held three people hostage last night in san jose is dead after being shot by police. ktvu zac sos is outside the apartment building where this all happened, zack, what can you tell us? well that section of the apartment building where this all happened here in boyton avenue, still taped off as the investigation continues an apartment in the complex the sight of what police described as a hostage situation that ended as you mentioned with police shooting and killing the suspect. for much of the morning investigators coming and going from a corner apartment in the complex with several boxes and bags of evidence that same apartment as a glass sliding door that you can see from the sidewalk completely shattered video from last night showing a large police presence at the complex just west of downtown san jose, around a mile from boyton high school. police say the suspect was armed with a machete, and he barricaded himself inside with an adult and two children. police spending

several hours last night trying to talk that suspect down but around 11 pm, investigators say shots were fired by at least one officer responding to the situation hitting the alleged hostage taker, a woman outside the building who didn't want her face to appear on camera identifying herself as the suspect's cousin says. he called her just before all of this happened. just say come get the dog because i'm in trouble and they're gonna take me. um well, i feel in shock because i didn't think you will be doing something like that. he had anger issues, but i never thought he was going to go there. and that woman says she did find the dog in a car parked outside the building. okay meantime, what's still unclear is what really what led up to all of this? exactly what relation to literally excuse me relationship as well that the man had with the three pill

accepted responsibility for his crime, apologized and played for lenient sentence. the 70 month prison sentence was less than prosecutors and victims wanted. it's ridiculous the little time that he got from multiple victims. it's hard to take seriously his. you know his apology today when he has for months and years, lied about what he did and attempted to blame the women that he abused. garcia also agreed to waive his right to appeal and will pay $15,000 restitution that will be divided between two of the victims. garcia is one of five officials at the dublin prison to be charged with sex crimes. a family is mourning the loss of their father, who was killed during tuesday's storm. thomas huster of walnut creek was heading home from dinner about seven o'clock tuesday night when a eucalyptus tree came crashing down. his daughter, beth rowan, says huster was the passenger in

hours of questioning of the tiktok ceo, and it's a really heated debate. i was listening to from what i can identify their two key issues that members of congress are challenging. tiktok on one is the ties to the chinese government. as you know, there's always question marks around issues of surveillance around propaganda being, um, promoted. that is what he is addressing, saying that he is committed to maintaining a firewall that no access by any government will be allowed on the platform. but with the chinese government there's always a question mark. the other thing salads interesting is a lot of members of congress are really grilling him. on the toxic effects of social media in general, this is something that we've seen by members of congress, not just with tiktok, but with meta and instagram and twitter, and so they're coming at him with big eggs, existential questions of whether social media is doing enough to protect young people

in particular. i mean, there is two thirds of us teens of youth are on the app spending on the app. so they're coming at, um this executive with large questions. so far, he says that again. tiktok is committed to fire walling data preventing foreign access. i just don't know if that's going to be enough to convince these leaders shivani, one of the proposals that tiktok has made is that the data stored in will be stored in america for american users by oracle, which obviously you know it's in the bay area company. so do you think that's going to satisfy this committee? if all the data of our users is not stored in china? but if it were going to satisfy it would it should have done so by now. this server transfer happened a while ago that us data that is collected by tiktok has been held in

servers. i believe in virginia, but certainly on us made servers in the united states and singapore. um and so if the physical location of the data matter to these congressional leaders, it would have mattered already and would have been factored and taken into account. i think what the big question in is whether or not chinese government has the ability to access it, and chick talked, maintains that so far it has not done so it will not allow the chinese government to do so. but you just never know. and the one thing he does admit, is that engineers have tiktok no matter where they might be located because it has a global workforce does have access to the u. s data. you just wonder about the security and again i i'm not hearing anything from tiktok. so far, that's leading me to believe that these congressional lawmakers are actually getting convinced by anything he's saying one last question here. and that is if you're an american user of tiktok. and you like the videos, the recipes all that stuff. are

you putting yourself in danger by using that app, and let's say that app is on the same phone as my banking app, for example, are you in any sort of danger doing that? that's what we're trying to get at the heart out, sal, but i think that one thing remains clear is the access and the data that tiktok gets is the same access in the data that we are giving to instagram to twitter to the stats snapchats of the world and so as as a user of social media. you should always be cautious about sharing your data. these companies are able. to a chick create algorithms and learn things about us. so this is just a cautionary tale. always be mindful and careful about what you're sharing. and if you're a parent out there with young people continue to put filters put time time limits on our on our young people. you should be very active in monitoring, monitoring and having discussions with your young people about how they're using

e j. the san francisco medical examiner's office officially identified the body as 55 year old jeffrey vandergrift of san francisco. he was last seen in the san francisco home on king street last month. earlier this month, vandergrift wife natasha , he announced they had personal evidence that suggested he would not be returning. vandergrift had been a long time morning show host for a while. 94 9. he also co founded in co hosted the doghouse, which was a popular show in the early nineties. vandegrift had been on leave from work for several months last year. he later revealed that he was battling lyme disease, which was diagnosed

east for five hours now, so i got to put a little humor in this. these guys have been honking at us all day long. so let me see if i can get anyone's attention all i don't think so. every time they come by, they've been honking and waving and yelling. ktvu and at least i can do that have a smile on their face because they've been stuck in traffic about a half mile down the road here. we do have storm damage, and that is from months and months and months of just battering rains. it's caused a crack on this 5 80 east freeway, and we got a little bit closer to but it was too dangerous. so we came back up to this off ramp here and look at this backup. so let me set the stage for you. first off early this morning at five a.m. we captured caltrans laying down cones to block off yet another lane so that makes three lanes now blocked off here on 5 80 east. remember a couple of days ago they blocked off to now.

three are blocked off on this five lane road. now keep in mind. this is a very people areg to make tracks and towards tracy and mountain hous high in the sky and take a look at what the damage doesn't look like. this is it. isn't it amazing when i take a look at the damage the storm damage done to this freeway. i think it's going to take a long time to get this repaired. that's why caltrans blocked off another lane to give them some breathing room so they can move around a little bit better bring in some cushion barriers and that will help the commuter significantly now. this 5 80 east is backed up all the way heading towards greenville road. and then if you want to go back towards the livermore area in the west direction we're told it's up to about vasco road. one piece of information that's good to know that at 1 30 this afternoon, caltrans will be back out here again, and they're going to pick

up the cones that they just laid down early this morning. so then there will only be two lanes closed for the afternoon evening commute. now i live in the tri valley. and i can honestly tell you that at 1 30 in the afternoon. this has been already backing up. through livermore through pleasant and all the way across the dublin. great, so please take that in mind plan accordingly. give yourself a lot of extra time. a lot of extra patients and also please be very mindful of the caltrans workers out here. we were standing with them when people came very, very close to us. give them that breathing room that they need to try to remedy this situation and get this freeway back operational and it full speed ahead reporting from north flynn road in livermore near the ultima past roberta gonzalez ktvu. alright roberta. thank you . it's going to be another big day of cleaning today. across the bay area. there were more than 900 reports of down trees and limbs in san francisco following the winds that whipped

the bay area tuesday, emergency officials say the city's 911 system was inundated with calls meaning longer wait times to the city's 311 system and only to call 911. if a tree brings down power lines or hurt someone. really are asking the public's health help. to root those calls in the right direction and also help them. so anything that is not life threatening should go to 311. the winds also blew out glass windows out of several high rises downtown san francisco's emergency management office says it's focused on clean up, but it's also getting ready for the next round of storms that could come next week. starting tomorrow, people who were evacuated from their homes and heroin, monetary county can hopefully return to assess the damage about 2500 people were forced from their homes. for the past two weeks after the borrower river levee breached, authorities say there are no active gas leaks and power is back on for most of the community, but water remains shut off, and the main sewer

least one person injured. you can see here roofs ripped off buildings and cars destroyed as the tornado rolled through the town with winds up to 110 mph in california. tornadoes very highly unusual, however, if we look over a broader area of strong pacific storm systems, move onshore and create favorable conditions. the national weather service says it was the result of a single thunderstorm that started around 11 am local time. on wednesday. 17 buildings were damaged 11 so badly that they've been deemed too dangerous to use. it was mostly confined to an industrial commercial business area where some say they feel lucky to have made it out alive. that's the most important thing, man. to survive to be alive and. we'll be all right. the tornado here in monte bello came just hours after the latest bomb. cyclone winter storm hit the california coast from san diego to san francisco, bringing flooding high winds and heavy snowfall to widespread area. now, as the
