wednesday morning to tell us what? >> well, you know, things are getting a little more crowded out there. and obviously we're going to go right to the bay bridge. i want to show you the traffic is moving along pretty well. if you are driving at the bay bridge toll plaza, there have been no major issues here right now, traffic is moving along relatively well, you know, for the time of the morning, it is. you can see that interstate 880 is also looking good, but things are getting a little bit we haven't had any big problems- here. but i do see more people joining us for the commute.úwe have another update, by the way, inújust a few minutes. but now at 701, let's get right back to the headlines. >> thank you sal. this morning, people's park in berkeley is back in the headlines. the california supreme court will hear arguments over uc berkeley's plans to build student housing on the site. ktvu bailey o'carroll joins us now from berkeley with more details. bailey sp>> good morning, pam, califora

supreme court is expected to a little less than a month away- now. so we are here outside of people's park, which has been closed since all of this kind of hoopla. obviously, this has been a hot topic for quite some time here in the berkeley area. in the bay area, if you've lived here for a while, i don't that t right now, of course, this park has been blocked off by the shipping containers. and since we've been out here this morning and for a number of days and months now, there has been security out here, 24 over seven. it was here when we pulled will still be here throughout the morning. so let's take we got to this point. back in 2018, the university released plans to build student housing on the siteúof the park.úbutúprotesters say the school should not be allowed to close the park and then build on a historic community space. tensions ran high in early january ofúthis year as protesters occupied the park to prevent the

construction. that is, until police moved in to clear and then close the park, tearing down temporary structures and arresting a number of protesters while at it, as well. and now, months later, neighbors are just as frustrated as they were back in january. >> i am truly disappointed by the muted response of our city leaders and the non-existent, if not truly callous, response of the uc. >> so right now, uc berkeley is barred from starting construction at the park by the ongoing supreme court lawsuit, but they are allowed to put up fencing, which, of course, theyc did in early january, that the shipping containers are acting as the fencing. now i should mention that in the housing plans from uc berkeley, they say that they want a lot. one third of the park space for housing, thirds would be kept as green space.úbut again, the california supreme court expected to hear this case on april 3rd. so a

resolution a long time in the making could later. in berkeley. i'm bailey o'carroll, ktvu, fox two news okay, bailey thank you. >> time 704 san francisco police now reexamining the case from last year of an older chinese woman who fell to the ground and later died in was said to have accidentally knocked the woman to the ground take a second look atúthe case. after miss hopkins was arrested last week suspected of assaulting a 71 year old chinese woman. >> the suspect, you know, reported he, pushed or attacked two elderly asian women, within blocks of one another. >> now, the public defender representing miss hopkins says she has not seen evidence connecting this latest case to last year's deadly incident.

>> there's nothing about these new allegations and charges that, change the fact that the district attorney and the police officially deemed the 2023 incident as an accident. there's some asian american groups say last year's incident was caught on camera, and they want that video released. >> but in a statement, san francisco police said, quote, the sfpd does not release evidence, video or otherwise in open cases because it could jeopardize the investigation. >> asian a second suspect has been arrested by san jose police in a deadly shooting outside a san jose sports bar. 26 year old gerald williams jr was arrested and booked on murder charges. the shooting happened february 29th in a parking lot outside the park lane lounge in san jose. theúshooting victim was found dead inside a car. knew the gunmann >> i think this really sends a

clear and loud message to our community that our homicide detectives, actually all our detectives, our officers, our entire department, we do not tolerate crime. there is no room for crime in san jose. and we will make sure that we bring spjustice to the victims and families and put criminals behind bars. >> the first suspect, 30 year old denzel brown, was taken into custody in sunnyvale less than 24 hours after the shooting and booked into the santa clara county jail. the victim's name has not been released. the city council in vallejo debated the best ways to crack down on sideshows. people who live and work in the city say sideshows are hurting their community, and they want the city to send a stronger message to people who participate in them. >> we need to let people know this is not the place to come to, to do this kind of stuff, we need to send a very clear message that vallejo does not tolerate this stuff. >> 23 103. >> city staff say they will continue to look into the issue, including the possibility of

issuing fines to participants and observers. just days ago, two men were shot. another man was hurt after a sideshow with more than 300 people in attendance turned physical. >> our time now. 707 sonoma countyúsupervisor has just approved a resolution declaring that racism is a public health crisis. it came after hearing public comment during a board meeting. >> i have been involved in so many things in this town. my kids went to school in petaluma and bernard eldridge, and they were the only ones in class. but we all adjust to being a part of sonoma county, and i hope this resolution is able to be passed. >> the director of sonoma county health services says the resolution will help build on the work the department has been doing, which includes closing shows the number of overdose sl, according to the numbers

released by the san francisco health department, 64 people died from accidental overdoses last month, including 47 from fentanyl. that's down slightly from january, when 67 people died, but an increase from february of last year, when 52 people died of overdoses. the health department says there is hope for anyone who seeks out help. >> we want everyone to know, even though addiction is a chronic illness, recovery is possible. there is a way out of addiction and into a healthier life. >> now the healthúdepartment is expanding a type of addiction intervention called contingency management. that's a statewide program that provides incentives for people to stay sober. and it includes 10 to $26 gift cards for every negative drug test. >> time is 709. and right now we do have a look at the commute, which is moderate. we've had some slowing, of course, and it's a typical slowdown.

thieves have been arrested, accused of stealing vital equipment from vta. now, santa clara county sheriff's officials say two people stole critical infrastructure from the vta station in san jose and the greenwood station in sunnyvale.

into the marin county jail accused of having a gun going inside then pepper spraying someone inside. >> yeah, this happened monday when worshipers novato were celebrating the first day of ramadan. worshipers were arriving at the mosque members d a gun inside a bag. that member grabbed the bag and warned everyone else. the man then attacked him, punched him and assaulted him, and sprayed him with pepper spray and then grabbed his bag and then fled. >> we're increasing the security presence.. >> now, police in novato arrested 48 year old david margolick of san rafael. so far, police say there's no evidence the mosque was specifically targeted or that this was a hate crime. time is now 716. the state released a plan to provide companies with resources that can help close the gender wage gap. there's a six step step

all right and no problems on the san mateo or on the dumbarton bridge. 717 let's bring steve back in here with today's weather. >> all right. thank you sir. well, we're gearingúup for what's almost a september october event. and that's offshore breeze usually doesn't happen in march, but you know we've had rain. the hills are green. so it's not a high fire concern. but maybe, you know, for some of the trees which have been in soggy soil, so to speak. but before we get there, we have some cold lows this morning. would side castro valley,t& sonoma, san ramon, livermore, forestville, glen ellen, and walnut creek all dropped to 39, althoughúi should say sonoma did drop it briefly to 38. so close enough. upper lowc is going aria border. this is a big deal for arizona. really. that's going to spgive i think some a lot of active weather for much of spspring training also in the southern nevada and the desert of southern california. for us, it is a wind producer. this is something again, we see in the fall, not usually in march. it

happens, but not usually. high windc warning is out for the mountains that starts at 11 p.m, goes through 2 p.m. tomorrow. we have a northeast breeze now at mount veeder oaklandúhills. that's right above the claremont. and now north at boulder creek, all in being the breeze. so the wind advisory starts at 5 p.m. usual, but also marin coastal range and the santa cruz mountains the ad. starting to pick up throughout the day and into tonight, tomorrow, 30s, 40s and 50s on the temps here and not some breeze in some of the higher elevations. east bay temps. there's castro valley at 39 degrees. some locations are coming up a little bit. i think we bottomed out on the lows, but this pattern will be with us for probably about 5 or 6 days. the wind will be the big factor. we'll have lots of sun, it will be warmer, but it's going to bec darn windy there for a fewúdays at least into friday. then the good news is, i think a decrease in the wind and just sunshine and warmer temps into

cisco are preparing for a possible strike. several public employee unions will share information with members about what a strike would mean and their rights. the unions accused the cityúof not doing enough to fill vacant positions, calling it a staffing crisis. the mayor's office recently touted progress in cutting down the average time to fill vacancies from 255 days to 150 days. well, everyday life and tasks can be difficult for people living with neurological and developmental disorders such as autism. if people with these conditions find themselves in trouble with the law, their challenges are even greater. a correctional facility in pennsylvania has now become one of the first in the country to open a unit specifically for inmates with autism. >> they developed that

independence and the social skills they need to survive when they get out of here. it's not like general population where i would be more prone to being bullied. are overwhelmed by theires who surroundings. inmates are given special puzzles, counseling sessions and covers to dim fluorescent lighting. a nonproft organization that uses storytelling and music to help trauma survivors will host their first benefit concert tomorrow. the raven drum foundation was created by rickc allen of the rock band def leppard and his wife lauren monroe, who is a healing arts practitioner. it serves educates and empowers at risk youth, veteransl first responders, and communities in crisis. >> rick's obviously with drumming and his own trauma and recovery and his journey with that and my own within the healing arts and being a musician myself. >> when i met with lauren, she

was able to, sort of explain some of the things that were happening to me once there was an awareness around what it was that was going on with me. it seemedúlike the logical thing to share thatúwith others. >> well, they say the power of music to bring up memories and emotions is critical. >> our time now 724. there's new federal funding in san mateo county to pay for affordable homes for farmworkers. the county announced $3 half moon bay farm project like whatu see here. it will be used to buy 20 modular homes for farm workers that farm workers can buy. the county already received $7 million in state funding and donations for the projects. the county will pay for the rest of the $16 million price tag and people can move in next year. well both active and retired

service members are turning to video games to help them readjust back into society and deal with medical conditions, including ptsd. a group called regiment gaming is enlisting the service members from the very different military branches. the group is a social network where members communicate with each other. these veterans say the group makes it easier to reach out and ask for help about several problems. >> military folks get that lifestyle. they get where you've been, they've seen what you've seen. and so that's why you want to reconnect with some of those folks. >> now, regiment gaming was founded in 2020. the company says online games like esports provides a support system for te people participating. the veterans enjoy a wide range of games, from military themes to mind craft. well, this new data showing a drastic drop in the

definitely slower than usual. headlines. okay, sal. thet- >> thank you. well, a bill to give california cities more control over self-driving car companies is gaining support around the state. this proposal comes as waymo, the autonomous vehicle company, is expanding spservice into san mateo county. but not everybody is happy about it. ktvu is ali rasmus in the studio now with the details on that good morning ali. >> good morning dave. well, earlier this month waymo got the green light from state regulators to start expanding service beyond san francisco into san mateo county and the suburbs of los angeles. since then, the cities of oakland, los spangeles and san mateo county have called for the approval of a state bill that would give cities and local governments more say over how operate. righ, the and the public utilities commission are the agencies that give companie, though, would give cities the authority to issue their own local permits for those

self-driving car companies under sb nine, 15 cities and counties would be able to limit how many self-driving cars could operate at any given time and establish rules about when they could operate. local governments could also add fees or service charges to pay for the enforcement of those local regulations, as the bill was sponsored by state senator dave cortese of san jose and has the support of several local transportation agencies, local teamsters unions as well, and san mateo county's board of supervisors. this week, the san mateo county board filed an appeal with the cpuc to reconsider its decision to allow waymo to expand. >> rightúnow, while the technology one day will fact. it convinced that it is. and in terms of the collective good, the public good. >> los angeles county also filed an appeal. and if those appeals fail, senate bill 915 would be san mateo and l.a. county's only recourse to have some sort of

control over how waymo and other self-driving car companies operate right. that senate bill, though, is sitting in committee. no date has been set yet to hear or vote it out of committee. so we'll have to wait and see if it moves forward to the full legislature. dave and pam, back to you. >> okay, ali. thank you. time is 734. california's high speed rail project will need an extra $100 billion to finish building the rail project between san francisco and los angeles. the head of the rail authority talked about the financing with state lawmakers during a hearing at the state capitol. the price tag is now between 32 and $35 billion, just in the central valley right now. >> the air is being sucked one project. how do we getúthe public on board with something that has this much of a downside to it funding wise?

>> i think the only way you get the public is by performing better, and i think the authority is performingc better today than it was, andúi think it will going forward. >> now, project managers predict the central valley segment of the route should be operating within ten years, but there'súno timetable forúconnecting san francisco to los angeles. >> yes, it's a challenge. and just like when i worked on the bay bridge years ago and you're stuck in very tough project, it feels impossible until it's not. >> nowl the project will depend on federal funding to get by. california voters approved the high speed rail proposal back in 2008. the originalúbudget called for $33 billion to build a bullet train system that would go from san francisco to la in less than three hours, more than a week after the polls closed. >> we still don't have the official results of the multi billion dollar mental health reform proposal pushed by governor newsom. now, the latest

numbers from the secretary of state's office shows the yes count leading by just 4000 votes statewide. there could be balloo bec processed despite ballots still being counted. the group opposing proposition one issued a statement conceding that the measure will likely pass. now. prop one allows the state to borrow $6.4 billion inúbonds to build mental health and substance abuse treatment facilities and supportive housing for the homeless. the results could be certified spwithin the next month. >> all right. our time is 736. the city of oakland for claims of excessive use of force by the police and also wrongful death have dropped during the past 25 years. here's some of the numbers. between 2018 and 2023, oakland police paid out about $1.7 million, according to the city attorney's office. compare that to numbers from 2011 to 2024, when the city of oakland paid out $35 million for police

misconduct cases. the number was 57 million between 2001 and 2011. now the largest recent payout was a $400,000 payment for a journalist who was tear gassed during the george floyd protest back in 2020, civil us 20 yearsúof federal oversight over the police has changed the culture at the department. >> i think that there's not a talk in the locker room about who you beat up today. i think if there was talk like that in the locker room, the officer who said it would be turned in, and >> now, the attorney for the oakland police union, michael raines, disputes the idea that federal oversight is leading to fewer use of force incidents. he says low staffing levels could beúleading to a drop in the number of officer involved shootings and other use of force incidents.

sal. what are you keeping an eye on in the morning commute? >> well, we're lookingúat the bridge, pam and dave. and right now traffic on westbound bayt& bridge is a little bit slow. there was a stalled vehicle up there and they're little bit of anúafter effect there. wu come up toward the toll plaza. obviously it's going to be slow there. it's i not the worst day a little bit r than it normally is. if so, it's kind of in between a really bad day and a really see traffic isu can also see that if you're driving into downtown oakland, it's a little bitúslow. it's also crowded heading down to the airport. we've traffic all over the bay. i tell you, the south bay is also slow, but 680 is slow and so is 880 heading south. we'll tell you more about that south bay commute when we come back in just a little bit. now at 739, let's talk about today's weather. here's steve. >> thank you sal. we'll get to the changes that are on the way.

but first before i get too far ahead of myself, some cold readings this morning after yesterday's rain. woodside the castro valley, sonoma, san ramonl livermore, forestville, glen allen and walnut creek all dropped to 39. sonoma did briefly drop to 38. the honda was also 39. there was there were a bunch of 30 nines. now, this is from the climate prediction centern they're good folks. they're they know what they're doing. but i have a problem with this on the 20th, 21st, 22nd, i'll buy it from the normal temps, but not after that. why? because it looks to cooler. there's going to be a system digging into the pacific. i'm trusting a couple of global models thatúare doing this which would erase that. but for the next 4 to 5 days, no doubt about it, because we'll have high pressure and an offshore breeze. gusty wind kicks in. so wind advisory starts at 5:00 today, mainly for the higher elevations, but also marine coastal range and the santa cruz mountains. a high wind warning nevada. gusts 55 75mph, probably

whitecaps on the lake that will take them into tomorrow and probably friday for us as well, the lowest digging into the southern california arizona border. this will be a big deal for arizona. they'll probably og training games. i would think tell you that for us, though,n the wind is turning north, northeast, north, so it's on its way. not too strong yet,úbut it is beginning to pick up and that will be a sign of things to come here for about 48 hours. 30s 40s on the temps here and kind of cold for some here. woodside 39. there it is but 49 pillar point a lot of 40s here. but as the high builds in we are going toc see a noticeable change in the wind. now today will be partly sunny partly cloudy. but after we get to tomorrow it's all about gusts 40 maybe 50mph. that will also, as you know, this time of year, give us a see thi, september, october, but we'll see it this time in mid-march. a lot of high clouds though. streaming in tomorrow though it will be more about warmer temps 60s today. if you can hang in

uc berkeley, but you can see the shipping containers still surrounding this people's park area. and i can tell you security is here basically 24 over seven at this point. so i want to take a look at how we got to this point back in 2018. the university released plans oe site of people's park. but protesters, those against it, say the school shouldn't be then build on a historick andt- community space. tensions ran high in january earlier this year, and people actually occupied the park to prevent the construction from happening. that is, until police moved in to clear and then close the park, tearing down temporary structures and arresting a number of protesters in the process. now, months later, neighbors are just as frustrated as they were back in january. >> i am truly disappointed by the muted response of our city leaders and the non-existent, if not truly callous, response of the uc.

cities are pushing back against the decision from state regulators to expand self-driving car service beyond san francisco. ktvu allie rasmus joins us now in the studio with theúdetails. ali. ñ> well, it was just earlier this month that waymo got the green light from state regulators to expand into 22 cities in san mateo and los angeles counties. and since then, some of those cities andt& local governments have called on bill that would give themc more say over how waymo and other self-driving car companies can operate on local streets. right now, the california dmv and the public utilities commission are the agencies that give companies like waymo permission to operate. but california senate bill 915 would give cities the power to issue their own local permits to those companies. under sb nine, 15 cities and counties could limit how many self-driving cars would be able to operate at any given rules about when those cars could drive. local governments could also add fees or service charges to pay for enforcement of those

rules. the bill was sponsored by state senator dave cortese of san jose, and has the support of several local transportation agencies, local teamsters, unions san mateo county board of supervisors. >> what the bill tries to do is to put in safety measures to make sure that this expansion is not so great in terms of numbers, but is something that is controlled. >> the concern for the state, the concern for anybody who's in this technology is to makeúit so complicated for waymo or for companies like cruz, that they're not going to do business with here inúcalifornia. they're going to go somewhere else. >> right now, the bill is pending in a senate committee. no date has been set yet to hear or vote the bill out of committee. the counties of san mateo and los angeles have filed an appeal with theúcpuc to ask it to reconsider its decision and put a pause on waymo service into those 22 it could take 3 to 6 months for the

linked to behavioral issues in children, as well as titanium dioxide, which has been damage. joining us now to talk more about the legislation is assembly member jesse gabriel of encino. good morning to you. assembly member. thank you so much for joining us this morning. >> good morning. thank you for having me. all right. these dyes that have been linked to hyperactivity and behavioral issues in children. tell us a little bit about that. and has this been scientifically proven. >>úyeah it's a great question, so a lot of these dyes were first approved byúthe fda 35 to 7u yearsc ago, some of them thee were still smoking cigarets at halftime at football games. all of the newer research since then has shown the very strong association between these dyes and neuro behavioral issues in children. and actually the state of california for our environmental protection agency took its own independent look at this in 2001, in a very comprehensive research report, looked at all the science, all

of the evidence, all of the research, all of the data, and came to the conclusion that aret they do result in neurobehavioral issues, hyperactivity and other harms to shouldn't be serving food at our schools. that is actually harming our kids. that seems to me like a very common sense bipartisan idea, and particularly what was found in this research report is that even though it can cause problems in all different types of kids that kids with, challenges are, some certain types of challenges are particularly susceptible to these dyes. so somebody who struggled with adhd as a kid, who has a son with adhd, we think about all of the love and energy that weúinvest into our kids trying to support them, particularly our kids with challenges. and so the idea that we would do all of this work in therapy and support in the mornid would spgo to lunch and have some food that would undo all of that progress. just makes no sense to me. >> so, assemblymember gabriel, this means that if that's the case, it's been around for that long, many decades. that means

have consumed these types oft- chemicals in school, and they may have contributed in many people that we went to school with, with these, with these illnesses. >> correct. that's and that's that's right. and this is the benefit of the way that science has advanced, the way that our understanding of human physiologyúadvance. i should know, for all now required to ca warning label in the european union. so some of them are banned outright for anyone of any age. others are required to any product that includes these dyes has to carry a warning label that says that warns people about the harms toc children in particular, so the the science here is very clearw, about the fact that these are harmful chemicals and they are harmful to young people. and so our our goal in this legislation is simply to not harm young people schools switch to safer alternatives, or alternatively, for these companies to, to make the decision to make minor you know, all of these dyes are non-essential ingredients. they're added to foods just to

make them appear more colorful or appear more vibrant. and we just want these companies to switch to switch to the alternative ingredients that they already use in europe. yeah. >> and this, of course, comes as we've reported over many, many years now, adhd diagnoses have risen over the years. now, what are the dyesúthat are normally found? what foods are these dyes found in. >> so they're found in in in a in a wide range of products, so they could be in baked goods. they could be in sodas. they could be in candy. they could be spin chips in breakfast cereals. but theúinteresting thing is that for each of those categories, there's tons of products that don't use these food dyes, right. you can use things like beet juice or pomegranate juiceúor turmeric instead. so whatúthis might require is if a company decides that they want to continue to use these harmful dyes that a school district might switch from one brand of applesauce to another, or one brand of muffins to another. >> we only have a few seconds left here, but this band is. just the way the makers use is ? >> i think that's a really important point. you highlight
