morning team. >> thanks for waking up with us. i'm darya and on james. we've got lots to get to today from the changing weather to the news. of course, we're following what he or she and fortunately famed sculptor, richard serra uses bay area native, also known as the poet of iron. he passed away. talk about his life, his legacy when he leaves behind honor him got a lot news to get to this morning as well. and that includes the weather. the storm that's moving. and i know you would know it because it's been so nice and dry this morning at times, even sunny. but we will get to some rainfall here pretty soon for a lot of us. >> where we're sitting right now looking out from the east bay hills with mostly cloudy skies at this point. definitely not as clear as you were just about an hour or so ago. rainfall becoming much more widespread up on the north coast, especially mendocino county northward. we've seen a few light sprinkles now drifting into marine sonoma and napa counties. and we'll see that

same potential light sprinkles through the afternoon for the rest of us. really holding off until the heavier rainfall, mostly after the evening commute, but do anticipate some wet roads as you're driving home from work later. so bring the umbrella and rain jacket. if you're heading out for the day, current temperatures are in the 50's berkeley and oakland at 53 degrees. santa rosa right at 50 while napa at 52 later on. we will be looking at highs still hanging out in the low 60's, but a noticeably cooler and cloudier one so far and the rainfall here in short order. i'll get to more of that in your full forecast. thank you, john. 10 o'clock. and today, oakland residents get to meet their new police chief. they do. yeah, we've got floyd mitchell set to take the top job. he was going to be forms going reduced out at city hall in crawford's. michael thomas is in oakland right now. >> ahead of all of that, good morning, michael. >> hey, good morning, everyone. that's right. a big day for the city of oakland. really a day we've been to painted for over a year. and as we all know, the search for that police chief was very much a drama filled. so later

today, oakland mayor sheng thao will introduce him and hopefully we get to hear the plans he has for the city. floyd mitchell began his career with kansas city, missouri police department where he spent 25 years before becoming the police chief in temple, texas than most recently lubbock, texas. he parted ways with the lubbock department last september after taking the heat for 9-1-1, calls going unanswered, which has been an issue here in the city of oakland. the new chief has a lot on his shoulders as reports show the city of oakland has already seen more than a dozen murders this year alone with other crime statistics showing that robberies are up. 34% from last year with majority happening at gunpoint. he spoke oakland, mayor sheng thao recently who had this to say on why she chose this new police chief for me. she floyd mitchell. >> really it and, you know, showed at his proven leadership through all of the results that he's been able to do in lebec in also and in the other cities that he was chief and a question if chief michel is ready to take on oakland

and its size, given that it's much larger than the areas he's worked in before. we did speak with the president of 100 black men of west texas to work with mitchell when he served as olympics. chief. >> and he tells us that his experience will show adding that he always hold people accountable when needed at the end of the day. you know, i do believe that this is a great pairing with my public safety personnel. >> and yet, again, it's never just one person. it's always 18. >> now that news conference is set to happen within the next few hours. it's then we hope to hear the exact plans that not only the mayor, but also this new chief may have to essentially get the crime rate down here across the city of oakland. that's a very latest reporting live in oakland and michael thomas story. james, we'll send it back to you it's going to be a big day. thank you, michael. >> time now is 10. 0, 3. and happening today, san jose nurses at regional medical center are rallying to keep their trauma center open. the hospital's trauma center is a level 2 trauma center, which

means they treat everything from burn victims to stroke and heart attack victims. the nurses organizing the rally say the closing that center is going to cost lives, especially considering it's located right there at the center of highways. one, a one to 86 80. they service a wide area was back in february, though, that the regional medical center announced they're going to be shutting that center down because of declining patients. the er, though, will say open kron. 4 spoke with mayor matt mahan. and as you might imagine, he wasn't too happy about the news. >> look, it's it's it's concerning, you know, glad to hear that they're committing to a 10 million dollar investment in expanding the number of beds and services in the emergency room. but we don't ever want to lifesaving medical services cut, particularly lower-income neighborhoods. the fact that he side san jose will have to travel farther to get to a trauma center is concerning. our eastside residents should not have to travel farther than other people too. get lifesaving trump.

>> well, regional medical center says it will continue operating the trauma center until august. 12th, the nurses plan on rallying today at 3.30. >> no for an another bargaining session is set for today between nurses and john mayer, medical and conquered. and it's the second day that nurses have been striking. the 2 sides are negotiating. it's been almost 2 years now. so still trying to reach an agreement on a new contract. a registered nurse is on the picket line yesterday said that they have various concerns over safety, workplace violence and staffing challenges that they say are so bad that nurses can't take breaks. >> john mayer has. >> a lot of their own. it. >> boards and meetings in place already. but none of those really provide a seat for a nurse to be president and to have any and as the feet on ground, the people facing patients every day, we really feel that it's most important that the nurses are the ones that have the most

important. so you hear her saying that his want of more of a voice. >> at the table, john muir health responded with this. they say like all health systems, john muir health has faced challenges that have significantly improved as they continue to hire more nurses and specific to the subject of health and safety. they say that workplace violence prevention as well, that john myhre is proposing to add expansive new language to the contract for that. >> well, a new report shows that san jose 9-1-1, is struggling to identify and divert calls related to mental and most and emotional distress to the 9, 8, 8, mental crisis lifeline. the report found the county mental health teams were only given 2% of the nearly 60,009. 1, 1, calls. it should have gone to them. police administrative haven't answered why it's taking so long to figure out which calls need to go to 9, 8, 8, >> it's 10, 6 and san francisco mayor london breed has lost her latest battle to

get affordable housing the way she wants in the city. bump in the road. ashley went toe to toe with the board of supervisors. and in the end, the board walked away. victorious travelers will tran is covering this live in san francisco with what it means for affordable housing coming to san francisco. will. >> everyone agrees that san francisco needs affordable housing, more housing altogether. i mean, they need about 82,000 units from now into 2031. it's not that they disagree on the housing. they disagree on where it should be built. now, mayor london breed, she vetoed a measure introduced by san francisco supervisor. aaron peskin. it was introduced earlier this month that restricted the size of the housing complex in certain neighborhoods like jackson square or the northeast waterfront. he wants to maintain the charm. the historic feel of certain neighborhoods in san francisco, which is why he does not want high rises to go up. mayor breed, she veto that

measure and she would have had her way had the board of supervisors not voted to 3 to override her veto. so basically resetting the measure allowing the restrictions to remain in place. we've got a chance to talk to a native san franciscans. here's where they fall on the issue. >> here to find a balance, but they have they have no choice. they have to figure something out so you wouldn't. >> you would rather just take away some of the charm and just have housing available. >> yeah, we need new housing. >> mayor breed says this is a setback for san francisco. that is very indicative of what's been happening over the years that whenever they try to have housing, something happens. but it looks like right now the san francisco board of supervisors, they get the final say. >> back to you. all right. thanks a lot. well, 10, 0, 8, right now. and a san francisco supervisor also wants to speed up traffic safety improvements

in parts of the city that have proven very dangerous supervisor. connie chan just got approval on a project that still hasn't completed. and it's been 4 years now. kron 4 sarah stinson has a closer look. given what we spent the last 2 weeks is that. >> we can no longer wait. supervisor connie chan wants the city to speed up vision, 0 projects to make san francisco streets safer for all vision. 0 is a policy aimed at eliminating traffic deaths all together. yet this year we've seen an uptick in deadly crashes, including the one that killed a family of 4 at a bus stop in west portal. and over the weekend, a man was injured by a car at a bus stop and the district chand represents the supervisor is now asking the city attorney's office to draft legislation that would authorize an emergency declaration to prioritize projects that haven't been completed. you. we have these plan project. we

>> 10, 13 is the time and new this morning. caltrain is looking for a new home. the rail line has been sharing headquarters with samtrans since the 1990's. but samtrans is moving to new office space in millbrae at the millbrae caltrain station in 2025. now samtrans did invite caltrain to move with them. but the rail lines says, well, they want to first look to see if they can find a new home for themselves. the company is expected to grow to 177 ploy ease over time. and so they wanted an office space that was suited to them. they think in 20,000, maybe 30,000 square feet looking for a 5 to ten-year lease. they're considering locations in san francisco, millbrae redwood city and san mateo. we'll see where they end up. >> it's 10, 14. and today the hunters point tennis courts in san francisco reopen. got them right next to the willie mays,

boys and girls club. and mayor breed is going to be there for the big reopening event along with former san francisco mayor willie brown. the courts were originally dedicated by tennis legend arthur ashe almost 40 years ago. and the grand reopening is at 4 o'clock today. we have some sad news in to the newsroom this morning. fame sculptor and bay area native richard serra has died kron four's reyna harvey here in studio to tell us more about his life and legacy right now and r and james. so richard serra was known as poet of iron. he was world famous for rusting still and other valuable materials into pretty large scale piece of artwork. his lawyer confirmed his death saying he died of pneumonia. he was just 85 years old. so take a look. this is one of the sculptures that started getting a lot of public attention back in the 80's. this is 120 foot long curving wall of ross deal. this is of the federal plaza in new york city generated a lot of backlash and later was taken down. sarah's works have been installed and landscapes,

including collections of museums across the world from the snake is spain's guggenheim museum to equal at the museum of modern art in new york. he even received the 2010 prince of asturias award for his work out in spain. he was well known for working with nontraditional materials. so just rubber latex and even neon sarah is a native of san francisco. he started right at the tender age of 9 years old. it was inspired by the time he spent in the shipyard where his father worked as a pipe fitter. he would uc berkeley and eventually went to yale. a graduated 1964. we remember his life and legacy in certainly wanted to pay homage to him this morning. all right, james, we'll send it back to build at the debt. thank. thank you very much. rain and all right. now let's turn our attention to the weather here at 10 16 because today is a day where things are going to be changing on us. yeah, the morning time you have. he's got a big honey. i've got some things to get some thinking. >> get stay inside by wind for

the east bay for the east bay soju. mind a few or what about that? already. but yeah, today is kind of a gradual ramp up period. so if you don't mind those sprinkles. >> this early afternoon, you're going to be just fine. we'll still see a few of these light showers that we're seeing in the north bay right now drifting into thc rest of the bay area as we make our way through one to 03:00pm. the real rainfall, though, that gets here a little bit closer to your evening commute tonight and then especially picks up during our overnight hours. mother nature definitely sparing us a lot of the day, at least the worst of the weather. but you can see it is active out there and we've seen some light showers already pushing into marin and sonoma counties. more and more of it pushing in later on today. so let's do time it out free. you can see all that cloud cover up north san jose. you are some of our clear spots right now down south and a little bit of activity on radar in sonoma and napa counties. there's your heaviest of rainfall. still

several hours to our north. there's those isolated sprinkles i'm talking about into the afternoon. if you don't mind that too much, it's not going to be a washout just yet. just get out there with the rain jacket. be prepared for it. here's just after the evening commute tonight. you can see how rainfall becomes much more widespread and the heavier pockets really moving in after the sun goes down. we'll see a brief reprieve just after midnight and then rain picks up right in the middle of the morning commute tomorrow with some pockets of heavy rainfall for your morning drive on thursday. thursday itself is going to be predominantly a dry day. a few heavier pockets in there with a chance of thunderstorms. thursday afternoon, highly unlikely for most of us. and it is a break between our second system that makes its way into friday. that's the one that's going to offer up even more rainfall into the start of the weekend. so tonight's rainfall, a quarter to a half an inch. we're going to have more on top of it on friday. likely from start to finish that day. that's going to put us well over an inch of rainfall in total for the week for a lot of us. as for the

sierra just a couple hours away from a winter storm warning as snowfall really increases over the next several days, one to 2 feet of snow above 5,000 feet in elevation. that includes areas like donner summit naicco past. as you get up towards lake tahoe and even a couple inches of snowfall in our north bay mountains. we will be seeing snow level falling increasingly wow, especially thursday and friday. evenings as low as 3500 feet in elevation and that one to 2 feet of snow above 5,000 feet, expect delays and absolutely bring the chains with you. tomorrow. we will be seeing a slightly cooler day, but today we're still holding on to a few low 60's by friday. it's mostly upper 50's. a one-two punch of fronts here. the first being tonight, little breather. tomorrow afternoon. and then rain throughout the day on friday that low yeas is out of the region come saturday with a few isolated thunderstorms looking much better by easter sunday, daria, thanks. a lot 19. we want to get to the latest out of baltimore, maryland. it is

now a recovery operation. >> after that catastrophic collapse of the francis scott key bridge. the bridge collapsed early yesterday morning. as you reported live here on the kron 4 morning news all morning after that big cargo ship hit it and there were construction crews on the bridge. 2 people were plucked from the water and and one is in the hospital. the others not her, but they're sick. they still can't find. and we've got reshad hudson, our dc correspondent in washington right now with the latest on how the federal government is responding this crisis. >> from the rescue efforts of the rebuilding of the bridge. the federal government says it will be there every step of the way. 6 construction rorkers are presumed dead after a ship hit the francis scott key bridge in baltimore early tuesday morning. maryland governor wes moore says the cargo ship lost power and sent out an emergency. mayday call. >> our state is in shock. the search for the missing workers was suspended as night fell. the water was deemed too cold

and the effort took too long for anyone to survive. very difficult water temperatures. >> you have structures from the bridge there in the water that can do with the tides and currents to do our very best to recover those 6 missing people. president biden said federal officials from the fbi, the army corps of engineers and the department of transportation to help local leaders. this is an excruciating day for several families. the president says he wants the federal government to cover the entire calls of rebuilding the bridge. people ball marker count on us. so. >> stick with every step of the way. so the poor is reopening. the bridge rebuilt. and the busy port of baltimore remains closed until all of the debris is removed from the water. >> reporting in washington reshad hudson, back to thanks for shot. >> 10 21 is the time and that collapse in baltimore course has many people thinking about our own bridges because we

have a lot of cargo ships just like at the port baltimore harbor where they've got ships that pass by, you know, yeah, what happens if we get a stroud kron four's? dan kerman takes a look at that. >> safety is our priority. and it's one of the main things that has been taken into consideration in the construction and and all of the upgrades that we've made to our bridges. officials with caltrans can't rule out a collision with a bay area bridge, but they do say our bridges are constructed to prevent significant damage. every one of them has a protection device around it. that's a fender system that either is completely different than the bridge foundations themselves or it's designed to absorb the energy. caltrans says it's more likely the xbridge vendors will damage the ship as opposed to the other way around the next line of protection is making sure those navigating bay-area waters know where they're going before you even come into the bay bar. pilots board large ships and these are these are pilots that have been trained specifically to drive ships into the different

ports and navigate the bay along with that tugs are come. tugboats also accompany large ships. now caltrans admits you can't plan for everything and that's why emergency services are also part of the response plan once the ship declares trouble near a bridge caltrans which shut down the toll plaza at the golden gate division of the chp would go right into operation and closed the freeway. so you would have access to the bridge. and while there are no absolutes, perry officials are confident that should a ship collided with a bridge in the bay area. once again. >> it should not result in the calamity we saw in baltimore. in san francisco, dan kerman kron. 4 news. >> well, coming up on the kron, 4 morning news, san jose's using artificial intelligence to find homeless encampments. we'll explain how that's going to work and w

>> happening today, there will be a rally outside former house speaker nancy pelosi's home in san francisco. all to protest her support in that ban on tiktok. so the group behind this rally says the pelosi wants tiktok banned because they for feel like it's because young people are getting uncensored information about gaza and the u.s. involvement in the war. and so they're not happy. but we asked pelosi, she says that's not true. she is in favor of the ban of tiktok because she feels it's a security threat. the protest is set to start at noon today. we'll be following it. to the north bay now where santa rosa man is arrested after policing police on a car chase. listen to this. officers attempted to pull over the driver of this car that had no license plates. the driver, though, took off leading police on this chase through northwest santa rosa

apparently blasted through multiple red lights. even times drove in through oncoming traffic after the driver tried to run off, but police caught up with him and detained him. identified him as roy jones junior turns out he had 9 active warrants out for him. he's now been booked into jail. >> it's 10 26 in the south bay, san jose launches a pilot program to use technology to detect homeless encampments. the city is inviting tech companies to mount cameras on a city vehicle that would collect video of streets and public spaces and then they would use that footage. train ai to be able to tell if there are homeless encampments. there are people living in cars. the city says that they're doing this because they want to improve resources and services. but those who are concerned about it, they think that they're going to use that to push the homeless out. it's 10. 27 coming up next on the kron. 4 morning news signatures are being gathered right now to recall

>> 10 29 right now and we're checking out the weather. take the dogs out to earlier rather than later today. yeah, for sure. because later things are going to be a little wet. good morning, john. yep. it's definitely looking way different events today than it was to start the day. obviously, we actually saw some good peeks of sunshine over the past few hours. >> now we're getting a little bit cloudier out there and you can see from the east bay hills of you. i've been checking in with a lot this morning how we went from those mostly sunny skies to now some pretty overcast conditions. all this has to do with our first round in a series of systems impacting u.s. late

this week. this one resulting in mostly overnight showers tonight, but definitely some light sprinkles already in the bay area that we are seeing now drifting into portions of san francisco as well as the east bay hills. you may notice a few drops of water on the san mateo bridge. we've seen some of those light showers to the north already around santa rosa nevado on over to napa rainfall. intensity increases towards the evening commute and even more so as we go bad tonight, as for temperatures nevado as well as palais each at 54 right now, berkeley and oakland at 53. well, san mateo and that staff at fifty-five degrees. we'll reach the low 60's for most areas later on with increasing showers, especially toward sunset. i'll time out not just this system, but also our next one that will impact us this weekend. still to come back to you. >> thanks a lot, john. jen. 31, you learn a lot of things in school, but one thing that's not standard california, i don't think really anywhere is now financial act. human-like. how do you budget? you know, how

do you invest personal finances were sure. yeah, that financial literacy is key and >> the states of the state's school superintendent is looking to make that basically requirement for graduation from high school. but there are a lot of hoops to jump through. so let's take a closer look at how it would work. well, here at the california department of education, thurmond told me he believes are required. personal finance course could be a game-changer for students. >> and soon you the voters. >> could have the final say. this is something that will have tremendous benefits for our student. that's the message. state superintendent of public instruction tony thurmond hopes to convey about a proposal to make a course in personal finance, a graduation requirement in california. public schools. at the california department of education. thurmond spoke to this group of educators and financial literacy professionals about why he believes making such a course mandatory would have a long-term impact. students have access to learn about personal finance. they're less likely to have debt be able to

make great decisions about their future. and their finances and they get education that often isn't provided in the home. in the past. members of the legislature have tried to introduce bills to mandate a personal finance high school course. but those proposals failed. but now supporters behind a new effort are hoping to bring the idea directly to voters. last month with the support of thurmont, they turned in nearly 900,000 signatures to qualify the measure for the november ballot. they need just under 600,000 of those signatures to be considered valid to officially qualify for the november election. we hope that people will support and we think this is a great thing for california kids. it's a message with valerie chapman agrees and educator from oakland. she's the founder and ceo of financial literacy for kids, a nonprofit organization dedicated to teaching 4th and 5th graders about saving and investing. well, this is extremely important because studies have proven that students learn or develop their financial habits at an early age habits that will, you know, last them a lifetime. still, some are

skeptical. >> in an op-ed for the nonprofit publication cal matters last fall columnist dan walters road adding new mandates takes class time away from basics that too many students are not already mastering financial media. literacy classes are pointless for kids who cannot to him out or read at their grade level but and sees it differently. it can save a life report with students who are in tough neighborhoods. >> or schools that, you know, i've had many challenges and we see students performing well academically, but being engaged in life and what their future is going to be. we think that personal finances, important ingredient to success for all of our students. and it's unclear where all legislative republicans, dan, on this proposal, but gop senator and former senate minority leader scott wilk says he supports arguing it will give students the tools they need. >> to succeed reporting outside the california department of education in sacramento. eytan wallace kron. 4 news. >> well, people try to recall governor gavin newsom can now officially start collecting

signatures. the secretary of state approved the recall petition put forward by the group called rescue california. now that group says that they have a number of issues with the governor of everything from public safety to immigration and education. just some of the reasons why they're putting forward this attempt to recall the governor once again. don't forget the voters rejected the last recall effort in 2021 by a vote of 61 to 38. so we'll see what happens with this latest attempt. >> it's 10, 30 for kron. 4 is your local election headquarters and presidential candidate robert f kennedy junior has picked his running mate. it's a silicon valley lawyer and philanthropist and he says that she has got an excellent skill set for the job. he made the big announcement in oakland, which is where she is from her name is nicole shanahan and hear his thoughts on her and her. >> my fellow lawyer, a brilliant scientists acknowledges fears or your mom, nicole shanahan.

>> there's only antiwar candidate today and you'll find him in the democratic party or the republican party is an independent. robert f kennedy junior. his commitment to peace and to the welfare. working people in america that shocked me as a person of compassion to his candidacy. >> shanahan is also the ex-wife of google co-founder sergey brin. >> and she has a record of donating to democrats, but she says she left the democratic party. >> she feels that they've lost their way. >> when san francisco police are looking for the person stabbed a man of the city's tenderloin neighborhood. that happened early yesterday morning on gary street. fact, just a few blocks from van asked, police say 2 men got into a fight before one stabbed the other several times. the victims in the hospital. police have not yet released a description of the attacker. meantime, there will be no more new smoke shops in the tenderloin. the board of supervisors voted unanimously to ban it on tuesday. existing

businesses won't be affected at all. but this was really a push from residents. they wanted city leaders to make this decision. supervisors also voted, by the way, to bring a full service grocery store to the tenderloin as well. >> a helicopter chase, a high speed pursuit and a crash after a pricey theft from a lululemon store in the north and 4 people are now in custody and residents are pretty shocked at what happened. kron four's terisa stasio has more. >> now police say as many as 200 items stolen with the value of around $23,000. take a look. just a small glance at the loot snatched from a lululemon store in napa monday afternoon. i was completely surprised. i haven't heard about it at all. i'm here visiting for spring break. i lived here my whole life, though. and i just constantly hear about all the people running and taking as much as they can use of the retail theft stun napa residents. the store only open 2 years ago.
