follow developments in baltimore. we've learned the cargo shipped involved in a crash with the bridge. there was just recently inspected and what that inspection uncovered and the new questions that have now come up from ktvu, fox two news, this is mornings on two. good morning and welcome back. i'm gasia mikaelian and good morning i'm dave clark. >> welcome to the middle of the week. it's wednesday. it's march 27th and good morning to you here. >> i've been sort of listening to all the weather talk you guys have been doing because the timing has shifted just a little. >> oh yeah. >> later. that is correct. but clouds are rolling in here so it'll be cloudy to mostly cloudy in the morning. maybe a few sun breaks, but we had some 30s now. i think most locations are in the 40s. stanford campus briefly dropped to 39, now 40, but cloud cover is beginning to roll in. but the rain is going to take a while to get here. that is. no doubt about it. slow down now. the light overrunning rain could easily start areas like santa rosa, but a little earlier. but goodbye blue sky because we have low clouds, some higher clouds rolling in and we'll be cloudy

crashed into the francis scott key bridge, causing that bridge to collapse. >> we want to take you out there live to show you what the scene looked like at this moment, officials say the tragedy could have been even worse if not for the crew of the ship. they sent out a mayday call letting officials know they had no control of the ship as it was approaching the bridge. and because of that call, the police were able to stop the traffic at both ends of the bridge. >> one of you guys on the south side, one of you guys on the north side, hold all traffic on the key bridge. there's a ship approaching. it's just lost their steering. so until you get that under control, we gotta stop all traffic and then just minutes later with the traffic stopped, that happened. >> the bridge collapsed. the president of the structural engineers association of northern california says that collapse will raise a lot of questions nationwide about how to protect bridges are different opportunities for bumper types of systems that include

potentially bringing gravel from the seabed to the top. >> so it's physically not possible for a boat to strike. >> the construction crew was filling potholes mid-span when the bridge collapsed. right now, there's no indication that an evacuation order was given to the workers. guatemala's foreign affairs ministry said. two of the missing workers are guatemalan nationals. officials with the honduran and mexican government also said they are missing some of their citizens. >> our time is 703 this morning. we're also finding out that that big cargo ship that crashed into the bridge recently passed an inspection. the quality shipping information system. equasis says there were no deficiencies on the ship and spotted during the latest inspection. but back in june, a separate inspection found a problem with the ship's propulsion and auxiliary machinery. the cargo ship lost power early tuesday before it collided with that, the bridge and its beams. a maritime expert says losing power is one of the

worst things that can happen. >> could mean the loss of steering communications, loss of your, bridge equipment, which is providing you with your position and, heading information there. >> captain michael burns junior also says the job of a bar pilot, the person who's guiding a ship in and out of harbors and bays is one of the toughest jobs out there, especially with changing tides and weather happening today. >> people in oakland will hear from their new police chief, ktvu amanda quintana, live in oakland this morning with what we already know about incoming chief floyd mitchell. amanda >> yes. well, floyd mitchell, we have heard from him just from a written statement, but we haven't actually heard from him personally. so today will be the first day we might get an idea of some of his plans, what he plans to change here in oakland as he tries to address crime here in the city. now, today,

there will be a ceremony oakland mayor xiang tao, who selected mitchell to be the new police chief, will formally introduce him this afternoon. it's been more than a year since tao fired former chief laurent armstrong, and it's been a long process to find his replacement. that included some friction between tao and the police commission. mitchell comes to oakland from texas, where he was most recently the police chief in lubbock for four years. also police chief in temple before that, he was a police officer in kansas city for 25 years. he left his position in lubbock in september of last year after the department was criticized for an increased number of unanswered 911 calls. local leaders here have said that mitchell will need to do his homework and learn the culture of the city and the department here in oakland, and they say he's stepping into a tough position. chief mitchell, in his statements, has said he wants to create a stronger, safer oakland by working with residents, business owners and city

leadership as well as the police commission. now there will be a ceremony that's going to happen at city hall at 1:00 today. he will be formally introduced to the city, but that does not mean he starts his job today. so there will be some time. we haven't gotten an exact start date yet, but he's expected to start in late april or early may. but we might get a better idea of when that actual start date might be. today, live in oakland amanda quintana ktvu, fox two news. >> amanda, thank you. downtown oakland continues to struggle in its post-pandemic recovery, the chronicle reports. the starwood capital group, a miami based private equity firm, recently surrendered a $500 million deal on a trio of office towers just blocks away from lake merritt. experts say high commercial vacancy rates, shuttered businesses and a lack of activity during weekday business hours is putting pressure on oakland's merchants as they work to recover from the pandemic. >> our time now 707, a former pittsburgh police officer,

confessed to several crimes and to destroying evidence in order to cover up his tracks. patrick bergen pleaded guilty to several felonies, including wire fraud and selling steroids. he also enrolled his former girlfriend to take online college courses for him so he could get a pay raise. the court documents revealed that after successfully scamming the system, bergen promoted it as a service for other police officers. he is scheduled to be sentenced in july. >> brentwood police say a swat team recovered several guns and drugs during a raid happened around 7:00 yesterday morning on applewood common near brentwood boulevard. police say two people were detained. they didn't make any arrests. we've learned the raid is part of an ongoing police investigation. once complete, the results are expected to be sent to the contra costa county da's office. >> time now. 707 san francisco mayor london breed criticizing the board of supervisors for overriding her veto of a bill that limits construction in some

san francisco neighborhoods. >> now, the measure restricts density limits along the waterfront. supervisor aaron peskin says the legislation protects small historic districts in the bay from supersized massive luxury towers . three supervisors voted against the measure, including matt dorsey. >> i think this risks opening the door to more problematic steps in the wrong direction, and i think there are many other neighborhoods in san francisco that can lay claim to similarly legitimate, arguments for being historically significant. >> mayor breed called the veto override a setback in the push to build more housing. in a statement, she said our current housing shortage is the result of decades of bad policy decisions and inaction, and it will take years of consistent and relentless work to make the necessary changes to get more housing built. that's the work ahead of us now. >> aaron peskin, the head of the board of supervisors, disagreed. he also issued a statement saying developers will still be

able to build bigger and higher, but they won't be able to demolish buildings on certain blocks and replace them with towers that are the same height as telegraph hill itself. >> time now 709 and we have to go right back to highway 37 westbound because of a crash at 121 sears point area. the crash was eastbound, but it's a delaying westbound traffic as people take a look at it. and right now, traffic is very, very slow. if you are driving on 37, please give yourself plenty of extra time on 80 westbound it's slow and when you get to the bay bridge it is backed up. we had an earlier problem there on the bridge. you can see that traffic is actually going to be okay once you make it onto the span 709. let's go back to the desk. >> okay, sal. >> well, the tough new immigration law in texas. it's on hold this morning. we'll tell you more about the continuing legal battle of a law that would deport and arrest migrants.

become big ones. well, now san jose wants to do the same thing. ktvu is andre senior in the studio now. tell us how they're using ai to deal with the homeless crisis. >> dave gasia, good morning to you both here. several tech companies are participating in this pilot program. the goal is to fix issues across the city by having an ai algorithm analyze video footage collected across san jose. now the algorithm will look for things like graffiti and large potholes that can be a road hazard. they're also training their ai model to identify and predict other things like homeless encampments, blue dome is one of five companies participating in the pilot. they showed us the technology at work. >> what we use is a very simple gopro camera mounted on city vehicles, and when they drive

around, they'll upload the video. >> one of the things with ai is you have to teach it what to go look for. and so teaching is like, hey, that's a pothole. this is a building, here's graffiti, here's not graffiti. >> right now san jose has just one car outfitted with those cameras. it's only done a few test runs so far, but critics are skeptical, and homeless advocates aren't sure if this high tech solution will solve the housing crisis. >> public saying, okay, this is another tool, but a tool for what you've got to get homeless, unhoused people into housing. that's the solution. it's always been the solution. >> there is privacy risk. there is bias. risk that comes to ai. and this is really a key issue. we're trying to address. because if we jump into conclusion without learning, if we try running without walking, we get ourselves in trouble. >> there is no set timeline for how long this pilot will last. city officials say it may take a while to see how effective the ai algorithm will actually be. garcia andre senior. >> thank you. a project to house

and help low income tenants in oakland just got a major boost and is now months away from rio from opening these were just sketches and notes on paper, and now it has turned into a building. this building is in west oakland at seventh street, known as the black panther center. it will house low income tenants and offer employment opportunities for people who were formerly incarcerated. businesses there will include an urban farm, a tech center, and a market. >> i came from the streets, my mom smoked crack. my dad was wasn't around, you know, so i came from nothing. so this is my opportunity for my first opportunity. >> and i'm gonna take advantage of such a great opportunity. >> the project has been years in the making. a recent $1 million donation by the black lives matter organization will help speed up the process. >> it's about making a difference in the lives of people who need it. it's about creating community where black people can thrive. >> construction on the building is expected to be complete in may. the first tenants should arrive in july. >> all right. our time is 716 and just over a week from right

now, a total solar eclipse is expected across several states. millions of people will try to see it. science reports say during the eclipse, the air temperature will go down. often it comes with an eerie silence and you will experience up to 4.5 minutes of complete darkness as the moon covers. the sun. >> it's going to be a little bit longer because the moon's a little bit closer and its orbit to earth. you can hear kind of the crickets might start chirping as if they would kind of during a dusk time, you might see bats come out because they think it's darker. the, birds may be quieter or more active. >> now here in the bay area, that total eclipse won't be visible. the path of that eclipse stretches from texas to maine, but we'll be able to see a partial eclipse. you have to see it with some really good protective viewing glasses. all right, 717 swing out to our traffic center. >> sal castaneda been monitoring a couple problems popping up now. >> yeah. 37. we have to go back

to that there. garcia and dave driving from vallejo to novato. a lot of people use 37 this morning. it's going to be extra slow because of a crash that happened 37 at 121. and it is going to be very slow through there because of the crash. even though the crash was in the eastbound direction, westbound is slow still, 80 westbound is also slow through richmond, heading out to the macarthur maze and the bay bridge coming back to life here after an earlier stalled vehicle had stalled it and kind of slowed it way down. but right now it's getting better. that stall is gone, but still a little congestion for the normal morning commute. 717 let's bring steve back in with today's weather. >> thank you, kind sir. we'll get to it before the cloud cover started to roll in here, we had some cool lows south, south. gilroy i saw 36, boulder creek, 37, woodside, 38 morgan hill. from our observer, chris henry, 38, on the stanford campus. briefly 39, hollister 39, la

honda, 39 and east of alum rock, also 39. i think most of those have now started to come up because the cloud cover is coming in always tough to do the timeline here, but i think by noon there will be some light rain north bay. that's the warm overrunning. but for most locations, 6 p.m. to even 10 p.m. maybe before the system arrives. that will be this evening. here, quarter inch three quarters should cover stronger system, more in the way of wind. and i think heavier rain will arrive late friday into early saturday. cloud cover is on the move, that's for sure, but the rain still has a long way to go. the system upper low and you see them wrap themselves up like that. they reach maturity and they've slowed down a little bit. you're seeing a system develop within the system and that always puts the brakes on 4050. although menlo park still showing 40, san carlos 42. but most locations are starting to bounce off some of those morning lows. we'll see rain sweeping in, but not until later this evening. i am using the canadian model called the gem cmc ten kilometer appreciation precipitation. it's been pretty good. it's the wettest of the three being the gem, the gfs and

rafah is israel's military operation in gaza continues. israel's defense ministry met with us secretary of defense lloyd austin at the pentagon yesterday amid rising tensions over the war in gaza. fear is escalating in rafah following israeli airstrikes that killed more than a dozen people. israel's prime minister benjamin netanyahu is vowing to move forward with the planned invasion of the region. it's a move the u.s. has discouraged, saying it would only add to the

instability. >> our time now is up in 23. uc berkeley police want the public to help them identify people linked to a pro-palestinian rally that turned violent. we'll show you these images released by uc police. the authorities called the protest a riot, saying members of the crowd forced their way into zellerbach playhouse, where an israeli attorney was giving a lecture. some of the guests, even the police officers, were injured, and the interior of the building was damaged. now the speaker did come back to the campus a few days later and did present his lecture without a problem. it is 723. the east bay city of albany is the latest bay area community passing a resolution calling for a cease fire in gaza. city council members passed that resolution last night. several residents of that small city of 20,000 people between berkeley and el cerrito testified both for and against the resolution. several other bay area cities,

including richmond, oakland and san francisco, also have passed cease fire resolutions. >> there is growing concern about mountain lion attacks here in california, after the first deadly attack by a big cat in two decades. recently over the weekend, two brothers in el dorado county were attacked by a mountain lion. one of them was killed. now a man in south san francisco says he saw mountain lion in his backyard, called south city police, who then posted a photo of it on social media. but some experts say the man was mistaken and that he likely saw a house cat security camera. >> the lighting can be funny, there can be distortion, but to me it looks a lot like a house cat. >> i'm curious where it came from, yeah. i haven't seen any mountain lions here before. >> experts with the bay area puma project looked at the photo, and they also say it was not a mountain lion. the group says the number of reported mountain lion sightings, though, typically does increase after an attack or other such incident. >> all right, guys, your time is 725. nasa's first indigenous woman astronaut is now telling

her story on college campuses to inspire young people to follow their dreams. >> and i didn't have it all figured out. i didn't know that i wanted to be an astronaut. i didn't even know that that was a possibility. >> that's astronaut nicole mann. she was born in petaluma last year, she spent six months on the international space station and completed two spacewalks. her story is now inspiring the next generation of astronauts, engineers and science artists. >> she really showed me that there are a lot of opportunities for people of indigenous backgrounds. and it's not a detriment where you come from or you know, your who you are. >> now, nicole mann is also a colonel in the marine corps. she served as a combat fighter and a test pilot. she says she tells young people, you can do anything you put your mind to. time now. 726 a legal battle over access to an abortion pill

diane. >> it's wednesday march 27th the day we've been told to expect rain earlier we thought maybe steve paulson before dinnertime. but now this could be a post-dinner event for it. >> depends on where you are. south yes, north. there will be rain by then, but yes, it's showing up later. no doubt about it. a couple of sun breaks here, but clouds are on the move here. low and high clouds, you can see that. so i think for the morning i think mostly you're fine now. areas north always get that warm over running. so light rain. santa rosa or marin county. i usually draw the line in marin county north, but for some, i mean, it's not bad. i mean, you know, we'll get some sun breaks this system, no doubt about it. putting on the brakes. but it will get here. but the key is factor is later, not sooner. unless you're north. as in even this afternoon for some or tonight for others. so goodbye, blue sky, which many of us had yesterday turning cloudy and breeze will pick up and rain arrives for many late this afternoon. if not tonight. 50 60s on the temps there. well, i don't think it's the best out there, but let's get it sorted out with mr. sal castaneda, 37. >> yeah, 37 is slow, steve, that

is sort of coming back to life now that they've opened up the lanes on 37 at 121. but it took a while. let me put it up on the map here for you and show you that 37 out of vallejo is going to be tough because of a crash at 121. they've opened up more lanes at one point that was blocking several. it's eastbound as well, but it's a visual hazard. even if the lanes aren't blocked. but things are definitely improving. there if you are driving on 80, it is slow in richmond as it normally is, and at the bay bridge we have a backup all the way out to the maze. 731 let's go back to the headlines as recovery efforts are underway in baltimore now for six construction workers presumed dead after a cargo ship hit a pillar of the francis scott key bridge, causing that bridge to collapse. >> reporter connor hansen is live at the site of that bridge and is joining us now. thanks for being with us, connor. there are so many concerns here, economic infrastructure related. but let's start with the people who were on that bridge when it collapsed. what have you been

able to learn about them? >> garcia? unfortunately, still no word on the six people who are missing six construction workers who are working on resurfacing. resurfacing the bridge overnight. right when that massive ship collided with one of its main supports, sending it plunging into the river. two people were rescued. but again, those six people, unfortunately, are presumed dead . the rescue effort has now turned into a recovery effort. now there are people being hailed as heroes here. the people that not only called a mayday call, but the first responders who were here at the bridge that closed off both sides to traffic, saving a lot of lives. no doubt. tens of thousands of cars cross this bridge every single day. it's still unclear if there were any other cars besides ones tied to that construction crew that fell off. that's still all under investigation. >> okay, let's shift now to the

wide ranging effects of this crash. the port of baltimore is a major hub. ranks first among u.s. ports for cars and light trucks. where do operations at the ports stand now? >> right now, they're at a standstill. all shipping traffic in and out of the port of baltimore is just on hold for now until they can clear out all of that debris and clear out that bridge. but as you mentioned, a major import export spot for cars, cars, for agricultural equipment, so much stuff. tons, millions of tons coming out of this harbor. it's the ninth biggest port in the country. so right now, all these massive cargo companies are having to reroute hundreds of ships to different ports. there's even a cruise ship that left out of here that'll have to find a different port to return to. and this is going to cost a lot of money for the area. and for the entire us economy. after a while. >> all right. now to the latest on the investigation into what

happened. we know the ship lost power. we heard about that mayday call. what's happening now as officials work to learn more about what happened right before the ship lost power and hit the bridge. >> yeah. investigation is still in its very early stages. the ntsb is here on the scene. investigators have been planning to actually get on board that ship today to gather any evidence they can before it starts to go away or get cleared away. we know they have what you might call the equivalent of a black box, like you might see on an airplane from the ship. they've sent that to their labs to pull any kind of data they can, and that will hopefully shed some light on when they might have lost propulsion or what exactly might have happened here. and hopefully try to prevent something like this from ever happening again. >> connor hanson, live for us in baltimore. thank you. >> all right. our time is 735 here in the bay area. many people wonder if what happened to the bridge in baltimore could happen here. now, ships have

crashed into the bay bridge before. back in 2013, an oil tanker 750ft long, bounced off the bumper of one of the towers on the western span. and in 2007, a 900 foot long container ship also hit the bridge. we talked to caltrans, the owner and caretaker of the bay bridge, about safety precautions in place. >> all of our bridge columns are surrounded by extremely robust rust, protection systems, that that absorb the energy of the ship before it actually can touch the bridge. our fenders actually do more damage to the ship than the ship is done to the bridge. in the past. >> now, unlike the baltimore bridge, neither bay bridge collision was a direct hit to a tower. a retired uc berkeley engineering professor and consultant consultant who has built many bridges and consulted on damaged bridges around the world, does not agree with caltrans. he says. if something

that's big enough hit the bay bridge, it could fall. >> governor newsom could be facing another recall attempt. the california secretary of state approved petitioners to begin collecting signatures in a recall attempt. they have until september to gather more than a million valid signatures. if that happens, the lieutenant governor is required to call a recall election between 1680 days after that. petitioners have a shorter window to gather signatures than they did back in the 2021 recall. because of pandemic exemptions, a federal appeals court has refused to lift an order that blocks texas from arresting and deporting migrants suspected of crossing the border illegally. the ruling is the latest development in what is a back and forth legal battle over texas governor greg abbott's strict new immigration law. the law was in effect for several hours on march 19th because of a procedural order from the us supreme court. the court then sent the case back to the appellate court for further consideration in those appellate judges blocked the law again, they're keeping the block in place as this case proceeds. >> our time now is 737. the u.s.

supreme court listened to arguments about whether to restrict access to widely used abortion drugs like mifepristone. last year, it was used in almost two out of every three abortions in the u.s. a group of anti-abortion doctors sued the fda, claiming the fda didn't look at all of the possible health risks. however, legal analysts say it appears the court may preserve access to the pill. the court appears to agree the plaintiffs don't have the legal standing to sue. >> to qualify for standing, you have to be harmed by the regulation, the law and you have to have essentially some skin in the game. in this case, these were individuals who all claim to be doctors. but upon review by the court, it was determined that of the seven, only two actually could potentially and it was deeply attenuated, be affected by the regulations. >> now the drug was approved 24 years ago. federal law lawyers

exactly. run for the hills. right, right. all right. them have arrived. all right. south gilroy this morning. what about it? they dropped to 36 before some of the cloud cover started to come in. boulder creek, 37, woodside, morgan hill, stanford campus, hollister, la. honda, and east of alum rock, all between 38 and 39 degrees. but cloud cover is on the move low and high clouds. the rain, though, has been delayed a little bit. this system, it's a big there's two parts to this system actually three, but when you see these lows wrap up like that, they've reached their maturity. and what's happening here is you get what's a little what's called a little wave developing on the front. that's a change in wind drag there. and it has the tendency to slow it down. it'll form its own low, which slows it down, but can also intensify once the rain gets here. and i think that's what's going to happen here. timelines always tough. you know you put forecasters in room. you'll come up with four different timelines here. but light rain north bay certainly possible by noon. but for most it's going to be this evening. if not tonight. so rain arrives this evening. quarter inch to three quarters. looks about right. a stronger system,

758 and milpitas, a community forum addressed preventing retail theft. the milpitas police department shared the latest crime information from 2023. police chief jared hernandez said retail theft affects the whole community, with stores closing down and prices going up. despite those concerns, the police department says overall there was a drop in crime in milpitas last year. major crimes went down by 6.2, property crimes by 8.3. the great mall accounted for 35% of the thefts reported in milpitas. 78% of all thefts reported at shopping centers in milpitas last year. well a popular seafood restaurant from southern california is coming here to the bay area and will open today in san francisco. the broad street oyster company opens today at ghirardelli square. it's a

across that ship. officials say the tragedy could have been even worse if not for the crew of the ship, who sent a mayday call letting officials know they had no control of the ship as it was approaching the bridge. because of that call, police were able to stop traffic at both ends of that bridge. >> one of you guys on the south side, one of you guys on the north side, hold all traffic on the key bridge. there's a ship approaching. just lost their steering. so until you get that under control, we got to stop all traffic. >> just minutes later, with traffic halted, the bridge collapsing. as you see here, the president of the structural engineers association of northern california says the collapse will raise questions nationwide about how to protect bridges. >> are different opportunities for bumper types of systems that include potentially bringing gravel from the seabed to the top. so it's physically not possible for a boat to strike the construction crew was mid-span when the bridge collapsed. >> right now, there is no

indication on an evacuation order was given to the workers. guatemala's foreign affairs ministry said. two of the missing workers were guatemalan nationals. officials with the honduran and mexican government also said they are missing some of their citizens, as well. and this morning, we're learning that the cargo ship recently passed an inspection at the quality shipping information system, says no deficiencies on the ship were spotted in its latest inspection, but back in june, a separate inspection discovered a problem with the ship's propulsion and auxiliary machinery. the cargo ship losing power early tuesday before colliding with the bridge's beams. a maritime expert says losing power is one of the worst things that can happen. >> it could mean the loss of steering communications, loss of your, bridge equipment, which is providing you with your position and, heading information. >> captain michael byrnes junior also says the job of a bar pilot. the person who guides a

ship in and out of harbors and bays is one of the toughest jobs out there, especially with changing tides and weather happening today. >> people in oakland will hear from their new police chief, ktvu is amanda quintana in oakland this morning. with what we already know about incoming chief floyd mitchell. >> yeah, so we've gotten a written statement from floyd mitchell, but besides that, we haven't actually heard from him. so today will be the first day that we hear him address the city and maybe talk about his plans for addressing crime here in oakland. mayor shang tao is going to be the one to introduce him today at a ceremony that will be at city hall. she selected mitchell to be the new police chief. now, it's been more than a year since tao fired former chief leronne armstrong, and it's been a long process to find his replacement. that included friction between tao and the police commission residents i've been speaking with this morning. hope that mitchell will be able to bring some change to oakland. and i've been asking people what they

have not been recovered presumed dead at this point. do we know what the plan is now in terms of the recovery effort? and i can't help but notice the weather behind you right now is not in the best shape to perhaps even conduct a search. can you give us an update on that? >> that's exactly right, andre. the coast guard was planning to bring their divers back out into the river today to continue the recovery effort, but they have been talking about how difficult the conditions are. not only is it rainy, dreary and cold here today, that water temperature is much colder, let alone the underwater environment, even more treacherous, with big chunks and tons of twisted steel and sharp points sticking out. even debris that fell off that ship that they're going to have to sort through, and possibly even some vehicles that were connected to that construction crew. unfortunately, still, six construction workers who are

presumed dead. we are learning that those workers were from several different countries in mexico and central america. two of them were actually able to survive. but it does seem that officials are hoping at least that all regular traffic had cleared the bridge before impact, calling the people who orchestrated that heroes thanks to a call, a mayday call from the ship, police were able to shut down both ends of the bridge, preventing any more traffic going across would make this even more tragic of a situation. yeah and back to the victims here. >> we know some of the victims were guatemalan, some mexican as well. still no identity of the folks that were involved just yet. we were looking at pictures just a moment ago from the wreckage. we could see the twisted metal from the bridge itself, parts of it sitting on the very front end of this cargo ship here, the ntsb is out there on the scene. have we gotten any idea yet of when, the cleanup or

to start to dismantle some of the wreckage and remove the cargo ship from that area? is there any sign of when that could start happening? >> that's still unclear. we're actually waiting for a press conference that could happen in the next hour or so. but we do know from the ntsb investigators were planning to actually get on board that ship today, trying to salvage any evidence they can before they start that cleanup process. any perishable evidence they're calling it, any data they can pick up ship logs, things like that. they've already retrieved sort of the equivalent of a black box you might get from an airplane. that'll have valuable data, hopefully, about what might have caused this ship to apparently lose propulsion and drift into that bridge, causing this catastrophe. and hopefully some clues in there about how they can prevent this from ever happening again. but when they move on to the cleanup, we're talking about a massive, massive project. you'll have to excuse

me as trucks come by here, tons and tons of metal had to be cleared out of there. that ship has to be cleared out of there before they can even think about reopening shipping lanes here. right now, they're at a complete halt. and these shipping companies are having to divert to all different ports up and down the east coast. >> connor hansen reporting for us live for the baltimore area where that cargo ship collided with that bridge and caused that calamity, that catastrophe there. connor, thank you for that live report. we appreciate it. what happened in baltimore has many locals wondering if something like that could happen here in the bay area. >> ktvu tom vacar takes a look at two fairly recent ship collisions involving the bay bridge and the safety precautions now in place in 2013, the 751ft long overseas reymar empty oil tanker glanced off the fender bumpers of one of the bay bridges western span towers. >> in 2007, the 902 foot long cosco busan, a container ship, also glanced off as well. the

hard but glancing blows to the fender bumper systems at the tower bases kept the ships from damaging the bridge towers. bart ney speaks for caltrans. the owner and caretaker of the bridge. >> all of our bridge columns are surrounded by extremely robust, protection systems, that, that absorb the energy of the ship before it actually can touch the bridge. our fenders actually do more damage to the ship than the ship is done to the bridge in the past, but unlike baltimore, neither bay collision was a direct hit to a tower retired uc berkeley engineering professor and now consultant robert be has built many bridges and consulted on damaged ones worldwide. >> b does not agree with caltrans. >> our bay bridges would be in the same trouble. >> what kind of speed are we talking about? do you think? ten knots? now, in the case of this other one, it was going between 7 and 8 knots. would that still result in serious damage to the bridge? >> yes, definitely. either

failure or near failure. >> caltrans adds that the bay bridges are stronger, so they can resist earthquakes. >> the seismic systems would always also dampen some of the impact. >> peter yanov is an international renowned earthquake engineer. >> the earthquake loads are very different. they cause the structure to be beefier overall. now if you hit it with something too big, obviously anything you'll fall down. >> ships like the cosco busan are older, smaller, and far lighter than today's behemoths that carry more than four times as many containers, giannas says we should rethink protecting the bay bridges due to this huge change. >> what has changed to change our protection? >> the golden gate bridge district writes the golden gate bridge has perhaps the most robust ship collection protection of any bridge on the west coast. one towers on land, the other surrounded by a massive concrete ring full of sand, deeper than any ship

bottom tom vacar ktvu fox two news. >> 837 a federal appeals court has refused to lift an order that blocks texas from arresting and deporting migrants suspected of crossing the border illegally. this ruling is the latest development in what is a back and forth legal battle over texas governor greg abbott's strict new immigration law. the law was in effect for several hours on march 19th because of a procedural order from the us supreme court. the court sent the case back to the appellate court for further consideration. those appellate judges blocked the law again. they're keeping the block in place as this case proceeds. the us supreme court listened to arguments about whether to restrict access to a widely used abortion drug, mifepristone. >> last year, it was used in almost two out of every three abortions in the us. a group of anti-abortion doctors sued the fda, claiming the fda did not look at all the potential health risks. however, legal analysts say it appears the court may preserve access to the pill. justices appear to agree that the plaintiffs lack the legal standing to sue.
