what we've learned in santa rosa about what authorities call a chaotic scene and a major change in the sierra. interstate 80 is back open after a three day closure amid whipping winds and blizzard conditions. but the region is dealing with now. then a legal victory for former president donald trump in a rare unanimous ruling from the supreme court. what it means for states that aim to keep him off the primary ballot. >> this is ktvu fox two news at
12:01 pm
noon. >> good afternoon. i'm gasia mikaelian lien. i'm andre senior. >> thank you for joining us. we begin with developing news in the north bay where a suspect is dead. and four sheriff's deputies are hurt after a shootout and chase near santa rosa. crime reporter henry lee is live at the scene with the latest details. henry >> yeah, still very much an active scene just outside santa rosa city limits. take a look behind me as we push in. you can see a white suspect vehicle that's crashed. we are on stony point road near butler avenue. now. santa rosa police are here investigating this deadly shootout involving sonoma county sheriff's deputies and a man with a high powered rifle that show you some video from earlier . now, it all began just after midnight when sonoma county sheriff's deputies responded to reports of a man brandishing a rifle at a restaurant at stony point and todd road that doubles as a nightclub at night. as deputies arrived, the man took off in a white toyota. a short while later, a deputy reported that he was behind the car and less than a minute after that,
12:02 pm
that deputy yelled into his radio shots fired! that drew a large law enforcement response to the area, but the man continued driving and led deputies on a chase north on stony point while armed with a high powered rifle. the suspect fired at least a second time at deputies who returned fire. that suspect then crashed his car on stony point near butler avenue. now, the suspect has since died, but it's not yet clear if this was the result of being shot or being hurt in the crash, or some combination of both, and there are multiple crime scenes. >> um, the suspect stopped and fired rounds at different locations. um it's unclear exactly how long the pursuit was with a chaotic, dynamic crime scene like this that spans multiple locations with multiple deputies involved. uh, there's a lot of information to process, right now. >> during the incident, four deputies were hurt. one was shot in the lower leg. two others have hand injuries, either from broken glass or possibly they
12:03 pm
were grazed by a bullet. and the fourth deputy suffered a head injury, a pretty serious one, and is in the hospital in critical condition now. fellow deputies went to the hospital to check on their injured colleagues. i'm told that of the four deputies, three are male deputies, one is female. now because the suspect in this case died. this incident and the actions of the deputies, not only will be investigated by santa rosa police, but also by the sonoma county da's office. live near santa rosa. henry lee ktvu, fox two news. >> henry. thank you. even though the heavy snow was slowed down, there's still a lot of work to do in the sierra to clean up from blizzard conditions. as interstate 80 reopened just a few hours ago after a three day closure. some areas saw several feet of snow near lake tahoe this weekend. fox weather's max gordon reports from south lake. >> well, finally, some blue skies and fairer weather here in south lake tahoe after this massive snowstorm blew through the sierra. some places got around eight feet of snow, but really, the biggest story line
12:04 pm
from all this has been the wind palisades tahoe recording one gust at 190mph. and it was those wind gusts and the whiteout conditions that caused i-80 to close down. one big issue, according to caltrans, is that their snow blowers are essentially breaking down and that they're down to just a handful, and they're having trouble clearing the roadway there. a lot of travel trouble amid this snowstorm. us 50 saw a snow slide yesterday. several cars actually got trapped in that snow slide. luckily, nobody was injured and caltrans was able to pull those vehicles out from there. us 50 was closed for a period of time, and it's still apparently a mess. chain controls are still in place on routes up into the sierra. either need chains or four wheel drive with snow tires to be able to drive on up here. we did see some power outages throughout the height of this storm. several thousand customers lost power, though utility crews have been able to get the lights back on slowly. for many of those
12:05 pm
customers, ski resorts had to shut down many of them throughout the height of the storm, as well, though today a lot of them are opening back up, many of them with limited operations. though heavenly, they say that they are still seeing gusts up to 65mph, up at around 9000ft. so still very gusty conditions at these mountaintops. now we're not quite out of the woods yet when it comes to snow either. we're expecting between one to maybe two feet of additional snowfall this week. so lots of powder left to be had for those willing to brave the conditions up here. but again, it is a tough drive into the sierra right now, and you might want to delay your departure for a day or two in south lake tahoe. max gordon ktvu, fox two news supreme court found itself in the middle of presidential politics. >> justices handed down a ruling that means colorado cannot prohibit donald trump from running for president. as caroline shively reports from washington, how the high court ruled was a rarity in and of itself.
12:06 pm
>> in a unanimous ruling, the supreme court has weighed in on the 2024 election and says former president donald trump's name can be on colorado's presidential primary ballot. and just in time, the decision comes one day before super tuesday, when voters in colorado and more than a dozen other states head to the polls. >> what was being argued here would have taken the world's most successful democracy and introduced this incredibly destabilizing factor that would allow states to unilaterally remove a candidate from the ballot. >> the case came to the high court after the colorado supreme court ruled in december that trump was ineligible to run because of the role he played in the january six capitol riot in 2021. even though he has never been charged. but the supreme court said the colorado court had overstepped its authority and struck that ruling down the majority, saying that look, you need congress to act here before you can enforce this provision. >> essentially, you cannot take somebody out of a race because
12:07 pm
an opponent would like to have it that way. >> the supreme court decision applies to all states saying in the ruling, responsibility for section three against federal office holders and candidates rests with congress and not the states. the judgment of the colorado supreme court, therefore, cannot stand a rejection of similar efforts in a handful of other states. >> i think they're all dead as dillinger. i mean, when you read this opinion, i there is no dissent. >> the supreme court still has to decide another trump case and determine whether he has immunity from charges. he tried to overturn the 2020 election. that trial was supposed to start today, but is now on hold in washington. caroline shively, ktvu, fox two news well, the candidates competing to become california's next senator, making their final pleas to voters. >> latest poll suggests two frontrunners. but every candidate says they will fight until the end. they face one big issue voter turnout. ktvu james torres reports from contra costa county here in contra costa county, voter turnout is about
12:08 pm
15. >> so far, and they expect that to be around 30% when this election cycle is all done with that lines up with the rates we saw during the primaries two years ago for not just the county, but also the state and county officials say that number is low voter turnout statewide struggles to get more than a third of eligible voters to cast a ballot for a primary. >> we were hoping to gain about 40 to 45% total turnout, but if we stay on the same trajectory, we may hit 35 total, which is pretty dismal for a presidential primary. >> those are the numbers in contra costa county, which usually is in line with california total voting in california is the most accessible in the country, but some political experts say the idea of a presidential primary no longer is enough to bring voters out. >> we are the best in the country at making sure that voting is easy, but this election cycle, we see a lot lower enthusiasm or interest in the election, largely because
12:09 pm
there's just not the same focus on a big presidential race. >> there's so much more on that ballot than just the presidential nominee. there's the us senate race, which has not been vacant since dianne feinstein took office in 1992. there are some state races there are local supervisor races that senate race features for candidates. >> the top two democratic represent adam schiff and republican steve garvey. experts say that's likely because senior citizens are out voting young citizens by a large margin. >> if the numbers were flipped, if there were a million and a half young people, only two, 200,000 seniors, we'd be talking about barbara lee and katie porter as being the leading candidates in this race. >> each candidate trying to convince voters a larger turnout would help their campaigns argue . when turnout is lower, your vote to send two candidates to the november election is just as important in contra costa county. i'm james torres, ktvu,
12:10 pm
fox two news, the senate race frontrunner for the democrats, representative adam schiff, says he's campaign on his record of accomplishments earlier on mornings on two. >> the 92. hope you were with us when we spoke live with congressman schiff, he said republican steve garvey is deeply out of step with california. >> i think more californians find out about steve garvey and how far to the right he is, the more they will reject him. he went from playing first base to now playing politics and out in deep right, right field. uh, but look, he's out of step with californians when it comes to protecting reproductive freedom. he's out of step with californians when it comes to protecting us from gun violence. he'll never stand up to the nra. >> schiff also characterized garvey as a fervent disciple of former president trump, former baseball player steve garvey says he knows republican candidates have a hard time getting elected here in california, registered democrats outnumber republicans 2 to 1, says his recent jump in the poll shows that people in the state are ready for a change.
12:11 pm
