system was forced to bring in a bus bridge for quite a while this afternoon. thank you for joining us here on kron. 4 news at 5. i'm noelle bellow and i'm grant lotus. trains are back running at the orinda station. but >> for a while earlier, that was not the case. strong winds have really been causing issues throughout the bay area for most of the day and palo alto, a tree knocked out power for almost 900 customers between embarcadero road murillo road. >> crews are out working to safely remove the branches and restore s all day to safely remove those branches and restore electricity. >> i in like this. sparks and a big pop deal. armstrong heard the commotion just before noon thursday. i was

just, you know, the cats. the casket super spooked. when jumped back, you know, another one happened in the hot tub like shut down or something. i don't know. kind of scary. palo alto utilities reported the outage at 11:40am, impacting hundreds of customers. the utilities citing the cause a tree in armstrong's backyard. 800 people are well, this utility workers spent the day clearing branches off the power line while crews on the ground scent of equipment. meantime, at armstrong's home, my host meet is a dancing yoga instructor. and so she said of a hot spot able to still reach our community. and i don't know how my husband's go like some amazing tech because he's still in his cold conditions were calm in the afternoon and breezy at times, strong winds are in the forecast. the national weather service issued a wind advisory anticipating tree limbs down and power outages. it always helps to be ready for it. you noticgood news

live in palo alto, gayle ong kron. 4 news. >> sunny and windy today. thank you, gayle. as we take a live look outside here. this is san francisco where the winds have died down at least for right now, according to this live picture. but it has been an up and down day. yeah, a lot of debris left and a lot of parts of the bay. we've got lawrence karnow here with a look at those winds and where they stand now. lauren? yeah, they've been with around outside specially get over the mountain tops. we've got some gusts over 70 miles an hour today. >> across some of the higher peaks here in the bay area. so blustery winds out there right now looking from our mount tam cam down out over the bay and well looks nice and clear out there. that's one thing. we've got these nice offshore winds and that's sinking air making

for some beautiful weather outside the wind advisories continuing. and now i'm going to see more gust at least through tomorrow morning. those strongest can find more toward the east bay and the north bay overnight tonight as those winds will continue to howl specially again early tomorrow morning. i think they'll be a period this evening. we start to watch those winds begin to decrease. then as we head to early tomorrow morning around for 6 in the morning, they really start to ramp up again, going to be blustery at times. all that being said, yeah, it has been howling outside around the bay area. some of those winds in making for some uncomfortable conditions outside of the winds. but really just kind of whipping you get toward the coastline that offshore wind keeping skies nice and clear of any fog had this event occurred in the fall in september, october. we'll be talking about some significant fire conditions. but right now those winds are gusting outside around the bay area at this time and they'll continue to do so. so we are expecting that as we head through the night tonight, the wind should begin to subside a little bit as we head through the evening. but right now you can see some of those winds, the richmond district, almost 30

mile an hour gusts there, the same with daly city. and as you make your way through san francisco working away along the peninsula, the winds also blustery so certainly could bring some of those trees down across the bay area, santa clara valley, a little more wind shelter. but even there they have some gusts over 30 miles an 26 mile an hour gusts now into san lorenzo and they continue. we've had some gusts over 40 miles an hour into the oakland area today. and you get over the mountain tops and that's where it gets really blessed. you can see blow there. get a lot of gusty winds. that's where we had a gust today of 72 miles per hour. one of the winds come to we'll talk about that morning weather coming up in a few minutes. thank you, larry. it's 7 people have been taken to the hospital after a crash involving a bus in antioch. >> contra costa fire responded to the crash on laurel road near highway 4. the off-ramp there early this afternoon. it is not clear how badly hurt the victims are. we'll keep you posted as news develops. a bit of a scare for some parents today in the south bay. as police searched the campus for a suspect. students

at piedmont hills high school in san jose were ordered to shelter in place while officers patrolled the grounds. you can see here in this video from the citizen app, people likely many of the parents waiting outside the school for answers. police tell us the suspect who did not have a weapon made his way toward campus while trying to get away from officers. officers cleared the campus before lifting the lockdown about 1 o'clock this afternoon. but this was the second shelter-in-place issued for a san jose high school in the past 2 days. >> on the peninsula, community members are calling on san mateo county officials to make streets safer after a driver hit a cyclist and drove off california highway patrol says the woman was hit at the intersection of pulling u.s. road and ascension drive the victim now recovering from a serious back injury. police are now looking for the driver. they say the car was a gray or silver minivan with damage on the right front corner today, friends of the victim gathered at the same

intersection to bring attention to how unsafe it is for cyclists. problem with this intersection is that. >> cars come down the street at a high rate of speed. and given the gentle nature of this curve, it basically encourages drivers to go quickly not to stop at the intersection and basically take this as quick as a highway. on-ramp without stopping. >> anyone with information on who this driver may be is asked to contact california highway patrol. and alleged anti-semitic attack could land a rideshare driver in prison for a decade. according to court records unsealed this week, a passenger called a rideshare to get a ride home from the airport. but when the driver arrived, they say he demanded to know if the rider was jewish or israeli and said he would not transport them. the driver then attacked the passenger, punching them in the face. all happened back on october. 26 about 2 weeks after the surprise moss attack on israel. but we're just

learning about it today as the records have now been released. the indictment does not say which rideshare company, the driver worked for if convicted, though he faces 10 years in prison and a fine of $250,000 for the hate crime charge. >> another day, another united airlines flight forced to make an emergency landing today at sfo this time because of a hydraulic leak that the airline says cause smoke to billow from the landing gear. kron four's. rob nesbitt joins us live in the studio with what passengers experienced. robin, other one. in this case, though, the flight was able to land safely and all passengers the plane normally at the gate, according to united spokesperson. >> this mechanical issue, just one of many in the last weeks for the airline. problems for united continued thursday when an airbus, a 3.20, carrying 150 passengers. >> encountered a hydraulic leak on its approach to sfo. smoke could be seen from the landing gear which the airline says occurs. when hydraulic fluid comes in contact with

the brakes i spoke with retired pilot douglas rice about how as a foe has been the nexus for all the united incidents in the last 2 weeks. all of these incidents occurred on aircraft that either. >> out of francisco are back into san francisco that came from san francisco in prior flight. sort of describes where this could be coming from, according to flightaware united flight 18, 16 that encounter the hydraulic leak thursday was on the ground at sfo. long aircraft is already been repaired is already left francisco on its next like united headline started catching the attention of the public march 7th. >> when japan bound united flight lost a wheel while taking off from sfo. the next day, a united flight from sfo to mexico city had to make an emergency landing at lax because of hydraulic issues. this week's problem started monday afternoon when united flight to 14 experienced engine issues before arriving to sfo from honolulu. the same day that united flight bound

for sfo from sydney was forced maintenance issues. travel industry analyst henry harteveldt is surprise since sfo was the home of united largest maintenance base. whether these airplanes are possibly being flown. >> too much do they have enough time between flights for the maintenance crews, highlands, anyone else who would need to be involved to do the inspections that need to be done. experts i spoke to say it's likely that the ntsb and faa are investigating each incident and that united is doing its own investigation. >> to avoid another mechanical mishap, noting that each plane landed safely and no passengers were injured. >> then i would tell anybody who asked that they should book united in confidence. but i do hope that the maintenance leadership that united is examining the causes for these problems and it's going to take swift action to ensure that they stop happening. >> harteveldt says that there does not appear to be any changes in demand for united

flights and no drop. and ticket prices grand. well, so it appears that people are still flying. they're not too concerned about this happening with every. >> yeah. one of the plane's obviously people got to go in most cases so. >> i think it's still as long as like flight prices are comparable. all like people are still going choose to fly with them in the plane. had the issue today was up in the air within a few hours for its next flight. i was told that when there are serious issues, the plane will be taken out of the line. it will have a test flight before it's put back on the line. so it seems though these are is where the most serious policy could be happy everything's happened, feels like the door plug blew off and that we'll that fell off. that could have killed somebody in the parking lot. those are the 2 that really make you stop and say, oh, my gosh, what's going on? the others? >> you know, the planes land safely. and you know, you move on in the hope that stuff gets tightening. planes landed safely in all of the incidents, which also, you know, a little bit. it's almost like what each what happens after a few days just

>> welcome back. as we take a live look outside on this thursday. a beautiful day warm but really windy out there it was. i almost blew a lawrence. i mean, you get caught in some spots around the bay area going across some of the bridges over the mountains are really whipping outside of even in the urban areas. 2030 mile an hour gusts there as well. but winds probably start to decrease a little bit overnight tonight before really ramping up again early tomorrow morning. but making for some beautiful conditions, offshore winds cleared after skies. here's a look at half moon bay. beautiful out there right now up toward the beaches. very nice temperatures go along with that winds, though. there are some of the bigger gusts

around the bay area today. mount diablo gust of 72 miles per hour, mount saint a gust of 70 miles an hour. black hawk in the east bay. 58 miles per hour oakland at the airport. 44 miles an hour, san francisco, 37 mile an hour gust and 34 mile an hour gust in san jose. and that's the way played out all around the bay area. now, the top side of things, though, look at the temperatures, 70 degrees with the offshore winds in san jose. 71 right now in hayward, the 68 beautiful of san francisco, 70 71 in petaluma and 70 degrees in santa rosa. so you get those downslope winds 10 to warm things up and make for some beautiful weather other than the winds outside right now. yep. it's quiet out there. the snow piling up. you can see it over the sierra nevada on the visible live shot right now. well, we're going to some more beautiful conditions over the next couple of days. high pressure just kind of sitting overhead tonight. if you head out the door should be a nice evening out there. but yeah, it will be blustery at times, mostly sunny skies. temperatures staying very mild into the evening hours. if you're headed out the door. so

multi-billion dollar budget deficit, a deficit, the non-partisan legislative analyst's office estimated 73 billion dollars much higher than governor gavin newsom's. more optimistic deficit projection at 38 billion dollars. but regardless of how large the deficit is, those on the committee say action is needed now to address these, the budget challenge is in front of us to item discussed at the meeting. >> a proposed tax increase on some california health insurers specifically managed care organizations ceos who provide services for medical the state's publicly funded health care program for people with low incomes. >> how it works. the state contracts with them. ceos like kaiser blue shield in blue cross to provide services for medical patients. ceos are then reimbursed by the state for their services. typically the money to reimburse those companies comes out of the state's general fund. but should the mco tax proposal be approved? the reimbursement would be matched by the federal government and raise an estimated one and a half

billion dollars in revenue. the idea is to free up one and a half billion dollars in the state budget to be used elsewhere from a non partisan point of view. mcgeorge school of law professor chris mckay lee explains the thinking behind particularly in the deficit year and drawdown whenever available federal funds. there are. >> to help fund california needs. this is one of those instances where the federal government will give us a dollar-for-dollar match. supporters say the proposal is a small but important step to avert budget cuts. prevent us from having to go our health care space and cutting some programs and other services for our patients. total no-brainer to go out there and >> try down these federal funds to help support providing health care to folks here in the state of california. the newsom administration says this is not a traditional tax increase because the money ends up back in the hands of the mco adding most mco is actually support the tax increase proposal. still, republicans are skeptical the revenue raised actually go where it's supposed to go. i'm not sure that the public and myself is very, very

tenderloin. again, this time it's not homeless advocates objecting to the clearing of encampments as kron four's. dan kerman reports now residents and business owners say the city it is not doing enough to clean up the area. we've had enough. the we attorney matthew davis is talking about. >> residents and businesses to live and operate in the tenderloin. >> good deals happen in front of their house all hours that day, the sidewalks are. but selling stolen goods by encampments people who are living on the streets are dangerous dogs. the streets are filthy. there are used syringes everywhere. biohazard human waste, people light bonfires in front of their home in the city has decided that this is somehow acceptable. >> davis has now filed this lawsuit on behalf of the phoenix hotel, the best western hotel and 5 residents contending the city is using the tenderloin as a containment zone for illegal
