and to

praise the district attorney for charging the officers involved. and firefighters responding to a medical emergency at a senior living facility forced to carry a patient down six flights of stairs because of safety issues with the elevator. and that's just one of the many problems residents say they face every day. >> this is ktvu fox two news at 730, and thanks for joining me on this friday night, everyone. >> i'm heather holmes. well they are popular and a fun, cool new way to get around. but there are concerns about the safety of those electric bikes for kids. a school district in the north bay is considering changing its rules for e-bikes. officials with the with the tamalpais union high school district are looking to require students register their bikes to park them on high school campuses and they cannot go faster than 20mph as per traffic laws. police are reaching out to schools and

parents to educate them about the e-bike laws. >> we're not just working with tim high union district on this. we're working with our middle schools and our elementary schools to push out this messaging because we don't want them being purchased in fifth grade or eighth grade and then ending up at your campus. >> officials say this is an important safety issue, with concerns that some of the bikes are just too powerful for kids under 16. marin county public health has a bicycle safety data dashboard that tracks electric bike related 911 responses. the tracking began late last year. in the first 50 days of that data collection. emergency medical services responded to 51 bike accidents countywide, 25% of them were e-bike related. for school aged youth 10 to 19, while 80% of the accidents involved electric bikes. e.r. doctors say many e-bike injuries are not just bumps and bruises, like when you fall off of a regular bike. instead, they resemble the injuries sustained

in a high speed collision. like those that occurred during a motorcycle accident. so we want to spend some time tonight and go in depth and take a closer look at those safety questions and bring in state assembly member damon donnelly of san rafael. thank you so much for joining me tonight. tell us about the state law that you're working on right now. when it comes to kids and e-bikes. >> well, thank you for having me, heather. and for the opportunity. so, as you noted, there is an increase in, public concern around safety. with youth using these bicycles. we're trying to take a balanced approach, because on one hand, we want to encourage you to use bicycles, including e-bikes. on the other hand, what we're seeing is with certain types of bikes, most notably those throttle assist, bikes rather than pedal assist. a lot of kids are, buying these or their parents are, they don't necessarily know the rules of

the road. they're not wearing helmets, there's multiple kids on each bike. so we feel that and many of these bikes go faster than even the stated speed limits for these types of bikes. so what we're trying to do is, enable local communities here in marin, to come up with a plan where under 16 would be restricted from using these bikes. >> okay. and specifically, it would be those class two electric bicycles. explain a little bit more about what those bikes are. >> yeah. so picture these are the ones that are throttle assist, ordinarily when we think of bike, even an e-bike, we're talking about you're pedaling the bike, right? and those are called class one, e-bikes. so ones here and they're popular, you know, kids are, are using them, they're throttle assist.

so they, they accelerate very quickly, as you noted, when kids are getting injured with these bikes, it's not your typical, you know, scrapes or bruised knees. it's, these are broken bones. these are, internal injuries. a lot more serious. so, as a consequence, we working with local officials, working with the medical community. we're trying to take a very reasoned approach toward this by focusing on these particular class of e-bikes. >> okay, so where does the bill stand now and what's next with it? >> yeah. so we're, we've taken some amendments. it got through the transportation committee, it is now continuing on to the assembly floor, making its way through the process, so to speak. interestingly, it's, attracted a wide range of support. everything from triple-a to the california

medical association to the marin county bicycle coalition. and probably the most frequent requests for amendment were now receiving is other communities actually asking if they can join or how they can do something similar to what we're proposing here. so it sounds like this is well on its way to passage, then we're hoping and again, we all know the process of how our laws are made. so they'll be ongoing discussion on. but from everything i've seen, it looks very favorable toward an ultimate passage. >> all right, well, we appreciate you coming on and talking about this issue with us . we'll be following the fate of that bill there in sacramento. thanks, assembly member. have a good night. >> thank you. >> well, this evening, family and friends remembered mario gonzales at a park where he was detained by alameda city police three years ago, leading to his death. the 26 year old father

died in 2021 after being restrained by three officers following a911 call about an intoxicated man last night. alameda county district attorney pamela price announced that her office has filed a voluntary manslaughter charges against the three officers involved. gonzalez's mother says she is grateful. >> the first time. you know, they say no criminal charges, no nothing. you know, like i was thinking. but i never lose my faith. >> gonzalez's mother and his young son both received settlements from the city of alameda of civil wrongful death lawsuits. da price's predecessor, nancy o'malley, declined to charge the officers, noting that gonzalez was under the influence of methamphetamine and was also obese, but a second autopsy commissioned by his family says that he died of restraint asphyxiation. that analysis found the use of force to keep gonzales in a prone position for an extended time was excessive. attorneys for the

accused officers, though, have blasted price for what they call a blatantly political prosecution filed just days after learning that she would be facing a recall. >> the politics of all of this. what's going on in our society, the climate of it, this case has to go to trial and let the jurors of alameda county decide what they want. >> two of the officers have been placed on leave by alameda police. the third is now a contra costa county sheriff's deputy. if convicted, the three officers would face up to four years in state prison. new at 730 tonight, two people have been arrested for the shootout that killed a delivery driver in pleasant hill. 18 year old joe washington jr. and 20 year old money green were arrested in sacramento yesterday. investigators say they shot and killed 63 year old peter popovich on march 19th during an attempted robbery. they're also charged with the death of trayvon davis, an alleged accomplice, police say, as the suspects tried to rob popovich,

there was an exchange of gunfire with both popovich and davis killed. a former san jose fire department captain is facing some serious charges tonight. investigators say that spencer parker was arrested during a sting operation run by the sacramento county sheriff's department. he's now charged with three felony counts of trying to arrange sex with a 13 year old girl. the san jose city manager says officials were made aware of the arrest at the beginning of the month, and that the fire captain is no longer employed by the city. the sacramento sheriff's department says parker was one of 20 people arrested in this sting called operation spring cleaning. now we go to san francisco, where police there are looking for a man who allegedly attacked an infant on abus. a father and the baby were on a bus at venice avenue and o'farrell streetter nine this morning when they were physically assaulted the infant, then got off the bus and fled. that baby was not seriously hurt

seven will shut down between vallejo and sears point is scheduled to remain closed until 4:00 monday morning. the same stretch of westbound highway 37 will close next weekend. the eastbound direction will be closed the first and second weekends of may. a new at 730 tonight. golden gate ferry service between san francisco and sausalito has been suspended for the rest of the day. here's a look at the pier in sausalito, where dozens of riders were lined up for a bus to take them back to san francisco. the ferry service suspension was announced earlier this afternoon on x, the golden gate transit division says a structural issue at the sausalito pier was found during a routine inspection. it's not clear yet how long it will take to fix that issue. well, a senior living facility in east oakland is under fire tonight as residents complain of bad living conditions. oakland fire inspectors, as well as state

officials have flagged the building for safety issues. ktvu crystal bailey digs into the concerns and has more for us. >> 1428 105th avenue in east oakland is a six floor apartment building housing elderly folks with mobility issues who use walkers and wheelchairs. residents complaining about multiple issues after elevators were out all week. >> i had to ask my son to go pick up my medicine because the elevators were out. >> the oakland fire department put the building on fire watch on wednesday, citing fire hazards and noncompliance, requiring 24 over seven monitoring. the leasing office door tagged with notices. offd says a small fire on april 4th caused the sprinklers to go off, flooding the building. two weeks later, the water damage left the ceilings exposed. >> the damage was so bad it went to the fourth floor and to the third floor. >> earlier this week, state inspectors shut down the elevators due to safety concerns after residents say a woman got stuck inside.

>> she was stuck in there over an hour. >> they did not notify any of the residents. >> cal osha tells us all three elevators were overdue for required safety testing, even after cal osha had granted a two week extension. >> this fire drilled alarm. it goes off constantly. >> we get a lot of that during the middle of the night, and people come out of their buildings, out of their apartments, stand on the streets and till the fire department comes. and then there's a it's a false alarm. >> early wednesday morning, oakland firefighters responded to a medical emergency at the building, and when they got there, the elevators were not working. crews were forced to carry the disabled patient down six flights of stairs. a spokesperson with offd told us in a statement our concern is wide ranging. these fire code violations are extremely serious, and we hope that the building managers understand the urgency of correcting the deficiencies as soon as possible. residents saying they just want management to do the right thing. >> that's all we wanted somebody

the morning becoming partly sunny, and then on sunday we'll have more sunshine and a little bit of an uptick in those temperatures. here's a satellite throughout the day, you can see that fog getting into kind of getting its act together, especially during the afternoon hours here between 3 and 5 p.m. so the cloud cover is a factor as we expand the view out here in the pacific. there's a storm here, but no rainfall for us. we're just talking about some temperature changes cooling off and then warming up a little bit as we head toward sunday winds. there is a bit of a breeze out there as we check out the 7:00 report, you can see oakland airport gusting to 21 miles an hour. sfo at about 13 miles an hour, and mountain view. there's a wind gust of up to 20. but here we go. the fog is marching back into the bay. this looks like a summertime day in san francisco, so kind of covering the golden gate bridge. just look at this camera. it looks like it will be a cooler saturday at least. a relatively cool to mild saturday. and that's in the forecast for tomorrow. san francisco has cooled off to 55, san jose 65 tomorrow morning. lots of clouds, some fog and maybe some drizzle to start things off tomorrow morning you can see the forecast, bringing it, bringing

in the cloud cover and then into the afternoon hours. we are expecting partly sunny skies and temperatures. the warmest locations will be back up into the upper 70s, so we'll keep those temperatures in check for tomorrow. and then on sunday we'll see a minor warming trend as this area of high pressure rebuilds temperatures from the 60s to the 70s approaching the lower 80s. so a lot of clouds in the morning becoming partly sunny into the afternoon. hours and temperatures. as we showed you about the same as today, sunday will be the warmest day of the weekend. the warming will continue into early next week and then maybe some clouds by wednesday, with a slight chance of some showers back in the bay area forecast, but enjoy your weekend. a great chance to get outside. >> okay, that's what i plan to do. thanks, mark. hashing out plans for 20 cannabis celebrations in san francisco. see what we did right there. after the official party in golden gate park was canceled, we have more details on that and soon there will be another reason to visit the san francisco zoo. a very, very cute re on

francisco, the official party celebrating pot at hippie hill in golden gate park was canceled, but marijuana revelers are still expected in the park tomorrow. pastor david hodges founded the church of ambrosia and uses cannabis and mushrooms as part of his faith. he says his congregation is stepping up to help tomorrow. >> the concern is because this is not been planned. we're doing everything last minute to provide any resources we can. we just want to make sure that nobody gets hurt and it's the safest possible. >> his group will be out there at the park to offer services including water, medical aid, portable toilets, trash pickup and more. the rec and parks department says it's worked with emergency responders to make sure the city is prepared for any crowd, and we will be streaming the unofficial 420 celebration live from hippie hill. you can watch it on the

the first emperor. the exhibit is open through july 22nd. the san francisco zoo getting ready to welcome some giant pandas for the first time in almost 40 years, mayor london breed announcing their return in a statement from beijing, where she signed a memorandum of understanding with chinese wildlife officials. now, the last time san francisco hosted giant pandas was for three months in 1984 and 85. they're expected to draw thousands of visitors to the zoo. locals tell us they are looking forward to their arrival. >> it's good for the tourists to come out and, you know, see all the different species. so it's nice that they were able to work because i know pandas are one of the harder ones to get. >> beijing zoo engineers met with san francisco zoo officials this week to discuss the pandas enclosure. a timeline for the arrival has not been set yet, but it's expected to be sometime next year. we young people marched in san francisco today ahead of earth day coming up on monday. the group rallied at
