renewed over the next year. good evening, everybody. i'm vicki liviakis. i'm ken wayne. state farm says this is the only way to keep its business viable, especially in the wake of the wildfires we've seen over the last 7 years. kron four's dan kerman here in the studio tonight with more. dan. well, these changes that we're going o see a specifically these non renewals are going to start in july and august and start rolling in over the next year. >> those who live in high fire danger areas may soon be without homeowners or renters insurance. state farm, the state's leading insurer has announced that over the next year will stop renewing approximately 30,000 homeowners renters. another property insurance policies and not renew another. 42,000 commercial apartment policies, state farm's the last remaining company that has not non renewed a single homeowners insurance policy. since the big fires 2017. >> so it's the market leader. they really held on longer than anyone else. rex frazier's with the personal

insurance federation of california, which represents large auto and home insurance companies in california. >> he says taking on more policies and paying out for wildfire damage has proved unsustainable for state farm. they outlined. >> the drop in the capital that they have available to service their existing customers. and it went from 4.1 billion dollars at the end of 2016 to 1.3 billion at the end of 2023, the zip codes that will see the most non renewals are in areas ripe for wildfires. ta rosa, napa, piedmont, orinda and lafayette. this is part of a larger problem with other insurers withdraw >> we need to make sure that we're stabilizing or insurance market. >> bay area state senator scott wiener says the state insurance commissioners looking at new rules as to how insurance companies can calculate risk when setting rates. he says that might

help. and rates are going to go up. >> and but that's going to painful for many of us. but it's also better than not being able to access insurance at all. >> still, this is raised a red flag for state regulators. they say state from general's decision today raises serious questions about its financial situation questions. the company must answer to regulators. this point no date has been set for state farm to answer those question to regulators. but wiener says in addition to the state insurance commissioner legislature's and the legislators themselves are going to have to get involved and figure out a solution to this problem. vicki can thank you, dan. and you know, this is just the latest complication in the california home insurance crisis. >> kron four's sara stinson spoke to a north bay couple struggling to get their home insured and a high wildfire risk area after being dropped by their insurance company of nearly 2 decades. it's a story you'll only see here on kron

4. and it's coming up tonight at 6.30. >> developing news tonight. we now know the name of the baby who was killed along with his family in that crash at a bus stop in san francisco. authorities have identified the victim as 2 months old cow ate ramos, pinto de oliveira. the crash happened over the weekend in the city's west portal neighborhood. police say the family was waiting for a bus to go to the zoo when it happened. callie's mother, father and one year-old brother were also killed. the accused driver 78 year-old mary fong lau was originally arrested for the crash. but she was released from police custody yesterday. our first rob nesbitt talked to her lawyer and has the story. >> mary fong allows lawyer says she did not suffer any major injuries like a broken bone from saturday's crash. >> he also says the public seems to have a misunderstanding how legal proceedings work in a case like this and that there's no wrong in his client being released from police custody. the pictures of the 4 victims

who died because of saturday's crash. still hang on youn lois street in san francisco and visitors still walk to the growing memorial to pay their respects. police arrested the driver. 78 year-old mary fong lau. but her lawyer sam geller confirmed to kron 4 that she's been released from police custody and then no charges have been filed. the fact is that this could just be horrible tragedy. >> that, you know, have to vary. or consequences. that is an accidents without there being crime. san francisco district attorney brooke jenkins has asked for patience as investigators gather more information, saying toxicology results can take more than 30 days to obtain. >> and that will also take time to go with the operating systems of the suv. lie was driving his grateful and appreciative of fact that da's office, despite potential public pressures >> you know, conducting a investigation to make a proper determination to get it right. the youngest victim in the crash, 2 months old ramos, pinto de oliveira died at the hospital wednesday. the

executive director of walk san francisco, jodi madeira released a statement saying in part, quote, san francisco griese for this family. we're all far too vulnerable. >> cars, trucks and suvs can become deadly weapons in an instant. our city's leaders must step up to the all too real threat on our streets with new levels of commitment and a new ways walk. san francisco sent a letter to mayor london breed outlining the need for more decisive action with vision, 0, a road safety policy with the goal of eliminating all traffic related fatalities. reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> it's been almost a month since see oakland police commission deliveredeits latest list of candidates for the city's next police chief. the mayor sheng thao. but we still don't know what the mayor is planning to do with that list. the list includes cincinnati police department lieutenant colonel lisa davis, new york assistant deputy mayor for public safety. louis molina, former san leandro police chief abdul pridgen and retired lubbock, texas police chief floyd mitchell today.

mayor thao told us a process to find a new chief takes time at the beginning of the month. the list of candidates was and into the mayor to review the choices and possibly conduct her own interviews with the 4 finalist today. kron 4 talk to the mayor master about where she is in this process of appointing a new police chief. >> i have to do my due diligence. do a thorough review. you know, i can tell you migration of a panel interview has been conducted and i am moving forward in a steadfast, moving expeditiously. but at the same time, i'm going to take my due diligence to ensure, you know, any checks and balances are implemented, making sure that this person is going to be the right person for the city of oakland. >> oakland has been without a permanent police chief or a little more than a year since mayor thao fired a wrong armstrong after an internal investigation into how several officers were disciplined by him. today marks 15 years since 4 oakland police officers were killed in the line of duty in the in march

of 2009 mark duncannon officer john heggie were ambushed. the suspect shot and killed both of them before barricading himself in a nearby apartment. sergeant ervin romans and dance. a chi went in after the suspect and both of them were shot dead. suspect was eventually killed by police. that day remains the deadliest day in the history of the oakland police department. >> in the south bay, san jose mayor matt mahan joining community leaders today advocating for a policy written to prevent the displacement of residents due to high rent. the tenant preferences program with favor tenants who already live in the neighborhood where affordable housing already exists or will be built. groups at today's rally talked about the harsh conditions. many residents currently face. >> it is unacceptable that families and tenet had endure the harm of the harmful effects of this placement cars. but a lack of affordable and stable housing. we witnessed so many families.

>> living in the streets and caused that. we also witnessed so many struggle in trying to find the floor of the house and buildings. >> the city council is set to vote on this policy next tuesday. and if it's approved, the ordinance would go into effect immediately. now to our 4 zone forecast as we step outside and look south from mount sutro down the peninsula cross like. >> ocean beach where we see lot clouds overhead. that is. >> we've been talking about the rain coming in and tomorrow. is it still slated to arrive? yeah. still on the way, it looks like the wintry weather is going to make its way back into the bay area. the south bay, you may sneak in actually one last nice day, but yeah, the rain will be moving the south even by tomorrow afternoon, out the door tonight, a look at half moon bay waters kind of quiet out there right now. some clouds begin to float on shore as we get ready for an end of the spring. whether returns, some wintry weather around the bay area with some much colder temperatures likely head in toward the weekend out the

door. now numbers not bad at all. it is a nice evening in redwood city at 67 degrees. it is currently 64 degrees, partly cloudy and fremont. 65 in san jose. 65 degrees in concord and cooler and a half moon bay at 57 degrees. but still pleasant out there along the coast. now the winds going to ramp up with this next front as it begins approach the coastline to so tomorrow, it's going to be an entirely different day ahead as we're going to see, we're going to see a change in the weather is it's going to make some rain roll back in the bay area. the storm clouds already beginning to develop off the coastline. you can see that our low pressure pressure just kind of swirling around outside. so not a gigantic storm, but this open up the door but only colder temperatures and wet weather. but a series of storms that will likely impact the bay area over the next 7 to 10 days, at least maybe even beyond stepping out the door this evening. you're working on a nice night, partly cloudy skies. if you're heading on out, those clouds will be on the increase as we head throughout the night tonight. and then as we look toward tomorrow, we start out fairly dry. but by the afternoon, high pressure because in a job, the way here we go, that frontal system

begins to roll in towards the coastline. rain picking up in the afternoon hours. the winds will be gusting to maybe some 30, maybe some 40 mile an hour gusts along thl coastline. more rain throughout the weekend. we'll talk more about that coming up in a few minutes. thank you. north restaurant featured on the michelin guide for its russian cuisine is closing its stores in san francisco for good birch. and wright made that announcement on social media yesterday. >> the owners didn't say why they're closing down, but they thank the community for their support saying we want to express our heartfelt appreciation to each and every one of you the last day to grab a dinner at the restaurant will be on march. 30th. coming up, another victim added to the lawsuit alleging the san ramon valley unified school district did not do enough to protect them from assault. >> we're going hear from the victim's attorney. plus, a new push to bring a grocery store to san francisco's troubled tenderloin neighborhood. hear from the city leader who leading that effort. >> and the new deal governor newsom says will shrink the state's multibillion dollar

>> we're in the name of the person who was killed in a wrong-way crash during a police chase on 5.80, in oakland earlier this week. authorities have identified him as 57 year-old lee david wiener of lafayette. it all started with a burglary nelson read on tuesday night that led to a chase from else return oakland. the fleeing truck started driving the wrong way on westbound 5.80, at the interstate emerge. police say they broke off the chase. at that point. shortly after that, the suspects vehicle crashed into winners, bmw,

killing him. the suspects suffered major injuries in are also facing several criminal charges. >> a new proposal could bring a full service grocery store to the tenderloin district in san francisco. the resolution from supervisor dean preston. it calls for the city to study the possibility of bringing a supermarket to that neighborhood. kron four's gayle ong has details. >> people have to go to multiple stores to get on country stable. jennifer bowlen, legislative aide for san francisco supervisor. dean preston is working on a resolution calling on the city to bring a full service grocery store to the tenderloin. a lot of times they have to shop around to get them at prices they can so they want to do one. 3 all over there, ma'am, we have cell stage. we have a over half a mile outside of the tenderloin with the take public transportation, some corner markets have stocked up on fresh fruits, vegetables and meats. but options are limited. joshua lowe lives in

department suing apple in an antitrust case over claims set the bay area tech giant has a monopoly over the phone market. and that is hurt consumers kron four's. catherine heenan live in our newsroom with details. catherine. yeah, well, we know can the federal government has been? >> cracking down on big tech as of today. that does include apple. this is a lawsuit that could be a big challenge to the reach and influence of the company. it is accusing apple of maintaining and illegal iphone monopoly. >> if left unchallenged, apple will only continue to strengthen its smartphone monopoly, but there's a lot >> the lawsuit takes direct aim at apple's biggest product claiming the company tightly controls how people use it and violates antitrust laws with practices designed to keep users reliant on apple devices. examples. the company is accused of making it tough for competitors to integrate with the iphone. ultimately raising prices and alleging

that apple is blocking rivals from accessing iphone hardware and software features even intentionally reducing the quality of messages between iphones and other smartphones. we allege that apple has consolidated its monopoly power, not by making its own products better by making other products worse. we allege that these this behavior has been ongoing. >> for essentially 15 years. plus. >> california's attorney general says it's as though apple has created a moat around its kingdom. apple meantime calls the lawsuit wrong on the facts and the law saying it will put up a vigorous defense. the company argues if the lawsuit succeeds, it will hinder innovation and lead to the government. taking a heavy hand in designing people's technology netchoice a trade association that advocates for big tech and washington is siding with apple. not about

protecting consumers. >> it's advancing the power and weaponization of antitrust law by the government against businesses that they may not like. in fact, it wants the dumbest of phones for all of us and says somehow that that is pro consumer when it is anything >> apple is just the latest big tech company. the federal government has tried to rein in. there's been wave of similar lawsuits against other companies in recent years, including google, meta and amazon. vicki in cannes. today, governor newsom officially declared victory less than 24 hours after projection showed prop one will narrowly passed. the governor says he promises the proposition will make an impact in the state response to the mental health and homelessness crisis. the more than 6 billion dollar bond measure will fund more than 11,000 behavioral health beds and nearly 27,000 treatments.

running above average. well, in the 70's in some spots, even some mid 70's and some of the warmest areas. but those are things about to change now is ready to get back to more of a wintry like pattern is we're going to see a storm clouds rolling in as early as tomorrow. and i think kind of on and off throughout the weekend and then well into next week, too, out the door. right now we got some high clouds up above, but a nice evening around the bay area by this time tomorrow night, we're going to talk about rain outside right now, though, doppler radar remaining dry out there. just some high clouds up above and that onshore breeze continuing to blow. but the storm clouds just hovering off the coastline and that low is going dive in as we head in toward the weekend. that will bring with it. that rain and much colder temperatures on the way. let's time out the storm for you as we head through the night tonight. you see the clouds kind of rolling on through, but staying mostly dry outside by tomorrow morning. yeah, maybe a couple of pop-up showers for the commute mainly north of the golden gate bridge. not going to be much. most of us going to be dry. but as we head through the morning, the storm system going to slowly sag by 10 o'clock. most that rain is located in the north bay is

still dry in the south bay. in fact, the south bay tomorrow afternoon may sneak in some 60's and low 70's again. but then as we head to the afternoon, you see the storm system sagging further south of there you go. that rain kind of picking up throughout the bay area, going to be on and off through the evening hours into early tomorrow morning, too. so the winds, yeah, they're going to ramp up to. we're going to see some gusty tomorrow morning. you're going to start to see those winds coming up out of south may be some 10, some 20 mile an hour gusts by the afternoon. yeah, we could see some 30 maybe some 40 mile an hour gusts along the coastline. so looks like those winds wrapping up winter making a return. not done with us just yet. and it's going to continue into the weekend but the sweaters away it for you told me they're kind get back out thanks. thanks. the ceos of several major airlines are demanding to meet with boeing's board of directors. according to the wall street journal, boeing will send its chairman to meet with the airlines. >> the ceos want to question the company over the alaska airlines incident n production problems at boeing factories, alaska, southwest american and

aaron quinn was recently featured in the netflix documentary american nightmare this weekend. it will have been 9 years since huskins and quinn were wrongfully accused of staging denise is kidnapping. the couple was restrained and drug hoskins was then kidnapped and raped by a man named matthew mueller. when queen woke up the next morning, he reported the kidnapping to belay hope police. but was almost immediately made the main suspect in huskins disappearance. today they spoke to law enforcement hoping that by sharing their story, they can keep this from happening again. >> clear in their eyes and no longer. a victim. i am a suspect. >> you don't have to believe every person who comes to speak to you. but as soon as you say, i don't believe this person. and that cuts off the opportunity for you to find out more. >> matthew mueller was sentenced to more than 30 years in state prison for kidnapping huskins. he's also

>> the city of san mateo is agreeing to pay 25 million dollars to settle a abuse lawsuit involving a former police officer. noah winchester's serving more than 80 years in prison for sexually assaulting 4 women back in 2019, 3 of the victims were part of the lawsuit. according to the suit, winchester was on duty in full uniform and armed at the time of the assault. the victims attorneys say that the san mateo police department ignored accusations of him. threatening and assaulting women when he worked in sacramento. >> the ray of sunshine to
