live here in studio to break down what it all means less >> that's right. it's a joint effort between the 2, both the county and the city. we'll work together over the next 3 years to help individuals living in an encampment around them. a home creek path i spoke with say a rough mayor who says there is a chance for them to do more. >> the city of samara marin county are receiving a grant for nearly 6 million dollars to help those living in an encampment. a lot the home creek pass. and so we have an encampment like we do. one of our 2 walkways. we need to be collaborating and partnering with the county government. the money is coming from the state's encampment resolution. find jordy of these funds will be through case managers support support services who work with folks want want to find out. what is that hurdle? what is it that they need? what is the next step to go towards permanent supportive housing. according to mayer, calling of sandra fell, the money will allow them to provide interim housing and social services to over 60

people living there step will be finding agency who can do that. hands-on work in really engage deeply with folks it will be working with the county to make sure that that ever system agency with they're bringing works of what we're already doing. the mayor says they plan to partner with nonprofits like saint vincent de paul society of marion, who has done outreach to those living in encampment. so we already know who they are. and with that funding, we're looking at county providing case and then the city helping with finding transitional places for people to stay. well, we help them get housing, voucher or other some sort of subsidized housing. >> and with this program, the morning health and human services and the city will have 3 years to help those in this encampment. and they plan to meet the next couple weeks to discuss the next steps. >> reporting live in studio is a good in kron. 4. leslie, thank rideshare driver

escaping a carjacking in palo alto. the victim telling police. >> he was driving to pick up a writer monday around midnight when a car pulled ahead of him. he says 3 men got out and started hitting his car with a metal. rod. police say the victim was able to drive away, but the suspects chased him until eventually giving up. the man stopped near the palo alto train station to finally call police on familiar with the area. he was unable to tell police where exactly all started. police believe it began in the crescent park neighborhood may have made its way into downtown palo alto. they believe the victim was targeted for robbery or carjacking. he's okay. but his car was damaged. >> police in fairfield are investigating after a pedestrian was hit and killed by a semi truck early this morning happened in a parking lot can cade not so drive around 5.15, this morning. the semi truck was pulling away when it hit a female pedestrian. the woman died at the scene. it's the second deadly pedestrian collision in fairfield. and just last 2 days.

>> the sonoma county sheriff's office has identified the victim of a cold case dating back to the 1980's as jeffrey thomas route that and 2001, a human skull was turned into the sheriff's department in santa rosa. investigators determined to the skull was likely the victim of a homicide to it took until 2022 for police to confirm it was repentance. rubin's family had not heard from him since 1980. police said at some point he visited california and was rumored to have become house painter. the sheriff's office is asking anyone with information on refunds, life or death to contact them. a memorial service for fallen oakland police officer jordan wingate is going to be held this friday. officer wingate died saturday from injuries he suffered in a 2018 car crash while he was on duty service will be held at 3 crosses church in castro valley at 11:00am. it is open to the

public. >> sfo and the city of san francisco are now facing a lawsuit by an airline mechanic who says he lost his livelihood due to a faulty security turnstile at the airport. he says that turnstile failed just before the enter anniversary of 9.11. now he's suing the city, get his job back. >> put on the list with felons murder and it's the same list, ok for tsa. alter spurlock doesn't want to show his face on camera because he's concerned it could be blacklisted by airlines because his airport security badge has been revoked on september 9th 2021, just 2 days before the 20th anniversary of the 9.11 attacks, the alaska airlines aviation mechanic was stopped at the employees. security turnstile want trying to go to work at sfo. >> he used his biometrics security badge to pass through, but it didn't work on. his first attempt started through and then the turnstile froze up and locked up.

>> so came back. i tried it again. i use my bad jen fingerprint like is posed to it. gave me the green light now on through. and that was the violation. they said that we had spurlock says he was accused of trying to circumvent security by trying to go through again after the turnstile froze. so what they did is they pulled my badge, astounds me from working at basically every airport. the community side of stands for security identification display area. the san francisco city attorney's office responded by saying spurlock, quote. >> tampered with a secured access point which violated airport rules. the airport had previously warned employees that this type of conduct posed an unacceptable security threat, ensuring the safety and security of the airport is paramount. the decision to revoke their security badges is clearly warranted. and within the airports, discretion, the airport followed all necessary procedures. we look forward to discussing this matter. further in court emotionally, it's just been a roller coasters. the coalition used overwhelming air power to

defeat a brutal dictator. >> and for your nation, spurlock has been an aviation mechanic ever since his service in the air force during the first gulf war working on military aircraft. >> and holding a top secret clearance. by all accounts, he has an unblemished record and 20 years of work with the airline. not at any point was security jeopardize the end of the day, the entire incident was a function of the faulty turnstile, which is the responsibility the airport to maintain alaska airlines and the mechanics union of trying to resolve the situation to no avail. we had our attorneys write letters airport commission. it was just a complete storm. all the timing couldn't have been worse for spurlock. i just had a baby and i was going to start my baby bonding. believe 2 weeks after this happened. he has since found aviation work. but earning less than before. i was also eligible the right tire for alaska. 55, i just turned 55. so i wasn't able to

retire. but i lost my health insurance. they basically took everything spurlock and his union say they think sfo and the tsa overreacted. i don't understand why the authorities at sfo are taking such a hard line on this and basically ending an individual's it scenes spiteful, it seems emotional and it doesn't seem rational. and the only thing that we're guessing are trying to figure is that it was because it was close to 9.11. >> so they're trying to make a point. so we'll have to see where this lawsuit it hasn't gone to court yet, his point and his supporters point including alaska airlines and the mechanics union is that. >> this fault east turnstile had been causing problems for a certain period of time and a lot of employees had encountered that problem and had done exactly what he had done that day. so their argument is they were trying to breach security right there, trying to go to work well, to have some you know, support from the union. and

all that is is probably helpful. i assume going forward. >> we'll see because it hasn't been helpful so far. you've got to the point where they actually had to file this lawsuit. so we'll follow this story. >> and see how it turns out. all right. thank you, ken. >> calling it a big day for america's flying public. transportation secretary pete buttigieg is expanding and toughening up the laws that protect airline passengers. for starters, it will be a lot easier and faster for passengers to get refunds on their canceled flights. kron four's catherine heenan joining us from the newsroom with more on this. catherine, a lot of flyers probably really happy about that. most people can relate to this. probably noel. it delays if not cancellations. >> and if this works the way the transportation secretary says it will flight cancellations and delays could soon result in you're getting an automatic cash refund. this is part of what pete buttigieg cause the biggest expansion of passenger rights and the history of the department.

>> in theory, passengers are already supposed to be refunded for a cancellation or a major delay in practice. it often doesn't work that pete buttigieg says he and his staff have heard it all. >> including people coming up to him and airports to share travel horror stories. many involving the struggle to get refunds. it will now be harder. he says for airlines to ignore you. but harris administration is now requiring. >> that if an airline cancels or significantly delayed your flight. within 7 days, they will required to provide automatic refund to the credit card. be used to book it without you having to call or wait on hold or sort through digital paperwork or haggle with that airline. consumer advocates say it's about time. passengers will now have more control. >> they know i don't want to spend my money on your airline. he treated me terribly. >> i want that money back in my pocket. so no more trying to shoo away angry passengers

with the few vouchers are miles. buttigieg says airlines are not enthused about all this but says that's ok. >> they'll adapt. >> but you know, what we've seen so far is as we have been tougher with airlines, airlines have leaned into a responding to that sometimes even claim some credit, too, for the benefits that were making them provide consumers, which, you know, as long as the consumers get that benefit, they can say whatever they like. >> it is also going to be even harder to hide. added fees effect buttigieg says will eventually save americans more than half a billion dollars a year. it is expected to take about 6 months for these changes to take effect. no, alan can. >> thank you very much, catherine. now to our 4 zone forecast live. look at sfo. are the cars are high. so that should be problem getting in now. hopefully no delays or cancellations. yeah. that's the good news. the clouds are high member yesterday had the winds that was actually

causing some delays there. but now they are doing construction and that will cause some more delays. so that's what they're seeing out of sfo tonight, least on departing flights. some of those delays little over 45 minutes. so you can expect that if you're headed out the door, lot of clouds up above. just a breeze out there right now. but the blaze continue as they're doing a lot of construction out there to sfo lately. no delays reported in oakland or san jose. they're quality looking good outside. you get that nice. strong sea breeze like we've had over the last couple days. and that really freshen up their quality not only here, but all the way into the central valley. you're looking good in the stay that way again for tomorrow. things looking great air quality wise. you can see that sea breeze again. that means yeah, we'll have some low clouds and fog. but on the upside, we've got that fresh air to enjoy winds be up to be kicking up a little bit. i think winds more of a factor as we get to friday and probably kind of a blustery day outside may need to see some wind advisories going up along the coastal sections. right now we're looking to some westerly component, the wind at 21 miles an hour starting to see a shift in the wind pattern just a little bit members kind of suddenly over the last couple days because of their low pressure off the

coastline. well, now things are beginning to switch that our low pressure starting to drop a little bit further to the south. and so the wind patterns going to change in the next 24 hours, probably going to come over northwesterly wind as we head in toward tomorrow afternoon. so i think we'll see a little earlier burned off, especially in some of the valleys for tomorrow. we have a lot of cloud cover even in the afternoon, kind of lingering around. that's a lot of these temperatures. the pop just a little bit, especially inland overnight tonight, not going to able to escape a low in the low clouds going lower even further overnight. that been kind of high based up there to about 4,000 people tonight dropping down to about 1000, maybe 1500 feet. still, you see clouds early tomorrow morning. finally, some partial clearing into the afternoon. the temperatures, though, still going to stay cool to mild all around the bay area. or its giant got double bad news today. they got to hit hard by the mets in oracle and >> now one of their ace pitchers apparently out of commission. jason will get back with all the details.

get it over with. and we may just see some of those raindrops headed our way. not just yet. we've had some drizzle, though, show up along the coastline. >> early on this morning and we're going to see more cloud cover overnight tonight. in fact, up toward the golden gate bridge, those clouds high based out there right now. it's a lot of move well onshore, but i think that's going to impress someone overnight tonight and change a little bit as we head in toward tomorrow. low clouds and fog. again, some drizzle along the coastline tomorrow clouds early on. i think a little more clearing toward the afternoon. but then and we've got a chance of some showers coming our way. i think as we get into friday as a weak system coming through. but you see right here tomorrow, not a bad day. high pressure going to sneak in here about the most that rain up to far northern california. then we get to friday. yeah, there's a chance we could be talking about a couple scattered showers here in the bay area. nothing too heavy more snow in the sierra nevada. some of forecast models have as much as 4, maybe 6 inches of snow across the high country. that will clear things out for the weekend. but, you know, one next week, how about this storm clouds roll in again next week, maybe around late wednesday into thursday. we start talking about some more

rain coming our way. so we've got changes headed our way in the next few days. temperatures tomorrow. still going to stay cool in the san francisco generally in the 50's and low 60's coast side. still not a whole lot. the way of clearing out along the coastline inside the bay. find a little more sunshine temperatures in the 60's warming up as you head down the peninsula, a south bay, you see some sunny breaks into the afternoon, some mid to upper 60's in spots. they get close to 70 degrees little more tomorrow about 70 in brentwood. 69 in concord, a partly cloudy skies into parts of the north bay to but cloudy along the coastline next couple days, return to little more sunshine over the weekend. but a slight chance of showers on friday. thank you cards to get your applications ready. the oakland library is looking for someone to help preserve bay someone to help preserve bay area history. ss.
