to select floyd mitchell, theresa, just this announcement comes after more than a year of searching and some back and forth between the mayor and the police commission. floyd mitchell comes to the oakland police department with more than 30 years of law enforcement experience, he began his career as a patrol officer with the kansas city, missouri police department. 25 years later, he accepted the police chief position for the city of temple, texas and 2019 mitchell was appointed as the first black police chief for the city of lubbock, texas, oakland mayor sheng thao praised mitchell's extensive career telling kron 4 news his leadership skills stood out. >> she floyd mitchell really is and, you know, showed at his proven leadership through all of the results that he's been able to do in lebec in also and in the other cities that he was chief sheng thao addressed the issue of

choosing an outside candidate rather than taking from inside the department. all of the candidates were qualified and i think that for the process. but for me, she floyd mitchell. >> really is. and, you know, showed at his proven leadership through all of the results that he's beabto do. chief michel resigned from lubbock, texas in september of 2023. he had faced criticism for 9-1-1. calls being unresponsive. oakland recently poured several million dollars into their 9-1-1. system after facing similar complaints. thao said that she was impressed with mitchell's approach to working with the 9-1-1 system and making it more successful. and so i'm expecting that, you know, when he comes to the city of oakland that we can, you know, chip at the ice block in regards some of the issues that we're dealing with here. the search for oakland's next police chief started after mayor thao fired leronne armstrong in february of last year. armstrong had been placed on administrative leave

one month prior after an investigation faulted him for mishandling to misconduct cases against an opd sergeant last october, the police commission recommended 7 candidates for the position, including former chief armstrong mayor thao rejected that the process started again with the final selection, including mitchell and lisa davis from cincinnati. the oakland police officers association weighed in on the final choice of mitchell. we have significant challenges in our city. number of complaints, process city. >> i'm very eye-opening way. some point. we need somebody to come in pave the way and make serious changes. >> chief mitchell's start date is being finalized but is expected to begin leading the oakland police department between late april and early may chief floyd mitchell moved to oakland with his wife, rebecca. and is the father of 2 adult sons, ben and ethan. adjusting. theresa, thank you

so much. and former oakland police chief leronne armstrong releasing a statement about the new chief saying public safety is the most important issue oakland. we have a dedicated police force that now has a new leader. i send my best wishes to floyd mitchell and offer my assistance that he might desire of. this is my hometown. i want everyone to be safe and will do everything in my power now as a private citizen to assist in that goal. and kron. 4 news did speak with robert harris from the oakland naacp to get reaction to the mitchell hiring. and harris says while they don't know much about chief michel, they look forward to working with him. >> community engagement is so critical. 2 effective police work and we believe if the poli comes were 2 of the community gets own engagement of the community, that he will more than likely be very instrumental in helping open

move forward. >> harris added that one of mitchell's biggest shops will be working to make sure the community feel safe enough to report crimes to opd. the department is currently under a negotiated settlement agreement and under the supervised supervision of a federal judge and a court appointed monitor civil rights attorney john burris who worked on that lawsuit that led to the oversight believes it would have been better to have selected someone who is from oakland, someone who's familiar with the settlement agreement. >> we're at a point where we're kind of getting close to ending the nsa. this whole has not been good. now we've got into the new chief and that she passed now learning saying we learned that the department itself and that could really the ending of the nsa, saw the period of time we lost and not been good. rest trying to get this process done. >> there's currently no date for the oversight to oakland

in that area. this will be the first in and out burger to close in the company. 75 year. history. 6 men have been charged for attempting to meet up with teenagers with the intent to commit a crime. they were all caught by undercover police officers working in a contra costa county task force hayward high school teacher was one of the men arrested josef martinez worked at tennis in high school, teaching 10th grade english. police say that martinez sent inappropriate messages to to undercover cops posing as a 13 year-old girl. he was arrested for sending harmful material to a minor and attempting the production of child. the district attorney's office says the arrests were made possible from the operation broken heart. that's a task force targeting internet crimes against children. caltrans has delayed the full closure of a section of 6 ad. the freeway there in the east bay due to the possibility of wet weather. the agency wanted to shut down the interstate at

the 5, 86, 80 connector in pleasanton down to common road and snow over the weekend of april 1 the new dates have now been pushed to the weekend of april. 26 will start at 9 at night. the closure will give crews the opportunity to repair the roadway in that area. the same section of that freeway was closed this past weekend for similar repairs. speaking of wet weather, it's raining outside and parts of the bay area. here's a look at the east bay headlights on for sure is. people are making their friday commute. pilots here now with a look at the radar so we could see where it's raining right now and where it's going. yeah, we're in it right now. you take a live look here and i've kind of frozen it. so you can come see exactly where the showers are coming down. north bay started seeing this first and there are some light showers. >> at a point raise over to santa rosa. but if you go a little farther to the north, you start to see those oranges and yellows pop-up in and around middletown just south of clear lake just north of calistoga. this is all to say that these roads are definitely slick out there right now. and as we take a look here, you can see from richmond to lafayette to

oakland. we're seeing these fall in concord as well. just in time for rush hour right now. it's not great timing, but certainly if you're on 8.80, or 5.80, you're going to have some slick roads to contend with as you make your way home today, bring it over the peninsula into badly in san francisco. we've had a little bit of rainfall there, but now san mateo starting to see this. you can see it's working its way towards the south bay. so palo alto, seeing a few showers as well at this hour. so we're all going to get in on this eventually as this continues to stream in. not just today, but throughout tomorrow and even into the first part of sunday. quick look at your current temperatures as we take a live look at the clouds that are all stacked up there. taking a look from the east bay. you can see we're still relatively warm. so still above average temperatures, particularly inland where we're in those mid to even some upper 60's. so temperatures are going to change big time. we get into tomorrow. part of this system moving past us right now, though, we see the winds start to pick up. it is that southerly flow. so in addition to the rain on the roads, watch out as well for those bridges where you could see a little bit of a shaken your card. you go across some of

these bridges. see what those lights on for sure. and the windshield wipers on because look how dark it is as we take a live look here at the golden gate bridge. thankfully the road not too wet here yet, but just take it easy. if you're driving on the back a little bit. we'll talk hour by hour forecast and take a look at the rest of the weekend. clear district attorney brooke jenkins joining members of api community in a rally demanding justice for and paying taylor a victim of elderly assault. >> taylor was 94 years old at the time of her attack. she was stabbed multiple times while walking in the lower, not home neighborhood in 2021. the attacker pleaded guilty. 2 attempted murder, elder abuse and assault. despite the district attorney's recommendation for a 12 year prison sentence, he was sentenced to only 5 years of probation. >> we have to have a responsible system of justice. we have to have accountability

in san francisco. there is no one more vulnerable than a 94 year-old woman is walking down the street. this was an unprovoked situation. and so we want to make sure that our asian seniors have ability to walk down the street safely our >> the rally interrupted by people protesting jenkins decision and instead supporting the judge who placed the man who stabbed taylor on probation, the opposing protesters accused jenkins of not revealing all the details in the case and said that revenge on someone is not the answer. san francisco police arrested a man who allegedly vandalized more than 20 cars. officers responded to a call around 9 tuesday night to reports of slashed tires. the area of 12th avenue in anza street. when police arrived, they saw a suspect who matched their description. officers identified that man as 22

year-old ozel torres. he was taken to jail for suspected felony vandalism. now on to some developing news s catherine, the princess of wales has confirmed that she has cancer and is undergoing chemotherapy. she disclosed her condition in a video message that was released today in january. i underwent major domo side street in london. >> and at the time it was so that my condition was known cancerous. the surgery was successful. however, tests to the operation council hot being present. my medical team that for advice that i should undergo cool said prevents of chemotherapy. i'm now and stage is that treatment? >> this announcement coming after weeks of speculation about her whereabouts and her health. she was hospitalized in january for an unspecified abdominal surgery. and this is another shock for the royal family since the announcement last month that king charles, the 3rd being treated for an unspecified type of cancer that was caught while undergoing a procedure for a

about the clouds building here across san francisco. pilots here now. so we can chat about what's going on, where it's raining when it's going to stop. yeah, well, it's starting to rain quite a few places now. everybody on the map. let's start off with were at for rain season, which is to say we're doing pretty good, but we'll take the rain. >> that we get this month because it will only add to this kind of reinforce that we've had a good season. so it's all going to be beneficial rain. but as you can see, it is starting to come down and now starting to see some of those oranges and yellows pop-up there in the north bay indicating that they're heavier showers along the 101 and certainly rolling into point rays. right now. he's been a little bit lighter in parts of the east bay and on the peninsula. but hang on. it's coming your way to if you haven't seen any rain yet, it will certainly be there soon as the stream of moisture roles in all connected to a low pressure system sitting right there. you see that perfectly calm ahead, shape there. and that low pressure system driving this moisture that will be with us, not just today, but also into our saturday. and the first part of our sunday. now, these do come with a chance of

thunderstorms as well. so just be prepared for that. we will get some clearing on sunday. so that would be your better chance for any outdoor activities. as you can see tonight is going to stay very active. the showers will continue to press towards the south and the east. and before they go, they're going to quite a bit of rain in their wake. now we'll catch a little break overnight and then we're back at it tomorrow. this is the noontime hour. and again, we do have that 10% chance of thunderstorms. and i do think tomorrow night. but you when we see some of them roll through so just get ready for that on saturday night. this is right before midnight and you can see sunday morning starts off active yet again early. but by later in the afternoon, that's when we start to clear out and kind of get our our weekend back. this is the rain we're looking out for. you might notice some of these totals are like a little wide and varied. it's because some spots will be the places where we have thunderstorm cells and those are going to be the heavier totals and those kind of set up and they come down very quickly. in addition to that, we've got an awful lot of wind coming our way. not just today, but also tomorrow. so be prepared for that as well. we're getting all the fun stuff, right? here's a look at your extended forecast. let me add to that

fun stuff. that's going to be very cool tomorrow. temperatures in the upper 50's. so look out for that. we'll get a break sunday into monday and tuesday. more rain expected wednesday into thursday of next week. >> thank you. congress facing another deadline to avoid a partial government shutdown. lawmakers release details of the 1.2 trillion dollars spending bill yesterday. they face a midnight deadline. republicans say they got more money to deal with the immigration and border security issues. democrats say they're still more funding for child health care and research. the bill is essentially keeps domestic spending flat while cutting some foreign aid. it still needs to be passed by the senate in order to avoid a partial shutdown. and you may have noticed a few chips in the back at the grocery store. but the prices, it's such. it's a fewer home. you may have noticed fewer chips in the back at the grocery store, but the price is still the same. ford has increased. and now some lawmakers in

washington want to crack down on what is known as shrinkflation. our dc correspondent reshad hudson who shares more. >> shrinkflation less product for more money. it's an issue that's affecting main street and sesame street cookie monster posted on x that he's cookies are getting smaller. people are are suffering under this ohio democratic senator sherrod brown says people should not be paying more for fewer chips or cookies in the bag. he says corporations are ripping off the american people, doing all kinds of deceit for marketing, deceitful sales practices. brown wants a crackdown on companies for quietly shrinking the size of their products, then charging more people are paying more for groceries because of stock buybacks and because of profiteering by a lot of american companies. brown has introduced a bill that would make it easier for state and federal officials to sue corporations that engage and

shrinkflation. but kentucky republican senator rand paul says it's not just the cookies that are shrinking. the dollar is shrinking and it's from debt. paul says massive government spending is driving inflation. well, the government should be involved only in the sense of the government should quit devaluing the dollar. my colleagues are always seem at the ready to do the bidding. corporate america. brown's bill also has the backing of the white house same size back. >> but fewer chips than not joking. it's called shrinkflation. president biden raised the issue during his state of the union address earlier this month. >> reporting in washington reshad hudson. >> still ahead, looks from residents calling on officials to apologize after what they to apologize after what they say happened during a city california's largest insurance provider has announced it will discontinue coverage for certain homeowners. the new policies coming from state farm.

renew more than 70,000 policies for properties in high fire, danger areas over the next year. the zip codes locally that will see the most number of cancellations are in and around santa rosa. napa, piedmont, orinda and lafayette state farm says starting in july we'll stop renewing about 30,000 homeowners renters. and other property insurance is and in august will also stop offering and stopped renewing commercial apartment policies. one industry expert says paying out all those monies. after all the fires has just become unsustainable for many insurance companies. state farm's the last remaining company that has not non renewed. >> a single homeowners insurance policy since the big fires 2017. so it's the market leader they really held on longer than anyone else. >> state farm says affected customers will be notified the summer. the mega millions

venue will go a long way. >> in fremont, philippe djegal all kron. 4 news. >> a 14 year-old is now in custody in the east bay accused of trying to steal cars. livermore police say this first attempt was made earlier this month in a downtown parking garage near the intersection of livermore and railroad avenues. officers say that the teen pretended to have a gun in his pocket and threatened to harm the victim. if he did not give him his car, police then received for more reports of similar incidents. 4 days later, the teen is now facing multiple counts of attempted carjacking, attempted robbery and criminal fact threats. 2 alleged gang members in santa rosa have been arrested in connection to an assault on a 13 year-old officers say that this attack happened as the victim was walking to school last thursday. the 2 people arrested have now been identified as a 19 year-old from santa rosa. and a 25 year-old from windsor. the 13

year-old was hurt but did not need to go to the hospital. in california, a pastor is accused of paying several suspects $40,000 to kill his daughter's boyfriend. the shooting happened in october last year and the victim survived. samuel past us was a pastor in san bernardino county and people believe police believe that he hired hit men to kill his daughter's boyfriend because of his religion and his beliefs. so now he faces charges of solicitation and conspiracy to commit murder, attempted murder and assault with a deadly weapon. their bail has now been set at 1 million dollars. there was a celebrity turnout at a rally for a california law that bans homes that are close to oil and gas wells. governor newsom along with former governor arnold schwarzenegger and actress jane fonda joined local officials in support of this law senate bill 11. 37 is facing a november ballot

military control, maximizing humanitarian aid to gazans and minimizing civilian casualties. goods goes on to say here we look forward to continuing our close working relationship with governor newsom to strengthen california. israel ties achieve a peaceful and secure future for both israelis and palestinians. counter anti-semitism and make california a safe and welcoming place for all. now the san francisco bay area office of care is calling on san bruno officials to issue a public apology over what they say happened during last week's city council meeting care says city officials refused to let muslims attending the meeting, break their fast and pray inside of city hall. the groups sent this letter to sen produce mayor in it care says muslim residents had requested accommodations for fasting as the meeting fell on the second night of ramadan. but city staff reportedly denied the request just hours before the meeting stating city policy

where this winter storm warning on the western facing slopes goes all the way down the state and then you can see the watch as well. and parts northern california, some of our peaks and certainly on those eastern facing side of lake tahoe area, too. so heavy snow expected. this is when the warning goes into effect. 6 o'clock tonight until 08:00am on sunday. so make sure you don't travel during that time if you can, because you're going snow covered. roads are going to have wind gusts up to 45 miles per hour. it's not going to be pleasant if you're not already up there. you kinda have missed the boat and you'll have to wait until we get to sunday later in the day. so here are the totals we're expecting, as i mentioned, one to 2 feet up the peaks, but notice this system cold enough to bring a little bit of snow up to places as well like upper lake and points north of that. so it's going to be a good system. but here we go again tonight that 7.15, that snow is going to start falling rather quickly and get very heavy as we get into the overnight tonight. tomorrow, we will have a little bit of a slower start. but then once we get into our afternoon and evening, once again, we'ret going to see those totals kind
