on the kron 4 morning news sunday service is on the stabbing in san francisco. >> we'll talk more about that. and a debt will washed ashore on alameda beach. now experts figure out how it died. supreme court justices agreed to hear arguments today on whether local governments, punish homeless people for camping in public spaces.

>> from the area's local news station, you're watching the kron. 4 morning far. well, good monday morning. thank you for waking up with this bright and early for the kron. morning news. >> today's april 22nd. i'm reyna harvey. all right. well, saw a lot of you this weekend enjoying the sun. basking in it all, taking it all in the next few days is mostly nice ones. i think john, just not as warm as the weekend. we still on par here? yeah. today we're doing a repeat after this. we started nice. little cool down. we're going to be back in the 60's and are very warmest by the middle to end of the week. so huge switch up just around the corner where we're sitting today, though, we will tap into that cool coastal breeze right along the golden gate. as you can see right there. little hint of fog out that direction. >> that coastal breeze is going to keep our coastal areas in the 60's inland areas, though and are nothing but sunshine this afternoon are going to have a chance to warm up quite noticeably another day of some low 80's ahead of us for a lot of us.

temperatures currently are in the 40's to 50's couple of low 60's out towards pittsburgh. right at 60 degrees. so a fairly mild morning. go ahead. throw that light jacket on. get that ready to go later on today, though, shorts and t-shirts again for bayshore in inland areas while coastal areas definitely starting to see that cool down. i'll give your full breakdown of all the changes in store this week. all still to come, michael thomas in for the roads this morning. michael, what's going on out there? >> good morning, everyone. well, everything seems to be running smoothly on this monday morning. you can see lots of green taking a look at some drive times for those who may be hitting the road this early monday morning. right now, crockett to the may 16 minutes walnut creek to 5, 8, 11 minutes. castro valley to the maids. 14 minutes, stanley and route to the maze 10 minutes. so not too bad. taking a look at our bridges this morning. you can see the bay bridge, a seven-minute commute from the maze over to fremont street. those metering lights are not on quite yet,

but they will be within the next hour. san mateo bridge right now, a 13 minute commute on to the peninsula. not bad traffic flowing there. taking a look at the richmond, sandra fell bridge seven-minute commute and looks like there's only one car there this morning. so that is very well and taking a look at the golden gate bridge. you can see it's a 20 minute commute from the north bay into the city. coming up, we'll talk about some drive times and take a look at some problematic areas that we may be seeing some delays rain. i'll send it back to you. all right, michael, thank you. >> well, san francisco, north beach neighborhood pretty shaken up by a stabbing. this happened right outside iconic church. so witnesses say the victim was attending a service saint peter's and talk at the church with a knife wielding man attacked him well for saracens and has that story. >> a scary sunday in san francisco's north beach, a person stabbed in front of the iconic saints. peter and paul catholic church during service. video from the citizen app shows emergency crews rushing to help the victim kron. 4 confirmed the

man is a churchgoer. someone who works at saints. peter and paul says a homeless man was disrupting the sunday service. and when asked to leave, he got physical and the homeless man then pulled out a knife and a parishioner outside the church. i saw him. >> this guy being pinned down. and that's when we heard he got stabbed. so meant top of steps of the looking out and all of us and i go, oh, my the frightening scene played out on filbert street around one in the afternoon. the victim was later taken to the hospital that we're just going just pray and see what happens. police say they arrested a man who witnesses identified as the attacker. >> the church worker says it scares them to know that the man was armed while inside the church. we didn't know we had a knife. he could have done something here. so this happened in supervisor. aaron peskin is district reached out to me, says he's aware of the stabbing. >> and he's in contact with

police. he also tells me the victim is recovering and expected to be okay. i'm sara stinson reporting in north beach. back to you. >> all right. we'll take a look at this as a new video shows a person attacking the waymo driver of this car in the city so this is right in the area of market and dolores street on saturday night video shows a person kicking in the wind standing on the car's hood. the person seen sitting down on that smashed in windshield. it's unclear why the person did reached out to sfpd and waymo for more information about work on and we still haven't heard back yet. okay. this is actually the second time waymo was trashed right here in the city. 14 year-old is charged setting this waymo car on fire in february. police say crowds may graffiti on the driver's car, vocal window to fireworks in that car. there were no passengers inside and thankfully nobody was hurt.

all of the east bay street takeover in oakland and when a motorcyclist injured motorbikes and over bellevue and grand avenues a little after 1 o'clock yesterday. police say several dirt bikes drove through that area causing a safety hazard. everybody on the scene. police say the motorcyclist said to be taken to the hospital after colliding with a car 50 more mike's ross seen circling right around lake merritt. some riding on the sidewalk and even driving in the opposite direction of traffic. how a shooting right along oakland's hegenberger corridor sent one person to the hospital. this happened sunday afternoon. police were called to the area right near raising canes and the now closed in and out to investigate reports of a shooting that happened just before 2. this is video of the scene of the citizens at police say they found evidence of a shooting. they could not find anybody who might have been involved. short time later, a call came in from the hospital, notifying police. a person had been shot and took themselves

there injuries are said to be non life threatening. a great well was found. and just off the shore of alameda in san francisco bay. so right now, we don't know how it died, but we do know this is a very popular time of the year for the well species to swim up to the coast. well, for us, jack moment has that story. so normally this time of year, gray whales are seen swimming north along the california coast on their way to alaska. now has of these last few years. it's not uncommon to see a gray whale make its way inside san francisco bay. but researchers do tell me it could take some time to determine exactly how that gray whale did die. >> it's a whale that celebrated. i think just like magical creatures just could newt. he can't get enough of that. it just makes me realize like how small we are as humans and >> how they're dealing with all this. but mori point in pacifica, the mood is somber sad to hear when that

happened. a great whale, one of thousands that migrate up the pacific coast every year won't be completing its journey. it was found dead this weekend. >> up the coast of alameda. and then we received another call this morning, both flannery with the california academy of sciences says she saw the whale's carcass this morning. so far, no signs of a ship strike or being tangled in rope. we will open the whale up. >> we will look inside. it will look for signs of cause of death, whether he gray whales were dying around the world for years. only now. >> has this species started to recover? she says the reason for the whales decline with climate change, reducing the whales, food source and starving them to death. basically they weren't getting enough high quality food in the arctic during their summer feeding season. we don't know yet if that's what killed this gray whale flannery hopes the whale washed up locally and they can study it makes me sad. more whale watchers like an overhaul and half moon bay. >> want to see the whale species be healthy, especially you think a full, the hard work they've done.

>> you know, mike waking back from mexico all the way and then they end up dying a later. it says for every unfortunate will def. >> its an opportunity to learn. >> although it's unfortunate its an opportunity for us to learn and scientificall- what's going on with them and more about their population. and another silver lining. is this gray well dying in the bay? does me there are other great whales here making their way up north. and if you want to see one yourself, you have until about early may to do so. and pacific and jack moment kron, 4 news. >> well, happening today, they a far-reaching case on homelessness is scheduled to go before the u.s. supreme court. so justices are going to consider arguments on whether it's legal for local governments to punish people that are sleeping outside. well, there's no shelter space available. small rural city in southern oregon called grants pass. it's at the center of this case. if the supreme court rules in favor of the city officials there could remove encampments of unhoused

individuals. you can also continue to find ticket or even jail. someone for sleeping on the streets. so volunteers to help the homeless in grants pass say they're really eager to know how the highest court in the land. he's going to rule. >> i would say i have this situation is only escalating and we're seeing more and more people on house. and at the same time we're seeing more and more friction and frustration from community members on both sides because we've been paralyzed last 5 years waiting for the court case to be over, i guess. and while we see the problem continually growing, we're not seeing resources being added to it tops apart, making it stop. >> and there are an estimated 650,000 people experiencing homelessness here in the u.s.. governor gavin newsom hoping to draw some attention to the republican policies and they get very difficult for residents in states that have abortion bans the travel to other states for abortion care. so set to introduce a bill this week to assist women

traveling from alabama seeking abortion care. this comes as his administration blown out. the fictional video ad showing 2 women driving. they're being pulled over by an officer who demands a driver take a pregnancy test before arresting her. is calling abortion the moral issue of our time. happening today, nurses at the san francisco kaiser permanente medical center joining a statewide strike. so they're protesting what they say is unregulated ai uses in hospital practices. nurses say they want to highlight patients. safety concerns amid the industry's rushed to implement untested technology. today's protest is expected to include members of california nurses association across california strike starts at noon. still ahead from the morning news. >> san jose mayor matt mahan, promised to tackle homelessness in the city. why critics say that new proposal isn't enough. and people celebrated the opening of san

ahead shows temperatures that will be cooling into the 70's come tomorrow full 10 degrees cooler already by wednesday. it's only 60's and that's the way we stay into the start of the weekend. best chance of rainfall will arrive on friday. michael. >> thanks, john. well, good morning, everyone. the time is 5.17. if you're just heading out this morning, good news. there's no major delays except for one small little area that's over in antioch area right now. some drive times antioch to concord. 23 minutes. and you're going to see some delays because there is a traffic collision right here. you can see it on your screen. so westbound lanes of 4. it's right after the willow pass road. so just keep that in mind. chp is cleaning that up already, but it may cause some residual delays overall. taking a look at those in area. if you're heading in towards crockett or using 80 things do look good. and right now drive times for westbound 80 crockett to the maze. only a 15 minute commute. once you get to that mazen, you're passing over that bay bridge. you can see right now it's an 8 minute commute in to the

city from the mains to fremont street. all great news. taking a look at drive times for those are a little bit more inland livermore to dublin. 11 minutes, dublin to fremont 14 minutes. san leandro to milpitas 20 minutes help. he dissed to sunnyvale. 6 minutes. taking a look at more drive times for those in the castro valley area. heading over to oakland, 14 minutes. san leandro to oakland, 10 minutes. san jose to cupertino. 11 minutes. a live look at that san mateo bridge up for using that to get on to the peninsula. right now. it's only a 13 minute commute. so not too bad. we don't see any major delays. a quick look over in the south bay morgan hill to san jose. 9 minutes taking a look at the 2 80's san jose to cupertino 11 minutes. and lastly taking a look at that 101 right now. it's only a 20 minute drive from san jose to menlo park rain. i'll send it back to you. all right, michael, thank you for that. >> happening today, a golden gate ferry service right between sausalito and san francisco are going to be suspended. so damage was discovered at the sausalito peer friday shutting down the

>> welcome back to the kron. 4 morning news. the weekend was a nice one. hopefully a lot of you guys got outside today's supposed to be on par with yesterday, john. so i'm anticipating a lot of people outside today. yes, i think if. >> if you can get outside, enjoy a little bit of the 70's and 80's. we've got today because after this, we are going to be cooling down and cooling down quick looking outside at the golden gate bridge, a sign of what is eventually going contribute to that cool down. we've got a cool coastal breeze at the coast and that will keep our coastal areas in the 60's today. it's still a little bit of partly cloudy skies. the rest of us, though, sunshine, not like a lot of wind and that is going to allow temperatures to rise as quick as they will. right now. san jose in pittsburgh, you're sitting at 60 degrees, a pretty mild start for a lot of us. hardly even need the jacket for a few areas later on today. the jacket is the last thing you'll be thinking about with those 70's and 80's for just one more day, michael.

>> thanks, john. and good morning, everyone. happy monday. if you're heading out this morning in your in antioch, well, i've got some bad news for already starting to see some delays. you can see there's a traffic collision on westbound for its right after willow pass. so there are some lanes are blocked and you can see that congestion right now. it's a 30 minute commute from any of to concord. so just be aware of that as heading out this morning, taking a look at our bridges over the bay area. you can see bay bridge right now a 9 minute commute into the city. not too bad. those metering lights aren't on quite yet, but i expect they're going to be on in the next few minutes. the san mateo bridge, 13 minute commute over. we're actually seeing a lot more cars this morning on there than we normally do. but still a good commute. richmond, sandra fell 7 minute commute. and lastly, we've got that golden gate bridge coming in at a 19 minute commute from the north bay into the city rain. i'll send it back to you. all right, michael, thank you for that update. there. our top story this morning, the u.s. supreme court. >> they're going to hear a homeless case whether or not cities can punish people for being unhoused. bay area cities are closely watching

this case covers will tran live in san francisco with the latest on morning. will. >> reyna city hall as well as sacramento governor gavin newsom. we'll be watching it very closely because depending on how the justices rule, it will dictate how san francisco and the state of california can move forward. now, this case is being heard in about 90 minutes from now. we don't know when a ruling will come down, but both parties will be going before the justices. this case actually originated from grants. pass oregon. it's a small town in the southern border of oregon about 40,000 people. but they are bringing this case to the united states supreme court because that town they are tired of homelessness and they would like to punish homeless encampments and homeless people. now, according to advocates for homelessness, is that, you know, people who want to protect the homeless, they say that constitutes

cruel and unusual punishment that it actually sends the homeless down a rabbit hole because you're punishing them with fines. they cannot afford. and then that will ruin their credit. and when they're ready to get back on their feet and tried to front a place, they're bad credit. not to mention the mountain finds that they face will not allow them to recover. now, governor gavin newsom, he is watching this very closely because homelessness has been an issue that he has been trying to tackle for quite some time. he would like to actually see grants pass. get ruling in favor of grants pass because if that happens, then it allows the city of san francisco and other cities in california to begin enforcing laws to try to tackle homelessness. lots going on. but this all begins. reyna in about 90 minutes from now. can you imagine a small town of 40,000 people depending on what happens, will have

ramifications across the country. >> and we're all interconnected and that thank you, bill. >> ok, listen to the because jose mayor matt mahan says he would like to make resources for the unhoused of priority for the city while trying address a 50 million dollar budget shortfall. of course, jack moment dives into that issue for us. johnny mendez lives and her girlfriends the windy and warm day in san jose. mendez has been homeless for just a couple weeks. she says she works as a security guard pulling in about 1000 bucks a she's been homeless before. but this time. >> she says her hopes are shot. she says she's been rejected for voucher programs. so far we have to get really brag matter for concern comes amid the city's struggle to fill a 50 million dollar deficit in this year's budget. mayor matt mahan told the community they're going to prioritize homeless resources. you have to experiment with things that we haven't done a lot of in recent years while

at the same time focusing on reducing homeless encampments, we're going to have to experiment with safe sleeping sites may or may have says a cheaper option to get people out of an unsanctioned encampment is through illegal. what an example is when you drive down willow street by the 87 and see this encampment may have has proposed moving this one into a sanctioned encampment. there's just way too much red tape. the founder of a cop, a silicon valley and homeless advocate top lancton says unhoused people he works with are worried about the summer and what the council will end up approving. but yeah, they're worried about the safe parking the worry about. they don't want to go into congregate shelters or anything that resembles a congregate shelter like says he hopes san jose will make the possible sanction encampments area and allow people to come and go as they please not for too few but does says she would go to a sanction parking lot. >> and he's just tired of being homeless.

>> i stress. >> now all this comes as a recent audit finds that the city of san jose is not doing enough and is not being transparent. but the money that is given to them from the state of california to address its homelessness issues. now the city says this highlights a bigger statewide issue in terms of funding, but it will be up to the city and the counselors to decide how it should fund homeless programs going into this next fiscal year in downtown san jose jacmel. kron 4 news. >> well of the east bay got to the people in fremont that are without a home after a house fire. firefighters responding quickly to the home located on truman place. they say they were able to put it out in about 20 minutes. thankfully no one was hurt and no other buildings were damaged. and in the a motorcyclist died in a crash saturday afternoon. this happened on tamala spat a little road, just east of twin bridges road at around 02:30pm, early investigation

for his administration during this virtual press conference with leaders from up and down the state newsom announced his administration is allocating 192 million dollars in grant funding to 17 communities across california. all for programs to help clear encampments and get help to more than 3,500 people on the streets who so desperately need treatment and housing. those set to receive the funding include the counties of los angeles in san mateo and the cities of fresno, oakland, san bernardino, an oceanside. i want to see results. everybody wants result. but some have expressed skepticism over the state's ability to properly track results. this california on a report from earlier this month concluded while the state invested 24 billion dollars to tackle homelessness over the last 5 years, the state did not track whether those investments worked or lead to positive outcomes. all that is the audit showed statewide homeless has increased by 50% between 2013 2023. i think our communities are frustrated. republican assembly member josh hoover as one of the bipartisan lawmakers who requested the audit and was concerned by its

findings. he now has a bill that would require state-run homelessness programs to report their costs and outcomes annually. something has to change in california. the approach that we're taking is not working and we're not going to fix it by throwing more money at the problem. still, newsom promises things will change on that front. he's announced an expansion of the california housing accountability unit to include more oversight of state homelessness, grants to cities and counties. i'm not interested in funding for your people have to and feel the progress and the change. and if they're not, our counties are turning their back, aren't participating in funding. i'm not interested in continuing the status quo. as for this latest round of investments, those on this call say the money will make a difference. i can tell you we're poised to put this spending to work immediately services, including mental health shelter. >> outreach, permanent housing and lot more. and these are services i can tell you that are desperately desperately needed it it's changing lives.
