we continue our coverage of the memorial for fallen oakland police officer jordan wingate. we are live just outside 3 cross church in castro valley. >> from the bay news station. you're watching kron. news and news. >> thanks so much for joining us here on kron. 4 news at noon. i'm stephanie lin today. the oakland police department mourns one of their own officer. jordan wingate died last saturday from injuries suffered while on duty in 2018. he spent more than 5 years fighting for his life. kron 4 charles clifford reports live for us from castro valley just outside where that memorial service is happening now. white house. >> well, good afternoon. i am outside the 3 crosses church here in castro valley. that service is happening as we speak. let's going take a look at some video here now. officer jordan wingate was wounded in the line of duty is

injured back in 2018. he has been on life support most of the time since then and passed away this past weekend just before 11 o'clock. today, his casket arrived here at the 3 crosses church. he greeted by hundreds of uniformed officers from all around the bay area, including san francisco, oakland, san leandro and hayward, along with the alameda county sheriff's office. they were here as well and dozens of friends and family members. now the service inside the church right now. it's going to expected to last about an hour or so. has his family and friends and officers from when he served with oakland police to remember what a good officer he was and what a good man he was. >> son brother, a family member, a friend, a talented police officer with bright future with so much more to accomplish and so much more to humanity. nudge or described dedicated, hard-working, respectful and fighting

police say pollard has an outstanding arrest warrant out of georgia for resisting arrest with violence. there. francisco firefighters put out a massive apartment building fire in presidio heights. kron four's will tran brings us more. >> the fire is out, but the painstaking work to find out exactly what happened. what caused building to erupt into a big of flame at around 4.30, in the morning? well, that is ongoing. fortunately, nobody was hurt. nobody was killed because nobody was inside at the time. but you can see the scaffolding in front. it was being renovated. we do know that it's one building 4 floors, 6 units and one firefighter just told me that it appears it was close to being finished because you normally do not paint the front of the building and less. you are close to finishing its a multimillion dollar building that went up in flames. let me show you video. this all happened at around 4.30, in the morning.

the fire department actually got here within 4 minutes and they realize they were just simply outgunned by the fire. so they called for backup altogether. 60 firefighters were here. the conditions really tough because it was windy. the fire created all kinds of smoke that it was like thick fog. not to mention it was misty at the time. so it made them, they say hard to hold on to some of their equipment, but they were able to pounce on it. short time after that, they knock down the flames. but in the meantime, they did tell everybody nearby, stay inside. close your windows. don't even step outside because breathing would be very difficult. i did talk to one woman and she didn't want to go on camera, but she said it wasn't the fire. it wasn't the commotion, but it was the smoke that actually woke her up inside her home. she's very rattled by what happened as far as this particular place, the age

of the building actually save the building because it's much older they use redwood and redwood is very durable. even during intense fires like this one, which is why it never collapsed. that allowed investigators to go inside as early as about 2 and a half hours after the fire was knocked down. so they're going through there right now. the fire department did such a wonderful job that the damage was contained only to the front of the building. no damage to either buildings on the left or the right side. and again, everybody moving about right now. but this multi million dollars worth of damage to this house. back to you. in the east bay. 27 year-old mark simon faces attempted kidnapping and child charges in walnut creek. >> police arrested him while responding to a reported that attempt kidnapping at the downtown library on north broadway earlier this month.

officers say they found more than 600 images of child on electronic device. the suspect was carrying simon remains in custody on 2 million dollars bail. police are asking anyone with information to please get in touch. police in concord are looking for a man who tried to grab a little girl on her way to school. it happened just after 7 wednesday morning near nuala street and dartmouth way. the girl who is in middle school told police the man tried to grab her arm while also trying to open the door to a parked small black car. more closures are coming to some major bay area roadways and bart also plans on closing part of its tracks in oakland this weekend. kron four's rob nesbitt brings us the latest. >> the site of paving and construction along the southbound lanes of i-680, are not new. this weekend will be the 4th and final time. the project closes the interstate from pleasanton starting 09:00pm friday and reopening at 04:00am monday. according to caltrans spokesperson for

they'll have this week. it is. they'll be replacing lighting in the berkeley hills tunnel. so obviously we don't want to be running trains through the tunnel as our workers are replacing those lights. he says free buses will be waiting at rockridge in lafayette to transport riders to their next stop. >> adding about 20 minutes of travel time that the work is long overdue. many of the components being replaced across the bart system are more than 50 years old. they've got to go. they have outlived their design life. >> and that was rob nesbitt reporting for us. the eastbound lanes between solano and sonoma county shutdown next weekend and paving is scheduled on i-680, in san ramon next month. sfmta workers say they were blindsided by the agency's plan to increase ticketing for illegal parking around 200 workers rallied in front of the sfmta headquarters. the workers saying the recent announcement is putting targets on their backs. one parking control officer we spoke with says she's already been assaulted on the job. >> so want to take who was

>> looking like a lovely day and san francisco. let's check in now with gayle who's been keeping an eye on the wind. take a look yes, it's sunny out there. it's nice, but we have a bit of a breeze, as you can see here over at quite tower and along san francisco, you'll definitely need your jacket today. there's a bit of a chill there. >> you can see why current wind speeds. 28 miles an hour reporting here in san francisco. so you notice the coast is more breezy even inland as you make your way to oakland reporting 20 miles an hour 50's. that will be the weather story as we get through the day we're in between these 2 systems, a low pressure in the pacific northwest and the desert southwest. so that is creating these mild conditions but also breezy conditions as well. we are in the post frontal as this cold front makes its way through. it's going to be behind breezy conditions, a mix of sun and clouds, though, today and maybe a raindrops drizzle. so we saw some rain last night in the east bay, but here are the future wind gusts. you notice possibly 30's along part about now. and as we get into the afternoon at 36, maybe in sandra fell.

>> san francisco city workers are trying to improve their computer system after it went down on thursday. kron four's dan kerman reports. >> one day after the ribbon was cut on san francisco's new 9-1-1, dispatch center. the computer system that integral to dispatching emergency service personnel went down. we had it what we call a cad outage where we had a failure, had our computer aided dispatch went san francisco's computer, aided dispatch system or cad allows those taking 9-1-1. calls to take incoming information into a computer which police and fire dispatchers in another part of the 9-1-1 center. can see and send help immediately when the system went down at 05:00am. that automatic communication had to be done manually,

meaning notes had to be written down and then physically handed to the appropriate dispatcher to send help and something like this happens. it's all hands on deck. so we bring people out of key. why we bring our supervisors on the floor. whoever needs you know, jump in we have runners, you know, we it's a it's a building with a lot of people working in it. so when we have >> the scenario we just bring in a few extra hands to make sure we have all the people we need. mary. ellen carroll is the executive director of san francisco's department of emergency management. >> she says dispatchers have trained for this. and as a result, there was no delay in answering incoming 9-1-1, calls or dispatching emergency personnel during the 2 and a half hour outage. >> we're really good at switching gears in order to handle this when it happens. while san francisco's 9-1-1, dispatch center is brand new. >> the cat is a decade old and well past its life expectancy at the beginning of this year, a contract executed for a new

cat system. as for the new cad system, city officials hope to have it up and running in the next 2 to 3 years at san francisco city hall. dan kerman kron. 4 news. >> there's no hotline, an alameda county for victims of 35 people whose death penalty cases are being reviewed. district attorney pamela price says her office uncovered what may be a pattern of misconduct in those trials dating back almost 30 years. her office believes prosecutors may have purposefully excluded black and jewish people from juries price as family. members of those affected are now being informed of what's going on. anyone who hak not been contacted is asked to get in touch through the alameda county district attorneys website. on the peninsula. the san mateo county sheriff's department is getting trained on how to respond to calls involving people with autism. deputies now work will soon work with an expert on how to help individuals on the spectrum of both crises in everyday situations. experts say autism can be more

you'll notice the fog rolling in by the coast that the usual set up and then things mostly clear out for as inland. so the coast, you may see some clouds this weekend, but saturday looks mostly sunny, a better day to get outside. partly cloudy for sunday, but it will be the wind so it will be dealing with. so today, though, expect some breezy conditions towards that 15 to 20 miles an hour, even up to 30 may see a pop in the winds this evening. so if you're stepping out just to bring your jacket out there, secure those inside and you could also see some tree limbs down. we don't have a wind advisory, but we're right under the threshold with that under that criteria, here is your seven-day forecast. so this saturday and sunday looks very

opened back in 2006. >> a sign at the store's entrance sharing the closing date next month as well as reduced hours. the company says this location is one of several nationwide that have not been making enough. money starts always been very busy. the reason that given again for not having enough revenue to keep the store open, his is is is questionable. a walmart spokesperson tells kron 4 the closure affects more than 150 employees. those workers are being encouraged to transfer to other bay area stores, including one. that's roughly 3 miles away. fremont shoppers will now have to go to the city's osgood road location in come next month or travel. even farther to union city or milpitas. it's kind of disappointing a because this punt this place is like the closest to where is. >> the store's new hours are from 07:00am to 07:00pm. >> and this location officially closes on. may 24th in fremont. dan thorn kron. 4 news.

some studies show elementary school kids don't necessarily get better grades just because they do more homework. if the move passes, policies must also consider the mental and physical health of students. lawmakers inecalifornia are once again introducing a universal health care bill. the latest bill would establish framework for a single-payer state-run coverage system called cal care to help control health care costs for californians previous bills face pushback because of the expensive price tag attached. experts said it would cost around 500 billion dollars to fund the program. but supporters say they remain hopeful. the pandemic change people's minds about health care. the cdc confirmed the first hiv transmissions linked to some popular cosmetic procedures. so far the cdc says 3 women tested positive for hiv after getting so-called vampire facials at a new mexico spa. the cdc says the albuquerque business was not licensed and was not using proper safety measures. investigators say as many as

>> north bay lawmakers announced a plan they say would help with the property insurance crisis. this after companies like state farm announced it would not renew tens of thousands of policies. are gayle ong reports. >> fema grants for homeowners in designated areas and a tax credit for property owners. that's a 30% tax credit and a $10,000 grant. >> the 2 key components that make up. congressman mike thompson disaster resiliency and coverage act co sponsored by representative jared huffman. when you put it all together, this is an important piece of making sure that insurance remains available. >> and also affordable to the folks that we committed almost 7 years ago. to continuing to

fees. we reached out to the investment company for comment and will update you once we hear back. governor gavin newsom announced a milestone in california's progress towards cleaner energy newsom stopped by a solar power plant or rather farm in yolo county sharing the state is now producing 10,000 megawatts of power from wind, water and solar power systems. the milestone was reached in 5 years. newsom adding the state is on track to being carbon neutral by 2045. the governor says more clean power will be put into the grid over the next few years. the new law requires public schools to provide halal and kosher meal options to students. the passing of the bill coincides with both the end of ramadan and the beginning of passover. both halal and kosher diet, a religious guidelines regarding a mix of food preparation and grew and ingredients considered permissible to use. the law's goes into effect during the 2025. to 26 school year at schools. we're more than 5% of a student's are requesting these types of food

options. a proposal to acquit new cars with speed safety systems is moving forward in sacramento. that bill was introduced in january and would have mandated new cars made or sold in the state in 2027 to have speed limiters restricting vehicles from going more than 10 miles over a per hour over the speed limit after hearing feedback about the potential dangers of a physical speed limit or the bill was amended to only require visual and audio signals that alert drivers of excessive speed. the mandate would apply to half of new vehicles starting in 2029 and then all cars by 2032, the bill now heads to the senate appropriations committee. at the state capitol. a key legislative committee blocked legislation that would have banned state lawmakers and lobbyists from entering into non-disclosure agreements during bill negotiations. our capitol correspondent eytan wallace takes a closer look what the proposal called for. >> indeed, it's been mixed reaction here at the state capitol upon learning this

legislation. it is my biggest concern that we are actually trying to shield the public. >> for information and and from legislators as well. that is critical to our votes in to help laws are being made. and so nda is being used in the lawmaking, a crafting of laws that that process has to be discouraged and eliminated. but the bill has its opponents, including the california restaurant association and the california chamber of commerce. they came out against arguing some bill negotiations require confidential discussions to build trust and create consensus confidentiality agreements between private parties can often help. >> to allow a difficult issues and difficult. >> issues to be worked through between parties that don't necessarily always a great in the end. bush and has built the bill did not pass while the loan to republicans on the committee voted in favor of it. the democratic majority blocked the bill noting it was published only last week giving members little time to review it. this rushed process

degrees warmer in the 50's in carson city. look, sunny right now. truckee looks cloudy. so this year outlook forecast now we do have showers in the forecast today. so if you're planning on driving later this afternoon and evening, you may run into some unsettled weather. as you can see, this is our future cast model this hour. 12 story here, you know, to some snow showers there in the sierra and then by the afternoon, you could run into a thunderstorm. so as you make your way towards the sacramento area and when you're driving along a 50 year, a notice here we have some some moderate cells building right there around late afternoon. and then the evening, maybe some leftover lingering showers as well. but the weekend looks very nice similar to us in the bay area. you can see we're mostly dry this weekend. we will all be doing with some windows will be gusty over by the mountain passes and expecting a few more inches of snow out there as well. especially late in the season. and this spring, a statewide temperatures are in the 50's upper 50's in san

francisco. a moderate little warmer as you make your way to southern california, 70 degrees in santa barbara and 68 in los angeles. as you make your way inland to sacramento, a little cooler in the upper 60's. now heading to southern california. there is a wind advisory and a high wind warning out there. wind gusts could be 30 to 40 miles an hour and even at 65 in the higher peaks. so that's part of your drive this weekend. keep that in mind. but our weekend in the bay area looks lovely. los 70's with a bit of a breeze, a 60's around the bay upper 50's by the coast. back to you. all right, dale, thank you so much. >> multiple bay area law enforcement agencies recovered over $300,000 worth of stolen goods in oakland. the chp says they found products from stores like walmart, tj maxx and sunglass hut in this suspected fencing operation. the investigation began last september in san mateo county, where sheriff deputies arrested several people linked to retail theft in the area just 2 months later, san ramon police link 2 women to that retail theft ring after they were arrested again for
