>> now from the area's local news station. this is kron. 4 news at 3. >> a disturbing crime out of the south bay. a man has now been arrested for hiding a camera inside of a coffee shop restroom. thank you for joining us here on kron for news 3, i'm justine waltman. so now we have just learned

the location of this crime that took place at a san jose starbucks off west taylor street and coleman avenue. police are now saying 35 year-old luis suarez junior planted a hidden camera inside of the restroom out that coffee shop on january. 30th, the camera was found beneath the restroom sink facing the toilet. investigators say 91 victims between the ages of 4 and 85 years old were recorded in that restroom. and here are photos of the cameras. police say they found inside of the suspect's home along with 20 guns, including high capacity magazines. juarez was arrested by police on friday and booked into the santa clara county jail on charges that include possession of child installment of a hidden surveillance camera with audio and gun related charges. >> this incident is very scary. want the public to be aware just to be i'm aware of their surroundings. you know, things like this happen, unfortunately. and it is scary. so they can be aware

and that these things do happen. >> and as far as officials know, the recordings are from january. 30th starbucks releasing a statement about this crime. it reads, this is a deeply disturbing incident and we're grateful for the quick and thorough response from the san jose police department in apprehending the suspect. we cannot overstate the importance providing a safe environment for our customers and partners. that's the employees. if you believe you are a victim or have any information about what happened, you should contact san jose police. and now to the public health warning out of alameda county customers at a san leandro restaurant may have been exposed to measles squad force of jamal tells us about the urgency to contact people who might have been exposed at sons of liberty restaurant. >> sons of liberty, restaurant patrons do not seem too concerned about the alameda county public health department's advisory about the measles case that was

reported here. the eatery remains open, but the warning dates back to march 9th. that's when between 4.45 in the early evening to 7.30, at night. customers, patrons, anyone who was visiting the establishment may have been exposed to the virus. everyone who was in the area and visited the establishment during that time frame. caution to look out for measles symptoms for up to 21 days after the date in question. that includes fever. >> cough, runny nose. red eyes and a rash, worsening conditions could mean diarrhea, an ear infection and pneumonia. measles is a preventable virus. most of us are immune because most of us have been inoculated. but for those who have not been big could be in jeopardy, mostly unvaccinated infants, 11 months of age or younger and pregnant women or people with weakened immune systems. what can happen imported case comes

from the country and then some against exposed is not immune and they can spread it to other, not a new people. so make sure you and your children are caught up on your vaccinations. as for the business in question, the owner says that he is working through this. >> with the alameda county public health department in san leandro. philippe djegal all kron. 4 news. >> more than a dozen states have reported measles cases this year alone. here's a map of the 17 states provided by the cdc. the states in blue are the areas where the cases have been found, including arizona, florida and new york. the agency says as of last thursday, there have been at least 58 confirmed measles cases this year. the cdc has been tracking measles cases since 2010 over that span. 2019 was the year with the highest amount of cases recorded nearly 1300 from 2020 to 2023. there were 241 cases reported. the cdc says travelers bringing it into the

united states and unvaccinated communities are behind the spread. some developing news now and a big story we've been following out of san francisco, a 78 year-old woman, mary fong lau, who was behind the wheel of that speeding suv that hit a family of 4 in the west portal neighborhood. has been released from police custody. 3 of the family members were killed in that crash, including a one year-old. and his parents that include diego cardoza, de oliveira and matilda ramos, pinto, the lone survivor. is their 3 month-old son. this week. lau was arrested for vehicular manslaughter, but formal charges from the district attorney's office are still pending yesterday. laos attorney released a statement saying that ms lau and her family joined the community in mourning the tragic loss of life that occurred in west portal over the weekend. this has been fully cooperating with investigators and will continue to do so. she does remain in the hospital. and when she is released, she be processed at the county jail.

in san francisco as well. the city is starting to ramp up its efforts to install hundreds of license plate reading cameras all across the city. kron 4 s charles clifford in the sunset district where the mayor spoke about this issue today. >> ean francisco mayor london breed who is running for reelection, has been a big proponent of using technology to deal with crimes. he wants to allow the police department do things like fly drones and she wants to put cameras in high crime areas. she also wants to install cameras like the one in the poll right behind me there that can read and record license earlier this year, mayor london breed signed legislation that allows the san francisco police department to install 400 license plate reading cameras across the city. the mayor says the goal is to use the cameras to deter crimes, including car break-ins, retail theft and sideshows. >> automated license plate readers can play an invaluable role in helping us to track some of the perpetrators of these crimes and hold them

accountable. >> the plan is to place the cameras like this one at 100 intersections police chief william scott says they are a powerful tool for catching criminals. >> we have not had the ability to do what starting today. we will have the ability to do and that is tracked those vehicles when they're using crime, give our officers the advantage. so we we. can catch people if they commit crimes in the city. >> the new cameras are being paid for with 17.3 million dollars in grants from the california organized retail theft grant program. the san francisco district attorney's office has also received 2 million dollars from that same program. now, the mayor says these cameras do not include facial recognition technology. they also don't recors a vehicle speed they're only used for recording license plates. san francisco police department is not saying where other than here at 9th in irving where these cameras will be installed. but for now in san francisco, charles clifford kron, 4 news. >> san jose police are now looking for this man who they say is connected to robbing 2

businesses in december. according to police, the locations targeted were on monterey road and south bascom avenues. in both cases, 2 men threatened people with guns and stole money and lottery scratchers. the other person involved has been arrested. but anyone who has information about who this person might be should contact police. all right. happy first day of spring. we're going to join the sun today for sure. looking nice out there across san francisco. kyle is here to ask to talk about what's going on. >> yeah. another beautiful day is take a live look here at the golden gate bridge. we are getting a little bit breezy out there in spots. but let's take a look at temperatures first and then we'll take a look at the wind warming up in livermore. caulker covered were already in the 70's. so we're hitting about the heat of the day right now. and you can see san francisco still a little cool there, 57, but some nice temperatures out there certainly above average. if you are inland, this is the reason talking about a little bit of that on shore flow happening here. you can see about 13, 14 miles per hour out at the coast and fairfield

has been rather easy today to about 14 miles per hour. so you got that to contend with. but this is our high pressure and low pressure. starting to scoot a little to the east and these low pressure systems in the pacific getting ready to kind of push them a bit. so this is that rex block that we talked about, right? we get a pattern. the kind of get stuck in one place and eventually we start to see it move and the place we're going to start to see it. move is friday. so today we're still dealing with some nice skies tonight. as you can see, we have a few clouds are going to move in this evening and a little bit of patchy fog as well. but a pretty nice night out there so temperatures between about 43 51 degrees, relatively mild tonight as well. very similar to yesterday and again tomorrow. we'll have that patchy fog after that things start to change as we get into our friday morning. that's when we'll start to see some rain move through the bay area. i'll be back in a little bit. we'll talk more about that time it out for you and your 7 day forecast. thank you. officials with the east bay regional parks district are warning visitors about a blue-green algae bloom. this algae has been seen in several

parks, including lake chabot, which is where we find kron four's tiffany justice. tiffany, what are they saying about this? >> right. just seen here at lake chabot. they do have signs up cautioning visitors about the toxic algae park officials going on to say conditions can change drastically. so they're monitoring costs in ways. >> because of that, i saw the same sign the east bay regional park district is cautioning visitors about blue green algae that can be found at several parks in the district. not have to wash quitman afterwards and >> when it's on my hands on a fishing us, i have to keep it off. my face. >> wednesday afternoon, you can find signs like these posted at parks like lake chabot, showing the do's and don'ts. and these are the park district is encouraging visitors to pay attention to. >> there 3 of our swim facilities that are closed to swimming. one is like do one is correlates and the other shot of those are closed and

then we have a caution advisory at lake. and which means is okay. this one so right now it's not open to swimming. april one is typically with have lifeguards on duty at some and then i'm like tennis cow is has no advisory. but again, things can change rapidly la chabot. there is a caution advisory posted asking people to stay out of the water until further notice and not to drink it. it's also cautioning people to not let your pets going either or drink the water too. >> small water crafts are not recommended at this time. if you do go fishing, clean and get the fish properly. >> happens is it gets the this line goes through the water and work gets where it's real. thick of that algae. it comes up here. you can even see something. it comes up here on to my thumb on to the line and then on my hands eventually on my hands. and so. >> i have to be aware of that. and then if you catch a fish,

you have to be real careful about how you and the park district says this is the time of year when you can see a harmful algae blooms, lower water levels, limited water circulation, increase temperatures and light are among other factors that can cause a blue green algae to bloom some cases release toxins. but yes, wildlife can be impacted. >> people at are going to shuns depending upon their length of exposure. and then also what talks and it is. so you can have a scan, our irritation. you can have ira taishan. you can also gastrointestinal issues. you can get a headache meeting. we urge you to go to your doctor and tell them that you were potentially exposed harmful algal blooms. >> now for a list of which parks are being impacted by this blue green algae can go online to the east bay regional park district's web page. they have all the parks listed reporting live to justice kron. 4 news. tiffany,

thank you. >> a plan to get abandoned cars off of city. streets in oakland is now moving forward. city officials approved this yesterday. the two-year program will focus on a number of things, including identifying and removing vehicles, increasing funds and staff to clean up the streets and creating more tow yards by repurposing caltrans vacant. lots under freeway overpass. us. coming up, a new app is now helping to reduce food waste while saving bay area residents. a lot of money on groceries. we'll see how this works. >> and the push to pay for unhoused residents to leave the bay area and reunite with their families will have more on this homeward bound program. but for students across the state sleeping on college campuses tonight in order to protest anti-semitism, the university that's participating in the bay area.

>> college students are staging a statewide. it sleep in protest. this is coming as federal investigators are looking into reports of anti-semitism at u c berkeley. the lead inspiration behind this protest is the chair of israel studies at uc berkeley professor ron hassner. he's been sleeping in his office on campus for the past 2 weeks in protest of how the university has responded to the rise in anti-semitism there. and last hour during our 2 o'clock show, i spoke with the professor on what he is hoping to accomplish. >> i wanted to find a way to protest. that was not confrontational. that sent a very clear message of support for jewish students. that was perhaps a little uncomfortable of for campus administration.

but i also didn't want to embarrass the campus in some way. the campus knows that at the summit is a serious problem at berkeley. the campus is trying to address it as best it can maybe needs to move a little faster. >> a group of more than 20 other faculty across the state, including at stanford and san francisco state have also agreed to hold their own citizens are sleep ins this week in solidarity with the professor. congress is asking berkeley to hand over documents related to reports of anti-semitism at the university. they're investigating reported anti-semitism in schools all across the country. kron four's catherine heenan has the details. >> well, a formal request to cal for documents came from the house education committee. the university now has until april second, 2, a comply or to appeal for more time. >> congress wants to find out everything it can about how uc berkeley response to incidents of reported anti-semitism or

examples of situations jewish students say they do not feel safe. >> this was scene last protesters disrupted an event where a former member of the israel defense forces was set to speak. protesters broke through doors to students say they were assault. that congressional committee is not just talking to uc berkeley. it is now on a list that includes harvard, columbia and mit. >> and they're serving subpoenas. ducas take comes for documents on universities all over the united states and asking various universities to turn over anything and everything regarding any sort and so activities to look at our universities, engaging in anti-semitism in 2024. when the university administration doesn't enforce policy, that results in a hostile unsafe island campus ridges.

>> the house education committee says there are what it calls grave concerns about the in adequacy of the uc berkeley response to anti-semitism and referred to a failure to protect jewish students. and if that's what the investigation shows, that's awful. >> i mean, that's terrible. that any student wouldn't be protected by virtue of their religious affiliation. whether you're catholic or baptist or hindu or buddhist or muslim, that's america. >> uc berkeley says in a statement it is committed to confronting antisemitism and plans to release a comprehensive report on the committee's questions. that was catherine heenan reporting for us as tensions mount on college campuses over the israel-hamas war. >> members of the california legislative jewish caucus are introducing a bill they vow will protect all students from violence and hate. today. this

group of lawmakers introduced a senate bill that will require state universities to update their student code of conduct to prohibit violence, harassment, intimidation and discrimination on campus. also to launch programs to facilitate constructive, yet respectful dialogue. the legislation comes amid a wave of anti-semitic and islamophobic incidents at uc and csu schools. since the start of the israel-hamas war, including a recent incident at u c berkeley where police say jewish students were forced to evacuate in the event due to threats from violent protesters. a recent study from the university of chicago shows more than half of jewish college students in the usa. they feel that they are in danger on campus. >> i want to be clear. jewish students are being specifically targeted here. and being bullied and intimidated and harassed and sometimes attacked. so that they are not able to congregate be

who they are. and with that much past to stop, this is very much about the incredible anti-semitism that has manifested itself. >> on our campuses, but he's also very much not a jewish issue because the idea that students should feel safe on campus should feel safe to express their ideas that we should have a robust exchange of ideas. that is something that is important for all students. >> no word on where california's public school system stands on the spill. but lawmakers say they have received positive feedback from the uc and csu presidents looking outside here towards the embarcadero towards explore. terry, i'm nice and sunny out there. happy first day of spring kyla. looks like it's going to rain coming up soon. yes, it is. we get one more day, though, before we start to see that rain work its way. and i wanted to start with the 6 to ten-day precip in participation outlook, which means that we're looking ahead. now you can see across the country east coast. >> and west coast both expecting that we're going to see above average

precipitation. and we zoom in here to the bay area. you can see that we are especially in that darker green, meaning that we've got a little bit of rain coming our way, which, you know can and cannot happen sometimes during this month. it's one of those months where it's kind of a you don't know which way the wind is going to blow. always with that as we head into it. but it looks like we're going to wind it up with a little bit of rain. we're going to start that as we get into friday. so here is your evening and lot a few clouds roll in tomorrow. i think we see. i'm a nice afternoon. should get some sunshine in there. and then later in the evening, we're starting to see that cloud cover roll in. and that's when the rain starts rolling is tomorrow. looks like late morning into the north bay and then throughout the bay area. so just be prepared for the fact that we could have a little bit of a rough commute in the afternoon in particular. i think. and as you can see, it goes through friday night and then continues into saturday with more scattered showers rolling through and some of them could be heavy at times, which is why we're going to see some pretty impressive rain totals for this system. it looks like between a half an inch an inch of rain for most, a little more for others. and it looks like some of the coastal communities could pick up some those higher totals up in the north, maybe out bay mountains

and down in the santa cruz mountains as well. so it means that if you are one of my gardeners in the area, you're not going to have to do much watering on your friday and saturday sunday, we should start to get a little bit of a break, but then more rain likely as we get into next week. now, temperatures are also going to be part of the story tomorrow. san jose for 72 degrees. but when we get into a rather today, 72 degrees, we get into saturday. you can see we're dropping that by about 10 degrees. so that's going to be another part of this is that we really watch those temperatures roll down to below average, particularly as we get into saturday and sunday. so the showers coming in on friday through saturday. if you need to make outdoor plans, i would go with sunday as your best bet. good to thank you. still ahead, a new audit claiming some bart employees are clocking in for work, but they are not showing up. >> details on those accusations and pg e customers using the voice to rank the company's service. what was revealed that this year's

new report shows that customers are not that happy with pg. and e the oakland based company coming in at number. 23 of 27, big utilities nationwide in a yearly customer satisfaction survey. the american consumer satisfaction index did the survey. it measured several factors, including brought for a liability staff courtesy and the ability to restore service after an outage. well, the ranking is not that great. it's better than last year when pg e came in last, the utility has been under fire for its skyrocketing electricity costs. and when comparing off for major california utilities pg e came in 3rd. one lucky person snagged a very large chunk of that mega millions jackpot in sacramento. the winning ticket was sold at lot. cheney is it's a store that residents say is a building on a history of selling a string of winning lottery tickets. the winner didn't get the whole jackpot,

>> san francisco board of supervisors are proving a program to help unhoused people return to their home towns. officials say that this program will help the homeless crisis in the city. the homeward bound program started in 2005. it was initiated by governor gavin newsom when he was mayor. the program provides people with travel and relocation assistance. the goal is to reunite 1000 people with their families each year supervisor ahsha safa. says in recent years the program has assisted less than 300 people. >> this is voluntary. so no is being forced to do it. what we know this has proven success. the average cost is a few $100 and the cost savings for the taxpayer. san francisco thousands and thousands of dollars. >> people living on city streets tell kron for news. it won't be easy to send someone home who qualifies because

that person may have that experience trauma where they came from. it's still unclear when this program will start up and what approach officials plan to use. a new study says that the number of homeless black californians is 4 times higher than the black population overwhelm the state. only 7% of californians identify as black. but a new report from ucsf shows that the democratic makeup the state's homeless population for black people is 26%. the authors of the report say the over representation is due in part to centuries of racism and embedded policies and practices. they highlight that the median monthly income prior to becoming homeless was $1200 lower than other racial groups. and more than one in 5 black californians entered homelessness directly from incarceration. authors say this is the first report of its kind since the mid 1990's and they hope the information will be used to inform evidence-based solutions for preventing and ending

homelessness among black californians. california attorney general rob bonta announcing a 15.5 million dollars settlement with a california nursing facility for negligent care and the mistreatment of patients mariner health is accused of being illegally understaffed and lying about the number of workers employed. to government regulators. according to a complaint filed in 2021. short staffing resulted in the spread of lice and pests amongst the residents and the number of an reported assault cases mariner house alameda facility was included in the settlement, which will also require the location to be monitored for at least 3 years. as we talk about some national news, if the house follows its own rules, there's not enough time to pass a bill to keep large parts of the federal government funded past friday night current house rules say members need 72 hours to read the bill before voting on it. washington correspondent jessi

tenure reports on how the next few days could be a bumpy ride. president biden is ready to sign this bill package, but lawmakers are still debating exactly how to get it to his desk. >> it appears if all goes well, lawmakers have a deal to keep the federal government running. that is my hope speaker mike johnson is optimistic. lawmakers will avoid a partial federal shutdown at midnight friday. republicans are griping about the agreement but probably going to be kicking and screaming about it. it's a simple no, because they always. >> graham stuff in there. that's an intentional or nobody knows it's in there. but california congressman pete aguilar says democrats will support the bill to avoid a shutdown. we look forward to putting up votes to pass this mini bus. the house first has to pass this final set of spending bills that include funding for the pentagon and department of homeland security which oversees the u.s. mexico border. the homeland piece was the most difficult to negotiate because the 2 parties have a wide chasm between the senate would then have to vote which top

democrat leader chuck schumer says he would do immediately is going to be a tight squeeze to get this funding package passed before the weekend deadline. every senator would have to agree on speeding up the process. and right now utah senator mike lee does not want to budge. once we get this bill. >> we shouldn't forced to rush the judgment on it. >> now the senate's top republican mitch mcconnell is less optimistic than johnson telling his members to prepare to stay through the weekend in washington. i'm jessi tenure. >> as more international support flows to ukraine. allies are waiting for the u.s. now to make a move. the biden administration is putting pressure on congress to pass further aid, but the effort has now stalled at a meeting of eu creating allies in germany. defense secretary lloyd austin said that the u.s. must step up to help ukraine, but that effort is facing some resistance back at home. senator lindsey graham has been one of the top ukraine supporters in the

senate, but during a trip to ukraine this weekend, he says it's time to change course. he argued 8 no interest loan might get more political traction amongst lawmakers than giving direct aid. i'm all in for helping ukraine. >> have to do it in a form of a loan business. i think it will get more public support back home. >> this coming as congress is trying to pass a funding package before friday's deadline. this could delay a vote on ukraine aid even further. child marriage survivors are pushing for assembly bill that would end child marriage in california. california is one of the only 4 states in the nation with no minimum age for marriage. according to statistics from 2021, nearly 9,000 children were married in california loopholes in california. marriage law prevent underage marriage from being classified as a crime. the bill looks to fix that and provide children protection who are under 18.

the bill will be heard in the assembly judiciary committee later on in april. and internal audit firm. bart is showing employees who claimed to be working 10 hour days would briefly report to duty before they went home for a big part of their shifts. so this report is claiming 3 employees are accused of time theft and they collected and earned base salary extra earnings from shift pay overtime. double time. pay on holidays. their roles were not released. but bart says the employees we're not approved for remote work and that their duties for not really conductive to remote work. the report adds that one of the 3 employees retired once confronted by the park police department. all right. happy first day of spring. look at the clouds starting to build up here up behind quite tower in san francisco keilar is joining us now as we can see what's going on across the whole country today. yeah. take a national look really quickly. kind of interesting because we've got snow in the northern tier and you can see also along the great lakes, a little bit of that great lakes

snowmaking machine is on. >> but we also have fire danger. you see this here in parts of wyoming in the basket and warnings are because of low humidity levels and wind. something you know, these don't really see a whole lot of this month generally, but they're looking out for that. now. the person, again, you can see some of the snow that's happening there in the great lakes. meanwhile, out on the west coast, you see one warning that has gone up. it's actually a watch. it's a winter storm. watch for the sierra because we've got some snow expected talk a little bit about that as well. but right now we're looking good. nice and clear. just a few high clouds that are out there and here in the bay area, we will see the clouds move in tonight. a little bit of patchy fog tomorrow, though, we should get a little sunshine in the afternoon and then the clouds really move in and they stick with us as we get to friday and we start to have some rain that we're looking out for. and again, that continues into saturday. now i mentioned the sierra. you're taking a live look there now. obviously a beautiful day out at diamond

peak. but we do have a winter storm watch that has just gone up now for early friday until late saturday evening. and you can see where it is here all throughout this year. and that is because we do have some snowfall expected. in fact, you can see one to 2 feet of additional snow up at the peaks. what i come back in a little bit, we'll talk more about that and also take a look at our extended forecast in the rain that we'll be getting while the sierra will be getting the snow back to thank you. new details now about of pleasant hill shooting where 2 people were shot. police say 63 year-old peter popovich. >> was working as a cannabis delivery driver yesterday afternoon at a condo complex and twin bridge circle. that's when 2 people who were armed police say tried to rob him and popovich was also armed. and then there was a shootout. popovich was killed and one of the attackers. 21 year-old trayvon davis also died. the other attacker is still on the run. police have not released a description of that person. the case is being investigated as an attempted robbery

resulting in homicide. police in san francisco are investigating 5 stabbings that happened in the span of 8 days. the latest one happened yesterday morning in the mission district at 20th and south van ness. police say a woman was stabbed multiple times and is suffering from life-threatening injuries. 2 other stabbings also happened to the mission. one happened sunday in the lower hill neighborhood. and there was also a stabbing march 13th in the outer mission where a suspect was arrested for killing that victim. police are looking for the suspects and the other 4 stabbings in the south bay. a police standoff in campbell has now ended with a man dead. this happened yesterday morning after a woman texted police about a domestic violence incident. she said her children were inside the home with the suspect. a man who has now been identified as 31 year-old miguel gomez officers say they tried talking with him until he took a shot at them. they say one officer then fired back, killing him

the santa clara county district attorney's office is now investigating. in the east bay, a license plate reader and some store security cameras. are helping. police in alameda recover 3 stolen vehicles. the first incident happened at a target, a license plate reader alerted police who then looked at security video to identify the suspect and arrest them. police did the same thing to recover a second vehicle at a kohl's and a 3rd of the walgreens. the alameda police department on praise to their partnership with retail stores and this technology saying, quote, the successful recoveries of stolen vehicles highlight the importance of community collaboration and demonstrate how technology can be and asset in resolving cases. we'd like to extend a huge thanks to walgreens, kohl's and the target loss prevention teams. an elderly fairfield couple has now been living in a hotel for months after they say they hired a local restoration company to do some major repairs on their
