down onto power lines and homes. the efforts underway to clean up all the damage, plus governor newsom declares a state of emergency in parts of southern california. millions on high alert due to landslides and flooding. we'll have the latest on conditions across the state, then developing news surrounding the health of king charles. what we're learning about his cancer diagnosis, the news at noon starts now. this is ktvu, fox two news at noon. good afternoon. i'm gasia mikaelian i'm andre senior. >> thank you for joining us. our big story continues to be the
12:01 pm
storm strong winds and heavy rain move through the bay area yesterday and overnight. thousands of people have been left in the dark and several trees have fallen onto power lines and homes all across the bay area. we have team coverage, tom vacar are standing by live in the north bay with a look at some of the damage there. but first let's go to ktvu meteorologist rosemary ruscoe rosemary. there's still rain in some areas. wind as well. >> yeah. so widespread scattered showers are still going on at this hour. andre garcia and the breeze is out there. no advisories for wind, but we do have an advisory for the potential of flooding over parts of the bay area, giving you a live look first over at san francisco, where you can see some lightrillionain falling there on the lens in as we took. take a look farther out. you can see mostly cloudy skies and the breeze continues as well. let's touch on the advisories first. notice that shade of green over the north bay. if we slide in a little bit closer here in areas of marin, napa and sonoma expected to have that possibility of flooding until about 7:00 this evening. the rivers, the creeks, the streams
12:02 pm
and other low lying areas. i also want to point our eyes over towards the delta and carchuna strait, where we have an advisory for a flood watch that will continue until the overnight and into tomorrow morning doesn't expire until 4 a.m, and it does include areas like vallejo, benicia and heading over towards cordelia. this again, the possibility of some ponding on the roadways a little bit of flooding. if you do see the flooding, turn around. don't try to drive through it. a view here of storm tracker two. where there was the light, scattered showers that continue widespread over the north bay along highway 101. petaluma, novato over mount tam. as we stretch our eyes over towards the east bay, we've got the east bay shore covered in green right now. even a pocket of yellow right near richmond. and the richmond-san rafael bridge. and then over towards the san francisco south of san francisco. seeing some light rain at this time and into the south bay, where we have a little bit of lightrillionain reported there as well as scattered showers over the east bay. snow continues in the

sierra. the winds continue to blow. i'll have a look at those two items plus what we can expect. moving forward. coming up. >> thank you. rosemary we have seen a lot of downed trees all across the bay area. some have fallen on power lines, cars, even homes. we've also seen flooded roads ktvu, tom vacar live up in santa rosa with a look at the dramatic conditions there. tom >> well, take a look at this. this is one of many, many country roads right outside of santa rosa that have been damaged in many cases. some are covered with water. but look at this one. a tree literally was blown out of the ground, ripped up this road, which is going to be closed. and the other side of that tree, about 100ft, 100, 150ft away, fell actually onto river road. now it has been cut since then to allow that to be uh, used river road. but this road is going to have to be completely repaved because this root ball literally ripped this road apart. and i want to show you a map. this map is showing a lot of the closures in the area of the north bay. and certainly
12:04 pm
right around here. and you can see there are many, many different closures, some of them because of this, some of them because of water overages, some of them because the pavement has become unstable, etc. so there's a lot of stuff. the advice being that if you're going to be traveling anywhere, make sure you check your route and make sure you understand what your alternative routes are. now, having said all of that, i want to show you some tape we shot earlier this morning because many, many trees fell in santa rosa, especially up in the hills. now, one of these trees actually hit the front corner of a house destroyed the garage. and because it was able to destroy that garage, these houses unoccupied at the moment and on top of that, there's no electricity in this neighborhood for the better part of a day. now, in another house, right across the street, the tree missed it, but it completely blocked the driveway. and when it fell over, it actually put another big hole in the ground. and that is now going to possibly impact close by trees
12:05 pm
that no longer have such firm soil. again, what was the point of this? it was wind and saturated soil. you put the two together and there are the causes of many of these problems. here's what one of the homeowners whose house was not hit had to say. >> it was totally unexpected. you hear the storms coming in half the time. they don't turn out to be what we say. they're going to be. so it was completely unexpected. we were away yesterday. we got a call. we're like, trees are coming down the area. so we came back now for repair and construction crews. >> this is very straightforward, but the problem is we don't know how many more times it's going to rain. we don't know what the intensity of the rains are going to be. we don't know what all of the other factors are because this one, this road can be closed. it's not a main road, but river road, which is not 100ft from here, 150ft tops. that road has to be protected and there are plenty of trees like this sitting along there. so they've got to be very careful in looking at what the
12:06 pm
trees are doing, so that the trees themselves do not become a major source of danger, which they are the other thing that we're going to talk about later today, when we do a story in the evening, we're going to talk about the impacts this may have on people's insurance, homeowner's insurance. and that can be a very big matter. reporting live from river road near santa rosa, tom baker, ktvu , fox two news. >> all right, tom, thank you. meantime, the cleanup has begun in many neighborhoods after strong winds and heavy rain made a mess of roads and homes. ktvu ali rasmus reports from the oakland hills, where several homeowners say they had warned the city about leaning trees for years before their worst fears came true. >> it took buzzsaws and bucket trucks and cranes to pick apart the branches of this 120 foot tall eucalyptus tree and pull it out of the roof of this home. >> me and my wife were sitting across the kitchen table and then it just happened so quick at the blinking of an eye. it was over. it just boom. the
12:07 pm
house tore up john and joyce paisley and their dog were inside their home on grass valley road in oakland. >> when around 6:00 yesterday evening, the tree smashed through the ceiling. >> i didn't know if it was an earthquake or what it was. it's a blessing to sit and came down around us and we walked out. we was able to come out around the block. >> other damage was visible from the storm. another fallen pine tree crashed into some nearby power lines, pinning them to the ground and down the street. the wind flipped a car canopy upside down. the homeowner thought he had secured it enough before the storm put sandbags straps at the bottom of it all the way around that that should hold it well. >> the wind was so strong it literally ripped the velcro straps left the bags there and just took the canopy. as you see on my roof, you know, this storm was a little different. >> there was a lot of wind, but not as much rain howling winds that made a big impression. >> it sounded like an airplane taking off or landing and we're like, oh my god, what happened?
12:08 pm
what is that? and it was just the wind. >> these eucalyptus trees are city owned. several neighbors tell us they've been trying to get oakland to remove them. some of them have been removed, but not the one that fell. >> it's dangerous for people. people could really die. >> we've reached out to the city of oakland to get its response to the neighbors. claim that this fallen tree and the damage it caused is the city's fault. we're waiting to hear back from them in oakland. ali rasmus, ktvu, fox two news, the pga is working to restore electricity to homes, schools and businesses that lost power due to rain and wind. >> pga outage map shows problem area stretching from eureka all the way down to santa barbara county. right now here in the bay area, there are 185,000 homes and businesses without electricity. the largest combined outages are in the north and south bay. that's where power is out to more than 123 customers. the red triangles on this map show the biggest individual outages that are mostly on the peninsula and in san jose, padini has opened emergency storm centers and mobilized hundreds of repair crews. there are still ongoing
12:09 pm
concerns turns. >> it makes me nervous when my crews out there working, because they can be working at one of these sites and have a tree come down while they're actually working. so be patient with us because it takes some time to get this assessed and restored. >> pg and e cautions if you come across a downed power line, stay away from it. call pg and e for repair services. strong winds have had an impact at bay area airports. a live look here at sfo where the weather forced more than 100 flight cancellations yesterday. right now, flightaware reports 200 delays and 33 cancellations. oakland has five cancellations, 21 delays at san jose, mineta. one flight's been canceled, 58 have been delayed. >> yesterday, the san jose fire department swift water rescue team responded to several rescue rescue people at the guadalupe river. here, the team rescued three adults and 12 dogs. the fire department says they were on an island that was rapidly diminishing. they were all safely brought ashore. several bay area schools will stay closed today because of power outages related to this weekend's storms. cal state east bay's hayward campus is also
12:10 pm
closed today because of a power outage. a university spokesperson says the school is working to put some virtual classes together, but that's a challenge because many professors are also without power at their homes. the university says it will send updates through social media on its website to. we will have a full list of various school closures on our website ktvu .com. the storm prompting governor newsom to declare a state of emergency in eight southern california counties. yesterday, he met with state emergency officials for a briefing on the state response to the storm. millions of people across california could be affected by flooding, especially in southern california, where it could rain for a couple more days. california has placed 8500 emergency response assets statewide to help support communities in need, and you can track the weather anytime by downloading the ktvu weather app. it has an interactive radar and hourly forecast to. you can also use it to send us your weather photos and you may see them on air. the ktvu weather app is free to download. >> we're following some serious developing news out of buckingham palace. king charles
12:11 pm
has been diagnosed with a form of cancer and has begun treatment, but the palace hasn't said yet what form of cancer, but says it is not related to the king's recent treatment for a benign prostate condition. it is a separate issue of concern that was noted during the 75 year old monarch's treatment for an enlarged prostate last month, according to a source. the diagnosis has prompted prince harry to travel to the u.k, the palace says the king remains wholly positive about his treatment and looks forward to returning to full public duty as soon as possible. >> all right, well, rain in the bay area, snow in the sierra. how much snow this latest system has brought to the tahoe area. ski resorts and the warning to anyone planning to head up to the mountain. plus niners. >> let's get it in vegas, man. let's get that one more. one more win jerry on the 40 niners for the super bowl. >> the sendoff by fans as the team left to las vegas. and the preparations leading up to sunday's big game

two very different visions for california. steve garvey, the leading republican, is too conservative for california. he voted for trump twice and supported republicans for years, including far right conservatives. adam schiff, the leading democrat, defended democracy against trump and the insurrectionists. he helped build affordable housing, lower drug costs, and bring good jobs back home. the choice is clear. i'm adam schiff, and i approve this message. night, and a charter jet with a 40 niner flag hanging out the cockpit window. the niners are staying at a hotel in henderson, about 15 miles away from the vegas strip. the nfc champs are now getting ready for a big media event later today to officially kick off super bowl week in las vegas. ktvu south bay reporter la monica peters met with some of the super fans

there for the big sendoff. come on, brock rooney, the champions here. >> come rain or shine, the 40 niners faithful stands by their team. hundreds of dedicated fans stood outside levi's stadium as the team headed to las vegas. >> i was here to support you guys 100. go, niners. let's get it in vegas, man. let's get that one more. one more win. and i want brock purdy to win so bad because they talk about him so bad. >> he's humble. he's religious. he's just an all around good man . and you know he needs to hold up that lombardi. and i'm praying to god that that happens soon. super bowl fans lined the street waiting to get a glimpse of team busses leaving for the airport with a six 49ers championship on the line. >> fans say it's long overdue for the team to win it all again. this fan is wearing a replica of the 40 niners last championship ring on his head, hoping to bring the team. good luck. >> well, it's the fifth super

bigger picture that to take away from this shotrillionight here is the amount of snow now on the ground. new snow here in the sierra. you know, when we headed up here, what we wanted to know is how much snow do we have up here? well, if you look at the ground, you're going to need chains because it's definitely covering the roadway. but, boy, look at that. that is new snow. and the snow burm on the side of the road from the plow pushing the snow over to the side of the road. but this shotrillioneally here says a lot when you look at the snow on the trees and the amount of snow covering the roadway going into this weekend, that second snow survey of the year really showing how much we needed snow, how far behind we were compared to normal. this a healthy dose of snow coming in the latest snow storm. you know we'll still need more, but boy to see this picture right here along donner pass road between the ski resorts and interstate

80 sure does say a lot about how much snow has fallen here in this latest storm system. so again, soak it in this is a very wintry scene. and what leading up to now has been a slow winter. this snow definitely needed that. a look at the conditions up here in the sierra near donner summit. i'm mike teselle. i'll send it back to you. >> the short version is don't go if you don't have to. alameda rosemary oroczo is also tracking a somewhat tricky drive in parts of the bay today. >> yes, it's the type of day where those showers are just coming out of nowhere. you have sunshine one moment and then you turn around and the rain is coming down. it's going to be an unstable atmosphere across the bay area for today. it will continue to wind down as we get towards the evening hours. as this storm begins to finally pull away, we are looking at mostly gray skies outside our door. and here's a view over san francisco. so it's a breezy one out there. no wind advisories, but still all a breeze anywhere

from 10 to 15. even close to 20mph. we'll check in on the winds here in just a moment. let's take a look at some of the rainfall amounts from the last two days or so. anywhere from an inch and a half to 3.5in reported over parts of the bay area, including petaluma, coming in at two inches, almost 8/10, san francisco almost two inches san jose, more than an inch and a half of oakland, almost an inch and a half. but for most, again, it was the wind event that developed yesterday. here's a view of storm tracker two, where you can see widespread scattered showers into southern california. as we've been talking about, they will continue to see the rain over the next a day. even two into the north part of the state where eureka has got some rain there. moving in closer to home, widespread on and off for the first part of the day, continuing to push out as we get into the late afternoon early evening hours. but this line right, right here is definitely bringing a good amount of moderate rain to areas along the east bay shore. it stretches from near vallejo and all the

12:25 pm
is a long shot. >> this doesn't resemble h.r. two that we passed out of the house. very little, if any, of what we passed in the house is in the senate bill. the main point of contention for some republicans is a measure that would force the biden administration to shut down the border after seven days of 5000 migrant encounters per day, some people are thinking that this is somehow like counting 5000 people in every day and releasing them. >> that's absurd. >> and that's why house speaker mike johnson calls the bill dead on arrival in the house, gop lawmakers are also pushing forward with their efforts to impeach homeland security secretary alejandro mayorkas. >> desperate times call for desperate measures, and that's where we are. >> the bill also unlocks billions in emergency aid for ukraine and israel. but with an unlikely to pass the house is expected to vote on a standalone package for israel this week. in washington, rebecca castor, ktvu, fox two news boeing says there could be delays for about 50 of its latest 730 sevens.
