reaction pouring in tonight, including the city's former chief who was fired. but first, wet weather making its way into the bay area. check out the lens there that's brewing some snow up in the sierra. >> there's a live look at mount tam and you can see the lens covered with moisture. the region's higher elevations are getting rain right now. >> and good evening, everybody. i'm vicki liviakis. i'm ken wayne today. tomorrow we're going to be wet and windy with a chance of thunderstorms. >> our chief meteorologist lawrence karnow here with a look at the forecast guys. almost hard to believe. we're talking about mid 70's just day or so ago. but now it is back to some wintry weather. storm clouds rolling in today. and here we are. >> looking at rain begin to pick up around the bay area into san francisco. the ground is wet outside as the showers have begun to move. in fact, we're starting to see some heavier pockets of rain popping up around the bay area. now, this all part of a larger system. now you see the center of area of low pressure up in the gulf of alaska, bringing that rain fall into the bay area. so much of

northern california also get the rain. in fact, just to our north, some areas already one to 2 inches of rain. but this front is finally making its way into the bay area. now ushering in what looks like and extended wet period here is we're going to see not only rain tonight, but on off this weekend, i think may be well into next week, too. showers taking their time getting in here today. but finally coming on shore now and kind of picking up around the bay area, you see the pockets of some heavier amounts of rainfall. now beginning to move in parts of the east bay, seeing some of the heavy rainfall. also, in fact, some of those bands now pushing into oakland. those are some very strong rain bands moving in that direction. so travel around the bay area. unfortunately for the commute getting rough out there on a t you've also got to 24 looking at some heavier bands of rain moving in there as well. checking on some of those rain rates outside. yeah. over an inch and a half an hour that could make for some treacherous travel. if you're out there right now, definitely some ponding on the roads, just some widely scattered showers so far in the south bay, although i think that will be picking up a little bit later on a scattered showers in the east bay, 2 in the north bay has

been watching that rain kind of on and off throughout the afternoon. a more on the way. so yeah, it looks like it is going to stay very active overnight tonight and into tomorrow as we've got yet. the main for cold front coming through tonight tomorrow you have the chance of more thunderstorms and showers, maybe even a little hail around the bay area. thank you, lawrence. a big story we're following for you tonight. the city of oakland. >> well, finally have a new police chief mayor sheng thao has tapped floyd mitchell. he's a former police chief from lubbock, texas, at a city of about 260,000 people. about 5 hours west of dallas. this comes more than a year after mayor thao fired chief wrong armstrong from that position. it was in february 2023. last october. the city's police commission recommended 7 candidates for that position, including former chief armstrong. but the mayor rejected that list in the process started all over ain. the final selection look like cincinnati's

assistant police chief lisa davis, new york city public safety deputy mayor luis molina, former san leandro police chief abdul pridgen and mitchell mayor thao says that mitchell's extensive career and leadership skills stood out to her. she floyd mitchell. >> really is. and, you know, showed at his proven leadership through all of the results that he's been able to do in lebec in also and in the other cities that he was chief however, at the end of the day, you know, i do believe that this is a great pairing with my public safety personnel. and yet again, it's never just one person. it's always 18. and so making sure that we have this missing puzzle piece so important and i'm so excited that we finally have a team to move forward. >> safe to say most people here in the bay area know very little about oakland's that new police chief other than his previous position. well, tonight, kron four's dan

kerman has some insight into mitchell from his former community and dance here in the studio with more. dan. lubbock, texas, where chief michel previously worked. but those who know him say say the efforts he made to connect with the community will serve him well in oakland. floyd mitchell began his career with the kansas city, missouri police department after 25 years there became police chief in temple, texas. >> population 82,000 in 2019, he became police chief for the city of lubbock, texas, population 257,001 thing that you consider probably the biggest >> accomplishment of his time. here was the search allies in the police force and that really helped his goal of community policing. >> that still is the evening anchor at our nexstar affiliate, lubbock, texas. he says mitchell was behind creating police substations in 3 different parts of the city. one of the things chief michel focused on was really touting the cart of safety by having

the police department. >> closer to your home, this is going to be a safer community for everyone and a pretty much open to a policy. >> for folks to come in talk with him about issues that they may and that opens when he when you have open door policy like that, it makes everybody feel like they are part of the change that happens within the community. reggie dial heads up the organization 100 black men of west texas. >> he says mitchell gained a lot of respect by joining with his organization following the murder of george floyd to lead a solidarity march in the city. we had. >> over got maybe 200 folks. now they're in a solidarity march to make sure that the city of louisville understands that is a partnership between the community in the police department. we have to work together that he was a big, big piece of that, a major piece of that. and while those we spoke with said mitchell worked hard to establish relationships with the community. >> the same cannot be said for the news media. we would have,

you know, unfortunate shootings and incidents that would happen you would expect tillis hear from the chief on them. he didn't really hear from him at all during the end of his tenure in lubbock, mitchell took a lot of heat for 9-1-1. calls going unanswered. but insiders say mitchell also didn't fare well when it came to officer morale. there was a internal review, but of the police department that was conducted by chief michel and conducted by the department to see out. one within the department. and so from what i've been told from sources from within department of told that when it came to around all and how officer stopped mitchell was doing, it was pretty. >> fifty-fifty the city of lubbock and chief michel parted ways in september of last year. >> just last month, chief michel appeared at a candidates forum before the oakland police commission. it's going to be a very challenging. >> opportunity for a police chief to come in and work with not only the members inside

the department community members and multiple governing authorities to work to move the the oakland police department forward. >> we did reach out to chief michel today for a one-on-one interview. we didn't hear back, but he's expected to meet the community and the median oakland sometime next week live in the studio. dan kerman kron. 4 news. thank you, dan. former oakland police chief leronne armstrong reacting to the news about the new chief saying, quote, public safety is the most important issue in oakland. we have a dedicated police force that now has a new leader. i send my best wishes to floyd mitchell and offer any assistance he may desire. this is my hometown. i want everyone to be safe and will do everything in my power. now as a private citizen to assist in that goal and quote. community leaders from all around oakland. they're also responding to merit house announcement. the hiring is being met with. >> mixed reaction. but most agree. it's a decision that is long overdue. >> apprehensive about the fact

>> and has delayed the full closure a section 6.80, the freeway there in the east bay due to potential wet weather. the agency had originally planned to shut down the interstate 5, 86, 80 connector in pleasanton down to cook monroe april 12th to the 15th. the new date have been pushed to april 26th beginning at 09:00pm through the 29th of the closure will give crews the opportunity to repair deteriorating areas they're the same section of the freeway was closed this past weekend for similar repairs. stanford women's basketball team is gearing up for its march madness run the cardinal as a number 2 seed and they take on the 15 seed. >> norfolk state. a team tonight here at home in the bay area marks their 37th ncaa tournament appearance and 35th under head coach tara vanderveer, the all-time win winningest coach in college basketball history. tip-off

>> welcome back. time now for 4 zone forecast. as we give you this live. look at a crowded a bay bridge toll plaza. yeah, lawrence, what a turnaround. how we've gotten from beautiful sunny skies to this. yeah. really hard to believe. but here we are. we're back in >> winter-like pattern outside spring is here, but certainly feeling a whole lot like went to the rain is moving in this afternoon and looks like it's going to stick around into the weekend and into next week as well. series of storms likely to impact a bay area. look at this live cam. this coming from the top about 10:00am. it is for pretty fears out there right now. look at the winds. we've seen some wind gusts over 50 miles per hour there. of course, that rain has been coming down. of course, the higher peaks getting some of the strongest gust, but even down some of the urban areas, we've had some gusts over 30 miles per hour today. now getting into that rain, you

can see it out there all around the bay area. now, showers moving in some pockets, some heavier amounts of rain in the east bay. right now. you can see the oakland in lafayette. we've got some heavier bands that are now pushing on through. so some of the cells bringing down some heavier amounts of rainfall again on the 24 there. that would care for some ponding on the roadway in renn, doug headed toward lafayette right now, likely be picking up in that direction. overall, though, it looks things going to be pretty wet and windy through the evening hours that i think as we head toward midnight tonight, things begin to taper off. but still, you're looking some 20 and some 30 mile an hour gusts around the bay area. now down the urban area. so let's time the storm out for you overnight tonight as we head through the evening, the storm going to slide to the south as we head toward 8 o'clock. a lot of rain around the bay area affecting the south bay to and then as we get toward around 10 o'clock or so, things begin to taper off in the north bay continuing in the south bay after midnight, the most of the bay area probably gonna start to dry out just a little bit, but not known. we've got more scattered showers likely to pop up as we head in toward tomorrow morning. we've got some cold, unstable air coming in. not only could we see some

showers. how about a few thunderstorms on your saturday. thank you, lawrence. we're following developing news out of russia. isis is claiming responsibility for a mass shooting at a concert hall in russia. >> just outside moscow, video from inside the crocus city hall shows the number of gunman opening fire inside the venue. russian state media says the attackers dressed in fatigues stormed in and started shooting before the concert started. authorities say many people huddled behind chairs as others were shot at close range. suspects allegedly used grenades and other explosives to set the venue on fire. russia says 40 people are dead. that number is growing where there are reports as many as 60 people are now dead, at least 100 people have been injured. the public now has answers as to why princess kate hasn't made a public appearance since january. >> her royal highness announcing that she has cancer today. kron four's rob nesbitt reports on the video message,

altered princess as she needed time to recover from surgery and to be a mom, it is taking its time to explain everything to george charlotte and louis. in a way that's appropriate to them and to reassure them that i'm going to be okay. i spoke with ucsf oncologist, doctor sam brownfield about the princess's diagnosis. he says there's a long list of possible cancer she could have in the abdomen area, but no matter the type her message will impact millions. my heart's beating a little fast thinking about like idea receiving news like that. and just how it is for anyone to get news that they have cancer. i'm just got word alone, i think is so scary for many people. myself included is someone treats people cancer. the announcement, another shot for the royal family since king charles announced his own cancer diagnosis in february after undergoing surgery for an enlarged prostate princess kate, asking for privacy during her treatment and recognizing others who can relate. >> everyone facing disease most have a full. she's too not least faith will hype. you

year. history. today city leaders finalized new plan for downtown oakland is the downtown oakland spe ific plan will ramp up. >> public safety. change. how says this means more security and parking garages and new cameras to help provide a safer environment. the plan will also focus on affordable housing connecting the downtown neighborhoods and preserving oakland culture. it will now be presented to the city council for approval. coming up, how many hours would you wait in line for a beer? you know, really good beer? well, these folks woke up bright and early because finding the younger is back.

give you a live look at wow. really cloudy skies over francisco. you know, i'm going to rename lawrence a delivery man because you delivered on your threat that it was going to rain. but yeah, i don't know how many people are happy about that, though. they're mission. i mean, it was so last couple of days. in fact, this last week. now we get the

rain back again. and here comes that snow boy, that mountain snow is going to be something else over the next a couple weeks here is see a lot of snow on the way. >> here's a beautiful live look at half dome right now. you can see half dome right here. snow capped mountains there behind no snow. they're just yet couple clouds, but that's all going to change back, starting to see some snow moving in for the north. now they're checking for chains both 80 50. if you're headed that direction, you really got to be prepared. these are series of very cold spring. storms are going to be moving into the snow level is going to be dropping all the way down to about 3500 feet by tomorrow. and so not only were going to see the storms this weekend. it is going to be on and off well into next week. in may be the first week in april 2. so one to 2 feet above 5,000 feet. we could see maybe 3 to 4 feet this weekend on some of the higher peaks. so that is a lot of snow in a short amount of time. travel delays likely up their chain controls from time to time too. and some gusty winds to go along with that. so we've got winter storm warnings that have want gun up across part of the foothills of the sierra nevada. winter weather advisories continuing until

sunday morning that i think they'll probably issue, though, again, as we head in toward the middle of next week as we've got more stormy weather on the way temperatures. boy, we went from spring skiing. temperatures in the 50's. so so now tomorrow, well, that all changes into the 30's by tomorrow afternoon. snow showers moving in. likely to continue on sunday. i think maybe a little bit of a break on monday and then more storm clouds roll in as we head in toward the middle of next week. so we're going to start to see some very impressive totals over the sierra nevada. i think after we had these all up over the next 7 to 10 days, we're probably going to be above normal the entire season across much of the sierra nevada. definitely the northern sierra may be the central here, too, but we're talking a couple of feet as we head through many of the ski resorts, they are loving likely to be able to extend their ski season as we've got a ton of snow coming their way. all right, lawrence, continuing our coverage tonight on oakland's new police chief floyd mitchell in 2019, mitchell was appointed as the first black police chief in lubbock, texas. >> the department was
