asking that there be more checks and balances for this type of technology. good evening everyone. i'm mike mibach and i'm julie julie haener, san francisco and a few other cities across the country have invested in these cars, but not everywhere is ready for cars without drivers. >> new tonight ktvu lamonica peters spoke with elected leaders who would like to see more regulations in place before driverless cars hit the road. >> san mateo county board supervisor david canepa says the board has unanimously decided to support state senate bill 915, which will give local governments the power to decide if it wants driverless cars on its streets right now, the cpuc decides where driverless companies can operate, and it approved waymo's application to expand to san mateo county last month. >> the last thing i want to do is to make highway 101 a beaker in waymo's science project. want to make sure we have speeds going at about 65 miles an hour?

um, we want to make sure that people are safe and look, in san francisco, they've had a multitude of problems over the last two weeks in san francisco, a bicyclist was struck and injured by a waymo driverless car, and another waymo car was set on fire by a group of people in china. >> town state senator dave cortez from san jose says he's proposing sb 915 because local government have no way to regulate driverless cars. we're going to fix that loophole in the law, and we're going to let cities and counties, um, start putting ordinances together, laws together at the local level as they see fit for their particular community. >> it may be different, um, from one community to another. cortez says he believes driverless car technology will continue to improve, but regulation should happen at the local level. i think what they've proven to us is that they're not quite there at and, um, we certainly need to let local communities like san francisco, in the san francisco

board of supervisors come up with their own rules to protect people. >> now, in a statement, waymo says that it did provide information about the company to the board and other stakeholders before applying for the permit. senator cortez says that it could take this bill about a year to work its way through the legislature. lamonica peters, ktvu, fox two news new at 11 tonight. >> cruz is undergoing a change in leadership today, the head of the hardware for autonomous vehicle company, carl jenkins, resigned after six years. his linkedin page says his team was responsible for developing cruz's self-driving hardware, including microchips, sensors and computers. in november, a cruz autonomous vehicle dragged a pedestrian who had been hit by another car 20ft in san francisco. the state then suspended the company's permit for driverless vehicles. cruz's ceo says jenkins team was critical to cruz's efforts to return its vehicles back to the road as soon as possible. also

new at 11 tonight, a tech company is renewing its lease on its bay area headquarters. this week, software development manager github announced it's keeping its headquarters in the south beach neighborhood. github's offices have been based in that space since 2013, the company tells ktvu. we've extended leases at all of our hubs, and we are actively investing in reimagining github spaces around the world to better cultivate togetherness. >> home surveillance video captured a man breaking into an suv in the oakland hills. the victim sharing the video with ktvu eu. it does show the man trying to pry open the driver's side door with some type of tool. he then grabs items out of the suv and runs off. the victim says he did notify oakland police and that they are just frustrated because they've lived in the city for such a long time. >> it has been one year since oakland mayor shengtao fired the city's former police chief, leronne armstrong. the city has now been without a chief of police ever since. oakland's police commission is in charge of selecting possible

candidates, but none of their suggestions has been chosen. in ktvu zac sos spoke with residents and former oakland police chief anne kirkpatrick about what this vacancy says about the state of the city. it should not take this long to have a new police chief thursday, marking one year since the firing of oakland police chief leronne armstrong by mayor xiang tao and giovanni vincente. >> far from the only one questioning the city's search for a successor, my thoughts are i don't know why it's taking so long. >> i don't know why we can't get a good chief of police, but this have been expedited. >> does it need to take this long? >> it does not. and i squarely put a great deal of responsibility on the police commission. >> former oakland police chief anne kirkpatrick, now chief of new orleans, accusing the commission of playing politics with the process after submitting armstrong's name as a candidate to the mayor in december. others saying both sides are to blame.

>> it just seems to be, uh, the way things are here in oakland and nothing gets done. >> everyone is through the ball to each other. in the meantime, kirkpatrick says, the city is suffering without a permanent chief. >> it's extremely disruptive. it is, uh, disturbing rising not only internally, but if you destabilize your police department, you destabilize your community and that's reflected in crime from the streets of rock ridge. >> i never seen it this bad. i've been robbed. uh twice at gunpoint in two east oakland's hegenberger road. the crime, um, in this area has has just gotten out of control. >> crime is going rapid. in september, mayor totaling ktvu. >> if the city was still without a chief by the end of the year, she'd declare a state of emergency. that's yet to happen, but kirkpatrick says it likely should have, allowing tao to expedite the process or name a chief herself. that's what major cities do. >> major cities just say, i want

this person to be my next chief, and they do it. um, oakland, i would have thought, would be a major city, but they're not. they're not acting that way. >> and mayor tao unavailable for an interview today due to a death in the family. but her office says her plan is to continue to work collaboratively with the police commission to find a new police chief. as for what's next, the police commission expected to submit three new candidates to her next month in oakland, zac sos. ktvu fox two news. >> a federal judge is now holding the bureau of prisons in contempt of court after a ktvu story this week about alleged retaliation against an inmate, rhonda fleming testified before the judge last month about ongoing sexual abuse of women at the federal prison in dublin. fleming was put in a special housing unit and then moved to the metropolitan detention center in los angeles shortly afterward. while the judge wrote that she had specifically banned any transfers of prisoners with out her approval, she will decide whether to order more

oversight at the prison where seven officers, including the warden, have been found guilty of sexual assault. >> uc berkeley is investigating the death of a student on campus. uc police say a student living at the clark kerr campus was found unresponsive yesterday afternoon. the berkeley fire department tried life saving measures, but the student was pronounced dead at the scene. officers say there were no signs of foul play. >> residents of kansas city coming together tonight to honor those affected by yesterday's shooting right after the super bowl parade and rally chief fans put back on the red and yellow once again, but this time for a candlelight vigil. one person was killed and more than 20 others injured in that mass shooting. the white house is now calling on congress to take more action to prevent gun violence. >> congress must act. congress needs to act and it is shameful that we have not seen more action on this. we need to ban assault weapons and high capacity magazines require safe storage of guns, pass a national

red flag law, enact universal background checks and invest in proven solutions that reduce violence. >> while a motive is still unclear tonight, police say at least three people have been detained in connection to the shooting, including two teenagers travis kelce is facing some criticism after he was seen taking selfies outside a restaurant after the kansas city parade. >> mass shooting photos obtained by tmz show the nfl star smiling and posing for a selfie with some police officers while entering a restaurant. this caused backlash online, saying his outing after the shooting was in poor taste. tmz tells us that kelce was not alone at the restaurant. >> we actually found out that patrick mahomes is the one that rented out this restaurant. patrick mahomes was also in the restaurant, along with several other players, so travis wasn't by himself in this. this restaurant. he didn't go, you know, with with himself or

me kind of like, question everything. like i thought it was a earthquake. i got scared, i thought it was gonna be like a chain reaction, and i was like, oh my god, what else is going to blow up? >> well, the first firefighters who rolled up to that scene were trying to put out the flames when the explosion occurred. two firefighters were taken to the hospital and are suffering from serious injuries. the driver of the truck was not hurt. >> the faa is now reminding people about what can happen to unruly passengers. this comes after a fight broke out on a flight from california to hawaii . today the agency shared a story on x about this confrontation between passengers. it captioned the post with quote, unruly passengers who put others at risk aboard an aircraft that could end up with $37,000 or more in fines or jail time. in this case, the plane's crew helped calm down. both men who got into that physical altercation with each other. the

or bike will be able to cross the golden gate and state owned bridges forever without without having to pay. >> people come from around the world to visit the iconic golden gate bridge, many choosing to walk its 1.7 mile length now, the san francisco assemblyman, phil ting, has introduced assembly bill 2669, making sure that trip and walking and biking trips across other publicly owned california bridges stays free. >> we want to ensure that we can have this right in perpetuity for cyclists and pedestrians to ensure that they can walk and bike across the bridge freely without being worried about being charged a toll. the golden gate bridge highway and transportation district says it hasn't had a chance to review the legislation, so it doesn't have a formal position, but did confirm it has no plans to charge a toll for the sidewalks on the golden gate bridge. >> that was my first time. it was really, really nice. i'm just visiting the city first time, just looking at everything. >> visitors to the bridge say paying to walk on it would diminish the experience.

>> people might feel like they're being shaken down to experience the city. you know, and bay area locals like jasmine from oakland agree. >> i don't think that's a good thing because, i mean, if you look around like all these beautiful people out here are enjoying themselves. >> so like, i feel like they they shouldn't charge people to do something like that. you know, a move to charge pedestrians isn't up. >> unprecedented. in fact, from 1937 to 1970, pedestrians paid to cross the golden gate bridge, the golden gate bridge, highway and transportation district is, like many transit agencies, is facing a budget crisis, assemblyman ting says lawmakers need to work on a better long terme fix than tolls, and eventually have voters decide how to pay for public transit and bridges going to the voters to fix that gap. >> because to say, hey, you know, voters, if you if you want a vibrant public transit system, you got to go support it. >> the golden gate bridge highway and transportation district said it was grateful to assembly member ting for his strong support of the golden gate bridge and active transportation in the bay area.

going to be pretty mild like they were today. these were the highs from today. we had a little more sunshine today than we will see tomorrow. tomorrow we're going to see low 60s upper 50s, a little cooler than these numbers especially. look at that san jose number 67. that's pretty warm. but tomorrow there's going to be more clouds. so we'll call it partly cloudy. mostly cloudy all day outside. keeps the temperatures a little warmer at night because the cloud cover and where they're coming from too. a lot of this moisture is coming from the subtropics. you can kind of see the fetch on it here, the line of moisture going all the way back to hawaiian islands. and that's that's your atmospheric river, and that's going to fluctuate down the coast as we go into saturday and sunday. it's going to have a real focus on, well, mainly south of here, probably on sunday, monday, down into los angeles. so we'll keep an eye on that. but for us, we've got rain slated for pretty much starts early early saturday morning or late friday night, and it lasts pretty much through the afternoon. on saturday. and then we get a break through saturday night into sunday

afternoon. and then by the afternoon, the clouds start to come in and it's wet monday, so temperatures right here for the forecast tomorrow morning, well above freezing throughout the bay area. maybe a little valley fog. i didn't get any reports of any this morning. there might have been some, but the forecast model 7 a.m. tomorrow morning. so there's your cloud cover and there's a little more cloud cover. and then here comes this is friday night. so tomorrow night and then here comes this. and so that's saturday morning saturday at around 2:00. it's a pretty good little rain. and then it breaks off saturday evening. so a one and done. not a one and done but a break. and then here comes the sunday night into monday thing. so it's spaced out. that's what i'm kind of smiling about because that's the way to take rain in the bay area. we'll we'll get 2 to 3 to maybe even four inches in some places, but that's over the course of three weather systems. at least that's how it looks right now. so there is the five day forecast. and you see those breaks there. break sun cloud

competition is coming to the bay area. the san francisco business times is reporting moscone center will host the pokemon world championships in 2026. the event, expected to attract thousands of the world's top players to the city. this year's pokemon world championships are being held in honolulu. players in this year's tournament will compete in the three day event for a prize pool of more than $2 million. >> well, a major investment in bay area arts, the san francisco ballet has received a $60 million gift from an anonymous donor that is the largest contribution made to the ballet in its history. ktvu jana katsuyama spoke with ballet leadership about how they plan to enhance their programs with this latest gift, a night at the ballet. >> this is my first time going tonight. yeah it's really exciting. my friend patrick invited me and i just like
