richmond center fell bridge somewhere around 14 tolls to 101, and the golden gate bridge. 37 to the tolls about 33 reasons. back to you. thank you. ran a doe one and the big story that we're covering this morning is the departure of in and out from oakland closing for good. first time in the burger chain's history, they've shut down the location because of crime, especially with this one making money congress. michael thomas is in the newsroom with the reasons. good morning, michael. yeah, good morning, everyone. it that's right, daria. in fact, you know, officials from their corporate it did bring in a good amount of money. >> but again, it's because of that crime and it's right next to the airport. they saw a lot of revenue come in because as we mentioned earlier, people do come in wanting that burger. take a look. this is video of what it looked like yesterday. that was the day of r the last day that it actually served the oakland area, the chain's corporate office says this was a tough decision came as they continue to deal with constant car break-ins, property damaged in armed robberies along oakland's hagan, burger corridor, adding that the issues created an

unsafe environment for both customers and employees. yesterday was the last and in and out burger was made in the city of oakland and we heard from one of its former employees who says they feel like it's just another big hit for the town. >> is a great play here. i mean, especially when i was here, the warriors was still hear. the latest was still here. everybody would come here after those just said it's closing down. but got to move on. you know, that's what we can do. >> in a statement and announced coo says, quote, we are grateful for the local community which has supported us over the last 18 years. and we recognize that this closure negatively impacts our associates and their families. this location remains a busy and profitable one for the company. but our top priority must be the safety. and this may be in announce first closure, but it's not the first business to abandon oakland taken burger corridor, dennis closed its stores last month and recently taco bell also announced it would no longer be opening up its dining room to customers. last

week. city officials in oakland announced a new plan to confront crime in the corridor which stretches from oakland airport to international boulevard. now they're set to be an increased patrols by both oakland police and highway patrol. and that's it said to be done 7 days a week. the city also is investing 2 million dollars to help businesses hire private security guards and install security cameras. now those who may be craving that in and out burger. well, you may have to head over to alameda or san leandro because that will be the closest location that you can get. started. james, we'll send it back to you. all right. thanks a lot, michael. time now is 803, happening right now, health care workers at medical center in daly city are in on a two-day strike and we are covering this live with kron four's will tran to talk about what they want, why they're doing this demonstration will good morning. >> well, you can hear the honking and you can see the workers right behind me. instead of being up the hill and inside seton medical center, they are here and they

will. the gathering here for the next 2 days. and it seems like they are getting a lot of support from fellow members. of course, who are showing up as well as the public. they are demanding better care for their family as well as the patients. not to mention a pay raise. i did talk to seton medical center. this is what they are offering. so i want to show you their bullet points. before we talk to the union members. so this is what they're offering and they believe this is a fair offer. they are frustrated that, you know what contract negotiations have broken off for now. so they're saying that they are willing to offer 60% pay raise of the next 3 years. they also say that employees and their immediate family members have free health care. they say that is something that's not offered at many other hospitals, but they are willing to do that. and they say the top 5% of their employees when yeah, that benefits in the overtime.

they make an average of $181,000. so they believe it is fair. they want their employees to get back to work instead of being on the picket line. but here's christina talking for the workers on the picket lines. i just the public what they're offering 60% pay raise of the next 3 years. but you're saying that is not enough and you need more. >> it's enough if they had not implemented a health care package that did not have doctors said into the plant. i'm able to see specialist. they require a primary physician and this is the free plan. okay? we're talking about so they they require a primary physician. the primary physicians at the facility have not been paid so they will not see us. so most people are have gone without insurance coverage january when they implemented this without actually having any forethought and what they wanted to do and the doctors that they wanted to bring in it was all like a fake plan.

and you're saying that 60% pay raise. it does not match what the county for this size don't where that, you know, we're compared to 16% would bring us up to county. >> san mateo county hospital. we have done. >> multiple wage freezes it within the years with all of seton struggles. and so we're well behind what having a hard time with attrition and keeping people retain. so we're completely understaffed. we had to lap dated equipment. they don't want i have medical bills in. you know, ranging up to $5,000 that they have unpaid. >> for the past 2 years. and so they think that that this new health care plan that they have plant is going to cover what what we need. i mean, we need health care just like everybody else. other thing is, is that the pay plan does not cover for us to go to the lab to go to have any kind of

imaging services we had to go outside of the hospital. which cost money very good. thank you, christina. >> now i can tell you if you're a patient, they have brought replacement workers, but there is a huge wrinkle and the disruption for you. if you have say elective services, for example, you need a mole removed. well, if that was planned for today, that's not going to happen. that's going to be pushed back and they will reach out to you but emergency services. they are here and they will take care of. you have emergency needs. but anything else that will have to be re the rescheduled for another time because they even admit it is hard to get 460 workers. you know, even though they got notice, it's hard to find 460 workers to go inside. instead, of course, being right here on the sidewalk, looking at their bosses. back to you. >> all right. well, thank you very much. it's 808. and in san francisco, there's been another accident at a bus stop this time. it was in golden

gate park. one person standing near the bus stop was injured when this crash happened in. this comes a week after a whole family of 4 was killed when a car hit the bus stop that they were waiting they want to go to the zoo and now people live in san francisco's in richmond district are really worried about traffic safety. here's the recent crash. you can see this happen saturday afternoon around 05:00pm fulton street and part presidio. see the red car. well, luckily it hit that pole before it hit the man who was taken to the hospital with head injuries. witnesses say it could have worse if they pulled and take the brunt of that crash. police say that the driver was cited for multiple violations on the scene and now the community is demanding the city do more to protect pedestrians. connie chan is the supervisor in that district. and she tells kron 4. she's urging the mayor in the u.s. in 2 mta to speed up a safety improvements that they're planning, including to speed cameras on fulton street, but her challenger for that supervisor seat says that

physical barriers would protect people better. absolutely unacceptable. >> there's not enough that we can be doing in terms of policy in design change i were in charge would be putting in bollards tonight. unfortunately, that's not happening. we need better traffic enforcement in our streets need to be designed to keep kids to keep people safe. otherwise this is just going to keep happening. >> the sfmta is doing a speed study now along the fulton corridor that should be finished in june. the organization, richmond family sf is advocating for the city to lower the speed limit on fulton street is 30 right now. they want to down. 25. >> will 2 people are shot and killed over the weekend inside of a house in san francisco's portola neighborhood. 9-1-1 call sent police to the area of dwight street and san bruno avenue at about 8.45 sunday night. that's where officers found 2 adults dead at the scene. homicide detectives

have taken over the case. no arrests have been made just yet. we'll keep you updated. >> new details now about a united airlines flight that was delayed, leaving sfo, delayed by 17 hours. it was going from sfo to aspen. well, and eventually did skywest airlines, which operated the united flight, says the delay was because of a potential issue with the plane's brakes. and once they ensure that the blur brakes were working properly, then the flight finally did take off from sfo and head to has been. but listen, this ever landed aspen. they had to wait on the runway because it was too crowded. and so the passengers were delayed getting off of the plane. they finally did get there, though. well, new this morning, boeing ceo dave calhoun is stepping down at the end of the year. >> the commercial plane maker is under pressure now for major airlines that want to know how the company plans to fix problems with its manufacturing process. the company builds planes like that 7.37. max for alaska

the forecast for your tuesday with some mid 60's tomorrow. after that wednesday comes along with our first push of showers will see that wednesday afternoon into thursday morning. snow in the sierra will also be falling around that time. our heaviest area of rain actually makes its way and come friday with even heavier snowfall for the sierra on that day. so if you are heading up to this year this upcoming weekend, maybe get that head start head up thursday afternoon. friday is going to be a tricky one on roadways trying to get up there. bay area rainfall as we make our way through the tail end of the week, expected over an inch of rain for a lot of urban areas. that includes wednesday night into thursday morning and again on friday into early saturday today, temperatures pretty comfortable conquered in antioch, our warmer spots at 64. very warm us being napa and santa rosa at 65 well, san francisco at 60 degrees. tomorrow's temperatures on average will be the warmest of this week wednesday night into thursday morning. our first round of showers rainfall likely all day long come

county registrar of voter's issued an alert to residents saying that there have been multiple ports of voters being misinformed by people who were out collecting signatures to oppose the development. they either had incorrect information or a petition to stop the east. a lot of homes, jobs in clean energy initiative that has not been cleared for circulation. here's what's going around. officials say only one local petition has been approved and is official and that is to authorize rezoning of 17,500 acres of solano county agricultural land for the new development in the community. anybody who believes that they incorrectly signed a petition that is in diligent position. they can request their signature to be removedn president, president biden signs a 1.2 trillion dollar funding package that went through the senate. the vote was 74 to 24 lawmakers barely

missed that partial government shutdown deadline. it took 6 months of negotiations. and short-term spending bills to get this approved. the president says the money will help secure the border and expand child care. among other things. >> well, as state lawmakers determine how to address california's projected multi-billion dollar deficit. they say tax revenue may help close the gap while february's tax revenues did come in hundreds of millions of dollars above what was projected data from the department of finance shows that year-to-date revenues are still trending down. the nonpartisan legislative analyst's office says that even with these revenues, the state will face projects to be a 73 billion dollar deficit, which is much higher than the newsom administration's projection of 38 billion dollars. legislative leaders say there is a lot of work still to do. >> even though february's tax receives you see the administration is as teammates, we know the revenues generally coming in lower than the forecast and

that's concerning. and so we are prepared for some very difficult choices ahead. >> well, democratic leaders in the senate and assembly announced an early action plan that they say will shrink the deficit by 12 to 18 billion dollars on the other hand, gop lawmakers say that more spending may not be the key to better results. they would rather make cuts to several programs. >> especially when we talk about homelessness is that we we reward only those areas that are proven to get results. lot of the programs are questionable. and those are the ones that should be the targeted for our consideration for what they call delays or cuts. and so let's go with what we know. works. >> the legislature will be on recess this week, but they are expected to take more action on the budget when they return in early april. time now is 8.20 and a new study says that people in the bay area are very happy with their financial advisors. a financial media company called marketbeat looked google reviews for financial advisor, businesses in cities and they

found that san francisco, san jose santa rosa fremont and oakland. >> we're in the bottom. 50 u.s. cities for satisfaction with financial advisers, san francisco financial businesses ranked an average of 4.6 stars on google reviews. oakland businesses had a 4.2 star rating, the best city for financial advice, services. according to the google reviews, was wilmington, delaware. their average was up 4.9 gogal rating. the worst city big spring, texas. >> kron four's your local election headquarters and independent presidential candidate robert f kennedy junior is coming to the bay area tomorrow where he's expected to announce his choice for vice president that will take place in oakland. rfk junior is reportedly planning to name bay area native nicole shanahan as his running mate. she is a california attorney, an entrepreneur and previously was married to google co-founder sergey brin. they

grew up she grew up in oakland graduated from santa clara university school of law. rfk junior was reportedly considering former minnesota governor jesse ventura and new york jets quarterback aaron rodgers as potential running mates. >> final numbers show about 47% of san francisco voters cast their ballots in the march 5th primary election, which is the lowest level for a primary since 2012, about 233,000 ballots were cast. the city has more than 500,000 registered voters. almost 90% of the ballots this year. we're vote by mail back in 2012, the presidential primary voter turnout for that was just over 30%. >> apparently, i mean, as an adult, maybe you has to call in sick to work. well, apparently a lot of kids do the same thing. >> middle and high schoolers don't want to take a sick day. a new survey from the university of michigan finds that. >> kids are worried about being absent and they gutted leah affecting their grades.

>> to highways and a really busy right now, 14 minute ride into the city. meteor lights on and you're no longer building as you're traveling along a t 15 min around 80 to 101 getting on the san mateo bridge. much easier. the 25 minutes last hour, 12 minute ride on your richmond. sandra fell bridge just under 32 minutes on the golden gate bridge. let's check on those highways. 101 in the south bay. 44 minutes, 85 to menlo park. all right. james, back to you. thanks. a lot rain 8.30, in the south bay. san jose mayor matt mahan has appointed a new interim police chief. he hasn't kron four's. michael thomas is in the newsroom with more on the story. good morning, michael. hi, good morning, everyone. >> that's right. paul joe said he is going to be serving as san jose's new interim police chief and he's currently second in command at the serving as interim isn't really out of the ordinary and he's set to take over next week. now, assistant police chief paul joseph has spent the last 30 years with san jose police department. he joined back in 1994 and that was after working 2 and a half

years over in san mateo. he was a put work for the police force there as well. and in 2021, he was appointed assistant police chief and has supported current police chief anthony mata ever since both men have pushed for more transparency and community engagement in the department. and san jose mayor matt mahan says joseph is a very capable leader for interim position and believes he can step into it. seamlessly. well, they continue to search for final candidates. >> we're very fortunate to have someone with interim chief joseph's history and experience and help provide stability and continuity being chief mata as assistant chief for the last 3 years has. so we put him in the position to build off of that consistency. then the search just it takes time. you want community input. we have an outside search firm helping us to source candidates. we're doing a lot of community engagement. it's a minimum six-month process.

>> urrent police chief mata announced that he was leaving the department back in january saying he waa embarking on a new role with the santa clara county district attorney's office. mayor matt mahan says he believes behind a solid foundation for both interim chief joseph and the eventual permanent police chief. so we get more details as to what that list of candidates may look like. we'll keep you updated. but as you heard from the mayor, it could take up to 6 months. that's a very latest here in the newsroom. i'm michael thomas started. james, we'll send it back to you. thank you, michael. >> time now is 8.32. and another big story that we're following for you this morning. the fact that oakland finally has a new police chief after it was a position was vacant for more than a year earlier. remember, mayor sheng thao the last police chief and now she's just appointed the new top cop. >> our getting to know him a little bit. yeah. floyd mitchell is his name. we don't know much. however, we have kron four's dan kerman with a look at his history. >> one that he brings to the bay area. >> for some oaklanders, it was last month's police commission

candidates forum when they first got a look at oaklands new police chief floyd mitchell. i believe it's going to be a very challenging. >> opportunity for a police chief to come in and work with not only the members inside the department community members and multiple governing authorities to work to move the the oakland police department forward. >> mitchell began his career with the kansas city, missouri police department after 25 years there, he became police chief in temple, texas population. 82,000 in 2019, he became police chief for the city of lubbock, texas, population 257,001 thing that you consider probably the biggest accomplishment of his time here was the search allies in the police force. >> and that really helped his goal of community policing. >> that still is the evening anchor at our nexstar affiliate, lubbock, texas. he says mitchell was behind creating police substations in 3 different parts of the city. one of the things chief michel

focused on was really touting the cart of safety by having the police department. >> closer to your home, this is going to be a safer community for everyone. he had a pretty much open to a policy. >> for folks to come in talk with him about issue that they may and that opens when he when you have open door policy like that, it makes everybody feel like they are part of the change that happens within the community. reggie dial heads up the organization 100 black men of west texas. >> he says mitchell gained a lot of respect by joining with his organization following the murder of george floyd to lead a solidarity march in the city. we had. >> over got maybe 200 folks. now they're in a solidarity march to make sure that the city of louisville understands that is a partnership between the community in the police department. we have to work together that he was a big piece of that, a major piece of that. and while those we spoke with said mitchell

worked hard to establish relationships with the community. >> the same cannot be said for the news media. we would have, you know, unfortunate shootings and incidents that would happen you would expect tillis hear from the chief on he didn't really hear from him at all during the end of his tenure in lubbock, mitchell took a lot of heat for 9-1-1. calls going unanswered. but insiders say mitchell also didn't fare well when it came to officer morale. there was a internal review, but of the police department that was conducted by chief michel and conducted by the department to see warmer out within the department. and so from what i've been told from sources from within department of told that when it came to around all and how officer stopped mitchell was doing, it was pretty. >> fifty-fifty the city of lubbock and chief michel parted ways in september of last year. >> those dan kerman reporting that we did reach out to chief michel for a one-on-one interview. we're still waiting to hear back. we do know that he's expected to meet the community and the media.

>> in oakland sometime this week. so we'll let you know when that happens. in the meantime, the oakland chapter of the naacp has released a statement which reads in part, quote, the long vacancy of this critical position cause a real sense of lawlessness in oakland. and we're glad to see that the city is finally moving forward. it is imperative that he meet with the naacp and the community as soon as possible. we congratulate chief michel and look forward to meeting and partnering with him. >> authorities in antioch are investigating after a body was found in a creek sunday morning around 11, 15 in the morning. police responded to a report that someone saw floating body and it was a 5700 block of slaton ranch road where this sighting was made. police did find body and pulled it in its a 38 year-old man is all we know. the cause of death has not yet been released but crime scene investigators and the violent

crime unit are looking at this. the bodies with the medical examiner right now. hayward high school substitute teacher is one of 6 men being charged with attempting to meet up with teenagers for. police say josef martinez worked as a 10th grade english teacher at tennis in high school. he's accused of sending inappropriate messages to to undercover cops who were posing as a 13 year-old girl. a spokesperson for the hayward school district tells us that this is in part what they had to write. basically their response was that they swiftly responded. they immediately released that employee and the district also notified tennis in high staff members and families about what was happening on monday. march 4th. and they pointed out all new district employees are subject to a department of justice background check. and that the teacher, mister martinez's background check did not return any problematic past behavior.

>> when the east bay, a laundromat employee in oakland apparently is was assaulted by a patron who alleged that their items had been stolen. oakland police say this happened on march 16th on park boulevard. investigators say the accused attacker told the employee that some of their personal belongings were missing from that laundry mat. and when they asked the employee to show them the surveillance footage, the employee apparently refused. and that's when police say. individual push that victim to the ground. that individual was cited and later released. victim was treated at the scene. in the east bay emeryville. police arrested 2 suspects for buying alcohol for minors on thursday night to minors under the supervision of law enforcement were tasked with asking adults outside a convenience store to buy them alcohol. and they also told customers they were under 21 and couldn't buy it themselves. so they're pretty clear about it. the penalty were for furnishing alcohol to a minor is a minimum fine of $1000. and 24 hours of community service. well, for

your money this morning, california's unemployment rate is now the highest in the country. the state's unemployment rate now hitting 5.3% that was recorded in february. the national unemployment rate is less than 4%. so quite a bit about it. the statewide increase comes after new data shows that job growth in california was slower last year than previously thought. new federal analysis found just 50,000 jobs were added last year. experts say this economic slowdown is reflected in the state's budget which faces now a multi-billion dollar deficit. >> time now is 8.39. and there's a new pilot program that may help renters get some cash directly. the u.s. department of housing and urban development is encouraging local housing authorities to experiment with giving cash to renters. they're hoping that will give more power to the tenants compared to a voucher system where federal money goes directly to the landlord. advocates say if this test program works, it could
