turns into chaos tonight. a community shaken after shots are fired at the end of the chiefs super bowl championship parade in raleigh, killing one woman and leaving more than 20 others hurt. it seems like almost nothing is safe, and we had hundreds of law enforcement there. eight children are among those who were shot. good evening everyone. i'm mike mibach and i'm julie julie haener. >> police quickly detained three people, but a motive is still unknown. tonight at ktvu. joey jordan joins us now with the latest developments. joey >> julie and mike, here's what we know about that. one person killed a local radio station confirming one of their djs lost her life in the shooting. police have three people in custody, although it's not clear who the shooter may be at this point. a couple of fans could be seen, though. tackling a man while others ran for their lives. gunshots ring out at the end of a parade. celebrate the kansas

city chiefs super bowl victory over the san francisco 49ers. authorities say more than 20 people were shot, including several children, causing a panic crowd to flee. >> my wife looked at me like there was no words, even spoken like we just tucked and rolled kind of deal, like we just had to get out of there. >> cell phone video capturing two chiefs fans springing into action and running after another man and tackling him to the ground. among the large crowd, many of the more than 800 law enforcement already on hand before the shooting could be seen running towards danger. >> we saw the police swarm a stairwell and then we heard another pop. from there, and that's when i was like, okay, we're gone, tejano dj lisa lopez, a mother of two, was killed in the shooting, according to the radio station where she worked like, it's just it's really it's really sad. >> a man dressed in a red sweatsuit could be seen in handcuffs. one of the three

people taken into custody. >> there are a lot more people who are going to be forever impacted by by what happened here today. >> the mayor saying no members of the chiefs were hurt. quarterback patrick mahomes posted on acts praying for kansas city tight end travis kelce, posting, i am heartbroken over the tragedy that took place today. my heart is with all who came out to celebrate with us and have been affected by this shooting again, reigniting the debate on gun control. >> we became part of a statistic of too many americans, those who have experienced or been part of , or connected to a mass shooting. the reality of it is a lot of this can be prevented if members of legislatures, including the united states congress, just have the courage to act. >> members of congress, pausing for a moment of silence on the house floor wednesday night with california governor gavin newsom posting, we need to pass a constitutional amendment to prevent gun violence nationwide,

and police are still trying to determine a motive for this mass shooting. at what started out as a celebration. julie. >> joey, what are police saying about the three people who are now in custody? >> well, at this hour, not a whole lot. still unclear how many of them actually may have opened fire, but police have recovered a gun and they say they haven't said rather what type of weapon it was or exactly how many shots were fired. >> all right, joey, thank you. well san francisco mayor london breed reacted to today's shooting. she wrote on x on sunday. kansas city and san francisco shared a thrilling and joyous moment over an incredible football game today. what should have been a celebration is now heartbreaking. i have reached out to mayor lucas to offer our support and love during this difficult and tragic time. the nfl released this statement saying we are deeply saddened by the senseless shooting that occurred today near the end of the rally in kansas city for the chiefs, our thoughts are with the victims and everyone affected. we are grateful for the quick response of law

enforcement and emergency personnel and today's shooting. hitting the entire nfl community . several teams taking to social media to show their support for kansas city from the las vegas raiders to the san diego chargers. many teams offering their condolences to the community and sending their prayers to the chiefs during this difficult time. our coverage of the shooting continues online. you can head to ktvu.com for the latest developments. we also have updates on our fox local app on your smart tv. >> now to our weather. it was dumping rain in some parts of the bay area today. this is how it looked along highway 17, in the santa cruz mountains. slick roadways for sure. during that evening commute, the chp was on standby, reminding people, of course to take it slow, the rain also coming down in the north bay. this is what it looked like north of the golden gate in sausalito this afternoon. with that, we bring in chief meteorologist bill martin. pretty nice storm that blew through here. >> yeah, it worked out really well. >> i call it beneficial rain in

that it's not something that caused a lot of problems. we were able to manage it and the watersheds and manage it along the coast and in the reservoirs. we got a half inch of rain up in mill valley or over in mill valley. pardon me. santa rosa, 50, 300 or 5 tenths of an inch, a half an inch, essentially napa, a quarter of inch in the san jose, just 0.02. so it depends on where you were. santa cruz mountains got a little bit more. nice system. came through pretty quick. set us up with scattered showers right in time for the afternoon commute. and of course that always slows things down. but it wasn't as horrible as it could be. so here we are right now. the main system is up here. it's moving. i'll put a little motion on it. you can see that those yellows back it up. you can see which way it's going. it's in the mountains where there's a winter storm warning in effect, where there's some heavy rain just east of cameron park, south of cameron park. and us, we're on the tail end, except for this one area for right here. i'm not so sure. no, that's. i was going to say that could be the windmills, but i don't think it is. i think the windmills are further north. so yeah, we got a little bit of heavy rain there

or moderate rainfall. so what's going on? it's over basically with a few scattered showers. next couple of days are dry out and there's more rain coming as we get to the weekend. >> all right bill, thank you. well, the rain not stopping many people from celebrate valentine's day tonight. and for some businesses in downtown san francisco, business actually better than expected. ktvu jana katsuyama live tonight there in the city with the story. jenna >> mike. we've all heard how downtown businesses have had it hard and just in the past hour there is a big rain shower. but a lot of people are here at restaurants and bars that are doing special valentine's day menus. it isn't keeping people away. a lot of people coming down to eat, coming down to shop , and the businesses are loving it. love in the air meant more customers coming in to downtown san francisco. restaurant that's we saw a huge rise this year. >> so things are on the absolutely people are ready to celebrate celebrating with special valentine's day menus at places such as baja, a

restaurant whose name means joy and celebration, an expression of happiness or, you know, just whenever they're happy, they'll yell baasha! >> baasha! so the owner decided to name the restaurant. after that, we did. >> i feel it was kind of romantic and i enjoyed it. >> the vibe was very cozy, romantic. i can see a lot of other couples having a great time. >> one drawback wednesday was the pouring rain. >> i love the rain actually, just not when it's raining on our guests. we made sure to move the early ones inside along the embarcadero, people with umbrellas carrying their valentine's bouquets scurried for cover. >> inside, commuters picked up last minute flowers and candy. >> it just seems important just to recognize, you know, um, my wife and our relationship at for cutie confections. >> the owner, michael ricchiuti, says they were selling out of some chocolates after a mention in the new york times. >> this particular valentine's turned out to be way more busier than we anticipated. >> and while other couples were at dinner for valentine's day,

valentine's day holiday. >> mike. yeah, that is a busy reservation book, especially in the middle of the week on a wednesday night. jana, thank you for that. and on this valentine's day, some fourth grade students took time to write love letters to our state of california. they were posted on x, one of them from a fourth grader named lucas, says in part , i love your starry nights. when the wind blows. i love your beautiful ocean with your soft sand. i love your rocky mountains. i love your fields of grass. the governor's office says the letters were chosen from across the state. >> new at ten tonight, members of the public are calling on the oakland school board to take a stand on a cease fire in gaza. agendize the resolution for cease fire agendize the gfr people's budget. some activists want the board to put a cease fire resolution up for a vote. organizers with usd for palestine and other groups spoke out at tonight's meeting. some parents, students and educators say they believe the failure to put forward a resolution is politically motivated and have

roses for the two of you. >> thank you for your solidarity. since day one, you have been having the arab and muslim students in your mind and their safety. so thank you. thank you, thank you. >> the group presented flowers to the two student directors on the board of education as a gesture for their support. last year, the oakland teachers union passed a controversial resolution in support of a cease fire and israeli deescalation. >> after more than 100 days, the student ceasefire, the sit in protests on the stanford university campus will soon be coming to an end. the group, called sit in to stop genocide, says it will stop the sit in demonstration by friday night. this comes after universal administrators had published a letter agreeing not to pursue legal or disciplinary actions against the students. protesters previously ignored the school's requirement for protesters to stop camping on campus. stanford has agreed to meet with the group to discuss their demands, which includes divesting from israel. protesters briefly shut down all lanes of the golden

gate bridge this morning. demonstrators with a group called the palestine youth movement sent us these videos. they say dozens of people locked arms across all lanes and held banners saying stop arming israel. all the protests happened. 740 this morning and chp officers immediately got on the bridge, giving orders to disperse the protest ended about 30 minutes later. no one was arrested and the chp says there were reports of possible scuffles with drivers who were trying to rip down the banners to get by, but no injuries were reported. >> a story of love in the later years. coming up at 1030, we hear from a couple in their 80s who are celebrating valentine's day together after meeting in a retirement home on the peninsula eight years ago. their message to others and an annual valentine's day event returns to san francisco. tonight's community pillow fight, also a pilot program for one bay area city, will arm businesses with surveillance cameras. >> more on the effort to deter, capture and prosecute criminals. up first, though, after the

was stabbed to death near a homeless encampment. investigators say they believe he had been in a physical argument prior to the stabbing. ktvu south bay reporter lamonica peters live now in san jose after speaking with someone who lives in the encampment and says he knew the victim, lamonica. >> julie and 2022 san jose airport officials required that the area be cleared of encampments and the city did comply with that. but some people say that the city hasn't provided the resources as they promised, so that they can move. >> he's he's a good guy, youngster. um he's known for helping women out, helping a lot of people out dancing to music. he likes michael jackson, eugene blackwell, who lives in this encampment near taylor and spring streets, says the man stabbed and killed was known as chongo. >> he says tensions in the encampment were boiling over after a recent visit from city workers. sometimes you know, we run into situations where

there's like men putting their hands on women and we step in and we say, no, that's not going to happen. >> and he's one of those men that do that will do that. so as well as myself. so i don't i don't blame him for, for if that is the case, i don't blame him. >> neither san jose police nor santa clara county's coroner have confirmed the man's identity or released any information about how or why he was stabbed. the incident happened directly across from the area, cleared of homeless encampments in 2022 after the san jose minetta international airport declared it unsafe for people to live there. >> people disproportionately people who are brown and black, have been abandoned here and many people were told during the initial sweep that they were going to have their vehicles repaired and they didn't. and so many people have just been marooned here waiting for their vehicles to be repaired. >> blackwell says people living in the encampment do what they can to keep each other safe, and many of them have no idea where they'd go if they were forced to leave.

>> there's a lot of us that are unsure about our destiny or our future. as far as housing goes, um, i had a section eight voucher and i was not told that it expires and, uh, my caseworker quit. so now i've been in limbo for a year now. >> now, this is the fifth homicide of the year here in san jose. and we reached out to the mayor's office for comment about this stabbing incident, as well as the encampment. but we didn't hear back from them in time for this report. julie >> all right. lamonica peters reporting for us tonight in san jose. lamonica. thank you. well, a new pilot program in san jose aims to arm business owners in high crime areas with surveillance cameras. today san jose mayor matt mehan launched the capture crime pilot program. for the next two years, 50 small businesses across the city will get surveillance cameras, monitors and external hard drive, all free of charge. the cameras must be registered with san jose police, and images could be stored for up to 30 days. would have the videos and

that would help. >> if somebody comes and commits a crime and they police can have access to those videos and they'll be able to find the person, respond able. >> mayor mehan says studies have shown that surveillance cameras can reduce the overall crime rate by 25. >> more than 100 uber drivers sending a loud message today outside uber headquarters in san francisco. the drivers honked their horns and drove with signs demanding better pay and more respect for their efforts. drivers say uber has taken more money out of each ride than it used to make it in more difficult for full time drivers to make a living. right now, with more employees across the country demanding better pay, even unionizing some drivers say they believe this could turn into something bigger. >> i believe this is the beginning of it. there are other other places like new york. they started their own company, a driver owned cooperative that can happen here. it's about it

not working anymore. >> of course it's going to get bigger. a lot of these drivers are hurt by what you hear is what you see right now is the hurt. >> uber says the majority of its drivers are satisfied and its earnings remain strong. uber also said it did not expect tonight's strike to impact pricing, or the number of trips available for customers. >> all righty. checking back in on the weather, the scattered showers are still just that, scattered mainly moving out of the area to the east. these are the rainfall accumulations from today. and they were like i say, beneficial in that they didn't cause problems and most of the stuff went in the reservoirs, got into the creeks and the streams and did what it's supposed to do. nice little system. we got two more coming in, both of those systems. how the potential to bring about the same amount or more rain. i think this next saturday system has a potential to bring maybe twice as much. so an inch of rain in some places. the winter storm warning is in effect through thursday afternoon, and

it looks like it's going to stick around. could stick around right through the weekend too. they'll drop it thursday night and friday, but then it comes back up saturday and sunday. so winter storm warning on this round. they're getting a couple feet of snow. so that's pretty significant. so they're going to get on the next couple rounds. they could see 3 to 5ft of snow over the course of that saturday. some day and monday event. but sunday's it. we'll have to see how that pans out. so there's today's system. and then there's tomorrow's system, not tomorrow's system. pardon me saturday system. so when i come back we'll talk more about saturday's system. we'll look at the model and we'll look at the five day. >> all right bill. thank you. new at ten. the annual valentine's day pillow fight was back for another year in san francisco, albeit a much slimmed down version compared to just 15 years ago. dozens of participant came with pillows in hand looking for a target tonight. the event, held at embarcadero plaza right across from the ferry building. there is no distinct organizer for the event, but it sprouts up every year. for anyone looking for some alternative fun on valentine's day. >> people are really friendly,

but then some people sneak up on you and hit you just like that. which that's that's part of the life, that's part of the game. but i think it's all all fun and games. so it's totally worth it. >> now, the first pillow fight there in san francisco is believed to be on valentine's day in 2006. this is video from 2017, when hundreds of people descended upon the plaza through word of mouth and internet postings. >> well, coming up, some pretrial defendants will no longer have to follow certain requirements. in san francisco, the order from a federal judge, also a new regional partnership announced today in the east bay to help tackle crime and. also ahead tonight, a multi-million dollar settlement agreed upon between california and quest diagnostics. the accusations against the medical lab chain democrats agree.

searches in 24 hour electronic monitoring. those requirements apply to people who were released from custody but had not been tried or convicted. a federal judge issued the preliminary injunction, saying the sheriff's office lacked the authority to impose its own conditions of release. the aclu took the case to court, arguing the requirements were a violation of privacy. a new public safety partnership announced in the east bay today. >> the plan comes in response to a number of high profile crimes that have crossed city lines. our crime reporter henry lee, shows us how regional partners are now banding together. >> we need to do something now. we're dealing with real public safety issues now. berkeley mayor jesse arreguin says he's put together a new regional public safety coalition to help catch criminals who go from one city to the next. the perpetrators of crime aren't constrained by jurisdictional lines. um, they don't stop when they get to a city's borders that means that we cannot stay siloed. >> this effort is more than just making sure police dispatchers

notify their neighbors when criminals are leading cops on a chase in other cities, officials say this plan will leverage technology, resources and interagency expertise to better identify crime trends. on a broader level, this opportunity through this regional collaboration will allow us to come together with more coordinated and strategic and intentional efforts to deliver on that model of love life, not just in the city of oakland, but we hope throughout this region. police and city officials from oakland, berkeley, emeryville, san leandro and alameda county made their announcement outside a hotel along hegenberger road in oakland, a corridor that's seen a number of high profile burglaries and business closures. berkeley police chief jen lewis pointed to recent arrests of alleged apple store thieves, including tyler mims, who police say is seen here stealing 50 iphones from the store at bay street, emeryville. he and others were caught with the help of berkeley emeryville and oakland police, as well as the chp. this cruise total haul about 300 iphones worth more

sharing their story to let others know it's never too late to find love, and you just might find it when you least expected. ktvu is amber lee live tonight in redwood city? after speaking with the couple, amber. >> mike and julie were at brookdale senior living. the couple tells me they enjoy spending time together. they found that they have a lot in common. they tell me if they can find love again late in life. other can. too. 82 year old carolyn downey and 85 year old don levy are celebrating valentine's day with a white wine he gifted her. they first met here eight years ago in the dining room of brookdale redwood city, a retirement home was eating breakfast and he just kept hanging around and i didn't know why. >> something attracted me to her. >> uh, she's a good looking woman, levy tells me he was not looking for love at the time.

>> it was two years after losing his wife of 54 years, downey, a retired school teacher, says after two short marriages that failed in her early years, she too was not interested in a relationship. >> but he was persistent and we wound up then eating together and then going in the in the pool. >> downey says she was impressed by levy's accomplishments. he worked for the city of san francisco for many years before retiring. >> it's still exciting. i always love listening to him and looking at him, but three years ago, levy moved away to join his daughter in washington state. i was really mad and i wouldn't even go and say goodbye to him. and, um, he left and that was that, levy says. >> after 18 months away, he changed his mind. >> i kept calling her every night and, uh, flying down here to be with her. and he returned to redwood city and moved in with downey, she tells me she never thought at this stage of

francisco mayor, london breed joins city leaders and the lgbtq plus community to celebrate the 20th anniversary of the winter of love in 2004, then san francisco mayor gavin newsom defied the federal ban on gay marriage and issued marriage licenses to same sex couples. today, mayor london breed marked the occasion by renewing vows for two couples, including a couple who was married at city hall 20 years ago and the city's executive director for sf pride. mayor breed said that the city is proud of its long support for the community. >> when we think about the challenges that this community still faces, what i am most proud of is what san francisco continues to do to lead the way people may want to talk about us and write us off, but we know what we stand for. we tell them all the time, write san francisco off all you want, but you better write in pencil. mta >> the mayor also announced that this year's theme for pride month will be beacon of love. >> new at ten a medical lab chain will pay nearly $5 million

to settle claims of unlawful disposal of hazardous waste right here in california. the san joaquin county district attorney says that inspections found hundreds of containers of medical waste, as well as chemicals, batteries and flammable liquids in compactors and dumpsters. new jersey based quest diagnostics says it's modified procedures to improve the handling, storage and disposal of hazardous and medical waste. quest has four laboratories and more than 600 patient service centers here in california. san francisco's department of public health held a news conference today discussing the continued response to overdoses in the city. >> the department says 66 people died from overdoses last month. that number is down about 21% from january of 2023. in response to the data, the department expresses its support for a bill proposed by san francisco assemblyman matt haney. the bill would allow nonprofits and free clinics to distribute controlled substances such as methadone, which

relieves withdrawal symptoms and treats addiction. >> when these medications rouz reduce the risk of mortality by 50, think about that. a 50% reduction in death with about 80% of last month's overdose deaths in the city, were linked to fentanyl, according to data from the office of the chief medical examiner. >> new polling shows the majority of likely voters in san francisco are pessimistic about the state of the city, the chamber of commerce released its annual city beat survey on a number of issues. >> 72% of san francisco voters say the city is headed on the wrong track, 61% said they actually feel safe visiting downtown during the day. that number drops to 34. when you're talking about visiting at night, support for proposition e remains strong. the measure would expand the police department's surveillance capabilities and allow officers to chase suspects more often. 61% of voters said they plan to

vote yes on prop e. the measure has the backing of mayor breed and the chamber of commerce, but prop does face some opposition. mayoral candidate asha sapphire, the aclu and san francisco police commissioner kevin benedicto held an event today calling for people to vote no on the measure. opponents question whether greater police power would actually improve public safety. >> even the police chief and the leadership of the department said just a few weeks ago that we have a perfect model. it's one of the it's meeting all the national standards and there's no reason to unwind that proposition e is one of seven propositions on the march 5th primary ballot. >> it does not. it does require a simple majority to pass. new at ten tonight, the landlord of the headquarters for elon musk's x in san francisco is suing for $13.6 million in unpaid rent. >> the san francisco chronicle reports. this breaks down as x's
