>> tonight at 5.30, former windsor mayor dominic foppoli will not face criminal charges for assault. at least not at this point said this is a decision from the california attorney general's office that has angered and disappointed. >> the string of women who came forward accusing him nearly 3 years ago. now kron four's catherine heenan is live in the newsroom with the latest. catherine? >> yeah, 9 women officially came forward accusing wine country, politician of everything from groping to rape. but there are reportedly more than a dozen women who

have made accusations. not all of those stories have been made public. what they are now hearing from the attorney general's office, the criminal investigation into dominic foppoli has been suspended. it is. >> disappointment. it's triggering anger, sadness, attorney tracy korea represents 7 of the women who say they were sexually assaulted by former winter mayor dominick for poli women who would hope there would be criminal charges. but today's statement from the attorney general's office means for now at least that is not happening. the office released a statement saying at this time we don't have enough evidence to warrant filing charges on the case is not barred by the statute of limitations. however, our investigation remains open. we urge anyone who believes they may be a victim or who has evidence to come forward. korea puts part of the blame on the investigation conducted by the sonoma county sheriff's

department pointing, for example, to the search of foppoli's home in november of 2021, a search warrant wasn't done until approximately 7 months after the initial report. >> and i find that inexcusable. the sheriff's office from the beginning, i felt was for some reason protecting mister. poli the accusations of assault range between 2002 2021, including 4 women who say for poli assaulted them while he was mayor for polly has denied any wrongdoing, insisting that all encounters were consensual this was a statement he made in april of 2021, i have my head held high because i know deep in my heart that have done nothing criminally wrong and will eventually be cleared. >> for polly resigned as mayor of windsor in may of 2021. after a series of newspaper stories detailed the allegations he has reportedly since moved to italy

regardless of what happens to the criminal case. says it is fortunate for her clients that a civil lawsuit continues to move forward. it doesn't matter that the sheriff's office failed them in a criminal case. >> because our civil case trends independent of any failures by law enforcement agency. we did ask the sheriff's department for comment that we have not heard back yet. there are reports, meantime, that for poli might return soon to california, but we have not been able to reach him. >> grant catherine, thank you for that. in san jose woman. >> a man rather, i should say, was hit and killed on northbound 101 near the oakland road off-ramp. chp received the call around 3.40 this morning. the victim who was walking on the freeway died at the scene. the driver pulled over cooperated with officers lanes were shut down for a few hours. 7 thing now, of course, back open. the number one cause of death for children in california is

being hit by a car. now a bay area legislator wants to make that less likely to happen, especially around schools. kron four's dan kerman reports. >> california is one of a handful of states that allow school speed zones to be greater than 20 miles per hour. but soon that might change. >> i want to world in a school that can reasonably let me believe that i and my daughter will get her to school safely every single day. at a news conference thursday outside castleman elementary school in campbell menlo park, state assemblyman marc berman announce legislation to drop california school speed zone limits to 20 miles per hour or less. the bill would also get rid of the when children are present. copy out on the signs and replace them with specific times. these changes will make our streets safer for students, parents and school employees and will align california with the majority of other states across the country. the bill comes almost 2 years after the september

2022. death of 8 year-old jacob via new the councilman elementary 3rd grader who was hit by a car while walking to school. we are determined that jacobs death not be in vain. and this is one more step in the right direction. the bill also calls for improved safety planning within a half-mile of schools. backers of the bill say by creating the same standard around all california schools, drivers will be more likely to comply. legislators passed the bill and it's signed by the governor. it will go into effect in january of 2025 but will be phased in over a period of years. dan kerman kron, 4 news. thank you, dan. another former employee at the fedsral women's prison in dublin has been sentenced for sexually abusing >> multiple inmates making only of fairfield will be serving 6 years in federal prison after being convicted of multiple counts of abuse. not only abused 5 women. he

was assigned to supervise and engaged in acts with to it. prosecutors say he also threatened a victim with transferring her to another facility. notley joins 6 other former employees including the prison's former warden associate warden and kept it who have been convicted in the scandal. >> a man suspected of cutting down telephone wires and disrupting telephone and internet access in the bay area is now behind bars. richmond police say he was arrested near the intersection of san pablo dam road and castro ranch road when searching his car they found stolen wire and tools used to steal that wire. a tnt estimated the damage to the phone lines to be more than $20,000 richer. and police say there has been an increase in copper wire thefts in the area. meantime, a 3rd suspect was arrested for a copper wire theft from the tea's stations in san jose. earlier this

month, investigators reported 3 people stole 20 feet of copper wire valued it $10,000. 2 of the suspects were arrested on the day of the incident. the 3rd just recently arrested this week. weather tight here as we get a live look outside at the golden gate bridge. >> chief meteorologist lawrence karnow is the best in the bay area. but he is especially valuable this time of year when you never know what is going to yeah. this going to be an exciting storm that's rolling in. we could have all kinds of interesting weather talk about the lightning strikes around the bay area. gusty winds, damaging winds possibly near the coastline. and yeah, a lot of rain and heavy in spots out there right now. the clouds gathering across our skies. but the main event still off the coastline can start to move in until tomorrow morning. so, yeah, if you're headed out there around the bay area tomorrow, you've got to be careful. we've got wind advisories going up along the coastal sections, pacific on southward in the santa cruz mountains. some of those gusts over the higher peaks 40, maybe 50 mile an hour. plus

gust out there the highest peak. maybe some places getting near 60 miles an hour about 1000 feet or so down below, though, 20 to 30 mile an hour all around the bay area. the possibility of some more trees coming down. tree limbs may be power outages. this is going to be maybe the last significant storm of the season and we're going to feel it out there right now. just some leftover moisture from the previous storm system. a few scattered showers popping up around the bay area. some about to move are in right now. we've got more on the way, though, that are of low pressure off the coastline. that's the storm that's going to pack an impact is going to park right off the coast as it drops on in for tomorrow. the doors wide open. and because the proximity that low is coming very close to me, the instability in the atmosphere will be very high, bringing rise to some thunderstorms, maybe even talk about a csuple of water spouts along the coastline by tomorrow afternoon. by the time now for as we take you through the night tonight, kind of a quiet night. lot of clouds flowing overhead by tomorrow morning. the commute likely is going to be wet early on. but then it really picks up throughout the day. watch the colors begin to develop afternoon tomorrow.

all of a sudden you start to see a massive yellow, orange or red. that is some very heavy rainfall coming in across the bay area by tomorrow afternoon. >> thank you, lawrence. actor cuba gooding junior is now at is the list of names allegedly linked to the federal sex-trafficking investigation involving music mogul sean diddy combs. according to court documents, music producer rodney jones says gooding junior sexually harassed and assaulted him on combs yacht. in february, jones filed his original lawsuit against combs alleging forced him to procure workers and pressured him to engage an unwelcome acts with him. gooding junior's attorneys have not responded to the complaint. however, these are not the first allegations to surface against the actor back in 2022, he pled guilty forcibly touching a woman in new york and made a deal to avoid jail time. >> investigators say search efforts have ended for the remaining construction workers who plunged into the harbor

after the collapse of baltimore's key bridge. the focus has shifted to clearing away all the debris. yesterday crews recovered the bodies of 26 year-old julian castillo cabrera and 35 year-old. we had row hernandez, 20 both of them were found in a pickup truck submerged about 25 feet down in the water. federal investigators have sent the ship's black box data recorder too. the lab for further study and are conducting interviews with the crew. meanwhile, the biden administration says it is working to ensure the pain of the bridge collapsed is not ripple through the economy. federal authorities are scrambling now to reroute shipments headed to the port of baltimore. the port is a multibillion-dollar hub for foreign car imports construction machinery. and it's the second largest exporter. 4 american coal. >> kron 4 is your local election headquarters and we're continuing to profile the top challengers in the san

francisco mayoral race. today. we look at the candidate who once sat in the mayor's seat for 6 months. our stephanie lynn sat down with venture capitalist mark farrell on how he plans to win back that job. >> over the past 5 years, i've seen our city crumbled candidate mark farrell, not mincing words over the problems he says are plaguing san francisco. san francisco used to be the greatest place in the world to raise family. today is not the same. people do not feel safe in their own neighborhoods, let alone downtown the conditions are streets have never been worse on our local economy has suffered as a result. you know, we are now the of jokes across our country. and that should not be the case. the venture capitalist stepping back into the ring. >> city politics where he previously served for 8 years first as district 2 supervisor, which includes the marina pacific heights, presidio heights and north of the panhandle. and serving 6

months as mayor after the death of ed lee in 2017. a key point farrell says that sets him apart from the competition. we don't have time for someone to come learn on the job we need. someone is going hit the ground running on day one. if you are elected mayor, what do you plan to accomplish in your first 30 days? i do believe we need a new police chief. we have lost budget dollars and we can't recruit police officers. so we need a change in leadership promoting what he describes as a 0 tolerance policy on crime while promising to shield the city's public safety services from budget cuts. my budget plan. >> this year, include the addition of 250 new officers. we need to recruit additional officers transfer officers. we need to bring wrapped retired officers. >> we also need to flood our police academy with new classes. then we start to get to work on local economic issues. i fully believe we need. we need to use tax incentives to bring employers back to the downtown core. my background includes over 20 years in the private sector. i

know what it is to make payroll. i know what it is to see. companies do well and suffer. adding he'll clear all tent encampments in the city within a year as mayor before. >> i took out all over large tent encampments within 6 months. if elected mayor again, i will do it again. i asked farrell if he's in favor of encampment sweeps given the city's ongoing legal battles, i would characterize sweeps. we treat these individuals with respect with compassion. we offer them shelter and housing. but if they refused our offer services, we will not make it convenient for them. no one is getting better by sleeping in tents and night on the streets of san francisco. this has to stop. this challenge are coming out of the gates swinging. look, san francisco is suffering and what we don't have is any vision out of city hall right now. so as mayor london breed fit to be mayor in 2025, yes or no, no. mayor breed has a great personal story. no doubt about that. but right now, she also has a track record. 6 years of failed leadership inside of city hall. san francisco needs a reboot in

san francisco. stephanie lin kron. 4 news. and just tonight to mark farrell has announced he's calling for a federal state of emergency, including. >> having more armed california national guard officers used to close open air drug markets. farrell says his plan will allow the city to rapidly unlock and reallocate resources to expand access to treatment for people suffering from addiction inside and outside of san francisco, mayor london breed's campaign spokesman issued the following statement in response to what farrell's proposal says. they say, quote, in marked farrell's, san francisco armed national guard troops will fence off the tenderloin and create the green zone truly creating a baghdad by the bay. residents and commuters. what a leader that will meaningfully address the fentanyl crisis with enforcement and compassion, not humvees in ar fifteens. while farrell plays g i, joe mayor breed continues to do

cloudy, windy, wet, possible thunderstorms in the afternoon. it's kind of day where we could see some water spouts off the coast line. really some wild weather outside. and then that continues in the saturday. more showers, the possibility of thunderstorms on saturday and then a slight chance of showers on sunday. temperatures out the door right now. you're looking to 60 degrees in hayward, 61 in san jose. 55, you've got a lot of clouds now in pacifica. 57 in the battle and 57 degrees in napa to see these temperatures have come way below the average for this time of year with this last storm. you can see couple pop-up showers room headlines right now to our north, a near santa rosa. but not much now. the storm system kind of winding down as we get ready for the very next one out there off the coastline. so it is still active in the pacific right now. and the doors open. the jetstream now live in south. and now you've got this just beginning to form. and that's what's in a really interesting about this storm. it's just forming as it's approaching the coastline that when you see the maximum strength and it's gonna come park right off the coastline as we head toward tomorrow afternoon. so be prepared. it is going to be a dangerous day

out there on the roads are likely to see some debris out there. some trees likely to come down. probably some power outages to check out the winds as we head through the night tonight. kind of calm down early on, then begin to pick up by early tomorrow morning. then by the afternoon, these really ramp up and you see that coming up out of a southerly direction office. and we're talking 43 mile an hour gust in half moon bay down in the urban areas. that's pretty gusty. and you're going to see strong winds across the high country. this storm system comes barreling in for tomorrow. looks like things unsettled wet as we head in towards saturday to sunday, a slight chance of a few showers. but this was going to pack a punch tomorrow. we're all going to be talking about this by tomorrow afternoon, thunderstorms, maybe some water spouts along the coastline could get really interesting around the bay area spouts water spouts that this the kind of that mistress going to be so unstable tomorrow afternoon. you get these in this that this time of year, you can certainly see some of that along the coastline. well, and it's a holiday weekend. so sometimes folks are leaving, trying to get somewhere so definitely be prepared to take it slow, i guess. yeah, it's going to be
