and growing concern about public safety after a member of a san francisco rowing club became the victim of a brutal crime. >> this is ktvu you fox two news at 730. >> that attack happened as the young man was going to do something that he loved. thanks so much for being here with me on this friday night. i'm heather holmes. andrew cotter was brutally attacked early this morning at a swim club in san francisco. conner is a member of the south end rowing club there on jefferson street, right near the hyde street pier. ktvu crystal bailey joins us now. crystal, you spoke with some fellow swimmers who are really in shock over what happened. yeah. >> heather. people who know him say they only good things about him. his family tells me that he was beaten so badly, his jaw has to be wired back together now. the swimming community is doing everything they can to support him. members at the south end rowing club are shaken up. >> i am shocked that this happened after finding out one of their swimmers identified by family and friends as andrew

cotter, was attacked early friday morning. >> i was walking in from the museum parking and i just saw a bunch of police cars. i didn't think much of it until i heard what happened. >> san francisco police say the victim was assaulted by two unknown suspects just before 6 a.m. at the corner of beach and hyde streets. club members receiving this email shortly after the attack, alerting them a member had been, quote, badly beaten after parking his car and he was robbed and his car was stolen. he was trying to, like, hold his face together. other club members came to his aid and he was taken to the hospital. >> it's really a tragedy because he's a great volunteer for the south end rowing club. he's very kind. he never has a bad word for anyone, and he's also one of the fastest swimmers in the south end rowing club, which really says a lot. >> swimmers say they often arrive in the early morning hours for a swim. >> we start out with blinkers when we swim because it's dark. i'm hoping, um, yeah, the police

will take this seriously and do a little patrolling. >> the club announced they would be hosting a public safety meeting with police for their members in the near future. >> andrew, if you're seeing this, i hope you get well soon. we miss you. and we really love you. >> and i also spoke with andrew's father. he tells me that he's going to be okay, but that he will need that surgery to alleviate the injuries in his face. >> yeah, i mean, some significant injuries there. okay. what about the police investigation? crystal? have they said anything about maybe vehicle description or the potential surveillance video that they've been able to obtain? >> police did not say anything about that. they do not have a description just yet. but they and they do say that they're looking for that person. still no arrests. just yet. okay. >> all right, crystal bailey, appreciate it. well, a mother from texas is now offering a $10,000 reward related to an armed robbery that was caught on camera near the oakland airport. maxey scherr says her son and his friends were violently robbed on monday at the 76 gas station near hegenberger and edgewater. now she's offering

$10,000 for information that leads to the suspects arrest. surer says her son had just celebrated his 21st birthday here in the bay area with a group of friends, and that this happened right before they were to fly back to texas. >> i kept the gun to him as they were taking the things off of his wrist, and they put his hands in his pocket and got everything in it, and his wallet. we're angry and we're furious about the fact that it happened. it happened to our kid and to his friends, and nobody seemed to bat an eye. >> oakland city council member trevor reed, who represents the area, says one suspect from the group has been arrested so far. new at 730 tonight, san francisco district attorney brooke jenkins announcing today that her office is charging 39 year old dennis james jury for a stabbing that happened in the mission district. that left one person dead and another hurt. jenkins says this was a senseless crime and that mr. jury now faces both murder and attempted murder charges and one

count of assault with a deadly weapon. her office says he has refused to come to court on eight different occasions, which is why jury has not been arraigned just yet. jury allegedly stabbed a man and a woman in the area of mission and washburn back on december 28th. the man died later due to his injuries after being taken to the hospital. if convicted, he faces 40 years to life in prison. the da, sharing a message on x about the case, saying violence in our neighborhoods is tragic. i am thankful, she says to sfpd for their immediate investigation into this case and making an arrest. i offer my condolences to the victim's family and loved ones and reassert my commitment to pursuing justice to ensure the suspect is held accountable. a new bill would require that all businesses here in california carry opioid reversing nasal spray like narcan. the san francisco assemblymember matt haney, introduced this bill. it's ab 1976, and it would require at least two doses of naloxone to

be included in california employers first aid kits, which they are already required to have naloxone has no significant side effects, even when mistakenly given to a person who has not taken opioids. the two required doses of naloxone currently cost $40. if governor newsom signs this bill into law, it will go into effect next year . new at 730 tonight, the city of berkeley will host special elections to replace the seats of two council members who abruptly resigned. kate harrison announced her departure right in the middle of tuesday night's council meeting, following the resignation of council member rachel robinson. earlier this month. the special election for robinson's district seven seat will be held april 16th, an election date for harrison's seat will be announced after she files a formal letter of resignation. when the elections come, months before the mayoral and district elections in november. san francisco leaders want to expand the no right on red rule to more intersections in the city. the san francisco

municipal transportation agency proposed this plan that would restrict right turns on red lights at about 200 intersections downtown. right now, red turns on red. right turn. excuse me on red are banned. several intersections in the tenderloin as part of a pilot program that started back in 2021, the sfmta says that that ban is saving lives, making pedestrians feel safer. >> if you imagine you driving up into an intersection at and you are looking over your left shoulder to see, see if it's clear to turn and merge into that right hand lane. you may not see the pedestrian that is started walking across the street in the crosswalk to your right. >> therein lies the problem, they say many drivers already waiting at red lights say the plan would just make getting around town even more difficult than it already is. if the new proposal is approved, the no right on red rule would extend through many areas, including the financial district, embarcadero and south of market

areas. a 15 year old girl from oakland making history, mia callan, is the first figure skater to land a quadruple jump ever in the women's event. at this year's u.s. figure skating championships, and she's just 15. the event took place last friday. mia ended up finishing eighth overall. such a great performance by her and early on, the four had the pleasure of talking with mia right here in studio about that spectacular night and how she felt after she pulled off that historic jump. >> i actually didn't know that i made history. i was just happy that i landed. i was like, yay! it's just like, really fun to try to challenge myself and try to be the best that i can be. she's pretty darn good, right? >> this is not the first time that mia has landed a quadruple jump. she's done it before. when she was 13 at a competition in colorado springs, and then again last year at a competition in los angeles. she's got a bright future ahead in skating, no

well, but it will be a lot more consistent this weekend with another strong storm headed our way. that storm, in fact, expected to impact much of the state in preparation, governor newsom has announced that he is deploying a number of resources, including 8300 boots on the ground in addition to the increased personnel, the state has activated its operations center. governor newsom today also proclaimed a state of emergency in a number of counties, and that includes san mateo and santa cruz. california has mobilized five rescue helicopter to water rescue teams 7 million sandbags are already in position, and the national guard is ready to rapidly deploy. if needed. let's talk about it all now with our meteorologist, mark tamayo, and mark, this just comes on the heels of another wet weather system, which is really the problem here. >> yeah, i was about to say that, you know, we can usually handle one big system, but we're just talking about 2 in 1 week. that is a concern. you heard about the, you know, the states preparing for we're going to have a lot of rain, but especially down towards southern

california. it's kind of borderline in a hazardous pattern setting up. so a lot to track over the next few days. heather, you can't see later saturday and into sunday rainfall here in the bay area around 2 to 6in. that big red circle. that's where our next storm is developing winds could be up there around 50 to 60 miles an hour, but the most intense impacts will be down towards south in southern california, the wind advisory and the high wind warnings begin 10 p.m. saturday. we could have gusts for all the areas in red near the coast and for the hills around 55 to 65 miles an hour and a flood watch begins 4:00 tomorrow afternoon through sunday and into monday. so here's kind of the breakdown with the rainfall expectations, we're scaling back a little bit up in the north bay. this is still significantrillionainfall, but clearly the heaviest rain could be for the peninsula here also out toward the coast and then and also out towards santa cruz county, and especially the santa cruz mountains. they potentially could pick up upwards of 5 to 7in. and with all that rain, that could lead to the possibility of some mudslides into the weekend, especially as we head into sunday morning, here's the radar imagery. over the past few

hours, some scattered showers here in the bay area has been fairly active in the sierra. some heavy snow there, creating some travel issues over interstate 80. this evening they actually had a bit of a closure earlier this evening, showing you this the satellite. and here's that circulation developing off shore. a very strong jet. we'll call it a low level jet. and that will transport that big storm toward our coastline. here's a live camera. as you can see, we're showing you those readings in the upper 40s to the 50s for your friday evening. today we had some off and on showers. but as i mentioned, we're watching this development off shore here for later saturday, especially saturday night into sunday. and possibly into monday. here's the forecast model. we'll try to time this out. this is tomorrow morning, 9:00. so there is a possibility of a few scattered showers tomorrow. lots of clouds in place and then into the afternoon hours. this is a saturday evening. you can see those waves of rain developing near the coast. this is 7 p.m. on saturday. this is when things really developed. saturday night into early sunday morning. this is some intense rainfall 6 a.m. this will likely lead to maybe

some flood advisories or flood warnings. the chance of a thunderstorm, and then maybe backing off on the rainfall as we head toward late sunday afternoon and into sunday evening, four tomorrow, temperatures will be in the 50s. the possibility of some showers, especially by late saturday afternoon into saturday night. sunday is stormy, especially for the morning hours. showers likely to monday. we're going to hold on to some shower chances into tuesday and into wednesday, so get ready. the next one is getting closer to our coastline. >> yeah, it certainly is. and we'll be ready for it. mark. thank you. sonoma county officials taking extra precaution with that atmospheric river set to hit the bay area over the weekend, proactively shutting down at least four flood prone roadways. the county's infrastructure director says these will be 12 hour closures from 7 p.m. sunday to 7 a.m. monday. this includes slusser marquis station, starr and trenton healdsburg roads officials say they're seeing a rise in driver aggressiveness when faced with a flooded roadway.

>> they're choosing to go and drive over flooded roads, which exposes them to risk and when they get stuck in the, you know, on on flooded road, then we have to have, uh, first responders have to respond to that event. and it's a life threatening event. >> last january, a woman drowned near one of the roads that will close next week after getting swept away in a flood. meantime, cal fire crews are out in force, filling sandbags and taking other measures to prepare for flooding. people are urged to have a game plan and know where to get those sandbags in case of an emergency, cal fire urges people to get in touch with their city, county or local fire department and take the time to sign up for those emergency alerts. always a good idea, especially when we've got weather like this approaching. i knew at 730 tonight, crews in livermore responded to a semi truck that burst into flames. the fire started just off highway 580. crews were called to a building on industrial way just before 1145. this morning, and were able to extinguish that fire quickly. livermore

history month in our city. thank you, mayor london breed and other elected officials joining members of the community at the celebration to recognize and help preserve the city's african american culture and history. >> this month, there are black history month events happening in neighborhoods all around the city, including the bayview, lakeview and fillmore and redwood city. a pop up museum celebrating black history in america is one step closer to finding a permanent location. today, menlo park state senator josh becker presented the dominie hoskins black history museum with a symbolic $1.25 million check. senator becker negotiated the money as part of the legislative budget process. the pop up museum is there on jefferson avenue, but officials have been searching for a permanent location for nearly ten years. hopefully, we'll be able to find one now on the santa clara valley transportation authority announcing another affordable housing development today. they say their new project in campbell will take over a parking lot right next to the

winchester lightrillionail station. it will add 90 low income multifamily housing units to the community. vta says four similar projects have already received a green light. the transit authority hopes that by developing these sites, they can revitalize underutilized space into vibrant transit oriented hubs. >> you're going to see housing, you're going to see commercial, you're going to see retail opportunities. all along our transit stations where people can access, work, live and play. >> the vta anticipates the campbell project will add 14,500 daily riders to the system and generate about $23 million a year and a new affordable housing project to tell you about. also, breaking ground in east palo alto. the san mateo county officials got their hands dirty today to celebrate the beginning of construction for colibri commons, the 136 unit affordable housing complex is set to accept residents starting in summer of 2025. county officials say the rent cost will be affordable for people earning
