what i said then. i'll say again. the federal government's not leaving its responsibility till it's all fixed. it's done.s the fourth and you heard him there. president biden pledging today to help storm victims as he visited capitola this afternoon to take a closer look at the full scope of the damage . weeks of historic rainfall have left communities all across california, dealing with flooding, landslides and washed out roads, and many people are in desperate need of federal help. welcome everyone to the four on this thursday afternoon . i'm heather holmes alex savage . president biden visited capitol of this afternoon after landing at moffett. field earlier in the day, where he met with governor newsom. gregory has been following the president's tour and joins us now live from moffett field with more. heather alex. president biden is in route back here to

moffett federal airfield to get on board air force one and head back to washington, d. c the president was here for a quick trip to see the storm damage himself. the president committing federal resources california's full recovery. force one touchdown at moffett federal airfield. president biden arriving in northern california to survey the damage caused by a series of strong storms. biden governor gavin newsom and senator alex padilla boarded a helicopter to take an aerial tour of the aftermath of flooding and mudslides that devastated the central coast. drenching rains, powerful winds, floods, landslides but you don't feel until you walk the streets or what do you do when you're able to walk after landing at watson ville airport, biden met with business owners and people impacted by the storms and capitola, where the governor toward last week high surf and storm surge caused major damage to restaurants along the capital of beach esplanade and took out parts of the town's worf. the waters recede, but we'll see the

full extent of the damage to homes and businesses. and the farms and ranches and we now we know some of the destruction is going to take years to fully recover and rebuild. but we got to read not just rebuild. gotta rebuild better, extraordinary work. 93 agencies, local state regional federal agencies coming together doing heroic work. 24 7 before arriving in california, the president approved a major disaster declaration for the state, clearing the way for fema to coordinate relief and recovery efforts for the counties of santa cruz, merced, sacramento, monterey san luis obispo in santa barbara. congresswoman anna eshoo created the president and asked him to extend supporting individuals who live in her district requested as soon as he came down the steps that he amend the national disaster declaration to include san mateo and santa clara counties. the white house press secretary said. more than

500, fema and federal personnel have been deployed to the state to aid in the recovery. fema also setting up seven disaster assist. since centers statewide , the president wrapped up his damage assessment at seacliff state beach in aptos, where he met with local officials and first responders and made a promise the people in california i say it again. country is here for you. and with you. we are not leaving until things are built back and build back better than they were before. you can recover from storms will be with you every step of the way. fema administrator deanne chris well was also along for this damage assessment today, she said. initial estimates across the state are in the hundreds of millions of dollars. she expects that number to go up as well as the number of counties that are on that major disaster declaration. heather alex. this visit did not happen in a vacuum . president biden this afternoon was asked there at seacliff state park about his handling of classified documents will have his answer to that question.

coming up at five. reporting live in mountain view. gregory ktvu, fox two news. alright, greg. thank you. the federal aid is obviously a very important step in helping california counties recover from these historic storms to talk more about the process and what comes next for storm victims. let's bring in mark nouveau, former fema presidential appointee. mark always appreciate the time president biden has issued this major disaster declaration for a number of counties across california. how does that expand access to federal funding as those communities try to recover from the storms? yeah what will happen? i alex hi, heather. it's as this progresses. there are two programs, individual assistance and public assistance in this particular case. what's going to happen is they opened up public assistance, which allows local officials be able to rebuild wars public buildings , all those types of areas and things of that nature. they're also able to be able to provide funding for um individuals who

are impacted it. maybe rent support. maybe cleaning up your home. it may be funeral expenses , childcare things of that nature, so it's more individuals as well as public buildings and structures and infrastructure. okay, we just heard in greg lease piece there from congresswoman anna s you she is requesting that san mateo county. be added to the major declaration, the major disaster declaration, president biden said that he was going to be here to assess the damage and assess if there is, in fact further need. do you see him expanding that declaration? yeah that's part and parcel to the trip out here to get eyes on because as we progress, and they continue to do preliminary damage assessments throughout the state, and, you know, specific counties, san mateo, santa clara, you're going to see more and more damage and the administrator from fema talked about that. we're talking about a couple $100 million. it's gonna go much higher than that. and so while he's here, he can take a look at that damage. go back and add counties to the

presidential declaration. alright let's talk here for a moment mark about how how individual homeowners, individual business owners who have storm damage at their properties are going to be able to get some of this federal aid . it sounds like this is going to come from fema through through grants and low cost loans. how are people going to determine if they qualify? and what is the process look like? yeah what's gonna happen is right now there are disaster recovery centers. open it up. you had greg lee talked about seven of them. people can register a number of ways. they can do it on their phone on a mobile app with fema. they can register online. they can call and there are also people walking neighborhoods from fema that are registering people. so that's the first step. once you do that, then the program start to open up to be able to determine what you need, whether it's a business. or it's personal. most people don't have flood insurance, so they're going to need some sort of rental assistance to be able to find a place to stay and then start the cleanup businesses

probably will rely on s b, a small business administration, low cost loans or the recovery. we want to let people know that there is a website that the president was really touting. today it is www obviously dot disaster assistance dot gov. but finally, before we let you go market and how quickly is this help going to be funneling in two area counties? to those counties and to the people who register it can be within 2 24 to 48 hours. it's electronic. it goes. the funds go directly into the bank account for individuals now in terms of governmental and infrastructure that's going to take more time. alright well, really appreciate your expertise . mark. obviously a really important trip. a lot of people looking forward to getting that federal help. thanks again, mark you're welcome. the east bay regional park district is getting some help from volunteers in the colossal effort to try to clean up its sites that were hit hard by our recent storms. today volunteers equipped with buckets and trash

grabber sticks calmed the martin luther king jr shoreline looking for garbage. volunteers say the storms led to a large build up of debris. but they also noted that trash is an ongoing problem. it's great for us to clean up the trash, but ideally, it wouldn't be there in the first place. it's worth now. but there's always trash and part of it is also i think the city would be more important for the city to catch that goes into the bay. the park district has multiple shifts open for volunteers to help with storm cleanup. in the coming days, you can find the link to sign up at our website ktvu .com you find it there under the web links section? well, the vice president is headed to southern california tomorrow, kamala harris will visit los angeles county officials say she will highlight the administration's work to increase drought and flood resilience in partnership with california she is in arizona this afternoon to mark the opening of a new infrastructure

project. a new transmission line will link power grids in arizona and california, providing solar and wind power. alright, now we turn to the waters off of manor beach in pacifica, where the coast guard right now is searching for a missing san jose state student. ktvu christian captain is joining us now live from that scene and christian. this is a search that is going to continue at least until sundown tonight. yeah, that's exactly what they're telling me , alex that they are continuing to search this beach here in pacifica right now operating on the basis that this is a rescue operation, not a recovery operation. at this point, the coast guard helicopters and search boats were cruising the waters here offshore at manor beach looking for that young man who went into the water here. we're hearing that he went into the water. at about 10 45 this morning. we're still conducting this full search right now. with them. they're leading the search. the coast guard is the person was last seen in the water just below here.

unfortunately today, there's large rip currents. this area poses large rip currents just on a calm day, and today the waves are pretty big. at this point. we have very little information about the young man they're looking for san francisco state released a statement in just the last hour reading. in part, we are aware of a search for an sf state student in the waters off pacifica. the entire state community is hoping for a safe recovery. several members of the san francisco state wrestling team who tell me that the missing person is a friend of theirs. but they did not want to talk beyond that. firefighters say there are strong rip currents in the area that can take down just about anyone, even an athlete in good shape, according to those familiar with the beach. it drops off dramatically just offshore and we did see a lot of evidence of a strong rip current here when we arrive at this point, north county fire and the coast guard are still cruising back and forth along this beach looking for any signs of that missing person to search still underway

here and we've seen more people showing up clearly distraught over word that that young man from san francisco state is missing in these waters off of pacifica coming back to our live shot. you can see this is the command center and if we look over here, you'll be able to see that coast guard helicopter that is still cruising back and forth over these waters here at manor beach. still looking for that missing young man in the waters here, and if we turn back to our left, you can see that there is a coast guard patrol boat out in those waters as well. you can see that this is still at this time. a very active search. we will continue to monitor progress here and bring you any new developments. as we learned them. for now we are live in pacifica, christien kafton ktvu. fox two news. barrier weather the storm clouds have moved out of town. but get ready for a very cold night. tonight we're talking about some areas under a freeze warning will ha t (vo) wells fargo lets you know where

nice to have a break with all those rain clouds moving out of town. in fact, lots of sunshine for today, but definitely a cool start and not the pattern that cool patterns going to stick around. take a look at some of the rainfall totals over the past 24 hours. a member of the past few weeks have been talking about totals around 2 to 4 to six inches. look at this just a little bit, but not too much here. just a fraction of an interest in arosa 0.3 to livermore, 0.11 and a few 107 inch for oakland and in san jose . it is a dry weather pattern that will continue as you can see here today, dry day number one and then into your friday saturday into next week as well then, possibly by the 29th and the 30th. we could be talking about some rain chances, but we kind of try to iron out that forecast over the next several days. right now, though, we have clear to partly cloudy skies and on the current temperature is definitely a cool pattern out there cold mornings and

temperatures right now we have that cool breeze only in the upper forties to the fifties currently for the four o'clock hour, the headline in the short term will be some very cold temperatures overnight called assocation starting out tomorrow morning sub freezing. so here's a look at the bay for this afternoon was still clear skies , but the freeze warning there is a freeze warning not only for friday morning. but into saturday morning as well for the north bay, the inland valleys and the santa clara valley temperatures starting out the day in the lower thirties, maybe a few spots in the upper 20. so take a look at the numbers for tomorrow morning. santa rosa 31, san francisco 40 san jose, mid thirties and livermore 31 degrees so in some of these inland valleys were now some frost out there. and saturday should be one of the coolest days of the week. so here's the overall setup. this is our old system moving out to the east. cold air continues to move in from the north, but this area of high pressure offshore. this is keeping us dry for quite some time. this is a pattern we have been waiting for, and we deserve. we'll talk more about

this with your full update coming up in just a few minutes. okay, mark. thank you. we want to talk about a big case, getting a lot of attention today across the country, the district attorney in new mexico today decided to bring charges of involuntary manslaughter against alec baldwin and another crew member for that deadly shooting. that happened on the set of the movie rushed for more perspective on this case. we're joined now by our legal analyst michael cardoza. we appreciate you coming on here. involuntary manslaughter here for alec baldwin and the lead armorer on that movie set. how is that defined in legal terms? and does this feel like the appropriate charge to you? let me first start by saying alex. that we are a blame society. someone's got to be held accountable for this. no one can seem to grasp it. just maybe it's an accident . maybe that's what happened on the set. i don't know all the facts of the case and the mexico they've done their investigation . they've come out and they've said we're going to bring an

involuntary manslaughter. that's where you can be doing a lawful act. but doing it in a very dangerous manner and because you're doing it in a dangerous manner, someone dies. therefore you get charged with an involvement, manslaughter he's facing up to five years in prison because there was a gun involved in this. i doubt if he'd get that type of time, but that's basically what it is. this investigation uncovered the fact that there were hundreds of rounds of ammunition on that set. a lot of them were these dummy rounds. were blank grounds, but there were also live rounds as well. and obviously a lot of people look at that and say that there's no reason you should even have live rounds on the set. how much did that factor into the decision making process for the d a. here the fact that there's live rounds and there shouldn't have been have been live rounds there , but let's jump to mr baldwin. what's he got to do with that? i mean, how do you blame him? i

mean, he's honest set.e's given a weapon. a gun. and he's far someone with it, apparently, and somehow the gun gets pointed at the deceased. but that begs the question. then how is he pointing the gun at the deceased ? does he have it up where he's pointing at her, or is he simply moving in around before he goes on camera? who knows? i don't they do, but not withstanding. i think the argument is how how would he know whether there's a loaded firearm in the sense of a live bullet in the round. yeah he's expecting the gun that he's handed. trusting my has blank rounds in it, and that's obviously going to be his defense. how well does that hold up? you think hold up very well. i take this to trial for him because you put it to a jury. i mean, people listening. would you vote that he's guilty of killing her? and then we get to as you know. that the widow, uh , sued civilly settled the case

, and i just was floored by this. that part of the negotiated disposition in the case. he gets to be one of the directors or producers right now, and i'm thinking, wait a minute. your wife dies. you collect some money, and you negotiated in that that you're now going to be a producer slash director in this thinking, how is that going to sit with with jurors? yeah all right, let's move on. if we can switch gears a little bit. talk about another big case, getting a lot of attention here in the bay area and across the country and the world for that matter. viral cellphone video that shows the san francisco art gallery owner spraying a homeless woman with a hose that happened last week, the district attorney has decided to file misdemeanor battery charges against the man seen on the video. collier gwynn . he was taken into custody yesterday and apologize for what happened, saying that he sprayed the woman after she wouldn't move. from the sidewalk. does what you see here on that video

amount to misdemeanor battery in your eyes, michael. absolutely it does what he did. so wherever been e understands was wrong. he shouldn't have done it. he apologized. brooke jenkins. the d a is now brought misdemeanor battery charges against him and she should what scares me here. is this all political? i mean everybody's upset in the city. about the homeless. how would affects business and san francisco? i can see both sides of this in the sense of your parked in front of my business affecting my business. should he have done what he did? absolutely not. but you can understand the frustration. you call the police. come on, get her away from here. because it's destroying my business. you think that that the district attorney brooke jenkins, in some sense, you know, though, is trying to send a message by bringing these charges. what's the message she's sending to people about how the community needs to treat those living on the streets. that's what's

interesting. now you do want to send a message. don't be mistreating people like this, but then you have the business people that are saying, what am i gonna do? i call the police. the police don't do anything about it, and all sorts of things happen in front of my business. economically i'm challenged now, and what this is going to do is drive business out of the city. what scares me is what's going to happen in the courtroom. is this going to be political where a judge is going to feel the weight of the community? to do something were cockney into this man. as opposed to this was a 2 42 that no one saw. there's nothing political about it. how do you see it all being being settled here? i mean, it doesn't seem as though this art gallery owner has much of a defense. he's on video. he can't really claim self defense. how do you see it? and here's what could happen six months in the county jail or $1000 fund. that's not gonna happen. they will work something out. for example. a diversion

for a year or so. don't do this again. we'll put it over a year will dismiss the case or pleaded the case taking anger management course. and we'll be done with this. i don't see him going to jail. but i do see a lot of people focusing on this. sure get him. get him put him in jail. where they should be focusing on is the homelessness . put your energy towards that. let the courts handle this. this is a low level misdemeanor. brooke did the right thing. but he shouldn't be punished and draconian way. so don't let politics interfere with this or the people of san francisco who are very vocal. get on the judges and make the judges afraid to do what's right in this case, and that's low level misdemeanor settlement should not include county jail video certainly has sparked and intends to attend. absolutely oh, well, we'll see how the case plays out. we have to leave it.

judging from housing and homelessness to climate change, and joining us now live as state assemblyman damon connelly of san rafael. nice to have you here. thanks for joining us this weekend. boyer a big year ahead , starting off with some very tough budget decisions. i know you've just been appointed to the budget committee. what's your reaction to the governor's $297 billion budget proposal? yeah no question about it. it wasn't too long ago, we were talking about unprecedented budget surpluses to the team of about $100 billion. we're now hearing projections there could be adapted sit anywhere from like 22 to $25 billion, so that's kind of setting the tone , particularly for those of us

just joining the legislature. and being part of the budget committee. so uh, the governor just issued his budget. it's a first step. there's some good news education is being fully funded priorities in my district like wildfire prevention that having been said there are some significant cards in the areas of climate, public transit and some other key areas, so there's going to be a lot of discussion, a lot of back and forth. between both houses of the legislature and the governor's office. uh very much looking forward to that. yeah i know. i know. there's going to be a lot of time spent over the next few months. evaluating what sadly, is a worsening budgetary outlook that you mentioned. so how do you propose closing that projected budget shortfall in and you mentioned some of the areas were there will need to be cuts. it's quite likely, and i think another thing to keep in mind is kind of the unprecedented levels of monies

that have been allocated over the last several years and part of our role as as state representatives is really to dig down, see how that money is being spent. is it being allocated in the right way doing some oversight of the budget as well? so i think that's gonna be a crucial part of the role. i think beyond that. it's really can be taken out the sharp pencil. it's going to be having honest conversations with our communities. i was happy to see that the governor is not touching the rainy day fund. i think one thing we could be facing and no surprise to anyone is possibly a worsening economic situation and potentially even a recession. so i think keeping those reserves in place is going to be very prudent as well. so i think beyond that, uh, i think it's going to be a lot of discussions. it's going to be

really circling back with our communities. um no surprise from the top issues on people's minds right now. homelessness how is that wildfire prevention? so those were only will be top of mind. they certainly will be. so how do you foresee the legislature trying to tackle the issue? let's say of homelessness. well and interestingly right now, i'm sitting in my district where all the bay area legislators have gotten together today, and we're having a policy summit. we're looking at what's working. what's not working right now? clearly programs like project home key that are enabling communities to provide permanent supportive housing are working. we've got to continue to find those the mental health uh and substance use components that are too often part of folks living on the streets and

encampments must continue to be addressed. so uh, the very issues we're tackling right now , from my perspective coming from local government. seen those issues front and center how as well as the communities and absolutely it's got to continue to be a priority, including, uh, not only just finding the funding but making sure that the money is spent wisely. i know that you're just now starting your career there in sacramento. but what i hear from people the most is we need more accountability for the billions of dollars that the state has spent on homelessness in recent years. sounds like you're going to try to tackle that. listen we don't have a whole lot of time left, but i do want to touch on something else. that's very important to a lot of california. is that of course, being climate change. you have also been selected to sit on the joint legislative committee on climate change policy. last year , state lawmakers passed that sweeping package of legislation

to address the issue. how do you plan to try to build on that momentum? yeah and i think it was a step in the right direction. i think california can justifiably say we're playing a leadership leadership role nationwide that having been said when you look at recent reports, for example from the air resources board, it's clear we could have trouble meeting are ambitious schools. part of my role is really taking a deeper dive. how do we? what do we need to do to get to those ambitious goals that we've set for ourselves? so i think part of that committee work again and we'll be oversight. is the money being spent? well how can we be doing a better job because we really should be in the lead our nation wide on things like maybe adoption and climate resiliency. so that's something i'll be focused on as well again.

congratulations on your victory and best of luck to you as you represent part of the bay area there in sacramento, thanks again for joining us. thank you so much. the clock is now ticking for congress to either raise or suspend the nation's debt limit or strike some sort of a deal to avoid financial disaster, the treasury secretary says. starting today, her department has to take measures to avoid a government default. many say this issue should not be up for debate by the group of republican lawmakers want to use it to force spending cuts. faxes lauren blanchard is in washington with more on the negotiations. the us has reached its debt limit. now congress is facing a deadline to reach an agreement on what to do, but the treasury secretary and much of washington hopes it doesn't take that long to clear up. it'll be fine. it's just all negotiation tactics. it's all screaming and hollering. in a letter to congress thursday, secretary janet yellen wrote that she now has to put in place her extraordinary measures to keep
