kron. 4 morning news at >> thanks for waking up with us. we've got a lot of news to get to today. a sunday church service in san francisco ended with a stabbing and a dead whale washed ashore on alameda beach. now experts are trying to figure out how it died to begin with. and can the bay-area move the homeless out? the supreme court considers today with a local governments can punish homeless people for camping. good morning. i'm darya and i'm reyna and we're talking about whether it's a nice day on this earth day, is plenty of sunshine and a little bit of haze, which is kind small john. yeah, a reminder of what we consider day and take care of it because we are looking at a little bit of that haze out there. >> high pressure ridge builds in pl-ce that creates a cap. and anything you're leasing on your morning commute. kind of sticks here with us. we're looking outside at the golden gate bridge, a little marine layer scooting through there. and that is going to keep our coastal areas relatively cool. visibility is fine. we're seeing offshore fog. it's not really up and down the

coastline. so that means a pretty easy morning commute and a nice comfortable morning. so far 50's to 60's for current temperatures. you're going to see temperatures from this point forward starting to rise really quickly. today is easily the warmest day of the rest of the forecast with highs back in the 80's inland and 70's by the bayshore. after today we're going to start to cool down and i'll talk about it as we go. michael thomas in for the roads this morning with latest. >> hey, good morning, everyone. well, time to go with that. good weather. we've got good drive times. we're not seeing any major delays this morning when we take a look for those in the east bay heading over towards the maze, take a look. 43 minutes from crockett to the maze walnut creek to 5, 80 14 minute commute. castro valley to the maze. 23 minute commute. stanley under to the maze. a 24 minute commute. once you get to that mays, well, you're going to be stop and go. it's an 18 minute commute from the maze over into the actual city. those metering lights are on, but things are -pflowing. taking a live look a the san mateo bridge. 26 minute commute over that.

that's going up a little bit in the past hour. but nothing too out of the ordinary. they're taking a look at the richmond. sandra fell bridge. it's a 14 minute commute from tolls to 101. so everything is moving smoothly there. and lastly, that golden gate bridge, it is a 32 minute commute to get into san francisco. also that she'd ladies back at the des. ok? thank you, michael 81 in our top story is the u.s. supreme court today hearing a homeless case about whether or not cities can punish people for being homeless. so bay area cities are watching this pretty closely. crawford's will trend line in san francisco with the latest on this. good morning. well, >> some cities, reena, they want to criminalize being homeless. one particular city grants pass oregon, which is on the southern border. it's a town of 40,000 people. think of it this way. a small pebble can start a tidal wave. san francisco city hall, sacramento governor newsom in sacramento, of course, in major cities in california watching very closely. the arguments are happening right now. here's what's at stake.

grants pass oregon would like to criminalize being homeless in homeless encampments by slapping fines on homeless. what it means is they cannot stay on the streets camp there. they have to move to other places. and if they don't, well, they will be served a fine according to homeless advocates. they say that is unfair, cruel and unusual punishment. and that was a decision that came down actually in san francisco by the 9th circuit court of appeals saying they cannot do that grants pass. took this all the way to the supreme court and they're hoping the justices will overturn that ruling allowing grants pass to criminalize homeless. why is this so important to san francisco in california? obviously it is a problem that has been very invasive to governor newsom. he wants to know what's going to happen with is they're actually rooting for grants. pass to get the ruling because if they get the ruling that will allow

cities across the country to start looking at their homeless problem, particularly. let's talk about san francisco. they would like to impose some of their homeless loss on homeless people in san francisco to try to alleviate the situation, which is why this is so important to governor newsom as well as san francisco. they are hearing the arguments. not exactly sure how many days it could be just today. it could be days before this is wrapped up. and of course, it takes time for the justices to come back with the ruling. but again, major ramifications across the country that is struggling as a whole to deal with the homeless population, which is a exploded from coast to coast. >> back to all right. thank you, william around the bay of people trying to figure out the homeless situation. san jose's mayor says that he wants to make more resources available for those who are on how so he's doing this while trying address a 50 million dollar budget shortfall that

jacques moment with that story. >> johnny mendez lives and her girlfriends car. the windy and warm day in san jose. mendez has been homeless for just a couple weeks. she says she works as a security guard pulling in about 1000 bucks a she's been homeless before. but this time she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to get really pragmatic or concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while at the same time focusing on reducing homeless encampments, we're going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal. what an example is when you drive down willow street by the 87 and see this encampment

may have has proposed moving this one into a sanctioned encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate top lancton says unhoused people he works with are worried about the summer and what the council will end up approving. but yeah, they're worried about the safe parking the worry about. they don't want to go into congregate shelters or anything that resembles a congregate shelter like says he hopes san jose will make the possible sanction encampments area and allow people to come and go as they please not for too few that does says she would go to a sanction parking lot. >> and he's just tired of being homeless. >> i stress. >> now all this comes as a recent audit finds that the city of san jose is not doing enough and is not being transparent. but the money that is given to them from the state of california to address its homelessness issues. now

the city says this highlights a bigger statewide issue in terms of funding, but it will be up to the city and the counselors to decide how it should fund homeless programs going into this next fiscal year in downtown san jose jacmel. kron 4 news. >> 806. right now and look at what in the east is in oakland. a lot of people on motorbikes and they took over the traffic area there at bellevue and grand avenues. this was around 1 o'clock yesterday afternoon, several dirt bikes drove through there that caused a safety hazard to those people on the scene and themselves. in fact, a motorcyclist had to be taken to hospital after there was a crash with a car, 50 more bikes we're seen circling lake merritt and some in that case or the writing on the sidewalk and even driving in the opposite direction of traffic. >> well, police are now investigating an apparent murder suicide after a woman, a man were found shot hayward. police say they found the 2 and a car parked on linden avenue saturday night. that's a 31 year-old woman was shot to death in the passenger

seat. 36 year-old man was found with a gunshot wound in the driver's seat. he was saying to the hospital where he died. police say witnesses told them that they heard the 2 arguing for the gunshots went off. police think that the man shot the woman before shot himself identities have not been released. >> time is 807. and san francisco's north beach neighborhood was shaken up. there was a stabbing at a church, ok? so witnesses say the victim was attending a service at saint peter and paul catholic church. >> when i fully mandate that active kron 4, sarah stinson has the story. >> a scary sunday in san francisco's north beach. a person stabbed in front of the iconic saints. peter and paul catholic church during service. video from the citizen app shows emergency crews rushing to help the victim kron. 4 confirmed the man is a churchgoer. someone who works at saints. peter and paul says a homeless man was disrupting the sunday service. and when asked to leave, he got physical and the homeless man then pulled out a knife

and a parishioner outside the church. i saw him. >> home the sky being pinned down. and that's when we heard he got stabbed. so i meant top of steps of the looking out and all of us and i go, oh, my the frightening scene played out on filbert street around one in the afternoon. the victim was later taken to the hospital that we're just going just pray and see what happens. police say they arrested a man who witnesses identified as the attacker. >> the church worker says it scares them to know that the man was armed while inside the church. we didn't know we had a knife. he could have done something here. so this happened in supervisor. aaron peskin is district reached out to me, says he's aware of the stabbing. >> and he's in contact with police. he also tells me the victim is recovering and expected to be okay. i'm sara stinson reporting in north beach. back to you. >> it's 809. and today, nurses at san francisco's kaiser med

center are joining a statewide strike. they are concerned about unregulated artifieial intelligence being used and hospitals. they want to highlight patients safety. they are concerned that there is a rush to implement this untested technology. today's protest is supposed to happen by members of the california nurses association all across california starting at noon. happening now, the golden gate ferry service right between sausalito and san francisco. it is suspending it. >> so damage was actually discovered at the sausalito pier last friday, shutting down the ferry until it's going to run again. buses are going provide people can get across to the golden gate, their services, they apologize for the inconvenience and it's unclear when the ferry resume service again. time now is a 10 and and all across the bay area. there are community celebrating earth day today with all kinds of eco-friendly events. >> and activities in san francisco city guides holds a climate change tour at crissy

>> it's 8.13 in the east bay, the regional park district. there is going to get over a million dollars in federal money to spend on wildfire mitigation and they're going to do some forestry work with that money. removing vegetation, focusing on dead and dying trees the chabot regional park in alameda county, dan. 9 trees, they say, are mostly eucalyptus. but there's also they and pine trees that they need to take care of this money comes from legislation that the president signed back in march sunday

the close of the week. and we will be seeing a few showers here and there come friday. so definitely a huge pattern change just around the corner. as for today, it's 60's in the city and at the coastline. well, a lot of 70's to low 80's elsewhere. burlingame at 71 degrees today saying carlos in redwood city at 76 south bay temps, low 80's free, a milpitas and san jose at 81 degrees. some 70's on the east bay shoreline. well, livermore, danville, walnut creek and concord, among our spots, reaching the low 80's today. vacaville are very warm us to 86 degrees tomorrow. those warm temps will be long gone. low 70's at the warmest and pie wednesday through friday. it's just 60's at our warmest the weekend ahead does warm things back up just a little bit with the return of some 70's and sunshine. michael. >> thanks, john. good morning, everyone. happy monday. the time is 8, 7 team. if you are heading out this morning, you've got a good drive time. take a look right now. if you're heading out from the antioch area, heading over to conquer 36 minute commute. no

major delays there. there was an accident earlier, but so far, so good those in who are heading over towards oakland to use that bay bridge. things do look good. they're taking a look at westbound 80 right now. crockett to the maze of 45 minute commute. you see a lot of congestion there, but that's nothing we don't see every day. a number driving out this morning. bay bridge is looking quite good. there's not as many vehicles as earlier 17 minute commute from the maze into the city. those metering lights are on. so keep that in mind as you head out. but some drive times for those who are little bit more inland livermore to dublin 20 minute commute, dublin to fremont on 6 80. 22 minute commute. san leandro to milpitas 40 minute commute. they'll be just a sunnyvale. a 10 minute commute. taking a look at those who are heading towards oakland from castro valley. 26 minute commute. stanley under oakland 27 minute commute. san jose to cupertino. a 19 minute commute. we'll take a look at the san mateo bridge right now. it's a 24 minute commute from the east bay over on to the peninsula. i'll send it to you to back of the deaths. all

right, michael, thank you for that, ok? so let's head to the north bay because a motorcyclist died in a crash over the weekend. >> this happened on tamala spent a little road just east of twin bridge road. pretty early investigation shows the motorcyclist lost control the off the road, colliding with a fence and utility pole. on the peninsula. may lebron and attacked in north fair oaks. this happened really early sunday morning drive the intersection of 8th avenue middlefield road. san mateo county sheriff's office says the victim was getting out of his car when someone punched him in the phase and stole some of his personal belongings. 40 ran away. deputies say the thief was last seen running on 8th avenue. the victim had to be taken to a hospital and is expected to survive. no rest of in may. >> a shooting along oakland's hegenberger corridor sent one person to the hospital. it happened yesterday afternoon near raising canes, which is near where in out was they just closed that up. the shooting was about 2 in the afternoon. and this is video from the citizen app of the police investigation after

work. when the cops got there, they couldn't find anybody who might have been involved. but then hospital called the police short time later saying that a gunshot was a victim, had come to the hospital on their own. their injuries are non-life-threatening. >> well, on the cupertino city council, they approve millions in cost reduction, resulting in some of the largest cuts to the city. we've seen officials, morgan of balance a multimillion dollar deficit there. city officials approved a 9 million dollar reduction in an effort to balance a budget shortfall about 15 million dollars. other cuts include reducing public works contracts, cutting vacant positions. the state is going to save nearly 2 million dollars. that is it comes from a loss in apple sales. taxes after an audit last year. >> campbell, police say a driver under the influence has been arrested was at the wheel % of this car that smashed into a pole at a crosswalk and the shared this picture on social media saying really did never

drive drunk. buzzed are high. just take a rideshare or taxi or a designated driver because look at what happened there. 20 right now. global demand for oil is going up as a result of the war that's happening in the middle east with israel and hamas. gas prices, they say are only going to keep going up and up and up around here. aaa says the average price in california is now 5.44. a gallon. that's $0.20 more. then last week. let's take a look at bay area prices. if you need to fill er up this monday morning, napa county has the most outrageous gas. really? too close to 6 bucks. 5.70, to remember. these are regular, not the premium prices. 5.72 a penny less in san francisco and then you can go all the way down the line and you can see santa clara county as it a lot better there at 5.54. on average a gallon.

>> so normally this time of year, gray whales are seen swimming north along the california coast on their way to alaska. now has of these last few years. it's not uncommon to see a gray whale make its way inside san francisco bay. but researchers did tell me it could take some time to determine exactly how that gray whale did die. it's a whale that celebrated. i think they're just like magical creatures. just could newt. he can't get enough of that. it just makes me realize like how small we are as humans and >> how they're dealing with all this. but mori point in pacifica, the mood is somber sad to hear when that happened. a great whale, one of thousands that migrate up the pacific coast every year won't be completing its journey. it was found dead this weekend. >> up the coast of alameda. and then we received another call this morning, both flannery with the california academy of sciences says she saw the whale's carcass this morning. so far, no signs of a ship strike or being tangled in rope. we will open the whale up.

>> we will look inside. it will look for signs of cause of death, whether resets gray whales are dying around the world for years. only now. >> has this species started to recover? she says the reason for the whales decline with climate change, reducing the whales, food source and starving them to death. basically they weren't getting enough high quality food in the arctic during their summer feeding season. we don't know yet if that's what killed this gray whale flannery hopes the whale washed up locally and they can study it makes me sad. more whale watchers like an overhaul and half moon bay. >> want to see the whale species be healthy, especially you think a full, the hard work they've done. >> you know, mike waking back from mexico all the way. and then they end up dying, you know, flannery says for every unfortunate, well, death. >> its an opportunity to learn. >> although it's unfortunate its an opportunity for us to learn and scientifically what's going on with them and more about their population. and another silver lining. is this gray well dying in the bay does mean there are other great whales here making their

way up north. and if you want to see one yourself, you have until about early may to do so. and pacific and jack moment kron, 4 news. >> it's a 34 look at this. somebody attacking a waymo driverless car in san francisco on nobody's really looking driving around it and we get this video of what was happening and you can see a market dolores. this was saturday afternoon. they stopped on the windshield and hood and then just basically sat there. we don't have any comment yet, but we did ask a waymo about it and we remember what happened without waymo vehicle a few months back. it was torched. take a look. take a look at what happened. >> remember this. there are fireworks set off and a 14 year-old is charged with setting is waymo car on fire. this happened back in february. first, the crowd spray painted the driverless car. they broke the window through fireworks then it caught fire. nobody was hurt. nobody was in the waymo and it's amazing that will be in the crowd was hurt. but everybody just stood back and watched burn.

>> so in coma, police actually arrested 3 people, including one at texas fugitive. so last sunday coma, police officers responded to reports of a cklessly right near writing university boulevard. sarah center. callers say the car ran 2 red lights of words stopped in the middle of th road. police arrived to find a man and a woman walk away from the car. the driver still inside told police that he wentt gaagainst. they ran out. police say they ran the driver's information. they learned he was a wanted criminal. police say they searched the car. they found ammunition. $1400 of the stolen clothes. they believe the stolen goods were nearby stores and monte boulevard. they say the 2 other passengers also had warrants out for their arrest. all of them. they were taken into custody and booked into the san mateo county jail. >> protesters rally at dublin women's prison on friday. they were angry that some 600

prisoners going to be transferred to other facilities. news comes after officials said the prison would be closing. >> they're terrified the public. colleen, like it each day thinking i'm going to be transferred today. i don't know that's going to have contact with the people. i love. >> least 8 employees were charged with sexually abusing inmates at the prison in the past 3 years. time now is a 36 and mayor london breed of san francisco is back after she had her trip in china posting video on social media saying she had a remarkable time and the partnership stands as a testament to the power of international cooperation, driving innovation and understanding. across continents. the mayor has been there about a week. she was in china trying to attract business to san francisco. the trip included checking out china's high-speed train, strengthening ties with more nonstop flights from china and also talking about how pandas will be back at the san
