search, the extensive search efforts that we've put into it, the water temperature that at this point we do not believe that we're going to find any of these individuals still alive. the coast guard says it is preparing to begin recovery efforts tomorrow morning. good evening. >> i'm julie julie haener and i'm mike mibach. here is the latest on what we know about that bridge collapse. six construction workers are presumed dead after a cargo ship lost power and slammed into the francis scott key bridge in baltimore early this morning, the collision sending most of the span plunging into the river. local state and federal agencies have spent the day surveying the site and attempting to find any possible survivors. as of now, authorities say they believe it is just too dangerous to resume any search until tomorrow. >> the last thing we want to do is put divers in the water with changing currents, low temperatures and very poor visibility, visibility and so much metal and other unknown

objects in the water. >> a mayday from the ship gave police just enough time to stop vehicle traffic, but apparently could not get the warning to the construction workers on the bridge before the collapse. >> what happened in baltimore is raising concerns about whether something like that could happen here in the bay area, ktvu tom vacar has a look back at two ship collisions involving the bay bridge and the safety precautions they have in place in 2013, the 751ft long overseas reymar empty oil tanker glanced off the fender bumpers of one of the bay bridges western span towers. >> in 2007, the 902 foot long cosco busan, a container ship, also glanced off as well. the hard but glancing blows to the fender bumper systems at the tower bases kept the ships from damaging the bridge towers. bart ney speaks for caltrans. the owner and caretaker of the

bridge. >> all of our bridge columns are surrounded by extremely robust, protection systems, that, that absorb the energy of the ship before it actually can touch the bridge. our fenders actually do more damage to the ship than the ship is done to the bridge in the past, but unlike baltimore, neither bay collision was a direct hit to a tower. >> retired uc berkeley engineering professor and now consultant robert be has built many bridges and consulted on damaged ones worldwide. b does not agree with caltrans. >> our bay bridges would be in the same trouble. >> what kind of speed are we talking about, do you think? ten knots? now, in the case of this other one, it was going between 7 and 8 knots. would that still result in serious damage to the bridge? >> yes, definitely. either failure or near failure. >> caltrans adds that the bay bridges are stronger, so they can resist earthquakes. >> the seismic systems would always also dampen some of the impact.

>> peter yanov is an internationally renowned earthquake engineer. >> the earthquake loads are very different. they cause the structure to be beefier overall. now if you hit it with something too big, obviously anything you'll fall down. >> ships like the cosco busan are older, smaller, and far lighter than today's behemoths that. carry more than four times as many containers. yanov says we should rethink protecting the bay bridges due to this huge change. >> what has changed to change our protection? >> the golden gate bridge district writes the golden gate bridge has perhaps the most robust ship collection protection of any bridge on the west coast. one towers on land, the other surrounded by a massive concrete ring full of sand, deeper than any ship bottom tom vacar ktvu fox two news. >> federal and state agencies are pitching in to help with the recovery and rebuilding efforts in maryland. governor newsom sharing on social media today.

our hearts are with the city of baltimore and all of those affected by the horrific collapse of the francis scott key bridge. newsom says california is ready to provide assistance to maryland. so far, there is no word on whether any resources from california have been dispatched to help the crash that happened in maryland. >> it happened in the middle of the night, long before the busy morning commute. fox news rebecca castor is in baltimore with the search operations that went on all day long. maryland officials say the baltimore bridge collapse, caused by a cargo ship appears to be an accident, and it may have resulted from a power issue. >> we are maryland tough, and we are baltimore strong. >> emergency crews desperately searching for victims near baltimore's francis scott key bridge on tuesday. it comes hours after a cargo ship struck one of the bridge's support beams, causing parts of the structure to snap and plummet into the patapsco river. president biden says the incident does not appear to be intentional. >> we're going to send all the

fox local app. san jose firefighters battled a two alarm fire at an abandoned home right near downtown. >> firefighters were called to fourth and saint john streets not far from saint james park, 1140 this morning. firefighters say once those first engines rolled on scene, they did see the flames spreading to another nearby home. officials say they believe homeless people were inside the abandoned home at the time of the fire. firefighters say they did rescue one person. >> this is a very common feature of buildings that are either abandoned or slated for some sort of repurposing. where they're no longer occupied is that they get entered by and occupied by some of the unhoused population, and oftentimes there'll be fires that are started in those buildings for either the purposes of warming or cooking. and those fires often get away from us. >> in all, more than 40 firefighters were on scene. those flames were under control within about an hour. power is now back on for thousands of pg and e customers in san francisco. after an underground cable was damaged. the utility says power was knocked out just before 8:00 this morning to more

than 7800 customers. those outages affected mostly people in the presidio, pacific heights and the marina. the utility says it was able to restore power to most of those customers relatively quickly, but more than 1700 were still without power around noon. >> today, san quentin prison is in the process of transforming death row after the governor ordered it to be shut down. new at six ktvu christian captain took a tour of the now condemned row and shows us how the prison is changing and what's happening with the inmates. there >> san quentin holds about 3000 and convicted criminals behind its gates, but inside there is a prison within the prison escort inside condemned row. the incarcerated men get just a few hours per week outside of their four foot by ten foot cells, all under the watchful eye of armed corrections officers. for decades, this facility housed men facing the death penalty. men like kevin bernardi convicted of murder in 2011. >> your day you find yourself

sitting sitting down a lot, laying down a lot. and when you do that, you just think. when you think, you start thinking about everything and you start realizing, like, i'm here to be executed. i'm here to be killed. >> in 2016, voters approved proposition 66, allowing the state to transfer the condemned to other prisons with adequate security. then, in 2019, the governor ordered a moratorium on executions and has now ordered death row to be dismantled. and just last year, the state began transferring the inmates. >> basically, we are having the condemned population transferred out to these other facilities in order to take advantage of rehabilitative programing. >> more than 200 of the state's 640 that have been sentenced to death have already been transferred. the prison is now in the process of determining when and where the men still housed here will go, jay richardson says. after more than a decade inside this five story facility, he's looking forward to moving day. >> even people that have been here forever and don't want to go like mr. carpenter right there. he's like almost 9700 years old, like some never been

anywhere else or been here for 35, 40 years, even if they don't realize it, this is the best thing in the world that could have happen for them. because now they get to at least have a little bit of taste of. okay, let me live a little bit. again. >> prison officials say they hope to get the 400 or so inmates that are still incarcerated in condemned row, cycled out of this area and put into new facilities so that this area can be repurposed. san quentin is planning on converting condemned row into something similar to an already existing wing. donner earned living unit, where the well-behaved can earn some liberties, typically, they have not had any disciplinary in over a year. >> they are attending school, working and things like that. >> as the condemned cycle out of san quentin, they'll be able to begin expanding some of their options inside san quentin. most jobs or vocational training for those on death row are out of reach, because inside san quentin, the condemned population must be handcuffed anytime they leave their cells at their new facility. many, like daniel landry, who's been

weeks long search, and named his vice presidential pick in her hometown. >> and we apologize. we're having some audio issues with greg story. hopefully we can get that fixed and get it back to you. in other news tonight, the u.s. supreme court heard arguments over whether to restrict access to a widely used abortion drug. the food and drug administration regulates the drug mifepristone, which was used in nearly two thirds of abortions in the u.s. last year. a group of anti-abortion doctors sued the fda, saying that the agency did not look at the potential health risks. analysts say it appears the court is likely to preserve access to the pill, with justices appearing to agree that the plaintiffs lack the legal standing to sue. new at six tonight, the california secretary of state has approved petitioners to begin collecting signatures to attempt the recall of governor newsom. petitions have until september 3rd to be gathered. they need 1.3 million valid signatures to qualify each county must certify results of

angeles and miami that were reportedly part of a sex trafficking investigation. the lawyer for the hip hop producer said in a statement that combs is innocent and will continue to fight to clear his name. the attorney described the searches yesterday as, quote, gross use of military level force. tmz also reporting that federal agents questioned combs at the miami airport as he was trying to get on a plane to the bahamas. >> we were told by sources that are close to him and close to the situation that he wasn't, you know, trying to escape the country. he had his two of his kids with him, actually, that are high school age and he was allegedly going to be going off to a spring break celebration and vacation of sorts. but we don't know exactly. you know, why he was trying to get on that jet or not. but it was during those raids, and it's kind of interesting timing. >> sources say combs remained in the u.s. he has been the defendant in several sexual abuse lawsuits in recent months. it's not clear whether the searches yesterday are related to any of the allegations raised in those lawsuits.

>> all right. a second straight day of really nice weather highs today in the mid 60s. even upper well mid to upper 60s right on the 67 degrees and 64 in morgan hill. temperatures tomorrow will be about this a little cooler though. 60 seven's go away and we're back into the mid 60s. clouds will increase tomorrow and then we'll see the model push us into some rain by tomorrow afternoon. and in the evening there's a pretty good dose of showers going to go through. look how green it is out there, right? this is a time of year we're heading into spring or we are in spring and things are greening up. the model does this. this is going to be a short run here. i'm going to take you through 7 a.m. tomorrow morning. and then there's lunchtime. so what's that date. so up until lunch, even in the north bay it's relatively dry, maybe a little drizzle. and then around 5:00, 3 to 5:00, you get some scattered showers and then that's on the afternoon commute. that's from 5:00 on is when things really get kind of wet. and that's when the bulk of this rain is going to fall. and that'll be around 910, 11:00, 12:00 tomorrow

by mayor london breed, involving a measure that will restrict building in some historic neighborhoods. that measure will modify density limits in the northeast waterfront historic district and the jackson square historic district. supervisor aaron peskin says the measure will protect the small districts on the bay from super sized, massive luxury towers. three supervisors voted against the measure, including matt dorsey. >> i think this risks opening the door to more problematic steps in the wrong direction, and i think there are many other neighborhoods in san francisco that can lay claim to similarly legitimate, arguments for being

historically significant. >> mayor london breed called the vote to override her veto, a setback in their push to build more housing. the mayor added in a statement, our current housing shortage is the result of decades of bad policy decisions and inaction, and it will take years of consistent and relentless work to make the necessary change to get more housing built. that's the work ahead of us. >> a law that goes into effect this summer will affect bars and nightclubs in california, requiring them to provide drug test strips and to post signs warning customers about the spiking of drinks. ktvu alice wirtz has a closer look at the implications of the new law. >> assembly bill 1013 will require establishments with a type 48 license from the state's alcohol beverage control department to comply. starting july 1st, it will require signage letting patrons know that the bar or club will provide test strips for customers who request them. >> we have a crisis that's

taking place that's resulting in sexual assault, that's targeting primarily women and members of the lgbtq communities. >> as a parent of three daughters, the author of the bill, assembly member josh lowenthal, knows that bars and nightclubs can be high risk venues for getting roofied. and he says all too often the crime is underreported. >> by way of example, i have members of my staff that have been roofied. there are members of the legislative body that have been roofied, oftentimes late at night. >> it can be difficult to tell if someone is drunk or had their drinks spiked due to the challenges of addressing and prosecuting this crime after it has taken place, preventative measures are a common sense way to curb instances of drugging. the law impacts bars and nightclubs that do not sell food . there are 2400 establishments in the state that this new law will affect, according to the department of alcoholic and beverage control, it requires

bars and nightclubs that hold a tight 48 license to offer drug testing kits to patrons, and to post clear signage about these kits. assembly member lowenthal says this is a low cost way to keep patrons safe at bars and nightclubs, as simple as coasters that have testing on them that you could put a few drops of your drink on to see if there's gbh or ketamine paste in your drink. the establishments must make test strips available, either for free or for a nominal fee for customers who request them. alice wirtz, ktvu, fox two news new at six san francisco police say they are making progress on cracking down on drug dealing in the tenderloin. >> officers say in the last week, 30 dealers have been booked or cited for sale or possession with the intent to sell drugs in all, officers at the tenderloin station have seized nearly 7 pounds of drugs and more than $11,000 in drug money in just the last week. >> coming up on ktvu news at

a cargo ship, lost power and slammed into the francis scott key bridge in baltimore early this morning. this collision sending most of the structure plunging into the river. the ship did send out a mayday call, allowing police just enough time to stop vehicle traffic from going on to the bridge. but apparently could not get word to the workers who were already on the span before the collapse, a caltrans spokesperson tells ktvu . >> the bay bridge columns are surrounded by robust protection systems that would absorb the energy of a similar ship strike. caltrans adds that all of the bridges in the bay are built to resist earthquakes. the golden gate bridge authorities also told us the golden gate bridge has the most robust ship collision protection system of any bridge on the west coast. >> authorities at san quentin are giving a glimpse inside the prison's attempt to transform into a rehabilitation facility.

the state is in the process of transferring the hundreds of inmates on death row to other parts of the facility, as follows the governor's order calling for a moratorium on executions and for death row to be dismantled. >> you're watching ktvu fox two news at 630. the annual 420 event at hippie hill in golden gate park appears to be canceled this year. >> now, this is an event that usually attracts tens of thousands of people to golden gate park, and it's really become an official city sanctioned event here in recent years. but as ktvu s henry lee explains, organizers say they haven't been able to secure the finances needed to hold this event. >> time has now run out for this year's 420. the event's been canceled because there's not enough money to stage it safely at hippie hill in san francisco's golden gate park. that means no smoke outs or live music, but there will be some homegrown fun in the form of a volleyball and kickball tournament. san francisco rec and park spokeswoman tamara barrett says blamed the budget for the buzzkill.

oakland. they are heading abroad right now to three different east asian countries as part of a program to bridge east oakland to the rest of the world. and for some of these kids, this is their first time out of the bay area. our crystal bailey joins us now with their story. crystal. well, julie, the kids are on their way right now to tokyo, japan, where they'll spend two weeks abroad. >> but i caught up with them at sfo before their flight to learn about what this means to them to see the world. these castlemont high school students are heading across the pacific to asia, sporting matching jackets for this year's theme, stop aapi hate. >> this was a club that started out in my classroom. it was students who really just wanted to travel for the last six years, the pacific bridge club has created a space for east oakland kids to learn about different cultures. >> described as the bridge between east oakland and the rest of the world. >> we've been to turkey, china, you know, egypt, thailand, costa

rica. >> we started off by like helping people in our community, like food banks and, you know, volunteering at other places and things like that. and then we take what we practice here all over the world, and then we take what we learn there. back here last week, nearly 30 japanese students visited east oakland, shadowed castlemont high school students as part of the pacific bridge club. that makes a friend in another country. that's crazy. >> now it's time for 15 castlemont students to return the favor. the kids will be spending 14 days traveling across japan, taiwan, and the philippines, volunteering and doing a number of cultural events, including visiting the kids they saw last week from japan. they say that some of these students have never even left the bay area. >> i've never been on a plane before, so this is like something crazy. i've never even been in an airport. >> i'm the first to travel out of the country. in my family, it's a trip that costs more than $40,000, but it's paid for by fundraising, sponsorships and donations. >> also, real quick your passports. and as they get ready for their adventure, they say

they'll make memories to last a lifetime. >> i'm i'm most looking forward to philippines because we're going to these islands and i'm looking forward to for the beaches, that's something i'm really excited for because i heard that the water is really clear. i'm equally excited for both japan and the philippines to try out different foods and see how the culture is out there , and the flight took off just before five this evening. >> all of the kids i spoke to said the program helps teach them responsibility, respect for others, and it takes them out of their shell. now, the teacher, mr. guy, also tells me that he wants to expand this program to other schools in oakland. >> yeah, such a great story. and you were saying when you say take them out of their shell, you talked to one girl who said she'd never even been to an airport before. so a whole new experience. they looked like they had a team jacket that they're wearing. tell us about that. >> yes, they actually were those jackets marching in the chinese new year parade. so they got the chance to this was actually their first time at the chinese new year parade marching, and they got a chance to wear them again for their anti aapi hate week.

whether i can help them solve problems on city streets in silicon valley. >> tech companies are already harnessing the power of ai. now the city of san jose wants to do the same. it's a competition. >> let them demonstrate what they can do, what they want ai to do is to identify small problems before they become big ones. >> everything from potholes and graffiti to homeless encampments. >> it's basically being able to detect and then be able to predict. >> blue dome is one of five companies participating in the pilot program. they showed us their technology at work. right now, they're primarily focused on road hazards, but they're training their model to identify other things like homeless encampments. >> what we use is a very simple gopro camera mounted on city vehicles, and when they drive around, they'll upload the video. >> other companies like ash sensors are working on this also. they use a combination of cameras, lasers and sensors. and while their focus is primarily

the structural stability of buildings, they too are trying to meet the city's needs. >> one of the things with ai is you have to teach it what to go look for, and so teaching is like, hey, that's a pothole. this is a building. here's graffiti, here's not graffiti. >> the city of san jose has just one car outfitted with cameras, and it's only done three test runs so far. but homeless advocates have concerns that this high tech solution won't solve a very human problem. >> the public saying, okay, this is another tool, but a tool for what you've got to get homeless, unhoused people into housing. that's the solution. it's always been the solution. and city officials say they're very conscious of potential pitfalls. >> and that's why they say policy and transparency around ai is crucial. >> there is privacy risk there is bias risk that comes to ai. and this is really a key issue we're trying to address. because if we jump into conclusion without learning, if we try running without walking, we get ourselves in trouble. >> there is no set timeline for how long this pilot will last. city officials say it may take a

while to see what i can do. at the end, there will be a competitive bid process assuming they decide to proceed in san jose. anne rubin, ktvu, fox two news. >> okay, getting ready for a little bit of rain around here. it starts tomorrow, late afternoon into the evening, overnight hours into thursday morning. and then it continues on on friday and maybe a little bit on saturday as well. the highs today pretty pleasant 67 in antioch and in fairfield tomorrow i think we're going to be all in the mid 60s. more clouds. and then that opportunity for some wet weather in later in the afternoon. you can see the sky kind of getting loaded up with moisture and clouds. same thing. right? but it's just like the atmospherics are changing. it looks like something's coming in. and in fact, that's what we're seeing the beginnings of the next system coming over the hill. the rain systems. there's a couple of them and snow. the wednesday thursday deal quarter inch to three quarters of an inch. most of us will be somewhere in the

half inch and under range. the three quarters would be in the coastal hills and then on the friday saturday storm, the mainly going to be a friday night thing that looks like the heaviest rain is going to be in the hills. obviously and that could be a half inch to three quarters of an inch for us in the mountains. a winter storm warning. and so it goes. now these storms are not really well, they're not really direct hits. so we're not anticipating hydro problems, but we are anticipating snow in the mountains. these will be both of these will be good little snow makers with a couple of feet of snow. easy. above 5000ft. snow levels will be down about 5300ft. that's a good looking storm, but if you just look at the trajectory, you can kind of see a lot of the energies going this way. it's going to loop down our way as we get into tomorrow night as it kind of comes down this way, but it's kind of wrapped up. a lot of it's out of the real umph with this storm is right in here, and it's going that way. so that if that was hitting us, it'd be a different weathercast for sure. but it's going to we're going to be kind of on the tail end of

it. and then fridays will be closer to the low center, but it's going to be kind of wobbling offshore just a little bit. so here's the morning tomorrow. and you can see this opportunity here. and then just kind of cloudy. and then maybe some drizzle up until about 2:00. then the north bay it starts to rain. and then from 2 to 7. so that five hour run is going to drape this thing across the bay area with the heaviest rain right here. didn't show it on. well, the heaviest rain will come in on friday. that's what i was going to say. and you can see that here's tomorrow night, thursday night. and then here is friday. and this system is going to load up. so it's one of those deals where like i say just take it day by day. just kind of look at look, focus in on wednesday, thursday and then that friday saturday thing is going to kind of take care of itself and readjust a bunch of times between now and saturday and friday. i'll see you back here. >> all right, bill, thank you. tonight's mega millions lottery jackpot is estimated to be $1.1 billion, the fifth largest prize in the game's history. there has

rule change involving kickoffs coming out of the nfl, owners meeting in miami today, designed to promote more returns while yielding fewer injuries. now, kickoff remains at the 35 yard line only it's the kicker. only at the 35 yard line, you got to go 25 yards up the field for the for his teammates, the rest of the ten guys where they are stationed, and then five yards to ten yards away from them, the

receiving team. the majority of the receiving teams right here, the blockers. and there could be up to two return guys. now if the ball is kicked off and lands between the 20 and the goal line , they have to return it. there's no fair catches. so they're going to promote more kickoffs. if the ball bounces or gets caught, that's when these guys can all move. they stay still until then. listen we got to show you an illustration because the xfl adopted this policy. this is kind of what it looks like. you see the kicker back here. his team is up here. he kicks off. nobody's moving. and then the catch is made. so that's what it's going to look like. it's going to take some getting used to. but it does promote more returns. in fact the nfl says there were 9970 touchbacks last season that now could be returns. the nfl competition committee passed the new rule with a 29 to 3 vote. it will now go to the owners, who are expected to approve it.
