shore cities. >> looking at the coastline right there. we do have a noticeable sea breeze that is kicking up the flag at the golden gate bridge. >> that is also kicked up a little fog right along the coastline. your view it happen. bay has fogged in a little bit now or coastal areas are going to be a little bit on the cool side with that. great moving on in. but elsewhere, bayshore and inland. we've got another warm and sunny day. you can see that reflected in these temperatures. concord, brentwood, pittsburgh, in petaluma all back in the 70's vacaville at just 10:00am already close to 80 degrees. so we're warming things up and we'll get warmer into the afternoon with 70's and 80's for today's daytime highs. back to gary. thank you, john. 10. 0, 1, of our top story. the u.s. supreme court hears a homeless case. >> about whether or not cities can punish people for being homeless, various cities obviously closely watching this. and so is kron four's will tran live in san francisco the morning. well. >> right now there before

supreme court justices arguing whether or not they can criminalize being homeless and the people behind this. actually, it's a small town in oregon. daria grants pass only 40,000 people, but that little pebble can started title way. and i'll explain why in just a few moments, san francisco, sacramento, governor newsom watching very closely because they are hoping grants pass. they get this overturned couple years ago in san francisco, the 9th court circuit court of appeals. they ruled that judges that it would be cruel and unusual punishment to impose fines on people being homeless because it's not their fault. that circumstances are beyond their control. well, right now, grants pass would like to overrule that. the supreme court to overrule that so they can criminalize and impose fines in their city as far as being homeless. and of course, what happens there can have a ripple effect in san francisco, california and

across the country because san francisco would like to impose some of their local laws on homeless as well. now what's going to happen is can this be done while we have other people fighting on behalf of the homeless saying if you do this well, it just leads to a vicious cycle and you're not helping the homeless at all. in fact, you might be making it worse because once you slap a fine on the homeless? well, that's a find they cannot pay. it ruins their credit. and when they get back on their feet, they can't rent a location. so they're back to being homeless. so you're not hearing the situation at all, but lots at stake. and again, this is all from us town in southern oregon called grants pass. but it has the watchful eye of governor newsom watching this because homeless, this is one of his biggest issues. and so far it has been very evasive torts. >> all right. thanks a lot.

are always trying to solve homeless problems in the bay area in the south bay, san jose's mayor says he wants to make resources for the unhoused a priority for that city and he's doing that while still addressing a 50 million dollar budget shortfall. kron 4 jack moment has more on that. >> johnny mendez, let's her girlfriends windy and warm day in san jose. mendez has been homeless for just a couple weeks. she says she works as a security guard pulling in about 1000 bucks a she's been homeless before. but this time she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to get really brag matter for concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while at the same time focusing on reducing homeless encampments, we're going to have to experiment

with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal. what an example is when you drive down willow street by the 87 and see this encampment may have has proposed moving this one into a sanction d encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate. top clinton says unhoused people he works with are worried about the summer and what the council will end up approving. but yeah, they're worried about the safe parking the worry about. they don't want to go into congregate shelters or anything that resembles a congregate shelter like in says he hopes san jose will make the possible sanction encampments area and allow people to come and go as they please. not 2 feet. you does says she would go to a sanction parking lot. >> and he's just tired of being homeless. >> i stress.

>> now all this comes as a recent audit finds that the city of san jose is not doing enough and is not being transparent. but the money that is given to them from the state of california to address its homelessness issues. now the city says this highlights a bigger statewide issue in terms of funding, but it will be up to the city and the counselors to decide how it should fund homeless programs going into this next fiscal year in downtown san jose jacmel. kron 4 news. >> 10, 0, 5, and look at what happened oakland. there were motorbikes out. the took over and intersection at bellevue and grand avenue. this is why one in the afternoon yesterday and there were several dirt bikes driving dangerously and was kind of a hazard to the cars in the area. and at one point, a car hit a motorcycle and the cyclist had to go to the hospital. then in another location about 50 bikes were circling lake merritt. some of them were driving on the sidewalks and in the opposite direction of traffic. so was a dangerous situation. and there was a shooting along oakland's

hegenberger quarter. one person went to the hospital. this was yesterday afcernoon. you can see here the scene. it's near raising canes and we're in and out used to happened while they still there. but the clothes that store was about 2 o'clock in the afternoon. you can see this from the citizen at the police responded. but when they got there, they couldn't find any any evidence or anything of the shooting. but then they got a call from the hospital saying that somebody who had been shot took themselves to the hospital. their injuries are non-life-threatening. police are investigating a murder suicide or woman. a man found shot to death in a car in hayward. they were in a parked car on avee sa night. a 31 year-old woman and the passenger of 36 year-old man in the driver's seat. police believe that he killed her and then turned the gun on himself. law enforcement agencies in the bay area are mourning the loss of one of

their own deputy tobin bolter. he died in the line of duty yesterday in a traffic stop in boise, idaho. before that, though, he was a pleasant hill police officer. he was also a cadet with the walnut creek police police department and graduated from the contra costa county sheriff's academy. he was just 27 years old. san francisco's north beach neighborhood was shaken up. there was a stabbing at a church. the victim was attending a service at saints. peter and paul catholic church when he was attacked. kron 4. sarah stinson has more. >> a scary sunday in san francisco's north beach. a person stabbed in front of the iconic saints. peter and paul catholic church during service. video from the citizen app shows emergency crews rushing to help the victim kron. 4 confirmed the man is a churchgoer. someone who works at saints. peter and paul says a homeless man was

disrupting the sunday service and when asked to leave, he got physical and the homeless man then pulled out a knife and a parishioner outside the church. i saw him. >> this guy being pinned down. and that's when we heard he got stabbed. so i meant top of steps of the looking out and all of us and i go, oh, my the frightening scene played out on filbert street around one in the afternoon. the victim was later taken to the hospital that we're just going just pray and see what happens. police say they arrested a man who witnesses identified as the attacker. >> the church worker says it scares them to know that the man was armed while inside the church. we didn't know we had a knife. he could have done something here. so this happened in supervisor. aaron peskin is district reached out to me, says he's aware of the stabbing. >> and he's in contact with police. he also tells me the victim is recovering and expected to be okay. i'm sara

stinson reporting in north beach. back to you. >> it's 10, 0, 9, and in a couple of hours, nurses at san francisco's kaiser med center are going to join in a statewide strike protesting the unregulated use. they say of artificial intelligence in hospitals and they're concerned about patient safety saying that the industry he's wanting to implement untested technology. today's protests includes members of the california nurses association all across california and a strike begins at noon happening right now. golden gate ferry service between sausalito in san francisco is suspended because they found some damage on the sausalito pier last friday. so that shut things down the i mean, you could show up there, but they'll give you a bus. you'll take a bus bridge to get across the bay. instead. >> not as finance trying. >> i look out the morning news. what about driverless cars? look at this a vehicle.

michael thomas is in the studio with why michael? >> hey, good morning, everyone. that's right. every year on the 22nd of april, we normally celebrate this earth day and we do so by whether it's cleaning the beaches, recycling bottles or even using public transit to make sure that those car emissions are in the air. and we've got video up on your screen right now is that we you can see exactly what we're talking about. this year's earth day is focusing on the threat that plastics pose to our environment here in the bay area. the san jose earthquakes partnered with coca-cola and a local nonprofit to plant trees throughout san jose's japantown. now the volunteers planted a total of 30 new trees and over the last 2 years, they've actually planted 40 across the bay area. and in san francisco city guides is holding a climate change tour at crissy field and at the aquarium of the bay. well, there's an earth day celebration that includes dinner and the underwater tunnels. there will be also an earth waves performance earth day seemed presentation and over in milpitas. well, smart rights

done. they hosted a ceremony at oakland's macarthur station over the weekend to give the trains a big send off and take them on one final run from macarthur to the fremont station which mirrors the original service. that part started back in 1972. last ride last about 45 minutes for 24 miles along the original section of tracks. and now 3 legacy cars are headed to the western railway museum. >> in sassoon city and they make way for a new generation. nearly 700 new fleet of the future train cars are officially now certified for service. the east bay regional park district is going to get more than a million dollars in federal funding to help mitigate wildfire dangers. they're going to use that money too thin and remove vegetation, dead and dying trees around the chabot regional park in alameda county. they're mostly eucalyptus, but they also need to take care of some bay and pine trees and that money comes from legislation signed by president biden in march.

so a lot going on. it's all about being outside, i guess, first day that works. well, john. yeah. and mother nature is making it easy. today we got another warm one and another sunny one ahead of us. >> golden gate spots along the coastline. going to be a little cooler than yesterday. can actually see that faint line of fog through the golden gate. that is going to keep our coastal areas only in the 60's, including san francisco. the rest of us, though, tapping into sunshine and warmth that modest coastal breeze up and down the coastline. pretty evident right now. the rest of us, nice calm and sunny and temperatures already warming into the 60's and 70's right now. tomorrow is going to be a full 10 degrees cooler. we'll see some showers up near the oregon border, but not for the bay area. we do have our own chance of showers, but it's not until later this week temperatures will continue to cool down and by friday we see an opportunity for some light sprinkles across the bay area and some light snow in the sierra. nothing to cancel plans over on friday, but it is definitely going to be a light jacket kind of day

today, jackets at the coastline. but that's the only spot you'll be needing them elsewhere in the bay area. it's unsure sunscreen, shorts kind afternoon with a lot of 70's. and yes, a lot of low 80's again, spots like san jose, santa clara livermore among our low 80's today. heyward a comfortable 76, oakland and berkeley. a nice low, 70 at 72 70 while vacaville are very warmest spot all the way up to 86 degrees today. looking ahead, tomorrow's temperatures, as i mentioned, fall as much as 10 degrees and 60's after that from wednesday through friday with friday bringing that chance of light showers to us the weekend ahead does look comfortably cool with highs in the 60's to low 70's. daria, thanks a lot. john. 10, 19 and in the east bay to people in fremont have no home because of >> what happened. and there's there was a fire this home located on truman place. and police say that the fire fire department get out there fast. they put it out in 20 minutes

and nobody was hurt. but displace residents because of that fire and in the motorcyclist died in a crash that happened over the weekend on tamales petaluma road just east of twin bridge road. the cyclists apparently lost control and veered off the road and ran into a fence and utility pole. on the peninsula. a man was robbed and attacked in north fair oaks. it happenely yesterday morning at the intersection of 8th avenue and middlefield road. that is where the victim was getting out of his car. somebody came up to punch him in the face and took off with his stuff and got away. the thief was last seen running on 8th avenue. the victim went to the hospital and is expected to survive. the cupertino city council just approved millions in service cost reductions that's resulted in some of the biggest cuts to city services because they have to balance a multimillion dollar deficit. they approved a 9 million dollar reduction to try to

balance the budget shortfall, which is about 15 million dollars. and then other cuts include reducing public works contracts and cutting vacant positions. they say all that's going to save about 2 million dollars. the deficit comes from the loss of apple's sales taxes because there was an audit last year. insurance companies, as you know, have been leaving california, making it harder insure your home. and now there are 2 other companies doing the same tokio marine, american and transpacific insurance are the latest to pull out of california cause if they say high costs, this impacts about 12,000 policyholders 7 of the 12 big insurance companies have either pulled out her paws to restricted their home insurance policies. and last year, allstate and state farm among them. it's 10 21. and we're talking about the fact that it's earth day. it's also the first night of passover

driver under the influence behind the wheel of this car smashed into a pole. >> and a crosswalk and they shared this picture on social media. just to remind you that, you dangerous, it can be a safe, your buzz, drunk high, anything even tire just use rideshare or taxi were designated driver out of the wind up like this. some psychologists are warning against an alarming trend of teenagers using social media like tiktok and instagram to diagnose themselves with mental health conditions. a recent poll found 55% of students use social media to self diagnose. 65% of teachers say that they have seen this actually happened in their classrooms. experts say this trend can be counterproductive and getting you the help they actually need for teenagers of a teenager develops an inaccurate sense of who they are from a non-professional diagnosis. they say that could

be very harmful.eso if you notice your team reaching out for help, get them professional. help. disney is going to start dishing out lifetime bans. if you break the rules about using, you know, try to skip the line. basically. so they say they've caught a lot of guests making false statements to get the disability access services. so if you do that, they're going permanently ban you from disney world and disneyland resorts. they find that any. but if you use any way a false pretense to get, you know, to skip the wait time, you're not going to get a refund of any kind and they're going to you. they say that their policy states, the service is intended for people with developmental disabilities to get a return. time for the attractions right away in line. changes to the application process for the service go into effect on may. 20th the disney world. and you'll notice changes for the applications on june 18th at disneyland. for your money

this morning. global demand for oil is going up because of what's going on in middle east with israel, hamas at war. that means gas prices are going to keep going up. they think for us in california and of course, in the bay area. triple a says the price of california gas has gone up now it's 5.44 a gallon. that's $0.20 more than we were paying last week. i say we california. the bay area even more. it's not 5.44, nobody has that. look at napa county has the most expensive average right now in the bay area and 5.72 a gallon, a penny less in san francisco. >> going down and just jump in here at let's see alameda county and 5.60, and then a little cheaper by the time to get down to santa clara county county. it's 5.54 a gallon for regular unleaded. >> it's 10 27 and coming up next on the kron, 4 morning news ralliers outside the women's prison in dublin are spreading the message of why they our concern for the inmates10. 29 right now

and take a peek at the weather is sure was gorgeous. over the weekend, i'll i'll have another john. >> let's do one more and then will cool things off. but yeah, today is looking absolutely gorgeous out there. we've got the sunshine at the coast right now, although a few spots of fog made their return towards the coast, that will keep our beaches a little cool. while the east bay hills will be comfortably in the 70's to 80's another warm one today for sure. you can see half moon bay getting a little grow. a low gray hanging out overhead. radar does show those clear skies elsewhere, though. and under those clear skies already back to the 70's

and san jose, san mateo. brent, what you're getting close to 80 degrees already at 78 degrees right now. now later on today, we are going to be looking at some low 80's that our warmest last time this week that will be doing talking our cooler weather. still to come darya. >> thanks a lot. john is 10, 30 and a big story that we're following. a gray whale was found dead just off the shore in alameda and san francisco bay. and they're trying to figure out how it died. we take a closer look now with kron four's jack molmud. >> so normally this time of year, gray whales are seen swimming north along the california coast on their way to alaska. now has of these last few years. it's not uncommon to see a gray whale make its way inside san francisco bay. but researchers do tell me it could take some time to determine exactly how that gray whale did die. it's a whale that celebrated. i think just like magical creatures just could eat,

can't get enough of that. it just makes me realize like how small we are as humans and >> how they're dealing with all this. but mori point in pacifica, the mood is somber sad to hear when that happened. a great whale, one of thousands that migrate up the pacific coast every year won't be completing its journey. it was found dead this weekend. >> up the coast of alameda. and then we received another call this morning, both flannery with the california academy of sciences says she saw the whale's carcass this morning. so far, no signs of a ship strike or being tangled in rope. we will open the whale up. >> we will look inside. it will look for signs of cause of death, whether he gray whales were dying around the world for years. only now. >> has this species started to recover? she says the reason for the whales decline with climate change, reducing the whales, food source and starving them to death. basically they weren't getting enough high quality food in the arctic during their summer feeding season. we don't know yet if that's what killed this

disabled vehicle. we asked women for a comment. haven't heard back from them yet. but we know that this happened before in a spectacular way with a huge crowd around. remember this about 14 year-old is now charge of setting fire to this waymo car in february. it was not occupied, which is good. but this crowd went crazy. they spray painted graffiti all over the car, broke a window. >> through fireworks into the car and basically floated into flames. lucky. no, nobody outside the car was hurt. in the north bay. 5 security guards at a paddle paddle in a bar have been arrested for beating a client. us us up a patron who went there. it's jamison's running donkey bar on kentucky street. and the victim says that he question the security staff after following a woman into the men's room to tell her that she wasn't allowed in the men's room and when that when he did that, then there was a verbal argument with him and the guards. >> and >> he was kicked out of the bar. and beaten up by 5 of the

guards. they beat him up outside. police say they didn't out all scream screening and the victim. the guy was beating up. they say he was sober. the 5 security guards were arrested on suspicion of battery. >> it's 10, 30 for right now in san francisco, police have seized more than 13 and a half pounds of narcotics and made 13 arrests near united nations plaza and san francisco library. 5 of the arrests were suspected possession of narcotics for sale. and the rest were various controlled substance. charges. and there are about 4 pounds of drugs that were seized at the library and then the rest was seized at search warrant point. the seizure is the latest from this operation where they're coordinating and to launching a they lost just last may trying to dismantle the drug markets in the tenderloin. it's 10. 35 right.

>> protesters rally at the dublin women's prison friday. they are upset, worried about the 600 prisoners were said to be transferred to other facilities because the dublin women's prison is closing. >> they're terrified the public. colleen, like it each day thinking i'm going to be transferred today. i don't know that's going to have contact with the people. i love. >> at least 8 employees at the prison have been charged with sexually abusing inmates in the past 3 years. >> 10 35 right now new this morning from morning sickness during pregnancy to postpartum. >> after giving birth, there are new federal guidelines now to protect females who get pregnant and work. kron four's michael thomas is live in the studio with what they're doing. i michaels. >> hey, good morning. will these new guidelines really could change the workplace for millions of people? workers are now entitled to unpaid time off for fertility treatments before pregnancy

and prenatal appointments, abortion and even infections, along with breastfeeding is they're all protected. the equal employment opportunity commission estimates these job protections will cover around 1.5 million pregnant workers a year. the law applies to employers that have at least 15 workers and even protects women who have not been on the job that long to even accrued time workers can ask for flexible working arrangements to deal with morning sickness such as the later start time or even clearance to work from home. if they can't sit or stand up for extended periods of time, they can even request a schedule change in adjustment and even helping with their commute. so that way they can travel during less crowded hours. labor advocates say these guidelines will especially help women in lo job paying areas were often denied even request of using the restroom. now the e e o c says it not complicate or ask for accommodations and they don't even need to make

requests for in writing. but legal experts say workers are always advised to keep documents of everything they talked to their employers about these new regulations are set to go into effect in june. so as we get more details, we'll keep you updated. darnell. so things are changing our orange, even pumping rooms. you know, you go back to working out a panthers. >> just nowhere to do it. >> lawmakers in nevada could tap into about 400 million dollars of taxpayer money to build the a's new stadium and las vegas. but the plan has led to a lawsuit. that's quite the bump in the road covers. dan kerman has more. >> it was in june of last year when the nevada legislature passed sb one bill earmarking 380 million dollars in public money to help pay for the a's. new baseball stadium in las vegas in february of this year. the nevada teachers union filed a lawsuit against the governor, the treasurer and the state of nevada suggesting the way sb one was written violates nevada's constitution. >> issue we're having is that

the vote tally was not two-thirds majority for revenue peace that this funding mechanism that they structured under this bill assumes deaths from the county without that's that revenue peace involved, that the law itself, you know, doesn't mention certain populations and the county and the language is very sloppy written when it comes to stop iran, rather when it comes to assuming that deaths since the initial filing, the legislature and the las vegas stadium authority have also been named in the suit. >> and while a's owner john fisher, he's the one to benefit from the public funds and sb one. the a's are not named in the suit. but this week the a's filed a motion with the court to intervene in the case saying the athletics and affiliates have a substantial interest in sb one and will be affected if sb one is found unconstitutional without intervention, the athletics ability to protect its interests will be impaired. strong public schools will be opposing their intervention. >> we think there are interests are well represented by the other defendants, many

of whom were basically unregistered lobbyist for them during session. so those folks want this stadium just as much as they do a separate filing by as president dave kaval confirms financing and a development agreement for the new stadium had not been finalized. but the process is underway. >> it's unclear when the court will rule on the a's participation in this lawsuit. dan kerman kron, 4 news. >> 10 39 and mayor breed is back in san francisco after a trip to china. >> she posted on social video. well, really the whole time keeping us posted saying she had a great time and the partnership us show a testament to the power of international cooperation. remember what she did there? she said she was working on getting more nonstop flights from china, sfo and then also trying improve relations and >> getting that panda, she says that a san francisco supposed to get a panda from china. that's why she has the stuffed bear were not sure. >> when that will be, but we're looking forward to it.
