in downtown oakland. >> the business located near the intersection of 14th and jefferson streets was burglarized once again early monday morning. kron four's rob nesbitt spoke to the owner. he joins us now live in studio with these ongoing frustrations. rob whelan grant the security alert of a break-in at roasted and raw came in around 04:30am, monday. this is not the first time in the owner wants more police in downtown to prevent it from happening again. >> instagram followers of roasted enron. oakland saw this post monday morning. more broken glass and another closure caused by an overnight burglary. let's before the 4th time owner amani greer has been burglarized since opening the plant-based rice bowl restaurant 3 years ago break the window. and they obviously, but for the cash first register. >> head office, you know, see if there's a say that there's no se, they just kind of roaming around and just take whatever they can take. he's learned not to leave any cash. the restaurant overnight, but says the damage is stolen goods and having to be close. monday comes around. $3500 in

losses. >> filing a police report for past break-ins never resulted in an arrest. so greer says he does not bother calling 9-1-1 to report the crime. very defeating is very end. >> it's just that's that's again to kick in the teeth for sure. he's thought about moving from his downtown location at the intersection of 14th and jefferson. >> this is he stuck in a lease that doesn't. and for another 6 years wanting more of a police presence late at night to deter another burglary from happening. but police presence. a lot of cops, a lot of cars driving around during the day. but for some reason that night. oakland police just turned into responding to gunshots and violence. and to me, that's not. >> that's not a feeling, you know, the entire city. the oakland police department says their command staff tracks crime trends deploying more officers to areas experiencing crime. >> they've also expanded foot patrols to 2 sergeants and 12 officers. greer says his restaurant is not the only downtown business experiencing multiple break-ins in oakland. >> it's why he wants the city

to offer grant money to owners experiencing a loss in revenue because of burglaries. reporting in studio. i'm rob nesbitt kron 4 news. rob, thank you. san jose's fire captain is being accused of trying to meet up with a minor. 43 year-old spencer parker was arrested in sacramento during a three-day child predator sting operation. it's one of 24 suspects ranging between the ages of 20 to 70 san jose fire department says parker's last day was march 31st. he was then placed on administrative leave on april. 11th and resigned the following day. he had been with the department since a 2008. the san jose fire department tells us in a statement, quote, no criminal activity is tolerable in our service. and the types of crimes described by the charges are beyond a betrayal of public trust and are particularly reprehensible when committed by someone sworn to public service and quote, parker set to appear in court tomorrow morning. the high cost of living and low

wages are keeping quality candidates from becoming teachers and forcing some longtime educators. >> to opt for careers out of classrooms. but as kron four's philippe djegal reports tonight, the new teacher residency program in the east bay is trying to change that and promote equity in education. >> teacher by day student at night. that's not the most lucrative job, but it's really what i'm passionate about. an aspiring educators path to solvency accelerated by a pressing need. >> for more school leaders after my 3rd year of teaching, i had to leave the classroom because i couldn't afford to live here. let go of the veterans for a cheaper and possibly more youth connected workforce. we're keeping status quo and your not advance. keep pace with society and your community is left to step behind. >> the modern days business society stuck with balancing loyalty and profits. we are actively recruiting at this time. there has to be a way to combine both up and comers with proven go getters. this isn't apprenticeship model.

>> and that time to be mentors and to grow is is protected through this saint mary's college of california in moraga and the san ramon valley unified school district's partnership alludes to a successful launch to an enduring partnership. that's going to be our faculty and our staff supporting our graduate learners as they go on this journey to become educators. earlier this month, the school district and smc hope their first joint presentation introducing the institutions, teachers for tomorrow residency program. what we want to do is have a strong balance between the clinical practice side and the academic side so that aspiring educators are coming in. >> they're they're getting the academic theory and they're also getting a strong practice in the field. graduate students overcoming inequity pursuing careers as teachers who otherwise would focus on higher paying jobs.

>> instead, an opportunity to advance their passions, education. we have limited number of spots >> to be able to provide an offer to people. program pays its teaching apprentice $32,500 to combine a year's worth of classwork at saint mary's college of california and a concurrent year of mentorship from a san ramon valley unified school district teacher with live classroom experience. they will earn a teaching credential sanctioned by the state and all but guaranteed district teaching job after the apprenticeship and residents see the way i'm able to. >> live and survive in the bay area right now is with trail. plus, a cow native tyler cardenas is a student teacher in oakland's teacher residency program the uc berkeley alarm earned his bachelor's degree from cal and is currently being below market on his rings. and as part of his tuition paid for through the residency program, which compensates aspiring teachers

from learning how to be an educator. >> and do so while learning from mentors target nice. also benefits from the nonprofit rio plus. >> teachers rooted in oakland, a group spearheaded by killing them subsidizing rentals for teachers keep in monthly payments below 30% of their income and continuing to do so after their programs are over. as long as they make a commitment to teaching in the town with zillow for teachers, if you will. >> we have power educators to choose where they want to live, what amenities they want. they're not. >> inland building in one part of the city, but really allowed to be the professionals they are, the adults that they are and choose what works right for a virtual meeting for the saint. mary's and san ramon valley unified school district program last wednesday detailed the expectations for applicants and their avenues to apply at 4 o'clock thursday. april 25th in the late afternoon. >> the second and final

informational session is being held on the mountain vista high school campus at the workday center. interested applicants encouraged to attend. this is going allow us to really focus on filling some of our most challenging teaching positions and special education and stem. the oakland teaches residents. the initiative is also actively recruiting. >> philippe djegal all kron. 4 news. >> our weather time here as we get a live look at the san mateo bridge as folks at home on a tuesday. yeah, not only cold out there, but it's pretty windy as well, lawrence. yes, spots around the bay area seeing that onshore flow and those gusty winds back causing some issues around parts of if you're some delays. now over an hour at sfo due to some of those gusty winds on the planes that are taken off. so be there or go there expecting that you're likely to run into some delays of over an hour there as we're seeing some of those winds continuing, although they don't look that strong, we're talking about the 17, maybe 25 mile an hour wind gusts. so

not that all that strong, maybe the direction that the coming out of the west and that causing some issues is that fog continues. bring cloud cover. you can see it all around the bay area. only a couple areas like the santa clara valley and some sunshine right now. but even some patchy fog all the way in little more this hour. more on the way. in fact, weather just the way it's shaping up is going to keep things a pretty gray as we head through tomorrow as well. and then you can see things are still active in the pacific. and eventually one of those storms might just punch through as we get to late thursday and friday could bring a chance of a few showers to the bay area. overall, though, yeah, that high pressure ridge that brought us that really nice weather has moved east now and now are under the influence of a couple little weak areas of low pressure. one just spinning off the coastline right now, but a strong enough to deepen that marine layer. in fact, if you look off the coastline today, kelly thomas, out there, you may couple of scattered showers off the coastline, but just sprinkles or light drizzle out toward the beaches likely to see that again overnight tonight and tomorrow, too podcast showing some of that fog. low cloud cover moving in to see the green representing some of the

precipitation in the form of some drizzle overnight tonight early tomorrow morning as we head toward tomorrow afternoon. love that great. because the peel back toward the coastline, but not going to be completely clear. plan more low clouds and fog lingering even inside the bay by tomorrow afternoon. and temperatures running below the average look at the 60's in london. the warmest spots, maybe 70 degrees in san jose. >> thank you, lawrence. the senate is still moving forward with plans to ban tiktok here in the united states. that proposal was bundled into a broader bill with a to ukraine and israel and kron four's catherine heenan is in the newsroom tonight with details on the whole shebang. hey, catherine. yeah, the whole shebang is still ongoing. and i just checked, still no vote on this, but it could happen any time. meantime, tiktok critics a push for either forcing the sale of the incredibly popular app or banning it in the u.s. all together. the measure was approved by the house and then moved to the senate today. senators on both sides of the

aisle argued that tiktok should be banned. >> unless its china-based owners, company called bytedance sell the app. those pushing for a ban claim that bytedance has ties to the chinese communist party. put millions of americans personal information at risk. currently the chinese communist party is able to gain unlimited access to the account information of tiktok users just last month tiktok ceo launched a passionate defense. this bill gives more power to a handful of other social media companies. it will also take billions of dollars out of the pockets of creators and small businesses. it will put more than 300,000 american jobs at risk. >> and it will take away your tiktok at least one u.s. senator raised concerns that a ban could hurt free speech could and likely will. >> result in widespread censorship and east bay congresswoman barbara lee is indicated that she had doubts

about the tech talk bill saying in part, quote, undeniable that tiktok's data collection practices need addressing the legislative process behind this particular bill was rushed among those predicting that bytedance will choose to sell the app. virginia sen tim kaine that what will happen is tiktok will be owned not by and entity connected to the chinese communist party that wants to scoop up. >> data on americans still probably on buy american. >> when and if this thing does wrap up, president biden will sign it. he's indicated that could still take years, though, for a tiktok ban to take effect. bytedance would probably challenge all of this in court. any decision could even end up under review by the supreme court. and if the company loses, it would still get a year to find an american buyer. know alan grant. catherine, thank you. coming up. >> the lineup for outside lands has been released to.

jason. >> it granted. it's a little chilly down here for sure. you're starting to feel that wind coming off mccovey cove. now, noelle mention keeping the momentum going in. that's exactly right. the giants have really been trying to keep the momentum going for the better part of 2 years. they've just kind of been stuck in the middle there. not the worst team in the majors by any means, but they just have not been good enough, especially for giants fan base to expect a lot. this is historic franchise that has won multiple world series championship. so the bar is high. now we're in year one bob melvin's tenure here with the giants. obviously it's way too early to make any casting judgments. but if you look at where the giants are at this point in the year to where they were at this point in the

they were 8.13 on the year. one year to the day later, they are 11 13 on the year. so like i marginally better. now, if they're going to want to find some consistency, one thing they'll have to do is start taking advantage of the logan webb starts. he gets the not tonight and he's been their best player over the last 2 years. hasn't even really been close. he's won his last 3 starts. he has a 2.9 to be our eye on the season. now i asked bob melvin pre-game what it's been like coaching web and how important is it to take advantage of him while he's on the bump? >> it's been easy. he made easy on me. so he's pretty impactful guy. obviously his track record speaks for itself as a pitcher, but also his leadership here. you know, i always felt by fan base.

50's mostly cloudy skies. the winds that breeze will be blowing a southwesterly wind about 15 to 30 miles per hour out of the park. making it feel cool, too. right now you can see some broken clouds over the golden gate bridge. lot of traffic out there on the bridge, but things moving along pretty well. but as we head through the night tonight, the low clouds going march further on shore, really filling in and they've never fully pull back to the coastline. so it will feel entirely overnight. tonight we're starting out cloudy skies early on tomorrow. then partially cloudy by the afternoon. as we're gonna see some slow clearing and cooler through about wednesday and then start to see some changes as maybe even a chance of rain. worst way. the forecast we get late thursday into friday, stepping outside. right now you're looking 50's coast side, only 60 degrees right now and temperatures go what a change from just a day ago. remember, we have some 80's even showing up in some of the valleys long gone. now, these are going to be similar. what we're going to see by tomorrow afternoon that a wind continues to blow a southwesterly 15, 18 miles an hour or so in parts of the bay area. unlikely going to ramp up a little bit as we head through the evening hours.

little active weather. but you see that little swirl off the coastline in this area of low pressure, just kind spinning around out there. and that's just enough to help deepen that marine layer and move the low clouds and fog. well onshore overnight tonight. that's going to stick around for least another day. and then after that, when we start talking about of cold front coming in, not much of one but a late season system going to come dropping in tomorrow. that low kind of moves out of the way as we get to thursday. not a bad day and then we get to friday. there's a slight chance you could see a couple of scattered light showers. maybe a couple more snowflakes over the sierra nevada. how about that? and adding to really impressive season up there already. temperatures tomorrow going to stay down numbers in san francisco 50's to low 60's along the coastline will be cool. cloudy all day long inside the bay. you'll see some partial clearing, but those temperatures will stay well below the average for this time of year. the south bay 60's, maybe a couple low 70's. if you're lucky. east bay also hovering in the 60's low 70's, the warmer spots. and that's about warm as it's going to get for tomorrow. but things are going to start to change. i think the good news is over the weekend likely see some

warmer weather. but next couple days temperatures stay below the average light yet showers on friday. temperatures start to warm up. looks like a dry weekend ahead saturday and sunday looking pretty good. the following weekend. i can't say the same. we maybe back into talking about some more rain. yeah, seriously. but we're going to keep this will drive for you. that's right. that the 2 dry weekends in a row. so think positive. speaking of ai been googling the giant panda. yes, was wondering what is a non giant panda. >> but it's just the giant pandas are the black and white ones that you think of the new the red pandas, different yeah, but we'll learn a lot more about the pan. oh, my gosh. panda mania. yeah. everywhere. when they come, i mean, seriously. and raise e yeah. thanks okay. haha. >> the biden administration has established a new rule to protect women's privacy. it's all intended to protect women from prosecution if they travel for an abortion while living in a state where it's illegal, this updates and strengthens hippa rules where medical providers are banned
