morning news. and as a mayor, matt mahan is nearly attacked while talking to kron 4. his security detail had to step in explain what happened. and a community rally together in san francisco to help a hit and run victim fights for his life. >> from the area's local news station. you're watching the kron. 4 morning news at 7. good morning and thanks for waking up with us aria and i'm james. let's start the hour with a check of weather and traffic is we're looking at gray skies here over san francisco. really all over yesterday was about the wind today. it might be about the humidity, john. yeah. and muggy out there. >> not a word. i necessarily enjoy say it otherwise. pretty nice day. it is going to be a little cloudier today. much like yesterday was but a little less windy, too, looking outside at the

coastline this morning. it's got a lot of that mid-level stratus. well, blocking out pretty much all the sunshine this morning. so we're not seeing a sunny morning. not a lot of sunrise is going on in the bay area. future cast of wind gusts. we are seeing calmer winds but directly out of the south ahead of this low pressure area really transporting some humid air up our direction. as for temperatures right now, most of us are in the 50's dublin in fremont at 56 bowden view in oakland at 57 this afternoon. not a whole lot different than that. with low to mid 60's. for most of our peak temperatures today, i'll be talking everything. you got it now and stay with us for all the details into the weekend in your forecast as well. all still to come right now. all right, john, thank you for that. a lot of folks hitting the roads. traffic has been steadily building as the morning goes on. >> no accidents or hazards on a bridge. that's good news. 60 min right there traveling into the city this morning. our san mateo bridge around. 21 the last hour. we are still at 15. so this is a pretty big jump. no accidents. there. 30 minute

ride on the richmond. sandra fell bridge in golden gate bridge just short of 25 minutes. arias is back to you. thanks a lot. reyna 701. let's get to our top story, which is a man involved in a hit run earlier this week in san francisco is in critical condition right now. and right now the community is rallying together to help him and his family. >> kron four's michael thomas is following the story for us in the newsroom. michael, hey, good morning, everyone. that driver still on the run while this husband and father of 2 was in the hospital this morning listed under critical condition. >> and bob's donuts where he works. will they tell me he hasn't been responsive since the accident that take a look at happened in san francisco. and police say that it happened early sunday morning around 03:00am near duboce avenue and guerrero street. when police arrived, they found a man with no identification lying on the ground unconscious. well, he would soon be identified as he mizzou deo. we have a photo of him up on the screen. he had been hit by a vehicle while riding an electric scooter with the driver and vehicle fleeing the scene. he was

rushed to a nearby hospital at that time. it has been listed in a critical condition ever since the bob's donuts manager tells me they knew something was wrong when he didn't show up for his 03:00am. shift. >> we know and that's >> now we went to the store this morning and you can see they've created a gofundme account. they've got flyers posted all throughout the window. this is where jesus work. they say he was the sole provider for both his wife and 2 young kids, ages 3, 5 that live in mexico. adding that right now, his family still hasn't even been able to see him. they're working to get a visa before things get worse in francisco, police say everything is still under investigation and they're still trying to find that driver now asking the public for any information. it may have. if you do have any information or details, you can contact san francisco

police as we get more information regarding his condition. and an update on that driver will keep you updated live this morning in the newsroom. i'm michael thomas story. james, we'll send it back to you. all right. thank you, michael. >> a fight in san jose breaks out. this is a story you'll only see on kron 4. it was in downtown yesterday when we were doing an interview with mayor matt mahan and our crews are there in the million or view as you can see, this guy walks up and what happened before the swings is that security detail for the mayor talk to the man because he was sort of acting erratically towards the mayor and the staff. then he got hostile and then the plainclothes officer assigned to the mayor's security detail, tried to de-escalate several times but the man grew more advocate educated in things came to blows. as you can see there with that man, a striking the security walker a passerby

help to detain him and take him into custody. >> and the officer was treated at the hospital for minor injuries. and now the man faces several charges, including felony battery on a police officer. and this case is now been handed over to the da's office. the san francisco sheriffs association says that there is a deputy shortage and they are calling on the city for help. they sent a letter to city leaders and the sheriff's office asking for more hires. the association says deputies are working about 28 hours of overtime per week. and they say some deputies or even facing health risks because of the lack of sleep. >> 704 is the time in a memorial service for fallen oakland police officer jordan wingate is set for this friday. officer wingate died saturday from his injuries that he suffered in 2018 car crash while on duty. the service will be held at 3 crosses church in castro valley. it's set for 11:00am and it is open to the public.

turning to another big story this morning, the san jose city council has approved a proposal to build 150 new affordable housing units in the southern part of san jose. yeah, it will be a off of the great oat exit of highway. 85. >> and once it's there, the homeless will be offered those units. and then if not, they'll be told to leave. >> well, it was here at san jose city council last week were councilors approved the contract to get the ball rolling on this housing project in south san jose, a neighborhood where mayor matt mahan tells me there is a significant number of unhoused people there. and he says once this facility is constructed, they will offer shelter numerous times to the unhoused people there. and if you do not accept it, they will be swept. >> right now, it's an empty lot. but soon a housing complex will stand with 150. a small step to help bring the thousands of currently unhoused people in san jose get off the street. yes, it is

very difficult. sharon lee has been at this encampment between and monterey road for a year. kate. he's speaking outside. scary. she says volunteers used to take trash out of their encampment. that stopped 3 months ago. she also says there are rumors that this camp will be swept. >> i was on the waiting list since. 2018. that's 6 years. she's waited for housing. she hopes that wait will be over with this new facility gets built in her backyard. one is that the neighborhoods to take on solutions homelessness should see the immediate benefits. mayor matt mahan says the beds will first be offered to those unsheltered in the immediate area. >> those who have refused and remain will be abated. the city would that make it so camping near the facility is illegal. they had says it's a good step. >> but it's still not enough. we know there's more need than that. we're going keep building shelter, housing, safe, within safe, sleeping sites. but i would be great.

got at lee says she's looking forward to the day where she and the thousands of otheg and house in san jose can get offered housing. >> we can do better than that of the taxes. the bag money that cycle money. haha, the pot money. they got it. >> now i spoke with an house advocates who tell me that they are supportive of low income housing project. they say it's much better than homeless shelters that they've seen where it can be quite crowded inside. they tell me that they want to make sure, though, that everybody who is living on the streets nearby gets offered every type of help they could possibly get. we're in downtown san jose. jack molmud kron. 4 news. >> well, 707, is a time across 4 is your local election headquarters and san pablo rent control activists have submitted more than 1000 signatures to the city clerk. it's all to get a renter protection package on the november ballot. the proposed package of ordinance includes rent stabilization 10 to a tenant, anti harassment and just cause protect against all of those renters would also be

able to file petitions with the city manager if their landlord fails to make repairs. but landlords can also file petitions with the city if they feel they're not getting a reasonable return on their investment. the contra costa county registrar of voters has 30 days now to approve the more than 1600 signatures that were submitted. in the south bay, santa clara man now charged with stealing more than $10,000 from an elderly couple that he was hired to take care of. and the santa clara county sheriff's office believes there could be other victims out there. so investigators say gerald come post so rio was working as a temporary caregiver for the los altos hills elderly couple and during his time with them, they say that used the couple's credit card 15 times in 2 weeks. they say the victim's daughter was preparing their tax documents when she found the transactions and then deputies who investigated it say they saw in atm videos using their card. syria was arrested last week.

>> new this morning, gas prices, as you know, are well over 5 bucks in the bay area. let's take a look, though, at how much you really could pay if you wanted to find the most expensive. this was a in menlo park 7.29, somebody posted on social media 3 days ago. 7.29 a gallon for the regular staff and 7.79 for the high test. my dad used to call it all right. then we look to gas, buddy, because you want to where it's the most expensive. you can see just a sampling of prices here that all all of them are over 5 bucks. and then we circled a really high price here, too, as well. you know what else is a high price in the bay area is car insurance. it costs about $2500 a year. now to ensure a car in california. that's 26% higher. then it was in. this is according to bankrate. >> more and more technology, that's on cars. that's a good thing that keeps us safer. but when those cars or in

>> it's 7.13, right now talking about the weather and a little bit of a shift in what we had last few days. normally we can get a really clear shot of kuwait. are you kind of see it there? but kind of blending into the great background, the skies what's ? yeah. and speaking of great, you can see anything from mount tam this morning. that's that mid-level cloud coverage is blocking out that you completely most of us are looking up at the grey and the sheer way up on our mountain tops today is going to another cool one. another great one and a muggy feeling one. we've got a southerly wind ahead of this low pressure system to our south. >> transporting some humid

air, our direction. yesterday we saw enough unsettled weather to see actually a ton thunderstorm activity up in the sierra and now the central valley blame it all on this low pressure area today. it's the southerly wind in advance of it tomorrow we're going to see that low pressure moving over southern california resulting in unsettled weather and a chance of thunderstorms from la up into the sierra nevada. we'll see our best chance of a few isolated sprinkles. really come thursday night into friday morning. as for what we can expect in future cast, you do see a lot of that cloud cover today. we see some clearing going on tomorrow, but still a mostly cloudy day tomorrow night into friday morning. you see those little spots of green popping up. that's your potential of an isolated shower here. and there more so likely to see thunderstorm development out into the central valley in the sierra of come friday. and that will include areas like stockton, as you can see on the very far side of your screen areas of bay area, not going to be quite as active as some of the surrounding spots in the state

mateo bridge. >> as you can see, chp, they haven't pulled over to the side of the bridge. there. so they still got to get off the bridge, but it's no longer blocking anything drive times to go up by a few minutes. so at 24 minutes now, 8, 8, to 101, other bridges. i'm not seeing any access, but i am seeing a lot of people traveling like the bay bridge, a 60 minute ride into the city this morning. no accidents, no hazards there. thankfully. now i want to certainly picked up since the last hour at 30 minutes. now at 41. some got about 10 minutes south bay, but along the peninsula, look at that. you still look good. 2, 80 82 into 37. you're also making good time. down, low 80's cilantro to 37. if you decide whether to take 5.80, or 80 through oakland, both look great. as of right reaches back to you. >> 7.16, is the time for your money. this morning, a new biden rule would make 4 million white collar workers eligible for overtime pay. and starbucks apparently taking its union was all the way to

the high court. let's find out more. jane king standing by live at the nasdaq. hey, jane. >> hi, james. good morning. so starbucks asked the supreme court to government labor board that's been eager to support union drives under the biden administration. the national labor relations board has been very friendly to unions. and some companies say very unfriendly to business. now the nlrb has brought a dozen cases seeking court injunctions against starbucks alone. the high court's decision could have an impact on all of the various union drives going on at other companies like chipotle, for example. well, starting july first, a new labor rule would increase the threshold which executive administrative and professional employees are exempt from overtime pay the 43,800 from the current 35,500. that change would make an additional 1 million workers eligible to receive time and a half for over 40 hour work week. then on january first, the threshold goes up even more to just shy of 59,000 covering another 3 million workers. and apple is having a big product launch

suspect. it's 7.19 and san francisco mayor london breed wants to crack down on illegal activity that's been happening. >> around corner stores in the tenderloin at night. yeah. although some people who live and work there in the tenderloin aren't on board with her plan. we have kron four's sara stinson to explain. >> at event aimed at celebrating the tenderloin. the open drug market was on display for all. i spoke with people who live and work in the neighborhood of say they see this every single day and it makes them feel unsafe. mayor london breed says she's got a new proposal that she thinks will help. >> one couple, i'm not. i'm not the tender 9 while making loves living in san francisco's tenderloin neighborhood, she says there's one big problem. she doesn't feel safe at night. got is the home lot about the illegal vendors hanging hundreds of them hang out in front of our building. mickey was at the small business foggy tuesday night touring and celebrating 5 businesses in her neighborhood. she got the

opportunity to express her frustrations to mayor london breed. i want you to want to breed, joined others in walking to each business right past people visibly doing drugs breed told macie and others at the event about an initiative to crack down on the open drug market there. the night time needs to improve significantly. reid is proposing legislation that would require corner stores, liquor stores and smoke shops to close. >> from midnight to 05:00am reid says late night shops attract illegal activity that that was where we had the most problems, especially at night. if stores don't comply, they could face $1000 fines for each hour. they are open business owners like jamie flanagan of the phoenix hotel says it's a good first step. anything that helps. >> so her tail that the drug trade and the drug activity on our streets is, you know, something worth.

year-old boy, unfortunately was killed in a car crash in richmond. and now a go fund me page 4. >> over as junior says that the car he was in was hit by a drunk driver. the crash happened at cutting boulevard and carlson boulevard. his go fund me page says that like practicing sports and he did that with his dad hanging out with his teammates. he played with the richmond little league and his family's reaching out now for community support as they face unexpected funeral and medical expenses. in the north bay. police in fairfield now looking for the person responsible for hitting and killing a pedestrian early yesterday morning. police say an officer found the victim dead on air base parkway at about one in the morning. investigators are still trying to identify the vehicle and the driver responsible. >> digging into a new affordable housing project that is now underway. and oakland, it's located at east

area. it's relatively light, but just enough to be transporting some humid air up our direction, contributing to what will be a muggy feel today. temperatures in the mid to upper 50's for our current temperatures, which is really not a far cry from where we're going to be later on today. your daytime highs are really only going to be in a range of 60's even cooler than yesterday was. i'll tell you more about what the rest of the week has in store. still to rain. all right, john, thank you for minor traffic collision on or san matteo bridge. it's still on the bridge there, but they pulled off there. if you can see the. >> a police lights going. hopefully they're able to get off the bridge fairly quickly. drive time is one of just a little bit wet. 25 minute. it's no longer blocking the middle center lanes of the bridge. they were just 20 minutes drive time. certainly been changing their going up a 90 minute ride along richmond center fell bridge. last time i checked in merced 14 minute. so that's pretty significant. 30 minute ride across the golden gate bridge. let's get a look at some of highways that are building nearly 50. that's almost an hour along 101. so you could take 82 to

80. those are other good options for you as reaches back to you. thanks. a lot of rain at 7.31, of the east bay. a plea deal is reached in the murder of a home depot worker. the worker who was shot and killed while confronting a shoplifting suspect. >> this happened in pleasanton. we've got kron four's dan kerman with more on the story. actually had a chance to talk to the victim's mother. >> 26 year-old blake. most was shot and killed a little over a year ago while working as a loss prevention officer at this home depot in pleasanton. police say he was shot after confronting a woman for shoplifting. that woman was later identified as benicia naps. she was eventually charged with murder and her accomplice. david guillory was charged with child endangerment and accessory to robbery. now is the 2 are set to go to trial. a plea agreement has been reached with naps, pleading guilty with the sentence of 19 years to life and guillory pleading guilty with a sentence of 7 years and 4 months. if the deal is actually a plea deal that i.

>> arrange for. >> lori moses, the mother of blake moe's. she says it was the family's decision to offer this deal instead of going through a protracted trial with grisly details and potential appeals. >> it gives us our life back. we now get to pursue other things and honor our son instead of. the people that killer side continuing to hold ransom our lives and our families. it's big, big deal to us. 2 to have freedom and to be able to grieve properly and to debris. most never thought. da pamela price made the proper charging decisions in her son's murder. >> and says if she had a plea deal may have been reached earlier. now with the deal done, the family can grieve properly. and remember, blake moe's for who he was. blake was all about the love people, the one that is bullied or b not or forgotten about. he was the person that would go find them and bring them into the fold.

privilege to uplift other people, especially those suffering from a genocide is extremely important. uc berkeley doesn't care about your students prioritize your safety and it isn't care of, you know, we are forced to learn in an environment that is not conducive to one in which we feel welcomed. >> or let alone say fun. >> the university says that there are just 3 weeks left in

the protesters at uc berkeley have a right to free speech and assembly and no violence or obstruction has yet been reported. we are in conversation with the administration who are committed to ensuring jewish safety and participation. >> in the east bay restaurant owner in downtown oakland now cleaning up yet after another break the most recent one happened monday morning. in fact, the owner of the roasted and raw shared this video of the restaurant's glass door shattered. as you can see, he says the break-ins cost of about $3500 in repairs. he says this is the 4th time he's been burglarized in the 3 years since he opened his restaurant. fact, it doesn't even call police anymore. but he is asking for more police patrols downtown to try and deter the criminals. >> huge police presence. a lot of be cops. a lot of cars driving around during the day. but for some reason that night. oakland police just turned into responding to gunshots and violence. and to

me, that's not. that's not a feeling, you know, the entire city. >> the oakland police department says that their staff tracks crime trends and they are deploying officers to areas that are experiencing more crime. they've also expanded their foot patrols to 14 officers. >> well, save alameda for everyone. the group leading the effort to recall alameda county district attorney pamela price held this rally yesterday at the alameda county administration. building. they're calling on supervisors to set a date for the recall election during next tuesday's meeting. now that enough signatures have been verified. >> this mall, then it just we call is also wake up call for many of especially of this county. >> the damage that has been so far. it's tremendous. and we should not be the only people that see what's going on. the board of supervisors have a job to president miley. it's

your responsibility. >> to set a date for the recall. put that on the agenda and we want to see that on april 30th and will be here to watch you and watch the board vote on that. >> the price has been criticized for being too soft on crime, but her attorney claims the recall is illegal alleging that the registrar voters failed to follow the rules of the county's charter. signatures were not counted within 10 days and they claim that people from outside the county reused to collect those signatures its 7.37 in the north bay, a former benicia school teacher is charged with sexually abusing a student. >> at the elementary school where he worked, prosecutors have charged matthew shelton with 7 counts of child molestation. he's accused of touching using a 5th grade girl and in after-school program at robert semple elementary in 2022. shelton worked at robert semple at the time and ever since 2015, a benicia school district officials said as of the 2023

24 school year, he no longer works for the district. the lawsuit also claims that shelled committed similar acts against a minor and alameda county and 2018. and according to the napa valley register, he was acquitted of 6 counts of child molestation in 2008. in the east bay, a former account and is charged with stealing. >> hundreds of thousands of dollars from her employer. investigators say that angela fay brown embezzled more than $800,000 while she worked for viking. pavers in richmond between 2017 2022, she's charged with identity theft, money laundering and several other crimes. >> in the north bay marin county and the city of sandra fell have been awarded nearly 6 million dollars to address the mayhem creek path. homeless encampment. now, the encampment currently includes about 65 people who are living in tents and under the proposed program, the marin,
