says the city has repeatedly violated the clean water act. they claim the utilities commission discharges more than 1úbillion gallons of combined stormwater runoff and sewage intoúthe bay. baykeeper says the discharge pollutes the water and raises nitrogen levels, which leads to algae blooms that have killed thousands of fish in the past two years. a spokesperson from the sfpuc says the commissions system is specifically designed to prevent trash from escaping and says, quote, cherry picking. select information without conveying the whole, policymakers or the public. timr of the santa clara valley water board has been censured by the board for misconduct. rebecca eisenberg, the district seven director, is accused of verballc harassing and abusing district officials and eisenberg will have to undergo anti-discrimination training, and she was removed from all representing the water board wao censured for removing 2000 pages

of a confidential report about her behavior from the headquarters of rebecca eisenbes pushing back against those allegations, and she sent a statement here to ktvu reading in part the report as biased sustained zero claims of racism. also in the statement, she accuses other board members and the ceo of valleyúwater of >> a group of people living and working in san francisco's tenderloin district have filed a federal lawsuit against the city about conditions in that neighborhood. they accuse city leaders of tolerating drug dealing, homeless encampments and other problems. they say are hurting the neighborhood. others not involved in the lawsuit say they hope it will force the city's hand and make them come up with a strategy to fix the tenderloin or the lawsuits. >> the last resort the protection to tenderloin businesses and property same fed

place before anybody moves into those new units. >> police in fremont arrested a man for a shootout between two cars that ended up killing one person and injuring another. 25 year-old sylvester carver faces murder and attempted murder charges. the shooting happened on march 5th in the area of stevenson boulevard andúalbury street. police say two people in the two cars were shooting at each other the scene. they found one of the shooting victims inside a crashed car. the man died four days later. carver was arrested wednesday night at a home in richmond. this is video from the citizen app showing authorities surroundingúthe house on hartnett avenue. a second man, identifiedc as keon bolts, has also been charged with gun crimes. he's accused of helping carver get away. >> our time been worked out fort shutting down the bay bridgeort- back in november to avoid trial. now 78 people accepted to comple

a statement, quote, after all that noise, they've failed their first test. the outcome was made possible because countless unpaid volunteers who actually live in alameda county went to the streets and informed voters what was going on. the they are responsible for the outcome, end quote. mayor london breed has vetoed a piece of housing development legislation proposed by a city supervisor who may be& sprunning against her in november's of supervisors passed the proposal from board president aaron peskin last month. it would impose density limits on some of the san francisco neighborhoods in peskin's district. the mayor says these density limits don't align with her goals. to build more housing in the city, and would reverse changes year. it's unclear if the board of supervisors has the votes to overturn theúmayor's veto. >> thomas for 16 more funding in sonoma county, is on the way to support homeless programs. the press democrat is reporting that sonoma county homeless coalition has been given an extra $2 million to hand out this year

from the state, which means cuts to the existing programs will be small. the coalition is now in the process of narrowing down which local nonprofit groups will get a the $7.8 million in funding in the statew proposal to allow home insurance companies to base rate hikes on disaster prediction models. right now, theústate requires insurance companies hikes on ons and losses that have already happened.úas a result, many insurance companies have stopped offering new insurance coverage or dropped customers in areas that are prone to wildfires. state leaders say the rule is outdated and it has led to rate spikes and ballooning insurance premiums., with california facig a $73 billion budget shortfall, lawmakers are looking for ways to close the gap. the assembly budget committee moved forward with legislation to increase the tax on managed care.
