there's not a lot going on out there in the traffic world. that's pretty good, right? you can see traffic at the bay bridge is looking good. we've had just a minor things here and there, but for the most part the roads are wide open but they're wet and that means you should probably leave extra time. even highway four is still not slow, which is good. heading out from antioch to concord 401. let's get back to the headlines. >> all right. thank you. sal. a new fence is up at the site of a well-known illegal drug market in san francisco. thanks to a nonprofit. >> some say it's already a good thing and a step in the right direction. but as ktvu joey horta tells us, others are wondering why the city hasn't led the way in taking action. >> workers wrap up the installation of a brand new aluminum fence at the entrance to book concerts lofts on wednesday. arzak bakery takes up part of the ground floor of the building at mcallister and leavenworth in san francisco's tenderloin district. a lot of

people think it's not safe. kat cooper co-owns the thai curry restaurant and bar right across the street from the new fence. she opened up shop a year ago but says business is slow because of the location and who it attracts. any given night you can walk through here, and this was like a bizarre sale for all the fentanyl smokers. people come here for drug markets and all the crime that comes with them. >> they will do the drugs right in front of you like it's just dangerous. you it's already bad at daytime. you do not want to be down here at night time. >> the idea of the fence is to keep drug dealers and users away. >> it's like a circle where it's like they'll steal, they get their money and then they go to the drug addict, which is usually the drug dealer, which is usually right here. >> so who brought in the fence? a source with knowledge of the project tells ktvu. the nonprofit civic center community benefit district installed the fence. it's unclear how much it costs, but those who live nearby

are split on whether it will do any good. >> well, i hope this works and keeps it clean and helps the neighborhood. >> it's like not going to stop them because it's like we've been in san francisco for so long, they're going to find another spot, another way to sell their stuff. >> between march 18th to 24th, san francisco police cited 30 dealers in the tenderloin seized over $11,000 in drug money and more than 3100g of narcotics. >> it's amazing city, so we need to keep it up, our source says. >> the group does have a permit from the city to have that fence on the public sidewalk in san francisco. joey jordan, ktvu, fox two news. >> thank you joey. an investigation continues in pacifica after police opened fire and killed a woman. it happened yesterday morning just before 8 a.m. outside an apartment complex on francisco boulevard, just west of highway one. now, officials say they were called to the scene after a man called police saying his mother had just shot him. when officers arrived, they say the

mother was driving away in a ford escape and pointed a gun at them. that's when police say officers opened fire and the woman was killed. people who live nearby say they're shocked by what happened. >> i've lived here since 1974, and, i've not seen anything like this. >> it's horrible. i i feel for her family. >> i pray for her family. >> authorities have not released what led up to the mother shooting her son. they also have not released their identities. the sun is now reportedly being treated at the hospital. >> our time is now 404, in santa clara county. two suspects were arrested at a starbucks inside of a target store charged with robbery for stealing stanley cups. 26 year-old kevin torres cruz is accused of jumping over the counter of the starbucks, grabbing a box filled with limited edition stanley cups, and tried to run out of the store. 24 year-old hazel

dominguez. vera is accused of trying to grab a bag containing the limited edition stanley cups out of the hands of another customer, both suspects were arrested on tuesday. they were booked into the santa clara county main jail. >> a bill to reduce speed limits near schools in california is set to be introduced today. the safe school zones act would remove the quote wind children are present on speed limits. it would also implement speed limits of 20mph or less within a half a mile of schools. a bill is set to be introduced today at castlemont elementary school in campbell. an eight year old was hit and killed while walking to school there in 2022. >> time is now 405 budget cuts and layoffs announced by the morgan hill unified school district. the school district is facing a budget deficit of more than $6 million. the budget cuts will include laying off 26 employees, including assistant principals, academic counselors and teachers with special skills

. the teachers in the school district worry that the cuts will lead to bigger class sizes, and a parents group is now circulating a petition asking the school district to look at other possible budget cuts. well santa clara county could take over in east san jose school district. that's facing serious financial problems as the county's office of education is reviewing alum rock union school district's various financial reports. they want to address a projected $20 million budget deficit. the trustees admit the school closures are imminent. some school district board members say they need more time to come up with a plan, and that the extra oversight is not needed. the school district serves about 8000 students across 22 schools. >> an emotional reunion between a family and a vacaville police officer. three years ago, the officer found three brothers in horrific living conditions. >> well, now they're together as part of a loving family. ktvu is

amber lee tells us that family invited the police officer to be a part of an adoption ceremony. >> james lancaster is starting a new chapter with his sons. he and his wife may recently adopted three biological brothers. they fostered. >> we're hunter sent all in. >> three years ago, vacaville police received a call from the boys biological mother, who reported that one of her sons went missing from her apartment. officer isaac stevens, a rookie at the time, decided to do a welfare check. he went to the apartment and described it as being filthy. >> i was shocked to believe that kids were living in conditions like this, stevens tells me. >> the boys, ages two, four and eight at the time, were left with no adult supervision. the lancaster's distant relatives of the children's biological mother took in the boys, and they actually met me here at the police department just outside those steps in the middle of the night. >> after the initial call for service, the lancaster tell me they knew they wanted to keep

the three brothers together. >> i felt like a duty to these three kids. >> may tells me she's lucky to have the boys. >> it's very rewarding watching them grow and play sports and you know and do good in school academically. >> a second chance at motherhood after the couple's son was killed more than a decade ago. >> they've given me life, my life back. >> the proud parents say they want to give the boys a happy life, and has seen the impact of a stable home. >> complete 360 and everything and the way they carry themselves, their confidence. >> last friday, the couple officially adopted the boys and invited officer stevens to join them for the ceremony at the courthouse. >> it was something i couldn't imagine. you know, three years later, the lancaster's tell me there's a shortage of foster homes and encourage others to open up their hearts, because at the end, we're trying to raise good citizens and good people. >> the couple tells me to be honest, this journey has had its challenges, but they say the

who died after a cargo ship hit a support pillar of the francis scott key bridge, and authorities say they paused the recovery efforts, at least for now, for four other workers until debris can be taken out and removed, that is preventing divers from safely getting to the area where the victims are believed to be located. >> investigators say hazardous materials may have leaked from some of the containers on that ship. >> 764 tons of hazardous materials, mostly corrosives. >> now, the national

transportation safety board continues collecting evidence to find out more about what happened. the bridge opened back in 1977, and while the ntsb reports it was in satisfactory condition before the accident, now they point to how it's designed may have been a factor in the scale of the damage. >> it's a fracture critical bridge. if a member fails, that would likely cause a portion of or the entire bridge to collapse. >> the ntsb says a full report could take 1 to 2 years, but they could have a preliminary report in 2 to 4 weeks. >> our time now. 414 a man from concord was sentenced to almost a year in prison for making voice mail. threats to congresswoman nancy pelosi and also to homeland security secretary alejandro mayorkas. 44 year old david carrier pleaded guilty to two counts of making threats against a federal

official. prosecutors say he threatened to assault congresswoman pelosi in a message sent on january 21st of 2021, about a year and a half later, he left a similar message for secretary mayorkas. carrier was sentenced to 11 months, plus three years of supervised release. >> two people have been charged in connection with drug trafficking in the tenderloin, district attorney brooke jenkins has charged two men with three counts of possession for sale or purchase of a controlled substance. police say they seized nearly 2 pounds of fentanyl, as well as heroin, cocaine and other drugs. one of the suspects is ineligible for parole because of two previous felony convictions. the charges come after police said that they booked or cited more than two dozen people for drug charges in the tenderloin in the last week. well, a judge has denied a motion by the alameda county district attorney to drop special enhancement charges against former sheriff's deputy devin williams. he's accused of

shooting and killing a woman he was seeing and her husband in 2022. in dublin, the family of benson and maria tran strongly opposed the da's decision to drop the enhanced charges that would have reduced the maximum sentence from life in prison without parole to 25 years to life with the possibility of parole. >> our time now for 16 marin county launching a new family reunification project aimed at connecting families ahead of the release of someone who's been incarcerated. the sheriff's office hopes the reunification will prevent more people from becoming repeat offenders. the family connections will also hopefully be improved for those who are about to reenter the community. the first scheduled meeting for this program, 2 p.m. next tuesday afternoon at the marin county jail. >> a winter weather advisory is currently in effect for the greater lake tahoe area. a light snow was seen coming down consistently throughout the day yesterday. low causing low

visibility for drivers heading up interstate 80 or 50. chain controls are currently in effect on both of the freeways, and so if you do plan to head up to the mountains this weekend, you should look at those roads before you go. >> said 30, but turned out to be a lot worse. >> so far it's been fine, and up until we started climbing through the through 80, once we started hitting the snow, it got real bad. go slow. >> take your time. when they say chains don't wait, just put the chains on. >> high winds might also hit the sierra. so visitors are being told to expect some delays or closures on the slopes. if it's windy, they close a lot of the chairlifts, so it could be a little bit of a tough drive because we have more weather on the way. let's check in with steve paulson for our forecast. >> once again, people don't listen, we said winter storm warning starts at 11 a.m. well, nobody said anything. yes we did. people i won't be that bad.

food price inflation reached a high of 11% in 2022, while food inflation over the last few months has been slowing a bit to pre-pandemic levels. data from purdue university's latest consumer food insights report finds. many americans are not feeling any relief. >> official measures of inflation are either month to month or year over year. consumers might not necessarily think in terms of years, but they might think of prices today relative to some some period in the past, maybe before the pandemic, researchers say it's harder to notice a decrease in food prices when the overall cost of living remains high. >> some google apps are getting new features to help plan your next vacation. the company's search engine will now use ai to provide travel ideas and schedules. the features currently available for users to test in google's search labs. google maps is also getting an

role in the sex abuse scandal at the women's federal correctional institution in dublin. a federal judge sentenced former correctional officer nakia nunley to six years in prison. in september, nunley pled guilty to multiple counts of sex abuse involving inmates at the prison. >> i think the judge really put it perfectly and the silent rage this has been going on for so long. i have sat through a lot of these, speaking to a lot of women at the facility who've been abused, and it's horrific. >> earlier this month, the fbi raided the prison, but no criminal charges have been filed as a result of that operation, the assistant u.s. attorney will interview candidates next month to oversee the prison. >> our time now for 35. there was a call in oakland for the biden administration to decriminalize cannabis. several groups held a news conference at oakland city hall, including supernova women, the last prisoner project, and the drug

policy alliance. they were joined by actress rosario dawson, a celebrity advocate. now, the group say president biden promised in 2020 to decrease analyze cannabis and still hasn't done it. >> i think that there's this concern from the federal government that we're going to ask them to take over. no one's asking the federal government to take over the cannabis space. the reality is that states are leading the reform. states are the primary regulators. we just want to remove those federal barriers, particularly for people who are continuing to be criminalized at the federal level. >> now, leaders with the drug policy alliance say they're taking this call to the white house in april. the list is growing for candidates hoping to be the next governor of california. >> former california controller betty yee has announced she is now running for the office. >> people worry we have no power over our future, but i know we do. that's why i'm running for governor. we have the grit and

the power to make california to add up for all of us. again >> yee is currently serving as vice chair of the california democratic party. she says she wants to tackle affordable in the state, bring transparency to sacramento and address the climate crisis. other candidates include lieutenant governor eleni kounalakis and state school superintendent tony thurmond. >> our time now for 36. a new poll is out. it says many americans are not enthusiastic about a november rematch of the 2020 presidential election. and according to the associated press poll, 43% of those who were surveyed say they're fearful about another four years, with donald trump as president, while 31% feel the same about four more years with joe biden in the white house. a judge in california recommended that former trump election attorney john eastman be disbarred. that opinion comes after a trial over eastman's actions trying to overturn the

2020 presidential election. eastman is also among those facing charges in georgia for alleged election interference. the california supreme court will use yesterday's opinion to determine if they will revoke eastman's law license. >> nurses at the regional medical center in san jose held a rally to call attention to the critical services that will soon be cut. the regional medical center says it is downsizing the trauma center due to the lower number of patients in need of those services and the regulatory requirements involved. now, nurses say not having critical services readily available means patients suffering from a stroke or a heart attack will lose those life saving services. >> the reason that we're out here today is to raise awareness in this community, because i don't think people really understand what's going on, come august 12th, the hospital is going to be doing away with comprehensive trauma services, comprehensive stroke services, and also stemi, which is a heart

tenderloin and seized more than $11,000 in cash and more than 3100g of drugs. just last week, sources tell us the group does have a permit from the city to let that fence be up on a public sidewalk. some of the residents wonder why the city has not led the way in taking action to reduce crime in drugs. >> an investigation continues in pacifica after police opened fire and killed a woman. it happened yesterday morning just before 8 a.m. outside an apartment complex on francisco boulevard, just west of highway one. officers say they were called to the scene after a man called police, saying his mother had just shot him. when officers arrived, they say the mother was driving away in a ford escape and pointed a gun at them. that's when police say officers opened fire and the woman was killed. people who live nearby say they are shocked by what happened. >> i've lived here since 1974 and, i've not seen anything like

children are present on speed limits, it would also implement speed limits of 20mph or less within a half a mile of schools. the bill is set to be introduced today at castlemont elementary school in campbell, an eight year old was hit and killed while walking to school there in 2022. >> your time now 506 budget cuts and layoffs were announced by the morgan hill unified school district. the school district is facing a budget deficit of more than $6 million. the budget cuts will include laying off 26 employees, including assistant principals, academic counselors and teachers with special skills. the teachers in that school district worry the budget cuts will lead to bigger class sizes, and a parents group is now circulating a petition asking the school district to look at other possible budget cuts. santa clara county could take over an east san jose school district that's facing serious financial problems. the county's office of education is

reviewing alum rock union school district's financial reports in order to deal with its projected $20 million budget deficit. the trustees acknowledge closing schools are imminent. some school district board members say they need more time to come up with a plan, and that the extra oversight is not needed. >> it was an emotional reunion between a family and a vacaville police officer. >> yeah, we're talking about the lancaster family. there are husband and wife. they're celebrating officially adopting three young boys. the children are brothers. they've been living in horrible conditions with little or no adult supervision. a rookie police officer three years ago responded to a welfare check. their officer, isaac stevens, worked with the police department and family services to allow a couple who were distant relatives of the child's biological mother to take them in. >> they actually met me here at

recovered in baltimore. they are two of the six construction workers who died after the cargo ship hit a support pillar of the francis scott key bridge, connor hansen has been covering the bridge collapse. joining us live . connor, you have been there on scene. what can you tell us this morning about what they are learning about the investigation ? >> hi, pam. yeah, as you mentioned, they recovered two the bodies of those construction

workers who were working on the bridge. there are still four others, but we're starting to see this transition into more of a salvage operation. they're hoping to get this back open for ships now that the sun is up, we can actually see that ship much more clearly behind me. it's just massive and loaded with these storage containers. we're learning a little bit more about this. now that ntsb investigators have been able to get on board. they're looking through the manifest or going through the black box of this ship. we're even learning that the ship was carrying several several containers that had hazardous materials, hundreds of tons, really on board that ship. and some of it, not all of it, but some of it might have gone into the river, unfortunately. so creating even more difficult conditions for divers who have to go in there trying to salvage things and figure out what they're dealing with down there. you know, as i mentioned, the next phase will be trying to clear this out. you can see just how much destruction and give

you an idea of how much is sitting. that's just what we can see above the water. but you can imagine how much is underwater. they're going to have to clear all of that out. that's going to be the next priority because they need to get this port back up and running. it's just so crucial for the economy here locally and really around the world. you know, this bridge was built back in the 70s. they're saying, you know, there weren't really any glaring issues with it. they would build it a little bit differently now. it took five years to build at the time. it's still unclear how long it will take them to get it up and running again. >> as we look at the bridge and the collapse and the and the scene there with the with the ship, we do know that that's been part of the problem along with the conditions to get to those other those bodies, the construction workers. this must be just devastating. can't even imagine for the families there any timeline of when they might be able to continue with that recovery effort. >> well, i think what's been so difficult for these divers and

the people trying to recover those construction workers, we do know the two bodies that were recovered were inside a truck. so it's very possible more of these workers could have been sitting in their cars. it was late at night. you know, there's been some questions about maybe they were they were sleeping. were they taking a break? were they eating in their cars when this happened? that might have made it more difficult for them to get off the bridge. but again, there's just so much debris down there. it's broken, twisted steel. there's current underwater, possibly hazardous materials. they might have to start pulling some of these large sections of the bridge out to even access other vehicles, where unfortunately, the bodies of the other construction construction workers could be inside. what's the next step today? >> what are they focused on today? >> well, i think we're really going to start to see now that that initial investigation has

is 525 workers at an ice cream chain franchise, raising some new questions about california's fast food labor law. one operator at handles ice cream shop in southern california has been trying to get some answers. now, she found federal law does not consider shops like hers limited service restaurants, which is what the new state law applies to. she said she reached out to a state assemblyman who wrote the law, but his office suggested that she contact the seiu. >> seiu was willing to take a look at the bill and offered some cleanup, and offered to look at what we were discussing in regards to not being the intent of the bill. and then upon further contact with seiu, they also decided that their scope was very limited and most

want to use 280 instead. i can put 280 up here, northbound. 280. i can't explain why more people don't use two 1885 in these situations. they just go out and get on 101 and get stuck there. but a good substitute is 280 and 85 for sure. 532 let's go back to the desk. >> thank you. sal, a plan to reduce the speed limit around schools statewide. and this comes after a child was killed in a crosswalk outside a school in campbell almost two years ago. ktvu is ali rasmus joins us now from campbell with the details of this new safety plan. >> ali, we are outside castlemont elementary school in campbell, and you can see behind us one of the posted school signs out here says the speed limit is 25mph. south bay assembly member marc berman says not only should the speed limit be less than that around schools no more than 20 miles an hour, but he believes the signs around these school zones should be more specific. he's proposing a bill that would require local

governments to create school walk zones. it would include all roads and sidewalks within a half mile of a school, and the speed limit in those areas would be reduced to 20mph or less. it could be as slow as 15mph. signs would also have to list the specific times schools are in session, and those slower speeds would apply. castlemont elementary and campbell is where, almost two years ago, an eight year old boy was struck and killed in the crosswalk while walking to his elementary school. speed was a factor in that tragic and deadly crash. now, assembly member berman, along with some campbell unified school district officials and the superintendent, are going to be at the school a little later this morning to talk about this bill to lower the speed limits around schools, later this morning. so we'll be here to cover that and have an update later on in the show. live in campbell. allie rasmus, ktvu, fox two news. okay, allie. >> thank you. time is now. 534. the city of oakland, after more than a year without a police chief, finally introduced the new police chief.

police reforms, the rank and file, the command staff and the citizens and business owners who've been waiting more than a year to get a new police chief. >> a seventh prison guard has been sentenced for his role in the sex abuse scandal at the women's federal correctional institution in dublin. a federal judge sentenced former correctional officer nakia nunley to six years in prison. in september, nunley pled guilty to multiple counts of sex abuse involving inmates at the prison. >> i think the judge really put it perfectly and the silent rage this has been going on for so long. i have sat through a lot of these. spoken to a lot of women at the facility who've been abused and it's horrific. >> earlier this month, the fbi raided the prison, but no criminal charges have been filed as a result of that operation. the assistant u.s. attorney will interview candidates next month to oversee the prison.

white house. and a judge in california recommended that former trump election attorney john eastman be disbarred. that opinion comes after a trial over what eastman did to try to overturn the 2020 presidential election. eastman is also among those facing charges in georgia for alleged election interference. the california supreme court will use yesterday's opinion to determine whether to revoke the law. license of eastman nurses at the regional medical center in san jose held a rally to call attention to the critical services that will soon be cut. >> the regional medical center says it is downsizing the trauma center due to the lower number of patients in need of those services and the regulatory requirements involved. the nurses say not having critical services readily available means patients suffering from a stroke or heart attack will lose those life saving services. >> the reason that we're out here today is to raise awareness

in this community, because i don't think people really understand what's going on in, come august 12th, the hospital is going to be doing away with comprehensive trauma services, comprehensive stroke services, and also stemi, which is a heart attack. >> the nurses say eliminating the trauma center will make it harder for a mainly latino and east san jose population to receive vital health care. the regional medical center released a statement saying in part, we will continue evaluating treating and or stabilizing stroke and serious heart attack patients. should patients need a higher level of care. we would transport to other local facilities. richmond city leaders are blaming a bad deal 20 years ago. for now, allowing pickleball at the craneway pavilion. >> this isn't a question about whether pickleball is good or bad, it's a question about public space and making sure that public space is accessible to the public, including non pickleball players.

bucks. dave, let's send it back to you. >> all right, bailey, thank you. time now. 6032 people have been charged in san francisco in connection with drug trafficking in the tenderloin. district attorney brooke jenkins charged two men with three counts of possession for sale or purchase of a controlled substance. now, police say they seized almost 2 pounds of fentanyl, as well as heroin, cocaine and other drugs. one of the suspects is not eligible for parole because of two previous felony convictions. the charges come after police booked or cited more than two dozen people for drug charges in the tenderloin in the past week. well a nonprofit group is taking safety into its own hands in the tenderloin, they installed a new fence in an area known for being the site of illegal drug sales. now, the hope is that the fencing will keep drug dealers and drug users out. some say this fence is a step in the

brothers. >> good morning pam isaac stevens reunited with three children. he met three years ago. he took pictures with the brothers in a courtroom, as you see right here, where adoption papers were officially signed, he first encountered the then eight, four and two year old children during a call for a welfare check of a child. police say they were living in a grossly unsanitary apartment with limited adult supervision. stevens promptly got solano county child welfare services involved, and they actually met me here at the police department just outside those steps in the middle of the night after the initial call for service. >> i grew up in inner city, in the tenderloin and, you know, and anyone that knows san francisco and the tenderloin know it's not the easiest neighborhood to grow up in. i felt like a duty to these three kids. >> the lancasters are a husband and wife celebrating their adoption of the brothers. the couple made sure the boys would stay together and not be separated. the children are also giving her a second chance at

salvage phase of this. trying to clear out this channel. and now that the sun is up here in baltimore county, we can get a much clearer shot of that container ship. just to give you an idea of the scale of this ship we're talking about. still completely loaded with these containers. i mean, it was carrying thousands and thousands of tons of this stuff. just gives you an idea of how much force it would have hit. that bridge with. we're also learning from the ntsb now that they've been on board. they've seen the manifest. they've retrieved the black box. they do say there were hundreds of tons of hazardous materials being carried on the ship, and some of them might have been spilled into the river here, making a difficult situation even worse for those responsible for the recovery and clearing out this channel, you can still see the bridge as well. right next to it just gives you an idea of the scale of the mess that needs to be cleaned up here. how much debris is still in the river, and that's just showing what's above water. you can imagine

within a half mile radius of a school. signs nearby. the schools would also have to list the specific times schools are in session, and when those rules would apply. now, castlemont elementary in campbell is where almost two years ago, september of 2022, eight year old jacob villanueva was struck by a car in the crosswalk while he was walking to school with his babysitter. the driver had been making a left turn when the crash happened. the driver did stop and cooperate with investigators, but the eight year old boy later died at the hospital. now, this morning, assemblymember berman, along with campbell unified school district officials and the superintendent here will be out side the school to talk about this bill that they're proposing in the state legislature. again, that would lower the speed limit around schools to no more than 20mph. live in campbell, allie rasmus, ktvu, fox two news. >> okay. allie thank you. time is 634. a seventh prison guard was sentenced for his role in the sex abuse scandal at the women's federal correctional

institution in dublin. a federal judge sentenced former correctional officer nakia nunley to six years in prison in september, nunley pleaded guilty to several counts of sex abuse involving inmates at the prison. >> i think the judge really put it perfectly and the silent rage this has been going on for so long, i have sat through a lot of these, speaking to a lot of women at the facility who've been abused and it's horrific. now earlier this month, the fbi raided the prison, but no criminal charges have been filed as a result of that operation, the assistant u.s. attorney will interview candidates next month to oversee the prison nurses at the regional medical center in san jose held a rally to call attention to the critical services that will soon be cut. >> the regional medical center says it is downsizing the trauma center due to the lower number of patients in need of those services and the regulatory
