sufficient between now and the next storm to completely recover area officials also bracing for the storm by activating emergency response systems will look at different parts of the bay area and see what from. ktvu fox two news. this is mornings on two. well good morning to you. and we thank you for joining us. welcome the mornings onto i'm dave clark. good morning. i'm pam cook wednesday morning. january 4th. maybe a little calm before the storm. but you saw a lot of fog. lot of fog this morning. alright let's check in with steve paulson. it seems like we have a little bit of everything. you had wind. i had wind my humble place there and you had nothing. i don't think pamela was pretty clear. i was appreciating it. but it's a three forecasts here in the morning. now the fog is on borrowed time, because when the wind starts to pick up that will chew it up but east at 14, and this is going to be the one to watch southeast san jose. not
4:01 am
too bad right now, but it is picking up if you're not up yet, you will be right about now. watch this. look at that. that is a that's a that's a textbook. system here now it's different from the one we had on the weekend. we'll get developing rains in advance of it went and then the heaviest rain is tonight. i repeat the heaviest rain is tonight but for the morning to the east base and fog , wind is picking up. rain will develop and then heavy rain comes in tonight because of that southeast wind. don't be surprised if it's rather mild, especially san jose in the peninsula was some sixties on the temps. alright this man text me yesterday and said, i think we'll be busy for the next few, and i agreed. ah, good morning, sir. good morning, steve. yes you know, we do a little pre planning in the meeting here to talk about what's going to be out there and i'll tell you the traffic is moving along pretty well. this is a look at interstate 80, and you can see
4:02 am
traffic is moving along. okay however, if you stay looking at the screen here, there's going to be a chase. that's going to come right on by i can't believe that someone with this weather is trying to get away from the police, but northbound 80 80 traffic is going to be affected here. we're going to stay on it now. i want to let you know that you should never drive into standing water. a lot of people have gotten into trouble doing that. driving into standing water, so just don't do that. we've also seen that traffic has been busy and some of these other commutes. so we keep an eye on it here for you. north bong 8 80 be careful if you're driving into downtown oakland because of this chase. that's just about the come by at 402. guess what? we can't wait till at 402. let's go right back to the headlines. all right. thank you, sal. many people who are still dealing with flooded garages and basements are keeping a close eye on this next round of rain. steve just told

us about ktvu s brooks jarocz shows us the damage from fremont to oakland. it's a tale of two tasks cleanup. and preparation in oakland, long lines await heavy pallets piled up with what many consider their saving grace . i'm just gonna try to build a wall of sandbags and redirect the water i got. it's got some bad drainage of bad slope. everything is working against me in this garden so yeah, i'm just gonna try to guide the water. 10 sandbags per home will have to do all to prevent an instant replay of saturday. it's a nightmare, but we need the rain so badly and the ground is saturated in the hills gael morel hopes to tame this mini geiser. we're just trying to divert the water. from throwing so much mud into the street. muddy mess is what cleanup crews have been trying to clear for days. state route 84 near

fremont to signal his closed it suffered slides and washouts barriers are put in place and utilities are getting repaired following toppled trees on saturday afternoon, a tree one tree fell over and then another one fell over near the oakland zoo. dead city trees took out gwen fosters fence. my biggest fear is that the trees that are left one of them is going to fall over onto my house. to make matters worse, go inside her home and downstairs. but they've been running since saturday night. they sucked up water. water here. i had water. yeah about halfway across this floor through the bathroom. ah! so much rain so much flooding help came in the form of a small yet mighty sump pump now sitting set and ready for the next big storm right now, it's critical because it's kind of like looking down
4:05 am
the barrel of a gun, frankly, knowing that there are more storms coming and more than likely the same thing is going to happen because there isn't any way to stop it. stop the water at this point and check out alameda creek near niles canyon. the water is expected to rise with the rain and work crews say they've been making progress to clear all the culverts in the drains in hopes. this time the water will flow under not over the roadway. in fremont, brooks jarocz. ktvu fox two news. alright brooks, thank you and before the storm blows into the bay area, the city of san francisco held a news conference mayor london breeds that san francisco has not recovered yet from last week's storm. she's appealing for help is a storm closes in the time is not going to be sufficient between now and the next storm to completely recover, and so we are asking the public to just limit a number of things limit unnecessary travel later today,
4:06 am
san francisco's emergency response system will be activated and will stay activated as long as necessary. we do expect localized flooding and mudslides down trees and power lines to occur in san francisco, um, our job at our emergency operations center is to ensure that our storm operations are coordinated. and that we can respond effectively during this storm. sandbag stations will also be open for anyone who needs an extra layer of protection for their home with their property. the limit is five sandbags per vehicle. well with all these severe weather issues, it is a good idea to check the insurance coverage on your home or business situations differ, but general policies do not protect you from water damage caused by outside flooding. only a separate flood policy covers repair costs. former fema coordinator officer mark novo says just one inch of water can
4:07 am
cause tens of thousands of dollars in damages. that's coming so heavy and so fast. it's overwhelming the drainage systems and then it started to spread out into people's homes, and unfortunately with your traditional homeowners insurance policy, it does not cover flood damage comes into your home. you are covered for water pipe breaks, you're covered. but you need flood insurance. in these particular cases, one the water is coming from the outside into your home. novell recommends make sure your homes, gutters and downspouts are clear of leaves or other debris also clear the nearest storm drain to your home. to make sure that the water does not go into your home instead of seven. the bay area's regional parks are closing as that storm gets closer today and tomorrow all east bay regional parks and san mateo county parks will be closed many of the locations and the golden gate national recreation area will be closed in san francisco and in

marin, including alcatraz, and when you're beach and stinson beach and several parks and sonoma county will be closed, including the girl. linville river park. it could be difficult to get to and from the sierra. right now. there are no chain controls across the mountains on i 80 or highway 50 , but that can quickly change. the chp s telling people you need to if you need to go to reno, or like tahoe. you should leave as soon as possible because it will become more difficult later today and most likely into the weekend time now. 408 many bay area home and property owners are making be lines to hardware stores to get supplies and equipment before the big storm hits customers. been stocking up on things like sandbags, downspouts tarps, and many hardware store shelves are now empty. and some of the items sell out fast, and they're now hard to find. after the new year's eve day luge. this is all the rain gear we have left were cleared out of boots pretty

much. this time last week. this was full so you can see we're really getting low. stories like san francisco center hardware's that truckloads of supplies or delayed because of the holidays . however some shipments are expected today and tomorrow that today's the perfect day to download and use our fox weather app free app has live radar for your neighborhood. you can also upload photos of any pretty bad weather hitting ur neighborhood. alright 409 is the time my big advice too, because i did have some water damage last year from that huge storm that we had. you do have water damage. you have to call a water mitigation team in right away. steve we've talked about this, you mold forms very quickly, and i know you're you're immediately trying to stop the water, but you have to get somebody out there to do the water mitigation. they might have to pull out drywall and flooring right away, so don't wait up, but good advice, but
4:10 am
don't wait on it. if you do have damage alright, let's not wait on this because we have a lot to talk about here. we'll start with the high wind warning that is already kicking in here started at four am strong south wind here are not seeing it too bad yet, but it's beginning to pick up that will take us through 10 o'clock tomorrow. diablos 32 mph mount tam milpitas at 33 after that, not not crazy wendy yet, but it's going to later as this system inches closer, and there it is. i mean, that's just they put this in meteorology 101 when they say, look at this big system in the west coast. there it is. rain is beginning to develop an advance of it. this will be the warm sector coming in already starting to move in. this will be light to moderate, but you can see moving into the north mendocino county lake county parts of marin county. napa also sonoma that's the first band to come through. this is probably pretty close. there will be a lull as we had to around noon and then by about four or 56 somewhere in there eight o'clock tonight is when the front itself goes through, and that's going to be the really heavy rain, but we are
4:11 am
looking for steady rain picking up in intensity and again, santa cruz mountains looks to be in line for maybe some of the most, but this time i would think of areas marine county, napa county. sonoma county north might get more than they had the last couple of systems. i wouldn't travel if he lets you have to go right now, but it will be wind gusts over the over the some of the peaks there. 9100 mph and snow is on the way. but it will be tonight they are lined up as far as the eye can see. we are looking for about a week of rain here with very few breaks. we'll get a break on friday. but some of the projections look at ukiah 12.5 inches of rain in the next week . santa rosa, almost nine, san francisco almost six and because of this strong south wind is pretty mild forties and fifties on the temps 22 tall that snow levels going to go way up toward that strong south wind. so just if you don't have to go, i wouldn't if you have to take off now, but going home. i go early. if you see a little break in the rain take it because it's going to come back by the time. you
4:12 am
get to tonight fifties and maybe some mid sixties on that south wind, you guys all right. thank you. steve southwest airlines working to earn back the loyalty of its customers coming up the actions the airline is taking now after mass cancelations and delays over the holidays. we are bringing a new way of policing to our communities policing with humanity, policing with respect and compassion, alameda county's new sheriff says as she becomes the first latina to lead the sheriff's department, we have details of her top priorities. and don't forget you can have the morning headline. it's delivered right to you by signing up for the ktvu newsletter. just go to ktvu .com slash email sign up for

new sheriff moments before her big day at the scottish right center in oakland. super excited uh, i am definitely ready for the task, and it's definitely heavy lift. i know. sanchez says her priorities include improving community relations and restoring trust and agency settled by lawsuits, alleged misconduct and concerns over jail conditions. we are bringing ah, a new way of policing to our communities policing with humanity, policing with respect and compassion. she says she wants inmates at santa rita jill in dublin to be treated humanely and given chances to grow, making sure that we are putting measures in place services and programming in place for individuals who are coming back into society. she says. she plans the whole deputies accountable, and it's been a challenging past few months. dozens of deputies found have been improperly hired after doing poorly on psych exams. another deputy devin williams, charged with murdering a couple in dublin and yet another deputy charged with dui after crashing a sheriff's truck into a big rig

and take off on time. caltrain also said. says it's ready to keep people moving on time during and after the storm. there's a lot of things that could go wrong with a big storm like this big concern to be potential power loss over flooding or or trees falling across the tracks. account drained has its crews working 12 hour shifts throughout the storm so they can get to and fix any problems. fast barred riders. you should expect 10 to 20 minute delays so the bar trains can run slower that will prevent wet tracks from damaging the wheels of the train, which, as you can imagine, can cause a major problem. it's a flat spot on wheels, and it can happen when even the slightest bit of rain can cause wheels to flatten , especially on our yellow antioch's line and on the blue line to dublin. francisco bay ferry, also suspending service on two of its lines. the boats
4:21 am
won't run in or out of the south san francisco terminal or the harbor bay terminal in alameda. in those cases, rain doesn't really make a difference, but the strong winds forecast would make it harder to safely bring boats into the docks areas. all right. a lot of good preparations underway. we also have a full crew as well. roberta gonzalez is going to be out teaming up with steve this morning for the forecast and checking in on trouble spots. it's going to move in evening time. we'll get rain. well, okay, look, we'll get some rain here in the morning. this is the warm sector. the main front does not come in until tonight. but it could affect the evening community. but i think there'll be a little low and then we'll start to see a pickup, but it may not come until eight or nine o'clock or 10 o'clock tonight. the main front the cold front, but out advance of it will have a lot of wind and there will be some rain so heavy rain wind advisories already on high wind warning is out and travel will be very difficult, especially in the evening. there's also concerns for the russian river
4:22 am
at johnson's beach. so uh, i river flood warning has been issued. we're looking possibility getting up to 35 ft . plus flood stage is 32 so that will keep an eye on that, when forecast does have high wind warning that has been posted already started goes through 10 a.m. tomorrow there will be some roaring south coast. that's your system right there. now in advance of that. that's the warm front. the cold front does not get here until again tonight. there may be a little low on some of the rain, but it's not. you know, it's too hard to say for sure when, but you can see rain is already developing. this is the warm front sector coming in. sometimes you get a strong southeast wind that can take a little bit of the rain away, especially san jose south, seeing that happen before, but either way, this is all developing in the next 36 hours here. rainfall will be approaching flash flood guidance if it comes in too fast, too soon and again, the focus looks to be santa cruz mountains and that area's north, the sierra, the snow level will go away up winter storm warnings already started travel besides the wind,
4:23 am
and the snow will be tonight tonight overnight into thursday . i cannot emphasize that they are just this system is not going to knock on the door, it's going to break it down. and open up the door to multiple systems . here we may be. this may be the first of about five or six coming in, and they all look pretty juicy here to me, with some astronomical amounts of rain being forecast and snow kirkwood 88 inches of snow is being forecast in the next week. forties and fifties on the temps here, so look for rain, moderate to heavy and then really picking up tonight from that system, which will be with us all the way into thursday fifties sixties on your attempts for that strong south wind, you guys say thank you, thomas for 23 coming up with that big storm moving in is actually good news about the sierra snowpack will tell you the latest on the most recent snow survey. and the woman who the man who started shooting on a brooklyn subway train pled guilty. we're going to take a look at the charges

flash flood warning throughout the town. and if you live in a low lying area, one of the best places you can come to protect your vehicle is right here, which is the recreation center parking lot, but they're probably a couple 100 spots. they're all i can see is two vehicles so far, so nobody yet thinks that this is a real problem. i guarantee you when this one really starts picking it up in the weather starts picking up there will be cars here. but that is the situation when you look at this. what you realize is going on is that people don't yet see the real threat of this because they're not really seeing it and feeling it. the rain while it is existing is somewhat light. but when you see what the department of water resources director and the warning manager of the national weather service had to say about this storm then you start thinking a little bit differently. here's what they had to say. there is significant flooding from local rivers and creeks throughout california that is going to continue with the storms that we anticipate in the next several days, and it's
4:34 am
going to sweep across the entire bay area, so no place will be immune. you will see rain and wind across your area and you will see some areas that repeat flooding and a few areas that will be worse flooding. and the real problem with all of this is from the last storm. the ground is thoroughly soaked and a lot of the trees, for example, that we're sitting in very hard soils are now sitting in somewhat gooey soil, so if they have any weakness or in their root system, particularly and that wouldn't be unusual, given this stress the drought brings about any kind of wind could easily blow trees over so you should very much expect to have power outages as well as that the usual places that flood will flood and some of the places that are so thoroughly soaked are going to flood even more. that is the situation as we begin this morning will be moving on to other locations to see what's happening for now. tom baker ktvu fox two news back to you all right time now for 34

generate a lot of power, which means relying less on fossil fuels. it's a big day of preparation, including a lot of people want may want to, um, change their route this morning and take public transportation work from home because the evening is going to be tough or get out and get out earlier. that's my advice. get out earlier, but anyway, let's get to it here. heavy rain will be with us the heaviest rains tonight alright, doesn't mean we won't get rain before we will. we'll get some steady rain, but the heaviest rain will be with the front tonight. high wind warning is out. tire bay area hazardous travel roadway flooding heaviest will be tonight might even be after the commute. i mean it may not. the heaviest may not be until about nine or 10 o'clock tonight, but there's going to be all sorts of issues with the rain and also the wind. we also have a coastal flood advisories and flood watch . these will change so fast. it's almost just it's a moot point to try and update all this. but it will take us through tomorrow as well. tomorrow afternoon. there's concerns for the russian river at johnson's beach. current

some 5 to 6, if not more. the series under a winter storm warning. they're also not only the snow that most of this will be thursday morning, it'll be a wind event. i think today going if you have to go up 50 or 80 more so than then snow rain as well. fifties on some test due to our roaring south wind eventually developing, which makes for a mild day, san jose and parts of the peninsula as well. but rain is moving in, and that system will be with us tonight and into tomorrow. the only break i see is friday and then there are just it's they are lined up. as far as the eye can see. yes look at that. kirkwood the snow forecast is for 88 inches of snow, truckee 48. and 12.5 inches of rain for yukiya 50 sixties, maybe even some mid sixties will get rain and wind today into thursday, a break friday and thenor saturday sunday, probably monday and tuesday. thank you, steve. we do have a look at more preparations in the east bay up next. we continue our team coverage on the storm that is headed for the bay area and the

4:49 am
getting into trouble, and the number one cause is that people are driving too fast for the conditions. you see the same mateo bridge that looks okay as well. but definitely some rain out there. you can see traffic is light, though, if i put it up here on the road centers when you see green, it looks good purple means the road is closed, so niles canyon road between signal, and fremont is closed right now, and it's probably going to stay that way because of all the mud and debris. we have a lot of road closures of some of the longstanding commutes there because you know when they're when they are mountain, this roads or hilly roads. for example, marsh creek road is closed between deer valley road and morgen territory road due to continued brock and mudslide. that's what you're expecting today and for the next really, for the next few weeks at 4 49. let's bring steve back in with today's weather. it has begun. sal that, yeah, i can only just broad brush everything. there's just too

much going on heavy rain. flood watch for the entire bay area. also coastal flood watch for areas that are prone to flooding here. flash flooding is possible . strong wind high wind warning is out for the entire berrien and down trees, power outages and roadway flooding. it could be very tough travel here for a number of reasons. as you probably already know floodwaters. these will change fast and furious. i you know, it's just once everything begins , it's almost impossible to stay on top of it. but for the russian river, all eyes will be on around johnson's beach there early friday morning, okay, because flood stage is 32 ft. expected to reach at least 35 wind high wind warning is out that will take us through tomorrow morning at 10 a.m. so that's a long duration there but good good gust 60 to 70 mph just an absolute huge system. that is going to come in and multiple pieces here you have a deep, deep southwest air flow, and that is in training that low, copious amounts of moisture or getting the warm front right now
4:51 am
, so this is the more steadier rain, but the rain has begun. i mean, i'm again from it. it's going to be some steady rain, which can add up pretty fast, but the main front does not arrive until tonight. and when that happens, that's when the strongest win and also the heaviest rain will occur. that will have what's called strong forcing, which is going to produce some really heavy totals here. 2.5 4, maybe eight and some of the favorable locations for the sierra winter storm warning is up, but the heaviest snow will not be until overnight into thursday, but it will be a roaring wind. on 15 80. if you have to travel up there with rain until we get to mark tonight and tomorrow. because of this kind of a pattern. it can be really warm. san jose, santa clara valley and the peninsula with a strong south southeast wind, but rain develops. it will take us through. there might be a little lull here around the noon hour or so or early afternoon until the system arrives. but i mean after friday , it is one system after another after another after another. yes colquitt 88 inches of snow
4:52 am
forecast. uk a 12.5 inches of rain santa rosa, eight and three quarters. if santa rosa gets eight, the russian river gets 16 just so you know if san jose gets 5.5 santa cruz mountains get 11 to 12, so you know we're there's just no way around this. there's a train of these systems on the way 50 sixties. rain wind wednesday thursday a break friday then more rain moves in saturday sunday, probably even into monday and tuesday. all right. thank you, steve south bs morning as the area will join us live with an update on the conditions and the actions people

the four historic defeat for house republican kevin mccarthy , who failed to win election to speaker of the house after three rounds of voting, the house adjourned without electing a new

speaker. that's the first time that has happened in about 100 years as ktvu political reporter greg lee tells us it was a tumultuous start for the new congress. the 118th congress began in washington, dc, with republicans taking control of the house, but before lawmakers can be sworn in and get to the business of governing, they must elect a speaker. what we're seeing is the slow roll out of the civil war within the party in terms of its direction and where it's going that began in the aftermath of the november midterms, house republican leader in california congressman kevin mccarthy, fighting for the gavel and at odds with hardline conservatives in his party. we may have a battle on the floor. but the battle is for the conference and the country and that's fine with me. a speaker has not been elected with 19 defectors. mccarthy failed to get the votes he needed in the first round, the first time in 100 years, the speaker vote has gone to multiple ballots this despite weeks of him lobbying

and offering concessions, including one that would allow five lawmakers to force a vote to oust the speaker at any time. the differences between joyce and jordan's or biggs and bacon . they pale in comparison to the differences between us and the left, which now unfortunately controls the other party. so we had better we had better come together congressman jim jordan , who won six votes in the first round, try to unite his party around mccarthy by nominating him in the second round. but the standoff continued. jim jordan is humble. perhaps today humbled to a fault. maybe the right person for the job of speaker of the house isn't someone who wants it so bad. california democrat ted lieu mocked republicans tweeting this photo holding popcorn before the votes for their part, the minority party nominated hakeem jeffries and voted as a block we are unified behind a speaker who will continue that progress despite the chaos on the other side after the house failed to

5:00 am
week. yes i don't know about them. and there's rain as far as the eye can see. yeah i mean, maybe out to the 16th, which is a long haul here. but this is a huge system and i don't as you know, i don't hype things here, but when you see that that, okay ? this is different from what we had on saturday completely different, but there's actually two or three pieces of this. the warm front sector which is coming in now, giving us some steady rain. the strong south wind in advance of that that's a really deep low pressure system. high pressure does not like it, so it fills it with wind. that's why we're getting a strong south wind that will roll roll in tonight, and we'll have onshore wind and rain all the way into thursday. a wild wednesdays on tap fogs to the east bay, but it has to get chewed up pretty soon because the wind's picking up rain develops then heavy rain and wind tonight temperatures pretty mild here to do that roaring south wind, maybe some low sixties right over to salads . five o'clock and i'm guessing we already have some issues out there. we do have some steve and just another warning for you not to drive into standing water if
5:01 am
you do have to be out there and also if you can. today and tomorrow are not great days to be out there. let's go to the bay bridge. it' already raining and, as steve said, the heavy rain is going to be later but any cause on the road. we look at the bay bridge you can see it is already wet out there and looking at the chp list. we've had a lot of fender benders, but not a lot of major crashes right now. as you can see, we'll come back with a whole list for you. but the east bay still looks good. it's 501. let's go back to the headlines. all right. thank you, sal people in the east bay who are still clearing mud and water out of their homes and garages are taking steps. to prevent more flooding today, people shoveling mud away from their sidewalks and doors and piling up sandbags outside their homes. 111 woman in oakland told us she's just taking things one day at a time. it's critical because it's kind of like
5:02 am
looking down the barrel of a gun, frankly, knowing that there are more storms coming. and more than likely the same thing is going to happen because there isn't any way to stop it. stop the water at this point. city and county crews are also trying to clean up the gutters in culverts before they're filled with water, debris and mud again and before the big storm blows into the bay area, the city of san francisco held a news conference and mayor london breed said san francisco has not recovered yet from last week's storm. she's appealing for help is that storm closes in the time is not going to be sufficient between now and the next storm to completely recover. and so we are asking the public to just limit a number of things limit unnecessary travel. now later today, san francisco's emergency response system will be activated and it will stay activated as long as necessary. we do expect localized flooding
5:03 am
and mudslides down trees and power lines to occur in san francisco. um our job at our emergency operations center is to ensure that our storm operations are coordinated. and that we can respond effectively during this storm. sandbag stations will also be open for anybody who needs an extra layer of protection for your home or property. the limit, by the way , is five sandbags per vehicle. the storm will not spare any part of the bay area. but two major problem spots are usually the mountains and the low lying coastal locations. that will certainly be the case this time around. ktvu tom vacar live in mill valley to talk about the weather advisory there. how's it? look, tom? well i'll tell you, you got both. here. you've got people living up in the hills that are threatened by flowing water and certainly threatened by mudslides. and then down here in the lowlands. you have people who are threatened by flash flooding,
5:04 am
and we're in the period of time . right now, with the tide is rising. about nine o'clock will be high tide, and it will be okay because the main force of the weather hadn't moved. it hasn't moved in 11 o'clock tonight when it comes up that could be a real real problem. now that mill valley police are saying to people if you are a low lying area, please move your car out. here's the recreational center of mill valley, and they've got a couple 100 parking spots. i count exactly two cars here. nobody's taking it terribly serious yet i suspect if we came back here in a few hours will be a lot of cars here. and the reason i suspect that is that the head of the department of water resources who needs all the water she can get, and the national weather service says this may be way too much water. there is significant flooding from local rivers and creeks throughout california that is going to continue with the storms that we anticipate in the next several days, and it's going to sweep across the entire bay area, so no place will be
5:05 am
immune. you will see rain and wind across your area and you will see some areas that repeat flooding and a few areas that will be worse flooding. and we're going to start moving around a little bit to show you some other things that are going on. but again, if you're in a low lying area, you can expect that if you've had flash flooding, you're going to get flash flooding, and it'll probably be more flash flooding and places don't normally flash flood. well, they could flash flood as well, because this is a big load of water coming, and it's going to keep on coming literally through the weekend. except for i think a break on friday reporting live tom vacar ktvu. fox tuning. alright thank you, tom. i know he's there in mill valley. as he said, like a lot of our area. steve there are creeks and mountains all around the bay area. so these are going to be our trouble spots. the one person i never have to worry about is tommy baker. he always aces. he's aces. he knows what's going great info. yep yes, he's very sharp. he knows what's going on. and he's absolutely
5:06 am
right. there will be multiple systems, and friday might be the only break we get. there's just so much going on. i just have to get to it here. tom mentioned it. i'll mention there's a flood flood. watch out. tire bay area coastal flood watch as well for the usual low lying areas. flash flooding is possible. high wind warning is out, takes us through tomorrow. hazardous travel roadway flooding, the heaviest rain will not be until tonight. it might even not even be until nine or 10 o'clock tonight. so i don't want to say the commute because there might be a law. but i mean, it's just too too too much to say yeah, that's going to happen. i would expect a lot of rain and wind to take us into tonight and overnight into tomorrow in the rain will continue. that's just an absolute monster of a system. and that's going to play into our weather all day today and then really play into it tonight. overnight into tomorrow, rain has begun. now this is the warm front sector. so this is more of the light, steady rain, but you can light steady rain can add up fast. ask anybody in the russian river in the santa cruz mountains or the coastal hills within a couple hours. you have a lot of rain, and that's what we're going to
5:07 am
get. the main system, though again is tonight. that's when the heaviest rain will occur and also the strongest gusts. but we're seeing maybe 2 to 5 inches out of this system here, if not locally, 6 to 8 for year will be a snow event. i think later tonight into tomorrow, but it will be a roaring wind event on 50 and 80 this morning. fifties on some of the temps, a strong southeast winds in san jose in the santa clara valley can actually delay some of the rain and it just sucks the moisture right out of it. eventually it'll get there. this is also a very warm pattern on the peninsula, but there's just rain in the forecast. the heaviest will be i think to the north is this system marches in and there are multiple systems here lined up off and on rain saturday, sunday, monday tuesday there are some projections of no break until around the 16th or 17th no big break until around the 16th or 17th, in which case we're in for a heck of a lot of snow and just some copious amounts of rain here. i mean, if san francisco gets six, and san jose five, that's 12. that's a foot of rain, the santa cruz mountains and if santa rosa gets
5:08 am
nine, that's 18 inches for areas in the santa cruz mountains and uk at 12 and three quarters. i don't know how else to spend it. it's going to be a wild pattern here for about 10 days here fifties sixties on the temps, rain off and on picking up rain wind tonight more rain thursday does look like some of the break friday. more rain moves in on the weekend. all right. thank you. steve southwest airlines working to earn back the loyalty of its customers coming up the actions the airline is taking now, after mass cancelations and delays over the holidays. we are bringing. a new way of policing to our communities policing with humanity, policing with respect and compassion. ballerina county's new sheriff says that she becomes the first latina to leave the sheriff's department. we have details of her top priorities.

all the severe weather headed our way. it's a good idea to check the insurance coverage on your home or business situations differ, but general policies do not protect your home from water damage caused by outside flooding. only a separate flood policy covers those repair costs. former fema coordinating officer mark novo says just one inch of water can cause tens of thousands of dollars in damage. that's coming so heavy and so fast. it's overwhelming the drainage systems and then it started to spread out into people's homes, and unfortunately with your traditional homeowners insurance policy, it does not cover flood damage comes into your home. you are covered for water pipe breaks, you're covered. but you need flood insurance in these particular cases when the water is coming from the outside into your home. he has really great advice for all of us. we should all make sure the homes, gutters and downspouts are clear of leaves and debris and also clear
5:12 am
any of the storm drains near your home to make sure the water does not go into your home instead. time now, 5 11. the bay area's regional parks are closing as that storm gets closer today and tomorrow all east bay regional parks and mateo county parks will be closed many of the locations and the golden gate national recreation. area will be closed in san francisco and in marin, and that includes alcatraz, muir beach and stinson beach, and several parks in sonoma county will be closed that includes the gardenville river park. it could be difficult to get to and from the sierra as well. right now. there are no chain require chain controls across the mountains on i 80 or highway 50, but that can certainly change quickly. the chp is telling people if you need to go to reno or lake tahoe, you should leave as soon as possible because it will become more difficult later today and most likely into the weekend. now sal was just
5:13 am
talking that anyone who has to go out in the rain should not expect traffic to run. normally the chp reminding drivers slow down. turn on your headlights. when you are turning on those windshield wipers. that's the law in california. it's also a good time to check your tires. make sure that they are in proper shape. enough. tread enough air. local airports say they are ready for the storm. they've taken steps to prevent runway flooding, so flights can land and take off on time. caltrain also says it is ready to keep people moving on time during and after the storm. there's a lot of things that could go wrong with a big storm like this big concern to be potential power loss over flooding or or trees falling across the tracks. caltrain has its crews working 12 hour shifts throughout the storm so it can get to and fix any problems right. bart riders should expect him to 20 minute delays so that trains can run a little bit slower during the storms that
5:14 am
will prevent wet tracks from damaging the train wheels, which could cause a big problem. it's a flat spot on wheels, and it can happen when even the slightest bit of rain can cause wheels to flatten, especially on our yellow antioch's line and on the blue line to dublin. san francisco bay ferry is also suspending service on two of its lines. the boats will not run in or out of the south san francisco terminal or the harbor bay terminal in alameda. in those cases, rain does not make a difference, but strong winds in the forecast would make it difficult to safely bring the boats into the docks. 5 14 many bay area home and property owners are making be lines to hardware stores to get supplies and equipment before the big storm hits. customers have been stocking up on things like sandbags. downspouts tarps and as you can see, many hardware store shelves are empty. now some items sell out fast, and they're hard to find. after the new year's eve day luge. this is
5:15 am
all the rain gear we have left were cleared out of boots pretty much. this time last week. this was full, so you can see we're really getting low and stores like san francisco center hardware's that truckloads of supplies are delayed because of the holidays. however some of the shipments are expected today and tomorrow. don't forget today's the perfect day to download and use the fox weather app. it's a free ad. it has live radar for your neighborhood. you can also upload photos of any bad weather. hitting your neighborhood. again it's 5 15 to south bay expects to get a lot of rain could cause more flooding. today ktvu is amanda quintana's in santa clara county now where officials have been preparing since last weekend, storm moved out. amanda what it's like out there. what's it like out there now? we've got some rain, but i will say it's not very heavy rain right now. and last night, san jose, the
5:16 am
city declared a state of emergency ahead of this storm. they're telling people to be prepared and included in that was a mandatory evacuation for on housed people that are living along some of the creeks here, so i'm not kelly park. one of the creeks that runs through here is coyote creek. san jose. police used a loudspeaker last night to make announcements along coyote. greek guadalupe and penitentiary creeks, telling people living there to evacuate the waterways and local organizations helped deliver tarps and survival items like sleeping bags. we need to make sure that we get to every person we're going along our waterways alert them to the risk of this upcoming storm that we see on the way and we're asking them to move back from the rivers and creeks. you might remember in 2017 coyote creek flooded very quickly. rescue boats had to
5:17 am
carry several 100 people in the neighborhoods along the creek to safety. the worry is that something like that could happen again. so that's what the evacuation order is trying to avoid. but there is some good news. back then the anderson reservoir was nearly full water had to be released. that is not true. right now it's nearly empty. but still police say if you're in the banks of the waterway right now, your life is in danger. santa clara county identified hotspots for potential flooding, but say any waterway could rise quickly. during this storm, city officials say they are trying to help people find shelter. they are increasing the number of beds that they have from 50. to 80 in some of those overnight warming shelters, so they're increasing that, they say also if people do not want to go inside a shelter, they're trying to deliver some supplies to people. i will say when we were driving here. we did see a parking lot just down the street
5:18 am
where it looks like summon housed. people were gathering there, so they possibly have been moved. from around the creek area to another area, but also given some supplies live in san jose, amanda chemchina ktvu fox two news. thank you, amanda for that update. the alameda county sheriff's office is now led by a latina woman. for the first time, yesenia sanchez was sworn in as the 23rd, alameda county sheriff during a ceremony in oakland. sheriff sanchez has worked at the sheriff's office for the past 25 years and served as the commander of jails for the last two years. during the ceremony, sheriff sanchez talked about her priorities and plans moving forward. historic moment as yesenia sanchez was sworn in as alameda county sheriff. congratulations, sheriff. sanchez, a 25 year veteran of the sheriff's office, is the first woman and latina to fill
5:19 am
the role. those short in stature. you all can't see it, but i have a step solano need to arrange real quick before i begin my speech. sanchez is standing tall, confident initial reform and agency that's seen its share of controversies. i spoke to the new sheriff moments before her big day at the scottish right center in oakland. super excited i am definitely ready for the task, and it's definitely heavy lift. i know. sanchez says her priorities include improving community relations and restoring trust and agency settled by lawsuits, alleged misconduct and concerns over jail conditions. we are bringing a new way of policing to our communities policing with humanity, policing with respect and compassion. she says she wants inmates at santa rita jill in dublin to be treated humanely and given chances to grow, making sure that we are putting measures in place services and programming in place for individuals who are coming back

into society. she says. she plans the whole deputies accountable, and it's been a challenging past few months. dozens of deputies found have been improperly hired after doing poorly on psych exams. another deputy devin williams, charged with murdering a couple in dublin and yet another deputy charged with dui after crashing a sheriff's truck into a big rig on 5 80. livermore i'm going to make sure that individuals that do behave poorly that they are discipline in a way where their behavior is corrected. sanchez succeeds greg ahern, who served as chair for 16 years and retired tuesday after serving 43 years, sanchez says she was a rebellious, defiant girl who didn't really care for law enforcement while drawing up now she's a trailblazer as the 23rd sheriff of alameda county in oakland, henry lee ktvu, fox two news. henry thank you time now. 5 20. let's go right to south. it's raining outside our studios now now, and i know the roads are wet around the bay area, and the traffic appears to be just a little bit lighter. and i think
5:21 am
that all the talk about the storm coming in has altered traffic pattern. some people are saying you know what? i'm going to work from home today, and that's a smart call. in my opinion. let's go out to the bay bridge toll plans. we don't have a big backup yet. we've had a couple of collision small ones, but nothing major. we do. you have standing water out there just in my experience in doing this a long time. people tend to get into trouble when it's raining at all, even if it's light rain, and some of this rain will not be light as you heard, steve say. this is a look at the commute on 5 80 still looking pretty good out there, so take it easy and remember to leave extra time. if you do have to be out there. it sounded bring steve in to talk about today's weather. it's 5 21. thank you. there are multiple warnings and watches impossible to keep up. we'll leave that to the national weather service in monterey, but we'll give you what we have so far flood watch out. also. coastal flood watch flash flooding excessive runoff . i would have to say sycamore creek and danville needs to be

rain, but light, steady. rain can certainly add up over a period of time here, this will be with us. there might be a little bit of a lawler a break. say late morning early afternoon, i you know, but then the wind will come roaring in. and along with that front tonight, there are projections of this front, not making it until 10 o'clock tonight. now there will be ring well before that, but some of the heavier amounts you can see her to the north and also in the santa cruz mountains this year will deal with wind and rain. first, it will probably not turned to snow until late tonight, overnight into tomorrow, but just some huge amounts of being forecast over the next week, along with a heavy rain for us as well. this kind of a pattern can be a warm one for the peninsula and also the santa clara valley due to that strong southeast wind, but anyway, you look at it. rain is here, and it's going to be with us for about 36 hours off and on heaviest will be tonight into tomorrow. the only break i see over the next week is on friday. there will be more rain on saturday sunday and maybe another big rain event on monday into tuesday, and that is the projection for colquitt 88 inches of snow and for uk a 12.5

5:32 am
. there's already rain now. but yes, the main cold front will be tonight, but we'll have rain all day. probably most of the day. the wind is picking up for some here. napa airports east to 21. but this the high wind warning has already been posted. that will take us through tomorrow but again arrange this is the warm sector rain. it's here. i think, anyway, i'm just going to move on. this system is on its way. and there it is. it's a it's a monster system. no doubt about it. so wind rain and heavy rain on the way. it will be a wild wednesday. some fog, but i think that gets chewed up pretty fast ranges. developing heavy wind and rain highs today will be in the fifties to maybe they're 60. alright saleh's here now and he's going to tell us what this time it's still relatively light out there. i think some people are perhaps using option is not to drive in this weather. even though it's raining a little bit. we've had a couple of crashes, but mostly if you have to go, it is pretty light out there. you can see the bay bridge, wet weather and light traffic so far now, usually it doesn't get heavy
5:33 am
until the six o'clock hours, so we're not really sure what to expect. as we look at the same entail. bridget also looks lightly traveled. and just from, you know, anecdotally, just hearing people say, well, you know what? i'm going to choose to be flexible and not drive on wednesday and thursday, probably a good idea if you can do it as you look at the road sensors, we're not seeing a lot of traffic. we do see a closure, though. but on niles kenyon road between fremont and signal that's been closed all week probably will stay that way for the next few. as they have a lot of debris on that roadway. you 6 80 or mission boulevard instead , 5 33. let's go back to the desk. alright, sal. thank you. we have reporters out in the field around the bay area and in dublin on inspiration drive near valley christian elementary school. ktvu is roberta gonzalez . you're out there. you see your umbrella? what's it like where you are? which is like where you are. oh david has been a steady rain here and i'm gonna take down the umbrella so you can see the bright lights of the tribe valley that amador valley right

5:35 am
er of the elevated county public works, and he's going to be joining us live at seven o'clock this morning. he was saying, if you have in your street name, anything with the canyon like crow canyon, then you should expect some flooding today. plus, this county is home to about 1.5 million people, and we have 14 incorporated areas and six unincorporated areas, plus many rural areas out towards the rodeo fairgrounds in the livermore area. these areas can anticipate some mud and rock slides today. it is certain we're going to have some flooding today. it is also certain we're going to be experiencing some slides and the wind is another. other factor of all this today, so it's going to be a double punch. this area here is anticipating wind gusts and 40 to 50 miles per hours, easily not as battering as along the coastal areas today, but we're battening down the hatches here throughout the tri valley, we will continue to see the

rain, increasing intensity and we will be with you all morning live here from dublin reporting from inspiration, dr roberta gonzalez. alright roberta. thank you so much for that update, great to have her out there with all of her knowledge and experience, not a great time to head back to the classroom. but classes resumed today in the oakland school district after the winter break, the school district issued an advisory to students and their families about the weather advising students wear warm clothing and outer layers that are waterproof. so they can stay dry inside the classroom parents dropping off and picking up their children should plan for extra time and watch for pedestrians and those slick roads and warming centers in santa clara county will be open as a flood watch and high wind watch were issued for the entire bay area and look on your tv screen. now you'll see some of the locations, libraries and cupertino, those altos, milpitas and gilroy are some of the locations opening today for people in need. there will be bathroom. rooms there places to

kind of a pattern, even though it doesn't look very heavy. now you can certainly add up pretty fast for here is like santa cruz mountains, coastal hills around mount tamil pious also up into the russian river. i'd say 2 to 4 probably should cover with isolated areas of 68 possible. the sierra will be more rain and wind until late tonight, overnight into tomorrow when snow will be on the go look at napa airport, east 21 gusting almost 30. fairfield northeast. that's all turn south southeast . has the front gets closer fifties on a lot of the temps are forties as strong south wind can be a mild one for a few hours on the peninsula. also san jose santa clara valley so some low to mid sixties would not surprise me. but look for rain to develop, maybe a lull or a brief break late morning early afternoon, i doubt it, but maybe there could be one before the system starts to barrel in tonight. this will be the first of many will have rain today. tomorrow break on friday. more rain saturday sunday, maybe monday tuesday, as well as some just some eye popping totals being forecast over the next week here, 6 to 12 inches of rain for us, that's a lot of room 50 sixties on the temps and

was everyone. those busses had zero people on them, their commute busses going into the city. and i want to show you something. if you take a look over here, the warning is up high tides and flooding observed no parking signs. vehicles will be cited. and then if we pan over a little bit to the left, you will also see genentech bus coming through right now to pick up passengers, of which there are none over there to pick up. ah but over the left of that you will see that the rest of the parking lot is pretty much cordoned off. so the situation here is, i think where it is most other places that people are paying attention to the fact that they really shouldn't be going to work. coming back to you now, um the reality situation becomes this a little bit later because of other conditions that are going on. this place is going to flood. it's almost certain that that's going to happen and what we will do is move on to other places where it's likely to be going on and we'll show you that. that's

my situation here right now back to you. all right, tom. i know you and i are both familiar with marin county. it's often affected by the tides, the high tides that sometimes come in with these storms. do you have any information about how that looks? yeah, i looked at the tide charts and two things are gonna happen about nine o'clock. the tide will be high, and you got to remember the higher the titus that you know. a rising tide lifts all water, and the problem is when it lifts all the water. the water that's running off doesn't have anywhere else to go. and hence you get flooding at places like this. that's one thing. the one to really be concerned about. this one happens about 11 o'clock tonight because then we're going to be in the storm is going to be massive amounts of runoff and the tide is going to be high, so places but normally would flood will certainly flood, but a lot of places don't make flood as well. so this is looking to be something a little bit delayed, but it's still packs a #### of a wallop. to say the least. alright good information to have as we get into, as you mentioned tonight, being the worst and then having that high tide as
6:04 am
well. so for people living near the oh, lying areas. those creeks. tom. thank you. we will check in with you throughout the morning. we're also checking in with pg and e. they say they are getting ready for the possibility of power outages piling equipment. we're bringing in extra crews from less impacted areas. we've activated our mutual aid agreement, so crews are actually coming up from southern california edison . they got here on my name and they're helping with our restoration efforts. with concerns about downed power lines. pg and e. says it has been doing some extra tree trimming work in advance of this storm. one spokesperson tells us if power does go out restoration will depend on safety. however, the utility also says it tries to restore places like hospitals , schools and stores and businesses. first when it can pam time is now 604. the south bay expect to get a lot of rain and more flooding is possible. ktvu is amanda canton is already in santa clara county. you've
6:05 am
been out there while the preparations for flooding continues. good morning, amandao the city of san jose has declared a state of emergency. they did that last night in preparation of this storm. also included in that is mandatory evacuation orders for some of the areas around creeks. they're really trying to get the word out to unhappy as people that are living along creeks. so here where we are um this park the guadalupe river is right there behind me, and we've been able to see that there are still some people intense there right now, but it looks like they have moved up a little bit trying to find some higher ground. but there are a few tents here still now last night, san jose police used a loud speaker to make announcements along the coyote, guadalupe and penitentiaries creeks telling people living there. to evacuate those waterways and local organizations help deliver tarps and survival items like sleeping
6:06 am
bags. we need to make sure that we get to every person we're going along our waterways alert them to the risk of this upcoming storm that we see on the way and we're asking them to move back from the rivers and creeks. you may remember in 2017 coyote creek flooded very quickly. rescue boats had to carry several 100 people in the neighborhoods along the creek to safety. the worry is that something like that could happen again. so that's what the evacuation order is really trying to avoid. but the good news is that back then the anderson reservoir was nearly full and water had to be released. that is not true. now it is nearly empty. but still, police say, if you're in the banks of the waterway, your life is in danger. santa clara county identified eight hot spots for potential flooding, but they say any waterway could rise quickly . during this storm, city
6:07 am
officials say they are helping to find people shelter there also increasing capacity at those overnight warming shelters from 50 to 80. they say if people decide they do not want to go to a shelter, they're also trying to get some supplies to them out here, so they are trying to help some people get into shelters. if they don't want to. they're bringing some things out to them. live in san jose, amanda king panic. ktvu, fox two news. all right. thank you, amanda. we'll check back in with you throughout the morning. there are already some evacuation orders in parts of the santa cruz mountains. even before the brunt of the storm begins. people in the neighborhood along white house canyon road off of highway one on the edge of santa cruz and san mateo counties north of davenport's are being told to leave. take a look at the map there, the santa cruz county sheriff's office says. a culvert is about to break two miles inland from highway one, which would completely washed out the road and keep people stranded
6:08 am
our time. 967 and watson's ville mandatory evacuation orders were issued for neighborhoods at high risk for flooding right now, people who are in homes that are east of highway 1 52 are advised to evacuate now, the police and safety officials say the residents there are mainly elderly and other, more vulnerable members of the community. the city wanted to get them. extra time to get out of there. the people we talked to say they're doing their best to help each other and protect their families and their property. i don't have nowhere to put these cars right now. so i'm just going to have him here and just lift them up right now, with these jack stands and just wish for the best, like my brother said, you know, god is good man. we just got to have faith. other people who need a place to stay can go to the overnight shelter it cesar chavez middle school, ramsey park will be a place for residents to meet up with their family members and also collect information on available services and pets can be taken

to the animal shelter airport boulevard. bay area school districts say classes will not be canceled today despite the weather districts in san francisco, oakland, santa rosa, another cities all say school will go on as planned. today is the first day back from the winter break for students in some areas, including oakland and santa rosa. the district's all say they will be taking precautions and keeping students indoors. but they say they will not cancel classes. many bay area districts, including mount diablo, unified in san jose unified are still on winter break until next week. john now 609. if you do go out in the rain today, don't expect traffic to be normal. the chp reminds everybody, especially drivers. slow down, put on your headlights when you turn on your windshield wipers, which you need right now. it's also a good time to check your tires. make sure you have enough air in them . and there's enough tread. the local airports are ready for the
6:10 am
storm. they've taken action to prevent runway flooding, so flights can land and take off on time. caltrain also says they're ready to keep people moving on time during and after the story. there's a lot of things that could go wrong with a big storm like this big concern to be potential power loss over flooding or or trees falling across the tracks. caltrain has its crews working 12 hour shifts during the storm so they can get to and fix any problems fast. if you ride bart expect 10 to 20 minute delays so the bar trains can run slower that will prevent wet tracks from damaging the train wheels that could cause a major problem. it's a flat spot on wheels, and it can happen when even the slightest bit of rain can cause wheels to flatten , especially on our yellow antioch's line and on the blue line to dublin. that same

francisco bay ferry, also suspending service on two of its lines. boats will not run in or out of the south san francisco terminal or the harbor bay terminal and alameda. in those cases, rain really doesn't make a difference. but the strong winds that steve's been talking about would make it hard to safely bring boats into doc's. that's definitely another big part of the story. time now. 6 11, pam and dave right now we do have westbound 24. some of the other commutes. i'm going to show you under some rain, and that means that people are going to be driving slower. you should plan for more time. i think a lot of people have been laying off the commute, just looking at some of these commutes that are normally see. certainly people are out there. but it is a little lighter than usual even later than yesterday. at this time when it can more people are back, but i just people think i just think that people are using flexibility not to drive today or tomorrow and you can see that the roadways are out there
6:12 am
raining now and usually when it rains like this, any sort of rain we have a bunch of crashes , but today those numbers have been down so far. cross your fingers. now the community is going to be a little bit worse from what we've been hearing this afternoon, so plan accordingly. you heard that us tell you that bart has system wide delays and i just want to remind you again. trains weren't exactly beyond time. maybe 10 minute delays, but i still probably a better option than driving at 6 12. let's go back to the desk. thank you, sal. we enter day two of the new session why it's still unclear of california congressman kevin mccarthy has the votes to become speaker of the house and new layoffs by sales for us, one of san francisco's biggest employers with the ceo of salesforce says about the big job cuts.

sales says it is laying off as
6:15 am
much as 10% of its workforce. salesforce ceo announced the broad cuts in the letter to employees sent out this morning. people who are losing their jobs are also being notified this morning. the layoffs will impact thousands of people. it's unclear how many of the people who lose their jobs will be here in the bay area, but globally salesforce has more than 79,000 employees about 10,000 of those are in san francisco. the company has increased its staffing by 30% during the pandemic time. it's 6 15 today in washington, d c. republicans in the house of representatives will try once again to elect a speaker of the house after california congressman kevin mccarthy failed to get enough votes after three rounds of voting. erasmus is here in the studio. now they explain what is going on and how this is very unusual alley to give you an idea how unusual this is the first time in 100 years that a vote for house speaker has gone to multiple ballots again three times and kevin mccarthy failed
6:16 am
. yesterday 19 republicans voted for someone else other than him , but mccarthy believes he will eventually be elected. we may have a battle on the floor. but the battle is for the conference and the country and that's fine with me. some republicans say they don't support mccarthy because they believe he's not conservative enough. mccarthy has offered some concessions to win the speakership, including one that would allow five lawmakers to force a vote to oust the speaker. at any time. mccarthy can break through the stalemate, analysts say. it's unclear how long he'd actually be able to hold on to that position. can he lead the caucus forward and leading the caucus forward is very difficult, right ? it took down john boehner that took down paul ryan the caucuses , the caucus has shifted farther to the right since that time, congressman mark desaulnier, a democrat, tells us it's discouraging to see a small minority of republicans holding up congresses business. nothing can get done until speaker is elected. even those newly elected members of the house
6:17 am
can't even be sworn in yet. from my perspective, it's very irrational. that's not based on anything that's logical to me. there are a lot of generalities about draining the swamp and corruption. um a lot of us would like to see this institution be more valued and trustworthy and transparent, but they're not giving specific ways that they're holding out for. that would do that. in contrast, democrats nominated new york congressman hakeem jeffries as their minority leader and elected him unanimously, so no drama there, but until the house speaker is elected. members of the house can't be sworn in and no other business can continue. the house returns for more votes. at nine o'clock our time. david pam back to you. okay ali . thank you time 6 17 across the bay area. people have been getting ready for today's big storm since last weekend storm moved out of the area in san francisco. that meant lining up to get sandbags and because of the high demand and low supply the city of san francisco limited each add your address to
6:18 am
only five sandbags. the people we talked to say they were happy to get anything. but some business owners say temporary measures are not enough, and they're pretty frustrated that more permanent solutions are not being considered. just waiting and going to see what we can do to get stuff cleaned up and start rebuilding again. they're telling me that this only happens once every 500 years. apparently i guess i'm 3000 years old because it continuously happens. san francisco leaders say the city's emergency operation system is up. it is running today, and the workers are prepared to react to whatever problems come up. all right, speaking of problems that might come up, let's check in with south commute. we certainly could have those in the next few days. i'm glad you clarified. speaking of problems here sounds yeah, i know what you meant. you know, we don't have a lot of problems right now. westbound 24 . we're going to start there. i think people have heeded the warning not to drive them unless
6:19 am
it's necessary. of course, i know that sometimes you just have to go. oh, i get that, but some people who have discretion might be staying home. this is a look at the mcarthur maze. this is a look at westbound 80 at the 5 80 interchange. you can see it looks good, and it's just a little bit lighter even than it was yesterday at the bay bridge toll plaza. we've had a few fender benders, but nothing major blocking roads. some roads remain closed. of course, for example, niles canyon road is closed between fremont and send all and a lot of those roads that have a lot of mountainous terrain near them are going to be affected by rockslides and mud debris. 6 19. let's bring steve back in with today's weather. alright, south. thank you. if you've been watching a long enough i have some rules of thumb that hitchhiking have some rules of thumb here. and one of them and whether just me forward stuck patterns stay stuck. that is correct. i do say that. the models seem to be locked in long term. i agree 100% there are
6:20 am
what we call model riders and believe me, we are all glued to the global pattern models right now. they are scary, wet. i'm not lying to you. about 10 days . tremendous amounts of rain and snow and all of the lock pattern stays locked in. it can be high pressure we can have for six months or it could be this pattern or we're going to get heavy rain flood watch entire bay area flash flooding. mudslides. possible high wind warning takes us to tomorrow morning. strong south southeast wind possible down trees. let's face it, the ground saturated wouldn't take much to get 60 70 mile an hour wind knocked some trees up. power outages. roadway flooding heaviest rain will be late tonight, maybe even around 10 o'clock possible road closures, wind is picking up mount diablo 36 mph mount 10 30. not too bad yet ben lomond 30, but we are looking for much stronger gusts than this to pick up just an absolute monster of a system. i mean the weather service in monterey, the weather service in sacramento. tahoe weather all tweeted this out
6:21 am
yesterday. you can call it a beauty. you can call it scary whatever you want. that is just even the weather prediction center, folks on the excessive rainfall discussion. heavy snowfall discussion are saying things i have not read in a long, long time. this is a powerhouse system to warm front sector rain has begun. canfield so far has picked up 2/10 of an internal show that in a second, this is the light steady alright. probably too soon to show rain totals. but what the heck you all want to see your town? can't feel too tense. venetia 18 100 sandra fell. 13 santa rosa 12 the city 12 richmond point. oh nine sfo point oh, eight, oakland 80.8. there will be a ton more on the way. the focus has been again all the forecast models really want to hit hit the areas north of the golden gate strongest. but i cannot forget santa cruz mountains are in line for some tremendous amounts of rain here. the sierra travel is not advised . it'll be wind and rain today it will be true. unbelievable amounts of snow going forward. starting late tonight. tomorrow windows start to turn more east southeast. we're already seeing
6:22 am
that so temperatures will be more mild. some fog has been on the east, but that has to be getting chewed up pretty fast due to the wind and also the rain. so look for rain to be steady. and then when this system comes in, this is for the morning. more steady but steady ranking. add up when will be cranked up and then the front barrels through tonight? maybe around 9 10 o'clock that'll be the heaviest rain and the strongest wind gusts. but this system is literally knocking down the door, not opening the door. not it's knocking it down. there will be multiple systems coming in behind this each and every one, except for friday. i don't see a two day break for about a week, if not longer. uk with almost 13 inches of rain, then i mean, that's just incredible. santa rosa at nine would be about 18 in the russian river and san jose gets five. that's 10 to 12 in the santa cruz mountains, so fifties and sixties on your attempts, wind rain, and it's not going to end anytime soon. okay thanks for the warning. steve emergency responders are watching the area reservoirs as rain moves in coming up the local lake that is
6:23 am
now more than 100% capacity, and it's not just congress starting a new session. california lawmakers are back to work as well. we have the details about their focus and a preview of governor newsom second term inauguration that is now just days away. dude, what're you doing? i'm protecting my car. that's too much work. weathertech is so much easier... laser-measured floorliners up here, seat protector and cargoliner back there...

6:27 am
seriously, because i mean, let's be frank. it's bad policy. it's gonna lead to rationing of gas is going to lead to even higher costs for consumers, and that's the last thing that we need. setup is also underway for governor newsom's inauguration for his second term, which is scheduled for this friday. january 6th newsom is planning what he calls a march for democracy through sacramento before that inauguration ceremony. afraid insight in the east bay as two massive trees uprooted overnight. the extra help pg knee is calling in to try to ensure a quick response to outages and downed power lines, and there's already a warning to avoid roads. if you can. we're going to hear from the chp with eir warni s

6:31 am
cook. good morning. i'm dave clark. we're in the middle of the week. it's wednesday. it's january. 4th the most important person in the studio. now is steve came in who came in dave, look at that camera, steve. it's pouring outside. our studio is pouring now. oh, yeah. it has begun. that's all i can tell you. this is the warm front sector. this is not of the front. this is not the cold front that won't be in until late tonight. but moderate to heavy rain and steady rain is here. this is just an apps. so if you're listening, and you're not watching look there you go. that is a huge system, which is going to play under our weather and it is knocking down the storm door. it's not knocking on the door. it's knocking it down . rain is here. wind picks up high wind warning is out heavy rain very windy tonight as the front goes through, but not until late tonight, but the rain will be with us most of the day, and it will stack up and stack up and we will have issues. unfortunately, i think all right. sal is here and he sees
6:32 am
and hears the same things. i do traffic getting worse or what? well, i think that people are laying off steve. i think some people have heeded advice not to drive unless it's necessary. and because you know when it rains, it's correlated with more collisions. chp usually has a longer list on mornings like this, although this morning it doesn't seem and i'm looking at the automated computer system here, the cad. we do have a flooding. we don't have as many collisions which is good. this is a look at the mcarthur maze. we also do have the commute here at the bay bridge toll plaza, which is lighter than even yesterday, so i think that people have been heeding our warnings live. look at the same table bread. certainly people are out there and there is roadway flooding just two reminder. don't drive into standing water, and with that said things are only expected to get worse on local roads and highways as the morning goes on to the point where authorities have already started discouraging people from going out if you can avoid it, chp officer andy barclay joins us now to live to talk about what they're seeing out there and tips for what to do if you have
6:33 am
to drive in the good morning to you. good morning, sal. thanks for having me. you know what? it's one of those things where, after the pandemic, i think that people knew that they could actually work from home and they're doing that because the volume is down. i do this every day. i know that this volume is down. do you think that people are heeding that advice based off what you just said? yes, i do. and that's great to see. obviously, our big message yesterday was if you can avoid being out on the roads, please do. it's just we know what's coming. and just if you can avoid being in that standing water right there, that's the best thing to do. yeah andy, why do so many people think that they can drive through standing water this is you know, it's one of the things we tell people not to drive into it yet. a lot of people do and that they have to be rescued. you know what? what is the advice here when you see a big puddle? obviously i just want you to say it again, so people hear it. yeah so it takes almost i mean about a foot of
6:34 am
water can stall out a vehicle. and what what happened? a lot of people don't realize it is where the air intake for your vehicle is, if you have a low air intake in your engine compartment, and you get into that foot of water as soon as that intake starts bringing in the water, it's going to shut down your engines so very often. people think i can make it or i have decent clearance. but after you know, getting in there pretty quick and that engine stops now we're coming out to rescue them. what's the biggest cause of crashes? i know that whenever it rains at all, even if it's drizzle, you start seeing more collisions out there. what does that happen? speed and to be very clear when we talk about speed and storms. we're not necessarily talking about speeding. we're just talking about going too fast for those conditions when we have wet roadways that friction between our tires and that roadway decreases so when you get those higher speeds, your tires can't move water out fast enough and then you end up starting to get that hydro planing. so the best
6:35 am
piece of advice as always, and i feel like a broken record over the last week, but just please slow down out there. andy thank you so much. you know, i think that between you, else, we're e telling people to slow down not to go if it's not necessary, and we'll be in touch again because i know that this storm this is just the beginning of it. it'll probably get worse. andrew barclay chp. thank you for joining us. thanks. i appreciate it. all right. thank you, sal. that's good advice and a lot of people are able to work from home. so that's some great news. the bay area is bracing for more rain, wind and flooding today and tomorrow. at least, roberta gonzalez is in alameda county. checking on the tribe valley where the weather maybe even more intense than what we saw last weekend. good morning, roberta. good morning, dave. hi there, pam. and good morning to all of you. yes we are here in dublin. dublin is just one city in alameda county, which is a huge county. it's the seventh largest in the state of california and the 21st most
6:36 am
populated county and all the nation now 1.5 million people do live in alameda county. we're here in dublin. 40,000 people called it home back in 2010. since then it's exploded to 75,000 people, so that means a lot of those residents just do not know what to do in these kind of conditions. now let me set this down. you can see that it's writing. it has been raining here since four o'clock this morning. very light. steady rain 46 degrees. the winds are out of the northeast. about seven but in this area typically a 50 mile per hour wind gusts is not out of the question how to dress out the door this morning . i have three layers on i have a shirt, a microfiber jacket to keep me warm and then this nice waterproof rain gear here and i'm comfortable because it's atmospheric river conditions. it's not that cold yet, but it will become colder later today with that front passing through behind me here, this is the amador valley. this is the tri valley. and you can see those bright white lights coming
6:37 am
towards us. those are people coming 5 80 west over the ultimate past, dropping off into the liver more than heading towards pleasant in and dublin where we are, in fact, sal castaneda you that 5 86 80 corridors really nasty when it's what very, very dangerous. this area is prone to flooding. in fact, this past weekend at elevation 367 ft in pleasant in we had major street flooding and lots of residential flooding as well. in fact, i've been told if you did experience some flooding over the weekend, you're more than likely going to experience more flooding again with today's system, so coming up at seven o'clock today, i'm going to have . he is deputy director of alameda county public works, which is a huge job when you consider how many different cities we have here in alameda county. we're going to race on over to well, no, we're going to drive very slowly in these conditions on over to the
6:38 am
elemental county public works yard, where they have been sandbagging for the past several days. in fact, yesterday, they gave out 2500 sandbags, and they expect to do the same to residents and business owners as well. we're going to ask him where he thinks the moats prone areas are for flooding. one thing we're hearing about is a lot of mud this time around a lot of mud and roadway, so he's going to give us a heads up on where not to go and where to expect it and again, that's at seven o'clock. but meanwhile, standing out in the rain in dublin. i'm roberta gonzalez ktvu fox two. alright, that's great, roberta. thank you for that warning, and we can't wait to hear from him because that will be valuable information. alright santa clara valley water says water is flowing over the spillway at you this reservoir this morning. there is now more than water behind the dam of the reservoir than it was designed to hold. that's why water is being released into the valley below. the water district is asking peoplem
6:39 am
