going to try one. >> right now on the kron, 4 morning news, we're going hear from the attorney for the driver who crashed their suv into a bus stop killing a family of 4 in san francisco. oakland mayor sheng thao updates us on where she is in selecting a new police chief. and we're tracking rain coming into the bay area today as winter weather returns. >> from the area's local news station. you're watching the kron. 4 morning news at 6. >> good morning. and happy friday to you. and and i'm james, the first half's going to be fine. the second half's. another question. i wore the turtleneck to kind of give you a clue that we're back into winter. good morning. yeah. you're all bundled up there. come morning, james and very good morning, we will be having colder temperatures coming our way. they're going to stick around for about another week here. as for the first full week of spring wake and it will have some

winter-like weather. so what's going on for today? sunshine to start for some folks. it looks like by some breaks in the clouds going on and a fairly dry to start things off. this is what it looks like in the east bay shoreline. there you have the cloud cover and all we don't have a lot of ground fog. but at least aloft, yes, the cloud cover is pretty much settled, but they're nice breaks that are in those clouds to. so you'll see the sun in many parts of taking the east and the south bay to start your day off and really into the early afternoon, there's a closer inspection. look at this nice clear patch right there along the central coast and on a moderate as well. winds are relatively inactive. i mean, they're single digits in all. we're going to see a pop happened with those winds this afternoon. worth mentioning. another one is expected for tomorrow as well. this may be a little esoteric, but we're just kind walk through this real quick. this is moisture levels of the service. this is relative humidity levels, which when it rains usually very elevated their elevated. now, just because the day is early and young, look at how that clears in the east in the south bay showing you that the rain really not getting going for good chunk of the bay, even by

mid-afternoon. it's really in the north bay. it's really going to be bottled up by the evening. it spreads out. you have an overnight through your saturday. nice little cut here, too east and the south bay where the sun may even be out for a little bit. we're getting some decent mixing with some drier air. so rain turns off or a little time. that's kind of a bad thing because we might get some thunder shower action, 58 by 10 o'clock by one. we're talking. 66 notice how it's variable clouds, rain expected late this afternoon for a lot of the east and the south more on that forecast in a bit runner and has a traffic check reyna. all right. thing it doesn't start until a little later on today. a dry morning commute so far 11 than arrive for everybody traveling into the city this morning. >> 7, 2, bridge just short of 14 minutes. no major issues going on off the bridge. our richmond center fell bridge just short of 9 minutes. and the golden gate bridge. 37 of the tolls, 19 minute morning ride. all right, james, back to you. thanks. a lot it's 602, and are developing story. the accused driver in a fatal crash in san francisco's west portal. >> has been released from

police custody now we've learned the identity of the baby who died in crawford's. rodney has been talked to. >> the driver's lawyer and has the story. mary fong allows lawyer says she did not suffer any major injuries like a broken bone from saturday's crash. >> he also says the public seems to have a misunderstanding how legal proceedings work in a case like this and that there's no wrong in his client being released from police custody. the pictures of the 4 victims who died because of saturday's crash. still hang on you, lois street in san francisco and visitors still walk to the growing memorial to pay their respects. police arrested the driver. 78 year-old mary fong lau. but her lawyer sam geller confirmed to kron 4 that she's been released from police custody and then no charges have been filed. the fact is that this could just be horrible tragedy. >> that, you know, have to vary. for consequences. that is an accidents without there being crime. san francisco district attorney brooke jenkins has asked for patience as investigators gather more

information, saying toxicology results can take more than 30 days to obtain. >> and that will also take time to go with the operating systems of the suv. lau was nd appreciate fact that da's office, despite potential public pressures >> you know, conducting a investigation to make a proper determination to get it right. the youngest victim in the crash, 2 months old ramos, pinto de oliveira died at the hospital wednesday. the executive director of walk san francisco, jodi madeira released a statement saying in part, quote, san francisco griese for this family. we're all far too vulnerable. >> cars, trucks and suvs can become deadly weapons in an instant. our city's leaders must step up to the all too real threat on our streets with new levels of commitment and a new ways walk. san francisco sent a letter to mayor london breed outlining the need for more decisive action with vision, 0, a road safety policy with the goal of eliminating all traffic related fatalities. reporting in the newsroom. i'm rob nesbitt kron. 4 news.

>> it's 604. and today the sfmta hold a public meeting on its no turn on red expansion project. yeah. the project aims to improve pedestrian safety in the downtown area. kron four's will tran is live in the city now with more on how this is going to be expanded. will. >> the key where you just hit it right on the head, james expanded meeting. it's already in place. it's in the tenderloin. 54 intersections that actually started in 2021. now they want to expand it to the north and south of market areas. 200 intersections. the whole idea just like what we saw 3 years ago to cut down on pedestrian accidents and they have a sample size that they can point to. so it looks like it's not if, but when it will happen and they're looking for input, starting at 10 o'clock this morning from the public. so you just go to the sfmta website you log on and you can do is zoom or you can call in

with your input. here's how it's going to work. it won't be a camera. it will be signs. it will be at an intersection saying no turn on red. they already did in the tenderloin and they say 92% compliance. they saw pedestrian accidents dramatically drop in the first year and years since what they want to do now is install those signs in 200 other intersections and the north and south of market areas. the core of the downtown area where a lot of people walk. so they want to do. this is just a matter of hearing from the public. and if all goes well, it looks like those signs will be installed sometime a little bit later this year. back to you. thanks a lot. well. >> 606, is the time. and in the east bay, it's been almost a month since the oakland police commission delivered its latest list of candidates for the next police chief. but we still don't know what the

mayor plans to do with that list. the list includes cincinnati police department lieutenant colonel lisa davis, new york city assistant deputy mayor for public safety. luis molina, former san leandro police chief abdul pride in and retired lubbock, texas police chief floyd mitchell. at the beginning of the month, a list of candidates handed to the mayor to the review review and possibly there some questions about her conduct as well and interviews of the 4 finalists. we spoke with the mayor about where she is in this process appointing a new chief. >> i have to do my due diligence. do a thorough review. you know, i can tell you my version of a panel interview has been conducted and i am moving forward in a steadfast, wait moving expeditiously. but at the same time, i'm going to take my due diligence to ensure, you know, any checks and balances are

implemented, making sure that this person is going to be the right person for the city of oakland. >> oakland has been without a permanent police chief for more than a year since mayor thao fired and the former police chief leronne armstrong. >> it's been 15 years since 4 oakland police officers were killed in the line of duty was in march of 2009 that mark duncan and officer jon heggie were ambushed. the suspect shot and killed them both before barricaded himself in a nearby apartment sergeants, irv romans and dan high went in after the suspect and both were shot dead. the suspect was eventually killed by police. and that day remains the deadliest day in history of oakland. police. the man killed in a wrong-way crash following a police chase on 5.80, in oakland earlier this week has been identified 57 year-old lee david winner of lafayette. police say that he sday when a truck involved in a police chase crashed into him

head on. it all started with a burglary in else or which then led to that chase. police say they stopped chasing the truck when it started heading the wrong way on westbound 5.80, at the interstate 80 merge. they say the suspects suffered major injuries and they're all facing criminal charges. >> the california highway patrol is looking for the person who fired shots on the freeway on tuesday. this happened just before 8 along interstate 80 at mcbride avenue in richmond, one person was hit by a bullet but survived. >> well, another blow to bay area, homeowners and renters state. farm insurance says it will not renew more than 70,000 policies for properties in high fire danger areas over the next year. the zip codes locally that will see the most number of cancellations are in and around santa rosa, napa, piedmont, orinda and lafayette state farm says that starting in july it will stop renewing

approximately 30,000 homeowners renters and other property insurance in august. it will also stop offering and stopped renewing commircial apartment policies. one industry expert says it's paying out money after all, the fires has become unsustainable for many insurance companies. >> state farm's the last remaining company that has not non renewed a single homeowners insurance policy. since the big fires 2017. so as the market leader, they really held on longer than anyone else. >> state farm says that affected customers will be notified this summer. this is turning into a prices for homeowners. well, the concord city council has accepted a term sheet for development at the former naval weapons station from brookfield properties. the exclusive negotiation agreement which would span over 4 decades would develop a number of things in that area. it will create more than 12,000 homes with 25% being designated as affordable housing area for

commercial use. and green space will also be designated with more than 2000 acres to the east, which has been gifted to the east bay regional park district for a new regional park. the plan also includes restoration of mount diablo creek. and the widening of willow pass road, a specific plan and environmental reports will be given once a deal with the navy is set because they still own that property. >> it's 6.10, and still ahead on the kron 4 morning news. another victim comes forward in the east bay accusing a teacher of abuse. >> and teachers still working in the bay area. so we'll have the latest on that. and we're going hear from the couple who is accused of staging a kidnapping in valais almost 9 years ago. their story became a central point of the new netflix documentary because they were wrongly accused. >> good morning, everyone. i'm michael thomas live in downtown santa rosa at russian river brewery. take a look. coming up. we'll give you details on that special brew they make every year and why

lightning because the odds are what do you well, we like, joke. okay. haha reveal james darya. good morning. good morning, everybody. and we're starting things off with kind of a mixed bag. clear patches in clouds. >> but the folks in the east and the south bay get some sunshine to get things started. there's the east bay shoreline to see all kind of lit up back to the green. i mentioned earlier, this means the severe prediction center says, hey, you guys may get some scattered thunder showers going on for today, not but >> scattered thunder showers and that those count the east and the north bay before was looking more. the central valley. now that's spread out a little bit. and with the sunshine energy that we're going to be in parts of the bay. that is because the atmosphere, more energy, which to play with let's hand it over the models and kind of get an idea about timing in all of this and will freeze it here to 30 or so. still working on trying to get to the east in the south bay. slow going north bay obviously hit first. then the juice. your stuff gets here by 5 o'clock. you can see pretty good coverage by that point. there's the line and we're going to get winds with this as well. so very sloppy

commute home break in the action overnight. rain redevelops kind of scattered about before dawn on saturday. so it could be spotty. scattered showers, thunder showers on saturday afternoon into saturday evening and on sunday we do the same thing yet again. so i walk in front of that a little bit there. but again, sunday overnight or setting into sunday morning, we get a little patch look out for and again sunday morning might see the sun come out a little bit temporarily back to those winds to pops. want to point out one right on timing this afternoon or this evening, rather evening commute. there you have it coming from the south and from the southwest. a little pop that deserves mentioning on saturday afternoon. these are widespread winds. we've been through this kind of stuff before and it's nothing like that. you don't hear any wind advisories on here in high wind warnings. good news. so it's going to be a good wind but not problematic on balance for most people might have some localized problems and watch out for those thunder showers. so for today, it's rain developing, windy, sloppy evening commute for the

administration now preparing to forgive another 6 billion dollars worth of student loans. this will help relieve. >> about 78,000 borrowers right now, primarily public surface workers. and that includes teachers and nurses and firefighters and others who all qualify under the public service loan forgiveness program was created back in 2007. the

white house says this will bring the total amount of cancel student loan debt to 144 billion dollars impacting 4 million americans. well, a new bill may help the control over local government to violate state housing laws. if passed, it would find local governments $10,000 a year for each violation. the money will then be used for affordable housing for the area where the violation occurred. currently, california department of housing and community development is authorized to notify the attorney general when cities and counties are violating the state's planning and zoning law. >> it's 6.25. and for your health this morning, there's a new study from ucsf and it says that fatty liver disease is disproportionately affecting latino children. the researchers link in unreliable access to food as the reason that raises the odds of having this disease, latino kids are nearly 4 times as likely because of food insecurity to have this problem. kron 4

how late everything develops over the east and the south bay perspective. we still have sunshine want on until some cloud cover develops in the early afternoon. and it's really in the late afternoon, the east and the south bay starts to see the development of rain. there's the low we're going to be watching. it's going to be a player basically today tomorrow before successive systems, march on through into sunday. what we're really going to see again as that cold air upstairs and get the heating, you get the rising of moisture in. you start to get some problems in terms of maybe some hail thunder showers and sometimes even locally heavy winds. widespread winds expected later today. yes, in tomorrow afternoon and evening as well. yes, here's a look at your single digits on the winds calm in many spots and again, single digits. elsewhere. our temperatures checking in to the 50's for the most part, very mild start and get used to it because that's going to be close to high temperatures. it looks like for the week ahead will have more on that in a bit right now. the checkout area traffic reyna. all right. we're all to like meet friday morning traveling into the city. 14 minutes there. no accidents, hazards or delays. >> pretty smooth sailing

looking good. san mateo bridge just sort of 15 minutes, 80 to 101 traveling across towards peninsula. your ridges overfill bridge just short of 10 minutes. golden gate bridge around 90 minutes. 37 of the tolls and look at your highways. whole lot of green out there on this friday morning. all rkght, james, back to you. thank you. reyna 6.31. and amended civil rights lawsuit has been filed against the san ramon valley unified school district and a former teacher. so a second victim apparently come forward alleging abuse and claims the school district failed to act with kron four's philippe gaulle speaking. >> to some of the attorneys. >> a second former student at san ramon valley high school has come forward with abuse allegations against a former theater arts teacher. she has been added to a lawsuit originally filed last month in contra costa county superior court against the teacher and the san ramon valley unified school district. it alleges the school district failed to act when made aware of the

abuse allegations. >> during the 2011, 2012 school year. they did not document his final so that subsequent employers would know >> about these allegations. they did not submit the matter to the california teachers accreditation agency to ensure that his license was taken away. attorney robert allard with the san jose based law firm of sari boskovich and allard represents the 2 plaintiffs. >> he says jane doe number ones, alleged abuse happened multiple times on and off campus in 2011. and jane doe number twos abuse allegedly occurred shortly after the first plaintiffs graduation. the lawsuit claims the teacher showered the plaintiffs with gifts and played favorites. allard says jane doe number one was sexually abused multiple times on and off campus. >> and that the teacher's alleged grooming led to him inappropriately touching jane doe. number 2. >> without her consent, these were all behaviors which were known to the school. and to our knowledge, no action was taken by the school of prior to the. station of jane doe.

number one, allard says the report was filed with law enforcement back in 2012, but no charges were filed, which is why kron 4 is not sharing the defendant's name or picture. >> allen says he eventually left the school on his own accord shot. for the past. >> several years he has been advice principle. at a reputable private k through 12. school and the east bay ice shutter to think about what i know about this man. how much damage he cause they're allard says now that a second plaintiff has come forward, a formal request has been made to law enforcement to reopen its case. >> the san ramon valley unified school district responded to our inquiry by stating, quote, we take these kinds of allegations very seriously, because this is active litigation. it is our policy not to comment. philippe djegal all kron. 4 news.

care of the kids and the chp is investigating the crash. >> happening today, san francisco district attorney brooke jenkins and members of the api community will rally to demand justice for and paying taylor. taylor was stabbed multiple times while walking in the lower not hill neighborhood back in 2021, the attacker pleaded guilty to attempted murder, elder abuse and assault. and despite the district attorney's recommendations for a 12 year prison sentence, he was sentenced to only 5 years of probation. today's rally will take place at 8.15 this morning outside of the san francisco hall of justice. governor gavin newsom is now calling for an immediate cease-fire in gaza. elected leaders have been facing pressure as the death toll in that war between israel and hamas continues to grow in a letter to the state's muslim, palestinian american and arab american communities. the governor says he's supporting president biden's call for an immediate cease-fire as part of a deal to get relief for gazan civilians and the release of hostages. the bay

area's civil or i should say council on american islamic relations says that the governor's stance is better late than never. >> for many months now, the majority of americans have said that the genocide in gaza it's sad that it's taken our elected officials so long. to join the moral called for a cease-fire. but we welcome that they're now here. >> the governor's letter also acknowledges a rise in anti-muslim discrimination and hate. care. national says in the months following the october 7th attack on israel, anti-arab bias jumped more than 170%. >> meantime, the san francisco bay area office of care is calling on san bruno officials to issue a public apology over what they say happened during last week's city council meeting care says city council officials refused to let muslims attending the meeting, break their fast and pray inside city hall. the group sent this letter, 2 san

year-old david weiner of lafayette. he was driving a bmw on tuesday and a truck involved in a police chase crashed head-on into him. it started with a burglary in elstree to that led to the chase. the california highway patrol is looking for whoever fired the shots on the freeway tuesday. the shooting was a before 08:00pm along interstate 80 at mcbride avenue and richmond. one person was hit by a bullet but survived state farm plans to not renew more than 70,000 policies. >> of properties in high fire, danger areas. state farm says that starting in july it will stop or knowing about 30,000 homeowners renters and other properties that use them for insurance august. they're also going to stop offering and stop renewing commercial department policies. the city of oakland is going to install

weather is cooperating for that. a look at the tahoe forecast. we've got snow still continue on saturday. can't rule out for sunday. little break develops on monday but notice how the temperatures drop. you may recall. we had a highs around 50. it's a 30 story after that and allegedly its spring. all right. take a look at the west coast thing here. what we're so used to with a lot of the storms. this particular winter has been supplemental information from the subtropical jet comes up, gives us all that rain copious amounts of moisture than these lows drop out of the gulf of alaska. and we have a show. this is a little different. this is following the typical winter pattern where these lows drop south and this basically kicks open the door for a bunch of them all week long. so this pattern is going to be the familiar singsong winter pattern for the next week. coming up ahead, here's what looks like for today, though, focusing on our activities. we have sun and clouds mixture in the east bay in the south bay. here comes a line of rain, the progress of it by 6 o'clock has just about everybody cover that will be with winds as well. we lose a lot of that energy, though we get to later tonight before another dose tries to

redevelop kind of patches of rain here and they're all overnight through your saturday. now. and this isn't a saturday night with some heavy rain expected by that point. now, getting back to the dynamics here again, even today we could see some thunder showers and into tomorrow. that's a little different also because we have a layer, some dry air. so that has to be corrected. but that also could provide the dynamics with the energy exchange in all takes us to sunday morning. another clear patch tries to develop spotty rain showers expected on your sunday rainfall collection. that's going stop it for today. this is the dead of night overnight. we miles that are somewhat a quarter to a half of an inch of rain by that point, depending on where you are. let's at saturday's activity on top of that, we're going to about an inch of rain or so from but three-quarters of an inch. it looks like throughout the broader bay that's collection from now and all the way to sunday morning. there's a bit more to be had on sunday morning as well. winds will come with this to this is the broad based winds are going locally heavy winds
