>> from the area's local news station, you're watching the kron. 4 morning news at >> morning. thanks for joining us. and today is the day that we get to meet the new oakland police chief. been without one for a year. so that is much anticipated. plus, san francisco supervisors are pushing to end traffic related deaths. one supervisor says it's an emergency on the streets that needs to be fixed. and some nurses in the south faces an emergency and they're pushing to keep a trauma center open. we'll have the very latest on that. good morning. i'm daria and i'm james. we'll get to those stories in a minute. but let's switch over and take a look at

outside. find out what's going on. weather wise to get you out the door where the clouds, i guess they're not here yet, john. yes, still dry this morning. and for a lot of us still pretty sunny, as you've noticed, bay bridge behind me looking pretty bright as well. now we will be looking at a wet 2nd half of the day. so don't forget those rain jackets. if you're going to be about all day long, this is up from the east bay hills. also tapping into a good dose of sunshine. great morning for that morning jog walking the dog before things do take a turn later on. this is where we're sitting across the north coast. you can see mendocino as well as do norte a counties seeing rainfall already coming down. still several hours away from late morning, a few sprinkles for the north bay. mid-afternoon sprinkles for the rest of the bay area. rainfall really kicks it up a notch after the evening commute in the meantime, some 40's and 50's right now, alameda and san francisco sitting at 53 concord in berkeley at 50 degrees while santa rosa at 47 later on. it's still 60's for your daytime highs. it's not a complete loss of the day. i

oakland jane, tell essentially is going to introduce us to the new police chief. and we've been waiting for over a year for this. and as we know, that surge came with lots of drama filled throughout it. but we're finally here are hoping to hear more from him in the plans he has for the city. take a look. this is video and photos that we have of the new police chief floyd mitchell. what we know now is that he's been 25 starting his career in kansas city, missouri, at the police department. there before becoming the police chief in temple, texas. then most recently lubbock, texas, parted ways with the level to hartman last september. and that was after taking some heat for 9-1-1. calls going unanswered, which is also been an issue here in the city of oakland, many community members say the new chief has a lot on his shoulders as reports show that the city of oakland has already seen over a dozen murders this year with other crime. statistics showing that robberies are up. 35 1% from last year and many of them happening at gunpoint. we did speak with oakland mayor sheng thao recently. take a listen to what she had

to say on why she chose this new police chief. >> for me, she floyd mitchell, really it and, you know, showed at his proven leadership through all of the results that he's been able to do in lebec in also and in the other cities that he was chief however, at the end of the day, you know, i do believe that this is a great pairing with my public safety personnel. and yet again, it's never just one person. it's always 18. and so making sure that we have this missing puzzle piece so important and i'm so excited that we finally have a team to move forward. >> now, while some may question, if chief michel is ready to take on oakland as the area is much larger than his previous areas. we did speak with the president of 100 black men of west texas that worked with mitchell while he served as a levick chief. and he tells us that his experience will definitely show adding that he is a person who holds people

accountable when needed back out here live. that press conference is set to happen within the next few hours. so we're hoping to hear more from both the mayor and him on with the plans maybe to try and bring crime down here in the city of oakland. that's very latest reporting live in oakland and michael thomas story. james, we'll send it back to us live in the studio. thank you, michael. >> 804, is the time and happening today, san jose nurses at regional medical center are rallying now to keep their trauma center open. the hospital's trauma center has is a to a level 2 trauma center, which means they treat everything for burn victims to those suffering from a stroke or heart attack. the nurses organizing the rally, say closing the senate's going to cost lives, especially given the fact that the trauma center is located right there at the center's of highway 1, 0, 1, 2, 86 ad. they service a wide area. he's back in february that regional medical center announced they're going to be shutting down the center because of a decline in patient levels. the er they say will stay open. kron 4 spoke with mayor matt mahan after the announcement and he

was obviously concerned. >> what it's it's concerning. yeah, i'm glad to hear that they're committing to a 10 million dollar investment in expanding the number of beds and services in the emergency room. but we don't ever want to lifesaving medical services cut, particularly lower-income neighborhoods. the fact that he side san jose will have to travel farther to get to a trauma center is concerning. our eastside resident should not have to travel farther than other people too. get lifesaving trump. >> well, regional medical center will operate its trauma center is normal until august. 12th the rally today by nurses is set for 3.30. >> it's 805, and another bargaining session is set for today between nurses and john muir, medical and conquered. and the nurses are on their second day of a strike today. the 2 sides have been negotiating for about 2 years now over new contract, the

registered nurses on the picket line yesterday told us they have some safety concerns. workplace violence issues and staffing challenges. they say they need more staff so nurses can take breaks. >> john mayer has. >> a lot of their own. it. >> boards and meetings in place already. but none of those really provide a seat for a nurse to be president and to have any input. and as the feet on ground, the people facing patients every day, we really feel that it's most important that the nurses are t ones that have the most important. >> john myhre responded saying they have faced challenges in staffing like all health systems and they y that they have improved in that area. and they also say when it comes to health and safety, that that is a very important to tnd they are proposing expansive new language in the contract to cover that. >> well, a new report shows

san jose is struggling to divert 9-1-1. calls related to mental and emotional distress to the 9, 8, 8 mental crisis lifeline report found the county mental health teams were only given 2% of the nearly 60,009, 1, 1, calls that should have gone to them in the first place. police administrative have an answer why it's taking so long for staff to figure out which calls need to be redirected to 9, 8, 8, san francisco mayor london breed has lost the latest fight now over housing. yeah, she went toe to toe with the board of supervisors and the board. one will tran is live in san francisco for what this means for housing will. >> what it means for housing is san francisco and mayor london breed can continue looking for housing in trying to build new housing developments. they need. but 82,000 units by 2031. but in certain areas near bree cannot build. and the reason why is the board of supervisors voted late last night to override

her veto to go into certain neighborhoods like the northeast waterfront or jackson square to build, according to what supervisor aaron peskin said high-rise luxury towers basically taking away the charm of certain neighborhoods like jackson square. he wants to preserve that, which is why back in early or early march, just a couple of weeks ago, we introduced the measure to try to preserve those neighborhoods. then mayor breed vetoed that measure. but the supervisors they had the last say in this, which is why by a 2, 3 vote last night, they voted to override her veto, saying that look, in other places of san francisco, we want housing as well. but we also want to reserve certain neighborhoods, the charm, the historic feel of those neighborhoods. mayor breed reacted saying this is what's been going on for decades that san francisco has been trying to build new

housing, but simply can't. and she calls the override of the veto. a setback for san francisco. all right. thanks a lot for the update. >> thank you. will 8 or 9 is the time a san francisco supervisor wants to speed up traffic safety measures in dangerous areas. this after as you know, a family 4 was struck and killed when a car hit a bus stop in west portal and then right after that, there was a man was injured when a car hit a bus stop in the richmond district supervisor. connie chan has asked the city attorney's office to draft legislation to authorize and emergency declaration that would prioritize vision, 0 projects that haven't been completed because of red tape. >> we're saying you we have these plan project. oe know that design and and its plan and it's been planned. well, let's move with that. let's go like let's finish it is time for us to move and declared emergency and we need to move

what we've got to get the dogs out there. i know they're going to enjoy just as much as but yeah, we're looking at downtown san francisco with a good dose of sunshine up above. we are seeing our next storm system just above us. and it is moving in today after a dry start. we do have certainly a very rainy finish to the day. so clear dry across the bay area. but you zoom out and there's that rainfall sitting to the north of sonoma county. we will see a few light sprinkles late this morning for the north bay into the early afternoon for the rest of us real rainfall really kicks up a notch increase and a year after the evening commute tonight, will see pockets of heavy rain during the evening just in time for you to settle down and hopefully fall asleep to that sound of the rain into tomorrow morning. isolated showers will continue for your morning drive and even some heavy rainfall for the drive tomorrow starting to dry out into the afternoon with just a slight chance of a thunderstorm developing thursday afternoon. so you get

again on friday, all this is going to add up to over an inch by the end of the week. this first round of rain anywhere between a quarter to a half an inch. then we'll add on fridays rainfall and over an inch for most areas this year is going to be measuring it in feet with a winter storm warning going into effect at 11:00am this morning. donner summit could see well over a foot of snowfall from these next few systems with a foot and a half to 2 feet of snowfall above 5,000 feet in elevation. and as the systems are colder, snow level will fall to 3500 feet. that means we will have chain controls in effect and expect possible delays today is still going to be a mild one. all that sunshine we've got this morning will help us to cut up into the 60's later on tomorrow. a little bit cooler and cooler yet come friday. rainiest of times in this forecast tonight and friday with a chance of thunderstorms, especially early on saturday rain. all right, john, thank you for that long see here. just about all your highways. busy governor ran out there.

>> along 80 in the east bay highway 4. pretty much give yourself some extra time. if you're going to be heading on the 8 o'clock hour, 70 min right on the bay bridge. right now, things are looking good. no major accidents there about 22 minutes, a 80 to on our san mateo bridge, one of the south bay, even buildings. the last hour. we're almost at 70 minutes. you might want to take 2.80 to navigate around that. you need to. he's a good option. 50 minutes over the east bay selling to 37 80. the building just pass. also grant, it's going to take you around. 33 minutes to make it down to the maze. all right. james, back to you. thanks. a lot of rain. >> in the north bay, santa rosa, police have pulled over a minor for driving with expired tags and discovered he had a gun. it started with them ordering everybody out of the car after they smelled marijuana and when they searched the vehicle, police turned up a gun and 2 loaded magazines hidden in a bag under the driver's seat. the 17 year-old driver admitted that all belong to him. and so police have booked and now into juvenile hall. it's 8.17 we have some new information now about a high-speed chase.

>> around the bay that ended with 4 people being arrested. police say the 4 stole these items. >> from lululemon in napa on monday, 200 items worth about $23,000. >> and then there was a high speed chase that ended in oakland. let's take you there. this is video from the citizen app where the car was on its side at lakeshore avenue and beacon street. and police arrested the tourists as they're not surprised to hear about this. >> unfortunately, like in today's and it's like just training your team that like to almost just like let them do it because like also the sounds that ensuring and like your life isn't worth a couple. caroline kings. >> we reached out to lululemon, but we haven't heard back yet. >> what uc berkeley police now asking for your help in identify 5 people that were involved in this protest last

month and hear some of the pictures of the people they're looking for. they're accused of disrupting a campus event hosted by jewish student organization. police say members of the crowd forced their way into the school's theater, injured guests and police officers and cause property damage the incidents are now classified as hate crimes. >> it's 8.18, and the developing story out of baltimore is now search crews have turned to recovery efforts because that cargo ship crashed into the bridge. as we told you yesterday in the darkness, all these people plunged into the water and now they're looking for 6 missing construction workers, a total into the water to recover. but yeah, those 6 others still missing. and ben dennis joins us live from baltimore now with the latest on those. >> efforts this morning, ben. >> hey there, guys. good morning. a brisk breeze, frigid temperatures and dangerous pieces of steel sticking out of baltimore's. but a river where crews dive crews are looking for those 6

bodies to recover families on edge, hoping to start the grieving process and the investigation only in the early stages. check out this video overnight from the feds. a bird's eye view that cargo ship almost 1000 feet in length lodged into what was baltimore's iconic local francis scott key memorial bridge is still here for 50 years, but yesterday around one 30 in the morning. that's when it came down. we're told the 35,000 people typically drive on this every single day. officials say they believe a mechanical problem with the ship's power system. gave out before careening into a key structural pillar. that partnership we've learned was operated from company and singapore was headed to sri lanka off the southern tip of india. now, roic lee were told that authorities blocked traffic from driving onto the bridge just after a mayday call was made no doubt saving unknown number of peoples lives. at the last moment. here's what the next recovery stages this morning. >> this is an excruciating day for several families. we do not know where they are.

intend to give it our best effort to help these families find closure going to work with structural engineers to help them understand how to navigate and address the challenges of having bridge structure in the water. that may be sharp. that could puncture issue. >> authorities say they believe this was an accident. the fbi meantime says that no signs are pointing that this was related to terrorism. back to why this port of baltimore so important those ships allowed in no ships allowed out right now blocked 5. what was that bridge? >> they handled tens of billions of dollars of goods that american consumers use people across the world do as well. just last year, 800,000 cars and trucks last year. all put on pause right now. well, that recovery effort is underway in baltimore. and then dennis, back to you. >> thank you, and you know, cause of that collapse in baltimore has a lot of people wondering what about the bay? we see a lot of barges and container ships, cargo ships

that pass through. and we've got big bridges and it is a crash, a consideration yesterday. take that into mine when bridges are being designed and built an upgraded. >> every one of them has a protection device around it. that's a fender system that either is completely different than the bridge foundations themselves or it's designed to absorb the energy. >> yeah. so we're talking about how that works and how far out it goes. so it absorbs the energy. and actually the officials say that offenders are so strong that probably it would be a large ship or both that would be damaged more than a bridge would. but they say caltrans can plan for everything, which is why in the case of a crash, caltrans immediately shuts down, told plazas the chp closes freeways. they make sure nobody at act has access to the bridges. if something were to happen before they were to be checked. now the golden gate bridge is special. it actually features the most robust ship collision protection of any bridge on the whole west coast.

>> the 25 is the time. and police in san francisco now offering a quarter of a million dollars for any information leading to the arrest and conviction of whoever is responsible for deadly shooting. that happened at a playground. so that shooting was back in april 2022, it was out alex chalmers playground, which is right behind longfellow elementary school in the crocker, amazon neighborhood. you see it on the map. investigators say the victims were playing basketball when at least 2 people in a car started shooting in the end, 20 year-old occur on carlson at 22 year-old brandon alexander cheese died. 2 other victims were also shot but they survived. police say the getaway car was described simply as a silver honda accord. >> happening today is going to be a rally outside of. >> yeah. a former house speaker nancy pelosi, san francisco. how that's right

off until the afternoon for the rest of us temperatures in the 40's to low 50's. right now it's been a chilly start. it's going to be a fairly mild afternoon. still some peeks of sunshine through noontime today. some showers into the early afternoon and increasing rain into our overnight hours right now. all right. on the eve of that will get out and get things done for the rain starts to fall. that's a lot of people did in the early morning hours drive times on the bay bridge. they're getting better. think at the peak, we're at 30 minutes now down to 14 may's to that fremont street exit mateo bridge just shy of 21 minutes. last time we checked in 25. so these are starting to slowly improve 30 minutes along the ridges center bridge golden gate bridge around 34 minutes. and checking on your highways across the bay. this is our busiest hour right now. see all that red. give yourself a little extra time. james, back to you. thanks. a lot rain. a 31 and the head of california's public schools is backing a plan to make. >> financial education, a requirement for kids to get

yet to make more financially savvy before they graduate earlier actually highlighted one of those programs that was being taught out. it. >> in elementary school in oakland, we have a capitol correspondent eytan wallace with more on the story. well, here at the california department of education, thurmond told me he believes are required. personal finance course could be a game-changer for students. >> and soon you the voters. >> could have the final say. this is something that will have tremendous benefits for our students. that's the message. state superintendent of public instruction tony thurmond hopes to convey about a proposal to make a course in personal finance, a graduation requirement in california. public schools. at the california department of education. thurmond spoke to this group of educators and financial literacy professionals about why he believes making such a course mandatory would have a long-term impact. what students have access to learn about personal finance. they're less likely to have >> be able to make great decisions about their future. and their finances and they

get education that often isn't provided in the home. in the past. members of the legislature have tried to introduce bills to mandate a personal finance high school course. but those proposals failed. >> but now supporters behind a new effort are hoping to bring the idea directly to voters. last month with the support of thurmont, they turned in nearly 900,000 signatures to qualify the measure for the november ballot. they need just under 600,000 of those signatures to be considered valid to officially qualify for the november election. we hope that people will support and we think this is a great thing for california kids. it's a message with valerie chapman agrees and educator from oakland. she's the founder and ceo of financial literacy for kids, a nonprofit organization dedicated to teaching 4th and 5th graders about saving and investing. well, this is extremely important because studies have proven that students learn or develop their financial habits at an early age habits that will, you know, last them a lifetime. still, some are skeptical. >> in an op-ed for the nonprofit publication cal matters last fall columnist

dan walters road adding new mandates takes class time away from basics that too many students are not already mastering media. literacy classes are pointless for kids who cannot to map or read at their grade level and sees it differently. it can save a life report with students who are in tough neighborhoods or schools that, you know, i've had many challenges and we see students performing well academically, but being engaged in life and what their future is going to be. we think that personal finances, important ingredient to success for all of our students. >> and it's unclear where all legislative republicans, dan, on this proposal, but gop senator and former senate minority leader scott wilk says he supports arguing it will give students the tools they need. >> to succeed reporting outside the california department of education in sacramento. eytan wallace kron. 4 news. >> well, people trying to recall governor newsom can start collecting signatures to the secretary of state has approved the official recall petition submitted by the group called rescue

peace and to the welfare. working people in america that shocked me as a person of compassion to his candidacy. >> shanahan used to be married to google co-founder sergey brandon and she is also a record of donating to democrats. she says she left the democratic party because she feels lost its way. there are new numbers out that show how much fentanyl the state of california sees last month, according to data from the newsom administration, the california national guard last month help to seize more than 1 million fentanyl pills statewide. that includes about 600,000 along the california mexico border. governor newsom is now calling on congress to take action to help secure the border with mexico. >> in the north bay, we have a big step forward now for a sonoma county sheriff's deputy who was injured in the line of duty after spending. 22 days in the hospital. deputy nick dahlia was released from the hospital yesterday morning. he

was critically injured while confronting an armed suspect. incident ended with the suspect dead and elliott will be continuing his recovery at a rehabilitation facility. in san francisco. police are looking for the person who stabbed a man in the city's tenderloin neighborhood. it happened early yesterday morning on gary street just a few blocks from van ness. police say the 2 men got into a fight before one stabbed the other several times. the victim is at the hospital and police haven't yet released a description of the attacker let you know if they do. meantime, there will be no new smoke shops in san francisco's tenderloin neighborhood. the board of supervisors unanimously voted for a ban on tuesday. existing businesses will not be affected but residents of that and a light push city leaders to make this decision. supervisors also voted to bring a full service grocery store to that neighborhood as well. >> time now is 8.37. in san mateo county. sheriff's deputies arrested a woman for stealing $300,000 from the san

carlos based technology company that she worked for and she is now charged with embezzlement. the investigation spanned for several months where detectives then identified tina covered oi as the suspected on march. 20th they and officers from santa rosa arrested her. she is now the maguire correctional facility. in the east. bay. officials have identified a man who was killed in a crash in fremont over the weekend. we have citizen app. the accident on saturday. daniel thrower of el sobrante was killed. he was driving southbound 8.80, near dakota road. the off-ramp there. he hit a car, struck an embankment and died at the scene. the driver of the other car was not hurt. also in the east bay, a man who died when his truck hit a freeway overpass in oakland has just been identified by the coroner is jose deah dry day philo of pittsburgh who was killed. he
