>> complete bay area news coverage starts right now, this is ktvu channel 2 morning news. >> good morning. thank you for joining us. it is monday, july 26th. i am pam cook. >> good morning. i am dave clark. let's check your weather and traffic, here is steve. >> thank you very much, pam and dave. a lot of low clouds and fog and a rather windy pattern means cooler temperatures. inland 80s but forever one else, 50s, 60s and 70s. upper 70s to near 90s. now here is sal. >> right now traffic on northbound 101 may be effected by a car that wept huh a fence, northbound 101 at fair oaks avenue, watch for it there, it could be causing slow traffic in both directions in sunnyvale. also this morning's commute is okay in san francisco along northbound 101 moving up to the 80 split. it is 5:00, back to the desk. >> thank you. it was a violent night in antioch. at this hour police are trying to determine if three overnight shootings are related. the first shooting was deadly. it happened at -- [ inaudible ]

>> -- way. about a half-hour later a store clerk was shot at a 7-eleven store in hillcrest avenue and the latest shooting was just after 1:00 a.m. and was again on ban onway. kraig debro is out there talking to police pat the crime scenes, he will have more coming up and all the details in just a couple of minutes. >> one man is now in custody fondling an overnight shooting in san rafael. that happened around midnight near second street and west end avenue. the shooting prompted a massive police response. officers from several marin county law in forcement agencies took part in the manhunt. police eventually found the suspect hiding in some bushes. he is accused of shooting and injuring one per, the condition of the victim is unknown. >> san francisco police are now considering a very controversial law enforcement program, ktvu's christien kafton joining us live with the details of what it is they are

thinking about. christian, good morning. >> reporter: yeah, a big change for san francisco residents who are calling police for non- emergency and nonviolent crime. they might soon see civilian crime-fighters coming out instead of uniformed police officers coming out in vehicles like this one. it is part of a new program. the police chief is backing the program saying it will allow officers to focus on dangerous crimes and crimes in progress as well as giving victims better response time. this is using civilian investigators to respond to nonviolent and property crimes like burglaries and car breakins, the chief has been contemplating using civilian investigators for five years modeling after a program that is already underway in the united kingdom, but the idea is getting opposition from san francisco police union leaders. union leaders are worried that civilian investigators might miss crucial evidence and they are also worried that the plan

could seriously hrnd the special prosecution of suspects if there was questions about how evidence was collected. the program will train 15 civilian investigators to interview witnesses and victims and to collect crime scene finger print and dna evidence and take crime scene photos, that program is set to get underway here in san francisco in january of next year. we are live in san francisco, christien kafton, ktvu channel 2 news. >> 5:02. as we mentioned earlier it has been a violent night in antioch, police are trying to figure out if three overnight shootings may be connected. the first one happened and it was deadly. it was about 12:18 this morning, it happened on ban onway. then about a half-hour later a store clerk was shot at a 7- eleven store on hillcrest avenue. the very latest shooting was just after 1:00 a.m. and again, this was on ban onway. ktvu's kraig debro is out there right now, so kraig, what do you know? >> reporter: good morning, dave. it is ban onway and sick ka

more -- [ inaudible ] >> reporter: -- happened just before midnight. you can see behind me police are very busy with the crime scene -- [ inaudible ] >> reporter: -- ban on, you see police there still evidence tech on the ground. third person showed up at a hospital with -- [ inaudible ] >> reporter: -- here is what police say happened at around 12:00 this morning. they say shortly after midnight they received a call shots fired here on ban onnear sick ka more drive. when they arrived one person was lying in the street. witnesses say two fled on foot and the others in a car. >> it looks like essentially the victim was walking down the street by himself. a vehicle stopped near him. a couple of people approached him on foot. there were multiple gunshots fired. this does not appear be random. >> reporter: about an hour

later a witness told forels men entered a 7-eleven. they shot the clerk but right now it doesn't appear that they robbed the place. >> we located a 64-year-old clerk who worked at the store who had at least two gunshot wounds that we are aware of. at this point they don't appear to be life-threatening. he, too, was transported to a trauma center. [ inaudible ] >> reporter: now about an hour after this a person showed up at the local hospital here and that person said i had been shot. he claimed he had been shot at this location. police are a little suspicious of that because according to witnesses the victim here at ban onand sick ka more was by himself, so they are not sure if the person who claimed he was shot was perhaps shot by a stray bullet or perhaps maybe he was in the suspect car. they interviewed the person but then that person had to be transported to another hospital, a trauma center for his treatment. that person described as a 22-

year-old antioch resident. the homicide victim is described as a 20-year-old antioch respect. police tell me that they know that he has friends on this blox and he may have been going to visit friends at this time. it is somebody they have had contact with before. live from antioch, kraig debro, ktvu channel 2 news. >> a girl attacked by a pit bull is home from the hospital this morning and is expected to make a full recovery. this happened saturday when she was bitten by the pit bull when she tried to pet it. officials have not confirmed if this was the dog that tacked the little girl but they are sure what they will -- [ inaudible ] [overlapping speakers] [ inaudible ] >> -- euthanized. >> -- death of a two-year-old boy in concord. he was killed when a relative's

pit bulldog astacked him in the garage of a home. >> right now it is 5:06. want to go back over to sal for a complete look at the commute so far this morning. morning, sal. >> morning, pam and dave. right now traffic is doing pretty well around the bay area. for the most part we are off to a nice start. we are looking at the east shore freeway and traffic continues to move well heading out to the macarthur maze. also their morning's commute looks good at the bay bridge toll plaza, it is light coming into san francisco. in the south bay you have plenty of ways to get there, even though there is an accident on 101 not causing a big delay. north 101 at fair oaks, 280 is a good way to get into the valley and southeast highway 85 so far. at 5:07 welcome back steve. >> all right, sal, thank you very much and a big cooling trend on tap making a strong surge inland. thunderstorms open the lee side of the sierra, most should push off to the northeast so, for those of you that need to get her going right now, low

clouds, cool, fog, 50s, 60s and 70s. 54 santa rosa napa, 58 san jose and for inland areas cooler out to the sacramento valley where they will get a pretty good sea breeze there, temperatures coming dune across the board, system to the north of us is going to carve out a nice little system here if you like cooler weather and that will start today. actually it starred yesterday and will continue today and take us all the way probably boo midweek, so a cooling trend is with us, the onshore kind is there, already gusts over 35 out towards travis, out of the southwest, so morning clouds, even if you have the clouds a little breezy and cool and we will carry that right into wednesday, so low overcast, sunny, breezy, cooler inland, highs 50s, 60s, 70s and 80s and temperatures 50s 60s near the coast, 60s, 70s around the bay and then just a couple of low 80s as you push inland and temperatures will stay cool then warmer as we head towards the end of the week, pam and dave. >> well, in san jose the investigation continues into a devastating apartment fire that killed an eight-year-old girl on hamilton avenue shortly

before 2:00 yesterday morning. fire investigators say five children and two adults were inside a one bedroom unit where the fire started everyone made it out safely except for the little girl. she was taken to a nearby hospital where she was pronounced dead. >> -- sad seeing that, you know. i-- you know, my condolences to the family. >> the little girl was from durham, north carolina, and was visiting family. nine other neighbors suffered minor injuries. six families lost their homes. >> time now 5:09. well, starting today napa residents will get notices telling them to throw away any grapes grown on their property this year. napa county officials are trying to protect paul the grapes from the european grapevine moth. it invaded the county last year. agriculture experts say if you destroy small patches of grapes like the ones grown by amateur winemaker, that will eliminate a major food source for knee

european grapevine moth. commercial grape growers are not effected by the order to throw away grapes. more than 60 products made by a south san francisco company are being recalled by the food and drug administration. they are sold under the label rack ells and include prepackaged salads, wraps and sandwiches. the listeria bacteria was found in a small sampling at a processing plant. symptoms of the infection can include, fever, nausea and pain, but it can be especially dangerous to children and the elderly. if you purchased the products you should take them back to the store or simply throw them away. >> 5:10 is the time right now. and the investigation continues into a horrifying plane crash. up next we are going to show you the amazing video and the pilot's escape. the whole thing was caught on tape. >> also alarming news about the safety and potential problems

welcome back. 5:13. the white house is now reacting to the on-line release of sensitive government documents on the war in afghanistan. the 90,000 u.s. military records give a blow-by-blow account of six years of the war. scott mcfarlane has details t morning from our washington, d.c. news room. good morning, scott. >> reporter: and good morning to you. in a statement the white house says it condemns the release of these document, saying it, puts lives of americans at risk. the website involved is called the wicki leaks. you see it on your screen right there. it is well-known among power plays here in washington. the leak was long expected although it was not authorized by the u.s. military. some of the most alarming findings about pakistan, that its spy service might be adding afghan insurgents and targeting americans and detail the deaths of civilians, afghans killed

near the war zone by accident. >> those describe abuses by both sides in this war and it is how people can really understand what is actually going on and whether they choose to support it or not. >> reporter: now the editors of this website holding a press conference right now in europe. they are again defending their decision but also saying if you go to the website to look up these documents yourself, they say don't believe everything you read. saying some of these documents though authored by the military are in some cases not believable. live in washington, scott mcfarlane, ktvu channel 2 news. >> time now 5:15. we are also following developments from afghanistan this morning where a massive search continues for two missing u.s. servicemen. soldiers are manning checkpoints in an area outside of kabul where two navy sailors disappeared late friday after leaving their base. a twdz 20,000 reward is being offered by the united states. now the taliban says one of the americans was killed.

the other was captured. reportedly the tale bean has offered to exchange the dead sailor's body for jailed taliban fighters. >> now to the gulf of mexico where efforts to plug the broken oil well are back on track after work was stopped late last week because of the threat from tropical storm bonnie. today workers plan to reconnect a drill rig to the relief tunnel used to pump in mud and cement to sale the well. drilling could resume in the next few days, finishing the relief well is the best chance to permanently stop the oil leak. the irs is filing a tax lean against the california lieutenant-governor. it is the 9th time he has been slapped with a tax lean since 1992. the times says the latest dispute involving with holding taxes and that he owes on this family's 6000 acre ranch near

santa barbera, a spokes says it is just a question of whether the vehicles at the ranch are for business or personal use. he is running in november to keep his job as lieutenant- governor and he is running against san francisco mayor gavin newsom. >> canada's air safety investigation association is investigating a plane crash. he was practicing low altitude tricks in hi fighter jet when something obviously went terribly wrong. he did eject moments before that plane did crash to the ground and there was that huge fireball. the pilot escaped the crash with just minor written juries and no one on the ground was hurt. >> oh, my goodness, quick thinking. >> yeah. >> 5:17 is the time. let's go back over to sal. >> things are doing pretty well, now. northbound and southbound sun

there in northeast california along the spine of the sierra, again a big system is coming in to the north of us. that is going to dig a system -- [ inaudible ] >> -- really usher in a very significant cooling trend. it started yesterday. really starts as well again today, even full force so, that means low overcast, sunny and breezy to windy at times. much cooler inland. it can't really cool down much on the coast, they are already in the 50s and 60s and just a few 80s now again up towards lake county you -- you march to the beat of a different drummer so it is different up there but for everyone around here 50s, 60s, 70s and 80s and nothing extreme as we head toward thursday and friday. >> european stocks are down as a result of the stress tests on the banks. overnight in asia markets posted moderate gains following the news. it suggests europe's banking system is strong enough to

withstand the massive debt crisis although many analysts say the tests were not stressful enough. all right, let's check in on wall street. it does look like a pretty quiet opening so far. the dow jones gained 100 points open friday and starts the day at 10,424. we do have quite a few earnings coming in today and throughout the week so that could decide the direction and we will get more on that as we get closer to the opening bell. later today bp's board of directors will meet but they say no final decision hash made about management decisions. there have been many reports that tony hayward will leave the company. >> time now 5:20. the california highway patrol is cracking down on commercial buses and vans. surprise inspections were performed on vehicles in the great american parking lot over the weekend. and the chp says all of the 10 buses and vans inspected

about 15 fires are burring in remote areas of some

counties. the largest has burped about 50 acres in an area near trailer lake. now the fire started after storms and lightning came through the area saturday need. no homes or buildings are threatened at this time by the fires and there are no reports of any injuries. in san francisco a group of gay clergy members has been welcomed into the nation's largest lutheran group after being barred foe more than ten years, in a ceremony yesterday six pastors were add to the clergy roster and a seventh was reinstated. last year they voted to lift a policy that required gay clergy members to be sell a bat. this dramatic vet oto show you out of mill walk with where a massive sinkhole opened up during a rain storm. it swallowed an suv and its driver then a stoplight fell in and landed on top of the roof. a man passing by pulled the driver to safety. >> incredible.

5:25. in germany an investigation is underway into exactly what happened at a music festival over the weekend where 19 people were killed. take a look at this amateur video of the techno music event called the love parade. this is on saturday. look at all the people. it is estimated more than a million people showed up for this festival. and there was one tunnel that was one way in and only one way out. now reportedly the police asked people inside the festival to turn around and leave because it was overcrowded. but others were still piling in through that one tunnel and all of the confusion sparked a panic and then stampede. look at this. in addition to 19 people killed more than 100 people were hurt. and the organizer says that is it. there will be no more love parades. >> it has been a night of violence in one bay area city. police are investigating three

are related. they all took place within one hour, two were on ban onway, one was deadly. the third shooting took place at a 7-eleven store on hillcrest avenue. police say a store clerk was injured during a robbery attempt. kraig debro is talking to police out there right now and he will have an update at 6:00. >> a very unusual budget cutting plan is in the works in san francisco and this one could impact how the police respond to nonviolent crimes. christien kafton is joining us live now. what is happening? >> reporter: well, good morning. if you live in san francisco and report a nonviolent or non- emergency crime you may be surprised to see who shows up to investigate. it might be a civilian investigator instead of a uniformed police officer coming out in a patrol car like these. now the idea is part of a pilot program set to get underway here in san francisco next year. according to the san francisco chronicle police chief george gascon is backing the program

saying it will allow officers to focus on dangerous crimes and crimes in progress as well ace giving crime victims better response times. the city's new budget includes funding to use civilian investigators to respond to none-violent and property crimes like burglaries and car break-ins. chief gascon has been contemplating using civilian investigators for five years now modeling it after a program already underway in the united kingdom but the idea is getting opposition in san francisco from the police officer's union. union leaders are worried that civilian ledders might miss crucial evidence and worried the plan could hinder the successful prosecution of suspects if there are questions about how evidence was collected. now as it is outlined right now the $955,000 program will train 15 civilian investigators to interview witnesses and victims, to collect fingerprint and dna evidence and also they will be learning how to take crime scene photographs, that is the program is set to get underway here in san francisco

in january of next year. christien kafton ktvu channel 2 news. >> police leaders from across the bay area will meet this week. now they will discuss their response in oakland following the verdict in the bart police shooting case. the night of jewel 8th unpreced among 1000 officers from 15 bay area police agencies but it also brought unprecedented logistical problems -- [overlapping speakers] [ inaudible ] >> -- carjacked but the driver with a passenger inside took off, leading officers on a chase. the car crashed on arkansas street where police say one of the suspects started firing at officer. i that fired back but no ones was hit.

officers arrested one of the suspects qlielt the other is still on the loose. >> 5:33. witnesses are being asked to come forward following a shooting. kerry dawson was shot to diet but 1:15 saturday morning. he was sitting inside his ford fusion car. he was able to drive three blocks before he crashed. he later died at the hospital. if you have any information about this shooting contact san francisco police. a bay area teenager apparently drowned over the weekend while swimming in a popular lake in fresno county. 16-year-old robert maldonado of newark died yesterday during an outing with some friends at schaffer lake in the sierra 50 miles from fresno. he disappeared 30 minutes after getting into the waterch bystanders were able to pull him out but not able to revive him. officials are waiting for the results of an autopsy to confirm exactly how he died.

>> today a judge will put the legal wheels in motion for the retrial of daily -- a daily city man accused of stabbing his wife to death. in 2008 a jury found quincy norton, senior, guilty of first degree murder, put the judge later ruled that norton's attorney failed to provide proper legal representation. this morning that same judge will review motions for a second trial. nor phone has repeatedly denied killing his wife. police are urging people in concord to be on alert after three pipe bombs were found at a park. new hall park re-opened on saturday with extra officers on patrol. on friday after police say that a man walking in the area discovered a pipe bomb, two other devices were discovered on wednesday and all three were safely detonated. no arrests have been made and no suspects identified. >> the food and drug administration is warning consumers this morning about food made by a south san francisco company. now that company has issued a

major recall. ktvu's jade hernandez joining us live now with the details of what triggered that warning. good morning, jade. >> reporter: good morning. this is a multi state voluntary recall and this company is headquartered and based right here in south san francisco, that is where we are live this morning. the california department of health says if you purchased a product with this label, these products are under the rackel brand name and are manufactured by quong hop and company, today's recall included prepackaged wraps and sandwiches. they have a date of september 23rd and prior. the sandwiches and other food items have a sell by date of august third and prior. the products may be contaminated by a dangerous bacteria, listeria, which causes symptoms such as fever, headaches and stomach pains. it is distributed in several different states including arizona, organize gone and washington and, of course right here in california.
