discovery leading police to block off a neighborhood in pacifica. good afternoon. thank you so much for joining us here on kron. 4 news at noon. i'm stephanie lin and again, we are following reports of major police presence in this specific neighborhood francisco boulevard between clarendon road and lakeside avenue is shut down. kron four's. charles clifford is live for us there in the area. he joins us now with the latest on what he's learned. charles. >> well, good afternoon. i'm i've just been here a short time. there are a lot of unanswered questions here is we're trying to figure out exactly what happened. but first, let me set the scene for you. i'm standing along francisco boulevard. and as you can see behind me here, the south san francisco police department are helping the pacifica police department and the summit county seminole county sheriff's office is here as well. got about a block shut down between claire and where i'm standing and lakeside over to the south. also, this is all happening right below highway one which is right there. let's go and take a look at some video now, according to some neighbors

that i talked to, they heard shots fired about 8.30, this morning. that time hasn't been confirmed yet. and at the moment there is what is what appears to be a body lying all along. francisco in the roadway next to a vehicle. looks like there's some emergency equipment next to it. we're also seeing shell casings on the sidewalk about 2030, feet away. multiple people have told me they heard gunshots fired here early this morning. but at this point, we don't know who fired those shots. we don't know if anyone else was injured. we also don't know if police are currently looking for any suspects, although there doesn't appear to be any sort of search incident is contained just to this one block along francisco. now there's also the san mateo county district police inspectors are here as well. they've been checking the talking to walking up and down through the area. and we expected to this scene will probably be here 4, but most of the afternoon. so if you're in the area, keep in mind, there could be some some traffic delays along

francisco. this is not too far from shore park beach. if you're familiar with the area, we have reached out to the pacifica police department were trying to get some information confirmed. get some more details here and hopefully we'll have more information from them. coming up later today. but for now in pacifica, charles, clifford kron, 4 news. all right, charles, thank you so much for staying on top of this developing story for us. we appreciate it. >> well, happening today in the east bay, about an hour from now, oakland residents meet their new police chief for the first time floyd mitchell will be formally introduced at oakland city hall kron four's. michael thomas brings us the details. >> today's news conference with oakland mayor sheng thao to introduce oakland police department's new police chief has been anticipated for over a year and the search for that police chief has been very much drama filled. we're hoping to hear more about the plans he has for the city. but this is what we know about him. as of right now. floyd mitchell began his career with kansas city, missouri. police department where he spent 25 years before becoming the police chief in temple, texas than most recently lubbock, texas. he parted ways with the

lubbock department last september after taking the heat for 9-1-1, calls going unanswered, which has been an issue here in the city of oakland. the new chief has a lot on his shoulders as reports show the city of oakland has already seen more than a dozen murders this year alone with other crime statistics showing that robberies are up. 34% from last year with majority happening at gunpoint. he spoke oakland mayor sheng thao recently who had this to say on why she chose this new police chief for me. she floyd mitchell. >> really it and, you know, showed at his proven leadership through all of the results that he's been able to do in lebec and in the other cities that he was chief >> and a question if chief michel is ready to take on oakland and its size, given that it's much larger than areas he's worked in before. we did speak with the president of 100 black men of west texas who worked with mitchell when he served as olympics. chief. and he tells us that his experience will show adding that he always hold people accountable when needed. at the end of the day. you know, i do believe that

this is a great pairing with my public safety personnel. >> and yet, again, it's never just one person. it's always 18. again, that conference is set to happen within the next few hours as we get more information from them and with the plans that you may have for the city of oakland. >> we'll keep you updated. that's the very latest reporting in oakland, michael thomas kron. 4 news. >> another effort is underway to recall governor gavin newsom. the secretary of state approved the official recall petition submitted by the group rescue california. the group claims concerns over the budget deficit, public safety, immigration and education. as reasons for this latest attempt, californians rejected the last recall back in 2021. by a 61 to 38% margin. developing news out of baltimore, maryland. recovery efforts continue at the site of the collapsed francis scott key bridge. 6 people are presumed dead. our washington, d.c., correspondent reshad hudson tells us how the federal government is responding.

>> from the rescue efforts of the rebuilding of the bridge. the federal government says it will be there every step of the way. 6 construction workers are presumed dead after a ship hit the francis scott key bridge in baltimore early tuesday morning. maryland governor wes moore says the cargo ship lost power and sent out an emergency. mayday call. >> our state is in shock. the search for the missing workers was suspended as night fell. the water was deemed too hold and the effort took too long for anyone to survive. very difficult water temperatures. >> you have structures from the bridge there in the water that can move with the tides and currents to do our very best to recover those 6 missing people. president biden said federal officials from the fbi, the army corps of engineers and the department of transportation to help local leaders. this is an excruciating day for several families. the president says he wants the federal government to cover

the entire calls of rebuilding the bridge. people ball marker count us. so. >> stick with every step of the way. so the poor is reopening. the bridge rebuilt. and the busy port of baltimore remains closed until all of the debris is removed from the water. >> reporting in washington reshad hudson, back to you. >> in the south bay, a new report shows san jose is struggling to divert 9-1-1. calls related to mental and emotional distress to the 9, 8, 8 crisis lifeline. the report found county mental health teams were only given 2% of the nearly 60,009. 1, one calls that should have gone to them. police administrative have yet to answer why it's taking so long to figure out which calls need to be redirected to 9, 8, 8, a san francisco supervisor wants to speed up traffic safety projects in parts of the city considered dangerous kron. 4 sarah stinson brings us the details. >> given what we spent the last 2 weeks is that we can no

longer wait. supervisor connie chan wants the city to speed up vision, 0 projects to make san francisco streets safer for all vision. 0 is a policy aimed at eliminating traffic deaths all together. yet this year we've seen an uptick in deadly crashes, including the one that killed a family of 4 at a bus stop in west portal. and over the weekend, a man was injured by a car at a bus stop in the district. chand represents the supervisor is now asking the city attorney's office to draft legislation that would authorize an emergency declaration to prioritize projects that haven't been completed. we have these plan project. we know that design. it's and its plan and it's been planned. well. >> let's move with that. let's go like let's finish chance says she's frustrated. several projects in her district aren't done yet. >> including a project on fulton street to build yellow bulbs, extending sidewalks for

little bit of a shower. this happening right now around fremont heading towards livermore, probably enough to make the roads just a tiny bit slick. so be careful. also had a trace of rain measurable in santa rosa, sonoma county airport there says starting to get a little bit there, but really the push for this is going to come this afternoon as we have this little front that's going to track through. then there's the main event of this large low-pressure system here that is going to start moving to the south later this week. so we've got kind of 2 things going on. the first one today will just be some showers. current temperatures right now, as you can imagine, with the cloud cover that's out there. we're relatively mild, mostly 50's out there. but we have popped up. 63 degrees in san jose at this hour. and as we look at the wind, a southerly flow starting to take shape, indicating that front that's going to really towards us a little bit breezy as we get into our afternoon will be another hallmark of this system as it makes its way through. so highs today will not be off the charts. they will be mostly low 60's and then 50's as we get a little closer to the coast in the bay. certainly the cloud cover is going to be a big part of

our forecast today. so we have some rain expected over the next 5 days. it's a pretty significant amount of rain when it come back on the track it for you. so we'll talk not only about what's happening this afternoon and tomorrow, but also what's happening friday into saturday, which has a thunderstorm chance with the 2. talk about that. back to you. all right. looking forward to that information. thank you so much. caltrain is looking for a new home. the transit agency has shared headquarters with samtrans since the 1990's as and trends now plans to move to a new office space near the millbrae caltrain station next year. caltrans says it plans to shop around for a new home of its own. they say the company is expected to grow to 177 workers overtime. so they want in office. ideally between 20,000 to 30,000 square feet for a 5 to ten-year lease. they are considering locations in san francisco, millbrae redwood city and san mateo. coming up, we've seen food labels with the phrase no sugar added, but they could still contain some unhealthy ingredients. >> we break down the list for your health. plus, we remember

a look. just a small glance at the loot snatched from a lululemon store in napa monday afternoon. i was completely surprised. i haven't heard about it at all. i'm here visiting for spring break. i lived here my whole life, though. and i just constantly hear about all the people running and taking as much as they can use of the retail theft stun napa residents. the store only open 2 years ago. >> thank god. nobody was hurt. it's just kind out of hand and sad. another police spokesperson says that after the 4 suspects ripped off the high-end athletic where store on firsthey led law enforcement on a high-speed pursuit in a stolen vehicle. the chase ended in oakland. this is video from citizen app showing the car on its side at lakeshore avenue and beacon street in oakland the 4 suspects. 25 year-old san bruno resident carlos trishay, as well as 3 juvenile males were taken into custody and booked to be coming from where

located at the center of highways. 101 to ad and 6 ad back in february regional medical center announced they would close the center due to a decline in patients. the er is going to remain open from 4. spoke with mayor matt mahan after the announcement and he expressed concern about the closure. >> what it's it's concerning. yeah. i'm glad to hear that they're committing to a 10 million dollar investment in expanding the number of beds and services in the emergency room. but we don't ever want to lifesaving medical services cut, particularly lower-income neighborhoods. the fact that he side san jose will have to travel farther to get to a trauma center is concerning. our eastside resident should not have to travel farther than other people too. get lifesaving trump. >> regional medical center runs its trauma center as normal until august 12. the nurses rally happens today at 3.30. let's check in on our weather forecast as we take a live look outside at the

embarcadero and the exploratorium. let's check in now with cuyler from what our weather. hey there. hey there. yeah, take the jacket today. the one with the hood, maybe and maybe a little umbrella because by this afternoon we're all gonna start to see a little bit of rain rolled through the bay area and it goes through basically thurtday afternoon. then we catch a little break thursday night into friday morning, but we're in it again, round 2 friday into saturday. so let's take this through today and to show you have the showers start to develop moving in kind from the northwest to the southeast. this is about 3 o'clock. you can see they're getting going there in the north bay and then it kind of makes its way through the bay area as it so often does rate. so that means a little bit of a rough hour for but also look at tonight. you can see a few heavier showers set to roll through to as the model start to show some of those yellows and oranges popping up tomorrow. it's a little hit or miss. so we stay a little unsettled. this is about 10, 30 tomorrow morning. and you can see by the afternoon it's more just clouds that are out there so that we capture a little bit of a break. and then we're back in it again friday. so this is what i'm looking out for between now

and tomorrow afternoon. so essentially about a quarter of an inch to half an inch of rain. we're going to add to those totals as we head into that friday saturday system bringing things to an inch or above. you can see along the coast really expecting some of those spots to catch a little bit more of rain. so right now we're dealing with a small fronts. show you how this progresses. so low pressure up in the pacific northwest. there's your thursday afternoon by friday. it's going start tracking down the coast and that's what's going to drive that rain towards us. now that that low pressure will be a lot closer to us. i think the central coast in southern california get quite a bit out of this. by the time we get to sunday into monday. now are seeing high pressure builds in that changes everything. so right now you can kind of see where that low pressure is on our water vapor map show you right where israel does bulk of the rain right now into parts of oregon and washington in the farther reaches of california. but as we zoom in here, you can see for us right now. we're just catching the very tail end of that. so all of that's kind of set to change. and in fact, we could even see for that second system, a few thunderstorm possibilities as we get the first part of saturday. but

next week, there's the sunshine. there's the as we get into monday and tuesday and also just to point out sunday does not look like a washout for any outdoor plans for eu yes, some good information there. thanks so much, kyra. now to some sad news in to our newsroom this afternoon, famed sculptor and bay area native richard serra has died. sarah was known as the poet of iron. he was world famous for rusting steel and other malleable materials into large-scale pieces about door artwork. >> his lawyer confirmed his death saying he died of pneumonia. he was 85 years old. a lo. this is one of his sculptures has started getting him public attention back in 80. this is a 120 foot long curving wall of raw steel at the federal plaza in new york city. it generated backlash and was later taken down the stairs worky have been installed in landscapes and included in the collections or or other museums across the world from the snake at spain's guggenheim museum to equal at

your health this afternoon. a new study warns chemicals found in common household products might damage your brain. >> the specific chemicals are found in disinfectants cleaners, hair products, furniture and textiles. it could be related to degenerative brain diseases like ms. the study was published this week in nature. neuroscience researchers say their findings suggest there needs to be more scrutiny of certain chemicals. they had. more investigation is needed, though, before a cause and effect link can be clearly established. and food labeled as no sugar added may still have some unhealthy ingredients. health experts say the foods that don't list sugar on their labels could still include the ingredient under a different name. sugar could be hidden ingredients such as fruit toast, dextrose fruit juice, concentrate and rice syrup. health experts recommend eating foods with

more fiber than sugar and double checking online to see if ingredient has any hidden sugars. and we've all heard a day keeps the doctor away. but how about an avocado a day? >> well, a group of researchers looked into answering that question. researchers at penn state university 1000 participants into 2 groups. >> they say over the course of 6 months, the group who added one avocado to their daily routine noticeable improvement in the quality of their diets that could help lower the risk of heart disease, kidney disease type 2 diabetes, and many other preventable diseases. so food for thought. before your money. this afternoon, 2 of the world's largest critical card networks agreed to lower payment processing fees for businesses. the decision by visa and mastercard settles a 2005 antitrust case. merchants have accused the credit card companies of charging inflated prices for their services. notably, the, quote, swipe fees. the deal is supposed to save businesses around 30 billion dollars over the next 5 years. the settlement

san francisco needs affordable housing, more housing altogether. i mean, they need about 82,000 units from now into 2031. >> it's not that they disagree on the housing. they disagree on where it should be built. now, mayor london breed, she vetoed a measure introduced by san francisco supervisor. aaron peskin. >> it was introduced earlier this month that restricted the size of the housing complex in certain neighborhoods like jackson square or the northeast waterfront. he wants to maintain the charm. the historic feel of certain neighborhoods in san francisco, which is why he does not want high rises to go up. mayor breed, she vetoed that measure and she would have had her way had the board of supervisors not voted 8 to 3 to override her veto. so basically resetting the measure allowing the

restrictions to remain in place. we've got a chance to talk to a native san franciscans. here's where they fall on the issue. and here the fund balance right? but they have they have no choice. they have to figure something out so you wouldn't you would rather just take away some of the charm and just have housing available. yeah, we need new housing. we definitely need housing. and if it. takes a toll at the charm of the city, the and that's and that's not what we want. obviously is a native san franciscans. but >> i mean, there has to be a a solution to it. i i don't have. one mayor breed says this is a setback for san francisco that is very indicative of what's been happening over the years that whenever they try to have housing, something happens. but it looks like right now the san francisco board of supervisors, they get the final say back to you. >> and we have new details now

regarding the discovery of a dead body in a pacifica neighborhood. francisco boulevard between clarendon road in lakes that really excite avenue rather is shut down right now. we know that there is heavy police presence there. her first charles clifford is in the area. he joins us live now with the latest on this developing situation. charles, what have you learned? >> well, just here in the last 15, 20 minutes or so, we have learned from the san mateo county district attorney's office that one person has died here in pacifica as a result of a shooting early this morning. they also say that an officer was involved in this incident. they're not providing any specific information about that officer or the victim or if there's any additional victims or what might precipitated this a shooting in the beginning. all we know right now is that pacifica police department, south san francisco pd and of the county sheriff's office are all here on scene. they've got about a block of francisco shut down. the probably going to be here throughout the afternoon as they investigate. we are hoping to get a press

release are some more information from the pacifica police department at some point this afternoon. hopefully with more details. that's very latest here in pacifica, charles clifford kron, 4 news. all right, charles, thank you so much for staying on top of this developing story for us. we appreciate it. >> in the south bay, the city of san jose launched a pilot program that uses technology to detect homeless encampment. >> the city is inviting tech companies to mount cameras on a city vehicle that will collect video of streets and public spaces. the footage will be used to train ai to detect the encampments and people living in cars. i think it's worry that this will be used to push homeless residents out. but city officials say the surveillance will be used to better provide essential services for those in need. california superintendent tony thurmond is backing a proposal to make financial education a graduation requirement in public schools. earlier this year, we highlighted one of these programs being taught at an elementary school in oakland. our capitol correspondent eytan wallace brings us the details.

>> well, here at the california department of education, thurmond told me he believes are required. personal finance course could be a game-changer for students and soon you the voters. >> could have the final say. this is something that will have tremendous benefits for our student. that's the message. state superintendent of public instruction tony thurmond hopes to convey about a proposal to make a course in personal finance, a graduation requirement in california. public schools. at the california department of education. thurmond spoke to this group of educators and financial literacy professionals about why he believes making such a course mandatory would have a long-term impact. what students have access to learn about personal finance. they're less likely to have be able to make great decisions about their future. and their finances and they get education that often isn't provided in the home. in the past. members of the legislature have tried to introduce bills to mandate a personal finance high school course. but those proposals failed. but now supporters

behind a new effort are hoping to bring the idea directly to voters. last month with the support of thurmont, they turned in nearly 900,000 signatures to qualify the measure for the november ballot. they need just under 600,000 of those signatures to be considered valid to officially qualify for the november election. we hope that people will support and we think this is a great thing for california kids. it's a message with valerie chapman agrees and educator from oakland. she's the founder and ceo of financial literacy for kids, a nonprofit organization dedicated to teaching 4th and 5th graders about saving and investing. well, this is extremely important because studies have proven that students learn or develop their financial habits at an early age habits that will, you know, last them a lifetime. still, some are skeptical. >> in an op-ed for the nonprofit publication cal matters. last fall columnist dan walters road adding new mandates takes class time away from basics that too many students are not already mastering. >> media literacy classes are pointless for kids who cannot

to map or read at their grade level but therm and sees it differently. >> it can save a life report with students who are in tough neighborhoods were schools that, you know, i've had many challenges and we see students performing well academically but being engaged in life and what their future is going to be. we think the personal finances, important ingredient to success for all of our students. and it's unclear where all legislative republicans, dan, on this proposal, but gop senator and former senate minority leader scott wilk says he supports arguing it will give students the tools they need. >> to succeed reporting outside the california department of education in sacramento. eytan wallace kron. 4 news. >> uc berkeley police are asking for your help identifying 5 people involved in this protest last month. here are some of the pictures of the suspects. police are looking for. the group is accused of disrupting a campus event hosted by a jewish student organization. police

say members of the crowd forced their way into the school's theater and injured guests and police officers and also caused property damage. these incidents are classified as hate crimes. in the north bay. a big step forward for a sonoma county sheriff's deputy injured in the line of duty after spending. 22 days in the hospital, deputy nick deleon was released from the hospital yesterday morning. he was critically injured while confronting an armed suspect. the incident ended with the suspect dead. dalia continues his recovery at a rehab facility. francisco police are looking for the person who stabbed a man in the city's tenderloin neighborhood. it happened early yesterday morning on geary street just a few blocks from nest. police say 2 men got into a fight before one stabbed the other several times. the victim is at the hospital. police have not yet released a description of the attacker. >> meantime, there will be no more new smoke shops in san francisco's tenderloin area. the board of supervisors unanimously voting for the ban on tuesday. existing

businesses will not be affected. residents of the tenderloin push city leaders to make this decision. supervisors also voted to bring a full service grocery store to that area. let's talk about our forecast now as we take a live look now outside at highway 80 at donner summit. we see a little bit of snow out there as well. >> let's check in now with cuyler for more on that. yeah, a clear right now. they do expect that that will change as we get into our evening. you're taking a live look here from yosemite at half dome. we looked at this last week and you can see a little bit of melting that was happening and certainly has been reinforced with some snow since then. and we're going to see more of that as we get into the next 4 or 5 days already. some snow starting to fall in and around tahoe. so certainly if you're headed in this direction, you're going counter this. you just want to make sure you're ready for your better yet. stay off the roads until this next system clears winter storm warning is up and the winter weather advisory goes up at 02:00pm today and that goes through 11:00am tomorrow for both of them expecting 6 to 18 inches of new snow and could be up to 2, 2, and a

half feet of new snow up at the peak. so snow levels expected to be about 5,006 1000 feet and then lowering as we get into the overnight tonight, down to about 4,000 feet. so that's going make for some very, very slow going in this area and some hazardous travel. and i mentioned it's kind of a one-two punch for us for rain. we're going to get that too for snow. so you can see where things have already gotten started a little bit. it's going to get really heavy as we get into the evening tonight temperatures start to lower and that snow making machine will be on through tomorrow. this is tomorrow and the overnight there at about 2.45. in the morning. we will catch a little bit of a break, as you can see as we get into the later part of thursday. but then once again, once we head towards the weekend will see that second round of snow coming in. and when it's all said and done pretty impressive totals. notice the system cold enough to still bring a little more snow to spots like upper lake. but we're talking, you know, to almost 3 feet of snow possible in some of the peaks here. so the snowpack continues. the snow to the gift of snow keeps on giving. i should say as we roll through this month, however, having said that, it

mostly cloudy skies that just a little bit of a light shower that's rolled through the north bay. you can see a little bit there and kind of a scattered light variety. and then we also just had a little shower that just rolled right across into the east bay as well. so this is just kind of a prefrontal moment that's going to happen and we're going to get more of a frontal passages. get to the afternoon that will see more widespread showers for all of us. having said that, this low pressure system as zoom out, it's going to hang out here today and tomorrow. but then it starts to track to the south. and when it does that, that's going to get bigger. rain totals for us and also for central and southern california. and a little bit of a chance of a thunderstorm to win. that one is on the move right now, though, it's all that the clouds and sprinkles that are out there. temperatures mostly in the 50's still a little bit warmer in san jose seeing about 63 degrees. but a pretty mild start to our day. this is the rain we're going to pick up as we get into the afternoon and evening and even into the first part of tomorrow, as you can see about a quarter of an inch to maybe a half an inch in spots and then we'll pick up more as we get friday into saturday. that's when the bigger totals will come in.

and we're also get some wind associated with that. that's when we could also see that chance of a thunderstorm. now, you may be listening to this going, okay when she tell me when this is over in the sunshine is back and we warm up and we get into a more spring-like feeling. well, i've got the answer for your friends because i too. i'm looking for that. and as you can see, once we get into sunday, that's when those rain chances start to ramp down. and then monday, tuesday, even wednesday, looking not only lovely next week but very warm. so a pattern change is on the way. but first, we have to get through these first 2 hits of rain a little bit today and tomorrow and some sierra snow along with that here comes that low pressure system watching, get its act together and then start to move down the coast. that's where we're going to see those heavier totals. you can see down in southern and central california that was talking about enhancing that snowfall in this year as well. this is sunday once we get to sunday evening, things clear out and we really look nice for monday tuesday into next wednesday, at least so take a look at your seven-day forecast. i think you'll like the 2nd half of it. but yeah, take the umbrella. if you're out today, frankly, i have with me the next few days and the jacket with the hood to. but we'll be

what we call a total solar eclipse. the natural event lets scientists study the atmosphere of the sun. but for the rest of us humans, it was really an amazing sort of life changing experience to watch the sun go dark and feel happened. all of a listen to the go silent because there are a bit confused. many will see a partial solar eclipse on april 8th. but if you're in the path of totality, which stretches from texas to the northeast will get the full experience, especially if the skies clear if you're going to look safety first. the important thing as the eclipse is coming, you want to wear special eclipse glasses that are going protect your what's the eclipse happens? and the totality happens. you can take those because the sun is blocked to early humans and eclipse was scary and unknown, understanding them and predicting when they will happen is a win for humanity. one of the things and understanding universe take
