news station, this is home. news 11. >> good evening, everybody. thanks for being with us tonight on kron 4 news at 11, i'm grant lotus and i'm noelle bellow. a bill making its way through the state legislature wants to double the fines for protesters who block highways and freeways. it's gaining bipartisan support in the state capitol. but not all across the state. across for sara stinson joins us live in the studio after speaking with the assembly woman who introduced the bill as well as civil rights activists against it. sarah. >> yeah, this bill is proposing to increase fines for protesters every time they're convicted of blocking traffic on highways, hopes to deter them from doing it

again. but civil rights advocates tell me tougher penalties will not stop people. amid a series of protests related to the israel-hamas war assemblywoman kate sanchez has introduced legislation that would crack down on any demonstrations blocking traffic on highways in california. so this is because public safety, healthcare risk and honestly. >> i would hate to get to the point where we're losing a lawsuit. one life sanchez says she became frustrated after 78 protesters arrested for blocking the bay bridge in november. >> we're only ordered to 5 hours of community service and $57 fines under current state law. protesters can be fined anywhere between 100 to $500. >> sanchez wants to double those fines up to $1000 depending on past convictions because we see that these laws on the books are are not enough right there tie the chart. what's happening now? >> we believe in doubling that would give them the a's marked holes in their tool box. this

bill passed a transportation committee hearing by both democrats and republicans. the california highway patrol association also in favor saying these protests prevent first responders from doing their job. this is dangerous. something needs to change. >> the executive director of the council on american islamic relations is on robbie lou is speaking out against the bill. frankly, i'm appalled that our legislators are using the pretense of transportation and public safety. >> to quell. first amendment protected activity, the loose as if this bill gets passed into law. it won't stop protesters. the only way to deter protesters. urgent implement a permanent cease-fire. >> the airy assembly members tilting and lori wilson both voted no ting didn't explain why. wilson in the meeting said she thinks the current policy is enough.

assemblywoman sanchez says she's hopeful her bill will make its way to the governor's desk. it next goes to the appropriations committee, though. i'm sara stinson reporting in the studio. back to you. >> sarah, thank you. classes will resume as normal tomorrow at san jose city college after police say they didn't find anything suspicious on campus video of the scene earlier shows police blocking moore park avenue at bascom san jose police first reported the possible bomb threat shortly after 5 o'clock tonight, officers had to cancel class and evacuated. the school took about 3 hours before they cleared it and then reopened campus. >> in the north bay tonight, about 1000 homes are without water in the late because of a water main break. officials say residents affected are in the glen cove area. they say crews are working to try to identify the location of the break so they can make the necessary repairs. >> bart's expansion through the south bay's taking shape. crews were out in santa clara today getting the site ready for a new maintenance yard.

this facility is slated to be built behind the santa clara transit center and cross the border with san jose where 3 other bart stations will be built. transit officials expect the bart expansion to serve nearly 55,000 people each weekday by the year 2040. >> taking a live look now at downtown san francisco where it seems wants to sun went down. the clouds kind of moved out as well. >> with the clouds kind you know what i was. it took me a minute to follow laws and but so it's cloudy and then like the clouds parted. and it was a little bit down clear. laurence can. can you make sense of that? yeah. kind of roll. kind of broken out there right now. that area of low pressure that brought us some of those clouds started to move southward. but think we'll see the cloud deck fill in overnight tonight, becoming mostly cloudy again. maybe even some drizzle along the coastline overlooking san francisco right now. you see a couple passing clouds there in the distance. otherwise you

get a little break from all the cloud that we've had. but the temperatures really have plummeted over the past couple of days. and today, i think we kind of bottomed out some places. one, maybe 2 degrees cooler, some places little warmer than we had yesterday. so right about the bottom here. now, as we've seen that cloud cover really knocking the sun away and bringing with it that cool air that the marine air rolling across the bay area bringing the temperatures way below the average for this time of year. so here's where we sit right now. you see the north, a very cloudy right now, partly cloudy in the south and then a little break in the central bay. but those clouds going to fill in overnight. but the onshore flow, i think for tomorrow, high pressure going to sneak in here. i mean, that may be just enough to clear out the clouds a little bit earlier in some of the valley. still cool fog along the coastline. then we start talking about a chance of a couple. raindrops will talk more about that coming up few minutes. lawrence, thank you. oakland, small business owners are concerned about a road project that would remove dozens of parking dot is. >> hoping to make grand avenue safer with a repaving project.

however. >> businesses, some of them along this corridor say more input is needed before moving forward. kron four's dan thorn reports. >> grand avenue in oakland is a busy corridor. cars parked in front of small businesses as cyclists make their way through the traffic oak done is proposing to improve safety along this road. but that includes getting rid of dozens of those parking spaces. our concern is that if they take away. >> easy access to our businesses. it's going to be a lot harder our customers. able to get to veterinarian elizabeth mcdonald says the proposed removal of 30 to 40 parking spots would make life difficult for her clients, especially those who are elderly and with pets that need extra care. her business, the grand lake veterinary hospital and the grand avenue business association have been asking for input to share with oak dot. we unfortunately really haven't been able to get very much input to them. >> they have not really come down and not talk to the

merchants on the street. so we got permission if we collected input. >> that we could. it was presented to kdot says grand avenue from broadway to macarthur needs to be repaved to cut down on a high number of bicycle and pedestrian accidents. >> the proposed improvements include new crosswalks protected bike lanes and turning angled parking spaces into parallel parking mcdonald's says she and other business owners all for safety, but a more balanced approach needs to be taken. she thinks losing the parking spaces might be a death blow to already struggling merchants. we'd rather they slow down traffic. >> maybe have their be less lanes. but a company for both parking and safe biking, not have solution. 30 to 40 parking spots taking affecting businesses ability to have customers come. >> mcdonald's is hoping to present the findings of the parking survey to oak dot next month. then it's a waiting game to see if transportation officials revised their plans

in oakland. dan thorn kron. 4 news. >> the long anticipated documentary about the alexis gabe murder case has finally been released. the ben 23 year-old woman from oakley went missing back in january of 2022, her partial remains were found near sacramento months later, gabe's family, friends and community members gathered at sabrina as pizzeria and oakley. oakley this evening to watch that documentary together. the gabe family has been pushing hard for this documentary to be released, hoping it changes public perception about the case and could possibly lead to charges against the mother of alexis ex-boyfriend, marshall jones. jones was the primary suspect in the case, but he was killed in a police standoff after watching the documentary tonight, alexis parents say they were actually disappointed the final product was missing. some key pieces, including a video of the suspects. mother. >> that video is important and

than marshall jones was directly involved in the murder of alexis, gabe, either as a direct perpetrator or an aider and abettor end quote, the gabe family is still intending to have their attorney filed a lawsuit against mother after the documentary airs. >> david to pack the man convicted of attacking paul pelosi will have to wait another month or so to learn his fate to paps original sentencing hearing. that was set to be this morning had to be pushed back. it is now going to be in mid-may. the 43 year-old faces a maximum of 50 years in prison for attacking nancy pelosi's husband in october of 2022. >> 3 high schools in the bay area are among the best in california. the u.s. news and world report released its newest list of the top 10 high schools in the state. doctor, tj owens gilroy early college academy in gilroy ranked at number 10 at number 9 lynbrook high school in san jose. lowell high school in san francisco ranked 7th and at the very top riverside stem

large crowd refused to disperse the protesters remained mostly peaceful throughout the demonstration. >> meantime, protests calling for a ceasefire in gaza are growing on the uc berkeley campus. demonstrators have created a tent city in front of sproul hall in solidarity with those other universities across the country. so far the camp at uc berkeley has grown to about 70 tense. participants say they'll continue protesting until their demands are met, which include the university calling for a cease-fire in gaza. and the stoppage of any financial support to israel. a uc berkeley spokesperson says school officials are monitoring the situation as of now the free palestine camp has not disrupted any campus operations. >> it comes to nonviolent political protest. the campuses are not to use law enforcement unless it is absolutely necessary. to prevent bodily damage or threat to anyone's life. we're

not at that point. >> uc berkeley officials say the safety of all students continues to be their top priority. redwood city police have arrested a suspect accused of stealing a package off a porch. there was a wedding dress in that package. take a look. this is surveillance video of the incident. police say the man take it is 65 year-old. henry fun seca. they say they got multiple tips from the community. police say the dress was found by a concerned citizen. and has been returned to the bride. >> that is a sigh of relief. all right. a memorial service for fallen oakland police officer jordan wingate is set for this friday. he died saturday from injuries he suffered back in 2018 in a car crash while on duty. the service will be held at 3 crosses church in castro valley at 11:00am. it is open to the public. >> we are finally getting a look at the future of san francisco stonestown shopping center. brookfield property

share these renderings of the project. that includes plans for a civic town center, affordable housing neighborhood, open space in retail. the company says the idea has been 4 years in the making. a man who is live near stonestown for decades says it's hard to imagine the area transformed so dramatically. >> pretty surprised that they're they're going to do because it's been like that for, you know, as long as i can remember since the 70's, it's a good area. and it's it's a great place to be. you know, they got libraries here and, >> you know, schools and things will get educated >> it's a great place. a man loves it. the san francisco planning commission has been gathering public input on the project since last year. this project still requires approval by the planning commission and board of supervisors. kron 4 reached out to city officials about this. but so far have not heard back. >> let's get you a check of the forecast as we take a live look at sfo where the clouds seem to have gone away. there

we have it laurents. >> yeah, we've got more on the way, though. don't worry plenty of clouds deal with in the coming days and maybe a little rain to nothing major. but a chance of a few showers as we head in toward late thursday and friday right now, the clouds a little bit of a break outside right now. but we're going to see more of that feeling in overnight tonight and tomorrow morning. in fact, the lower just a bit. we've seen pretty high def the clouds. i think it's coming all the way down about 1000, maybe about 1500 feet. patchy fog continue to pass along for the golden gate bridge. more on the way overnight tonight. kind of slow going make your way northbound right now. but maybe some drizzle along the coastline early on tomorrow morning. then as we get into friday, there's a slight chance of a few showers that are low pressure that brought the cloud cover starting to sag further to the south. but there you go. youve got another storm system out here. late season storm. so didn't really have a lot of rain and up. but cool temperatures chance of a few scattered showers you see right here tomorrow looks okay. as we get

into friday, there you go. a chance of a few scattered showers around the bay area. maybe more snow over the high country, too. and then as we get the weekend, i think the weekend looks pretty good. we're going to see some sunshine, a couple passing clouds, but some warmer temperatures over the weekend as we get into next week. well, late in the week again, there you are. another chance of rain on the way as we head toward the next thursday as well. so things take a little bit unsettled in the weather department, but not bad temperatures yeah. cool coast side 50's there. not much in the way clearing. you can see more clearing more sunshine, the valleys tomorrow. some upper 60's getting close to 70 degrees in some of the valley's next couple days. temperatures below the average warming up this weekend. slight chance showers on friday, but it would cancel your plans. it's not going to be much and some on the weekend works out well this week it yeah. and storm up. thanks much to offer.

>> tonight was officially opening night of the san francisco international film festival. this is the 67th year of the festival. more than 80 films are featured between tonight and sunday and we shown at movie theaters all across san francisco and the east bay, 7 of the films are from bay area. filmmakers from documentaries to feature film. there are 40 different countries represented this week. the director of programming says this year's selections feature many filmmakers who pulled stories from their own lives and real experiences. there's also several filmmakers featured who have been a part of sf film since early in their careers. >> and one of the filmmakers this year doesn't renee jones was a part of our use competitions several years ago. her producer went through our development program and then now they are screening their phone seeking mavis beacon at the festival, which was largely on the east bay.
