>> right now on the kron 4 morning news, a massive fire breaks out at an apartment building in san francisco. we're live at the scene with an update. today. mourners from around the bay area pay their respects for a fallen oakland police officer. officer jordan wingate and lawmakers have a plan to protect homeowners thousands now are being dropped from their home insurance plans. >> from the local news station, you're watching on morning team. >> and thanks for joining us at 10 on a friday. i'm darya and i'm james and we are waking up this morning to increasing sunshine after we had some mist and drizzle earlier and then work in close to the weekend. so getting through friday and into what dave has the answers on james earya. good morning. good morning, everybody. we will have a flavor of kind of

typical type spring for this time of the season. a warm up a little bit more beyond that, however, early into next week with a lot of sunshine in store for us. but we do have to watch those winds. they're below the threshold of advisory strength and that does help keep around that marine layer. look at this and half moon bay. well, probably the same issue again tomorrow for the late morning hours with this, a marine layer just hanging around, giving the kind of spooky views. there's a nice low digging into the west coast, but not much moisture which to play with. so therefore, let's make a lot of noise of the winds and some cloud cover. but not really much the way substantial rain. there's a look at the winds now. they're shifting more northwesterly, but onshore there expected for the day today remaining in the teens to 20's expected got some lower 60's making away here. as you can see here, 60 for oakland now, 61 hayward 62, meanwhile for antioch and also up to santa rosa. so mixed bag of sunny clouds expected and temperatures for highs through the 60's. and have more on your forecast for the weekend. coming up in a bit. daria. >> all right. thanks a lot,

dave. and happening right now. here we are in the 10 o'clock hour and we're monitoring the >> funeral. >> and remembrance ceremonies today for oakland police officer jordan wingate. you may recall that it was back in 2018. he was going. it was on duty. going investigate something at the port oakland and a car collided with his patrol vehicle and it 23 years old in the line of duty. he ended up being on life support. and so it's been almost 6 years. he's been on life support neeed finally just recently died. so they're having this ceremony at 3 crosses church in castro valley and that's what we're live at the scene of this morning and were following the remembrance ceremony in the funeral. you can see bus loads of police and other kinds of officials who will come from as they always do from around the state and maybe even beyond california to honor him. >> and we will be following that as it not only happens

here in advance of the memorial service. but once the memorial service begins at 11, we're going to bring you live uninterrupted coverage as well on kron on. fact, we have special coverage beginning at 11 justine waltman and stephanie lin. they're going to be taking over our coverage. so stay tune as we provide you continuous coverage. again, this is memorial service gets ready to get underway in about an hour from time now is 10. 0, 2, and breaking news that we covered throughout the morning. today is a big fire that happened in san francisco on a 4 story building. >> at lyon and clay street, we've got kron four's will tran live there and that presidio heights neighborhood with more on the scene now will. >> james the fires out? but the questions still linger. what caused the fire? and right now, investigators, they are able to go inside and actually one point even on the top floor, believe it or not, despite look at this, that heavy damage to this building,

one building 4 floors, 6 units. and look at that. i guess hot spots are still a problem. so there dealing with it, which is why the fire trucks are still here. at least some of them. most of them have left at one point. let me show you video. the firefighters when they got here, they knew they needed to call back up to the point where 60 firefighters all together. we're here at around 04:30am, in the morning when the fire broke out at this location when nobody should have been inside. it was being renovated. we do know that it probably was close to being done because the front of the building had fresh paint on it. but at that particular time, it was a roofer showing up to work. it was his shift. that's when he realized there was a fire. it was so intense that the firefighters told everybody to stay inside. don't open up your doors, visibility for the firefighters was difficult at the time, but they were able to pounce on it to the point where there was no damage to

buildings near it and get this. it was the age of the building that actually saved it. this is a very old building and because it's very old, it used to redwood redwood is obviously a very durable, a very tough kind of would they say. and that made it very extreme as far as handling the fire able to handle fire, even as extreme as this one, which is why it never collapsed and believe it or not. if you come here, you look to the front. you thought that you would think there would be heavy damage. instead, it's only to the front of the building so it can be restored the back of the building, not even damaged at all. good to pass along to you guys that nobody was killed and nobody injured. not even with smoke inhalation. okay. we'll thank you for that update. >> 10 0, 5, and another big story that we're following. an east bay community is mourning the loss of a family. the whole family was killed in a

car crash was a tough story. family of 4. they were in a car that ended up crashing into a tree and catching fire. kron 4 sarah stinson has more on the story. >> people continue to drop off flowers here on foothill road where a mom dad and their 2 kids died in a car crash. neighbors of the family say they were headed home from a friend's house when the crash happened. >> it's sad and tragic. >> a community grieving the loss of a family of 4 killed in a car crash wednesday night in pleasanton neighbors, family, friends and co-workers pulled over on foothill road thursday to drop off flowers at the crash site sits very shocking. hassan shaikh says he worked with the dead of the family. great >> whether work great >> police say the crash happened around 9 at night. it appears the family's electric car hit a pole before striking a tree and bursting into flames. the tree has fresh for

marks on it and the road is covered in flame retardant phone. neighbors of the family say they want police have only released limited information saying they're thoroughly investigating the crash and there's no indication of alcohol or foul play involved with family crash, right where the road emerges from 2 lanes to one people who live nearby say driving on this stretch of road is dangerous. that no lights at all? it's really dark. >> and i a lot of people speed here, at least one of the kids who died in the crash was a student in the pleasanton unified school district. the district says it's providing counselors and resources to support those affected. this off all the loss of an entire family >> our our focus is always and how we support. how do we support students and staff and families? the family was driving a vinfast car.

>> that's a vietnamese electric car manufacturer. it's only been around a few years. and i spoke with a family friend off camera. she tells me she wants police to investigate to see if the car malfunctioned. other stopping by say they hope this is a somber reminder to all to be extra careful on the road. i'm sara stinson reporting in pleasanton. back to you. >> 10 0, 7 right now in the south bay, the man who attacked a police officer protecting san jose mayor matt mahan is set to be arraigned in court. this happened tuesday while our cameras are rolling. we were in the middle with crowd for interview with the mayor in downtown san jose. when this guy walked up and there was a confrontation and then it came to blows. wesley pollard, they're seen punching the plainclothes police officers assigned to protect the mayor. he has been charged with felony resisting an officer by means of threat or violence and also charged with a misdemeanor in this. and in san jose, police say as well, he has an outstanding arrest warrant out of georgia for resisting arrest. there.

>> in the east bay, 27 year-old mark simon faces multiple, i should say, faces attempted kidnapping and child charges in walnut creek. police say they arrested him after responding to a report of an attempted kidnapping of a child at the downtown library on north broadway 2 weeks ago. officers say they also found more than 600 images of child on electronic devices that simon was carrying. simon is still in custody being held on 2 million dollars bail. police are asking anyone who may have been victimized by simon to call them. meanwhile, police concord are also looking for a man who they say tried to grab a little girl who was on her way to school. it happened just after 7 o'clock wednesday morning right near the wallace street and dartmouth way. that girl who's in middle school told police that a man tried to grab her arm while she was walking by and also tried to open door to a parked car. she was able to get free and told police that the man was driving a small black car. they're looking for that person this morning. the sfmta

workers say that they were blindsided to learn that the agency plans to increase ticketing for illegal parking about 200 of those workers held a rally in front of the sfmta headquarters. the workers say the recent announcement to crack down on illegal parking is doing nothing more than putting targets on their backs. one parking control officer we spoke with said she's been assaulted on the job before. >> taking who was illegally part. he didn't like that. he got a ticket because he was doing doordash. so i continued on my my route. follow me about 2 or 3 blocks. waited until i stodped at a stoplight, punched a window. and as a result, the blast come >> well, workers say they want safer vehicles and a seat at the table with the sfmta leadership when they make important decisions like this. we did reach out to the agency about to the concerns of the workers. and we've got the

following statement in response to it reads in part, quote, safety is our top priority at the agency. thanks to our efforts. crime is down. 48 1% since 2018 within our system. our parking control officers are provided de-escalation training, self-defense tools and have access to our internal dispatch center that communicates directly with the sapd for any assistance they need. and quote, now the workers are hoping that improvements will be made once they complete their labor negotiations with the sfmta. >> it's 10 10 and it's also small business week oakland. it kicks off this sunday. there will be all kinds of festivities and ways to celebrate shopping small and boosting the local economy. local entrepreneurs are also going to have panels and take part in that and workshops and resource fairs to help them improve their business. this event runs through may 3rd. so support your local business. >> it's 10 10 and still ahead on the kron 4 morning news. some people who live near this walmart are going to able to

this just a low dropping south, not a lot of moisture which to deal with, but the moisture gets could potentially produce some thunder showers. half moon bay still working on clearing here. don't forget the onshore winds. that's tomorrow, too. so if you're headed to the coast more locally, you're going to be dealing with this kind of stuff probably into the later portion of the day. so little slow going there, although the sun is peering through there. but remember those strong onshore winds coming from the coast chilly. lower to middle 60's for a lot of the east bay. 62 santa rosa, the battle about 63. 64 san jose futurecast for says kind of clearing out here again. sun and clouds, mixture far east of us. you'll see the flare up of those showers and potentially thunder showers. better clearing job on saturday. again, it's set for may be some clouds along the coast early on. then that a weak system plays out and then into sunday looks pretty good, too, except maybe a little warmer than that, too. so here's the when pop you can see along the coast this afternoon. we did the same thing again for tomorrow. the

was just 23 years old. any just died recently, even though what happened when he was on duty, a car hit is a police vehicle. and you had been in the hospital ever since again. just, you know, that happened when he was 23. and that was back in 2018. and that's the same year that he was rookie of the year in the oakland police force now says, yeah, just graduated from the academy in 2017 >> 2016 was awarded that rookie the year 2017 and here a year and just a few months later in august of 2018, got involved in that. that accident responding to a call at the port of oakland. >> then he has reset on life support ever since succumb to his this week. and that's the 55th oakland police officer to die in the line of duty. and you can see there are many oakland police as well as law enforcement from around. >> the bay area, the state and even the country that are coming to mark this occasion. remember him and remember the

dangerous job that they have, you know, an and appreciate support each other. and obviously we want to bring you that memorial ceremony live here. >> on kron on actually, when it gets underway at 11 you're going want to stay tuned for justine waldman and stephanie lin, they're preparing right now to take over coverage at the top of the hour. so we'll hand it off to them then and then they will bring you that memorial service again in its entirety on kron-on. so stay tuned for that. all right, anne, 10 20, we're also following another story in the north bay. this one also and now been sentenced to 12 years in prison after being found guilty of molesting 2 girls. >> the sonoma county district attorney's office says that robert herrera was found guilty of 6 charges of child molestation. one girl was under 14. the other was between 14 and 15 years old. herrera will have to register as a offender. now for a minimum of 20 years. and again, that's after his release from prison after

serving for 12 years. >> it's 10 21 in the city of alameda is suing an investment company that owns this house bill community for violating the city's rent control rules and they're accused of harassing some of the communities. elderly residents, the barn home arena. it's a community of more than 50 floating homes and the houseboat owners. they have to pay rent to a landlord for their spots at the marina so they can access services, utilities, water, electricity valley investment, redwood llc, bought this marina 2 years ago and ever since apparently the alameda city attorney says that the company started to hike the rent prices by nearly 200%. in some cases and that the company stopped paying city fees and people who live there say they created problems and now they're trying to sell their homes and they cannot. >> lost my wife to cancer 2 years ago. this was our retirement and i have not been able to sell the house.

>> and we are back at 10. 25 the southbound lanes of 6.80, from pleasanton disenrolled will be closed again this weekend. this is for that ongoing paving work that they've been doing. the roadways going close, starting at 9 o'clock tonight and it will reopen at 4 o'clock monday morning. >> caltrans will be demolishing in removing deteriorated. pavement. we're all familiar with what it's like on southbound 6 saying in that area you can definitely use only brush. the detour is a long one. >> would normally is a 7.10, mile stretch that takes people 15 to 20 minutes. it is now a 25 mile detour that goes through solano county. napa county and sonoma county. >> in addition to the roadwork bark will be suspending services well between the rockridge in lafayette stations and this is also the

going remain the case today. tomorrow, already seeing some lower 60's to middle 60's taking hold east and even up north a little bit there with napa and santa rosa about 62 breakdown today. let's try a lot of 60's on here with a mixed bag of clouds in a bit of walk through the 4 zone forecast. look at the extended with a nice little warm up. >> daria. all right. thank you. days now let's go back out to the funeral services which are going to get under way within about a half hour here in walnut creek for oakland police officer jordan wingate. you can see all of an army of officers that have come out to support him in the wake of his death on the job. he was on duty back in 2018 when he was involved in a car accident going to investigate something at the oakland port. and he ended up succumbing to his injuries just recently this past saturday. as a matter of fact, we did hear from the oakland >> police department where they said i'll just read a portion of what they described as we're seeing the officers

here get into formation, awaiting the arrival of his casket. the department said, quote, those who knew officer wingate described him as a hard worker who always had a smile on his face. officer wingate dedication to duty and commitment to serving our community exemplifies the highest ideals of law enforcement. his passing leaves a void in the hearts of those who knew him. the oakland police department family, the city of oakland and the law enforcement community. officer wingate was a true hero who dedicated his life to making our community safer these officers are there to the support to each other because they're all dedicated >> to, you know, creating a safer community. but it's a dangerous job in the process. and this is one of the risks die in the line of duty. he is the 55th officer to die in the line of duty in oakland and he was named rookie of the year shortly after a graduate from the academy back in 2018, which was right before this accident happened. joint as a

teenager and had spent 5 years and then rose in the ranks to actually become an officer, which was his dream born in walnut creek. so, you know, local. >> local hero who falls in the line of duty. and here you can see. >> their fellow officers tightening up their formation again, as the casket is due to arrive here. any moment within the next half hour, we have the 3 crosses church there castro valley where the strip is going to take place situated behind the camera. so the church is behind where you are looking right now at the officers along the street in front of the church. and it is from left to right that we expect that casket, hearse to arrive with the casket and again with service is expected to start at 11 o'clock. we do anticipate that hearse to arrive. presumably here in the next maybe 5.10, minutes. we're going to keep an eye out for that. you can see just how many officers are there. and this isn't just officers.

cut on san francisco's new 9-1-1, dispatch center. the computer system that integral to dispatching emergency service personnel went down. we had it what we call a cad outage where we had a failure, had our computer aided dispatch. >> went san francisco's computer, aided dispatch system or cad allows those taking 9-1-1. calls to take incoming information into a computer which police and fire dispatchers in another part of the 9-1-1 center. can see and send help immediately when the system went down at 05:00am. that automatic communication had to be done manually, meaning notes had to be written down and then physically handed to the appropriate dispatcher to send help. >> and something like this happens. it's all hands on deck. so we bring people out of key. why we bring our supervisors on the floor. whoever needs you know, jump in. we have runners, you know, we it's a it's a building with a lot of people working in it. so when we have the scenario, we just bring in a few extra hands to make sure we have all

the people we need. mary. ellen carroll is the executive director of san francisco's department of emergency management. >> she says dispatchers have trained for this. and as a result, there was no delay in answering incoming 9-1-1, calls or dispatching emergency personnel during the 2 and a half hour outage. >> we're really good at switching gears in order to handle this when it happens. while san francisco's 9-1-1, dispatch center is brand new. >> the cat is a decade old and well past its life expectancy at the beginning of this year, a contract executed for a new cat system. as for the new cad system, city officials hope to have it up and running in the next 2 to 3 years at san francisco city hall. dan kerman kron. 4 news. >> it's 10 36 him. police in pacifica out. want to talk to this man that they think that he started a fire pacific us fairway park on april 10th. >> they say that he has visited the archery range at several several times at the

parks over the last month. they would like if you know his location, we is to talk to him. >> well, there's now a hotline in alameda county for victims of 35 people whose death penalty cases are now being reviewed. district attorney pamela price says that her office uncovered what may have been a pattern of misconduct in these trials dating back more than 30 years where prosecutors reportedly. excluded black and jewish people from juries now price as family members of the victims of those on death row are now being informed of what's going on. if you haven't been contacted yet and you are a victim of one of these people on death row. you're asked to contact the alameda county district attorney through its website and they will loop you in as to what's happening. well, multiple bay area, law enforcement agencies recovered more than $300,000 worth of stolen goods in oakland. take a look what they found. the chp says they found products from stores like walmart. tj maxx, sunglass hut in this suspected fencing operation.

the investigation began last september, actually in san mateo county, when deputies arrested several people linked to retail theft in that area. and then just 2 months later, san ramon police arrested women to women for retail theft there and they concluded that was all part of a ring of operations. the 3 agencies involved then began coordinating and they conducted a search of to oakland homes and a storage container. and this is just some of what they found inside. >> it's 10 37 and some shoppers in the east. they're pretty surprised and disappointed because their favorite walmart is closing. they just announced that this store in fremont is going to close for good kron four's. dan thorn has the story. >> for nearly 20 years, this walmart, he's served customers on al brace street in fremont next month. it's closing for good. i am very shocked. that explosion >> with many of so long, this kind fortunate they're closing the store shoppers tell us
