>> from the area's local news station, you're watching the kron. 4 morning news at 7. >> good morning and thanks for joining us. so we are following several local stories. a sunday church service in san francisco ends with a stabbing did well last ashore on alameda beach. now experts are trying to figure out how it died. plus, a story that's going to affect california. the supreme court is hearing arguments whether local governments can punish homeless people for camping. we'll have those stories and more. plus the weather, of course. all right. good morning, harmon in for james fletcher this morning. and are they? yeah, and john is here. the sunshine is still hanging out. look at the golden gate bridge. gorgeous. i know the sunshine at the golden gate. i'll take some of that. it is going to be a gorgeous day to be out and about a little cooler at the coast. we get that seabreeze crank back up just a little bit. >> elsewhere, though, it is going to be their warm day for inland areas. another 80 degree day. >> there's the golden gate bridge again, just because it's so nice this morning, we are seeing a little bit of fog

excuse me, fremont street, i should say taking a look at the san mateo bridge. 17 minute commute over that. taking a look over at the richmond, sandra fell bridge 13 minute commute. no major delays. lastly, that golden gate bridge a 20 minute commute into the city rain and ariel, send it over to you. thanks. a lot of 71. and our top story is the supreme court today hearing a homeless case. >> that could affect california and the bay area a great way because it's about whether or not it's ok to punish the homeless and move them from camping in public places. so we're watching closely here that kron four's will tran. he's been live all morning. breaking that down for us san francisco morning. well, >> reyna's san francisco city hall, sacramento governor gavin newsom. i'm sure big cities looks a lot like los angeles. they are watching it very closely. we do know that it started about a minute ago. that's when the supreme court starts to hear arguments. this case is brought to them by a small town of only 40,000 people in the southern border

of oregon. but depending on what happens, could have ramifications across the country to millions of people. homeless population has exploded over the past few years. it is a national epidemic. san francisco would like to see grants pass. that's the town in oregon. get what they are looking for. grants pass is actually trying to impose penalties on homelessness and homelessness in king homeless encampments say it is illegal. they want to take care of the homeless population in that particular city. but they cannot do that because the 9th circuit court of appeals in san francisco ruled a few years ago that it is cruel and unusual punishment to find homeless people because they don't have the money. they don't have the resources to go to another place and that it could actually ruin and get them and

make it harder for them to get back on their feet because the fines would be so steep that it would ruin their credit that by the time they try to rent, they can't run. so it's a vicious cycle. san francisco and governor gavin newsom. they would hope grant past passes this as far as ruling in favor of them because it would allow the city of san francisco as well as california to start imposing local homeless los san francisco, as you know, as well as california dealing with this and has been a struggle for the newsom administration. so he is watching this very closely. i can tell you that they are going to hear this for most of the morning. not exactly sure when they will come back with the ruling. but again, a town of only 40,000 people can have widespread ramifications across the country. back to all right. thanks a lot. we'll talk to later. will okay. meantime was at the south bay. >> sales of mayor matt mahan says he would like to make resources for house priority

for the city and he's doing this while at the same time, addressing a 50 million dollar budget shortfall. crown for jack moment has more. johnny mendez lives and her girlfriends and warm day in san jose. mendez. >> has been homeless for just a couple weeks. she says she works as a security guard pulling in about 1000 bucks a she's been homeless before. but this time she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to get really pragmatic or concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while at the same time focusing on reducing homeless encampments, we're going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal.

what an example is when you drive down willow street by the 87 and see this encampment may have has proposed moving this one into a sanctioned encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate top lancton says unhoused people he works with are worried about the summer and what the council will end up approving. but yeah, they're worried about the safe parking the worry about. they don't want to go into congregate shelters or anything that resembles a congregate shelter like says he hopes san jose will make encampments area and allow people to come and go as they please not around specially for you that does says she would go to a sanction parking lot. >> and he's just tired of being homeless. >> i stress. >> now all this comes as a recent audit finds that the city of san jose is not doing enough and is not being

transparent. but the money that is given to them from the state of california to address its homelessness issues. now the city says this highlights a bigger statewide issue in terms of funding, but it will be up to the city and the counselors to decide how it should fund homeless programs going into this next fiscal year in downtown san jose jacmel. kron 4 news. >> 706, right now. and in the east by motorbikes, take over the streets in oakland and one motorcyclist was injured. >> t is happened at bellevue and grand avenues around one in the afternoon yesterday. there are several dirt bikes. they were driving through the intersection through the area. they were also causing some problems as far as the cars go and a car hit motorcyclists and that person had to be taken to the hospital. 50 bikes were seen circling as well in the lake merritt area and some are riding on the sidewalks there. some going in the opposite direction of traffic, too. there was a shooting along oakland's hegenberger corridor sent one person to the hospital. this happened yesterday afternoon.

there calls that there was a shooting. so police responded to an area near raising canes, which is where in and out just pulled out of this is about 2 o'clock in the afternoon. you can see the citizen app has video here of the police response. when they got there, the police could find anybody who was involved in the shooting. but then a short time later, the hospital called said that somebody had come in on their own with a gunshot wound and they're being treated. they're still looking for the shooter. well, police are now investigating an apparent murder suicide after a woman and a man were found shot and hayward. >> say they found the 2 in a car parked on when avenue saturday night. the say a 31 year-old woman was shot to death in the passenger seat. the 36 year-old man was found with a shotgun wound in the driver's seat. he had to be taken to the hospital where he died. police say witnesses told that they heard the 2 arguing for concho. went off. police believe the man shot the woman before shooting himself. identities have not been released just yet. that's really sad news because law enforcement agencies around the bay say they are mourning.

also former colleague. so this is deputy tillman bolter. he was killed in the line of duty yesterday during a traffic stop in boise, idaho. so before moving oregon most it was a pleasant hill police officer. he was also a cadet with them on a creek police department. and graduated from the contra costa county sheriff's academy. well, it was just 27 years old. so young is 7. >> and san francisco's north beach neighborhood is shaken up. there was a stabbing at a church. witnesses say the victim was attending the service at saint peter's and paul catholic church when an eyeful images that active kron 4 sarah stinson has the story. >> a scary sunday in san francisco's north beach. a person stabbed in front of the iconic saints. peter and paul catholic church during service. video from the citizen app shows emergency crews rushing to help the victim kron. 4 confirmed the man is a churchgoer. someone who works at saints. peter and paul says a homeless man was

disrupting the sunday service. and when asked to leave, he got physical and the homeless man then pulled out a knife and a parishioner outside the church. i saw him. >> this guy being pinned down. and that's when we heard he got stabbed. so i meant top of steps of the looking out and all of us and i go, oh, my the frightening scene played out on filbert staeet around one in the afternoon. the victim was later taken to the hospital that we're just going just pray and see what happens. police say they arrested a man who witnesses identified as the attacker. >> the church worker says it scares them to know that the man was armed while inside the church. we didn't know we had a knife. he could have done something here. so this happened in supervisor. aaron peskin is district reached out to me, says he's aware of the stabbing. >> and he's in contact with police. he also tells me the victim is recovering and expected to be okay. i'm sara

stinson reporting in north beach. back to you. >> happening today, golden gate ferry service right between sausalito and san francisco are still suspended. damage was discovered the sauce little peer funny shutting down the ferry until he's running again. buses are to be provided to people to get them across the golden gate. very services. they apologize for the inconvenience and they're still unclear when the ferry will resume service. still ahead of morning news, an attack on the driver was caught is reported broad daylight that. >> well, still, a garlic festival is canceled indefinitely. while organizers say they will no longer put on that event. and after the break, some rough news. so you see what they did there, a dog serving competition could be in jeopardy this year. no

california showers, nothing in the bay area. we see our best chance of showers arriving on friday. you can see that drifting in here in this extended look at futurecast towards the start of the weekend. so anticipating cool down as well. some cloud cover over the end of the week. today, though it's sunshine and cool conditions at the coast. 70's to 80's elsewhere. another warm one today. if you like the feel of yesterday today is going to bring it all over again with the south bay bringing upper 70's to low 80's. same for a lot of the east bay livermore, 81 degrees, walnut creek right there, too. oakland and berkeley in the low 70's vacaville, our warmest spot all the way up to 86 degrees today. and temperatures swing downward gradually the next 7 days. take a look at those 60's starting wednesday through friday. and that is that are very warmest friday, bringing a chance of showers. michael. thanks, all looks good. a gorgeous day for earth day and to go along with that gorgeous. wow. whether we're saying we've got good drive times taking a look right now.

>> over in the antioch area. 46 minute commute to concord from there. those who are in the area heading out this morning towards oakland, things look good. no major congestion or any delays, i should say in any sort right now. westbound 80 crockett to the maze. it is 30 minute commute. so not too bad. taking a look at that bay bridge right now. it is up, stop and go stop and go as we see every day. so to get into the city, it's a 20 minute commute. that's because those metering lights are on. taking a look at drive times for those who are a little bit more inland livermore to dublin, 12 minutes, dublin to fremont. 18 minutes. san leandro to milpitas. 33 minutes and then milpitas to sonny bill. an 8 minute commute. so all looks good to those who are heading to oakland, castro valley. right now, 14 minute commute. stanley entered oakland 11 minute commute. san jose to cupertino. a 14 minute commute. taking a live look at the san mateo bridge. it's only a 17 minute commute over into the peninsula and you don't see anybody slowing down at all. there. lastly, we'll take a look over in the santa

>> well, in the east bay, you've got to do fremont that are without a home after a house fire. firefighters quickly responded to the home located on drummond place. say they were able to put it out and about 20 minutes, thankfully nobody was hurt and no other buildings were damaged. and in the north, a

motorcyclist died in a crash over the weekend. the 7 on tamala spat a little road just east of twin bridge road. a pretty early investigation shows the motorcyclist lost control the runoff of the road, colliding with a fence and a utility. paul, it's 7.25. on the peninsula. man was robbed and attacked in north fair oaks. >> early yesterday morning, the intersection, 8th avenue and middlefield road. that is where the victim was getting out of his car when somebody. punched him in the face and took his stuff and took off. the thief was seen running on 8th avenue. the victim was taken to the hospital. no arrests have been made. in the east bay, the regional park district. they're set to get more than a million dollars in federal money to mitigate the wildfire danger and do some forestry work. they're going to use this money to removing thin vegetation. they're focusing on dead and dying

swimming north along the california coast on their way to alaska now has of these last few years. it's not uncommon to see a gray whale make its way inside san francisco bay. but researchers do tell me it could take some time to determine exactly how that gray whale did die. it's a whale that celebrated. i think that just like magical creatures just could newt. he can't get enough of that. it just makes me realize like how small we are as humans and >> how they're dealing with all this. but mori point in pacifica, the mood is somber sad to hear when that happened. a great whale, one of thousands that migrate up the pacific coast every year won't be completing its journey. it was found dead at this weekend. >> up the coast of alameda. and then we received another call this morning, both flannery with the california academy of sciences says she saw the whale's carcass this morning. so far, no signs of a ship strike or being tangled in rope. we will open the whale up. >> we will look inside. it will look for signs of cause

of death, whether resets gray whales are dying around the world for years. only now. >> has this species started to recover? she says the reason for the whales decline with climate change, reducing the whales, food source and starving them to death. basically they weren't getting enough high quality food in the arctic during their summer feeding season. but we don't know yet if that's what killed this gray whale flannery hopes the whale washed up locally and they can study it makes me sad. more whale watchers like an overhaul and half moon bay. >> want to see the whale species be healthy, especially you think a fullp the hard work they've done. >> you know, mike waking bac from mexico all the way and then they end up dying a later. it says for every unfortunate will def. >> its an opportunity to learn. >> although it's unfortunate its an opportunity for us to learn and scientifically what's going on with them and more about their population. and another silver lining. is this gray well dying in the bay does mean there are other great whales here making their way up north. and if you want

to see one yourself, you have until about early may to do so. and pacific and jack moment kron, 4 news. >> 7.33. take a look at this new video showing a person attacking a waymo driverless car in san francisco at market. dolores street says happened saturday afternoon and you can see this man kicking in the windshield and hood of the car, then just basically sitting there and passersby noticed some of them took video, which is how we got this. we don't know why they did this, but we have reached out to the sfpd and waymo for more information. we've also seen this before. remember last time where a waymo was trashed in san francisco in a 14 year-old has been charged with torching the car in february after a crowd sprayed graffiti all over the driver's car, a local, you know what it is and they broke the window through fireworks in it and then it basically exploded into flames. >> well, in coma, police arrested 3 people, including wanted texas fugitive. so last sunday coma, police officers

respond to reports of a black mercedes. driving pretty recklessly right near university boulevard. sarah center's colors of the car ran 2 red lights before stopping right in the middle. the road. police try to find a man and a woman walking away from the car. the driver still inside told police they went to get gas. well, police say they ran the driver's information and learn he was a wanted criminal. police say they searched the car. they found ammunition $1400 with a stolen clothes. they think the stolen goods might have been from nearby stores on santa monica boulevard. say the 2 other passengers also had warrants out for their arrest. all of them were taken into custody and booked into the san mateo county jail. we'll head of the north bay 5 security guards at a panel of borrower arrested for allegedly seriously beaten a patron. so this james is roaring donkey bar street. victim told police he question the security staff following a woman into the men's restroom. tell that she was allowed in there. a verbal argument then broke out the victim then told police he was kicked out of

bar. the 5 guards beat him up outside. police say alcohol screen show the victim was sober. the 5 security guys arrested on suspicion of battery causing serious bodily harm. police are trying to obtain video footage and they're looking for more witnesses. it 75 and san francisco police seized about 13 and a half pounds of narcotics. >> and made 13 arrests. there's happened near the united nations plaza. >> in san francisco, 5 of those arrests were for suspected possession of narcotics for sale and the others were for possession and other from other orders as well. about 4 pounds of drugs with seas near the library and the remaining pounds were seized, 9 pounds and a search warrant. this all part of the city's drug market agency coordination center, staying that they just did they launch a program last may aimed at dismantling the drug markets around the tender line in south of market areas.
