airlines has had a slew of problems over the past 2 weeks today, a flight from australia headed sfo was diverted because of maintenance issues. that's after an incident last week with a tire fell off a plane during takeoff. here. >> at sfo crossed a car in the parking lot below. and then before that, engine caught fire while flying near houston. joining us now to talk about this and more aviation expert scott miller. a long time commercial pilot who is now a lecturer at san jose state university. we keep getting together scott, because things keep happening. should we be looking at united? boeing are both when we're trying to lay blame. >> well, in a little bit, i would almost say neither only from the standpoint, the thing that's really strange about the latest reading is just the fact that these in its incidents are happening pretty close together in point of time, combined with the

increase interest, the has in these types of incidents. now, if you're on one of these planes, when something like this occurs, i understand it can be pretty trying him pretty stress-inducing. but i think the proof in the fact is, although these incidents are occurring in all the cases, the aircraft because of that bringing of the cruise and the backup systems designed in the airplanes themselves are leading to successful outcomes. usually with the aircraft parking at the gate. certainly we need to look at the causes for these and help prevent them from occurring in the future. but the fact that we've had such a successful outcomes tells me the safety systems are actually working pretty well because at the end of the day, these all these aircraft or parking safely at the gate after the incident. >> it does give a little bit of comfort, i think for for folks when you when you say that i'm curious, where do the airports themselves fit in all of this? because lots of these

are originating from obviously we saw a couple from houston as well over the last couple of weeks. obviously those checks and balances here from bowing to united personnel themselves. but then obviously crops are here at our airports. where do they fit into all of this? >> well, you keep in mind that the large network carriers operate on what we call the hub and spoke system where the hub airports are where the flights are concentrated and not coincidentally, both san francisco and houston are hubs united airlines. so united has their operations concentrated there just from an odd standpoint, it's not surprising to me that those airports are seeing these incidents just because of the high number of operations that occurred there. >> so what do you think needs to happen to prevent these? you said maybe don't blame united. maybe. don't blame boeing. yeah, i'm not here trying to blame someone, but i think the general public, here's all these things happen

and they want to get to you know, they want to understand sort of the root causes of them and what can be changed to you? never going to prevent everything but to decrease the frequency here. >> and you just had on exactly what will occur with most of these incidents. they rise to the level that the national transportation safety board will conduct a full investigation just as if there had been a complete tragic loss of the aircraft to determine what happened and where the reasons for these incidents occurring happened so that we can put preventive majors in place for the future. the number of incidents is the total number of instances over a month or even since the beginning of the year. not really increased year-over-year from any other period of time. it's just that as i said earlier, the fact that there are a little bit concentrated in terms of all in a week and the fact that we're paying a little more attention is bringing them to

light. i think that's a good thing. the ntsb will determine what the issues were will be able to put mitigation in place to prevent those types of issues on future flights. >> well, and the fact that we have video from inside some of these aircrafts, i think that's a big difference. now, just in when it comes to whether it's issues with airplanes or crime, whatever it is, we have evidence of it. we have videos from the passengers inside the planes or someone who's just, you know, filming planes, taking off so i question is how concerned should flyers be? should they the kind of ok, should i maybe not fly united? i have, you know, a couple flights, you know, already schedule for them. it is th going to a different airline, something that you think people will start doing. >> well, historically. passengers choose their flights on the basis of price. and also after that, the basis

of schedule, i would feel perfectly comfortable buying a ticket on united airlines tomorrow in flying united anywhere. they have to go in the system. the couple reasons for that. obviously, united airlines themselves. they know they're in the spotlight right now. i guarantee you as they always do, they're doing everything they can do to mitigate these problems before they develop, prevent them from occurring in the first place. but as the investigations move forward, they'll be able to find areas where perhaps a little more focus would be required if that becomes evident after the investigation keep in mind the united states is enjoying the longest bit of airline safety in terms of major accidents that have ever that's ever occurred since airlines started flying. that didn't happen by mistake. there's a lot of systems tracking systems, data systems in place. they're doing a great job of identifying risks

before they become a hazard so that they can be mitigated. and though that's happening every day of the week with the data that will be able to download each flight and those efforts are still continuing moving forward. the airline industry is only going to get even safer as a result of these investigations and keeping those safety management system systems going. >> i will get you out here on there's talk of these airlines going more airbus and less boeing because of the issues at boeing, stock was down for southwest and also united. do you think that we're going to see an interruption in the normal flow of planes going to these airlines and you think passengers could end up paying more as a result of this disruption. >> i think it's going to be a little bit of there is no denying that the 7.37 delivery schedule is quite disrupted at

the moment with current inspections and studies going on at the boeing plant right now, both as you indicated, united and southwest are going to see significant reductions in their 7.30, deliveries over the summer. i think travelers will still have plenty of options to be able to get where they go, where they want to go in the short term, there may be some price increase just because of supply and demand issues, but the market will take care of us. the issue with united, perhaps trying to jump to airbus and getting a lot more airbus aircraft, the delivery time frames right now for both manufacturers are so far out because of the worldwide demand for new airplanes juggling those delivery positions. and a short notice is pretty difficult to do. >> my dad always tells me the best time to fly these airlines after these issues happen because they're really making sure that things are safe. our aviation expert, scott miller, thank you so much for joining us. we really appreciate your insight. >> thank you. my pleasure.

>> other news tonight, new protections for renters are on hold in concord. that's after the city clerk received a petition that could put the issue on the november ballot. the new ordinance had already been approved by the city council and was set to take effect next month. the changes would have capped annual rent increases at 3% for certain rental units built before 1995. it would have also added additional eviction protections for renters opponents. arguing the cap on rent increases was too low and now have about a month to gather a little more than 7,000 signatures from concord voters. if opponents can do that, the measure will either need to be repealed by the city council or placed on the november ballot where voters will get the final say on the matter. >> some business owners in oakland are telling us they're getting ready to not pay their property taxes if the city doesn't crack down on crime shop owners, we talked to say they just don't feel safe

don't think the city is doing enough enforce tiffany justice reports. >> never been this bad. i mean, we don't need to be talking about that. that as if know, everybody knows it is. >> fed up with crime. some local business owners are telling kron 4 they're not paying unless there is change. ali obvious area. local business owner in oakland for the past. 35 years who owns multiple shops in the city says dozens of businesses are supporting an effort to go on strike from paying business taxes. it's the i mean, city just a >> it's out of control as far as it hits, business owners are feeling they feel the pressure that they are not being protected. but the city of oakland and they paid so much taxes. i mean, there's taxes. i mean, uk will get even there count on the taxes that we pay per year. and plus, we losing all the insurance coverage. >> all this area who runs oakland, small merchant chamber of commerce tells kron 4 so far they have about 220

businesses who are behind this effort demanding change from officials and what they want to see the safer streets. >> we're paying. >> for services and we're not even getting the bare minimum from the city. >> eduard escobar with the coalition for community engagement says the city is not in tune with the real struggles of local businesses in oakland and how they're being impacted by crime. shop owners. >> is there trying to decide whether they want to stay in business because every day is a a and basically like a roulette. they don't know from a business standpoint, of course, the business has dropped as far as the clientele coming into the shops. there's also, you know, extreme extreme concern about their safety and is is making a profit worth putting your life in jeopardy. >> in a statement from oakland city, mayor sheng thao in response, she says, quote, promoting a safer and more prosperous city is my top

priority in oakland is making progress since the summer of 2023. oakland's business districts have experienced a duction in most operty crimes. we've had more police officers in my first year as mayor than we've had the last 2.5 years. we've restored foot traffic and motorcycle traffic units conducted focused operations with specialized units and expanded safety ambassador programs. >> that was stephanie justice reporting. we reached out to the city of oakland to ask what would happen if businesses decided to up and not pay their taxes. the city responded saying as a practical matter, taxes pay for essential public services like police officers and 9-1-1, dispatchers. we've made some really great progress in hiring police officers and 9-1-1, dispatchers as a result, property crime. property crimes in business districts are decreasing and 9-1-1, answer times are improving. it's important. we can continue to fund those critical public safety resources.

truckee. so cold temperatures out there that's going to hold that snow in place. but plan on some spring skiing conditions. if you're heading to the high country, we've got some much warmer weather on the way. but here's the good news. look at what we've come we've come so far this season and we're now at 117% of normal in northern california for snow pack the census year over 100 or one percent southern sarah 94% of normal. and that has just been added to some great conditions there in the high country. so if you want to get up in the slopes tomorrow, looks like a great day to do it. roadways are going to be open and clear. of course. watch out little ice in the early morning parts of the hour. but if you leave around 9 o'clock or so, probably good by the time you make your way up in the mountains, temperatures going to be hovering in the 40's and back it is going to stay dry right through wednesday, thursday and friday. beautiful fresh powder to ski on into the weekend. thanks, lauren. >> the oakland animal services need your help right now due to an unusually warm winter, they're seeing an early kitten season and as a result, need

travel with the team to los angeles for their matchup with the lakers on saturday. he'll be re-evaluated after the team's practice there on friday dubs currently on the road and they'll be in dallas tomorrow night taking on the mavericks. definitely no staff for that grant noel. >> kate, thank you. on this. a national equal pay day, california first partner, jennifer siebel newsom is bringing attention to the gender pay gap as she continues to spearhead efforts to close the disparity. our capitol correspondent eytan wallace has the story. >> well, in my hand here as one dollar, according to new data from the california civil rights department statewide. for every dollar, a man earns a woman earns just $0.81. it's a pay gap. california first partner, jennifer siebel newsom says is unacceptable and now she hopes new action will lead to change. >> we need to get with the times california first partner, jennifer siebel newsom sending a strong message on this national equal pay day arguing we're not where we should be in 2024.

women are still not paid equally to their white male counterparts. parts and continue to lose billions annually to the wage gap. williams, the fact she says well, on average women in california or $0.81 for every dollar, a man earns she points to new data from the california department of civil rights showing the pay gap is even worse for black women who $0.58 for every dollar. a man earns and latina women who earned $0.44 for every dollar. a man earns. >> siebel newsom says change is already happening at this press conference. announced more than 200 major employers, including the sacramento kings, the california chamber of commerce and the cities of woodland and glendale have signed on to the equal pay pledge. she first launched with the state commission on the status of women and girls in the california workforce development agency 5 years ago. in signing they commit to annual pay analysys a review of best equity practices and a careful look at hiring a promotion procedures. as for siebel newsom's message to

employers who have not yet signed on, if they really think about the fact that women are the backbone to their families, their communities and the economy. >> but they're actually harming our society when they don't pay women equitably. but she's confident we could start to see even more change in the near future. in part, thanks to the launch of this new website. equal pay ca dot org and features what siebel newsom calls the california equal pay playbook, providing employers with resources and a gun to close the gender pay gap is is all about making it super easy. no excuses for companies to pay women equitably while the state already has some of the strictest employment equity laws on the books, including some signed by siebel newsom's has been to governor gavin newsom. she says more must be done. california will be better off when women are paid equitably. and siebel newsom says efforts are always under way urge more employers. >> to sign the pledge reporting at the state capitol. a tom wallace kron. 4 news. >> let's go outside. take a peek here at the golden gate

bridge on a tuesday. the flag is blowing. the cars are flowing and there are a couple clouds in the sky. it's like a >> rather poetic today. yeah. wow. wow. must be feeling good. as we're drying things out now some spring-like weather. lot of people are feeling that way. they are ready for some nice weather. you're going to get it too. yeah, that was going blow just around a little bit. but we're going to see more sunshine, some warmer weather. lot of temperatures going to be heating up in the 70's the week ahead. so yeah, we're done with the rain now. looks like to the end of winter here. so are going to enjoy this nice, dry patches. we can expect the skies to clear out overnight. tonight will be a little bit chilly in spots last 24 hours. yeah, we have some decent amounts of rain. how about almost 3 quarters an inch and timber on a san francisco over a 3rd of an inch. almost a 3rd in san bruno. half moon bay getting closer to a half an inch oakland yet 800's and for hundreds of an inch of rain in san jose out the door right now that wind is kicking up along the coastline. that sea

breeze blowing behind that cold front. the winds start switch directions, more of a northerly component to that. that means we'll start to see some downslope winds and that's going allow things to heat up. so tonight, clearing skies, some chilly temperatures tomorrow, mostly sunny, breezy and mild. yeah. it looks like a high pressure going to build in and that is going to bring an end to the rain around the bay area and looks like most that is going to be heading well to the north. here's the long-range forecast. you can see that big dome of high pressure really building in and you start to see the effects. you start to that northerly component that wind beginning to kick in. that would be a feature as we head in toward tomorrow. that especially on thursday. i think maybe a little windy on thursday to. but overall, the skies will clear out to see lots of sunshine around the bay area. things looking good as we head toward friday and the weekend should be fantastic. saturday looks beautiful. sunday looks good to monday. the first day of spring looks dry and later on the following week, maybe we start talking about a chance of rain or 2 again. but in the meantime, we're going to join some nice weather ahead. temperatures tonight will be
