7:32 pm
>> incoming oakland police chief floyd mitchell, filling the void in leadership after more than a year without a top cop. a former police chief in texas, mitchell says he has much to learn and a lot to give. >> i will work tirelessly to earn the trust, respect and confidence of my police department members, oakland's residents and its businesses, mayor shengtao said. >> mitchell's soft spoken style belies a strong work ethic. >> he's not flashy, but he will roll up his sleeves and do the real work. that real, impactful work to ensure our community's success. my approach is high visibility, responsible, proactive policing that is procedurally just data driven and grounded in evidence based strategies, he said he's committed to continuing to reform the department, which is just short of getting out of federal oversight. >> i am going to sit down with the monitor and identify specifically what we need to do
7:33 pm
and how we need to do it to get to the end of this road. >> i asked, what qualifies him to be able to answer to many bosses, including the police commission, the mayor, and the federal monitor. >> i'm just going to say my experience in just trying to collaborate and build strong relationships with everyone involved. the adage that everyone has a seat at the table and what we all do and say matters. >> city council members trevor reed and nikki fortunato bass say they like what they're seeing in the new chief. >> i think he said a lot of things that we want to hear. he's going to be proactive. he's going to be responsive, he's going to have deep community engagement, and he's going to be a guardian of what is the best interest of this city. >> i'm absolutely optimistic. you know, we have learned about about his efforts around crime reduction, about community led, community involved policing. >> the new chief says he has a lot planned for his first 100 days, including meeting with a lot of the stakeholders from the rank and file to the monitor to business owners and the citizens who have been waiting more than
7:34 pm
a year for oakland police to get a new leader in oakland. henry lee ktvu, fox two news. >> new. at 730 tonight, police in campbell arrested a registered sex offender suspected of possessing child and drugs, who was then later released by a judge. investigators say that back in january, they received a tip about this man that led to the arrest this week of 55 year old timothy daly. during the execution of a warrant. officers say they found sexual abuse material, child sexual abuse material methamphetamine as well as drug paraphernalia. campbell police say this is daly's sixth arrest on suspicion of child possession. he was released, though, by a judge on his own recognizance. now to pacifica tonight, where an investigation is underway after a deadly police shooting there. authorities say officers shot a woman suspected of shooting her adult son. ktvu crystal bailey has more now on how this all unfolded. >> pacifica police say a man called them just before eight in the morning, reporting his
7:35 pm
mother shot him inside his home on the 2500 block of francisco boulevard. witnesses at a coffee shop on the corner say they saw police turn down francisco boulevard with lights and sirens. shortly after, they say they heard between 6 and 8 gunshots. >> my daughter just heard sirens. my son in law heard what he thought was maybe fireworks or was hoping was fireworks. you know, you don't want to expect to hear that early in the morning. >> officers say when they got to the scene, the victim's mother was driving away when she pointed a gun at police. a shooting ensued and she was killed by officers on scene, leaving the driver's side of a ford escape riddled with bullet holes and tarp covering a bloodied body on the street. as south city police, san mateo sheriff's deputies and district attorney police inspectors joined pacifica police in the investigation. >> i didn't expect to see this when i came home from work. >> people in the usually quiet neighborhood are shocked. >> i live at the end of the block here. it's not normal to have crime here. >> i've lived here since 1974 and, i've not seen anything like
7:36 pm
this. >> the son is recovering from a gunshot wound in the hospital. >> it's horrible. i feel for her family. i pray for her family. >> there's no word yet on the identity of the mother or her son. but police are saying that his condition at this time is, quote, stable. the san mateo district attorney's office is investigating the police involved shooting in pacifica. crystal bailey, ktvu, fox two news. >> police in berkeley ainvestigt night that left a juvenile wounded. it happened just before 1115er street at allston way near strawberry creek park. police say the victim was hit in the leg and taken to the hospital for treatment. there is no word tonight on the victim's condition or age. and now to the race for san francisco mayor in candidate daniel lurie is rolling out a major endorsement of his campaign. former san francisco mayor and chief of police frank jordan announced that he is backing the philanthropist. jordan praised
7:37 pm
lurie's nonprofit, tipping point for using private money to provide social services. jordan also noted that he believes lurie can help restore safety in the city and keep businesses from leaving. >> first, you have to be encouraging the business community, give them incentives and then you create job opportunities. you find all kinds of ways not to have to raise taxes, because it also creates more jobs in the city, too. it's an easy formula. >> supervisor asha saffy is also in the running to unseat mayor london breed, along with mark farrell, who served as mayor after the death of ed lee. so it's going to be a very competitive race there in san francisco. okay, renters in unincorporated alameda county are urging the county to pass an ordinance to help protect them from eviction. a tenants rights group called in the ashland area rally. excuse me, in the ashland area near san lorenzo today. the proposed just cause ordinance would provide tenants in unincorporated areas protection from eviction, unless there is a
7:38 pm
specific reason it has been on the agenda for months without passage. advocates say without the measure, people who live in these areas still face unjust eviction laws. >> not only are our folks who are living in apartments and duplexes, but our single family homes, we keep sharing our stories. we keep speaking from the heart and we keep hoping that the supervisors will protect us, will protect the most vulnerable, will protect people of color, people with disabilities, our children. but they have failed time and time again. >> at yesterday's board of supervisors meeting, the supervisors voted to set up a committee to discuss ongoing concerns about the ordinance, including when tenants can go to mediation and which units will be covered. they will report back by early june. authorities in the north bay issue a warning to parents about those e motorcycles for their teens, and the bay fc women's professional soccer team is getting ready to

stress has on our mental and physical health. a survey from the american psychological association last year found 3 in 5 adults, roughly 62% said they do not talk about their stress overall because they don't want to burden others. earlier today
7:42 pm
on the four, i spoke to doctor pam oren, a kaiser clinical psychologist, about the things, though, that we can do when stress becomes a serious problem. >> we really need to get in there and do some activities to help activate the parasympathetic nervous system and increase levels of relaxation. and those feel good hormones when we are feeling stressed. >> yeah. she also says it's a good idea to talk about it. as i mentioned, april is national stress awareness month. doctor oren suggests exercise, healthy eating, sleeping and talking to friends and family about stress levels can all help. okay, new at 730 tonight, police in marin county are issuing a warning about the dangers of young people riding those motorcycles. according to the marin ij. the marin central police chief says that his department has seen an uptick in minors riding illegally, illegally riding electric motorcycles. he says they are often bought for kids by parents who mistakenly believe they are e-bikes. the
7:43 pm
department is working to educate parents about the differences between e-bikes and motorcycles. looking live now at the oakland coliseum, where tomorrow is opening day for both the oakland a's and the san francisco giants . the giants, though, start on the road. the a's open at the coliseum, and perhaps for the very last time, the team is planning to move to las vegas. and a lot of frustrated a's fans are planning to stage an opening day boycott right outside the coliseum. that boycott is being organized by the fan group last dive bar. earlier today on the four, we spoke with brian johansen, one of the organizers. he says they're urging fans to skip the game and join a protest and tailgate right there in parking lot b at the coliseum. >> we're hoping to get 15 to 20,000 people in that parking lot, and it's going to be a huge, huge party. and basically it's an opportunity for people that weren't going to give their money to fisher anyways, to have an opportunity to come together, celebrate as fans, we got tons of activities, planned. there's
7:44 pm
going to be food, there's going to be games, there's tons of giveaways. >> johansen says tomorrow's protests will also kick off what is being called the summer of boycott. and instead of spending money on a's tickets, which johansen says team owner john fisher will use to help pay for that relocation, well, the group is encouraging fans to support the oakland ballers minor league baseball team or the oakland roots and soul soccer teams. or how about cheering on the new bay fc women's professional soccer team? it's preparing to kick off its historic first season at home this weekend, and the team has been busy hosting events around the bay area, building up excitement for saturday's inaugural home game. players attended a celebration yesterday in san francisco and today bay fc held its media availability before heading out to practice. so far, the team has played two games on the road. the players say they are looking forward to having their fans in the crowd for the home opener at paypal park in san jose. >> i think that we've had a
7:45 pm
really good start to the season. our chemistry is there. i think that we're playing really good soccer. you know, obviously there's a lot of things that are going to keep improving and that's super exciting to see where we are already at the beginning of the season and to know that we're going to we're going to be a force to be reckoned with in this season. >> after the first two matches of the season, bay fc has one win and one loss, the inaugural home opener as i mentioned, is coming up on saturday at 7 p.m. at paypal park versus the houston dash and also coming up on saturday. join us when fox local presents women's soccer, a new bay area ktvu looks at the inaugural season of the bay fc again. it airs at 830 saturday morning. the special will show how the expansion team is connecting with diverse communities, striving to be the very best and inspiring the next generation of female soccer players. so don't miss that again. coming up on saturday morning. okay, let's bring in our meteorologist mark tamayo to find out about the weather. i mean, i know we're a few days
7:46 pm
out from the weekend, but might be a little dicey. >> the whole weekend will not be stormy, right? okay. we're looking okay for sunday especially. of course, that's for if you're planning easter. yes, yes. so the conditions will be improving for the second half of the weekend. but between now and then, yeah, there's a few showers to track here in the bay area. take a look at the rainfall totals over the past 24 hours. nothing major. we were not expecting much, but it continues to kind of expand over the bay area. you can see these numbers ranging from a few hundredths of an inch from redwood city and hayward, all the way to about a half an inch up in the marin county for kentfield. so the rainfall spreads south tonight. rainfall expectations. most areas should be between about 2/10 of an inch to maybe maybe over a half an inch of rain. but maybe a few spots could be closer to a 10th of an inch. now stronger storm definitely. we're watching out for that on friday and into saturday. right now though, you can see the current system coming on board. here is this big circulation out here in the pacific, and we're picking up this front. it has been moving in from the north over the past
7:47 pm
few hours. so off and on today we had some mist or some drizzle or a few light rain showers, but the activity has kind of been ramping up across portions of the bay area. here's a look at the current radar image out there. as you can see, still some coverage up in portions of the north bay. closer to solano county, up in parts of sonoma county as well as we move the maps here, not a lot of coverage to show you here, but we are expecting some more rain showers for this evening. we also have some wind to track as well. no wind advisories, but still gusting to over 20 miles an hour in vacaville and in napa. and some more reports for you. sfo gusting to 25 and half moon bay gusting to 21 miles an hour. here's our live camera right now, looking out toward the oakland estuary, out towards san francisco, in the distance. so solid cloud cover out there and some scattered rain. current numbers have cooled off into the 50s. right now you can see santa rosa 55, concord 56, and san jose checking in 60 degrees overnight. we'll bring in still hold on to the clouds and still the possibility of a few scattered showers out there. although the main system will be moving out of town for tomorrow morning. but still, there's a chance we could have some leftover showers first thing
7:48 pm
tomorrow morning. so here is tonight's system coming on board the storm track out here, and that will bring in another system on friday. that's what we're watching out. that could bring in some heavier downpours and maybe some thunderstorms as well for tonight. the rainfall spreading to the south. and then as you can see that next system that will bring in more rain and some more wind as we head toward friday in the sierra. this is a snow producer. a winter storm warning is in place right now until 11:00 thursday morning, and snowfall could be right around 10 to 20in in the mountains. so here we are tonight, 7:00. some scattered rain showers out there, even sticking around 10:00. and then it quickly moves on out. so tomorrow morning just a sun cloud mix. once again. there's still a chance of a leftover pop up sprinkle or a light shower, but the main weather change tomorrow probably just have a sun cloud. mix out there. and there we go. with that rainfall kind of expanding over the bay area that will be on friday. highs tomorrow will be in the upper 50s to the lower 60s. and here's a look ahead. your five
7:49 pm
