>> from the area's local news station, you're watching the kron. 4 morning news at no. >> thanks for joining us monday. lot of news that we're working on right now. a sunday church service in san francisco and with a stabbing and a dead whale washed ashore on alameda beach. experts are trying to figure out how to weld it. plus, the supreme court considers today whether local governments can punish homeless people for camping in public spaces. good morning. i'm daria and i'm reyna in for james letter this morning. the other big story, it's

thursday. nice taking a look down at earth years of the san francisco view. anyway, things look pretty good. very clear. very site. well, you have a little haze there, which is little bit and that's the better it. that's that's that's a problem. it looks like with a haze out there on the horizon. otherwise, mother nature is bringing us a very nice forecast today. >> with temperatures for most of us in the 70's. couple low 80's in there, too. got the cruise ship pulled the embarcadero right now. a nice day to be in barking. there. we are going to be seeing very clear skies today. little fog along the coastline is going to help keep our coastal areas comparatively cool to the sunshine and warmth that the rest of us and many cases are already tapping into brentwood in vacaville already up to 72 degrees right now, oakland alameda at 62 degrees currently later today. it's the 70's to low 80's for our highs for bayshore in inland areas 60's towards the coast. michael thomas is in for a look at the roads right now. how's it going? michael?

>> hey, good morning, everyone. happy monday. what we're actually seeing some delays and i just got off the phone with chp. looks like they're experiencing some flooding on 8.80. you can see it's those northbound lanes and it's actually starting to cause some congestion on the southbound lanes as well. we've got a live picture of what 80 looks like right now. we're going to try to getting up on your screen. you can see that major back up there >> again, those are the northbound lanes heading. it's right near high street and chp says, again, they're experiencing some flooding. they do have somebody heading out there, part of their crew to figure out more detail. so we'll keep you updated on that. but if we come back here to our traffic maps, you can see we put together some alternative routes you can use stanley andrews street to head up to avoid that. but again, it's backing all the way up for at least 2 to 3 extra exit from high street. so taking a live look right now at the bay bridge rate. you can see it's an 18 minute commute into the city. we'll take a live look at the san mateo bridge. it's a 60 minute commute as well on to the peninsula over at the

richmond, sandra fell bridge 12 minute commute over that and that golden gate bridge to get into the city. it is. 22 minutes. we'll send it back to 2 of the thanks a lot. it is 902. and the u.s. supreme court is hearing a case that could affect whether or not cities are allowed to punish people. >> who are homeless and they are camping in public spaces. so bay area cities are watching this really closely because this could impact what we do back at home. will trend lines and worse is with the latest on this morning. well, >> why is this so important? because the united states supreme court, it is the law of the land. so whatever they decide and we don't know how long it's going to take whatever the site could impact cities like san francisco and sacramento. and i mentioned sacramento because governor gavin newsom obviously lives there. andy is watching very closely, hoping that the that united states supreme court rules in favor of a small town

called grants pass, which is in the southern border of oregon. here's what's at stake. grants pass would like to criminalize being homeless encampments, slapping fines on what that means is they would like to clear it out impose fines, but homeless advocates say that is not fair and actually fought this in one a couple years ago. the 9th circuit court of appeals in san francisco said they could not do that because is cruel and unusual punishment that leads to a vicious cycle. you are in essence finding people who cannot afford it ruins their credit. and then when they're ready to get back on their feet, they can't rent. well, this case is made all the way to washington, d.c., that supreme court justices will decide what happens. san francisco cares deeply about what happens as well as the entire state, especially governor gavin newsom. he has struggled to get a handle on

the homeless situation. but if they rule in favor of grants pass, that means california and san francisco can start imposing some of their local laws against the homeless. >> all right. thanks a lot. we'll and in the meantime, the south bay san jose mayor matt mahan wants to make resources available for on house people. yeah, he's trying to do this all dressed in a 50 million dollar budget shortfall. we got kron four's. check moment with that story. >> johnny mendez lives and her girlfriends the windy and warm day in san jose. mendez has been homeless for just a couple weeks. she says she works as a security guard pulling in about 1000 bucks a she's been homeless before. but this time she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to get really brag matter for concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told

the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while at the same time focusing on reducing homeless encampments, we're going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal. what an example is when you drive down willow street by the 87 and see this encampment may have has proposed moving this one into a sanctioned encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate top lancton says unhoused people he works with are worried about the summer and what the council will end up approving. but yeah, they're worried about the safe parking the worried about they don't want to go into congregate shelters or anything that resembles a congregate shelter like says he hopes san jose will make the possible sanction encampments area and allow people to come and go as they please not for too few but does says she would go to a

sanction parking lot. >> and he's just tired of being homeless. >> i stress. >> now all this comes as a recent audit finds that the city of san jose is not doing enough and is not being transparent. but the money that is given to them from the state of california to address its homelessness issues. now the city says this highlights a bigger statewide issue in terms of funding, but it will be up to the city and the counselors to decide how it should fund homeless programs going into this next fiscal year in downtown san jose jacmel. kron 4 news. >> 907. right now. and in the east bay and the streets were taken over by motorcyclists and one one rider was injured. this happened in bellevue and grand avenues around 1 o'clock in the afternoon yesterday, several dirt bikes were driving in the area causing a safety hazard. and in fact, in a car and a motorcyclist got into an accident in the

cyclists had to go to the hospital and then there were 50 more bikes were even when that seen circling like mayor and then some of those cases, the the bikes, the motor bikes were going up on the sidewalk summer driving in the opposite direction of traffic making for very, very dangerous situation. there was a shooting along oakland's hegenberger corridor. one person went to the hospital and this is video from the scene on the what's on the mat. you can see the app in the neighborhood here. this is near raising canes that it happened about 2 in the afternoon. this is from the citizen app. police found evidence of the shooting but they couldn't find anybody involved until they finally got a call from the hospital saying somebody had come in with a gunshot wound, took themselves there. they have non-life-threatening injuries. no sign of the shooter. well, police are investigating an apparent murder suicide after a woman and a man were found shot in hayward. police say they und the 2 in a car parked on when avenue saturday night. that's 31 year-old woman was shot to in t passenger seat. a 36 year-old

man was found with a gunshot wound to the driver's seat. he was taken to the hospital where he died. police say witnesses told they heard the 2 arguing before the gs went ofpolice believe the man shot the woman before shot himself. identities have not been released. a law enforcement agencies around the bay area city are mourning the loss of a former colleague. this is deputy told in voter. he was killed in the line of duty yesterday during a traffic stop in boise, idaho. so before you move oregon, poulter was a pleasant hill police officer. he was also a cadet with the walnut creek police department graduated from contra costa sheriff's academy. he was just 27 years old. and san francisco's north beach neighborhood was shaken up by a stabbing that happened at a church. witnesses say the victim was today to service at saint peter and paul catholic church. when i fully man attacked kron 4 sarah stinson has more. >> a scary sunday in san francisco's north beach. a

person stabbed in front of the iconic saints. peter and paul catholic church during service. video from the citizen app shows emergency crews rushing to help the victim kron. 4 confirmed the man is a churchgoer. someone who works at saints. peter and paul says a homeless man was disrupting the sunday service. and when asked to leave, he got physical and the homeless man then pulled out a knife and a parishioner outside the church. i saw him. >> this guy being pinned down. and that's when we heard he got stabbed. so i meant top of steps of the looking out and all of us and i go, oh, my the frightening scene played out on filbert street around one in the afternoon. the victim was later taken to the hospital that we're just going just pray and see what happens. police say they arrested a man who witnesses identified as the attacker. >> the church worker says it scares them to know that the

can see for your tuesday a few northern california showers up in the mountains of the coastal ranges. nothing just yet for the bay area, but it is a sign of those changes occurring by wednesday. we're only in the 60's at the warmest and by friday we'll be looking at temperatures in the 60's amid a few light showers possible for the bay. so quite the switch up from where we have been. we are looking at daytime highs today in the 60's for the city little cooler than yesterday that sea breezes kicked into gear at the coast. well, elsewhere in the bay area, the difference from yesterday, not really noticeable. we are looking at yet another warm one and daytime highs today as warm as the low 80's for spots like san jose livermore concord, walnut creek and danville, oakland, berkeley, you'll be in the low 70's. well, our warmest spot vacaville home. we have to 86 degrees today. definitely a warm start to what will actually be a fairly cool week by wednesday. it's only the 60's at our warmest and that chance of showers. i mentioned on friday, michael.

>> thanks, john. well, good morning, everyone. and happy monday. the roads this morning are a bit congested specifically over in the east bay. you can see we're experiencing what chp is reporting as so it's a northbound 80. it's in oakland at high it's near the on-ramp and we're looking at cameras this morning. it's causing some major, you know, delays in the sense of its backing all the way up over to san leandro and alternative route that you could use would be exiting 8.80, northbound lanes and then taking stanley enter street all the way up. so we'll continue to keep an eye on that right chp says that they will have an update for us in the next few minutes or so. taking a live look at the bay bridge right now means to fremont street from the maze. it is going to take 15 minutes. so traffic flowing there. taking a look at the san mateo bridge, 80 to 101. it's a 13 minute commute. taking a look at the richmond. sandra fell bridge tolls to 101. it's a 9 minute commute that golden gate bridge right now to get over it into san francisco. it is a 21 minute commute. taking a look at some

there have been no confirmed reports of illness because of the consumption of these products was good to just look out for. psychologists are now warning against an alarming trend of teenagers recently using social media like tiktok or instagram to diagnose themselves with mental health conditions. so a recent poll found that 55% of students use social media to self-diagnose about 65% of teachers report seeing this in their own classrooms happen. experts say this trend can be counterproductive and getting teens to help they need. and that when a teenager develops and then accurate sense of who they are from a non-professional diagnosis that could be very harmful. its 9.27. and coming up on the kron 4 morning news next. protesters are rallying outside the women's prison and dublin will tell you what they want.

0, 1, 8, minute commute. all looking good. and lastly, that golden gate bridge, it's a 20 minute commute to get into the city. send it back to you, ladies. i'm michael. all right. a big story. we're following a gray will found dead just off the shore of alameda in the san francisco bay. now researchers are trying to figure out what's going on. call for jack moment has the story. >> so normally this time of year, gray whales are seen swimming north along the california coast on their way to alaska. now has of these last few years. it's not uncommon to see a gray whale make its way inside san francisco bay. but researchers do tell me it could take some time to determine exactly how that gray whale did die. it's a whale that celebrated. i think they're just like magical creatures. just could newt. he can't get enough of that. it just makes me realize like how small we are as humans and >> how they're dealing with all this. but mori point in pacifica, the mood is somber sad to hear when that happened. a great whale, one of thousands that migrate up

the pacific coast every year won't be completing its journey. it was found dead at this weekend. >> up the coast of alameda. and then we received another call this morning, both flannery with the california academy of sciences says she saw the whale's carcass this morning. so far, no signs of a ship strike or being tangled in rope. we will open the whale up. >> we will look inside. it will look for signs of cause of death, whether resets gray whales are dying around the world for years. only now. >> has this species started to recover? she says the reason for the whales decline with climate change, reducing the whales, food source and starving them to death. basically they weren't getting enough high quality food in the arctic during their summer feeding season. we don't know yet if that's what killed this gray whale flannery hopes the whale washed up locally and they can study it makes me sad. more whale watchers like an overhaul and half moon bay. >> want to see the whale species be healthy, especially you think a full, the hard work they've done. >> you know, mike waking back from mexico all the way. and

then they end up dying. you know, flannery says for every unfortunate, well, death. >> its an opportunity to learn. >> although it's unfortunate its an opportunity for us to learn and scientifically what's going on with them and more about their population. and another silver lining. is this gray well dying in the bay does mean there are other great whales here making their way up north. and if you want to see one yourself, you have until about early may to do so. and pacific and jack moment kron, 4 news. >> take a look at what happened. and san francisco a person would say attacking a waymo driverless car in broad daylight at market. dolores streets. and this was saturday and you can see all these other cars just kind of going by ignoring this person is stopping on the hood and the windshield and then basically just sat down. we sarah says police and waymo for comment about it find out more. haven't heard anything back yet. but we remember what happened a few months ago when you know waymo was trash in

year-old has been charged now for setting fire to this waymo in february before the fire. this crowd sprayed graffiti on the driverless car broke a window and then through fireworks into the car, burst into flames. luckily nobody was certain nobody is a waymo and nobody in the crowd was hurt either. well, in como police arrested 3 people, including a woman texas fugitive. >> so last sunday, coma, police officers respond to reports of black mercedes-benz driving pretty wreck to say this is right near university boulevard, sarah center caller said the car ran 2 red lines of or stop right in the middle of row. police try to find a man, a woman walk away from the car and the driver still inside told police they went for gas. so they ran a cast. officers say they ran the driver's information and learn he was a wanted criminal. police say they searched the car. they found ammunition, $1400 with a stolen clothes. they believe the stolen goods might have been from nearby stores on santa monica boulevard. they say the 2 other passengers also had

warrants out for their arrest. all of them were taken into custody and booked into the san mateo county jail. so let's head to the north 5 security guards and a pet, a little bar arrested for allegedly seriously be the patron there. so this is at james's roaring donkey bar on kentucky street. the victim told police he questioned the security staff following a woman into the men's restroom and they told her that she wasn't allowed in there. verbal argument ensued and the victim then told police he was kicked out of the bar where the 5 guards beat him up outside. police say alcohol screen show the victim was sober. 5 security guards arrested on suspicion of battery causing seriously bodily injury. the little police are trying to obtain video footage get more information from witnesses. >> the san francisco police seized more than 13 and a half pounds of narcotics and made 13 arrests. this happened near the united nations plaza and the san francisco library. 5

of the arrests were suspected of possession of narcotics for sale and the rest for charges related to controlled substances. almost 4 pounds of drugs were seized around the library and the remaining 9 pounds were seized during a the serving of a search warrant. this is part of the big operation of the city's drug market agency coordination center. that's a program that was just launched last year aimed at dismantling drug markets in the tenderloin and south of market. >> here you can see and hear the protests happening outside the dublin women's prison on friday. >> there are 600 prisoner said to be transferred. 2 other facilities because the women's prison in dublin is closing in. these people don't like it. >> they're terrified and the public think rallying like it each day thinking i'm going to be transferred today. i don't
