>> now from the area's local news station. this is kron. 4 news at 3. >> thanks for joining us here on kron for news at 3. i'm justine waldman. our top story is that bar police are saying they have stepped up safety measures across stations and that has made a big difference for riders. officials releasing some new data showing the affective miss. if it's safe and clean planet.

just a sample. but success here is they're saying felony arrests are up. 62 1% from last year. kron theresa in the east bay after talking with some writer. she joins us live with their reaction. >> i were here at the orinda bart station. now the bart police chief kevin franklin applauding the data is saying that this is a reflection of the hard work that the officers have been doing to try make the overall system safer. take a look at some of the images the that the bart police department has sent out. shows just an example of some of the guns that they have recently confiscated you can see for yourself all of these illegal handguns they took in 49 illegal handguns in 2023. that's up from 40 in 2022, that's the most guns bar police have ever recovered in a year. bart officers made 726 felony arrest in 2023. compare

that with 448 2022. police chief kevin franklin saying and quote, since we started deploying more patrol officers direct trains. we have seen an impact and our riders are telling us that they noticed a difference. we spoke with some riders and they shared their thoughts. takes a bart a monday to friday. >> in the morning and they come back at this time in early afternoon noticed this more. staff for the safety i really appreciate that. >> plus, when those 2 trains are cleaner. i have not had a problem and park itself. >> now, bart, as a quarterly performance review shows riders who reported saying barr police on their trip reached a record high of 20%. again, the chief saying that the increase safety is mostly due to getting more officers into the department and that

they continue to have a robust recruitment reporting live theresa back to you. just >> theresa, thank you. and coming up during kron for news at 3 o'clock this hour, we will be speaking with bart police chief cover franklin about how was possible to make all these arrests will talk to him. coming up live in just a few minutes. and now on to some developing news as former windsor mayor dominic foppoli will not face criminal charges from the state attorney general's office. the decision coming 3 years after multiple women accused him of sexually assaulting them. rob bonta's office sent kron for news. a statement that said it reviewed the investigation done by the sonoma county sheriff's office and it also did its own additional investigation. and at this time, the office does not have enough evidence to warrant filing charges on the cases. the poli resigned as mayor in 2021. and had said that the encounters were consensual. bonta's office added that the investigation remains open and

anyone with additional evidence should come forward. another former employee at the federal women's prison in dublin has now been sentenced for sexually abusing multiple people who were incarcerated making nunley of fairfield will be serving 6 years in federal prison after being convicted of multiple counts of abuse. allegedly he abused 5 women that he was assigned to supervise and engaged in acts with these 2 women. prosecutors say he also threatened a victim with transferring her to another facility. nunley now joins 6 other former employees, including the prison's former warden associate warden and captain who have been convicted in this scandal. in san jose. a man was hit and killed on northbound highway 101 right near the oakland road off-ramp. the chp says they got a call around 3.30, this morning that a person was in the roadway and that that person had been hit by a car. the man then died at the scene. the chp says the driver who hit the person pulled over and did cooperate with

officers lanes were shut down for a few hours. but everything is back open now. you said jose's alum rock union school district is facing a dire financial deficit. it could also mean that it's going to be taken over by the santa clara county office of education. the district has 22 schools ranging from kindergarten to 8th grade. the education office is reviewing the district's financial report for this school year as well as resolutions addressing its projected budget deficit. the outcome of this review is still uncertain, but they say school closures in the district are likely to happen. san jose police arrest a 3rd suspect for stealing copper wire from vta stations across the city earlier this month, investigators reported that 3 people stole 20 feet of copper wire value to $10,000. 2 of the suspects were arrested the day that that happened, the santa clara county sheriff's office is saying deputies arrested. 55 year-old michael

reader on a long list of charges including grand theft, vandalism and possessing a stolen vehicle now along the coast, there's a new affordable housing project that has just been approved in san mateo county. but some of the neighbors near it are concerned that the areas just not ready for all these new residents. kron four's charles oliver years right behind me here could become unaffordable housing community. but the project is not without challenges. >> the san mateo county board of supervisors has approved what's known as the cypress point affordable housing project. the new neighborhood will be built on this lot in moss beach will include 71 1 to 3 bedroom homes spread across 16 buildings. a quarter of the units will be reserved for farm workers and other low-income residents and all of the units will be rented to households that make below the area's median income. it's exciting. it's great to put roofs over people's heads. the san mateo county board of supervisors, including supervisor david can't approve this project unanimously on

the coast. >> there is not enough affordable housing and even with this development, it's really exciting that work. we're we're doing it. we're still deficit. so we need to keep moving forward with projects that we have in the pipeline. we certainly need low-income housing, but the plan is not without critics. neighbors like rich pierce, all are concerned that adding dozens of new homes here will cause traffic problems and strain already limited public resources. there's a progression that happen. that should be a road study. >> should be a sewer study. this be a water study. should study the impact that it's going to have existing community. and i believe that those things are kind of being bypassed in order to get this project approved and the and to get underway. supervisor campus says that any new housing development comes with challenges, but he believes they can be met. but we're really going to take into consideration the concerns we're going to have to make.

>> significant investments and the county is committed to doing that. the county estimates that construction could begin in 2028 and be completed by 2030 in san mateo county, charles clifford kron. 4 news. >> we're taking a live look outside. you can talk about the weather for today. nice wide shot here san francisco. ca go in the weather center to go over. what's gohng to happen the rest of the evening? yeah. relatively quiet this evening. but then we've got rain on the way tomorrow and this one is going to be a bigger system than the last one, which was just yesterday until last night, right into the overnight can feel the north bay got over an inch of rain. north bay had quite a bit in totals point rays you can see just under 7.10, santa rosa just under half an inch. napa for tense oakland over the east bay, a little under 3 tests. you can see just about 2 tenths in san francisco. we had about 15, one 100th in san jose. sosa spots not getting a whole lot of all the north bay. still our point of activity as we get into our afternoon here, you can see some of those light showers that are rolling through a little one is a bit heavier just went through. sandra fell to. so few of

those showers are not out of the question as we head across our afternoon. you can see it is a bit quieter here. we had more action in the south bay earlier today, but that has now pushed away. but that is to say that there is still that chance of a shower out there as we go through our evening. however, the bigger picture is this low pressure system that ultimately is going to start tracking to the south. and when that happens, we are going to see a whole lot of rain and wind coming our way for friday into saturday and even potentially the first part of sunday. let's take a look at temperatures outside. we are warming up fremont. 64 degrees for you. still the upper 50's for berkeley and san francisco. but we made it to 61 degrees there in nevado. so not bad today. this is what we're looking out for tonight. whole lot of clouds. but tomorrow, a whole lot of rain. i'll be back in just a little bit. we're going to track that for you. talk about our 7 day forecast because i have to tell you the 2nd half of that 7 day forecast looking a whole lot better than the 1st half.

titan in the crypto industry as the ceo of ftx. but customers lost billions when his exchange collapsed last november. bankman-fried was convicted of fraud, conspiracy and money laundering. prosecutors say that he cost investors more than 10 billion dollars by miss appropriating the money to cover his own expenses, which include purchasing luxury properties in the caribbean. so divers are trying now to recover the remains of the 4 construction workers after a bridge collapsed in baltimore. so far 2 victims have been recovered from the river. the men were repairing potholes on the francis scott key bridge early tuesday morning when it collapsed, a container ship lost power and crashed into a column holding the bridge. it's still not clear why it lost power. the national transportation safety board says the ship was carrying 56 containers of hazardous materials. >> some of the hazmat containers were breached. we

very cautious when we're going out and about so i mentioned to you that we have this low pressure system is going to traveling down the coast. you can see as we get into tomorrow morning, it starts to throw that rain our way with that counter clockwise, circulation. also some snow. and then as it continues to the southeast of those heavier showers. now, you know, amy down at central southern california, it really won't be until sunday afternoon that this will all start to wrap up so that sunday, about 1 o'clock you can see now starting to push away in the meantime, it's going to leave an awful lot of rain and certainly we're going to get some impressive totals, one to one and a half inches in spots. but take a look at a spot like big sur or santa barbara. we're looking at over 2 inches of rain. having said that, you can see models are also bringing that into the santa cruz mountains here in northern california. so tomorrow morning is when this arrives. want to be ready for it? it's going to be intense in the afternoon and evening in particular. and we're gonna be under a wind advisory as well. plus, some of these cells could be thunderstorms. so lets talk about the wind.

you can see how it's really pervasive across a good portion of california here in the bay. we're talking about the peninsula, coastal area and then the east bay that we expect to see this and also the santa cruz mountains. could gusts up to 45 miles per hour. this is from 11:00am friday until 05:00am on saturday. so that will be kind of the worst time for it. there's the low pressure system right now. so again, it will be on the move as of tomorrow and heading down to be sitting right off the coast. so that's why it's going to be driving some of that rain and wind our way. look at your extended forecast shows you that once we get through this weekend, we have some really nice weather on the other side with the warm-up and lots of sunshine as we start next week. but the weekend's going to be a little tough. ha rights talks are back on to bring top israeli officials to washington to discuss potential military operations in gaza. this is coming after israel's prime minister canceled a trip earlier this week. >> benjamin netanyahu called off a planned visit to washington by senior israeli

>> your money this afternoon, fewer layoffs are signaling a better job market. in the latest unemployment report, unemployment at applications fell about 2000 last week. the labor department reports about 1.8 million people across america are collecting unemployment benefits. the unemployment rate has come under 4% for 25 straight months becoming the longest streak since the 1960's. subaru is recalling more than 118,000 of its cars. the recall notice cites a potential issue with the deployment of air bags during a crash. they also list certain outback and legacy vehicles made between 2020 2022. as part of this vehicle

owners will be offered a fix for free from their local subaru dealer. state. prosecutors say the romanian mafia is reportedly running a card skimming operation in california. they say the scheme involves placing fake devices on self checkout machines and grocery stores. surveillance video showing how swiftly the skimmers are installed and how they mimic authentic card. swipes recent arrest have now shown that they are tied to organized crime in romania and latin america. cartels, police advise customers to check for any loose or suspicious attachments before using their cards. also opt to do the tap, to pay as that prevents your card from getting skimmed. coming up here at 3, lawmakers are proposing some new rules of the road for school safety. >> the changes they're urging voters to get behind. also, a bart initiative is proving to

>> it is a big day for baseball fans as the league is celebrating opening day. fans plan to head to the coliseum tonight and what could be the team's last opening night in oakland. a lot of them are expected to be protesting the teams, relocation efforts to las vegas kron four's michael thomas reports now on the planned reverse boycott.

>> last year over 25,000 fans showed up to the oakland coliseum on opening day to pack it out as a reverse boycott for the team's pending move to las vegas. and this year, organizers from the last dive in the oakland 68 plan to boyco t by having a block party in parking lot which normally opens up for hours before the game. but the oakland a's decided this year the parking lot gates won't open up until 2 hours before the game, which is 5 o'clock rush hour. organizers like brian, tell me this doesn't come as a surprise anticipated. >> and that do something right to try to thwart the efforts, the boycott and what better way to do so then open the gate just prior to the game. only 2 hours before, you know, it's funny because they've never done that before. oakland city officials have publicly asked the oakland a's to open up the gates earlier as the major traffic jam at the coliseum, which is near 8.80. >> could be a safety concern. not to mention singer-songwriter kesha. kohl's also hosting a concert at the arena next or thousands upon thousands of cars trying to get in the stadium all at the same time.

county, major crimes task force. but later, envoy how detectives took over the case. the name of the man is being withheld. this does mark the city's 5th homicide of the year. police in berkeley are investigating after a child was shot in the leg on tuesday night. they say this happened near the intersection of our street in allston way by strawberry creek park. officers say they got a call about several gunshots in the area and when they got to the scene, they found the child shot. police have not said if they have made any arrests. redwood city police say they arrested a man suspected of human trafficking after a monthslong investigation. officers found a victim last december at a redwood city hotel and she pointed them 2.33. year-old marcus coleman police found and arrested him in alameda county and he's now been booked into the santa rita jail on suspicion of felony pimping and pandering city officials in cupertino are trying to fix accounting error after more than $100,000 in affordable housing was

spent on a housing lawsuit. this lawsuit was filed last year by housing advocates against the city's non compliant state mandated housing plan, the funds, which has roughly more than s and is funded by developer impact fees. it's supposed to be used for affordable housing development. instead, the city used about $165,000 from that fund for the lawsuit. lawmaker has a new proposal that he says will combat the risk of death near school zones. assembly member mark berman introducing the safer school zones act in front of campbell's castleman elementary school today. that's an area in his district. he says a lower speed limit and also establishing walk zones, prevent deadly accidents like the one that happened in front of the school in 2022. when 8 year-old boy died crossing the street as he walked to school winh his babysitter. for men is urging voters to back changes, he says are already in place in states that border

california. california is one of just 9 states in the country. >> with a school zone speed limit greater than 20 miles per hour with this change will achieve higher compliance with the school zone. speed limit, which is critically important to student safety. >> the bill also established time based standards for school zones and get rid of those when children are present language. redwood city is getting 2 million dollars from president joe biden's investing in america agenda. the funds will go towards ensuring trails will be restored and protected from rising sea levels. these funds come after girl scouts were out on those trails pulling up invasive. we it's the area is home to over 280 species of birds. millions of waterfalls. there's a new state bill. let's looking to protect blue whales from being hit by passing ships assembly bill. 22 98 aims to establish the california protecting blue whales and blue skies program,

quiet. but this is going to be a big system for the state of california. you can see the watches, warnings and advisories that are up all the way from northern reaches of california, right on down to southern california. so for here in the tahoe area, we're talking about 08:00am friday to 05:00pm on sunday. that's going to be go time for the next round of snow up at the peaks. we could see another 2 to 2 and a half feet likely age 20 inches elsewhere. gusty winds so difficult travel want to avoid travel. if you can take a look at future cast here tonight, relatively quiet. but by tomorrow afternoon, here comes the snow and it is going to get heavier as the day goes on. is all of that moisture that's going bring rain to us is going to bring a heavy snow to the sierra. i feel like we're kind of on this repeats you can see saturday morning, a little bit of a break. but because of that counter clockwise circulation by saturday afternoon, throwing a little more snow before it starts to wrap up. i think even sunday morning we could certainly see a little bit of at least a flurry going on. but when it's all said and done, this will be another cold system. impressive enough to drop a

but you should always try your best reminding us. it's ok, it's a mess up sometimes has. and you can learn from your mistakes. is there anything wrong failing at something? well, it can get you frustrated. sometimes you just have to not let that get here and keep trying hide. >> value served up from louis harper's own life story as a former pro tennis player once ranked among the best in the world. some of her first match is played here in san francisco's golden gate park. she grew up the youngest daughter of chinese americans. my parents luckily did not pressure us in that way. like when lucy, you know, that was just part of the game. but, you know, if didn't win the match, that's ok, ko back out there the next day in practice, which we did. she won 14 national junior titles and as a pro ranked as high as 19th in the world. but perfection, never the end game is just about every day. can you be one percent better than you were the day before? lou.

ever before. the transit agency is crediting most of these improvements to its safe and clean plan, which includes more police presence on trains and at stations. so here now to share more about how these efforts have led to a surge in arrest is the bart police chief kevin franklin, thank you for joining u.s.. chief. thanks, justin, for having what do you credit these the surgeon arrest for its more officers are there what's happening? >> well, it's a hard worker employees that are out there and just the great police work that's being done in the system last year, we revamp our patrol deployment so that we're now putting more uniformed employees out on trains. and that's our sworn police officers and are unarmed civilians throughout the system patrol they're doing great police work and they're making more asked the arrest numbers, show that. if we look at, you know, comparing 2022 to r kelly respirator rose by over 60%.

so really good police that have a positive impact on quality of life from a system as you said, that is part of safe and clean bark. >> so what are these officers doing? there's one thing to actually for riders to see them in their present. but how are these officers? how's it going from? there's more officers on the trains and the stations too. they're finding guns on these riders. >> well, like i said, it comes down to good police work and whether it's responding to a call for assistance from a passenger were just doing investigations where they're observing unlawful or unsafe behavior in the they're they're taking cases seriously do find all the leads they can and and then up with really just all around wetlands are being taken people. narcotics, felony warrants, all types, arrests. and people need to know that if you're coming to bart, don't plan on on committing crimes because our police officers are out there actively control system.

>> are there stations or lines of bart trains where you're seeing more arrests are what areas are you seeing this happening? more >> well, you know, we're really focusing on the core areas of the system. we patrol everywhere in the system. but our focus a little point are some of the areas where, you know, there's certain neighborhoods that if the neighborhood is having a lot of criminal activity will find that that activity can sometimes and renew our system other into a station on to a train. and so we are focusing some of those hot spots where we're getting the most complaints from people. >> and i think we have some video, but i also have some pictures here to show your office sent over some. images of guns and drugs that you've been able to take off people. and there was more firearms confiscated this year. >> yeah, believe last recovered 49 firearms in the system handles even rifles in some cases that that people were unlawfully during the system that often goes along with illegal narcotics or

other types dangerous or threatening behavior. that's just totally unacceptable. you know, in a transit system or anywhere community. >> so there was a a quarterly performance review that was put out that a percentage of writers who are now saying that they have seen a bart police officer during their trip reached a record of 20%. your goal was 12%. so you're putting more officers out there and people are noticing, but you're still putting the call out. you want to hire more people. >> absolutely. and you know what? like many police agencies. we've got some vacancies right now and i have 19 positions that i'm working very hard to anybody that's interested working in law enforcement was noble profession or know somebody who might be they can go join bart pd dot com. we constantly recruiting. we're fast tracking the process to to get good candidates indoor agency as quickly as possible. we have a competitive salary and benefits we pay for all the

training and give people the opportunity to work serving their community. and actually in a very interesting way of the only transit district running between cities underneath for above the above, the ground aerial track ways over 50 stations. we get to patrol and really hiring so that we can maximize our presence out in the system. and with the last seconds i have here, i know you also barred installed. >> these new fare gates to try to keep people from jumping over going around. and i'm just wondering if if those are working. you know, this is a very good, sir, in development right now. i want to so far is very positive. and it is. >> the big part of our safe and clean plan to help make sure that people are in the system are using a technique. that's a basic requirement for running barton's. we expect everybody to to pay their fair share. >> our police chief kevin franklin, thank you so much for joining us this afternoon on kron 4. appreciate your time. hope to have you back soon. and now to the south bay

where san jose firefighters have some new digs to help them prepare for emergency situations. the department unveiling this new training facility. it's located on center road. we've got to check it out this morning. the building has office space and training grounds that create what's like what creates what it is like to be on the scene of a real fire. there's also a 6 story building that designed to train firefighters in how to respond to a high rise building. fire. got to be prepared and we want to be prepared for the weather tomorrow with a live look here at sfo. wait to see if a plane goes by on the runway here. we've got to move on and we've got to be prepared for some serious rain tomorrow. yeah, i think probably some delays at sfo. they've got a little construction out there. and when we get whether it kind of limits with the wind directions, what you know, runways they can use to take off. so we'll keep an eye on that for you tomorrow. san jose looking pretty good. we started off with a few showers there this morning with pretty dry and san francisco. you can see folks out there with their jackets on here as we take a

live look. >> at the exploratorium on the embarcadero. but no umbrellas today. so far, so good. at least still a few showers that are rolling through the north bay this afternoon. you kind of see a couple of them trying to make their way into the east bay, too, heading in concord at fairfield. but they are relatively light showers that are coming down. everyone else kind of wrote pretty quiet right now, right? it's all about the quiet before the bigger star, which is to say that low pressure system that is going to pretty rapidly drop down the coast as we get into the next 24 hours. that's going bring a lot of rain and wind. so let's take you hour by hour. getting through tonight. there is still a chance of a sprinkle, but for the most part, we're pretty quiet there about 11 o'clock at night. it's tomorrow morning that we wake up and we start to see the showers picking up. and then in the afternoon they get really heavy and we're also get wind associated with this. we could see some thunderstorms. you these pockets of orange coming through. so this is 5.30. this is rush hour. tomorrow is not going to be a pleasant day to be driving. can see in the
