francisco police say early sunday morning around 03:00am near to pass avenue in guerrero street. they found a man that was unconscious and lying on the ground with no identification. he would soon be identified as his sous mizzou deo. he had been hit by a vehicle while riding an electric scooter with the driver and vehicle fleeing the scene. he was rushed to a nearby hospital and has been listed under critical condition ever since. where is he headed? well into his 3 m shifted bob's donuts and he was wearing his uniform when he was >> he you know, and that's >> the stories since created a gofundme account and has the flyers posted all throughout its windows where worked? they say he was the sole provider for both his wife and 2 young kids, ages 3, 5 that live in mexico. and his family still hasn't been able to see him in the hospital because of visa paperwork. so we help

>> san francisco police say they're still investigating and trying to find that driver now turning to the public for any information. it may have. >> well, as fabily in mexico and that bob's donuts try to figure out what's next as we get more information on both his condition. and if that driver is caught, will keep you updated. that's the very latest here in the newsroom. i'm michael thomas will send it back to you live in the studio. >> this is a story you will only see kron 4, some very tense moments in downtown san jose yesterday with mayor matt mahan was speaking with a crime for reporter and our crew then captured this physical altercation between the mayor's security detail and a person who was walking by police say the situation began when the mayor grew. that man grew hostile towards the mayor and staff. they say

that a plain clothes officer assigned to the mayor's security detail tried to de-escalate the situation several times. but the man grew more and more agitated and then eventually hit the officer. police say several people were able to help detain the man who was eventually taken into custody. they say the officer was treated at a hospital for minor injuries. police are now saying that that man is facing several charges, including felony battery on a police officer. told that san jose police plan to hand this case over to the county district attorney's office. a spokesperson for the mayor issued a statement that reads in part the actions of the officer last night tonight were heroic and a testament to the de-escalation training that makes our officers affective, compassionate and stewards of community trust. his thoughts are with the officer and hopes for a speedy recovery. and the interview that kron 4 had interrupted was about concerns that the san jose city council, there are some concerns about the san jose city council

approving a proposal to build a affordable housing unit project in the southern part of san jose. it's right off of great oaks exit off of highway. 85, the mayor's office says that once this new housing is built, homeless people who live in rv's encampments around it will be asked to accept that shelter or they have to leave kron four's jack moment has the story. >> well, it was here at san jose city council last week were councilors approved the contract to get the ball rolling on this housing project in south san jose, a neighborhood where mayor matt mahan tells me there is a significant number of unhoused people there. and he says once this facility is constructed, they will offer shelter numerous times to the unhoused people there. and if you do not accept it, they will be swept. >> right now, it's an empty lot. but soon a housing complex will stand with 150. a small step to help bring the thousands of currently unhoused people in san jose get off the street. yes, it is

very difficult. sharon lee has been at this encampment between and monterey road for a year. kate. he's speaking outside. scary. she says volunteers used to take trash out of their encampment. that stopped 3 months ago. she also says there are rumors that this camp will be swept. i was on the late in this sense. 2018, that's 6 years. she's waited for housing. she hopes that wait will be over with this new facility gets built in her backyard. one is that the neighborhoods to take on solutions homelessness should see the immediate benefits. mayor matt mahan says the beds will first be offered to those unsheltered in the immediate area. >> those who have refused and remain will be abated. the city would that make it so camping near the facility is illegal. they had says it's a good step. >> but it's still not enough. we know there's more need than that. we're going keep building shelter, housing, safe, within safe, sleeping sites. but i would be great. got at lee says she's looking forward to the day where she

and the thousands of other and house in san jose to get offered housing. >> we can do better than that of the taxes. the bag. let me do cycle money. haha, the pot money. they got it. >> now i spoke with an house advocates who tell me that they are supportive of low income housing project. they say it's much better than homeless shelters that they've seen or it could be quite crowded inside. they tell me that they want to make sure, though, that everybody who is living on the streets nearby gets offered every type of help they could possibly get. we're in downtown san jose jacmel kron. 4 news. >> a memorial service for fallen oakland police officer jordan wingate is set for this friday. officer wingate died saturday from injuries he suffered in a 2018 car crash while on duty. that service will be held to 3 crosses church in castro valley. it starts at 11 in the morning and it is open to the public.

the san francisco sheriffs association says there is a deputy shortage and is now calling on the county and city for some help. they sent a letter to city leaders and the sheriff's office asking for more hires. kron four's will tran breaks down. why? the deputy sheriffs, they are basically calling 9-1-1 to mayor london breed as well as the city of san francisco say. >> they desperately need help not down the road, but immediately because they are overworked and their health and safety at risk. not only at work but also at home. so they wrote a letter to mayor breed saying we need approximately 300 more deputy sheriffs. i just got off the phone with the association and he tells me they need 300 more because right now without the extra manpower, they are asked to work overtime to dangerous levels approximately 28 hours of overtime every week. and that is 3 times past the set limit by osha. so take a look at your screen. this is what

>> they found out in there. commission report their study and this is what they sent to mayor breed. they say with an average of only 5.2 5 hours of sleep per 24 hour period. deputies are facing serious risks to their health and safety survey also found rates of physical and mental health problems among deputies, including high blood pressure, sleep apnea, depressive symptoms and anxiety. they say right now because they are so overworked that they're in danger, possibly when they're on the job because there's so many things that they have to handle, especially the inmates in san francisco, not to mention when they leave work. all of those problems follow them as well, the health problems. and that is why they're hoping the mayor response sooner. then later. >> we're taking a live look outside of her camera showing us just how great is across the city of san francisco right now. meteorologist kyla grogan in the weather center with details. us look like

that everywhere. well, that camera behind you doesn't look much better. yes, getting another great day to day. no doubt about it. clouds are winning once again. you all as we take a look here, you can see certainly. >> we've got some of that hazy cloudy sky out there. now, here's the upside. the wind is not quite as brisk as it was yesterday. we're going to see more of that, particularly thursday into friday. but right now, not bad. even a few spots are com. we have a little drizzle out there. you kind of see that popping up here along peninsula popping up in the north bay. i don't think any of this is likely measurable rain, but it does mean that a sprinkle or 2 is out there accompanying the lots and lots of clouds. and as we zoom out to see our low pressure is migrated a little bit more to the south. jet stream kind of taken that dive. they're allowing that cooler air to come in allowing us to feel that we are below average once again. and as we take a look at the golden gate bridge, again, notice when not so bad today, the flag has been flying around quite as wildly, but we are going to see those temperatures hang out in the 50's and 60's today once more. so you can see san francisco, just a 55 half moon bay. just 57 and low 60's in

between. so highs today obviously will be a cool one yet again, very similar to yesterday. think we could get some of those mid perhaps upper 60's as we look inland. but for most of us, it will more about the low to the mid 60's throughout the day today. and that's really where we're going to stay today and tomorrow and friday. then everything changes. i'll be back in just a little bit. we'll talk more about that. >> all right. this just in to the kron 4 newsroom. some sports news right now. the san jose sharks have fired their head coach david quinn after 2 very rough seasons. the general manager announcing this decision just in the last 10 minutes. in a statement, greer writes, in part that quinn and his staff, quote, didn't admirable job under some difficult circumstances. and i sincerely appreciate how they handled the situation. quinn spent 2 seasons in san jose, his 2 seasons in the south bay with the sharks had a 41. 98. 25 record. that was the worst mark in the nhl. the sharks were outscored by 147 goals this season. they set a

>> the marine mammal center in sausalito has data now showing that during the last 2 years, human wildlife interaction has severely impacted marine mammals along 600 miles of california coast. joining us now live to talk about this issue is john carlo really from the marine mammal center. thank you so much for joining us here on kron 4 this afternoon. >> justin, thanks so much for having me on. appreciate it. what drove you guys to do the study in the first place for you already feeling like there was an increase in just wanted some data to back up what was going on. >> we've known for quite some time for had the inkling that marine mammal disturbances been an issue along the central and northern california coast for some time. >> but we really wanted to get more data driven into focusing on what are the hot spots, what types of interactions are occurring, where they occurring to try to be a bit more data-driven. and that was really the impetus behind. it's really kind of opening up the hood. so to speak is it comes to marine mammal

disturbance and trying to tackle this head on. >> so this wildlife disturbances, you're finding that either injured. the animals are really stress them out. you're finding that there were more than 200 cases for those marine mammals are rescued and then taken care of by your center in sausalito, that hospital that was last year. that was a 30% increase from all patients from the year before that was already up. 26% from 2022, that's your data there that i'm going out. so i'm wondering what examples do half of what what is happening with these animals, which mammals are being impacted and then you said there are areas where you're finding this is happening. how much is that happening in the berrendo? those a lot of questions and one. >> with the marine mammal center, our response range covers 600 miles of california coast, but specifically talking about the bay area. remember, disturbance is a year-round problem. we had 30% of our marine mammals last year experience some form disturbance before these rescues heard for many of us. we thought that a lot disturbance cases in the springtime were tied with pupping season was where we

saw the majority. but now with these 2 years of this data set, we're seeing the disturbances are just as high in the summer and fall months is they are during our busy season on site here in sausalito that's tied with pupping season monterey and santa cruz county really stood out across our range more than 50% of the cases of disturbance occurred in those 2 counties alone. but if we focus really specifically on the bay area, a san mateo county specifically happening bay in marine county bolinas in sonoma taking a look at the day today. those were some of the main areas that we're looking at in terms of hot spots. the new thing this year, which i'm happy to dive into a bit with you now is really looking at it. who certainly california lions are the number one patient we respond to. they also see the most disturbance cases. they're here along our coast. we see lots of them. both young pops and of course, older animals in the summer and fall. but we've really

honed in on 2 archetype groups that i think is going to really allow us to engage with the community better to try to find solutions on how we can prevent these from happening in the first place. >> and so what are people doing? they're just going out for a walk on the beach, not just people having these kind of disturbing interactions but also their dogs to and it's probably unintentional. but what are people doing? they probably think there they're doing the right thing trying to feed this or they want to pet it or take a picture is that's what's stressing animals out, maybe injuring them and sending them to your hospital. that's right. well, that the vast majority of these cases are people just getting too close and many of them just wanting to do the right thing but don't know how don't have the tools. >> with the ability to do so. i mean, we saw that the data backs that up that many folks are just getting way too some of them calling the hot line, but also either pending the seal or sea lion or standing right over it. and it's important to note, right, we share the shores with these marine mammals, the bay area, the california coast. there's nothing else like it to be

able to get that close. that experience. we want folks to be able to do so safely remembering that these marine mammals are already stressed. many of them already sick. and so by getting too close, having an off-leash dog approach is only adding to the additional stress before the rescue can take place. and that's why we're asking folks to maintain a safe distance of at least 150 feet. what's that look like? it's 2 school buses. if that the animals pay attention to you in any way, take a step back. enjoy that experience. but if you think that potentially it sick or injured, give our hot line a call, we can set out a train responder, evaluate the situation in dean, whether it needs to be rescued or not. you know, that was by final question here. is that what should people do it? we'd love to get out to the beach. walk around. go on the cpast. >> be out there with our pets. are kids even what can people do to try to protect these animals? so these percentages of numbers of animals being sent to the hospital tries to go down well, that that's the biggest thing just seen is is making sure that folks are

having that great experience, but also understanding that we leave. we live in an urban wildlife interface here in the bay area where we have wales and san francisco bay. we have seals and sea lions dot along our code. so we want folks to have that great experience. we want folks to be able to document how amazing it is to see a c or a sea lion on a local beach, but understand that's their home and so we should take some extra responsibility to keep that distance snapped that photo. but make sure we're doing so in a safe distance. and if you think as i said before, there is a problem. >> if our hot line a call, we have trained responders there there that can make an expert decision and then don't intervene. in the meantime before they arrived. all right. we'll get that number on our website to kron 4 dot com. jean carlo, really from the marine mammal center. thank you so much for joining us here this afternoon. just use the zoom there on your camera take picture now to get right. >> appreciate it. thank you very much. just all right. looking outside right now. see what's going on in walnut

creek, gray from this picture here. and there was. >> kind of a drizzly start today in some parts of the bay area. meteorologist kyla grogan here now with details. we see that into the rest of the afternoon. yes, we will be today and frankly tomorrow and even a little bit on friday before we start to see this get a little bit different. here is let's talk headlines, everybody cool and cloudy with a little bit of a breeze today. tomorrow we're going to notice that wind start to pick up and we'll get more of the same with kind of a cool cloudy thing and then we'll see that wind get even stronger as we get into friday. we do have that chance of drizzle kind of rolling through friday afternoon. that will be a little bit more than we've seen so far rate has been coastal. that could be a little bit more in the afternoon. and then the weekend is actually looking really nice. so we've got a nice forecast to get to. but let's start with temperatures today in san francisco where normally this time of year we should be about 63. we're going to be a little bit below that. it's 61. and would you believe the back in the blues? 1926. record was 85 degrees low to daily about 52 in the overnight hours. so obviously running a little bit cool. we also have the chance of that drizzle out there in f-ture.

cast show you how we catch a little bit of a break later in the kind of late afternoon early evening where we could see some breaks in the clouds tonight and then tomorrow, we kind of start over with this again and we go through it once more. and then as we get into friday, that's why i mentioned you see some of these pops on the radar kind of showing up. we've got a little chance of drizzle. but watch what happens friday afternoon. you see part of this moving just to the east of us. so. >> it's possible that we get a shower or 2, but it will be, you know, not everywhere will be very much kind of a hit or miss situation. and when it's all said and done, i'm not expecting a whole lot of rain out of this. you see perhaps the coast getting a 10th of an inch. but everyone else. >> measuring in the hundreds of an inch. so it's not going to be so much about the rain, but it will be about the wind. now today, we'll start to see a little of that onshore flow. but wait to get to tomorrow. and then you really see a pronounced onshore flow. and it continues throughout thursday, right into friday. we're really ramps up even higher on friday here. this is about 3.30, in the afternoon. so want to make sure you're securing anything in your home. this ready for this on the patio. perhaps again, by the time we hit thursday and

this proposal. it's kind of nice start have the story you know, and i want to be able to go out at night again. that was sara stinson reporting for us. and if the board of supervisors decides to pass breeds initiative, it will affect stores between. >> o farrell and mcallister streets. then from polk to joan streets. and this will not include restaurants, bars and event spaces. california lawmakers rejected a bill aimed at cracking down on how utility companies spend customers money per state rules. california's investor owned utilities are not allowed to use money from customers to pay for things like advertising or lobbying. they're supposed to use that money from private investors to pay for those things. but some groups are accusing these companies are going around the rules, for example, here using customers money to pay for tv ads disguised as public service announcements. the bill would have expanded the definitions of these standards while also allowing regulators to find utilities that break

the rules. monday marked the second time the proposal failed to pass a legislative committee. the san francisco board of supervisors approved an ordinance that will help expend methadone, expand methadone treatment in the city. the ordinance would allow clinics to spend 72 hours worth of methadone when it is requested, which moves significant barriers to treatment. methadone is used to ease symptoms opioid withdrawal and has been shown to improve people's chances as they begin the journey to recovery. hear from we are your local election headquarters in san pablo. rent control activists submitted over 1000 signatures to the city clerk to get a renter protection legislation package on the november ballot. the proposed package has ordinances for rent stabilization tenant anti-harassment, a just cause eviction renters would also be able to file petitions with the city manager. if the landlord fails to make repairs. but landlords can also file petitions. but the city, if they feel they're not getting a reasonable return on

their investment. the contra costa county register voters has 30 days to approve the over 1600 signatures. the high cost of living and low wages are keeping many from becoming teachers, enforcing longtime educators to opt out of careers in the classroom. but as kron four's, we've reports there's a new program, the east bay that wants to change that. >> teacher by day student at night. that's not the most lucrative job, but it's really what i'm passionate about. an aspiring educators path to solvency accelerated by a pressing need. >> for more school leaders after my 3rd year of teaching, i had to leave the classroom because i couldn't afford to live here. let go of the veterans for a cheaper and possibly more youth connected workforce or keep it status quo. and your curriculum may not advance. keep pace with society and your community is left to step behind. >> the modern days business society stuck with balancing loyalty and profits. we are

actively recruiting at this time. there has to be a way to combine both up and comers with proven go getters. this isn't apprenticeship model. >> and that tice to be mentors. enter grow is is protected through this saint mary's college of california in moraga and the san ramon valley unified school district's partnership alludes to a successful launch to an enduring partnership. that's going to be our faculty and our staff supporting our graduate learners as they go on this journey to become educators. earlier this month, the school district and smc help their first joint presentation. introducing the institutions teachers for tomorrow residency program. what we want to do is have a strong balance between the clinical practice side and the academic side so that aspiring educators are coming in. >> they're they're getting the academic theory and they're also getting a strong practice in the field. graduate

students over coming in equity, pursuing careers as teachers who otherwise would focus on higher paying jobs. >> instead, an opportunity to advance their passions, education. we have limited number of spots >> to be able to provide an offer to people. program pays its teaching apprentice $32,500 to combine a year's worth of classwork at saint mary's college of california and a concurrent year of mentorship from a san ramon valley unified school district teacher with live classroom experience. they will earn a teachi g credential sanctioned by the state and all but guaranteed district teaching job after the apprenticeship and residents see the way i'm able to. >> live and survive in the bay area right now with trail. plus, socal native tyler cardenas is a student teacher in oakland's teacher residency program the uc berkeley alarm earned his bachelor's degree from cal and is currently being below market on his

rent. and as part of his tuition paid for through the residency program, which compensates aspiring teachers from learning how to be an educator. >> and do so while learning from mentors target nice. also benefits from the nonprofit rio plus, teachers rooted in oakland, a group spearheaded by killing them. subsidizing rentals for teachers keep in monthly payments below 30% of their income and continuing to do so after their programs are over. as long as they make a commitment to teaching in the town with zillow for teachers, if you will. >> we have our educators to choose where they want to live, what amenities they want. they're not. >> inland building in one part of the city, but really allowed to be the professionals they are, the adults that they are and choose what works right for a virtual meeting for the saint. mary's and san ramon valley unified school district program last wednesday detailed the expectations for applicants and their avenues

pittsburgh. you can see 67 in fairfield, little cooler up in the north bay. but we've gotten, you know, up there a little bit, comparatively speaking. 63 in santa rosa wind is relatively calm today, which is really nice. we're going to see return of on-shore flow as we get into thursday and friday. and it's getting a little bit while we may even see a wind advisory with that. but let me show you where that low pressure system is right now. you can see it sitting right off the coast and that's why it's dragging some of that moisture in. so as we go through today tomorrow, even into friday, that low pressure still in charge, kind of ushering in that cooler air. but behind that is going to be a ridged. and it's going to set up a little bit of a wind gradient between the 2 as this passes by. but once that ridge gets and it's going to be a drier air mass, little bit warmer as well. bringing us back to average temperatures. let's talk about this wind today. we get the usual wind in the afternoon. but tomorrow you can see as we get into about that 3 o'clock time frame, things really start to pick up and then it's going to get even more as we get into friday. so again, you see this onshore flow, very distinct
