news. a massive fire in san francisco. its a 4 story apartment building will have the very latest on that blaze. >> today, mourners from around the bay area will pay their respects to a fallen oakland police officer jordan wingate. and lawmakers have a plan to protect homeowners as thousands are dropped from their home insurance plans. >> from the area's local news station, you're watching the kron. 4 morning news at 7. good morning and happy friday to you. i'm daria and i'm james. we've got a live look at sfo behind us this morning on a day where we're waking up to some. >> drizzle and mist out there. yeah, you might notice roadways are wet. dave. >> yeah. good morning, james and ari, good morning, everybody in the morning layers around a bit. we have some fog to, but that's going to part to give us a some kind

of variable clouds will be sun and clouds mixture there. but a lot of folks in lynn, particularly going to see a lot of sunshine for today. first things first radar not to be very active, but just want to note. and some of the higher elevations there, they are actually getting some light rain showers. here's the golden gate. look at the opening up. we have. but the winds still with us because we still have that low in our backyard. just does everything will work with the flag is going remain like that. as we see the winds get into the 20's and even 30's. some nice, big area of low pressure. you'll notice here. some heavier winds expected down in southern california, though. so these onshore winds in place in the teens and even lower 20's. we expect a pop along the coast this afternoon, middle to upper 50's. that's a warmer than yes. time from yesterday. so looking good on that front, 60 by 11 o'clock. it too, will talk about 62 and we'll warm up those temperatures also this weekend as well. nice warm to get about 80 or so by tuesday. here's what's going on. a bear at traffic yeah. we've got a busy start our friday morning. dave, if you are going to be traveling into the city right now.

>> we have a disabled vehicle on the bay bridge to drive times of on up about 22 minutes. that's near the treasure island exit other bridges, not seeing major delays. still a 15 minute ride on the san mateo bridge. there, which was a over up by a few minutes. 13 minutes. no major issues, golden gate bridge just under 21. we do have an accident. this is along northbound 6.80, and marcus road and fremont. things are a little slow there. southbound side, no major delays. you can always take 5.80, even 84 to get around that darya. james, back to thanks. a lot rain. a 701. let's get back to that massive fire. >> firefighters in san francisco have managed to put out the blaze burning in an apartment building on line in clay street boy at its peak, it was raging. this was in the presidio heights neighborhood in kron. four's will tran now on scene for us with more on the. >> mop up operations will. >> james firefighters are starting to wrap up operations here, but they will send saint n investigators shortly because there's the building. it is not in danger of

collapsing. you can see the scaffolding. in fact, we will zoom in on the top floor. that's how safe it is. now for investigators to be inside to try to find out exactly what happened. it was unoccupied during the time of the fire. let me show you video from the fire department when they arrived here at around 4 o'clock in the morning. it was so intense that they say breathing was difficult for them. so was visibility in look like thick fog, but it was not fall. it was the smoke coming from this apartment complex. one complex, 6 units, 4 floors were on fire at the time. they immediately called back up. the good news is it was on occupied in the people near this place. they were told really quickly shut all windows. stay inside because breathing was very difficult. they told me, fortunately, nobody was injured, not even being treated. were any smoke

problems as far as what happened. but we do know that he was under construction. of course, they looked at the sign outside we can come back live. now you can see neal's painting. so they called meals painting and meals painting confirmed that yes, work was being done at the time, although not in the overnight hours. so will try to find out exactly what caused this fire. but again, it is safe enough at this time to allow investigators to be literally on the top floor there without any fear being hurt or killed. if anything should dropped and sending them down to the floors below. so right now it begins the effort what caused this fire. we do know that they were doing some roofing on top as well that there was no work done in the overnight hours, took them a few hours to knock down the flames, get people to finally, as you can clearly see. now people are starting to come out of their buildings and shortly a lot of people who were evacuated next to the building. they will be

allowed to go back in sight. james started. all right. thanks for the update. will we'll check back with you a little later. >> 74 is the time. the other big story we're following this morning. the fact that an east bay community now coming together to mourn and remember. a man who should say, a family who died in a crash whole family. yeah. that for the car crashed into a tree and caught fire. kron. 4 sarah stinson has details >> people continue to drop off flowers here on foothill road where a mom dad and their 2 kids died in a car crash. neighbors of the family say they were headed home from a friend's house when the crash happened. >> it's sad and tragic. >> a community grieving the loss of a family of 4 killed in a car crash wednesday night in pleasanton neighbors, family, friends and co-workers pulled over on foothill road thursday to drop off flowers at the crash site sits very

shocking. hassan shaikh says he worked with the dead of the family. great >> whether work great >> police say the crash happened around 9 at night. it appears the family's electric car hit a pole before striking a tree and bursting into flames. the tree has fresh for marks on it and the road is covered in flame retardant phone. neighbors of the family say they want police have only released limited information saying they're thoroughly investigating the crash and there's no indication of alcohol or foul play involved with family crash, right where the road emerges from 2 lanes to one people who live nearby say driving on this stretch of road is dangerous. that no lights at all? it's really dark. >> and i a lot of people speed here, at least one of the kids who died in the crash was a student in the pleasanton unified school district. the

district says it's providing counselors and resources to support those affected. this off all the loss of an entire family >> our our focus is always and how we support. how do we support students and staff and families? the family was driving a vinfast car. >> that's a vietnamese electric car manufacturer. it's only been around a few years. and i spoke with a family friend off camera. she tells me she wants police to investigate to see if the car malfunctioned. other stopping by say they hope this is a somber reminder to all to be extra careful on the road. i'm sara stinson reporting in pleasanton. back to you. >> 706, is the time and happening today in the east bay, oakland, police are honoring one of their own local police officer. jordan wingate died last saturday from injuries he sustained in a 2018 car crash while on duty. the memorial service will be held at 3 crosses churchcin castro valley at 11:00am. it is open to the public. new this morning lanes

now open on the maze at 5, 80 80 right before the toll plaza following this solo car crash that happened earlier this morning. you can see in the video the car was on its roof. no word yet if anybody was hurt or how many people were in the car at the time of the crash. but good news for the morning commute anyway is that it's all clear. so all lanes back open again, 707. and today in the south bay, the man who attacked a police officer was protecting san jose mayor matt mahan. >> is due to be arraigned for this is what happened tuesday. welcome for was doing interview with the mayor in downtown san jose. wesley pollard. you can see here on the camera seen punching the plainclothes police officers assigned protect the mayor. he has been charged with felony resisting officer by means of threat or violence and a misdemeanor as well. and san jose police say he also has an outstanding arrest warrant out of georgia for resisting arrest in the east bay. 27

year-old mark simon faces attempted kidnapping and child charges and walnut creek and police want you to take a look at his mug shot here in case there are any other victims out there. he was arrested for a report of an attempted kidnapping of a child and a downtown library on north broadway 2 weeks ago. and police say they found 600 images of child on the electronic device. he was carrying. 708, is the time right now. james police in concord now looking for a man who they say tried to grab a little girl while she was on her way to school. >> it happened just after 7 o'clock wednesday morning, right near nuala street and dartmouth way. that girl who is in middle school told police the man tried to grab her by the arm while he was also trying to open the door of a parked car. police say she told them the man had a small black car. hopefully they'll track this person down. sfmta workers say they were blindsided by the agency's new plan to increase ticketing for illegal parking.

about 200 workers held a rally in front of the sfmta headquarters. those workers say the recent announcement to crack down on illegal parking is putting targets on their backs. one parking control officer that we spoke with said that she's already been assaulted on the job. but you still want to take who was illegally part. he didn't like that. he got a ticket because he was doing doordash. >> so i continued on my my route. follow me about 2 or 3 blocks. waited until i stopped at a stop punched a window. and as a result, last 2 years. >> workers say they want safer vehicles and they also want a seat at the table with us. if mta leaders, when important decisions like this are made, we did reach out to the agency regarding these concerns and were given the following statement, which reads in part, quote, safety is our top priority at the agency. thanks to first crime is down. 48 1% since 2018 within our system. our parking control officers

seeing skies open up radars even settling down to but >> just noting a couple little patches of drizzle hop out this for the golden gate bridge is the fog trap. have some leftover clouds onshore. wind going to remain. that's a given. look at this pattern to this. just severe prediction center, the paint this out and they just see this whole swath of area in the western rockies. the heck, you might get some thunder showers. there is all means that's all it means. and that means the sacramento valley will see this. but normally this kind of pattern that looks like this that usually we see during the monsoon not from a low dropping south. here's what we have. but it might scrounge up enough moisture. the higher levels to get some thunder showers going on. but that is just barely in our viewing area. that will be pretty much off towards the east mid to upper 50's and the east bay for night right now, some lower 50's up north. 54. meanwhile, for half moon bay, futurecast for here, we have it. there's that little chance you might see it in our neck of the woods. but meanwhile, the lion share is off to the sacramento valley and also looks like some snow showers

coupled with that to still left over up in the mountains. but the tahoe forecast over but the tahoe forecast over the weeken lots of sunshine for you as will see tomorrow. maybe some marine layer to kind of deal with early on. but then we clear it out. looks pretty good. we have the consistent wind, though. highs will be still a bit cool side in lynn, only about 70 or lower 70's warming up a touch more tomorrow here. the winds today quite active in onshore. very noticeable and pronounced along the coast. yeah, take a picture because we'll do this again. and boom. there you have it for saturday afternoon to say headed to the coast. you have to fight some more of this fog clouds a little bit and we'll have those winds working morning drizzle, breezy with taking care. most the drizzle, sun and clouds mixture cool with 60's. we've got 70's for the weekend in bump that up to about 80 or so by tuesday. that will back off a little bit at the end of the week today. 61 san francisco. 64 going on for oakland. meanwhile, for san jose coming in at 66 in the big map only

curious to find out. and according to new research, americans spend nearly $500 a year tipping more than they'd like to. thank you. i've been saying tipping is getting out of control. jane king live the nasdaq to explain. hi jane. >> i james, a lot of people agree with that. the this new survey found the average respondent reluctantly tips. $37.80 a month due to pressure or awkwardness of the options presented to them. and this comes to $453 a year and guilt induced gratuity over a quarter feel they're often or always forced more than they would like. now the survey was conducted by talker research and it's on the average respondent tipped more than they'd like to on 6 occasions in the last 30 days. the federal communications commission voted to bring back net neutrality. the rules to prevent internet service providers from cherry picking web content by speeding traffic. some slight slowing it to others. for example, it could prevent internet service providers like verizon or

weather. it was the same want same story from every insurance company. >> and it was. >> make sure that there's disaster resilience in a building that homeowners did everything necessary to protect their home from any type of disaster. same thing with landowners, the backdrop of thursday's press conference took place in santa rosa's coffey park neighborhood. >> and the area that was virtually wiped out by the 2017 north bay fires among the speakers, sonoma county elected officials and also wildfire survivors. this bill will support efforts like defensible space clearing enhanced emergency water access, fire, oppression systems, technology, and automated systems that assist first responders and much more education is on the rise. but we have to acknowledge that the financial increases in the cost of insurance is leaving many without funds to do the work to protect their homes, families and communities. when

asked about how much this bill will cost taxpayers loss of insurance to homeowners is going to be devastating by itself. >> you add to that a disaster too. and the price tag is over the top. so i would argue the cost of this is going pale in comparison to what the cost of be passed by congress. the co-sponsors of this bill say they hope it happens as soon as possible. reporting from santa rosa, gayle ong kron. 4 news. >> 7.21 is the time and tonight southbound lanes of 6.80, from pleasanton to signal are going to be closed again over the weekend. this is because of an ongoing paving and construction project that they've been doing. that starts at 9 o'clock tonight. the closure, it reopens monday morning. >> caltrans will be demolishing in removing deteriorated. pavement. we're all familiar with what it's like on southbound 6 saying in that area, you can definitely

>> and we're back at 7.25. multiple bay area. law enforcement agencies recovered more than $300,000 worth of stolen goods in oakland, the chp and faxes. they found products from stores like walmart, tj maxx and sunglass hut in the suspected fencing operation. these are just images showing what they discovered. investigation began last september in san mateo county when sheriff deputies arrested several people linked to a retail theft ring in the area. well, just 2 months later, san ramon police linked to women to that very same retail theft operation after they were arrested again for stealing from a local surf for a the 3

agencies, then obtain search warrants for 2 homes in oakland and a storage container. and this is just some of what they found inside. >> it's 7.26. and new this morning, a plan for cars to have speed safety systems is moving forward in sacramento. it's a little bit different than the original building introduced in january. that would have mandated the cars made or sold here have speed limiters. were you physically wouldn't be able to go over the limit more than 10 miles over the speed limit. the after hearing feedback about potential dangers of something like that. this bill has been amended. so it would just require a visual and audio signal that would alert you that you're going over the speed limit. that mandate would apply to half of new vehicles starting in 2029 and then all vehicles in california from 2032 on it passed the california senate transportation committee and now heads on to the senate appropriations committee. it's 7.27 in coming up next on the

western edge of this little low. this trying to dig into the west coast and really as a lot of barking going on, it's going to be more of the deliver of winds for southern california. but we're going to get our fair share, too. and they will be the onshore variety. here's a quick check on the radar. couple little splotches hanging together a little bit. let's zoom out a little further away stand to get a little bit of snow out of this to over the next day or so as a foe. only some construction delays pushing things back about 45 minutes. there's the onshore. winds are referenced up to 22 and san francisco elsewhere. pretty much into the teens. there will be a little pop along the coast. we expect middle 50's. that's a pretty consistent temperature that we see complements this morning. layers kept temperatures support a little bit here. 60 looks like by 11 by 2. we'll try about 62 and again, variable clouds with this program and for highs for this weekend, pretty close to average is lower 70's again, sum sun and clouds mixture here. but for the most part, a lot of sun looks like on your saturday in a bit. we'll check it out. 4 zone forecast right

now. here's a look at traffic right all right, dave, start on this friday morning. >> we had a few traffic hazards on the bay bridge. thankfully now clear 20 women, right, though, but on a friday to be much lower than that 18 minutes, san mateo bridge people have been traveling. things i'm going up there. 13 minutes on a rich, a summer filled bridge. golden gate bridge around. 25 j and those highways. you can see 80's. a little busy is a traveling to every villain. berkeley. before you see a little congestion, earlier accident along northbound 6.80, that's no clear. you're just seeing slight delays there. darya. james, back to you. thank you. are in a 7.31, go to walmart in the east bay is closing. yeah, stunning. a lot of longtime shoppers there. the retail giant making that announcement that the storm fremont closing for good kron four's. dan thorn has the story. for nearly 20 years. this walmart, he's served customers on al brace street in fremont. >> next month, it's closing for good. i am very shocked.

that explosion >> india for so long, this kind fortunate they're closing the store shoppers tell us this is been there. go to walmart since it first opened back in 2006. >> a sign at the store's entrance sharing the closing date next month as well as reduced hours. the company says this location is one of several nationwide that have not been making enough money. start always been very busy. the reason that given again for not having enough revenue to keep the store open, his is is is questionable. a walmart spokesperson tells kron 4 the closure affects more than 150 employees. those workers are being encouraged to transfer to other bay area stores, including one. that's roughly 3 miles away. fremont shoppers will now have to go to the city's osgood road location come next month or travel. even farther to union city or milpitas. it's kind of disappointing a because this punt this place is like the closest to where is. >> the store's new hours are from 07:00am to 07:00pm.

>> and this location officially closes on. may 24th in fremont. dan thorn kron. 4 news. >> we'll take a look at this allegheny county's narcotic task force team executed a search warrant yesterday in connection with an illegal possession and sale of multiple guns. the seizure happened on crosby avenue in oakland where police say they found you can see on the screen 9 guns, including for illegal assault weapons and a stockpile of ammunition. police ended up arresting a man on charges related to the investigation. well, there is now a hotline in alameda county for victims tf the 35 people whose death penalty cases are now being reviewed. district attorney pamela price says her office uncovered what might have been a pattern of misconduct in those trials dating back 30 years where prosecutors perhaps purposefully excluded black and jewish people from serving on those juries price as family members of the victims of those on death row are now being informed of what's going on. anyone who has not yet

been contacted those asked to contact the alameda county district attorney's website. >> time now 07:34am police in pacifica are looking for this man who they say started a fire. a pacific is fairway park on april 10th, they say, visited the archery range at the park several times over the past month that so if you know him, police would like to talk to him. san francisco city workers are trying to improve their computer system after it went down yesterday. a kron four's dan kerman reports the computer system is integral to dispatching 9-1-1. calls. >> one day after the ribbon was cut on san francisco's new 9-1-1, dispatch center. the computer system that integral to dispatching emergency service personnel went down. we had it what we call a cad outage where we had a failure, had our computer aided dispatch. >> went down san francisco's computer, aided dispatch system or cad allows those taking 9-1-1. calls to take incoming information into a computer which police and fire

dispatchers in another part of the 9-1-1 center. can see and send help immediately when the system went down at 05:00am. that automatic communication had to be done manually, meaning notes had to be written down and then appropriate dispatcher to send help and something like this happens. it's all hands on deck. so we bring people out of key. why we bring our supervisors on the floor. whoever needs you know, jump in. >> we have runners, you know, we it's it's a building with a lot of people working in it. so when we have the scenario, we just bring in a few extra hands to make sure we have all the people we need. mary. ellen carroll is the executive director of san francisco's department of emergency management. >> she says dispatchers have trained for this. and as a result, there was no delay in answering incoming 9-1-1, calls or dispatching emergency personnel during the 2 and a half hour outage. >> we're really good at switching gears in order to

handle this when it happens. while san francisco's 9-1-1, dispatch center is brand new. >> the cat is a decade old and well past its life expectancy at the beginning of this year, a contract was executed for a new cat system. as for the new cad system, city officials hope to have it up and running in the next 2 to 3 years at san francisco city hall. dan kerman kron. 4 news. >> it's 7.36, and a person has died after being shot earlier this month in san francisco. that happened in the early morning hours of april. 13th. the person was shot at 6 and jesse streets in the south of market neighborhood rushed to the hospital where they ended upidying of their injuries. we don't have their identity at this point. in the north bay. true drivers have been arrested one for shooting at the other as part of a road rage incident that took place in santa rosa wednesday morning. this is at presley street near martin luther king junior memorial parkway. both
