more than one year, oakland mayor xiang tao officially names a new police chief tonight. residents cautious but hopeful that the new leader will bring real change to a city plagued by spcrime. >> we need somebody therel but i don't know if the bill will do anything fully. >> they'll they'll they'll do something about it. you know what i mean? because we want oakland to get back the way it used to be. >> a new chapter for the city of oakland. good evening. this friday, i'm cristina rendon, i'm greg lee. >> after a long and drawn out search, the city of oakland has a new police chief. the former chief of police in lubbock, texas, floyd mitchell, is set to take the reins of the oakland

police department that spent two decades under federal oversight. he's expected to start in late april or early may. ktvu zac sos joins us live now. zack, you spoke to many oakland residents tonight and some cautious optimism from the public. >> yeah, that'súexactly right, greg. i'd say the for most folk, so to speak spstate of crime we've seen over the last few years and the promises that many say they've heard from city officials in thc past, they are still skeptical about whether or not mitchell will be able to turn things around. but they say, make no mistake about it, this has changed. they see this has changed. they say is desperately needed in the city. >> getting undercover police up here. >> that's what eugene says he'd like to see on day one in oakland's montclair neighborhooe chief starts work. >> it's getting ridiculous. >> friday afternoon, he was across the street as police say thieves targeted a woman pumping gas. >> i heard the lady screaming,

from 2019 until september 2023. however he left his position in lubbock after the department was blamed for an increasing number of unanswered 91q calls. in a past interview with the local news station, mitchell defended cutting dispatchers even after a spreport found 30,911 calls were abandoned. >> and when we look at how the dispatch unit is ran, cutting it from 9 to 7, based on the deployment, it makes no difference in regards to how tha demanding position as oakland deals with its own 911 dispatch issues. in addition to lubbock, mitchell was also a police officer in kansas city, missouri, and is an air force veteran. >> mayor xiang says mitchell's experience in crime reduction strategies landed him at the top of her list. our crime reporter henry lee has more. >> i'm, you know, really glad that the chief is coming on board and he's excited to bring the morale up in the police

sense that it is pretty slick out there and still some front y area earlier this afternoon and especially into the evening sphours. the radar is still faiy active, not only here, but look at those thunderstorms approaching theúsierraújust over the past few hours. and as we come in closer to the bay area radar up in the north bay, that was the first area to pick up at least the heavy rainfall. right now we still have some coverage closer to hercules, out toward you, san francisco, oakland, out toward portions of the east bayl and then a lot of action in the south bay, as i mentioned, some heavy rain reports in kind of eg over a good portion of the south bay for this evening. so we're going to hold on to the rainfall for tonight and possibly some more thunderstorms as we head into your saturday forecast. we'll have more on that coming up in a little bit. >> mark. thank you. new at ten. another tragic case of domestic violence. police in hayward say a woman was stabbed to death by her husband. it happened last night at the couple's apartment. ktvu jealous. worstújoining us live tonight from hayward

outside the apartment complex. after speaking with neighbors >> yes, christina. police,c as you mentioned, are considering this. a case of domestic violence between a married couple here in hayward. the neighbors that are living at this complex are very saddened and very upset that one of their neighbors was killed last night here. it was here at the pepper avenue in hayward around dinnertime. before six, several neighbors called 911 reporting a woman screaming. cassandra favell is public information officer with hayward police officers arrived on scene and located a female inside the be stab wounds. it was too late. >> medical personnel arrived on scene and attempted to treat her and pronounced her deceased at the scene. >> ruhullah shahzad was studying at home at the time of the killing. headphones, airpod in my ear, so my roommate, he

disqualified alameda county district attorney pamela price and her office from further prosecuting a former san leandro policeúofficer in a deadly shooting. former officer jason fletcher has pleaded not guilty to voluntary manslaughter in the death of steven taylor in april of 2020. fletcher was responding to reports that taylor, an alleged shoplifter, was wielding a baseball bat inside of a walmart. prosecutors say within 40s of entering the store, fletcher tased taylor, then shot him when he refused to drop the bat. fletcher's attorney argued that price has expressed, quote, animosity towards police officers in social media posts and publicústatements. they want handle the prosecution instead. >> more than two weeks sincet& super tuesday, we still do not have a top two confirmed in the race to replace congresswoman anna eshoo. the latest batch of results from the secretary of state's office show santa clara county supervisor joe simitian now leads assemblymember evan

thousands of students. financial aid applications. the us education department said today that a vendor incorrectly calculated a financial aid formula for more than 200,000 students. the to colleges to hem prepare aid packages, but now need to be recalculated. this comes as the department works through applications . >> fast track is issuing a new scam warning to its users here in the bay area. transit officials say scammers are targeting drivers with text messages about unpaid tolls. the message is direct drivers to a fake fast track website line and a link to assures users they wil never ask for payments through text. for more on the fraud issue, we spoke with john goodwin with the metropolitan transportation commission. >> we got our first reports
