on the kron. 4 morning news. breaking news. a massive fire breaks out in an apartment building in san francisco. we're live at the scene as firefighters continue to clean up. today. mourners from around the bay area will pay their respects to a fallen oakland police officer jordan wingate and lawmakers have a plan to protect homeowners as thousands now are dropped from their home insurance plans. >> from the area's local news station, you're watching the kron. 4 morning news at >> good morning and happy friday to you. i'm darya and i'm james. we're waking up this morning to some drizzle out there in a in some spots, not everywhere, but just some spottings are going to start to clear out if they haven't already. dave. yeah, good morning, james and good morning, everybody. really looking up here, we're seeing some nice breaks of some blue

skies out there like the golden gate bridge and son pierre on through there. so it's a mixed bag, a sun and clouds for today might see some late day showers in the far east bay potentially basically bleeding in from the sacramento valley. here's what we have for you right now. the golden gate bridge with that flag flapping. so we do have the continuous onshore winds today. tomorrow, they'll settle a little bit more. so by sunday, another are some wind advisories down south, but it's a big area of low pressure that just doesn't have much moisture, which to work with. but we still can get some thunder shower action from the mountains on points to the eastern even at the utah. meanwhile, the winds there, you can see them on shore. the teens and 20's even along the coast a little bit. and that's something that will be treated to tomorrow as well. so be a little chilly, even though i will see the sun coming out. nicely middle to upper 50's right now. temps were pretty mild overnight. you break down for you. sun and clouds mixture. lots of 60's. today we move into the 70's for the weekend bay area traffic rain. what's going on?

we have an unusually busy friday morning. typically we're not this busy. >> we have a stalled out vehicle on a richmond center fell bridge now drive times about 25 minutes. just 5 minutes. short of 30 minutes, able to get off the bridge pretty quickly. so that will go back down 60 minutes on the bay bridge, recovering from a few earlier has certain issues that we had 19 minutes on the san mateo bridge in a little windy and gusty here. so it's ce9tainly taken time as you're traveling. checking on the golden gate right now. 24 minute run. and you can see those winds blowing the flags there. all right, james, we'll send it back to you. thank you. reyna. and at 801, we want to get back to the breaking news, which is the big fire that happened this morning in san francisco. massive fire at a multistory building online and clay streets. >> in the presidio heights neighborhood, crawford's will trend is actually there for us right he's got the very latest. luckily had scaffolding was and occupied. will. >> it was not occupied at the time. good news to pass along. no injuries because it was unoccupied and no injuries to

anybody nearby, even though they could have suffered some smoke i halation. but the firefighters quickly got here and told everybody stay inside. close your windows. don't even think about going inside because the smoke was just so think. let me show you video of what went down at around 04:30am, in the morning. this is one building. 4 stories, 6 units and they were doing some work as recently as yesterday. in fact, a roofer showed up this morning and saw the place just engulfed in flames. the fire department came here within 4 minutes. it was so intense that immediately call backup altogether, 60 firefighters were here. they described it us, thick smoke, almost like fog because visibility was so poor. they pounced on it. they raised their ladders. they pour thousands of gallons water down to the building and get this james and darya because of the age of the

building, it actually save the building because it's old enough where he uses redwood and redwood. it is very durable, even during fires as intense as this one, which is why the building never collapsed. and if you saw me at 7 o'clock investigators, actually on the top floor going through it, trying to find out the cause of the fire. yes, it was being remodeled that the time. but they are not saying immediately if that was the cause of the fire, but because they jumped on it so quickly and the age of the building, even though it looks horrible. look at this guy's. if you're watching at home, the front looks pretty much decimated, but they were able to keep the damage to the front of the building. no damage to any buildings, the left or the right. and in back of the building, it is in tact and basically not touched at all. >> back to you. i'm it's such a nice building. thank you. will 804, is the time. another

big story we're following. east bay community is mourning the loss of a family. the whole family died in car crash. investigators say the family of 4 was in their car when it crashed into a tree and caught fire. kron. 4 sarah stinson walks us through what happened. >> people continue to drop off flowers here on foothill road where a mom dad and their 2 kids died in a car crash. neighbors of the family say they were headed home from a friend's house when the crash happened. >> it's sad and tragic. >> a community grieving the loss of a family of 4 killed in a car crash wednesday night in pleasanton neighbors, family, friends and co-workers pulled over on foothill road thursday to drop off flowers at the crash site sits very shocking. hassan shaikh says he worked with the dead of the family. great >> whether work great >> police say the crash happened around 9 at night. it appears the family's electric

car hit a pole before striking a tree and bursting into flames. the tree has fresh for marks on it and the road is covered in flame retardant phone. neighbors of the family say they want police have only released limited information saying they're thoroughly investigating the crash and there's no indication of alcohol or foul play involved with family crash, right where the road emerges from 2 lanes to one people who live nearby say driving on this stretch of road is dangerous. that no lights at all? it's really dark. >> and i a lot of people speed here, at leastlone of the kids who died in the crash was a student in the pleasanton unified school district. the district says it's providing counselors and resources to support those affected. this awful. the loss of an entire family >> our our focus is always and how we support. how do we

support students and staff and families? the family was driving a vinfast car. >> that's a vietnamese electric car manufacturer. it's only been around a few years. and i spoke with a family friend off camera. she tells me she wants police to investigate to see if the car malfunctioned. other stopping by say they hope this is a somber reminder to all to be extra careful on the road. i'm sara stinson reporting in pleasanton. back to you. >> well, happening today in the east bay, oakland police will honor one of their own oakland police officer jordan wingate died last saturday from injuries he sustained in a 2018 car crash while he was on duty. the memorial service will be held at 3 crosses church in castro valley. it's set to begin at 11 o'clock this morning. and the public is welcome to attend. new this morning lanes are now open on the maze where 5.80 comes down into interstate 80 at the bay bridge toll plaza. you can see why this single-vehicle

accident where the car ended up on its roof, blocked the 2 right lanes for a time. no word yet on if anybody was hurt or how many people were in that car. but at least the good news for the commute is that that accident scene is now cleared. all lanes have reopened. >> happening today in the south bay, the man who attacked a police officer who was protecting san jose's mayor matt mahan is due to be arraigned and happened tuesday as kron. 4 was in the middle of interviewing the mayor in downtown san jose. when this man walked up, his name is wesley pollard and he ended up getting into an and punching the plainclothes police officer in the suit there, who's protecting the mayor. pollard was charged with felony resisting and officer by means of threat or violence. and also faces a misdemeanor charge. san jose police say he also has an outstanding arrest warrant out of georgia for resisting arrest. in the east bay. 27 year-old mark simon, who you see here faces attempted kidnapping and child charges in walnut creek and police are

looking to see if there are any other victims of hand. they arrested him after there was a report of attempted kidnapping of a child at the downtown library on north broadway 2 weeks ago. and police then found 600 images of child on his electronic device. >> well, police in concord now aoe also looking for a man who they say tried to grab a little girl while she was on her way to school happened just after 7 o'clock wednesday morning near nuala street and dartmouth way. that girl who was in middle school told police that the man tried to grab her arm while also trying to open the door of a parked car. she got away. police say she told them the man was driving a small black car. that's all she could describe. well, the u.s. open workers say they were blindsided by their agencies plan to increase ticketing for illegal parking about 200 of those workers held a rally out in front of the sfmta headquarters to say that the

recent announcement to crack down on illegal parking is putting targets on their backs. one parking control officers that we spoke with said she's already been assaulted on the job. she's want to take it. who was illegally part? he didn't like that. got a ticket because he was doing doordash. >> so i continued on my my route. follow me about 2 or 3 blocks. waited until i stopped at a stoplight, punched a window. and as a result, the glasgow >> workers say they want safer vehicles and a seat at the table with the sfmta leadership when important decisions like this are made, we did reach out to the agency to get their side of this. we're what we did get a response. and here's a part of it. it reads, quote, safety is our top priority at the agency. thanks to our effort. crime is down. 48 1% since 2018 within our system. our parking control officers are provided de-escalation training, self-defense tools and have access to our

internal dispatch center that communicates directly with sfpd for any assistance they need end quote. the workers are hoping that improvements will be made once the agency and the workers complete there. current labor talks. >> small business week kicks off in oakland this sunday. the city is launching this as a way to celebrate shopping at small and local businesses and give a boost to the economy. local entrepreneurs are going to be there on panels as well and workshops and they're going have a resource fair to help improve businesses. the event runs through may 3rd. >> it's a 10 and still ahead, some people in the east bay are upset because their favorite local walmart is closing for good. and if you're thinking about taking public transit to avoid some freeway closures that are happening. well, there's some other impacts. public transit is impacted to buy what's going on this weekend? we'll have the latest. and it is a

caltrans are asking for patience from travelers who will experience a longer weekend commute time than usual the side of paving and construction along the southbound lanes of i-680, are not new. >> this weekend ill be the 4th and final time. the project closes the interstate from pleasanton to seminole starting 09:00pm friday and reopening at 04:00am monday. according to caltrans spokesperson for alameda county, janice morrow. we will be completely placing the roadway. >> with cement, which is a very memorable and long-lasting material. some of the roadway reopened 04:00am monday. it will be a smooth ride for a moment. traffic will be rerouted :uring the work as well as along highway. 37 starting on friday at 09:00pm. we're back on westbound state route. 37. >> in the to the sonoma county line, caltrans spokesperson for that area chinchilla. >> says this is the second weekend lanes have been closed to traffic at this location. the detour is a long one. >> would normally is a 7.10, mile stretch that takes people

15 to 20 minutes. it is now a 25 mile detour that goes through solano county, napa county and sonoma county delays by car and by train. bart will be suspending service between rockridge station in oakland and lafayette station this weekend. chris filippi says is to keep workers along the tracks safe, a big role, but they all have this week. it is they'll be replacing lighting in the berkeley hills tunnel. so obviously we don't want to be reading trains through the tunnel as our workers are replacing those lights. he says free buses will be waiting at rockridge in lafayette to transport riders to their next stop. >> adding about 20 minutes of travel time. but the work is long overdue. many of the components being replaced across the bart system are more than 50 years old. they've got to go. they have outlived their design life more work along. i-680, and highway. 37 is scheduled after this weekend. the eastbound lanes of highway 37 will be closed next weekend betwee solano and sonoma counties. >> and paving is scheduled next month along the

southbound lanes of i-680, in san ramon reporting in the newsroom. i'm rob nesbitt. kron. 4 news. >> 8.16 is the time and jon ossoff. dave is in our out the weather. yeah. we had a little bit of drizzle going on this morning, but that we see more pictures here. we're opening up the skies a little bit, too, and look at all that green on there. well, what is well, we with the severe severe prediction center is saying, you know, we could get some passing thunder showers in the zone here. that extends to the sacramento valley. this low here, which is kind of nothing burger and away, although we are getting some winds will get some thunder showers and some spots when this thing gets over the rockies and goes to the central the country. it taps into the gulf of mexico moisture away. it goes for the midwest. so this will be future storms for the american south and the midwest come later as we get into early next week or late on the weekend. all right. so we have this low in our backyard. here are the winds checking in. they're going to heavier down in southern california, but

already blue skies, the golden gate bridge. so not a bad start to a friday middle to upper 50's right now in the east bay up north. 54 santa rosa. 54 also san francisco. so clearing out these clouds left over showers may pop back up again. again. this will in the far east bay, but more in the sacramento valley. then tonight into saturday might have some little bit of fog along the coast there. a little drizzle potentially may be slow to clear, but it looks like it does a pretty good job in sunday as well, which will be warmer. now we have the onshore winds all day today. so let the sunshine for you, but really popping along the coast. as you can see there. and we do the same thing again tomorrow, even though we're building on temperatures is not going to be as noticeable at the coast. so a bit chilly there. keep that in mind. if you have any fog kind of. a cloudy things up there, it's going to feel a little chilly morning. drizzle breezy sunny clouds, mixture, cool 60's at work here than for the weekend. we get into seasonality there might have some rain drizzte the coast. but beyond that, turning mostly sunny and then we bump it up to about 80 sure. so

32 minute. ride 5.82 opened. finally starting to get busy. looks like 5 80's. a little lighter, though. is. back to you. thank you. brandon seat 19, a north bay lawmakers have a plan to help with the current home insurance crisis that we're in. now, we know that the insurance companies like state farm have announced that they're not going to be renewing at least 70,000 property owner policies. >> many because of fire risk, but that's leaving with his homeowners and alert travelers. gayle ong has more. >> fema grants for homeowners in designated areas and a tax credit for property owners. that's a 30% tax credit and a $10,000 grant. >> the 2 key components that make up. congressman mike thompson disaster resiliency and coverage act co sponsored by representative jared huffman. when you put it all together, this is an important piece of making sure that insurance remains available. and also affordable. >> to the folks that we committed almost 7 years ago.

back in a 24. the cdc has confirmed the first hiv transmissions linked to some popular cosmetic procedures. >> so far, the cdc says that 3 women have tested positive for hiv after receiving what are called vampire facials. this was at a new mexico spawn. the cdc says the albuquerque business was not licensed and was not using proper safety measures. investigators ultimately determined that as many as 59 clients at vip spa may have been exposed to hiv through botox injections or vampire facials, as they're called. well, new this

morning, a proposal to equip new cars with speed safety systems moving forward in sacramento, the bill was first introduced back in january and at the time would have called for a mandate for these car. new cars sold in the state in 2027 and beyond have speed limiters that actually restrict vehicles from going more than 10 miles over the speed limit after hearing feedback, though, about the potential dangers of a physical speed limit or like that, the bill was amended so that now it only requires a visual or audio signal to alert a driver that they've gone over the speed limit. the mandate would apply to half of new vehicles starting in 2029 and then all new vehicles by 2032, the bill passed the california senate transportation committee is now headed to the senate appropriations committee. it's 8.6 and a new bill that pushes for less. >> homework is called the healthy homework act and it would update guidelines across california school districts because sunny, a study show that elementary school kids don't necessarily get better grades because they get more

homework. if this passes, the policies would have to consider the mental and physical health of students. and there is a new bill as well in the works that would require public schools to provide halal and kosher meal options. 2 students actually just past in coincidence with the end of ramadan. and also we're in the middle of passover right now. the halal and kosher diets are religious guidelines and the ingredients the food preparation is all considered in this law. and that takes effect during the next school year 2025. 26. and this is in effect. it schools were more than 5% of the student population expresses a preference for halal or kosher options. >> we're going to take a break here at 8.27. but coming up next on the kron, 4 morning news, san francisco's new 9-1-1, dispatch center experience is a computer outage one day after its grand opening state officials trying to fix the system. next. stop. you got it? let's go back to the beginning.

kraken towards the maze about 26 minutes. you start to built soon as you hit san pablo. all right. it is back to you. thanks. a lot rain 8.31, in san francisco city workers want to improve their brand new computer system which just went down. yeah, 40 even barely went up yesterday dan kerman walks us through what happened. >> one day after the ribbon was cut on san francisco's new 9-1-1, dispatch center. >> the computer system that integral to dispatching emergency service personnel went down. we had it what we call a cad outage where we had a failure, had our computer aided dispatch went san francisco's computer, aided dispatch system or cad allows those taking 9-1-1. calls to take incoming information into a computer which police and fire dispatchers in another part of the 9-1-1 center can see and send help immediately when the system went down at 05:00am. that automatic communication had to be done manually, meaning notes had to be written down and then

physically handed to the appropriate dispatcher to send help and something like this happens. it's all hands on deck. so we bring people out of key. why we bring our supervisors on the floor. whoever needs you know, jump in. >> we have runners, you know, we it's a it's a building with a lot of people working in it. so when we have the scenario, we just bring in a few extra hands to make sure we have all the people we need. mary. ellen carroll is the executive director of san francisco's department. >> of emergency management. she says dispatchers have trained for this. and as a result, there was no delay in answering incoming 9-1-1, calls or dispatching emergency personnel during the 2 and a half hour outage. >> we're really good at switching gears in order to handle this when it happens. while san francisco's 9-1-1, dispatch center is brand new. >> the cat is a decade old and well past its life expectancy at the beginning of this year, a contract was executed for a new cat system. as for the new

cad system, city officials hope to have it up and running in the next 2 to 3 years at san francisco city hall. dan kerman kron. 4 news. >> 33 and on the peninsula. police are looking for this man for starting a fire at pacific is fairway park on april 10th. they say that he's visit the archery range at the park several times over the past month and they would like to talk to him about this multiple bay area. law enforcement agencies have recovered about $300,000 worth of stolen goods in oakland. it really is all set up nicely here, isn't it? the chp found all these products from places was stolen from walmart. tj maxx, sunglass hut. and they think that this was a organized fencing. operation. they started the investigation last september in san mateo county when several people were arrested for retail theft in that area just 2 months later, san ramon police linked to women to a theft ring and

they were arrested again for stealing from a local stuff the 3 agencies have obtain search warrants. s what led them to to oakland homes and a storage container where they found all of these goods. >> all right. take a look at this. alameda county's narcotic task force team executed a search warrant yesterday in connection with an illegal possession and sale of multiple guns investigation. and the seizure happened on crosby avenue in oakland where police, as you can see, found a number of weapons, 9 guns include for illegal assault weapons and a stockpile of ammunition. police arrested a man on charges related to that investigation. well, there is now a hotline in alameda county for victims of 35 people who are currently on death row. but their cases are being reviewed. so district attorney pamela price says her office uncovered what might have a pattern of misconduct over the last 30 years where prosecutors purposefully excluded black and jewish people from juries. that's what the suspicion is. they're investigating it now. but

prices family members of the victims of those that are on death row are now being informed of what's going on. anybody who hasn't been contacted yet, by the way, can contact the alameda county district attorneys website to again, find out what's happening with your 35 right now. and some people they're upset because they're go to walmart is closing for good. yeah. the retail giant making that announcement. we've got kron four's dan storm. >> with a closer look. for nearly 20 years. this walmart, he's served customers on al brace street in fremont next month. it's closing for good. i am very shocked. that explosion >> with many of so long, this kind fortunate they're closing the store shoppers tell us this is been there. go to walmart since it first opened back in 2006, a sign at the store's entrance sharing the closing date next month as well as reduced hours. the company says this location is one of several nationwide that have not been making enough. money starts always been very busy. the reason that given

again for not having enough revenue to keep the store open, his is is is questionable. a walmart spokesperson tells kron 4 the closure affects more than 150 employees. those workers are being encouraged to transfer to other bay area stores, including one. that's roughly 3 miles away. fremont shoppers will now have to go to the city's osgood road location come next month or travel. even farther to union city or milpitas. it's kind of disappointing a because this punt this place is like the closest to where is. >> the store's new hours are from 07:00am to 07:00pm. >> and this location officially closes oe. may 24th in fremont. dan thorn kron. 4 news. >> on the peninsula, the san mateo county sheriff's department is going to get a training session on autism. later this month. deputies are going to work with an expert. 2 will help so they understand how to deal with individuals who are on the spectrum. and

this is in both crisis situations and how to non as or de-escalate a situation because i can be difficult recognize that training and experience the sheriff's office says that they are hoping the staff will be able to better serve the community and get better outcomes. >> well, lawmakers have blocked a bill that would have prevented state politicians from entering into non-disclosure agreements while crafting bills. so the legislation was proposed by assembly member vince fong. he said the ban, they want to ban the use of the nba's in the lawmaking process, arguing that it would increase transparency in state legislation, including in to the public in as part of this process. >> it is my biggest concern that we are actually trying to shield the public for information and and from legislators as well. that is critical to our votes in to help laws are being made. and so nda is being used in the
